KUELEKEA UCHAGUZI MKUU NI KIPI KIRAHISI: KUHUBIRI/KUTABIRI FUJO AU KUHUBIRI/KUTABIRI AMANI?


Kwa sehemu kubwa, watanzania kwa ujumla wetu, tumekua watu wa kuhubiri madhaifu kuliko yale ya kutufanya kuwa wajasiri. Tumekua watu wa kukiri kushindwa kuliko kukiri kushinda. Tumekua watu wa kutafuta mchawi na kukukimbiza vivuli vyetu wenyewe, badala ya kujituma kutafuta suluhisho la changamoto zinazotukabili. Tumekua watu wa kutishana na kujengeana hofu badala ya kutiana moyo na kujengeana ujasiri. Tumekua watabiri wa maovu na mabaya, badala ya kujinenea mema na mazuri. Tumekua watu wa kutumia muda mwingi kutafakari hatari na mabaya badala ya usalama na mema. Tumekua makini kutazama tuliposhindwa badala ya kujitahidi kuzuia kutoshindwa kila mara. Matatizo haya, yamekua wazi sana katika kipindi hiki cha kuelekea uchaguzi mkuu: hasa dakika hizi za majogoo. Nitasema kwa nini.
Pamoja na wingi wa mijadala mizito kuelekea uchaguzi mkuu wa wiki ijayo, kwa sasa mjadala na habari iliyoopewa uzito ni dhana ya KULINDA KURA. Baadhi ya vyama vikiongozwa na kundi la vyama vinavyounda UKAWA, vimekua vikishawishi wananchi na kutoa msimamo wao kuhusu haja ya kulinda kura baada kupiga kwenye vituo hadi matokeo yatakapotangazwa.Wamekua wakitoa hoja kadhaa zinazohalalisha msimamo huu lakini kubwa ni hofu ya "kuporwa/kuibiwa kura" (a.k.a kufungwa goli la mkono).
Kwa upande wa pili, Tume ya Taifa ya Uchaguzi, jeshi la polisi, viongozi wa serikali, na Chama cha Mapinduzi, wanapingana na msimamo wa UKAWA kwa nguvu zote. Nguvu kubwa sana inatumiwa na tume na wahusika niliowataja kuonesha kwa nini dhana ya kulinda kura haina msingi, haikubaliki kisheria, na watakaoitekeleza "watashughulikiwa". Kama vile haitoshi, dhana hii, "IMEBATIZWA" na kupewa jina takatifu la "UVUNJIFU WA AMANI". Kwa tafsiri nyepesi, mtu akitamka neno "kulinda kura" anayemsikia anatakiwa aelewe "kuvunja amani". Mambo kadhaa ya kujiuliza kwenye mvutano huu ambao binafsi sioni kwa nini yatupotezee muda na kututoa kwenye mstari.

  1. Hawa wanaodai wanalinda kura wanamaanisha nini hasa ukizingatia ukweli kwamba huwezi kulinda kura ukiwa umesimama mita 200 toka kituo cha kura? Wanamaanisha kulinda kura au kusubiri matokeo?
  2. Watalinda kura kwa mfumo au utaratibu gani?
  3. Wana hoja zipi/ngapi zinazohalalisha wanachomaanisha? Hoja zao zina msingi?
  4. Tume na wengine wanaopinga kinachoitwa kulinga kura, wamejitahidi kwa kiasi gani kuwaelewa wenye madai hayo? Wamewaelewa na kuyapa uzito madai yao kwa kiasi gani? Wamejitahidi kiasi gani kuondoa hofu walizonazo kwa vitendo na uhalisia?
  5. Iwapo tume na wadau wengine wa uchaguzi huu wana amani na uhakika kabisa kwamba kutakua na "fair play" (hakuna hila, udanganyifu, wizi, giza, mizengwe, kuonewa), ni kwa nini wanaogopa watu wasingoje kuona matokeo ya kura walizopiga?
  6. Hili swala la kungoja matokeo baada ya kupiga kura, ni dhaa mpya inayojitokeza Tanzania pekee? Halijawahi kuonekana kwenye nchi zingine zenye demokrasia kama yetu?
Pamoja na maswali haya, ninapata shida kubwa kwa jinsi nguvu kubwa inatumika kutafisri kinachoitwa "KULINDA KURA"  kama UVUNJIFU WA AMANI. Wanaopinga dhana hii wanatumia nguvu kubwa sana kuhibiri kuvunjika kwa amani kuliko mantiki inayojengwa. Amani inayotafsiriwa kwa dhani hii ni ipi? Kuna tafsiri nyingine ambayo ni ya kipekee kwa Tanzania tu na kwenye uchaguzi huu au ni amani hii hii tunayoijua? Bila kujali tafsiri ya AMANI, ni kwa nini tunaona ni vema kuwa watabiri, manabii, mitume, na wanajibu wa kuvunjika kwa amani (fujo) badala ya kuihubiri amani?
Kipi ni kirahisi kwenye jamii inayotofautiana kiitikadi, vyama, na machaguzi ya wagombea kama nchi yetu? Ni kuhubiri fujo au kuihubiri Amani? Hivi ukitaka kumsaidia mtenda dhambi ili aache dhambi zake na "aokoke/ aiishi maisha yenye kuongozwa na dhamira njema", ni kipi kitamsaidia? Ni kuhubiri muda wote juu ya uwepo wa moto wa Jehanamu na ukali wake, au ni kumsadia kuona mbadala (alternative) inayopatika katika upendo wa Mungu wenye uwezo wa kubadilisha maisha yake? Hivi watenda dhambi duniani hawajui kwamba kuna jehanamu? Au wanapenda kwenda jehanamu? Kama siyo, kwa nini hawaogopi kutenda dhambi?
Niadhani kuna jambo halijakaa sawa au hatuambiani "ukweli wote". Kwa uelewa wangu (mdogo), nilitegemea kusikia Tume, vyombo vya usalama, na viongozi wa serikali, wakijitahidi kuihubiri amani kwa nguvu zote na kwa "LUGHA YA AMANI", badala ya wanachokifanya sasa. Siamini kama unaweza kumbadilisha mtu unayedhani kapotoka kwa kumtisha au kumuonesha ukali wa adhabu. Tumejenga jamii ya kutishana na kuogopana badala ya jamii yenye kujikita katika kujenga uelewa/ufahamu, kuambiana ukweli na "kutokua na makandokando".
Hii nchi ni yetu sote: kwamba itabaki salama au kuvurugika baada ya uchaguzi, inatuhusu sote. Inawahusu watakoshindwa na watakaoshinda. Inawahusi askari polisi, tume ya uchaguzi, serikali inayomaliza muda wake, na wengine wote. Kama tunajua tuko kwenye nyumba ya kioo, tusilazimishane kurusha mawe ila baadaye tuje tusema ni nani alianza na nani alisababisha. Nilitegemea Tume na wadau wengine waoneshe udhaifu wa dhana ya kulinda kura kwa kufanya yafuatayo:
  1. Kujibu maswali ya msingi yanayoulizwa juu ya uwazi, ukweli, na haki itakayosimamiwa na Tume katika uchauguzi.
  2. Kukubali kwammba mfumo wa tume ya uchaguzi wa sasa hautoi tasifi halisi ya neno HURU na hivyo kila kila sababu kwa mtu yeyote kuona uwezokano wa kuwepo "makandokando" ya siri na ya wazi. Kukubali udhaifu sio udhaifu, ni ujasiri wa kutojidanganya una ukamilifu usio nao.
  3. Kutodharau na kutokebei hoja za anayejihisi kuna dalili za kuonewa au kutotendewa haki. Kwa mfano, unadharauaje na kukebehi hoja za wanaoona wanaonewa kama  kuna mambo yenye utata yanajitokeza hizi dakika za mwisho?
    1. Kumekua na mkanganyiko wa idadi kamili ya vituo vya kupigia kura
    2. Kumekua na mkanganyiko na ucheleweshwaji wa idadi kamili ya wapiga kura
    3. Kwenye daftari lililotoka kwa kushelewa, kumeonekana majina ya ajabu, miaka ya ajabu na picha za ajabu za wapiga kura wasiofahamika
    4. Kuona nguvu kubwa inayotumiwa na wenye mamlaka kutisha na kuhubiri uvunjfu wa amani
  4. Kuwa wakweli kuhusu matukio ya kuonekana "makandokando" katika chaguzi zilizopita: kueleza kwa nini yalikuwepo, yameondolewaje, na nini cha tofauti mwaka huu kitakachofanya hayo ya nyuma yasitokee
  5. Kuwajenga wananchi kisaikolojia na kwa vitendo juu ya kulindwa kwa haki yao na machaguzi watakayofanya
  6. Kuhubiri umoja wa kitaifa na dhana ya kuaminiana kama taifa huku kila mmoja akimtazama mwenzake kama mwenye nia njema na nchi yetu
  7. Kutowatisha wananchi juu ya ukali wa sheria na adhabu zake iwapo hawatafanya kile wanachotakiwa kufanya na badala yake kujenga uelewa na ufahamu wao juu ya taratibu husika
  8. Kuwajenga wananchi kujiandaa kama inavyotekea kwa washabiki wa Simba na Yanga. Kukubali kichapo halali kwa amani na kusubiri mechi ijayo.
Pamoja na yote, tume, serikali na vyombo vyake, kwa kuamini kwamba watasimia haki, uwazi na ukweli kwenye uchaguzi huu, wawape wananchi uhuru wa kusubiri matokeo yao (kwa watakaotaka) kwa uhuru na amani. Iwahakikishie ulinzi na usalama muda wote wa kupiga na kusubiri matokeo yao. Tena iwakumbushe wale wanaodhani hawataweza kutulia bila kujua matokeo ya uchaguzi, wabebe vifaa vya michezo yao ya bao na karata wacheze wakati wamejipumzisha. Wabebe vitabu vya hadithi, wajisomee maana masaa ya kusubiri ni mengi. Wabebe maji, mapera, mihogo ya kuchoma na mahindi ya kuchoma ili watafune wakati jua linapoelekea magharibi. Wwaandalie maeneo mazuri ya kupumzika kwa amani wakisimuliana  matendo mema ya nchi na taifa lao kabla na baada ya matokeo. Kama kuna viwanja vya michezo karibu, wawaandalie mipira wacheze kupunguza pressure ya kuogopa kushindwa na kushinda. Hili ni la kufikirika, ila tukitaka linawezekana.
Tunapojenga hoja kwamba mikusanyiko yoyote (watu 2 na kuendelea) siku ya uchaguzi inamaanisha kuvunja amani, nadhani hatujitendei haki kwa kujidanganya sisi wenyewe. Kwenye vituo vya uchaguzi, kuanzia asubuhi na mapema, kutakua na misururu ya watu hadi 450, wakisubiri kupiga kura. Kuna uwezekano baadhi ya vituo, watu wote hawa wakawa kituoni saa moja kamili asubuhi wakisubiri vituo kufunguliwa. Kwa nini tuamini kwamba amani itavunjika pale watakapokua tu wanasubiri matokeo na tuamini kwamba huu mkusanyiko wa watu wenye miheuko na hamasa ya kupiga kura vituoni, hutapelekea uvunjifu wa amani? Kwa nini swala la kungoja matokeo pekee ndio labadilika kuwa na tafsiri nyingine?
Ninashawishika zaidi kwamba, ni vema kipindi hiki tujikite kuhubiri AMANI kwa tafisri yake halisi na tuepuke kabisa kuwa wanajimu, watabiri na makuhani wa kuhubiri fujo. Tuachane na fikra za kutisha na kudhoofisha na badala yake tujengane kwa fikra za kutiana moyo na kujengeana ujasiri wa kuaminiana. Nashauri wale wenye mamlaka, wasitimize wajibu wao kwa viburi, hasira, hofu na jazba katika majira haya ambapo watu hawatumii sana akili bali wanatumia zaidi hisia. Watimize wajibu wao bila kauli zinazoongeza utata na maswali badala ya kuleta ufumbuzi na majibu.
Nimalizie kwa kusema, Tume ya Taifa ya Uchaguzi, Jeshi la Polisi, na viongozi wa serikali wanamaliza muda wao, wanawajibika kwa lolote litakalotokea wakati na baada ya uchaguzi. Ninaamini watu hawa wote ni wema sana; ni watanzania wenzetu, wana mapenzi mema na taifa letu na ndio mana wametuandalia uhauguzi. Siamini kwamba wote ni waovu; kwamba wana hila mbaya; kwa hawatendi haki; na kwamba hawajali hisia na matakwa ya watanzania.
Kama hakuna kilichojificha nyuma ya hoja za kupingana na wanaotaka kusubiri matokeo, basi tunalipa jambo hili uzito na umuhim usiostahili kabisa na hatujitendei haki. Wakati kampeni zinaanza, jeshi la polisi na serikali kwa ujumla, vilitujengea hofu kwamba, vikundi vya ulinzi vya vyama vya siasa, ni hatari na vinapigwa marufuku kwani vitasababisha fujo wakati wa uchaguzi. Hata hivyo, hoja zilijengwa kwamba jeshi la polisi halina uwezo wa kuwalinda wagombea wa ngazi zote na kusaidia kufanyika kwa mikutano yote kwa wingi wa watu wanaojitokeza. Tumeona vyama vya siasa vikishirikiana vema na jeshi la polisi katika kuhakikisha mikutano ya kampeni inafanyika kwa amani na utulivu. Tumeona vikundi vya ulinzi vya vyama vya siasa, vikifanya kazi nzuri kuwalinda viongozi wao, na kuwasaidia wananchi katika mikutano. Tumekua na kampeni na mikutano ye utulivu na amani nadhani kuliko kampeni za miaka mingi ya karibuni. Tumeonesha tofauti na jeshi letu la polisi limeonesha weledi mkubwa katika kusimamia ulinzi na usalama wa mikutano na wananchi kwa ujumla wao. Kasoro zilizojitokeza ni ndogo sana ukilinganisha na miaka ya nyuma na kile ambacho huenda watu walitegemea kukiona.
Kwa ujumbe huu, niwasihi wamalize jukumu lao vema huku kila mmoja akitimiza wajibu wake wa kumlinga mtanzania bila kujali itikadi na mgombea anayempenda. Wamalize jukumu hili salama na kwa utulivu bila vitisho na nina hakika historia ya nchi yetu itawahifadhi katika vitabu vyetu hata vizazi vijavyo.

Dk Shoo: Kutoka kustaafu udaktari wa habari hadi ukulima usiotumia kemikali

Dkt Gideon Shoo akitembeza wageni kwenye shamba lake sehemu ya mbogamboga.
Ni jambo la kawaida kwa mtu yeyote ajira yake inapokaribia kufikia ukomo hufikiria namna atakavyoondesha maisha yake kwa kutafuta shughui itakayo mfanya aweze kujiingizia kipato kwa ajili yake na famiia kwa ujumla .

Hivyo ndivyo ilivyokuwa kwa Dakta Gideon Shoo (pichani katikati), mwanahabari mwandamizi na mkongwe ambaye aliamua kuingia katika kilimo hai cha kisasa ambacho hakitumii dawa za kemikali kutoka viwandani.

Dakta Shoo kwa sasa kilimo hicho anakifanya nyumbani kwenye shamba katika kata ya Kerege wilayani Bagamoyo mkoa wa Pwani.

Akizungumza wakati alipotembelewa shambani na nyumbani kwake na maofisa kutoka Envirocare, asasi isiyokuwa ya kiserikali inayojihusisha na mazingira, hakiza binadamu alisema kilichomhamisha kuingia kwenye shughuli hiyo ni kutokana na kukulia kwenye kilimo.

‘Kingine kilichonivuta zaidi ni kwamba nimestaafu. Nikwamba nimestaafu wa maana ya pilikapilika. Kustaafu kwenyewe labda nisababu ya umri. Tangu nimeondoka kwenye ajira rasmi mwaka 1987 kwenye magazeti ya Uhuru na Mzalendo, sijawahi kuwa tena kuwa kwenye na ajira rasmi. Nimekuwa nikifanya shughuli zangu mwenyewe. Hata pale watu wanadhani nimekuwa kwenye ajira. Hapana shughuli zangu nazifanya mwenyewe,’ alisema Dakta Shoo.

‘Nikasema mimi nadhani sasa nipumzike lakini kupumzika lazima nipate shughui ya kufanya . Shughuli hii nilibuni siku nyingi nilikuwa nasubiri tu wakati wa kutekeleza . Shughuli hii nilibuni mwaka 1993 -1994 nikiwa na malengo labda mwaka 2000 nitakuwa nimeanza lakini haikuwa hivyo hatimaye nilianza mwaka jana na nikafanikiwa kuhamia huku,’ aliongeza.

Alisema kabla ya kuhamia hapo tayari alishapanda miti ya matunda ya kudumu . Kupanda miti kwa ajili ya kilimo chenyewe na miti yenyewe ni miarobaini na mirusina.

Mwarobaini ni mti ambao unachangia kuendeleza kilimo cha kisasa ambacho hakitumii dawa za viwandani:

‘Mwarobaini ni dawa na umekuwa ukitumika kwa kilimo nchini India tangu kabla ya kuzaliwa kwa Yesu Kristo na hakuna haja ya kufanya utafiti kwasababu wahindi tayari walishaufanya,’ alisema Dakta Gideon Shoo mkulima  katika Kata ya Kerege wilayani Bagamoyo.

Amesema Wahindi wamefanya utafiti kwa miaka mingi sana kiasi kwamba unapozungumzia kilimo cha kisasa cha kutotumia dawa za kuuwa wadudu za viwandani hakuna haja ya kufanya utafiti mwingine kwani wahindi walishamaliza.

‘Mwarobaini mbegu yake inatoa mafuta ambayo yanauwezo wa kuuwa wadudu na magonjwa aina 600 . Kwa kiasi kikubwa uchanganyaji wake ni rahisi tu . Mafuta unachanganya na sabuni ya unga kidogo na kupulizia kwenye mmea bila matatizo yeyote. Kwa hiyo mwarobaini ni mti ninaupenda na niliupanda kwa miaka mingi nikiwa na malengo hayo,’ alisema .

Mwarobaini unachofanya ni kufubaza wadudu wasiwe na uwezo tena wa kufanya madhara na pia wakati huo huo majani yake yanatumika kuuwa vijidudu vilivyoko kwenye udongo . Kwa hiyo nimehamasika na nakifanya kilimo hiki nikiwa na imani kwamba nitapata mafanikio na watu wengine wanaweza kuiga .

Kinachomsaidia pia mkulima huyo kutotumia mbolea ya kemikali ni kwamba mimea iliyoko kwenye shamba lake majani yake yanapeekwa kwenye chemba ili yaweze kuoza na kupelekwa kwenye biogas ambapo pia anapata mbolea.

‘Hatutegemei ufugaji. Wakati unapopata gesi kwa upande mwingine unapata mbolea kwa sababu yale maji yanayotoka kwenye mtambo wa gesi ni mbolea na ndio natumia kumwagilia mimea na jinsi unavyoona mimea imestawi ni mbolea iiyotoka kwenye mtambo wa gesi .’

Amesema wakati anaposafisha mtambo kuna mbolea ngumu inatoka ambayo ni chakula cha samaki ambacho anatarajia kuwalisha wakati akianza kuwafuga.

‘Mimi nina mabwawa ya samaki ambayo sijaweka maji nasubiri kuchimba visima na kujaza maji nifuge samaki . Kwahiyo unaona kuna mzunguko hapa eneo moja linategemea eneo lingine.’

Amesema changamoto inayowakabili wakulima ni kutokuwa na maabara ya kupima udongo ambayo inatoa majibu ya haraka.

‘Unaweza mbolea ukamimina tu kumbe unaharibu. Udongo unakuwa labda potassium imezidi au imepungua calcium au imepungua phosphorous nakuendelea.

Sasa hivi napeleka Nairobi. Najua watu watasema mbona kuna SUA au Mlingano? Kwa sababu ukipeleka udongo Jumatatu siku ya Alhamisi unapata majibu. Wako kwenye biashara na sisi hapa Tanzania sijui kama tunazo maabara ambazo zinafanya shughuli hiyo kwa namna hiyo. Bado hatujafika huko kuna changamoto.

Amesema katika kuondokana na changamoto hiyo ameagiza mashine ya kupima udongo kutoka India na kazi ya kupima ataifanya shambani kwake ambapo hatakuwa na kazi tena ya kupeleka udongo mahali popote kupimwa.

‘Changamoto hiyo nadhani serikali lazima iibebe. Haiwezi kukwepa jukumu lake la kuendeleza kilimo kwa kuangalia vitu vya msingi ikiwemo pia upatikanaji wa maji ambavyo vitamsaidia mtu anayetaka kulima katika eneo dogo aweze kuzalisha zaidi badala ya serikali kukimbilia kwenye matrekta .’

Changamoto ya kuwepo kwa maabara za kupima udongo ambazo zinaleta majibu ya haraka pia imeungwa mkono na Mkurugenzi mtendaji wa Envirocare bibi Loyce Lema ambaye pia ameshauri serikali isaidie katika upatikanaji wa maofisa ugani watakaosaidia wakulima kutambua udongo unaofaa kwa ajili ya kupanda mazao fulani .

‘Ni vizuri mkulima akajua udongo wake uko katika kiwango gani na unavirutubisho gani ili kama vimepungua aweze kuongeza kilichopungua katika udongo . Mara nyingi sana sisi watanzania tunalima tu kwasababu tu umeona ni udongo. Unaona unaweza kuzalisha kwa hiyo mwisho wa siku hautavuna chechote. Kwa hiyo tungeambiwa udongo wetu una matatizo gani na tukaweza kuuboresha tungeweza kuvuna sana. Tunataka kuiomba serikali itusaidie kutupatia maofisa ugani watakaosaidia kuwaelimisha wakulima kujua udongo umepungua kiasi gani ’ aliomba Bi. Loyce.

Kuhusu kilimo hai amesema kutokana na mabadiliko ya tabia ya nchi kuna mambo mengi yametokea katika mazingira ikiwemo wadudu kuongezeka kwa hiyo ili wakuma waweze kuvuna lazima watumie viwatilifu .

‘Wako wachache ambao wanalima kidogo wao wanaweza kulima bila kutumia viwatilifu . Sasa hivi sisi envirocare tunahamasisha wakulima kulima hasa majumbani kwao. Wanaweza kulima kwa ajili ya familia bila kutumia viwatilifu kama tulivyoona nyumbani hapa kwa Dk Shoo ambaye ameweza kulima kwa ajili ya familia yake na hata majirani . Ametuonyesha kwamba ukiwa na ndoo chache unaweza ukalima kwa ajili ya familia,’ aliongeza.

Kwa upande wake bibi Euphrasia Shayo , Meneja wa mradi wa wiki ya kijani kutoka envirocare amesema wamekuwa mstari wa mbele katika kuhamasisha jamii kula vyakua vinavyotokana na kilimo hai .

‘Tumeona pia magonjwa mengi watu wanapata kutokana na ulaji wa vyakula vinavyotokana na matumizi ya kemikali zenye sumu kutoka viwandani . Kwahiyo tunahamasisha jamii iweze kulima bila kutumia dawa au mbolea ya viwandani ‘’ alisema bi. Euphrasia.

Kitendo cha envirocare kumtembelea mkulima huyo ni sehemu ya wiki ya kijani ambayo inafanyika kila mwaka mwishoni mwa mwezi septemba hadi oktoba kwa ajili ya kuhamasisha kilimo hai ambacho hakitumii sumu ya kemikali kutoka viwandani .

Wiki hiyo imeandaliwa na shirika lisilo la kiserikali la Swedish Society for Nature Conservation ambapo familia zinahamasishwa kulima vishamba vidogo katika maeneo yao kwa kupanda mbogo ambazo ni safi na salama na pia kusaidia kupunguza gharama za kwenda kununua mboga.

Background
The Global Shelter Cluster (GSC) is an open platform with around 35 partners participating consistently at the global level. There are currently 25 country-level clusters and cluster-like mechanisms supported by the GSC. The GSC works within the framework of its 2013 – 2017 Strategy. The goal of this strategy is to meet more effectively the sheltering needs of population affected by humanitarian crises, by strengthening the shelter response of humanitarian actors through leadership, coordination and accountability in the humanitarian shelter sector. To achieve this goal, the GSC Strategy 2013-2017 has three strategic aims:
  1. Responsive and flexible support to country-level shelter coordination mechanisms
  2. An effective and well-functioning Global Shelter Cluster.
  3. Increased recognition of the shelter and settlements sector as an essential component of the humanitarian response, through enhanced advocacy and communication.
DG ECHO funded the GSC to operationalize the Strategy 2013-2017 through a project to “Enhance the Coordination of Humanitarian Shelter Response”. This project has a duration of 24 months from 1 January 2015 to 31 December 2016 and is currently implemented by five cluster partners (ACTED, IOM, UN-Habitat, IFRC, and UNHCR) and led by UNHCR. The specific objective of the DG ECHO contribution is to strengthen the shelter response of humanitarian actors by improving the GSC surge capacity, preparedness, and advocacy. In order to meet this objective the following results will be achieved:
  1. Global and regional shelter cluster capacity and resources are strengthened to provide responsive and flexible support to country level coordination mechanisms.
  2. The preparedness, predictability of shelter coordination and responses is enhanced through an effective and well-functioning Global Shelter Cluster.

The Grant Management Assistant will ensure that the project achieves the objectives within the deadlines and in accordance with ECHO and UNHCR regulations. The Grant Management Assistant will provide technical support to the implementation of the grant, in collaboration with the cluster partners, to ensure that the implemented project will contribute to the Global Shelter Cluster strategy.
Tasks and Responsibilities
The Grant Management Assistant will be hired by UNOPS through an Individual Contractor Agreement and seconded to UNHCR. Under the overall guidance of the UNHCR Division of Program and Management Support (DPSM) Shelter and Settlement Section (SSS) and in close coordination with the Resource Management Unit (DPSM RMU), the Grant Management Assistant is responsible for the achievement of planned targets and the effective and transparent execution of the financial resources of the project approved by ECHO. The Grant Management Assistant is also expected to ensure the monitoring of the grant activities.
Key Functions:
· Assist DPSM SSS in the program management of the ECHO contribution:
  • Work and regularly interact with partners for timely and effective delivery of projects included in the ECHO grant.
  • Support the monitoring of the four Project Agreements signed between UNHCR and the partners including budget requirements.
  • Ensure appropriate reporting, monitoring and follow up of these projects including the drafting of amendments if necessary and the consolidation and elaboration of financial and narrative reports.
  • Ensure appropriate management of the grant and provide an updated overview of the financial situation in accordance with UNHCR’s and ECHO’s project cycles.
  • Ensure that ECHO’s Enhanced Response Capacity principles and regulations are included in the agreements, reporting and in the activities to be implemented by the partner organizations;
  • Ensure follow up of partners for timely achievement of grant deliverables and outputs.
  • Support in organising meetings with relevant stakeholders (partners, donor, etc…)
  • Monitoring the work undertaken by the Support Team using the existing formats and update the database and dashboard accordingly. Assist in the development of other monitoring tools and ensure their dissemination and utilisation.
  • Contribute to the work of GSC Support Team in issues related to the ECHO grant
Qualification:
Requirements:
  1. University degree in economics, finance, accounting, public or business administration, or other field relevant to the work. Master’s degree is an asset.
  2. 2 to 4 years of experience in project management, preferably in project control.
  3. Previous experience in donor relations and humanitarian project management and administration preferably related with ECHO.
  4. Strong communication and analytical skills. Excellent written English.
  5. Very good knowledge of Excel (budgeting: planning, expenditure planning, monitoring) and other MS-Office applications.
Desirable:
  1. Knowledge of UNHCR’s business software applications MSRP (Financial/Supply Chain and EPM), and the planning and budgeting application Focus software is a great asset.

Resilience and Economic Growth in Arid Lands-Improving Resilience (REGAL-IR) is a 5-year program sponsored by USAID/Kenya and Feed the Future (Ftf) to reduce hunger and poverty, increase social stability and build strong foundations for economic growth amongst pastoralists and transitioning pastoralists in Kenya’s arid and semi-arid lands (ASALs). The program is designed to empower communities to take charge of their development and to strengthen their capacity to select, design, implement and monitor activities toward increasing their social, economic, and environmental resilience to natural and human-induced shocks.
REGAL-IR is led by Adeso and is implemented by a consortium of partners. An intensive community engagement process - Participatory Learning, Planning and Action (PLPA) - guides program implementation in six thematic areas including diversifying livelihoods, improving value chain inclusiveness, natural resource management, conflict management and mitigation, disaster risk reduction, and improving nutrition. REGAL-IR is based in Nairobi and implements projects in Isiolo, Garissa, Wajir, Marsabit, and Turkana Counties. POSITION PURPOSE
  1. Provide finance oversight and implementation of the REGAL-IR program.
  2. Supervise the Program Accountant (1) and line manage Field Accounts Assistants (5).
  3. Advise the Chief of Party (COP) on project finance and operational matters.
POSITION SUMMARY
The Senior Finance Manager, REGAL-IR will be a full-time member of the REGAL-IR Leadership Team, working with the Adeso team in HQ, and the REGAL-IR field sites. The post holder will develop and implement finance systems, protocols and tools for all finance, and administrative functions applicable to the project HQ in Nairobi and field offices in the project counties. The Senior Finance Manager, REGAL-IR will be in charge of finance policies, procedures, and ensuring compliance with USAID rules and regulations in these areas. He / She will liaise with Finance and Operations Managers at Adeso HQ to ensure compliance with Adeso policies and regulations and to ensure smooth functionality of finance.
SPECIFIC ROLES AND RESPONSIBILITIES
Planning
· Plan and implement financial policies and systems ensuring consistency, accountability,transparency, viability and integrity in accordance with Adeso and USAID accounting principles.
· Ensure financial accounting records, monitoring, and internal controls.
· Ensure budget implementation, controls and reporting including forecasts, projections, accruals, funds requests, regular and ad hoc financial reports, variance analyses, and reconciliations.
· Manage audits of REGAL-IR including consortium partners.
Financial Management
· Planning and coordinating the activities of the REGAL-IR Finance unit by ensuring that the unit has adequate resources to effectively undertake its activities.
· Providing leadership to all field accounts assistants in the REGAL-IR project sites in regards to carrying out their daily tasks in an effective and efficient manner as per Adeso policies and procedures and USAID requirements.
· Coordinate the preparation and monitoring of budgets for all projects/program as per Adeso and Donor formats, on monthly, quarterly and annual basis.
· Ensure provision of timely and sound financial reports to the management, donor and other stakeholders on monthly, quarterly and annual basis.
· Represent REGAL-IR in various forums and be able to proficiently report on REGAL-IR activities effectively.

· Ensure the REGAL-IR is in compliance with statutory laws and legislations.
· Ensure full compliance with internal policies, donor regulations and budget restrictions on all projects.
· Oversee the performance management of all finance staff and undertake annual performance review of finance officers.
Capacity Building
· Provide orientation and training to the all managers in the program on cost- effective management and Adeso’s financial policies and procedures.
· Ensure Identification of any capacity gaps and ensure any capacity building needs in the finance team are identified.
· Ensure the planning and implementation of capacity building activities for REGAL-IR finance staff and partners on timely and efficient manner.

SKILLS AND QUALIFICATIONS
Essential:
· Bachelor’s degree in accounting from a reputable university. An advanced degree will be an added advantage
· Minimum of 5 years work experience in a reputable large international NGO or donor organization involved in grant making
· Experience of managing USAID funds and ensuring compliance with USAID requirements.
· Knowledge of compliance requirements for US and ability and skills to establish compliance systems with Adeso staff.
· Understands risks and related relevant controls primarily in the overall grant cycle including program, financial and procurement cycles and effectively mitigates these;
· High level skills in written standard English and ability to transform documents and reports developed by program staff into dissemination standard documents
· Ability to present, discuss and supervise compliance with grants monitoring protocols with team members of varying levels

Background and Justification
There are an estimated 27.7 million stunted children under five in Eastern and Southern Africa (ESA); an unacceptably high figure. In particular there are 10 high burden countries in the region wherein the burden of maternal and child malnutrition continues to remain unacceptably high. Regionally, progress is being made; especially with regards reduction in stunting prevalence over the last two decades. Stunting among under-five children in the region has fallen from 52 per cent in 1990 to 39 percent in 2013[1]. Underweight rates also declined from 28 to 18 percent over the same period.According to the most recent estimates, the regional wasting prevalence averages 6.9% in the region (4.9 million children under 5 years) but in several ESA countries, severe and global acute malnutrition often and regularly exceed rates above WHO’s thresholds signaling a public health emergency.
Over the span of the last 4-7 years, the prevalence of stunting has reduced in about 7 countries in ESA, however the rate of reduction is sub-optimal and despite this progress, high levels of children under nutrition persist in the region.
Whilst regional averages for stunting are available, there are gaps in country-specific data. The absence of updated regional nutrition situation and programme outlook that could accurately inform programming in ESA, is a missed opportunity as more and more countries are scaling up their nutrition actions to reduce stunting. A recent nutrition information system developed by UNICEF called NutriDash has confirmed that several countries in ESA are facing nutrition information gaps. Furthermore in the last ESA Regional Management Team meeting (April 2015), it was recommend that country offices need to work with governments to update the nutrition situation whether from surveys or from the routine data so as to timely inform on the nutrition situation of children and guide programme implementation.
ESA Region (ESAR) is prone to frequent low to large scale humanitarian situation that include recurring food and nutrition crisis. The complex nature of crisis demands coordinated action and a holistic approach from emergency preparadness, response to recovery and this includes country level nutrition information systems capable of providing timely informations systems for early action. The extent to which systems are in place, functionning, known by stakeholders and decision makers need to be assessed. Moreover the inter-connectivity of nutrition information systems with other information systems such as food security need to be explored and synergetic opportunities explored further.
Given that the nutrition section of UNICEF’s regional Eastern and Southern Africa office is responsible for providing quality assurance and oversight in the planning, implementation and monitoring of nutrition programmes, it is important to ensure that adequate, detailed and quality data analyses of the nutrition situation, across various country typologies in the region is conducted, documented and regularly updated. Such documentation can assist in identifying those countries that are facing challenges in nutrition programming, can assist in advocating and building a case for resource mobilization for the countries. Given the regional priority 2: Reduce stunting it will be important to have a thorough overview of the current regional situation pertaining to stunting, key focus areas for ESA and overall nutritional status in the 21 countries of the region.
The consultant will collate evidence to reinforce nutrition programming and nutrition awareness raising; provide in depth information on nutrition situation and trends in the region, including in the contexts of emergencies, food prices, overall socio-economic situation, climate change and progress towards stunting reduction in the 21 ESAR countries. Based on the regional and country nutrition information profile strengths and weaknesses, the consultant would develop based on the country typology, improved and integrated nutrition information systems. Whilst there are only a handful of countries that have, in recent times updated their nutrition information, this can prove to be highly valuable to have a fully updated analysis of nutritional status data as a regional state of the art review of the Nutrition situation in the region.
Scope of Work
Goal and Objective:Under the supervision of the Regional Advisor – Nutrition, the consultant will review nutrition information data, undertake detailed regional analysis of child nutrition status data and develop an ESA regional nutrition information database.

This consultancy will support the AWP Nutrition GRP under Objective 1.4. under the outcome: Enhanced regional level intergovernmental and institutional partnerships commitment to innovate, generate evidence and leverage resources. Further the consultancy will apply to Nutrition DE under 2.4.7 Technical assistance: 11 CO’s provided with analytical and technical support on scaling up CMAM programmes and 8 CO’s on nutrition surveillance
*2)*Activities and Tasks:
Specific activities to be completed to achieve the objectives:
· Within 1 week of signature of a contract, develop and present an inception report with details on the consultancy plans, key milestones and timeline
· Undertake a desk review of existing nutrition information system related documents including regional and country level NIS reviews, plans, surveys, interventions reports, datasets (including NUTRIDASH) and coverage data
· Document and analyse the nutrition situation of children and women (status and trends, key vulnerabilities) in ESA countries including sub-regional groupings of countries (Horn of Africa, Southern Africa)
· Undertake country visits and or calls when necessary to fill information gaps
· Review the status of nutrition information systems (NIS) and components specifically the methods, source of information, quality control measures in place, and the systems strengths, weaknesses
· Engage with Regional partners (IGAD, NEPAD, FNSWG) on linkages/integration of nutrition information analysis and other sectors such as food security, etc.
· Define in consultation with relevant stakeholders, opportunities for NIS improvement in ESA including action plan for either regional efforts and or individual country supports
· Based on the typology of NIS in ESA countries, design in consultation with country and regional stakeholders “a proof of concept” on nutrition information systems by country typology and regionally
· Prepare regular consultancy progress updates, draft and final versions of the key consultancy deliverables, (reports, powerpoints)
*3)*Work relationships:
a. The consultant will work under the overall supervision of the Regional Advisor - Nutrition, UNICEF Eastern and Southern Africa Regional Office.
b. He/she will be expected to support the analysis of the nutrition situation in ESAR
c. The consultant will travel to Nairobi within one week of signing of the contract to develop a detailed work plan and discuss with the Nutrition team (inception phase).
d. Performance reviews will be undertaken by the Regional Advisor - Nutrition on a monthly basis through formal submissions of deliverables, their reviews, feed-back to the consultant. Telephone (SKYPE) updates could also be used in between the monthly progress review.
e. Visits to countries in the region will be conducted as and when necessary.
f. End consultancy performance review will be conducted after receipt of all deliverables.
g. Performance indicators for evaluation of results: (i) Timeliness of draft and final report submissions; (ii) Quality of analysis and reports.

Desired technical background and experience
  1. Master’s Degree or equivalent in Nutrition, Public Health/Epidemiology, Social Sciences, Medicine or related field
  2. At least eight years of experience at country, regional or global level with nutrition and health programmes, especially data management thereof
  3. Experience in working with nutrition programming data
  4. Familiarity with UNICEF is a plus
  5. Proven analytical skills
  6. Strong writing skills
  7. Ability to work in a multicultural environment
  8. Fluency in English is required.

Administrative issues
The consultancy is based remotely with travel to ESARO and travel to selected country (ies) in ESA
The consultancy duration will be for 4.5 months effective 1st November 2015 to 15th March 2016
Conditions
The consultancy is based remotely. No office space or equipment will be provided from UNICEF and will be the sole responsibility of the consultant, except when the consultant is in Nairobi on mission for the inception report and for any other consultations pre-approved by ESARO RA Nutrition.
All travel is by most economical fare and reimbursement as per UNICEF policy.
As per UNICEF DFAM policy, payment is made against approved deliverables. No advance payment is allowed unless in exceptional circumstances against bank guarantee, subject to a maximum of 30 per cent of the total contract value in cases where advance purchases, for example for supplies or travel, may be necessary.
The candidate selected will be governed by and subject to UNICEF’s General Terms and Conditions for individual contracts.
Risks
Risks include emergencies and crises that might affect some or all of the focus countries and regions during the duration of the consultancy that will affect the implementation of the grant and its reporting. Some country offices may not be able to easily share data without prior government agreement and this may delay the outputs from the consultancy. Personal hardship on the part of the consultant may also constrain timely and good quality outputs from the consultant. The contract with the consultant will specify terms in which a termination of contract will be necessary, if the work will be compromised.
