Kashfa za rushwa zinazoelezwa kwa kiasi kikubwa katika Shirikisho la Kandanda Duniani, FIFA, ziliyotolewa Jumatano asubuhi wiki hii baada ya kukamatwa kwa maofisa saba wa Shirikisho hilo, ni za muda mrefu.

Kwa mujibu wa vyombo vya habari vya Marekani, yote yalianza mwaka 2011, wakati Idara ya uchunguzi ya Marekani (FBI) ilipofaulu kumshawishi Chuck Blazer kuwa afisa wake wa ujasusi. Chuck Blazer alikuwa mwanachama wa kamati tendaji ya FIFA tangu mwaka 1998 hadi mwaka 2013. Chuck Blazer alilitumikia Shirikisho la Concacaf, ambalo ni sawa ni Shirikisho la Soka Duniani FIFA.

Chuck Blazer alikuwa akifanya udukuzi kwa niaba ya FBI katika Shirikisho la Soka Dunia kwa kipindi cha miaka miwili. Combined Task Force -150 fosters cooperation with Tanzanian Navy

Combined Task Force 150’s (CTF-150) flagship, French Ship (FS) Var, and Her Majesty’s Ship Richmond recently stopped in Dar es Saalam for a port visit in May. Captain (Capt) Crignola, Commanding Officer of the Task Force, took this opportunity to meet with Brigadier General (BG) Hi Majumba, Deputy Commander of the Tanzanian Navy at the Tanzanian Navy headquarters.

This warm meeting was the occasion for both officers to talk about the possibility to increase operational cooperation between CTF-150 and Tanzania and to develop capacity building. The Tanzanian Brigadier General expressed his determination to contribute to stability in the region and also highlighted efforts made to stop the flow of illegal trafficking through Tanzania. He also credited the decrease of piracy to the coordinated actions led by Combined Maritime Forces (CMF) and European Union Task Forces (EUNAVFOR) and thanked CMF for its action in favor of maritime security.

“Through cooperation, Tanzanian Navy contributes to regional maritime security. We are sharing the same goal and that is why it is interesting for all of us to keep working together”, Capt. Crignola said. He also acknowledged Tanzania for their participation in Cutlass Express exercise, a Combined training that focuses on addressing maritime threats through information sharing and coordinated operations among allied navies.


The presence of FS Var in Dar es Salaam provided a good opportunity to lead capacity building exercises. Welcomed by the French crew onboard FS Var, Tanzanian seamen came to visit the ship on May 15. They also attended several trainings including a boarding exercise (visit of a suspicious ship), and a fire security exercise, consisting in a simulated fire start in a critical local. These common trainings, conducted on a regular basis, were a good exercise opportunity for the crew and the occasion for seamen of both countries to share their knowledge and experience.

The same day, a CTF-150 delegation was also received at the Tanzanian Maritime Rescue Coordination Center by Commanding officer Capt. Ken Chimwejo. The center mainly deals with rescue missions, counter-piracy and maritime pollution issues.

Central Bank of Tanzania changes Bank rules to halt ‘speculative’ currency trade


Tanzania’s central bank changed rules on how much foreign currency lenders in the East African nation can hold in a bid to end trading in the shilling it called “speculative.”

Commercial banks’ net open position was cut to 5.5 percent from 7.5 percent of liabilities to reduce the amount of foreign currency banks can hold and “limit their activities in the interbank market,” Joseph Masawe, director of economic research and policy, said by phone Tuesday from Dar es Salaam, the commercial capital. The statutory reserve requirement will be raised to 10 percent of total deposits from 8 percent on May 29, he said.

“It’s the speculative tendencies we want to eradicate,” Masawe said. “We will continue to take other measures if it becomes necessary, and depending on the source of pressure.”

The currency of East Africa’s second-biggest economy fell 16 percent against the dollar this year, the worst among 24 of the continent’s currencies tracked by Bloomberg after Ghana’s cedi. Tanzania’s central bank sold $339 million to lenders from January to April to support the shilling, it said on May 4. Shipments of gold, a key source of foreign exchange, dropped 13 percent to $1.4 billion in the year through March, according to the regulator.

“Speculative tendencies started building up in the last two weeks of April,” Masawe said. “With supply-side shocks it is also contributing to further depreciation.”

Foreign-currency reserves fell to $4 billion in March from $4.2 billion the previous partly due to sale of foreign exchange in the domestic market to manage liquidity, the central bank said on May 19. The shilling traded unchanged at 2,045 per dollar by 3:17 p.m. in Dar es Salaam after gaining 0.3 percent on Monday.


Tanzania agrees to buy back Bharti Airtel's stake in TTCL


Tanzania's government has agreed a deal to buy back a 35 per cent stake in a state-run telecoms company from the local subsidiary of India's top mobile carrier Bharti Airtel for 14.6 billion shillings ($7.07 million), a senior official said.

The east African nation says it wants to regain 100 per cent ownership of the Tanzania Telecommunications Corp (TTCL) to recapitalise the cash-strapped firm, which provides mobile voice, data and fixed-line services.

"Legal procedures are now being finalised for the government to buy back Airtel's shares in TTCL and regain sole ownership of the company," January Makamba, deputy minister for communication, science and technology, told parliament late on Tuesday.

"The Tanzanian government has decided to regain 100 per cent ownership of TTCL in order to rescue the company."

7 top FIFA officials arrested in Switzerland at U.S. request for corruption charges

Seven soccer officials with FIFA, the sport's international governing body, were arrested early this morning by Zurich police in the Baur au Lac, the luxury hotel on Lake Zurich where they were staying.

The Swiss Department of Justice and Police said in a statement that the arrests were made at the request of the U.S. Attorney's Office for the Eastern District of New York. According to the statement, the U.S. alleges the officials accepted bribes and kickbacks from the mid-1990s to the present day.

The U.S. Attorney's charges were first reported by The New York Times.

The officials are in Zurich for the FIFA Congress which is scheduled to elect FIFA's president on Friday. Longtime incumbent Sepp Blatter of Switzerland is being challenged by Jordan's Prince Ali Bin Al Hussein.

The U.S. is requesting the extradition of the seven officials to face trial in the United States. Swiss authorities said the detainees will be questioned today and have the right to contest their extradition.

According to the Swiss Federal Department of Justice and Police, the U.S. says others are accused of bribing the officials:
"The bribery suspects – representatives of sports media and sports promotion firms – are alleged to have been involved in schemes to make payments to the soccer functionaries – delegates of FIFA (Fédération Internationale de Football Association) and other functionaries of FIFA sub-organizations – totaling more than USD 100 million. In return, it is believed that they received media, marketing, and sponsorship rights in connection with soccer tournaments in Latin America. According to the US request, these crimes were agreed and prepared in the US, and payments were carried out via US banks."

FIFA governs the world's most popular sport. The multi-billion dollar organization has been accused of bribery and corruption for decades.


New CEO to revamp Malaysia Airlines; 6,000 employees to lose jobs


Malaysia Airlines is set to undergo a complete overhaul as it is restructured into a new company, with a rebranding that will be unveiled next week and changes planned to its fleet and network strategies.

Christoph Mueller, who joined from Irish national carrier Aer Lingus, said in his first ever interview. A new name and livery are on the cards for Malaysia Airlines (MAS), sources told Reuters.

MAS has announced plans to lay off about a third of its 20,000 work-force, expected in the coming week, and will also shrink its capacity this year.

Mueller confirmed that the carrier has been trying to sell two of its A380s and will likely have fewer planes overall, but added that the new company will keep all of its current types of aircraft including the Airbus A330s, Boeing 777-200s and 737-800s.

WHO representatives approve strategy to fight antibiotic resistance

When drug resistance develops in one part of the world, it tends to quickly spread, says Keiji Fukuda, assistant director-general for health security at the World Health Organization.

At the WHO's annual meeting in Geneva this week, representatives from 194 countries approved a new global plan to counter antimicrobial resistance.

The plan:
  1. Calls for every country to have a system in place by 2017 to monitor for drug resistance. 
  2. Tries to reduce the use and misuse of antibiotics in health care settings and agriculture. 
  3. Calls for more investment in new drugs. 
  4. Emphasizes the need to cut the incidence of new infections with simple measures, such as increased hand-washing in hospitals and clinics.
