Mwenyeji wa Igogo Kaskazini, Wilaya ya Nyamagana, Mkoani Mwanza. Kijana wa pili wa Mzee Africanus Mbogo (RIP) na Bi Magreth Masanja. Alihitimu masomo yake katika shule ya Msingi Mlimani, Shule ya Sekondari Mwanza, Mazengo High School, Dodoma na alihitimu masomo ya Shahada ya Udaktari wa Afya ya Kinywa na Meno toka Chuo Kikuu Cha Dar es Salaam sehemu ya Muhimbili.

Ni nini uzoefu wake wa uongozi?


Wakati akiendelea na masomo yake ya Chuo Kikuu, alipata kufanya kazi ya kujitolea (Volunteer) katika Shirika la Tanzania Youth Alliance (TAYOA) lililopo Wilaya ya Kinondoni, Dar es Salaam. Shirika hili linajihusisha na utoaji wa elimu ya Ukimwi kwa vijana, linajenga uwezo wa uongozi kwa vijana, vilevile linajihusisha na kuwapatia vijana elimu ya ujasiriamali. Kwa kuzingatia sifa na uwezo wake wa uongozi, Dk. Mbogo alipanda ngazi za uongozi kwa haraka na kuwa Mkurugenzi Msaidizi wa Shirika hilo. Baada ya kuhitimu masomo ya Chuo Kikuu, Wizara ya Afya, Tanzania ilimpangia Dk. Mbogo kufanya kazi katika Hospitali ya Manispaa ya Temeke. Huko alikuwa Mkuu wa Idara ya Afya ya Kinywa na Meno. Mwaka 2009 mwanzoni alipata fursa ya kufanya kazi katika Wizara ya Afya, Serikali ya Botswana. Huko aliendelea na kazi zake za utabibu wa afya ya kinywa na meno, uongozi na utawala bora mpaka mwaka huu wa 2015 alipoamua kurejesha nyumbani uzoefu aliopata kimataifa ili kuwatumikia Watanzania.

Agenda yake ya siasa ni nini?


Akiongea na mwandishi wetu, Dk Mbogo aliainisha masuala manne yanayomsukuma kutia nia ya kugombea Ubunge wa Jimbo la Nyamagana. Masuala hayo ni pamoja na mosi, ombwe baina ya wananchi na viongozi ambapo viongozi wengi hawawashiriki wananchi kwenye kufikia maamuzi kuhusu masuala yanayohusu wananchi. Mbaya zaidi, hata wanapowashirikisha maamuzi ya Wananchi hayatiliwi uzito unaostahili. Pili kudorora kwa elimu ambapo wahitimu wengi kutoka ngazi mbali za elimu hawana uwezo wa kutosha kuchanganua masuala mbalimbali ya kijamii, kisiasa na kiuchumi ili kubaini uzuri na ubaya wake. Tatu, kuendelea kuzorota kwa hali ya afya miongoni wa Watanzania hata baada ya kuongezeka kwa bajeti ya Wizara ya Afya. Nne, hifadhi ya jamii hususani suala la ukosefu wa ajira kwa vijana na sintofahamu ya maisha ya uzeeni.

Aliongeza kwamba, masuala haya yanaendelea kuliumiza taifa kwa vile viongozi wetu wengi wa kuchaguliwa hawana falsafa za kisayansi zinazoongoza kazi zao za uongozi na utawala bora. Hivyo anakusudia kutumia falsafa yake ya uongozi yenye nguzo tatu ambazo ni utafiti, kujenga uwezo na uchechemzi (Advocacy).



Ni lini ameanza kujihusisha na masuala ya siasa?

“Nimekuwa ni muumini wa masuala ya siasa kwa muda mrefu sana, rasmi nilianza kuzama kwenye siasa mwaka 1992 baada ya kurejeshwa kwa mfumo wa vyama vingi hapa nyumbani. Nakumbuka mwaka 1995, wakati nipo Mazengo High School, Dodoma, tulikuwa na Mwalimu Chitinde alikuwa akifundisha somo la Kemia. Wakati huo chama cha NCCR-Mageuzi kikiongozwa na Mhe. Augustino Mrema na akina Wakili Mabere Marando na Masumbuko Lamwai ndio kilikuwa kikiongoza siasa za upinzani hapa nchini. Mwaka huo (1995) Mwalimu Chitinde aligombea Ubunge kupitia NCCR-Mageuzi kwenye Jimbo la Bahi, Dodoma. Kwenye uchaguzi ule Mwalimu wetu hakupata kura za kutosha kuwa mbunge”. 
Alitoa kumbukizi na kuongeza kwamba 
“pia nimeshuhudia namna NCCR-Mageuzi ilivyohama toka kuwa chama cha upinzani chenye nguvu nafasi na kuwa chama cha kawaida huku nafasi ya chama kikuu cha upinzani ikihamia kwa CUF. Hivi karibuni nafasi hiyo ya Chama Kikuu cha upinzani imechukuliwa na CHADEMA”. 
Hivyo basi, nimeanza kujihusisha na siasa kwa takribani miongo miwili sasa, alihitimisha.

Kwa nini anatia nia mwaka huu?

Suala la uongozi unaohitaji kuombe ridhaa ya wananchi ili wakupitishe kuwa kiongozi wao kupitia sanduku la kura linahitaji kujitafiti binafsi kabla hujaweka nia yako hadharani. Nimekuwa nikijitafiti kwa miaka mingi kuona kama ninatosha kuwa nyenzo ya kuwatumikia wananchi. Baada ya kupata fursa mbalimbali za kufanya kazi na makundi mbali ya jamii kwenye ngazi ya kitaifa na kimataifa, naamini ninatosha kuwa nyenzo ya kutumikia wananchi. Ninaamini huu ni wakati muafaka kujitolea kuutumikia umma ili tushirikiane kujibu masuala ya msingi yanayoiumiza jamii yetu.

Kwa nini kupitia CCM?


Dk Mbogo alisema kwamba 
“Chama Cha Mapinduzi (CCM) ni chombo cha kisiasa chenye dhamira ya kuboresha maisha ya Watanzania kisiasa, kiuchumi na kijamii. CCM inazo sura mbili kama ilivyo sarafu. Kwa wanaotazama upande mmoja tu wa sarafu wanaona kwamba CCM haijafanya lolote lenye manufaa kwa ustawi wa nchi yetu. Hawa siwalaumu. Bali nawatia nguvu watazame pia upande wa pili wa sarafu”

Aliongeza kuwa yeye ametazama pande zote mbili za sarafu hii (CCM) na kuona kwamba kwa kiasi fulani wanaolalamika wanazo hoja za msingi kuhusu CCM kuchelewesha maendeleo ya kijamii, kisiasa na kiuchumi. Hata hivyo alisema kwamba sehemu ya majibu kuhusu kuchelewa huku kwa CCM yanapatikana kwenye upande wa mazuri ya sarafu hii (CCM). Alinukuliwa akisema 
“kimsingi CCM imeendelea kudhihirisha ubora wake wa kimuundo, kiutawala na kiuwajibika. Ni CCM pekee inayoonesha kuvumilia tofauti za fikra sio tu miongoni mwa wanachama wake, bali pia miongoni mwa makundi ya Watanzania. Wanaoibeza wanasahau kwamba ni CCM ndio imetoa “model” ya muundo wa vyama vingine vya siasa hapa nchini. Hata hivyo ili demokrasia iendelee kukua na kustawi hapa nchini, hatuna budi kuwa na wakosoaji wa CCM”. 
Vile vile alisisitiza kwamba ili hoja za wakosoaji zibebe mantiki yenye uzito unaostahili, ni budi wakosoaji hawa wakatazama pande zote mbili za sarafu hii.

Alihitimisha kwa kuainisha kuwa ameona ni vema kusimama na kuomba fursa ya kugombea ubunge wa jimbo la Nyamagana kupitia CCM kwa vile amezingatia ubora wa muundo, utawala bora na uwajibikaji wa CCM ikiwa ni pamoja na mapungufu yake. Anaamini kuwa fikra mpya na chanya ndizo zitaboresha Chama Cha Mapinduzi.

Ikiwa utapata ridhaa ya chama na hatimaye kushinda nafasi ya Ubunge, utafanyaje kufikia malengo yako?

Kwa maoni yangu, nafikiri ni mapema sana kuzungumzia kushinda nafasi ya ubunge wa Nyamagana. Maana bado kuna michakato mingi ndani ya chama, pia sio kazi rahisi kumshinda mbunge aliyepo madarakani Mhe. Wenje. Hata hivyo, kama alivyopata kusema Spika Mstaafu wa Bunge la Jamhuri ya Muungano wa Tanzania na Makamu Mwenyekiti Mstaafu wa CCM Bara Mhe. Pius Msekwa kwamba “ushindi wa uchaguzi hauji kama mvua, bali hufanyiwa kazi”, ninaamini kwamba mimi binafsi kwa kushirikiana na Chama Cha Mapinduzi, Wilaya ya Nyamagana tunafanyia kazi ushindi dhidi ya vyama pinzani.

Uongozi wa kushirikishana baina ya Wananchi na Viongozi wao ndio silaha kubwa itakayofanikisha kukabiliana na changamoto zinazowakabili wakazi wa Nyamagana na Tanzania kwa ujumla.

This study report will make you think again about sleep


Sleep-deprived operators failed to prevent the Chernobyl nuclear power plant meltdown and the Exxon Valdez oil spill. And during the Civil War, Confederate Gen. Stonewall Jackson was famously running on two hours of sleep when made a series of tactical errors and was ultimately shot by friendly fire.

When we lose sleep, it seems we lose our ability to think on our feet — to take in new information and adjust our behavior, according to a study published in the June issue of the journal Sleep.

Researchers at Washington State University figured this out by rounding up 26 volunteers. Half went without any sleep for two days, while the other half slept normal hours. Over the course of a week, the scientists tested everyone's ability to complete decision-making tests.

In one test, the volunteers had to click a button when they saw certain numbers and hold back when they saw others. Then the rule was switched.

The well-rested group did better on this task in general. But when the rule was reversed, none of the sleep-deprived volunteers were able to get the right answer – even after 40 tries.

The Cardiac Centre at the Muhimbili National Hospital (MNH) has succeeded in filling holes in patients’ hearts by using a special device without opening up the chest as is usually done, medical reports at the MNH have confirmed.

Dr Hussein Kidanto, acting director general of the hospital, said that the use of special devices to treat heart ailments started last months, with 18 patients put to scanning on heart blood vessels and four being treated of blocked vessels.

A major treatment was to fill up a hole in the heart to allow blood vessels to reach a hole, which some infants are born with such a condition, he said.

In conducting those operations, specialist doctors at MNH worked with visiting heart specialists from the Prince Sultan Cardiac Centre in Riyadh, kingdom of Saudi Arabia, who paid a medical visit at the national facility from May 8 to 16, invited via the good offices of Muntanda Islamic Trust of Britain.

Dr Kidanto said that the surgery bypass operation has great advantages to close a heart hole or unblock a vessel without opening up the chest, as it enables the patient to be discharged within two days of operation. Earlier the patient would need seven days of hospitalisation and if no complications arise he or she would be discharged, he said.

This also provides opportunity for other patients to be operated upon in the same way, enabling more treatments by a less costly and more efficient way. The patient later continues with his or her income generating activities as there is no lingering wound on that operation, he specified.

The top Muhimbili official noted that in calendar 2014 about 400 patients were sent to India for various treatments, with about half of the number being treated for heart ailments, noting that about 10,000 dollars (about sh20million) is usually required for a heart patient to be sent to India.

Medical experts resident in the country were fast catching up with the method and capable of using that equipment on their own, and accounted for most of the 66 operations that would have cost Sh1.3 billion had they been sent out of the country, he elaborated.

With its catharsis laboratory facility now being used to fill up holes in the heart by a special device and using stent equipment to unblock vessels in the heart, Muhimbili National Hospital is becoming the sub-region’s reference point in that field of medication, he asserted.

Among visiting medical teams helping to launch the new method in heart treatment in the country, a two man mission from Virginia in the United States was led by Prof. Peter Obrien, accompanied by a nursing officer to operate the catharsis laboratory.

The two arrived in the country on April 13 and ended their camping stint on April 17, with about 18 patients undergoing unblocking of vessels by use of stent device, where the team worked with doctors from the heart surgery unit at the Bugando Referral Hospital and retired doctors at MNH.

A second medical team with 11 specialists in heart surgery arrived from the Mission Hospital in Madras, India led by Prof. Ravi, who specialises in heart surgery for children. The team conducted 42 heart surgeries in a period of six days, Dr Kidanto noted.

The third group of heart surgery specialists was in the country from May 8 to 16 from the Riyadh Heart Institute in Saudi Arabia led by Dr Abdulrahman Redhyan, a consulting adviser on children’s heart ailments.

The team had 32 specialists including heart surgeons for adults and children, heart anesthesia specialists, nursing specialists for intensive care unit for children and other medical experts.

Muhimbili officials expect a fourth specialist group of three people in the Africa Doctors group from the University of South Carolina led by Prof. Eric Powers, a consulting adviser on heart diseases, Dr Kidanto said.

A further group of medical experts, Save a Child’s Heart from Israel is expected on June 28 to July 5, with the visiting teams helping to treat patients and provide much needed training for local specialists, noting further that another group of specialists will enter the country on July 1 from Turkey.

Meanwhile, Muhimbili Orthopedic Institute (MOI) in collaboration with neurosurgeons from Weill Cornell Medical Centre in New York, US has successfully performed spinal surgery on 20 patients in the country saving USD 100,000 in the process.

According to MOI Executive Director Dr Othman Kiloloma, the operations which started on Monday to yesterday (Friday) were performed on patients who would have otherwise been taken abroad for further medication.

The operations were performed by Tanzanian surgeons after undergoing a two-day training seminar conducted by specialists from Weill Cornell Medical College in New York, USA.

Addressing reporters in Dar es Salaam yesterday Dr Kiloloma said that a total of 20 patients with spinal and head problems have successfully undergone a surgery.

Prof. Philip Stieg, the chairman of Neurological Surgery from Weill Cornell Medical College said that they were happy with the government of Tanzania for allowing them to share their experience with Tanzanians as they have been doing it for a long time.

“We have shared our experience with surgeons here at MOI and kindly hope that this training is going to benefit Tanzanians with spinal problems” Prof. Stieg said.

“As you know here in the city major accidents are caused by motorbikes, we also expect that surgeons will manage to serve them well” he noted.

He also called upon the patients to attend to the hospital as majority of patients here in Tanzania go to hospital at late stages of diseases which is bad.

“Due to this tendency we have discovered some patients with Tuberculosis (TB) in their spine, while in New York there is no such kind of disease at all,” he said.

He also called upon the government to develop and train more surgeons so that they can be helping the society.

$3m going back to customers who bought hyped cactus juice


WASHINGTON (AP) -- US Federal authorities say they are sending $3 million in checks to consumers who bought a cactus-based fruit drink from TriVita Inc. based on bogus health claims.

The Federal Trade Commission settled charges against TriVita in July alleging that the company's informercials and advertisements deceived customers about the benefits of its drink, Nopalea. The agency said it is mailing 500,000 checks to consumers. The check amounts vary per customer based on how much they spent on the company's product.

TriVita sold its beverage - derived from nopal cactus - in 32-ounce bottles for up to $40 plus shipping and handling. The Arizona-based company promoted the drink as relieving pain, reducing inflammation and improving breathing.

President Morsi sentenced to death


An Egyptian court on Saturday sentenced ousted President Mohammed Morsi to death over his part in a mass prison break that took place during the 2011 uprising that toppled Hosni Mubarak.

As is customary in passing capital punishment, Judge Shaaban el-Shami referred his death sentence on Morsi and others to the nation's top Muslim theologian, or mufti, for his non-binding opinion. He set June 2 for the next hearing.

Morsi, Egypt's first freely elected president, was ousted by the military in July 2013 following days of mass street protests by Egyptians demanding that he be removed because of his divisive policies.

The ousted leader already is serving a 20-year sentence following his conviction on April 21 on charges linked to the killing of protesters outside a Cairo presidential palace in December 2012.

Morsi escaped a death sentence in a separate case before el-Shami related to allegations that Morsi, several of his aides and leaders of his now-outlawed Muslim Brotherhood allegedly passed state secrets to foreign groups, including the Palestinian militant Hamas group and Lebanon's Hezbollah, during his one year in office.

US airlines cry foul on Gulf airlines 'dumping seats'


Persian Gulf carriers -- Qatar Airways, Emirates Airlines and Etihad Airways -- are "dumping airline seats" into the U.S. market and covering market losses with government subsidies, United Airlines CEO Jeff Smisek said Friday at the National Press Club.

Chief executives for Delta, United and American airlines say it's not fair if such competition involves big government subsidies given to state-backed carriers.

Smisek, joined by Delta Air Lines CEO Richard Anderson and American Airlines CEO Doug Parker, said subsidized seats on trans-Atlantic flights may help the foreign carriers, but are "quite detrimental to U.S. jobs." [More at  the NPR]

In response to the accusations, the Gulf carriers said:

The world’s biggest airlines want to restrict the new choice and the better service that we provide.
We don’t think that’s right.
We believe travellers should have the right to choose. We believe that Open Skies means more choices. We believe our guests should have the right to choose outstanding service, on state-of-the-art aircraft, at competitive prices.
