Kufuatia hali hiyo, Jeshi la Polisi nchini linatoa tahadhari kwa wananchi wote kuwa makini na mtandao wa matapeli hao na kwamba, mfumo wa ajira ndani ya Jeshi la Polisi ni wa wazi na unafuata taratibu na kanuni za Jeshi la Polisi, hivyo, Vijana wote waliochaguliwa kujiunga na Jeshi hilo wafuate maelekezo yaliyoainishwa katika matangazo ya ajira yaliyotolewa kupitia vyombo vya habari pamoja na tovuti ya Polisi ya www.policeforce.go.tz ili kuepuka usumbufu na utapeli wa wahalifu hao. 

Tunawakumbusha vijana wote waliochaguliwa kuripoti kwa makamanda wa polisi wa mikoa kabla hawajaripoti shule ya Polisi Moshi. Hivyo, yeyote atakayeshindwa kuripoti kwa kamanda wa mkoa anakotoka hatapokelewa chuoni.

Aidha, Jeshi la Polisi linatoa onyo kali kwa wote wenye tabia hiyo ya utapeli kuacha mara moja na endapo mtu yeyote atabainika hatua kali za kisheria zitachukuliwa dhidi yake.

Jeshi la Polisi linatoa rai kwa wananchi wote wenye taarifa za matapeli hao kuzifikisha haraka katika kituo chochote cha Polisi kilicho karibu ili sheria iweze kuchukua mkondo wake.

Elite Jamaican runner Usain Bolt, won Thursday's 200-meter sprint like many other races he's won, but a mobile cameraman lost control of his Segway and took the world's fastest man down from behind while he was waving to the crowd, walking barefoot on the track.

Bolt quickly got to his feet and walked quickly — but gingerly — away from the cameraman.

Bolt, 29, didn't mention the incident during a post-race interview. On Twitter and Instagram, he focused on his win, which came after months of concerns about his fitness: "They said it couldn't be done.. But my peeps even when they tell you that all the odds are against you never give up.. Fight on and keep believing in your God ability."

The incident happened at the World Athletics Championships where the Jamaican superstar won in style, posting his fastest time of the year, with 19.55 seconds. [News via the NPR.org]

Mchungaji wa Kanisa atuhumiwa kuua mtu Mwanza

MCHUNGAJI wa Kanisa la Tanzania Adventist Conference (TAC) lililopo kata ya Kiseke, Ilemela mkoani Mwanza, Hanscolling Exaud (Munuo) anatuhumiwa ya Samwel Makoye. 

Tukio hilo lilitokea jana saa 11 alfajiri wakati marehemu huyo ambaye alikuwa mchungaji wa ng’ombe alipoingia katika shamba la mtuhumiwa na kuanza kushambuliwa na mchungaji huyo wa kanisa kwa mpini wa jembe mwilini.

Akizungumza na waandishi wa habari jana, Kamanda wa polisi mkoa wa Mwanza, Kamishna Mwandamizi Msaidizi, Charles Mkumbo, amesema Makoye akiwa anakata majani aina ya matete kwa ajili ya kulishia ng’ombe, ghafla alivamiwa na Munuo na kuanza kushambuliwa hadi alipopoteza fahamu na mtuhumiwa huyo kukimbia.

Mkumbo amesema marehemu Makoye alifanikiwa kupiga kelele ambazo zilisaidia majirani kufika eneo la tukio, lakini kwa kuwa alikuwa hajiwezi kutokana na kipigo na alipoulizwa aliyemfanyia ukatili huo, alimtaja mchungaji Munuo.
“Baada ya wananchi kuelezwa hayo na marehemu ndipo walilitaarifu jeshi la polisi na kumpeleka hospitali ya Rufaa ya Bugando (BMC) kwa matibabu lakini alifariki saa moja baadaye,” 
amesema Mkumbo.

Kufuatia taarifa hizo, polisi walifanikiwa kumtia mbaroni mchungaji huyo na kukiri kumpiga mkata majani huyo ambaye ni mwajiri wa Holiday David, kutokana na kuvamia eneo la shamba lake kwa kukata majani ya ng’ombe.

Kamanda Mkumbo aliwataka wananchi kutojichukulia sheria mkononi kama alivyofanya mchungaji huyo ambaye atafikishwa mahakamani baada ya uchunguji kukamilika.

Watu tisa wa familia moja wakiwemo watoto watano wakazi wa Buguruni Malapa jijini Dar es Salaam wamepoteza maisha majira ya saa tisa usiku baada ya nyumba yao kuteketea kwa moto unaodaiwa kusababishwa na hitilafu ya umeme.

Baadhi ya jirani waliofika eneo hilo kwa ajili ya kutoa msaada wamesema walisikia vilio usiku huo na kuamka ili kuwahi kutoa msaada lakini walishindwa kutokana na moto kuzidiwa na moto uliokuwa ukiwaka kwa kasi huku mlango wa mbele kuingilia kushindwa kufunguka.

Mkuu wa mkoa wa dsm pamoja na kamanda wa polisi kanda maalum dsm CP Suleiman Kova wamefika eneo la tukio na kupewa maelezo ya awali ya chanzo cha moto huo pamoja jitihada zilizofanywa na jeshi la polisi kwa kushirikiana na wananchi bila mafanikio baada ya kinachosadikiwa kuwa mtungi wa gesi kulipuka na kusababisha watoa huduma kuingiwa na hofu.

Mamia ya watu walio na simanzi wamejitokeza katika hospitali ya taifa Muhimbili ambapo swala ya kuswalia maiti wote tisa zimefanyika kabla ya maziko.

Mkuu wa mkoa wa Dar es Salaam amewafariji ndugu na jamaa wa familia na kuwaomba kuwa na subira huku serikali ikiahidi kuwa karibu nao kwa hali na mali kufuatia janga hayo.

Katika makaburi ya kisutu mamia ya waombolezaji wameungana na ndugu na jamaa kushiriki katika mazishi huku wakiiomba serikali kuimarisha vikosi vya zimamoto ili viwe jirani na makazi ya watu.

Mmiliki wa nyumba hiyo Masoud Matar alikuwa kazini wakati wa tukio hilo linatokea ambapo watoto wake Abdallah miaka 10, Aisha miaka 13, Ahmed miaka 14, Ashraf, 10 pamoja na mkewe Samira juma miaka 27 wamepoteza maisha. Wengine waliofariki katika janga hilo ni Bi Mdogo Masoud miaka 80, Samira Haroun na mtoto wake mwenye umri wa miaka 17.

Idara ya Elimu yafafanua: Uchaguzi Mkuu; Likizo; Mihula ya masomo

Idara ya Elimu mkoani Dar es Salaam imefafanua juu ya kufungwa kwa shule za msingi, ikisisitiza kuwa uchaguzi mkuu utakaofanyika Oktoba hautaathiri mihula ya masomo.

Aidha, imesema uamuzi wa shule za msingi kufungwa wiki hii hauhusiani na mlipuko wa ugonjwa wa kipindupindu, bali ni mpangilio wa muhula uliokuwepo tangu mwanzoni mwa mwaka huu.

Ufafanuzi huo ulitolewa jana na Ofisa Elimu wa Mkoa wa Dar es Salaam, Raymond Mapunda, juu ya taarifa zilizosambaa kuwa shule zimefungwa kutokana na kuibuka kwa ugonjwa huo huku wengine wakidai ni kutokana na uchaguzi mkuu.

Taarifa zilizoenea zilidai kuwa mtihani wa darasa la saba unaotarajiwa kuanza wiki ya pili ya Septemba umewahi kutokana na uchaguzi mkuu utakaofanyika Oktoba 25, mwaka huu, jambo alilolikanusha.

Alisema kuwa, Kamishna wa Elimu alikwishatoa muhula wa mwaka mzima kitaifa na si muhula wa kimkoa kama ilivyokuwa awali na aligundua kuwapo kwa tofauti za siku za masomo.

Alisisitiza kuwa katika muhula huo, siku ya mtihani ilipangwa tangu mwaka jana ambapo inafanyika wiki ya pili ya mwezi ujao, jambo ambalo uchaguzi hautaathiri masomo.

Miss Tanzania Lino International Agency yapata Mwenyekiti na Wajumbe wapya

Mwenyekiti Mpya wa Mashindano ya Miss Tanzania Juma Pinto akiongea na waandishi wa habari leo jijini Dar es salaam.Kushoto ni msemaji wa kamati hiyo na Miss Tanzania namba 2 mwaka 2006 Jokate Mwegelo.
Kamati inayosimamia mashindano ya Miss Tanzania Lino International Agency imepata Mwenyekiti na wajumbe wapya watakaoandaa, kuratibu na kusimamia mashindano ya urembo ya Miss Tanzania.

Akiwatambulisha wajumbe hao mbele ya waandishi wa habari leo Jijini Dar es salaam, aliyekuwa Mwenyekiti wa kamati ya Miss Tanzania iliyomaliza muda wake Hashim Lundenga amesema kuwa kamati mpya ndiyo itakayowajibika na shughuli zote zilizokuwa zikifanywa na kamati ya awali.

Amesema kamati hiyo itafanya kazi zake kwa kuzingatia sheria na vigezo vyote vya kimaadili ili kuepuka ukiukwaji wa taratibu za mashindano hayo.

“Hatutamvumilia mwanakamati yeyote atakayevunja miiko ya mashindano haya, sisi tutakuwa nyuma tukiangalia kwa umakini”, amesema Bw. Lundenga.

Kwa upande wake Mwenyekiti mpya wa kamati hiyo Juma Pinto ametoa pongezi za dhati kwa kamati iliyomaliza muda wake na kuhaidi kukubaliana na mfumo unatumika kuratibu mashindano hayo .

“Namshukuru Lundenga kwa kunikabidhi nafasi hii ya mwenyekiti wa kamati ya miss Tanzania, naahidi kuratibu mashindano haya kwa kuzingatia vigezo na masharti yaliyowekwa ili kamati yangu iweze kukidhi haja ya mashindano haya”. Amesema.

Naye Msemaji Mkuu wa kamati hiyo na aliyekuwa Miss Tanzania namba mbili mwaka 2006 Jokate Mwegelo, ametoa rai kwa wasichana wa kitanzania wajitokeze kushiriki mashindano hayo kwa kuonesha vipaji walivyonavyo na kupata ajira.

Mwishoni mwa mwaka jana Mashindano ya Miss Tanzania yalikumbwa na mtafaruku wa ukiukwaji wa maadili na vigezo vya mashindano na kulazimika kusimamishwa kwa muda na Baraza la Sanaa Tanzania (BASATA).

PRESS RELEASE TO THE PUBLIC 

ARREST, DETENTION AND PROSECUTION OF LAWRANCE MASHA (ADVOCATE) 

Often times the Tanganyika Law Society (TLS) has had to pronounce itself regarding various incidents which in the opinion of the TLS members amount to blatant abuse of the court process, especially where the courts themselves willingly “invite” such abhorrent and blatant abuses, at the expense of individuals in criminal proceedings.

Members of the Bar have witnessed what we can justifiably presume to be repeated connivance between the court and the prosecutors to deny bail to deserving criminal suspects brought to court. A new unwritten device has been introduced into our criminal procedure system whereby the court grants bail to the accused with one hand and with another hand delivers the accused back to the prosecution “for verification of the sureties’ credentials”!!!! The prosecution takes forever to verify and, meanwhile, as planned, the accused is consigned to remand prison with his “bail” in the pockets. The Tanganyika Law Society will be commissioning its Special Committee to collect as much information as possible on such abuse of the court process in bail applications in order to engage the Judiciary to redress the situation.

Meanwhile, we feel the compulsion to pronounce ourselves as members of the Bar on the recent events in the application for bail by one of its members. TLS condemns unreservedly and without being apologetic at the shameful manner in which application for bail by one of its members, Mr. Lawrence Masha (Advocate) was handled at the Kisutu Magistrate’s Court. The offence Mr. Masha is being charged with is “uttering abusive language contrary to Section 89 (1) (a) of the Penal Code, [Cap 16 R.E.2002]” falls in the category of minor offences, readily bailable.

TLS is not questioning the arrest of Mr. Masha and whether or not he is guilty of what is being charged with will be for the court to determine. Nor is TLS challenging the bail conditions set by the court, much as are of the opinion that more relaxed conditions could have served the purpose. What TLS disapproves and will challenge is the lawfulness and prudence of the court abdicating its role and allowing the prosecution to deny Mr. Masha the right to enjoy his right to bail.

NEC yaikabidhi Polisi majina 52,078 ya waliojiandikisha zaidi ya mara moja

Mkurugenzi wa Tume ya Taifa ya Uchaguzi (NEC), Kailima Ramadhan (kushoto), akimkabidhi Kamishna Msaidizi wa Polisi (ACP), Benedict Wakulyamba orodha ya majina 52,078 ya watu waliojiandika katika daftari la kudumu la wapiga kura kwa mfumo wa BVR zaidi ya mara mbili Dar es Salaam leo, kwa ajili ya uchunguzi na baadae hatua za kisheria zichukuliwe kwa wahusika.
TUME ya Taifa ya Uchaguzi (NEC) imelikabidhi jeshi la polisi orodha ya majina ya watu zaidi ya 52,000 ambao wamebainika kujiandikisha zaidi ya mara moja kwenye daftari la kupigia kura kwa mfumo wa Biometric Voters Registration (BVR), akiwemo Diwani wa Kata ya Kimara, Pascal Manota (CHADEMA).

Idadi hiyo ilibainishwa Dar es Salaam leo na Mkurugenzi wa NEC, Ramadhan Kailima wakati wa ziara na waandishi wa habari katika bohari ya utayarishaji wa vitambulisho vya kupigia kura kwa mfumo wa BVR.

Akizungumza mara baada ya kukabidhi orodha ya majina hayo kwa Jeshi la Polisi, Kailima alisema watu hao watachukuliwa hatua kisheria kwani kujiandikisha zaidi ya mara moja ni kosa kisheria huku akiwatoa hofu wananchi waliojiandikisha na kutoonekana majina yao.

"Mchakato wa kutoa majina ni suala ya kisheria kwa sababu ukiangalia kifungu namba cha sheria ya uchaguzi namba 11 (a) kinasema baada ya kuboresha daftari tume itaweka wazi majina hayo ili watu waweze kupitia, lakini kifungu namba 23 cha sheria hiyo hiyo kinasema, iwapo mtu hataliona jina lake kwenye daftari anapaswa atoe taarifa kwa mkurugenzi wa uchaguzi au ngazi ya halmashauri ili taarifa zake ziweze kufanyiwa marekebisho,"alisema

Akizungumzia namna ya kupiga kura kwa walemavu wasioona, Kailima alisema hadi sasa wapo kwenye mchakato wa kuleta vifaa vya kupigia kura kwa kundi hilo ili kuwe na usiri wakati wa upigaji kura na kuepusha watu kupiga kura zaidi ya mara moja.

"Ijumaa (leo) mtashuhudia tukifanya maridhiano ya mwisho na kundi hilo, tumewashirikisha kwenye kikao chetu cha ndani na tukawapa wenyewe kazi ya kwenda kubuni aina ya karatasi za kupigia kura na tumewapa uhuru ambapo tutakubaliana nao na tuone mahitaji yao wenyewe kwa wale wanaojua kusoma maneno yao na wasioweza wapige kura,"alisema.

Kwa upande wa Msimamizi wa Kitengo cha Kufanya Marekebisho ya 'BVR Kit' na Kuchakata data, Aguta Obala alisema tuhuma za vitambulisho feki vilivyokamatwa hivi karibuni si ya tume ya uchaguzi.

"Hizo taarifa sina uhakika kwa sababu sijaona kama taarifa zinafanana na za hapa tume, lazima wahakikishe wametoa taarifa za vitambulisho hivyo kwenye BVR Kit ipi,"alisema.

Kamishna Msaidizi wa Polisi (ACP), Benedict Wakuryamba baada ya kupokea orodha hiyo alisema baada watu hao na taarifa zao zitafanyiwa upelelezi na kufikishwa mahakamani endapo atakutwa na hatia.

Naibu Katibu Mkuu wa Teknlojia ya Habari na Mawasiliano (TEHAMA) wa NEC, Dk. Sisti Cariah alisema kwa kutumia mfumo wa BVR ni vigumu mtu kujiandikisha zaidi ya mara moja kwani mfumo huo ni rahisi kumgundua huku akibainisha kurekebisha kasoro ndogo ndogo.

Manota ajibu tuhuma

Akizungumza na mwandishi wa gazeti hili kuhusu kutuhumiwa kujiandikisha zaidi ya mara moja, Manota alisema tuhuma hizo si za kweli na kwamba alijiandikisha mara moja ambapo jina lake katika kitambulisho hicho halikuonekana vizuri.

Alisema kutokana na hali hiyo ilimpasa arudie kujiandikisha upya katika kituo hicho hicho huku ikiwa muda ni tofauti kutokana na msongamano wa watu katika mchakato wa uandikishaji.

"Nilipojiandikisha mara ya kwanza jina langu lilififia kwenye kitambulisho na hapo ndipo nilipoomba nijiandikishe tena ambapo nilivua koti na kupiga picha," alisema na kuongeza kuwa muandikishaji huyo alishindwa kurekebisha data 'edit'.

Manota alisema baada ya kujiandikisha upya kitambulisho cha awali alikiacha na kwamba kitambulisho hicho kipo halmashauri ya manispaa hiyo huku akiamini hiyo ni siasa na kumpigia kampeni.

Rufaa za ubunge

Katika hatua nyingine, NEC imesema hadi kufikia jana rufaa za wagombea ubunge na udiwani katika maeneo mbalimbali nchini zilikuwa zimefikia 60.

Pia, imesema hadi kufikia Agosti 30 ya wiki ijayo rufaa 31 zitakuwa zimetolewa uamuzi, hivyo tume itakuwa katika nafasi nzuri ya kuzungumzia hilo.

Akizungumza na gazeti hili, Mkurugenzi wa NEC, Ramadhan Kailima alisema rufaa za ubunge zilikuwa 31 na udiwani 29 lakini zinaweza kuongezeka .

Hata hivyo, alitoa mwito kwa vyama ambavyo vitaona havikuridhika na matokeo kwa njia moja ama nyingine katika maeneo waliyogombea kuwasilisha rufaa zao tume hiyo kutokana na kutoridhishwa na wakurugenzi wa uchaguzi katika maeneo yao.

Alisema miongoni mwa chama kilichowasilisha rufaa zake tume ni ACT -Wazalendo ambacho kinalalamikia wagombea wake kutotendewa haki.

Twaweza lauches Mkikimkiki 2015 Election Debates

Mkikimkiki 2015 Election debates launchedMajor political parties to debate policy positions in the run up to election in order to promote issue-focused public conversation around the elections

25 August 2015, Dar es Salaam: 
Twaweza announces the launch and commencement of the election dialogues series, Mkikimkiki 2015. The debates are set to provide an opportunity and platform for political parties to share their plans and priorities for the country with citizens.

The debate series is timely. In recently conducted research for Twaweza, Ipsos Tanzania found that 8 out of 10 citizens think parliamentary (78%) and presidential (79%) candidates should debate each other. Aside from political rallies citizens have little opportunity to hear extensively about what parties actually plan to do to make change happen.

In addition, a qualitative study of the political preferences and knowledge of citizens, commissioned by Twaweza, found that the truthfulness of campaign promises was a key preoccupation for voters. Citizens were keen to have the opportunity to interrogate candidates and try to determine whether they would implement these promises. Public debates with unscripted responses are an important opportunity for citizens to do this. The Mkikimkiki 2015 debates also allow for interactivity as citizens are able to submit potential questions for the debates online and via SMS. In addition audience members will also be able to ask questions during the debates.

The debates are designed to connect evidence and data to policy commitments and ensure that political party representatives provide concrete and achievable plans. A series of four debates based on the manifestos of five major political parties is planned. These will cover: nationhood; the economy and inequality; social services particularly health and education; and corruption, governance and integrity.

The five political parties fielding the largest number of candidates in the elections (at constituency or ward level) have been invited to send their experts to outline their visions and plans for these critical areas. These representatives will be interrogated by a panel composed of sector experts drawn from civil society.

In addition three separate debates are planned for Union vice-presidential, Zanzibar presidential and Union presidential candidates.

Each debate will last two and a half hours and be broadcast live on Star TV and RFA by the media partner for the event, Sahara Media Group. The debates are produced by Compass Communications with social media support from Jamii Forums. The schedule for the debates is as follows:

“The data Twaweza has collected over the past few years through 
Sauti za Wananchi and Uwezo, show that citizens are clear and consistent about three things,” he continued. “Firstly there is a strong desire for government just to work better. Although citizens may not be focused on strong enforcement mechanisms for accountability, they do want responsiveness. Many citizens who conclude that their MPs have not delivered on electoral promises say they will not vote for the incumbent MPs. Secondly citizens are focused on their livelihoods and critical social services - they have consistently referenced poverty and the economy, health and education as the core challenges facing the country. Finally, despite their concerns, citizens are optimistic. They look forward to the future and, with some exceptions, see possibilities for change. And since they see voting as a critical way in which they hold government accountable, political parties would do well to present their vision, priorities and plans in an accessible and compelling way. These debates offer a free and widely distributed way for parties and their candidates to connect with citizens, and we look forward to their enthusiastic participation.”
