Hadi asubuhi hii imeshasemwa ama kuandikwa na wengi kuwa CUF ni taasisi na inafanya kazi zake ki taasisi. Mimi nasema ni Taasisi Imara iliyojengwa kwa misingi imara ya kitaasisi.

Nilipokuwa University miaka ya mwanzoni mwa 1990 nilisoma somo la Organizational Behavior. Kitu kimoja nilichojifunza humo, na hupenda kukitumia mara kwa mara, ni kuwa Office (Cheo) sio mtu binafsi, ingawa ni lazima iwe na mtu. Office itabaki kuwa ipo hata kama ofisa husika hayupo, ameondoka, amekufa, au ameshindwa kwa njia moja au nyengine. kuna njia kadhaa za ofisi kuendelea na kazi zake hata kaa mwenye jina hayupo. Office itabaki kuwa office na jina la mtu ni kwa ajili ya utendaji.

Pamoja na kuwa mfinyo wa CCM ulijitahidi sana kukiumiza na kutaka kukiondoa Chama hichi katika picha. Matokeo yake hadi uchaguzi wa 2010 chama kilishuka sana katika kura, na idadi ya wabunge wa kuchaguliwa ilikuwa ni 2 tu.

Mimi binafsi nilitembea nchi nzima na Profesa. Nikamuona jitihada zake kubwa. Mote tulimopita wananchi walimpa imani yao na waliweka matumaini na mategemeo yao makubwa kwake. Lakini je wananchi hawakujua kuwa huyu ni binaadamu? Walitambua! Hawakujitayarisha? Kama walijua walijitayarisha (kisaikologia). Ndio! huwezi kumchukulia dhamana binaadamu. Kuna maradhi, kuna kifo na mengi mengineyo. Hili lililotokea ni moja.

Wananchi wa Tanzania, wana-UKAWA, na wanaCUF khususia, hawatokata tamaa ya mageuzi kwa kuondoka Profesa katika nafasi ya Mwenyekiti wa CUF. Tukio hili linawakumbusha ubinadamu na uwepo tayari wa kukamiliana na kila aina ya mikiki. Iwe ya ndani ama iwe ya nje.

Wananchi wamejitokeza kwa wingi kuonesha kuwa wanamheshimu sana Prof na mchango wake, wanaheshimu maamuzi yake ya kikatiba, wanampongeza kwa kufanya maamuzi anayoyaamini. Lakini wengine wanajiuliza kwanini leo? LEO? WAKATI HUU WA SAFARI NZITO KWENYE MAWIMBI MAKUBWA?

Hata hivyo wanaCUF tunamtakia maisha mema na kazi njema na shughuli njema anazoziendea. Tunategemea tutapata papers nzuri za kiuchumi ambazo zitaweza kubadilisha maisha ya wananchi masikini sana waliodhalilishwa kwa kipindi kirefu na serikali ya CCM na watangulizi wake. Pamoja na kuwa kuna mamilioni ya papers ambazo zimeshachapishwa.

Mapambano yanaendelea. Watanzania watakomboka kwa umoja na imani yao. Kila aliesaidia katika safari hii, ikiwa ni pamoja na Profesa Lipumba, watakumbukwa kwa mchango wao. Wapiganaji wapya watatokea na MAPAMBANO YA KISIASA YATAENDELEA HADI MASLAHI YA WANANCHI YAPATIKANE.

Tanzania maps its renewable energy future

Mbagala, Tanzania — Tanzania is mapping its potential to generate energy from renewable sources as part of an effort to bridge the East African nation's electricity deficit.

The project, which began in 2013, will reveal the areas of the country most suited to wind, hydropower and solar energy generation. The $3.4 million project is expected to be completed by 2018.

"The objective is to map resources at the country level rather than carry out site-specific resource assessment," said Nicholas Keyes, communications officer for the World Bank's Energy Sector Management Assistance Programme (ESMAP), which is funding and running the project.

Keyes said the renewable energy map is expected to influence government policy and attract commercial investment.

Figures released by ESMAP in Dar es Salaam in May show that Tanzania has an abundance of the solar radiation necessary for generating large-scale power year round.

According to Keyes, 83 percent of Tanzania's land area has annual average radiation of above 4.5 units (kilowatt hours), and 14 percent is above 5.5 units.

"This means the solar resource for power generation using solar photovoltaic technologies is viable in most, if not all, the country," he said.

But making solar power generation financially feasible also depends on factors such as the costs of equipment and financing, he added.

The National Renewable Energy Centre (CENER), a Spanish organisation, has been tasked with validating the findings and translating them into a visual map, known as a Renewable Energy map or RE-map.

MINI-GRID POTENTIAL

Pascal Paulo Munishi, secretary of the Kisiju Pwani village electricity committee in the Coast Region, said the project will boost research in solar power, guide future solar projects and improve installation of solar panels so that they capture maximum sunlight.

Kisiju Pwani boasts what is thought to be the country's first rural solar mini-grid. The 12-kilowatt system powers 20 street lights and provides energy for 68 homes, 15 businesses, a sea port, village government offices and two mosques, Munishi said.

It was installed in 2010 with $430,000 from the Norwegian development agency, NORAD.

Munishi said the country suffers from a huge power-access divide. Only around a quarter of the mainland population is connected to the grid. But the map could help shrink the deficit.

"Solar power helps rural communities end the information divide through access to TV, and the communication divide through charging mobile phones. Education and health services also will benefit from the project," Munishi said.

HYDRO UNDER PRESSURE

According to figures published by the Ministry of Energy and Minerals in its roadmap for reforming the electricity supply sector, the country's installed generation capacity was 1,583 megawatts (MW) in May 2014, and demand for power is growing by 10 to 15 percent each year.

Around 35 percent of electric power was generated from hydro, with most of the balance from liquid fuel and natural gas. But repeated and prolonged drought has severely impacted Tanzania's hydro generation capabilities.

Coupled with the limited capacity of the gas processing and transmission infrastructure, this has led to power rationing, especially in areas served by the main grid.

Presently the power industry is dominated by the state-owned Tanzania Electric Supply Company Limited (TANESCO). Three small private power producers generate up to 10 MW from renewable energy sources, and more private projects are at the development stage.

The government aims to add 100 MW of solar power, 200 MW of wind power, 200 MW of geothermal and 1,500 MW of hydro power by 2025, as part of a 9,300 MW increase in capacity.

SOLAR COSTS FALL

Oliver Knight, ESMAP's team leader, said Tanzania would have to consider issues such as population density, sensitive wildlife species and proximity to transport networks when deciding where best to encourage commercial development of areas with abundant sources of renewable energy.

Developers would be attracted by a well-informed government with clearly stated zoning guidance, which enhances the bankability of projects, shortens project timelines, and reduces the risk profile of the investment, Knight noted.

Figures from the International Renewable Energy Agency (IRENA) show the costs of solar power production have been falling.

While solar power using photovoltaic technology cost $4,000 per kilowatt in 2010, that figure is projected to drop by 75 percent to $1,000 by 2050.

In a report earlier this year, IRENA said it had observed significant cost reductions for renewable infrastructure in Africa in recent years, underscoring the benefits of renewable energy and the important of active policy support to governments.

"African governments can lower costs for building renewable-energy facilities by benchmarking local methods to global best practices," IRENA said.

Tanzania's cybercrime law takes effect next month

The widely contested Cybercrime Act, 2015 is set to become operational next month, the Permanent Secretary (PS) in the Ministry of Communication, Science and Technology, Mr John Mngodo, said in Dar es Salaam.

Mr Mngodo said this during the sixth International Conference on Development policy. He said currently the ministry was working on regulations on implementation of the Act, after the president signed its bill in May.

"The implementation of the Act will start next month, on September 1 and we are expecting by the end of the year the regulations will be ready for use," he elaborated.

He further said that digital age has changed and crime can be conducted in the cyber space, thus the Act was put in place to deal with those challenges.

The PS said that many Tanzanians have not fully utilised the mobile technology like in other countries which uses the technology even in education. He said most people use mobile to send and receive messages, call and indulge in various financial transactions.

Speaking about National ICT Broadband Backbone, he said the country has reached in a better stage and the fibre optic cable was laid in various parts of the country including Iringa and Dar es Salaam.

The Cybercrime Act addresses issues of cyber terrorism including potential damages and illegal interference of systems and computer related frauds.

The main objectives of Cybercrime Act include to protect sensitive infrastructures, reduce vulnerability and minimise the damage that cyber-attacks may cause.

It has also touched on a number of cybercrimes which include illegal access, interception, data interference, espionage and computer-related forgery and fraud.

The two-day conference was organised by Institute of Financial Management (IFM) in collaboration with Avinashilingam University of India; under the theme "Emergency of Mobile Technologies and Economic Development and Growth."

Vice-Chancellor at Avinashilingam University, Professor Sheela Ramachandran, said that 11 million jobs were created worldwide through mobile technology.

Prof Ramachandran further said that as most youth need quick money, those who have utilised the mobile technology well doubled their revenue two times fast and added more jobs eight times than their peers.

"Mobile technology is growing very fast but there are issues which we must work on like coming up with innovative technologies to combat data traffic," she said.

The VC said that new technologies will be acquired to meet the demands like more coverage, more battery life and beyond.

IFM Rector, Prof Godwin Mjema, said that the conference will help to promote academic activities as two books were expected to be launched.

CRDB sasa kulipa mishahara wafanyakazi na kukopesha madiwani


MKURUGENZI Mtendaji wa Benki ya CRDB nchini, Dk. Charles Kimei, amesema watatumia fungu lao la fedha za dharura, kulipa mishahara ya wafanyakazi serikalini endapo itatokea dharura itakayosababisha serikali kushindwa kulipa mishahara kwa wakati.

Mbali na kuwalipa mishahara kwa wakati watumishi wa serikali, CRDB imeweka utaratibu wa kuwakopesha madiwani tofauti na hapo awali ambapo madiwani walikuwa hawakopesheki.

Kimei aliyasema hauyo mbele ya Waziri wa Nchi, Ofisi ya Waziri Mkuu, Tawala za Mikoa na Serikali za Mitaa (TAMISEMI), Hawa Ghasia, aliyekuwa mgeni rasmi katika kongamano maalumu la “Ulipo Tupo” iliyofanyika Kanda ya kati kwa ajili ya kushukuru halmashauri na kudumisha uhusiano.

Hatua hiyo ilielezwa na Dk. Kimei kuwa ilitokana na benki hiyo kupata zabuni ya kufanya kazi na serikali kuu, serikali za mitaa, idara na taasisi mbalimbali za serikali ambayo itadumu kwa miaka mitatu na kwamba idadi kubwa za halmashauri zimekubali kutumia huduma za benki hiyo.

Akizungumza wakati wa ufunguzi wa Kongamano hilo, Waziri Ghasia amesema asilimia (80%) ya halmashauri zote nchini, zilichagua kuhudumiwa na CRDB na kwamba ikiwa ahadi ya benki hiyo kulipa.

Mishahara endapo serikali itachelewa kutekeleza jukumu hilo kwa wakati, hata zilizosalia zitahamia kwenye benki hiyo.
“Mishahara kulipwa kwa wakati ni moja ya motisha kwa wafanayakazi, lakini kuna wakati mambo yanakwenda ndivyo sivyo mishahara inalipwa nje ya wakati unaotakiwa, kwahiyo CRDB ikiwa na utaratibu wa kusaidia katika suala hili nina hakika waliohamia hawatatoka kamwe, ambao hawajahamia nao watahamia,”
Awali Dk. Kimei alieleza kwamba kutokana na sababu mbalimbali, kuna wakati serikali huchelewa kulipa mishahara ya wafanyakazi na kwamba hilo likitokea kwa taasisi na idara ambazo zinatumia huduma za benki hiyo, CRDB itatumia fungu lake la dharula kulipa mishahara kwa wakati na kwamba mambo yakikaa sawa serikalini, fedha hizo zitarejeshwa.

Wakati huo huo CRDB imejenga matundu 10 katika shule ya msingi ya Dodoma Makulu yenye thamani y ash.milioni 15.

Kimei alisema hatu hiyo ya ujenzi wa vyoo ni utekerezaji wa miradi mabalimbali ya kijamii kama vile afya,elimu na usafi.

Alisema kuwa yeye ni miongoni mwa wanasiasa wazuri hapa nchini ambae kamwe hapendi siasa za maji taka za kukumbatia vitendo vya ufisadi bali yupo kuona anakemea na kupinga kwa nguvu zote vitendo vya ufisadi hapa nchini hivyo hakupendezwa kabisa na hatua ya CHADEMA kumpokea waziri mkuu mstaafu Edward Lowasa kuwa mgombea urais huku wakitambua wazi kuwa hana sifa ya kupinga ufisadi.

"Dhamira ya kukitoa chama tawala madarakani ipo lakini kwa hatua ambayo UKAWA wameonyesha ni kama wapo kwa ajili ya kushangilia vitendo vya ufisadi kutokana na kukumbatia wale ambao awali waliwaita kuwa ni mafisadi papa na leo wanatumia nguvu kubwa kuuaminisha umma kuwa ni wasafi... huu ni sawa na unafiki ambao UKAWA wameuonyesha na kamwe itakuwa ni vigumu watanzania kuamini haya kwa leo... huyu akiwa CCM tulipaza sauti kuwa ni fisadi leo amekuja upinzani tunauaminisha umma kuwa ni msafi... hapana hii si siasa ya ukombozi kwa mtanzania ila ni siasa ya kibiashara zaidi ambayo inafanyika UKAWA... nawaombeni sana wanahabari nchini msaidie kuliokoa Taifa hili mhakikishe kiongozi anayekwenda Ikulu awe mweye mwonekano wa kuliokoa Taifa hili si wa kwenda kutumia kivuli cha Ikulu kuboresha biashara zake," alisema Chiku.

Bi Chiku alisema Taifa hili kwa sasa limekwenda pabaya kwani limekwisha tekwa na wafanyabiashara na kuwa kwa upande wake haamini kama kweli kwa viongozi wa Chadema wanania nzuri na Taifa hili kwa jinsi ambavyo wanavyotangulia pesa mbele na kutaka kuwaingiza kwa nguvu kubwa wafanyabiashara Ikulu.

"Hawa CHADEMA awali walikuwa mstari wa mbele kukemea ufisadi ila leo wamegeuka na kukumbatia ufisadi na kuwa chama cha kuwasafisha mafisadi kwa kumpa nafasi ya kuwa mgombea urais LOwasa na kumuacha Dk Slaa ambae ni nembo ya siasa za Tanzania na nembo ya CHADEMA... Dk Slaa ni kiongozi msafi na muadilifu anayetambua kila mmoja wetu na kuwa dhamira ya kutaka kuongoza nchi yawezekana wanayo ila si dhamira nzuri kwa watanzania wanataka kutuuza watanzania kwani tutakwenda pabaya kuliko hapa tulipo."

Hata hivyo alisema kwa hali ya mambo yanavyokwenda ni wazi kuna wakati mgumu zaidi kuliko wakati wote ule uliopita kwani ni mwaka huu pekee ambao vyama vya upinzani vinakwenda katika uchaguzi mkuu kwa lengo tofauti kabisa la kuwapeleka wafanyabiashara na wachafu Ikulu tofauti na awali ambapo vyama vya upinzani kazi kubwa ilikuwa ni kupinga CCM kwa ufisadi ila leo watanzania wanashuhudia upinzani ukitetea ufisadi .

Bi Chiku aliwataka wananchi kuwa makini na mbinu chafu ya UKAWA kutaka kuliangamiza Taifa hili na kuchagua vyama makini na viongozi makini kutoka chama cha ACT-Wazalendo ambacho ndicho chama chenye sera na misingi imara ya kulikomboa Taifa hili kutoka mikononi mwa CCM.

Kwani alisema hata kinachotokea ndani ya UKAWA kwa sasa kwa viongozi kujiuzulu nafasi zao ni sehemu ya pigo kutoka kwa mwenyezi Mungu kwa kuona wale waliotumwa kuokoa wakikengeuka na kuwa waangamizaji wakuu wa Taifa hili na kuwa hamshangi aliyekuwa mwenyekiti wa CUF Prof Ibrahimu LIpumba na Dk Slaa kujiuzulu nafasi zao kwani kama wangebaki ni wazi heshima yao ingeshuka zaidi ya hapo na kuwa ndani ya UKAWA kuna viongozi wasiozidi wawili ambao wanafanya siasa kuwa biashara binafsi.
