Mara baada mshtakiwa kupanda kizimbani akisubiri taratibu za mahakama, ndipo hakimu wa mahakama hiyo Abubakar Suleiman Thabit alipotoa hukumu hiyo kwa mshatikiwa.

“Mshtakiwa, kwa vile ni kosa lako la mwanzo na hatuna kumbukumbu ya makosa uliyofanya nyuma, adhabu yako kutokana na kosa hili ni miezi mitatu lakini nakufanyia tahfifu, utatumikia chuo cha mafunzo kwa muda wa miezi miwili” 
alisema Hakimu huyo.

Hakimu huyo amesema kilimo ni uti wa mgongo wa taifa hivyo kitendo cha kuiba jembe ni sawa na kuvunja uti huo wa mgongo hivyo mahakama imejiridhisha na maelezo yalitolewa na mashahidi wa pande zote mbili.

Uingereza inafanya Uchaguzi Mkuu - Tanzania yaweza kujifunza nini?

Utangulizi:


Uingereza (UK) ni moja ya mataifa makubwa kiuchumi duniani yenye watu kadiri ya milioni 65 na lenye uwezo mkubwa wa kiteknologia, viwanda, jeshi na elimu ya kiwango cha juu. Kulingana na taarifa za shirika la fedha duniani la IFM, UK ni nchi ya pili kwa uchumi mkubwa barani Ulaya (baada ya Ujerumani ambayo ni ya kwanza) na ya tano kwa utajiri duniani (nyuma ya Ujerumani ambayo ni ya nne) ikiwa na pato la wastani wa dola za kimarekani Trilioni 2.9 kwa mwaka.

Wakati huo huo, Tanzania ni moja ya nchi kubwa barani Africa na tofauti na wananchi wengi wanavyodhani, nchi yetu na historia yake haijulikani sana nje ya nchi (hasa Ulaya na Amerika) na ni mingoni mwa nchi zilizo nyuma sana dunia kwa mambo mengi. Pamoja na utajiri mkubwa wa rasilimali zilizoko kwa maana ya watu, ardhi kubwa na iliyojaa kila aina ya utajiri, nchi yetu bado ina viashiria vingi vya umaskini uliopindukia. Kwa miaka mingi tulikua tunajulikana kama nchi maskini sana duniani (tukiwekwa kundi moja na nchi kama Msumbuji na Somalia), lakini taarifa za utafiti mpya wa mwaka jana uliofanywa na wanaoushikilia uchumi wa dunia, unaonesha kwamba uchumi mkuu ambao ndio unaoelezea pato la taifa umeipandisha Tanzania kuwa nchi kama ya 91 kwa utajiri duniani na miongoni mwa nchi 20 tajiri barani Afrika ikiwa na pato la wastani wa dola za kimarekani bilioni 41 kwa mwaka.

Usiniulize mbona huo utaajiri wewe hujauna wala haujabadilisha maisha yako ila fahamu tu kwamba, thamani ya mapato haya wachumi huyapata kwa makadirio/makisio na hata yakiw ani halisi kwa 100% hayaakisi hali ya maisha na maendeleo ya watu wa nchi husika. Viko viashiria vingine vingi vya kuelezea kiwango cha maendeleo ya watu katika nchi lakini mara nyingi wanasiasa hupenda kutumia zaidi kigezo hiki cha pato la taifa (GDP) maana kinawafaa na hakieleweki sana kwa wananchi walio wengi kwamba kinaamanisha nini. Kwa kuwa mada yangu ni ya uchaguzi na sio maendeleo au uchumi naomba nisiingie ndani sana kwenye hili kwa sasa.

Mfananisho wa Uingereza na Tanzania

Hali ya nchi ya Uingereza na mfumo wake wa kisiasa na uongozi inaweza kufananishwa na Tanzania kwa mambo makuu kama matano hivi:

1. Uingereza ni nchi inaundwa na falme (nchi) ndogo nne ambazo ni Wales, England, Northern Ireland na Scotland. Ndio mana inajulikana kama United Kingdom kwa kuwa ni nchi ya muungano. Hii inafafa na nchi yetu ambayo ni muungano kati ya Tanganyika na Zanzibar

2. Nchi hizi mbili zinapitia wakati mgumu kisiasa kwa maana ya kuwepo chokochoko za kutishia uimara wa muungano. Wakati Uingereza inapata changamoto ya Scotland kuendelea kudai kujitenga kama nchi huru, Tanzania ina changamoto juu ya mfumo sahihi wa muungano na kumekua na sauti za wengine kutokuutaka kabisa muungano uliopo.

3. Nchi hizi mbili zinafanya uchaguzi mkuu kila baada ya miaka mitano. Wakati Tanzania tunachagua Rais kama kiongozi mkuu wa nchi na seriakali, Uingereza kiongozi mkuu wa nchi ni Malkia (Ufalme) huku kiongozi mkuu wa serikali akiwa ni Waziri Mkuu. Tofauti na Rais, waziri Mkuu hachaguliwi kwa kura za moja kwa moja bali hupatikana kutoka kwa chama kitakachokua na idadi kubwa ya wabunge katika bunge la makabwela.

4. Uingereza inafanya uchaguzi wake leo wakati Tanzania inategemea kufanya uchaguzi mwezi wa 10. Uchaguzi huu ni mgumu sana kwa Uingereza na Tanzania inategemea kuwa na uchaguzi wenye mvuto na ugumu wa kipekee mwaka huu hasa baada ya muungano wa vyama vya upinzani dhidi ya chama tawala.

5. UK inaongozwa na mfumo wa vyama vingi kama nchi yetu. Pamoja na kwamba kuna vyama viwili vikubwa vinavyosikika sana, bado kuna vyama vingine vingi vidogo na kuna ambavyo havisikiki kabisa. Sijachimba kutazama sheria yao ya usajili wa vyama inasemaje lakini nadhani hailazimishi vyama kuwa na wanachama katika sehemu zote za muungano kwani kuna vyama vingi tu ambavyo viko sehemu moja tu na haviko kabisa kwingine. Pia vyama vikuu kama conservative hakina mbunge kabisa kule Scotland wana Northern Ireland. Sheria ya tanzania inavihitaji vyama kuwa na idadi fulani ya wanachama kwa mikoa kadhaa na watoke pande zote za muungano. Nchini Uingereza sio hivyo na kuna vyama vina wanachama wachache sana hawajai hata bakuli.

Kampeni za Uchaguzi Mkuu

Waingereza wanafanya uchaguzi mkuu leo (07/05/2015) ambao wataalamu wa mambo ya siasa wanauelezea kama chaguzi mgumu na wenye mapambano makali kuwahi kutokea katika historia ya kizazi cha sasa cha taifa hilo. Ushindani huu ni kati ya chama kinachongoza serikali kwa sasa cha Conservative na chama cha Labour kilichoshindwa katika uchaguzi wa mwaka 2010 baada ya kuongoza kwa miaka mingi. Hadi wanapoingia katika uchaguzi wa leo, hakuna chama hata kimoja chenye uhakika wa kushinda kwa viti vingi bungeni na hivyo yeyote atakayeongoza atalazimika kushawishi miongoni mwa vyama vidogo kujiunga nao katika kuunda serikali kama ilivyo kwa serikali iliyoko madarakani. Iwapo hilo litashindikana, kutalazimika kufanyika uchaguzi wa marudio ndani ya miezi michache ijayo. Hii ndiyo gharama ya demokrasia.

Kwa muda wa miezi kadhaa iliyopiya, nchi ya Malkia Elizabeth imekua katika harakati ngumu za kampeni kuelekea uchaguzi mkuu wa wabunge, madiwani na viongozi wengine wa serikali za mitaa. Kampeni hizi zimekua ni ngumu sana na mambo mengi yametokea lakini kubwa ambalo nataka kulitazama ni kile ambacho kinatawala kampeni za uchaguuzi mkuu na kulinganisha na sisi.

Pamoja na kwamba uchaguzi una mvutano mkubwa kwa maana ya vyama vinavyoshindana kuongoza serikali, kampeni za uchaguzi huu zilijengwa katika hoja au mambo ambayo vyama vinayasimamia toafauti na vingine. Kila chama kinapambana kuonesha nini kitafanya kusaidia wananchi na chenye manufaa kwa taifa leo na kehso. Kwa ujumla uchaguzi huu unajengwa katika hoja kubwa kama saba hivi. Ngoja nizichambu:

1. MOJA: Umoja wa taifa la Uingereza: Kama nilivyoelezea hapo mwanzani, chokochoko za kujitenga kwa watu wa Scotland hazijamalizwa na kura ya maoni iliyofanyika mwaka jana ambapo walishindwa kujitenga. Baada ya jaribio lile, serikali iliyoko madarakani iliwaongezea nguvu za kisheria watu wa Scotland na hivyo kuwa na uwezo mkubwa zaidi wa kujiamulia mambo yao wenyewe kupitia bunge lao. Pamoja na hilo bado kuna vyama vinaamini katika kujitenga na vinatamani kura nyingine ya maoni ifanyike. Jambo hili la kutaka kujitenga kwa Scoland na kuongezewa nguvu ya kujitawala, limeibua hisia za majimbo au maeneo mengine ya nchi kutaka kupewa mamlaka zaidi na hivyo kupunguza nguvu ya serikali ya kitaifa inayotoa maagizo yake kutokea Namba 10 Mtaa wa Downing pale Westminster. Hii ni changamoto kwa serikali na taifa na imetawala maamuzi ya uchaguzi wa leo

2. MBILI: Uchumi na madeni ya taifa: Kama ilivyotokea kwa nchi zote tajiri duniani, anguko la uchumi wa dunia la mwaka 2008 liliiathiri sana nchi ya Uingereza. Maisha yalikua magumu, watu walipoteza kazi, mabenki yalipata hasara na mengine mengi. Pamoja na kwamba serikali imefanikiwa kubadili hali kwa kiasi fulani, bado nchi inakabiliwa na madeni makubwa sana na hali ya maisha na uchumi hasa wa watu wa kiwango cha kati na chini haijaimarika. Hii ni ajenda nzito sana kwenye uchaguzi huuna kila chama kikijaribu kuonesha ni nini kitafanya tofauti na wengine kubadili hali na kulipa madeni

3. TATU: Usalama wa nchi: Nchi hii ni moja ya nchi zenye jeshi kubwa, la kisasa na lenye nguvu kubwa sana ya kivita inayosaidiwa na maendeleo makubwa ya teknolojia. Kuna utaalamu wa kivita na vifaa ambao hata nchi kama Marekani hawana lakini vijana wa malkia wanavyo. Pamoja na kwamba vyama vyote vinajua umuhim wa usalama wao, swala la nyambizi za kivita za mabomu ya nyuklia ni mjadala mkubwa. Wako wanaotaka kuongeza idadi ya nyambizi kutoka 3 kuwa 4 au zaidi na wako wanaosema nyambizi hizi tulizihitaji wakati wa vita baridi na sio sasa hivyo kuendelea kuziongeza ni gharama zisizo na msingi. Kumbuka nyambizi hizi moja inahitaji kiasi ya Shilingi za kitanzania zaidi ya Trilioni 12 kwa mwaka kuziendesha. Hii nayo inawagawanya wapiga kura sana.

4. NNE: Uhamiaji: Nchi hii ni kati ya nchi za Ulaya na huenda za dunia inayopata changamoto kubwa sana ya kupokea wahamiaji toka nchi za nje. Uhamiaji huu sio ule wa wakimbizi tu kwa wenye matatizo katika nchi zao, bali ni hali nzima ya watu wa nchi nyingi duniani kutafuta kuingia Uingereza kwa malengo ya kutafuta kazi, kupata huduma za maisha kama tiba bure, kutafuta kusoma na kuishi na kupata uraia. Nchi hii ni ndogo sana na ukubwa wake mara nne ndio unaifikia Tanzania lakini ina idadi kubwa sana ya watu na wahamiaji wanafika karibu milioni 10 au zaidi. Katika uchaguzi huu, wako wanotaka kuweka masharti magumu zaidi ya uhamiaji huku wengine wakiona ni jambo la hatari kuzuia watu wa nchi zingine kuingia kwao.

5. TANO: Umoja wa Ulaya: Nchi hii iko katika Jumuia ya nchi za Ulaya lakini haijajiingiza kichwa na miguu kama zilivyofanya nchi zingine. Kulingana na historia yake kubwa kuliko taifa lolote duniani, UK bado inataka kutunza historia na utamaduni wake wa kipekee na inaona hatari ya kumezwa na maamuzi ya jumuia. Ndio mana hadi leo wao hawako katika ushirika wa matumizi ya fedha moja na wanatumia pesa yao wakati wengine wanatumia Euro. Katika uchaguzi huu, viko vyama vyenye misimamo ya kutaka kujitoa ndani ya jumuia kabisa na hivyo kupanga kufanya kura ya maoni wananchi waamue kujiengua, huku wengine wanaona ni hatari kubwa kwa taifa kujitenga na Jumuiya ya Ulaya hasa ukichukulia ni kisiwa ambacho kinahitaji nchi zingine katika kupata mahitaji yake. Hili nalo linawagawa sana wapiga kura. Wale wanazi wakingereza wanaotaka kuendeleza utambulisho wao hawataki jumuiya.

6. SITA: Huduma za Afya: Ukiwa nchini Uingereza, ni ngumu sana siku kwisha kabla hujasikia wakitaja kitu kinachoitwa NHS (National Health Services) hasa kwenye vyombo vya habari. Unaweza ukashindwa kuelezea vizurni NHS ni nini lakini kwa kifupi ni taasisi inayosimamia uotaji wa huduma za afya kama ilivyo kwa wizara ya afya kwa nchi yetu. NHS ni mboni ya jicho kwa nchi ya Malkia na kila serikali inayocheza na uhai wake inajihatarisha. Nchi hii pamoja na kuwa ya kibepari hadi leo huduma za afya kwa wananchi wake ni BURE kwa asilimia kubwa (100%!!) na ndio nchi duniani yenye huduma bora za afya kuliko nyingine yoyote ile kiutaalamu na kimfumo. Vyama vinavutana jinsi ya kuijengea NHS uwezo zaidi wa kifedha na namna ya kuindesha huku wakijaribu kuweka mifumo ya kuzuia wasiostahili huduma hizi wasizipate. Huu ni mjadala mzito na nadhani mkubwa kuliko wote.

7. SABA: Ajira, kodi na kima cha chini: Tofauti na nchi yetu ambapo mara nyingi utasikia wanasiasa wakituambia tujiajiri au tujitafutie ajira hata kama hakuna mifumo sahihi ya kutusaidia kufanya hivyo, nchi kama Uingereza swala la ajira kwa wananchi wake ni kazi ya kwanza kwa serikali. Serikali ni lazima uhakikishe wananchi wanajitafutia kipato halali kwa ajira maana wale wasio na ajira kabisa wanaigharimu serikali sana kupitia misaada ya malazi, chakula na usafiri wanayopewa bure. Usipokua na ajira UK maisha ni magumu san maana gharama za maisha ni kubwa sana na hakuna tena mitizamo ya kijamaa kama tuliyonayo kwetu. Uchaguzi huu una mjadala mzito dhidi ya vyama na wanashinda kwa hoja juu ya ni nani ataweza kuwasaidia zaidi watu kupata ajira, kupunguza mzigo mkubwa wa kodi kwa watu wa kima cha chini na kuongeza kima cha chini cha mshahara.

Ukitazama hoja hizi, utaona kwamba chaguzi za wenzetu sio za kupiga kelele majukwani; sio za kudanganyana kwa ahazi zisozotekelezeka na hazijajengwa katika shutuma, matusi, na mambo binafsi.

Smartphone microscope now used to detect parasites in blood

  


WASHINGTON (AP) -- Prick a finger and have the blood checked for parasites - by smartphone? Scientists are turning those ubiquitous phones into microscopes and other medical tools that could help fight diseases in remote parts of the world.

In the newest work, University of California, Berkeley, researchers used a smartphone-run video microscope to target a challenge in parts of Central Africa - some devastating infections caused by tiny parasitic worms.

A small pilot study in Cameroon showed the device could measure within minutes certain worms wriggling in a finger-prick of blood, rapidly identifying who is a candidate for an important medication - and who's at risk for a severe side effect from that drug.

If larger studies pan out, the so-called "CellScope Loa" could help revive a program to eliminate diseases that cause blindness and disability in the region, the team reported Wednesday in the journal Science Translational Medicine.

Essentially, the instrument acted as a cheap, portable laboratory - no lab technician required - part of a trend in medical uses for smartphones that goes far beyond simple tasks like measuring heartbeats or emailing your doctor photos of a suspicious mole.

"This is a very important technology," said Baylor College of Medicine's Dr. Peter Hotez, a well-known specialist in neglected tropical diseases who wasn't involved in the new research.

"It's very practical," by eliminating the need for specially trained health workers and pricey equipment in remote villages, he added.

It's the latest in a string of attempts to harness smartphones as mini-labs. Columbia University scientists recently created a device powered by a smartphone to detect signs of HIV and syphilis in blood, pilot-testing the tool in clinics in Rwanda. At Massachusetts General Hospital, doctors are researching a tool that clips over a smartphone camera to detect cancer in blood or tissue samples. Hotez said still other researchers are using phone cameras to detect intestinal parasites in stool samples.

Wednesday's research targets a public health dilemma: A drug named ivermectin can fight two kinds of microscopic worms, spread to people through insect bites, that cause debilitating infections in much of Africa - river blindness and lymphatic filariasis, a disabling swelling. Mass campaigns to treat affected communities are underway in many areas.

But in certain parts of Central Africa, the treatment campaigns had to be suspended because some people also harbor a third worm, named Loa loa, that can trigger a potentially fatal neurologic reaction to the medication, said Dr. Thomas Nutman of the U.S. National Institutes of Health. For now, the only way to tell who's at risk requires manually testing blood samples, taking hours and specially trained workers that simply aren't available during mass treatment programs, added Nutman, who worked with the Berkeley team on a faster alternative.

The researchers created a handheld device that converts a smartphone into a video microscope and uses custom software to record and analyze movements in blood cells that signal worm larvae are wriggling, said UC-Berkeley bioengineer Dr. Daniel Fletcher, who led the work.

"We're using this phone not just as computer power or for its camera, but to run the test," Fletcher explained.

How it works: Squeeze a finger-prick of blood into a small tube and slide the tube into the 3-D printed base. Click the smartphone on top, its camera lined over the blood sample. Touch the screen to start an app and an image-processing system analyzes wriggling motions that are the size and shape to be of concern, and reports a count.

When used on 33 potentially infected people in Cameroon, the results were comparable to standard microscope testing, the researchers reported Wednesday. Next, Nutman said the team hopes to test the devices in a study of at least 30,000 people in Cameroon this summer. He estimates the devices could be manufactured for $50 to $100, not including the phone.

The work was funded by the Bill and Melinda Gates Foundation, NIH and other groups.

PC market down 2.1%; Mobile-only Internet users up; Facebook grew more outside N. America


The Internet is always changing and growing, as everybody knows. However the current situation involves changes that are much more complex and that require a more detailed analysis. From our perspective, the four main points that should be examined are the current high growth rate of Internet users world-wide, the increased use of smart-phones for Internet access, the mobile friendly web design, and the evolution of the social web.

Regarding world Internet users, our database indicates 3,073,047.787 confirmed users in the world for December 2014. The penetration rate of the Internet in the world, equivalent to the percentage of the 2015 population that has access to the Internet, is 42.3%. We are checking all figures before publishing the new stats tables.

The desktop personal computer (PC) market is facing strong competition from tablet computers, smartphones and also e-readers like Kindle. Total PC shipments for 2014 were estimated at 308.6 million, down 2.1% from the previous year. Smartphones and other mobile device sales are skyrocketing because their many features, better batteries and reasonable prices. These advantages, together with lower Internet access costs are reasons for higher Internet usage in developing countries.

From the above consideration, it follows that the number of mobile-only Internet users is growing in importance. The number of mobile-only internet users have gone from approximately 14 million in 2010, up to the impressive number of 788 million users today, in 2015. This has consequences, because it is difficult to look at a standard HTML website using a smart-phone. New website designs called Responsive Web Design (RWD) have become necessary for accommodating all types of website visitors. Google has posted much information on the subject and developed a mobile-friendly test tool.

Facebook Daily Active User Stats


Facebook is by far the world leader Social Web. The Facebook page at IWS has been fully updated with the latest Daily Active User data. It covers all the world, for the time period (in quarters) from 2013 till 2015. The data has been divided into four geographic regions: USA and Canada, Europe, Asia-Pacific, and the rest of the world.

The Facebook Stats page includes four graphics and a complete data table, showing daily active users from 2013 to 2015, in millions. From the four graphs, we can come to some very interesting insights regarding the current evolution of Facebook:

1 - Facebook growth in the world from 2013Q1 till year 2015Q1 has been from 665 to 936 million daily active users, which represents 40.1 %.

2 - Facebook growth in the United States plus Canada, from 2013Q1 till year 2015Q1 has been from 139 to 161 million daily active users, which represents 15.8 %.

3 - Facebook growth in the world, excluding USA and Canada, from 2013Q1 till year 2015Q1 has been from 526 to 775 million daily active users, which represents 47.3 %.

In conclusion, Facebook from 2013Q1 till year 2015Q1 has grown more outside North America (249 million, 47.3%) than in North America (22 million, 15.8%). This of course represents a shift in its user demographics and purchasing power.

The estimated current 936 million DAU (daily active users) are distributed 161 million in North America, 225 million in Europe, 270 million in the Asia-Pacific region, and 280 million in the rest of the world.

Kauli ya Mhandisi Luhemeja ya kuwaaga wafanyakazi hao ilionekana kama mwiba na kuzua simanzi kuu kwa watumishi hao waliofanya kazi na mkurugenzi huyo kwa kipindi cha mwaka mmoja na miezi 10.

CHADEMA yafungua milango: Ratiba ya kuchukua fomu, vikao vya mchujo na uteuzi wa wagombea


Chama cha Demokrasia na Maendeleo (CHADEMA), kimetoa ratiba kwa wanachama wake wanaotaka kugombea udiwani, ubunge na urais kwa ajili ya uchaguzi mkuu wa Oktoba, 2015 kujitokeza kuchukua fomu.

Mwenyekiti wa Taifa wa CHADEMA, Freeman Mbowe, alitangaza ratiba hiyo jana wakati akizungumza na waandishi wa habari, jijini Dar es Salaam kuhusiana na maazimio yaliyofikiwa na Kamati Kuu ya chama hicho katika mkutano wake wa siku mbili.

Mkutano huo ulifanyika jijini Dar es Salaam kuanzia Jumapili hadi juzi.

UDIWANI

Alisema uchukuaji na urejeshaji wa fomu za udiwani katika kata ambazo CHADEMA hakina madiwani utaanza Mei 18 hadi Juni 25, mwaka huu wakati kwa kata ambazo chama hicho kina madiwani utaanza Julai Mosi hadi Julai 20 mwaka huu.

Mbowe alisema uteuzi wa mwisho wa wagombea udiwani wa kata pamoja na viti maalum ambao utafanywa na Kamati Tendaji za Majimbo, utafanyika Julai 15 hadi 20 mwaka huu.

UBUNGE

Mbowe alisema kuchukua na kurejesha fomu za ubunge wa majimbo na ubunge wa viti maalum katika majimbo ambayo CHADEMA hawana wabunge uchukuaji fomu na urejeshaji fomu utaanza Mei 18, hadi Juni 25, mwaka huu.

Kwa upande wa majimbo ambayo CHADEMA ina wabunge kwa sasa utafanyika Julai 6 hadi 10, mwaka huu na uteuzi wa awali wa wagombea ubunge utafanyika kati ya Julai 20 na 25, mwaka huu.

Mwenyekiti huyo alisema uteuzi wa mwisho utakuwa kati ya Agosti 1 na 2, mwaka huu.

Kuhusu urais, Mbowe alisema kuchukua na kurejesha fomu kutafanyika kati ya Julai 20 na 25, mwaka huu na Agosti 3 na 4, mwaka huu vikao vya Baraza Kuu la Taifa na Mkutano Mkuu wa Taifa wa CHADEMA vitakutana.

Alisema wanachama watakaochukua fomu ya kuomba kuteuliwa kuwania urais mwaka huu, watapelekwa kwenye mchujo wa Umoja wa Katiba ya Wananchi (Ukawa) na kupatikana mgombea mmoja atakayesimama kwa niaba ya vyama vinavyounda Ukawa.

Vyama vinavyounda UKAWA ni CHADEMA, Chama cha Wananchi (CUF), NCCR-Mageuzi na National League for Democracy (NLD).

Timu ya kushughulikia mikataba ya gesi asilia yazinduliwa

Taswira ya wageni waalikwa pamoja na washiriki wa mafunzo ya wataalam wa mazungumzo katika mikataba ya gesi na mafuta. Wataalam ishirini na tano waliochaguliwa kuingia katika timu ya mazungumzo wanatoka katika ofisi na taasisi mbali mbali kama Wizara ya Nishati na Madini, Wizara ya Fedha, Wizara ya Kazi, Ofisi ya Mwanasheria Mkuu wa Serikali, TANESCO, TPDC, Tume ya Mipango, STAMICO, Ofisi ya Waziri Mkuu, Benki Kuu, TRA, Wizara ya Viwanda na Biashara, Chuo Kikuu cha Dar es Salaam, TAMISEMI na NEMC.

Serikali ya Jamhuri ya Muungano ya Tanzania leo imezindua timu ya wataalam ambao wamechaguliwa kwa ajili ya kuwakilisha serikali katika mazungumzo ya mikataba ya gesi asilia na mafuta na kampuni za kimataifa ya gesi asilia na mafuta ili kuweza kuleta mikataba yenye manufaa makubwa kijamii na kiuchumi kwa ajili ya taifa la Tanzania na watu wake kwa ujumla.

Timu hii ya wataalam inajumuisha watu 25 wenye utaalam mbali mbali waliochukuliwa kutoka ofisi na taasisi tofauti za serikali ili kuhakikisha kwamba masuala katika uchumi endelevu wa gesi na mafuta yanatatuliwa ipasavyo. Wataalam hao wametoka katika ofisi na taasisi mbali mbali kama Wizara ya Nishati na Madini, Wizara ya Fedha, Wizara ya Kazi, Ofisi ya Mwanasheria Mkuu wa Serikali, TANESCO, TPDC, Tume ya Mipango, STAMICO, Ofisi ya Waziri Mkuu, Benki Kuu, TRA, Wizara ya Viwanda na Biashara, Chuo Kikuu cha Dar es Salaam, TAMISEMI na NEMC.

Akizindua timu hiyo ya wataalam wa mazungumzo ya mikataba ya gesi asilia na mafuta kutoka serikalini iliyoenda sambamba na mafunzo ya mazungumzo ya awali ya siku mbili iliyoandaliwa na Taasisi ya Uongozi Afrika kwa Maendeleo Endelevu (UONGOZI Institute) katika Hoteli ya Park Hyatt kisiwani Zanzibar, Katibu Mkuu Kiongozi Balozi Ombeni Sefue alisema kwamba mpango huo itawawezesha kuwapatia wataalam wa kufanya mazungumzo yenye ueledi na mafanikio kwa taifa.

“Ni matumaini yangu kwamba mafunzo haya yatawawezesha wahusika kuweza kupata ujuzi na umahiri wa kutosha kufanya mazungumzo yatakayoleta manufaa makubwa kwa ajili ya taifa letu sasa na kwa ajili ya vizazi vijavyo pia,” alisema. Balozi Sefue aliwashauri pia hii timu mpya ya wataalam.

“kujitolea kujifunza, kuelewa, kufikiria kimkakati, kusimamia, kutafiti, kuchunguza na muhimu zaidi kufanya mazungumzo vizuri kwa niaba yetu wote, kwa ajili ya maslahi ya Tanzania kwa sasa na hata baadaye.” Balozi Sefue aliendelea,

“Kufanya mazungumzo ya mikataba ya mafuta na gesi asilia na kampuni za kimataifa ya mafuta ni changamoto kubwa kwa serikali za nchi zilizobarikiwa na rasilimali nyingi kutoka Afrika, changamoto ambayo lazima itatuliwe.” Balozi Sefue alisema kwamba kampuni hizi za kimataifa za mafuta zinauwezo mkubwa wa kuleta wataalam wao waliobobea katika fani za uhandisi, kiuchumi na kisheria kutoka duniani kote na wenye uzoefu wa muda mrefu sana.

Kwahiyo, changamoto ya kwanza kabisa ambayo serikali za Afrika inakumbana nayo ni hii ya kutokuwa na wataalam wenye uwezo wa kutosha ukilinganisha na kampuni za kimataifa ya mafuta na gesi asilia.

Aliongeza, “Tayari ugunduzi wa futi za ujazo trilioni 50 za gesi asilia zinaweza na inapaswa kuleta chachu ya kufanya mageuzi ya kiuchumi katika nchi yetu ili iweze kuwa nchi endelevu yenye kipato cha kati katika miaka ya hivi karibuni. Lakini ili hii ifanyike, tunapaswa kuiga yale mazuri, kutokurudia makosa ambayo nchi zingine wamekwisha yafanya huko nyuma na pia inatubidi tufanye mazungumzo mazuri ili kupata mikataba bora.”

Balozi Sefue aliwasihi timu hiyo ya wataalam kupitia na kuelewa jitihada za serikali zilizokwisha fanyika huko nyuma na zinazoendelea ili kuweza kupata muundo mzuri wa jinsi ya kusimamia vizuri sekta hii ya mafuta na gesi asilia. “Kwa mfano kuna mengi ambayo yamefanywa kama kutengeneza sera, mikakati na sheria, na zote hizi lazima zieleweke na zizingatiwe katika mafunzo yenu na mazungumzo mtakayokwenda kuyafanya,” alisema.

Aliongeza, “Itabidi wataalam wetu wajiandae vizuri kwa ajili ya kufanya mazungumzo yenye ueledi mkubwa itakayo kuwa na malengo ya kuleta usawa katika pande zote mbili wa serikali na kampuni za kimataifa ya gesi asilia na mafuta.”

Kutokana na maelezo ya Katibu Mkuu Kiongozi kuna umuhimu wa kufanya mipango kwa ajili ya kufikia aina ya taifa tunayoitaka. Kama hatutakuwa na maamuzi ya kimkakati na ambayo yatafanywa katika hatua hizi za awali, kutakuwa na hatari ya kutokea kwa matabaka ya kiuchumi na kijamii na mwishowe kuzaa laana ya rasilimali.

“Lazima tuepukane na laana ya rasilimali ambazo nchi zingine zimesha tumbukiza humo. Serikali ya Tanzania imedhamiria kwamba uwepo wa gesi asilia lazima iwezeshe mageuzi ya kijamii na kichumi kwa ajili ya kuifanya nchi yetu kuwa ya kipato cha kati na ukuaji endelevu na mpana kwa manufaa ya wengi na maendeleo ya watu wote kama ilivyoainishwa katika dira ya maendeleo ya Tanzania ya 2025.”



Katibu Mkuu Kiongozi Balozi Ombeni Sefue akizungumza wakati wa kuzindua timu ya wataalam wa mazungumzo katika mikataba ya gesi na mafuta kutoka serikalini na mafunzo yao maalum yaliyofanyika katika hoteli ya Park Hyatt kisiwani Zanzibar jana. Kutoka kulia ni Katibu Mkuu Kiongozi wa Serikali ya Mapinduzi ya Zanzibar Dk. Abdulhamid Yahya Mzee na Bi. Sheila Khama Mkurugenzi wa Kituo cha Rasilimali za Afrika katika Benki ya Maendeleo ya Afrika. 


Afisa Mtendaji Mkuu wa UONGOZI Institute Profesa Joseph Semboja akitoa hotuba ya kumkaribisha mgeni rasmi na wageni waalikwa katika uzinduzi wa timu hiyo ya wataalam wa mazungumzo katika mikataba ya gesi na mafuta ambao umeenda sambamba na mafunzo maalum ya siku mbili kisiwani Zanzibar. UONGOZI Institute ikishirikiana na Chuo Kikuu cha Columbia (Taasisi ya Uwekezaji Endelevu) na Mradi wa Wanasheria Waandamizi wa Kimataifa ndio waandaji wakuu wa timu hiyo ya wataalam ambao watapitia mafunzo ya miezi sita katika masuala ya yatakayowanoa kupata mikataba bora ya mafuta na gesi asilia kwa manufaa bora ya nchi.

Katibu Mkuu Kiongozi, Balozi Ombeni Sefue amezindua timu ya wataalamu 25 ambao wamechaguliwa kwa ajili ya kuwakilisha serikali katika mazungumzo yote ya mikataba na kampuni za gesi asilia.

Timu hiyo ambayo lengo lake pia ni kutatua masuala ya uchumi endelevu wa gesi inajumuisha wataalamu kutoka ofisi na taasisi mbalimbali kama Wizara ya Nishati na Madini, Wizara ya Fedha, Wizara ya Kazi, Ofisi ya Mwanasheria Mkuu wa Serikali na TANESCO. Nyingine ni TPDC, Tume ya Mipango, STAMICO, Ofisi ya Waziri Mkuu, Benki Kuu, TRA, Wizara ya Viwanda na Biashara, Chuo Kikuu cha Dar es Salaam, TAMISEMI na NEMC.

Akizindua timu hiyo, Balozi Sefue alisema kwamba mpango huo utawawezesha kuwapatia wataalam wa kufanya mazungumzo yenye ueledi na mafanikio kwa Taifa.

Pia aliishauri timu hiyo kujitolea kujifunza, kuelewa, kufikiria kimkakati, kusimamia, kutafiti, kuchunguza na muhimu zaidi kufanya mazungumzo vizuri kwa niaba ya serikali kwa ajili ya maslahi ya Tanzania kwa sasa na hata baadaye.

“Kufanya mazungumzo ya mikataba ya mafuta na gesi asilia na kampuni za kimataifa ya mafuta ni changamoto kubwa kwa serikali za nchi zilizobarikiwa na rasilimali nyingi kutoka Afrika, changamoto ambayo lazima itatuliwe,” 
alisema.

Balozi Sefue alisema kampuni za kimataifa za mafuta zina uwezo mkubwa wa kuleta wataalamu wao waliobobea katika fani za uhandisi, kiuchumi na kisheria kutoka duniani kote na wenye uzoefu wa muda mrefu.

“Tayari ugunduzi wa futi za ujazo trilioni 50 za gesi asilia zinaweza na inapaswa kuleta chachu ya kufanya mageuzi ya kiuchumi katika nchi yetu ili iweze kuwa nchi endelevu yenye kipato cha kati katika miaka ya hivi karibuni. Lakini ili hii ifanyike, tunapaswa kuiga yale mazuri, kutokurudia makosa ambayo nchi zingine wamekwisha yafanya huko nyuma na pia inatubidi tufanye mazungumzo mazuri ili kupata mikataba bora,” 
alisema Balozi Sefue.

Serikali yaanzisha Kurugenzi ya Wauguzi na Wakunga

Waziri Mkuu, Mizengo Pinda akishuhudia wakati muuguzi, Naomi Sarali alipompima mapigo ya moyo, Mwajuma Juma ikiwa ni moja ya madhimisho ya siku ya wakunga duniani yaliyofanyika kwenye viwanja vya Mukendo mjini Musoma Mei 5, 2015.Kulia ni Mkuu wa Wilaya ya Musoma, Zelothe Stephen.

WAZIRI MKUU Mizengo Pinda amesema Serikali imeanzisha Kurugenzi ya Wauguzi na Wakunga katika Wizara ya Afya na Ustawi wa Jamii ili kurahisisha utatuzi wa changamoto zinazowakabili kwenye utoaji wa huduma kwa umma.

Ametoa kauli hiyo jana mchana (Jumanne, Mei 5, 2015), wakati akizungumza wauguzi na wakunga pamoja na wakazi wa mkoa wa Mara kwenye kilele cha Maadhimisho ya Siku ya Wakunga Duniani yaliyofanyika kwenye viwanja vya Mkendo, mjini Musoma.

“Nina taarifa kuwa kuanzia mwaka ujao wa fedha (2015/2016), Kurugenzi hiyo itakuwa na bajeti yake yenyewe itakayotumika kuboresha huduma za wauguzi na wakunga nchini. Haya yote yanafanyika kwa kuwa Serikali inatambua na kuthamini shughuli za wauguzi na wakunga hapa nchini,” 
alisema.

Alisema mafanikio yaliyofikiwa ya kupunguza vifo vya watoto na vifo vya wanawake yamechangiwa na kazi nzuri zinazofanywa na wakunga licha ya kuwa kada hiyo inakabiliwa na upungufu mkubwa wa watumishi.

Alisema ili kukidhi mahitaji ya wakunga nchini, Serikali imeongeza idadi ya wanafunzi wanaojiunga na fani ya uuguzi na ukunga. Akitolea mfano, Waziri Mkuu alisema: 
“Mwaka 2009 tulikuwa na wanafunzi wa uuguzi na ukunga 617 wa ngazi ya Cheti na 925 wa ngazi ya Diploma. Kufikia mwaka 2014 idadi hiyo iliongezeka kufikia wanafunzi 2,566 wa Cheti sawa na ongezeko la asilimia 315 na wanafunzi 2,294 wa Diploma sawa na ongezeko la asilimia 141 katika kipindi cha miaka mitano.”

Akimkaribisha Waziri Mkuu kuzungumza na hadhara hiyo, Naibu Waziri wa Afya na Ustawi Jamii, Dk. Stephen Kebwe alisema Tanzania ni miongoni mwa nchi tano barani Afrika ambazo zimeweza kupunguza vifo vya watoto na kuvuka Malengo ya Milenia.

Alitumia fursa hiyo kuwahimiza wanaume wa mkoa huo na wanaume wote nchini kukubali kutumia njia za uzazi wa mpango ili wawasadie wenza wao kuwa na afya imara. Pia aliwataka waachane na dhana potofu za mitaani bali wafuate tiba na huduma sahihi uzazi wa mpango kwenye vituo vya afya.

“Inashangaza kuona baadhi ya wanaume wanawaacha wake zao eti kwa sababu hawazai, lakini wakiwaacha baada ya muda unasikia yule mama amepata ujauzito, hapo kosa ni la nani?” 
aliuliza.

“Pia ninawasihi akinababa waachane na dhana potofu kuhusu njia ya kufunga kizazi. Ninawahimiza washiriki njia hii ya kufunga kizazi wanaposhauriwa kufanya hivyo kwa sababu kufunga ule mrija hakumuondolei mwanaume hadhi ya kufanya tendo la ndoa, bado inawezekana hata baada ya kufunga mrija,” 
alisisitiza.

Mapema, akitoa salamu kwenye maadhimisho hayo, Mkurugenzi Mkazi wa taasisi ya Mama Ye, Bw. Craig Ferla aliitaka Serikali na wadau waliangalie suala la vifo vya akinamama na watoto kwa jicho la tofauti na kulipigia kelele zaidi ili uwekezaji kwenye fani ya ukunga na uuguzi uweze kuongezwa.

Bw. Ferla ambaye pia ni Mwenyekiti wa Bodi ya Utepe Mweupe wa Muungano wa Uzazi Salama Tanzania, alisema Serikali na wadau mbalimbali wamekuwa wakipigia kelele idadi ya vifo vinavyotokana na ajali za barabarani lakini hakuna mtu anayesema chochote kuhusu vifo vya wanawake na watoto wachanga.

“Watu wanapiga kelele kuwa Taifa limepoteza watu 972 kati ya Januari na Aprili mwaka huu, lakini hatujui kwamba katika kipindi hicho hicho Taifa limepoteza wanawake na watoto 15,000 kutokana na matatizo ya uzazi na hii ni mara 15 zaidi lakini hakuna anayepiga kelele,”
Alisema wanawake 8,000 hupoteza maisha kila mwaka kutokana na uzazi wakati watoto 40,000 hupoteza maisha wakiwa katika mwezi wao wa kwanza duniani. “Vifo vya ebola tangu ianze vimefikia 10,000 lakini dunia nzima imeitikia lakini hivi vya akinamama hakuna anayesema chochote.”
“Kuna tatizo jingine ambalo linakwenda kimyakimya nalo ni la vifo vya watoto wanaozaliwa wafu. Hawa wanafikia 47,000 kwa mwaka ambao ni karibu watoto 15,000 kwa miezi minne lakini nalo pia hakuna anayelisemea licha ya kuwa ni janga kubwa kitaifa,”
“Ninaiomba Serikali na wadau wawekeze zaidi katika kada ya wakunga ili tuweze kuokoa maisha ya akinamama na watoto,” 
alisema Mkurugenzi huyo ambaye kwa muda wote alitumia Kiswahili fasaha na kuufanya mkutano mzima umshangilie kwa nguvu.

Waziri Mkuu, Mizengo Pinda akiwa katika picha ya pamoja na baadhi ya wakunga waliozawadiwa zawadi mbalimbali kutokana na mchango wao katika kuwahudumia wajawazito wanaojifungua katika meneo mbalimbali nchini. Mheshimiwa Pinda alikuwa mgeni rasmi katika sherehe za maadhimisho ya siku ya wakunga duniani zillizofanyika kitaifa kwenye viwanjavya Mukendo mjini Musoma Mei 5, 2015.

Aliyefyatua risasi akiwa na Chenge karibu na ofisi za CHADEMA ahukumiwa kulipa Sh Elfu mbili

MAHAKAMA Wilayani Bariadi Mkoa wa Simiyu, leo imemhukumu kulipa faini ya Sh. 2,000 tu au kwenda jela miezi sita, kada mmoja wa Chama Cha Mapinduzi (CCM) wilayani humo, Ahamed Ismail, kwa kosa la matumizi mabaya ya silaha yake.

Ismail alikumbana na hukumu hiyo leo Mei, 6, 2015 baada ya kusomewa mashtaka mawili. Shitaka la kwanza lilidai kuwa Aprili 22, mwaka huu, saa 10 jioni, alikwenda kwenye mkutano wa hadhara wa CCM katika Mtaa wa Isanga, huku akiwa na silaha aina ya bastola iliyokuwa ikionekana wazi.

Kosa la pili, ilidaiwa kwamba siku na tarehe hiyo hiyo, kiasi cha saa moja jioni, Ismail akiwa kwenye msafara wa Mbunge wa Jimbo la Bariadi Magharibi, Andrew John Chenge, alitoa silaha ya moto hadharani kisha kufyatua risasi tatu karibu na Ofisi ya Chama cha Demokrasia na Maendeleo (CHADEMA) Wilaya ya Bariadi.

Pamoja na maelezo mengine kadhaa, baada ya kusomewa tuhuma hizo, mshitakiwa alikiri makosa yote hayo mawili, na alipotakiwa na Mahakama kujitetea kabla hajatiwa hatiani kwa makosa hayo, akasema: “Hili ni kosa langu la kwanza na sikujua kama ni kosa.”

Baada ya utetezi huo, Mahakama ilimtia hatiani Ismail kwa kumhukumu kwenda jela miezi sita au kulipa faini ya Sh.1,000 kwa kila kosa ambapo jumla yake ni Sh. 2,000. Mshtakiwa alilipa faini hiyo mahakamani.

Chakula cha msaada kwa ajili ya wananchi walio athirika na mafuriko wilaya ya Moshi vijijini kikushushwa katika ofisi ya mkuu wa wilaya kwa ajili ya kwenda kukabidhiwa kwa wahusika.





Kada wa CCM Ansi Mmasi akikabidhi msaada wa Chakula kwa afisa tarafa,Eveline Mmary ambaye alipokea msaada huo kwa niaba ya katibu tawala wa wilaya ya Moshi.



Afisa Tarafa wa Kilimanjaro akizungumza mara baada ya kupokea msaada wa chakula kwa ajili ya waathirika wa mafuriko katika eneo la TPC wilaya ya Moshi Vijijini.



Kada wa CCM, Ansi Mmasi akizungumza mara baada ya kukabidhi msaada wa Chakula kwa ajili ya watu walioathirika na mafuriko katika eneo la TPC wilaya ya Moshi vijijini.

Serikali yachelewesha tena vitabu vya Bajeti kwa wabunge

Serikali kwa mara nyingine imeshindwa kuwapatia wabunge vitabu vya makadirio ya bajeti siku 21 kabla ya kikao cha Bunge la bajeti kuanza. Hii ni kwa mujibu wa Ibara ya 96 ya Kanuni za Kudumu za Bunge (toleo la 2007).

Pamoja na kuwepo kwa mwongozo huo, taarifa kutoka kwa wabunge kadhaa waliozungumza na Sikika kati ya tarehe 23 na 30 Aprili, 2015 inaonyesha kwamba nakala za vitabu vya bajeti havijawafikia wabunge. “Hatujapokea vitabu vya makadirio ya bajeti kwa mwaka wa fedha 2015/16 wakati tunategemea kuanza kwa kikao cha bajeti. Pamoja na juhudi zetu za kufuatilia nyaraka hizi kama ilivyoelekezwa katika kanuni za Bunge lakini utekelezaji wa watendaji wa serikali umekuwa ni wa shida sana. Sikika pia ilitembelea tovuti ya Bunge pamoja na ya Wizara ya Fedha na kubaini kwamba, hadi tarehe 05 Mei, takribani siku 4 tu kabla ya kuanza kwa kikao cha bajeti,wabunge walikuwa bado hawajapatiwa vitabu vya bajeti ambavyo ni nyaraka muhimu kwa utendaji wao. Kikao cha 20 cha Bunge la bajeti kinatarajiwa kuanza Mei 12, (2015)

Kwa takribani miaka mitano (5) sasa, Sikika imekuwa ikiikumbusha serikali kupitia Wizara ya Fedha pamoja na ofisi ya Bunge kutoa nakala za makadirio ya bajeti kwa wabunge na wananchi kulingana na kanuni. Vilevile imekuwa ikiwataka wabunge kudai nyaraka hizi muhimu kwa utendaji wao, lakini jitihada hazijaweza kuzaa matunda kwakuwa serikali haijawahi kuwapatia wabunge nyaraka hizo kwa wakati, bila sababu za msingi.

Kwa mujibu wa Katiba ya Jamhuri ya Muungano wa Tanzania (1977), Ibara 63 (3) na 137 zimelipa Bunge la Jamhuri ya Muungano wa Tanzania mamlaka, kwa niaba ya wananchi"kusimamia na kuishauri Serikali ya Jamhuri ya Muungano na vyombo vyake vyote." Ili kutekeleza kiufanisi kazi yao ya kuidhinisha matumizi ya bajeti, wabunge wanahitaji muda wa kutosha wa kupitia nyaraka hizo na kujadili na wananchi wao, ambao kimsingi ndio wenye mamlaka juu ya serikali. Lengo lingine ni kuona kama vipaumbele vya wananchi vimehusishwa au kama kuna marekibisho yoyote.

Hivyo basi, kutosambazwa kwa wakati vitabu vya makadirio ya bajeti kwa wabunge na umma kwa ujumla kunaathiri misingi ya kukuza uwazi, ubora na ufanisi katika bajeti. Lakini pia, kuchelewa kukabidhiwa kwa nyaraka hizi kwa wabunge kunaweza kusababisha uchambuzi duni kwa mipango ya fedha na pia kukosa maoni kutoka kwa wananchi wanaowawakilisha. Na zaidi, wanaweza kuwa katika hatari ya kupitisha makadirio ya bajeti yasiyokidhi mahitaji yenye kuakisi hali halisi ya wananchi.

Kucheleweshwa kupata vitabu pia kunawafanya wabunge wasipate muda wa kutosha wa kupitia na kubaini mapungufu kama yapo. Kwa ujumla, utendaji wa aina hii haulengi kuliletea taifa tija bali kulididimiza hasa kwa kuwa unakinzana na dhana ya ushirikishwaji wa wananchi katika kuandaa na kupitisha mipango ya mandeleo ya taifa letu.

Katiba ya Jamhuri ya Muungano wa Tanzania inawapa wabunge mamlaka ya kuwahoji mawaziri kuhusu mambo yenye maslahi kwa umma na kupatiwa ufafanuzi. Hivyo basi, tunatoa rai kwa Bunge letu tukufu kumwajibisha Waziri Mkuu ambaye ni kiongozi wa shughuli za serikali bungeni, anayepaswa kuhakikisha bajeti zinapatikana kwa wakati. Pia, tunawataka wabunge wahoji na kudai ufumbuzi wa tatizo hili ili vitabu visicheleweshwe tena katika vikao vya bajeti vijavyo.

Adebayor was forced into denying claims made by his sister that he had kicked his mum out of his house back in November.

The following is Tottenham striker, Emmanuel Adebayor's Facebook photos he uploaded alongside a statement:



'SEA, I have kept these stories for a long time but I think today it is worth sharing some of them with you. It's true that family matters should be solved internally and not in public but I am doing this so that hopefully all families can learn from what happened in mine. Also keep in mind that none of this is about money.

'At the age of 17, with my first wages as a footballer, I built a house for my family and made sure they are safe. As you all know, I have received the trophy of African Player of the Year in 2008. I also brought my mother on stage with me to thank her for everything. In that same year, I brought her to London for various medical check ups.

'When my daughter was born, we contacted my mum to inform her but she immediately hung up the phone and didn't wanna know hear about it. Reading your recent comments, some people said my family and I should consult T.B Joshua. In 2013, I gave my mother money so she could consult him in Nigeria. She was supposed to stay for 1 week; but 2 days into her stay, I received a call saying she left.

'Apart from all that l also gave my mother a great amount of money to start a business of cookies and different items. Naturally, I allowed them to put my name and picture on them so they can sell more. What else can a son do in his power to support his family?

'A couple years ago, I bought a house in East Lagon (Ghana) for $1.2 million. I found it normal to let my older sister, Yabo Adebayor stay in that house. I also allowed my half brother (Daniel) to stay in the same house. A few months later, I was on vacation and decided to go to that house. At my surprise, I saw many cars in the driveway. In fact, my sister decided to rent out the house without me knowing. She also kicked Daniel out of that house.

'Note that the house had about 15 rooms. When I called her and asked for explanation, she took about 30 minutes to abuse and insult me over the phone. I called my mother to explain the situation and she did the same as my sister. This same sister says I am ungrateful. Ask her about the car she is driving or anything she is selling today?

'My brother Kola Adebayor, has now been in Germany for 25 years. He travelled back home about 4 times, at my expense. I fully cover the cost of his children's education. When I was in Monaco, he came to me and asked for money to start a business. Only God knows how much I gave him. Where is that business today?

'When our brother Peter passed away, I sent Kola a great amount of money so he could fly back home. He never showed up at the burial. And today that same brother (Kola) is telling people that I am involved in Peter's death. How? He is the same brother who went and told inaccurate stories about our family to The Sun in other to take some money. They also sent a letter to my Club when I was in Madrid so I could get fired.

'When I was in Monaco I thought it would be good to have a family of footballers. So I made sure my brother Rotimi gets into a football academy in France. Within a few months; out of 27 players, he stole 21 phones.

'I would not say any anything about my brother Peter Adebayor because he is not here today. May his soul rest in peace.

'My sister Lucia Adebayor keeps telling people that my dad told me to bring her to Europe. But what would be the purpose to bring her to Europe ? Everyone is here for a reason.

'I was in Ghana when I received the news about my brother Peter being seriously ill. I drove the fastest I could to Togo in order to meet him and help. When I arrived, my mother said I could not see him and I should just give the money and she would solve everything. Only God knows how much I gave her that day. People are saying I didn't do anything to save my brother, Peter. Am I a fool to drive 2 hours to Togo for nothing?

'I organised a meeting in 2005 to solve our family issues. When I asked them about their opinion, they said I should build each family member a house and give each of them a monthly wage.

'Today I am still alive and they have already shared all my goods, just in case I die.

'For all these reasons, it took very long for me to set up my foundation in Africa. Every time I try to help the people in need, they had to question me and all of them thought it was a bad idea.

'If I am writing this, the main purpose is not to expose my family members. I just want other African families to learn from this. Thank you.'

The UN Secretary General Ban Ki Moon welcomes President Dr. Jakaya Mrisho Kikwete to his New York Office where the President chaired The High Level Panel on Global Response to Health Crisis.

President Dr. Jakaya Mrisho Kikwete meets former USAID Administrator Rajiv Shah in New York shortly before the commencement of the first meeting of the High Level Panel on The Global Response to Health Crisis. The panel chaired by President Kikwete was appointed by the UN Secretary General Ban Ki Moon on April this year to make recommendations to strengthen national and international systems to prevent and manage future health crises taking into account lessons learnt from the response to the outbreak of Ebola. The panel is expected to submit its report to the Secretary General at the end of December this year.

On April this year the UN Secretary General Ban Ki Moon appointed a six member High Level panel to make recommendations to strengthen national and international systems to prevent and manage future Health Crises taking into account lessons learnt from the response to the outbreak of Ebola Virus disease.

Ufafanuzi wa “Tuhuma Nzito katika Tasnia ya Sheria”

UFAFANUZI KUHUSU TUHUMA ZA UBADILISHAJI WA MATOKEO YA MITIHANI SHULE YA SHERIA

Utangulizi:

Hivi karibuni kumekuwepo na taarifa zilizoenea katika mitandao ya kijamii hususan Facebook na WhatsApp zilizoainishwa kama “Tuhuma Nzito katika Tasnia ya Sheria”. Kwa ufupi, tuhuma hizo zinadai kuwa baadhi ya Wahadhiri na Watumishi wa Taasisi hii wanafanya “biashara haramu” ya kufelisha wanafunzi kwa makusudi sambamba na ubadilishaji wa matokeo ya mitihani, hususan Somo la Mirathi (Probate, Administration of Estates and Trusts).

Ufafanuzi:

Tunapenda kuufahamisha Umma kuwa tuhuma hizo si za kweli. Kumbukumbu zetu zinaonyesha kuwa wanafunzi wote waliofanya mitihani wametendewa haki. Wale waliofaulu wamefaulu kihalali na hakuna aliyefelishwa kwa makusudi. Katika utendaji kazi wa Taasisi watumishi wote wanafanya kazi kwa kufuata Sheria, Kanuni na Taratibu zilizopo.

Kwa nafasi hii, tunapenda kueleza juu ya utaratibu wa utayarishaji na utoaji wa matokeo ya mitihani kama ifuatavyo:-

  1. Baada ya mtihani kusahihishwa na jopo la Wahadhiri wa somo husika (Internal Examiners), majibu ya wanafunzi (answer books) hupelekwa kwa Mtahini wa Nje ya Taasisi (External Examiner) kwa ajili ya uhakiki wa usahihishaji na alama za ufaulu zilizowekwa.

  2. Baada ya kupokewa kutoka kwa Watahini wa Nje na kuandaliwa, matokeo huwasilishwa katika kikao cha ndani cha Wahadhiri/Watahini wa Ndani (Panel of Internal Examiners) kwa ajili kujadiliwa na kutolewa mapendekezo ya kuwasilishwa katika Kamati ya Mafunzo kwa Vitendo na Mitihani (Practical Legal Training and Examinations Committee).

  3. Baada ya kupokelewa, kujadiliwa na kupitishwa na Kamati ya Mafunzo kwa Vitendo na Mitihani, Taasisi hutangaza Matokeo ya Awali (Provisional Results) kupitia Tovuti ya Taasisi ambayo inaruhusu mwanafunzi husika kuona matokeo yake baada ya kuingiza nambari yake ya usajili.

  4. Katika hatua ya mwisho, Matokeo ya Awali huwasilishwa kwenye Bodi ya Uendeshaji wa Taasisi (Governing Board) kwa ajili ya kujadiliwa na kuthibitishwa kuwa matokeo rasmi (Final Results).

Baada ya matokeo ya awali kutangazwa, mwanafunzi ambaye hajaridhika na matokeo yake ana haki na fursa ya kuomba uhakiki wa matokeo yake (verification) au kukata rufaa (appeal) au vyote kwa pamoja. Uhakiki humwezesha mwanafunzi husika kuthibitisha usahihi wa matokeo yake.

Hivyo, Taasisi inatoa rai kwa mwanafunzi ye yote ambaye ana shaka na matokeo yake kuwa afuate taratibu zilizoelezwa hapo juu.

Mwisho, Taasisi inatoa rai kwa wahusika waliotoa taarifa hizo za uzushi kuepuka tabia ya kutoa tuhuma bila ushahidi. Tuhuma zilizotolewa zimeleta usumbufu mkubwa sio tu kwa wahadhiri, wafanyakazi na wanafunzi wa Taasisi bali pia kwa wazazi/walezi wa wanafunzi na wadau wengine katika tasnia ya Sheria.

The easiest way remember number of days in each month  using knuckles

Thirty days hath September, April, June, and November. All the rest have thirty-one, Except the month of Valentine.

Using one or two knuckles and the grooves in between, count the months on them.

Every month that lands on a knuckle is 31 days, every month that lands on a groove between knuckles is 30 days (except for the month of February which has 28 or 29 days on a short and leap year respectively).

By the way, leave out your thumb knuckle, in other words, do not count your two thumbs or the space in between them.

Note also that, a year in reference to this post refers to the 12 months in the modern day Gregorian calendar.

Mwenyekiti wa CHADEMA Taifa, Freeman Mbowe alisema Kamati Kuu ya chama hicho ilipokea, kujadili na kutafakari hali halisi ya sekta ya usafirishaji nchini na kubaini udhaifu mkubwa ambao unatokana na usimamizi dhaifu wa watu waliopewa dhamana kusimamia sekta hiyo kuanzia Waziri wa Uchukuzi, Samuel Sitta.

Alisema kutokana na viongozi waliopewa dhamana kutokuwa makini hali hiyo imesababisha sekta hiyo kukosa mwelekeo na kusababisha madhara mengi kwa wananchi kutokana na ajali za mara kwa mara zinazotokea barabarani na majini.

Kuhusu mgomo wa madereva wa mabasi, alisema Kamati Kuu imeunga mkono madai ya madereva kwani ni halali na hivyo lazima serikali iyatekeleze badala ya kuyapuuza na kusababisha migomo isiyoisha.
