African Governments and business leaders join to launch Regional Scholarship and Innovation Fund

•          $5million committed by African Governments and ‘Africa Business Champions for Science’ during launch hosted by HE President Macky Sall of Senegal

•          Will award grants for 10,000 PhD scholarships in Africa over ten years, as part of the World Bank ‘Partnership for Skills in Applied Sciences, Engineering and Technology (PASET)’ programme

•          Declaration of the founding countries (Ethiopia, Rwanda and Senegal) to now be signed by Heads of State

JOHANNESBURG, South-Africa -- A ‘Regional Scholarship and Innovation Fund’ for Africa was launched on 13th June 2015. The launch event was led by the President of the Republic of Senegal HE Macky Sall, and representatives of the Heads of States of Ethiopia and Rwanda.  The Fund will contribute to the World Bank ‘Partnership for Skills in Applied Sciences, Engineering and Technology (PASET)’ programme (http://www.worldbank.org/afr), which seeks to award 10,000 African PhD scholarships over ten years, to strengthen research and innovation in applied science, engineering and technology.
  
The African Governments involved committed to the Fund alongside a new group of prominent business figures, the ‘Africa Business Champions for Science’, to raise a total of $5million during the launch. The ‘Africa Business Champions for Science’ group is chaired by the Angolan businessman Dr Álvaro Sobrinho, also Chairman of the Planet Earth Institute NGO (http://www.planetearthinstitute.org.uk). Additional funds will now be mobilised from African Governments, business leaders and other developmental partners, to operationalise the Fund by June 2016.

The initiative is led by the PASET Steering Committee comprising Ministers responsible for higher education and research from Senegal, Rwanda and Ethiopia, business leaders, representatives from academia and the World Bank. The overall objective of PASET is to accelerate the creation of a skilled, high-quality workforce in Africa to power Africa’s socio-economic transformation. The launch of the Fund is an outcome of the actions agreed at the previous PASET Forum’s held in Ethiopia (2013) and Senegal (2014), as well as the related Forum on Higher Education, Science and Technology held in Rwanda (2014).

HE Macky Sall, President of the Republic of Senegal, hosted the event in Johannesburg, South Africa, in the company of: Shiferaw Shigutie, Minister of Education, representing HE Prime Minister Desalegn of the Federal Democratic Republic of Ethiopia; Louise Mushikiwabo, Minister of Foreign Affairs and Cooperation, representing HE President Kagame of the Republic of Rwanda; Dr Álvaro Sobrinho, representing the African Business Champions for Science group; and Prof Mary Teuw Niane, Minister of Higher Education & Research of Republic, Senegal and Chairman of the PASET Steering Committee. The Heads of State of these three Governments will now sign a formal declaration.

The World Bank reaffirmed its support to the PASET objectives and its readiness to continue to support the initiative. According to the World Bank, after a decade of exceptional growth in Africa, averaging 4.5 percent a year across the continent, it is necessary to build skills to sustain this growth and transform African economies towards higher levels of competitiveness. Currently the African workforce greatly suffers from a lack of scientific and technical capacity and an integrated approach that brings together all partners – public and private, traditional and emerging partners – is needed. The Regional Scholarship and Innovation Fund adopts this approach, with African Governments committing hand in hand with the private sector and other partners.

Zoologist finds DNA can link ivory in a port in China to a game preserve in Tanzania

Zoologist Sam Wasser, a research professor at the University of Washington, spent years extracting DNA from elephant dung and tissue across the African continent. He used it to draw a map that shows the genetic signature of each major population — kind of like a bar code for elephants.

Then he started taking DNA from illegal ivory seized around the world so he could match the ivory's bar code to the place and population it came from.

Wasser says he's found a few hotspots. But two really stand out. The first is a region called Tridom. It spans part of Gabon, the Republic of Congo, Cameroon, and the Central African Republic.

The other hotspot includes two large game reserves — where elephants are supposed to be protected — in Tanzania and Mozambique. Wasser says they've become the "go to" places for poachers.

"No one expected — including myself — that virtually 100 percent of the seizures over the past decade would have come from just two places," he says.

DNA can link ivory in a port in China to a game preserve in Tanzania. That's hard evidence to show African governments what's going on within their borders.

"By focusing on these major hotspots, we can stop a major portion of the killing and you can simultaneously choke the flow of ivory into these networks," says Wasser, who describes his technique in this week's issue of the journal Science.

Man found dead in London, did he fall from a plane from Johannesburg?

In Richmond district in southwest London, a body was found early that morning, and police suspect the man might have fallen from a plane.

Authorities are investigating whether the man stowed away on a British Airways flight that went over the area on its way from Johannesburg to London's Heathrow Airport. The Guardian quotes a British Airways spokeswoman as saying,
"We are working with the Metropolitan police and the authorities in Johannesburg to establish the facts surrounding this very rare case."
"It is not clear if he was killed in the fall; flight data reveals the plane would have been at an altitude of around 1,400ft (427m) when it passed over the area."

Richmond is only about seven miles away from Heathrow.

Reuters noted that other bodies have been found in the Richmond and Kew districts, which are on a point in the flight path at which many planes open their landing gear doors as they approach the airport.

Top 20 Soda-Drinking Countries in 2014

Health consciousness, bottled water, energy drinks are among the reasons why soda drinking is flat or declining in the West.

So the Big Soda companies are spending money to develop new markets in low- and middle-income countries.

Health advocates aren't happy that soda consumption is going up in Africa, Asia and Latin America. They would like to see the sale of soda go down because it's pretty well documented that soda just isn't good for you.

"In many low-income countries, access to clean drinking water is limited, so soda becomes a viable alternative," Lee says. "People will say, 'We don't have anything else to drink.' "

Ethiopian Airlines launches Addis Ababa - Dublin - Los Angeles route


Ethiopian Airlines on June 20 will launch service connecting Los Angeles with Addis Ababa, Ethiopia, with a stop in Dublin.

The service is the only nonstop flight between Los Angeles and Dublin.

The eastbound service will operate three times a week on Mondays, Thursdays and Saturdays. The airline will use Boeing 787 Dreamliner aircraft on the route.

The airline is offering tickets for the full journey as well as each individual leg. Tickets can be purchased for a promotional fare from $999 round trip to Dublin and $1,299 to Addis Ababa if purchased by the end of June for travel by Aug. 31. [News via travelweekly.com]

“Tulielekezwa kuwa makatibu wa CCM wa mikoa ndiyo watakaotutafutia wadhamini siyo sisi tutafute hivyo mimi tarehe 16 nilikwenda ofisi za CCM kuripoti kwa katibu wa Mkoa,” alisema.

Hata hivyo, alisema hakuweza kuonana na Katibu huyo baada ya kuambiwa kuwa hayupo na amemwachia majukumu hayo katibu wa CCM wa Wilaya ya Tanga Mjini.

Alisema siku hiyo alikuta wagombea wawili waliofika ofisi hizo wakitaka kupewa wadhamini ambao ni Waziri wa Mambo ya Nje na Ushirikiano wa Kimataifa, Bernard Membe na Balozi Amina Salum Ali.

“Hawakutaka hata kunisikiliza shida yangu. Mimi nikaamua kutoa taarifa makao makuu ya CCM,” alisema.

Hata hivyo, baadaye saa 12:00 jioni alipigiwa simu na katibu wa CCM wilaya hiyo ya Tanga, akielezwa kuwa aende siku inayofuata asubuhi yaani Alhamisi.

“Nilienda pale nikasaini kitabu nikawaeleza kuwa mimi jana (juzi) nilikuwa na kesi ya kupinga Katiba jijini Dar es Salaam kwa hiyo ningeomba nipate wadhamini siku hiyo hiyo ili nisafiri,”alisema Dk Kalokola ambaye amefungua kesi akitaka Mahakama Kuu itangaze kuufuta mchakato wa kupata Katiba mpya kinyume cha utashi wa chama hicho tawala ambacho kinajisifu kwa kufanikisha mchakato huo.

Dk Kalokola, ambaye wakati anachukua fomu pia aliiponda CCM akidai inaiba sera za wapinzani, alisema siku iliyofuata alikubaliwa na kutakiwa kurejea saa 6:00 mchana.

“Nilipofika nikakutana na vijana wa Green Gurd wakiwa mlangoni, wakanipiga ngwala wakiniambia huu ni mkutano wa Lowasa, nikawaambia kuwa mimi nakwenda kumuona Katibu nina ahadi naye,” alisema.

“Wakaendelea kunipiga lakini kinachonisikitisha vijana hawa wamekuwa wakija nyumbani kwangu kuniomba msaada, hata sare walizovaa niliwanunulia mimi… sasa cha kushangaza wagombea wako 37 kama kila mgombea mmoja siku moja katika kila mkoa tutamaliza lini zoezi hili?” alihoji.

Alisema kutokana na kipigo hicho, hajaweza kupata wadhamini kwenye mkoa huo ambao alipanga kuanzia kutafuta wadhamini.

“Kesho (leo) ndiyo nitaanza tena baada ya kutoka mahakamani juzi (Alhamisi). Hadi sasa sijapata wadhamini hata kwenye mkoa mmoja,”alisema.

Dk Kalokola alisema tukio hilo mbali ya kulitolea taarifa makao makuu ya CCM, pia ameliripoti kituo cha Polisi cha Chumbageni.

Lakini katibu mwenezi wa CCM wa Wilaya ya Tanga, Lupakishyo Kapange alisema kuwa alilazimika kuwaamuru Green Guard wamuondoe kwa sababu mtangazania huyo alikuwa aking’ang’ania kupewa kipaza sauti ili azungumze katika mkutano uliokuwa umeandaliwa kwa ajili ya Lowassa.

“Alikuja hadi nilipokuwa nikitangaza, akataka kuninyang’anya kipaza sauti, nilipomuomba afuate taratibu za kuandaliwa mkutano wake kwa sababu huu ulikuwa wa mtangazania mwingine, hakutaka kunielewa akang’ang’ania nikaamua kuwaita Green Guards wa CCM hapa Tanga wamuondoe,” alisema Kapange.

Katibu wa CCM wa wilaya, Lucia Mwilu alisema Dk Kaloloka, ambaye ni mkazi wa Tanga, alifika ofisini kwa mara ya kwanza Juni 15 wakati wa mapokezi ya Membe na alikuwa akiwazuia wanachama waliokuwa wakitaka kumdhamini mgombea huyo.

“Nilimwita na kumuomba afuate taratibu zilizopo kwenye fomu za wagombea urais, lakini nikakubaliana naye tukutane Juni 16 mchana ili anipe fomu zake hatimaye niweze kumuandalia taratibu za kudhaminiwa. Hakufanya hivyo badala yake akamvamia katibu mwenezi,” alisema Mwilu.

Alifafanua kuwa tukio la kumondoa Dk Kalokola lilitokea saa 7:50 mchana wakati wanachama wa CCM wakimsubiri Lowassa nje ya jengo la chama hicho la mkoa wa Tanga, lakini waziri huyo mkuu wa zamani na timu yake aliwasili Tanga saa 12:00 jioni.

Alipoulizwa kuhusu tukio hilo, kamanda wa polisi wa mkoa, Zubery Mwombeji alisema Dk Kalokola alitaka kutumia jukwaa la Lowassa kuwapata wadhamni, wakati ni kinyume na taratibu za CCM.

Alisema baada ya hapo alikwenda kituo cha polisi kuomba aruhusiwe kutumia jukwaa hilo, lakini ofisa upelelezi alimtaka aende kuonana na viongozi wa CCM Kwa sababu suala hilo haliko chini ya polisi.

Watu walioshuhudia tukio hilo waliieleza Mwananchi kusitikishwa kwao na kitendo cha kada huyo kushambuliwa, lakini wamesema baadhi yao walimsihi Dk Kalokola afuate taratibu lakini hakutaka kuwasikiliza.

“Sikufurahishwa na alivyofanyiwa Dk Kalokola lakini naye kwanini avamie mikutano ya wenzake? Juzi aliwazuia wana-CCM wasidhamini Membe, leo tena kaja hapa kuleta tafrani,”alisema Mwahija Omari mkazi wa Tanga.

Overall Purpose of the Job: The Information, Communication and Technology Technician is responsible to ensure the NBS ICT systems and services are operating at a level that supports the NBS objectives.

Minimum requirements of the job

Formal education and professional qualifications

  • Diploma or better in Computer Science or other related field.
  • Other professional ICT certifications are an added advantage.

Relevant working experience

• Two years or more relevant experience in the following area's
◦ Microsoft Office Applications
◦ Managing windows workstations
◦ Managing linux servers.
◦ Managing network switches and routers.
◦ Managing and using issue ticketing systems
◦ Managing automated backup systems
◦ ICT inventory management
◦ Managing email systems
◦ Managing web hosted applications
◦ Structured cabling
◦ ICT hardware diagnosis.
