UNESCO Statement on World Literacy Day

Dar es Salaam Office

Message from Ms Irina Bokova, Director-General of UNESCO, on the occasion of International Literacy Day, 8 September 2015

Every year, on September 8th, we raise the flag for literacy as a human right, as a force for dignity, and as a foundation for cohesive societies and sustainable development.

This message is especially vital this year, when States will adopt a new agenda for education and development to guide the next 15 years. Promoting literacy must stand at the heart of this new agenda. By empowering individual women and men, literacy helps to advance sustainable development across the board -- from better healthcare and food security to eradicating poverty and promoting decent work.

There has been progress across the world since 2000, but steep challenges remain. Today, 757 million adults still lack basic literacy skills -- two thirds are women. The number of out-of-school children and adolescents is on the rise, standing at 124 million worldwide – while some 250 million children of primary school age are failing to master basic literacy skills even in schooling.

We cannot allow this to continue. Literacy is essential to reach the proposed sustainable development goal to promote “inclusive and equitable quality education and lifelong learning for all.” THE END FROM THE UNESCO DG.

Moving from the preceding Global picture, the situation in Tanzania the UNESCO Sub Saharan Africa ( SSA) EFA, 2014 Report shows that the country has made limited progress with a 4 % gain from 69% in 2000 to 73% in 2012. This is significantly lower than the 9% progress on average in SSA (from 58 to 67% in the same period). In that regard this is the EFA Goal which Tanzania has made the least progress.

In addition, the 2014 ‘Adult Literacy Survey Report for Tanzania Mainland’ of the Ministry of Education and Vocational Training reveals that out of 236 adult literacy learners only 31.5% could read, write, and compute simple arithmetic correctly. Whereas, 39% could not read, write and compute at all. These findings depict a worse situation implying that the actual illiteracy rate may be around 39%.

Undoubtedly, this is a big hindrance to achieving any national and international education targets as well as desired socio-economic development. Hence, all education stakeholders ought to join hands in curbing this problem if Tanzania is reach the Middle Income Level by 2025 as envisioned in its 2025 Vision.

Dr. Mazrui to teach Kiswahili at Carleton, Canada

Dr. Abdulwahid Mazrui
Dr. Abdulwahid Mazrui
The School of Linguistics and Language Studies is pleased to announce that they have added an impressive new member to their team. Dr. Abdulwahid Mazrui (PhD, Indiana University), co-author of the prominent book Swahili: A Complete Course for Beginners, will be teaching two introductory Kiswahili courses for 2015-2016 academic year – LANG 1010A, Intro to Language 1: Kiswahili (Fall) and LANG 1020A, Intro to Language 1: Kiswahili (Winter).

These courses will cover oral skills and basic reading and writing skills. There will also be an important emphasis on cultural practices of Swahili-speaking people.

Kiswahili (which is the Swahili word for the language, although it is increasingly used in English as well) is one of many Bantu languages spoken by more than 60 million people throughout central and eastern Africa, and is an official language of Kenya, Tanzania, Uganda, and the Democratic Republic of the Congo. It is also an official language of the African Union and is the second language of some 135 million more people, making it the most widely used language in sub-Saharan Africa. Remarkably, the 2006 Canadian Census reported 27,795 Ki-Swahili speakers were living in Canada.

Kiswahili has had an interesting evolution that spans centuries. Although it is African in origin, the language has been influenced by contact with Arabic, Persian, German, Portuguese, English, and French.

Much like the language he teaches (which is also his first language), Dr. Mazrui’s career path has had a significant global flavour.

“I was born and raised in a small island off the eastern coast of Africa called Pemba, which is part of Zanzibar in Tanzania, explains Mazrui. “I started teaching Kiswahili to Peace Corps volunteers in Tanzania in 2002. I then went to Indiana University for about 10 years to teach Kiswahili and did my postgraduate studies there as well and also taught Kiswahili at University of Illinois at Urbana-Champaign.”

Mazrui has been passionate about teaching language to others for as long as he can remember. As a multi-lingual individual, he is aware of the challenges of learning a new language, but is also very familiar with the sense of triumph and reward attached to acquiring a new dialect.

“English was my favorite subject. So much so that I wanted to learn English so that I could teach others. I also learnt Spanish while I was in high school and had a firsthand experience in learning a totally foreign language in Zanzibar. This has helped me a lot in my teaching.”

Upon completing his PhD in Linguistics at Indiana University, Mazrui moved to Ottawa with his family. He is thrilled to be sharing Kiswahili with students at Carleton. Mazrui, whose research interests include Sociolinguistics, Second Language Phonology, Second Language Acquisition and African Literature, is known for his teaching dynamism – often implementing creative methods and techniques to teach the particularly challenging aspects of a given language.

He sees many advantages for Carleton students who are interested in acquiring Kiswahili.

“Kiswahili is one of the widely spoken language in Africa. It is a very useful and an instrumental language for those who want to do research in that region.”

“The language also has some very interesting linguistics features to research. One of the many reasons it is fun to teach Kiswahili is to watch as students realize that they already know some Kiswahili words. Students tend to pick up Kiswahili rather quickly because it is written just as it is spoken.”

He added, “the students will be more familiar on the unique culture of the Swahili people and of the Swahili speaking countries. This hopefully widens their interest in the areas where Kiswahili is spoken.”

Having Dr. Mazrui on its roster is yet another reason that The School of Linguistics and Language Studies at Carleton University has earned its reputation as world-class language learning institution. Dr. Mazrui joins a small army of some 40 passionate full and part-time language instructors in the Modern Languages program, teaching American Sign Language, Anishinaabemowin (Ojibwe), Arabic, Chinese, German, Italian, Japanese, Korean, Portuguese, Russian and Spanish.

Eight Africa's Ministers of Energy &Finance in Beijing to outline current investment opportunities

aipf.jpg

PRESS RELEASE

‘2015 – a turning point for Africa and Foreign Direct Investment.  8 of Africa’s Ministers of Energy and Finance gather in Beijing to outline current investment opportunities’

The 4th Annual Africa Infrastructure and Power Forum will take place in Beijing, China 15-16th October 2015

BEIJING, China, September 9, 2015-- 2015 marks a turning point for African investment. The need to address the continent’s energy deficit, and the critical requirement to connect those living without access to electricity, is undisputed - 13% of the world’s population live without electricity, versus 48% of the global population who live in Africa.

This year Africa will have witnessed 19 elections, and the formation of many new governments. Many of these administrations will seek to improve living conditions through access to electricity, and subsequently, added employment opportunities. Despite the headwinds caused by lower oil and commodity prices, and weakening currencies across sub-Saharan Africa, progress continues to be made.  Nigeria witnessed the most notable investment deal in recent weeks, with Africa’s largest privately held business – Dangote - signing a $4.34 billion deal with China’s Sinoma, an indication of Nigeria's infrastructural ambition.  In the same period, another of the world’s fastest-growing economies, Kenya, has earmarked $55.6 billion for infrastructure development. Kenya’s road network urgently needs improvement - essential for trade and tourism, indispensable lines of inward investment.

Global investor demand for African opportunities were displayed this month when one of the world’s largest private-equity funds - The Abraaj Group - announced it had raised $1.4 billion, indicating the dawn of billion-dollar African private-equity funds searching for greater returns than offered by alternative, saturated markets.  Of 119 African investor deals, there has only been one default in the past decade.

However, of all interested parties looking to invest in Africa this year, there has been one nation consistently seeking to improve infrastructure and power development on the continent - China.  As of 2011, China’s investment in Africa was 4.3% of its global trade (Asia represented 60.9%, Latin America 16% and Europe 11.1%).  By 2009, 45.7% of China’s cumulative foreign aid of $256.29 billion had been dispensed to Africa.

The growth of China-Africa trade is revolutionising African development, stimulating crucial upgrades of the continent’s infrastructure and power development - highlighted in June when Tanzania awarded a consortium of Chinese railway companies projects valued at $9billion.

EnergyNet are delighted to announce the 4th Annual Africa Infrastructure and Power Forum (http://www.africa-infrastructure-forum.com), taking place in Beijing, China 15-16th October 2015.  This important meeting once again partners with the China Africa Development Fund, who will be seeking new projects to receive some of the $5billion under their management.

Standard Bank, Africa’s largest bank, will be joining the meeting this year as forum sponsor.  David Humphrey, Head of Infrastructure and Power, Standard Bank, recently commented that “the conference brings together some of the foremost figures in infrastructure, as well as key policymakers from Africa. Continued and increasing investment in infrastructure is crucial to the development of African nations, and Standard Bank is well placed to play a leading role in connecting investors with opportunities across the continent.  We are delighted to be sponsoring the conference for the second year in a row, and we look forward to seeing our customers and stakeholders in Beijing.”

At the Forum there will be 11+ project presentations featuring major opportunities, including:
•          The East to West Landbridge - LAPSSET Corridor
•          East African Standard Gauge Railways
•          Dry port development in Ghana
•          Unbundling of state utilities in Liberia
