CUF yamwandikia waraka Mwenyekiti wa ZEC

Chama Cha Wananchi (CUF) kimemuandikia barua Mwenyekiti wa Tume ya Uchaguzi Zanzibar (ZEC) Jecha Salum Jecha juu ya ucheleweshaji wa utangazaji wa matokeo ya uchaguzi ambapo inaingia siku ya tatu sasa.

Akizungumza na waandishi wa habari, Makao Makuu ya chama hicho Mtendeni Mjini Unguja, Naibu Katibu Mkuu wa CUF, Nassor Ahmed Mazrui alisema lengo la barua hiyo ni kutaka kujua lini na saa ngapi tume hiyo itatangaza matokeo yote pamoja na kumtangaza mshindi wa nafasi ya urais wa Zanzibar.

“Tunataka kujua ni lini na saa ngapi mshindi wa nafasi ya urais wa Zanzibar atatangazwa,” alisema Mazrui.

Kwa mujibu wa kifungu cha 42 (4) cha Sheria ya Uchaguzi ya Zanzibar, matokeo ya uchaguzi wa Rais yanapaswa kutangazwa ndani ya kipindi cha siku tatu tokea siku ya kupiga kura.

“Tumemwambia Mwenyekiti wa tume kwenye barua yetu kwamba ni vyema sasa tukajua siku na wakati wa kutangaza matokeo hayo ili tujitayarishe na hatua zinazofuata, tumemwambia tunapenda pia kujua utaratibu wa kumuapisha Rais mpya mara baada ya matokeo kutangazwa,” alisema Mazrui.

Hata hivyo CUF imemtaka Mwenyekiti awapatie majibu yanayoridhisha katika hatua hizo zilizobaki za uchaguzi mkuu huku wakitambua macho na masikio yote ya walimwengu yakiwaangalia na kusikiliza uchaguzi huu wa Zanzibar na Tanzania kwa ujumla wake.

“Ulimwengu wote unatusikiliza sisi jinsi tutakavyokamilisha uchaguzi huu na kuheshimu maamuzi ya wananchi kupitia sanduku la kura.” Alisema.

Katika hatua nyengine chama hicho kimetoa wito kwa wanachama na wafuasi wa chama hicho na Wazanzibari wote kwa ujumla kuendelea kubaki watulivu na kutunza amani ya nchi, wakati CUF ikijiandaa kufanya kazi na kila Mzanzibari bila ya kujali itikadi yake kwa lengo la ujenzi wa Zanzibar mpya.

Aidha chama hicho kimesema kimepata taarifa kwamba juzi usiku majira ya saa tatu usiku Mweyekiti wa tume ya uchaguzi Zanzibar alisema anaumwa na hivyo kudai hawezi kusaini fomu za matokeo yaliokwisha kuhakikiwa na maafisa wa tume na mawakala wa wagombea urais.

“Baada ya hapo Mwenyekiti akasita kuendelea na kazi ya kutangaza matokeo. Hadi jana (juzi) usiku ni matokeo ya majimbo 13 tu yaliokwisha kutangazwa,” alisema Mazrui.

Alisema wameona kuna mkakati wa makusudi kwamba matokeo yote yaliotangazwa hadi sasa ni yale yanayotoka katika majimbo ambayo CCM iliongoza.

“Kati ya majimbo 13 yaliotangazwa matokeo jana, ni jimbo la Malindi tu ambalo CUF iliongoza ndilo ililiotangazwa, inashtaajabisha kuwa hadi sasa tume haijatangaza matokeo hata jimbo moja la Pemba” aliongeza Mazrui.

Alisema matokeo ya majimbo mengine maneno ya Unguja ambayo pamoja na lile la Malindi CUF imeongoza ambapo alisema jambo hilo haliashirii nia njema na wanaamini lina lengo la kuwafanya watu waamini kwamba CCM inaongoza uchaguzi huo jambo ambalo sio la kweli.

“Pengine kuna lengo la kuja kuyachakachua matokeo ya majimbo ambayo CUF iliongoza ili kulazimisha ushindi wa CCM ambao haupo,” alisema.

CUF wanasema ucheleweshaji huo unaofanywa na tume ya uchaguzi hauna sababu yoyote na una lengo la kuwatia khofu wananchi wa Zanzibar na kuiweka nchi katika wasiwasi pasipo na sababu.

“Kama tunavyojua, kutokana na utaratibu uliowekwa na tume wa kupatikana kila chama kilichoweka mgombea, kupitia mawakala wetu nakala ya matokeo ya kila kituturi cha kupigia kura na nakala ya fomu ya majumuisho kwa kila jimbo sisi CUF tunayo,” alisema Mazrui.

CUF ilisema haino sababu ya ucheleweshaji wa matokeo hasa kwa kuzingatia kura zilishahesabiwa na fomu za vituoni na za majumuisho kwa majimbo yote ya Unguja na Pemba kupatikana ambapo kila chama kimepewa nakala zake.

“Wananchi wa Zanzibar wamefanya maamuzi yao kwenye visanduku vya kura na sasa wana hamu ya kujua matokeo ya kazi yao nzuri,” alisema Naibu Katibu Mkuu huyo.

Opposition in Tanzania challenges vote count, cites rigging

Tanzania's main opposition party said on Tuesday it did not recognize results announced so far from a weekend presidential and parliamentary election due to "widespread rigging", after a broadly peaceful vote that the ruling party said it won.

Tanzania has been one of Africa's most politically stable nations, ruled for half a century by the Chama Cha Mapinduzi (CCM) party despite the CCM president being changed often. But Sunday's vote was the most hotly contested in CCM's history.

The opposition has often complained about abuses in past votes, but this challenge carries more weight because Chadema and other major opposition parties have united in a coalition for the first time, fielding a single presidential candidate.

Full and final results are not expected until Thursday.

"The ongoing presidential results being announced by the National Electoral Commission are deeply flawed," Chadema Chairman Freedom Mbowe said, noting that the party did not recognize the results being released.

"There is widespread rigging. This election is a shambles," he told a news conference with leaders from other members of the Ukawa opposition coalition, which is fielding former Prime Minister Edward Lowassa as its presidential candidate.

Lowassa did not attend.

Mbowe said 166 opposition supporters had been arrested, including IT experts who were carrying out the party's own tally of results. The party previously said 40 had been detained.

Parties in Tanzania send representatives to polling stations and then put together their own tally of results.

"These arrests were aimed at destroying our capacity to independently verify the results," Mbowe said.

The chairman of the National Electoral Commission, Damian Lubuva, earlier dismissed allegations of any voting abuses. "There is no favoritism whatsoever," he said. "The results that we are announcing reflect the will of the people."

The ruling CCM party, which has said it was on track to win the presidency and retain its big majority in parliament based on initial results, also said the election was fair.

"Conditions for fair and transparent elections existed," CCM campaign director January Makamba told Reuters.

He noted there had been some challenges in conducting the vote, leading to some constituencies voting a day late, but he said that did not change "the direction" of the results.

The CCM's presidential candidate, John Magufuli, is pitted against Lowassa, a popular figure although he only quit CCM in July after the ruling party snubbed him as its candidate.

The semi-autonomous island of Zanzibar, traditionally a hotspot during elections, has also witnessed tensions again.

The island's opposition Civic United Front declared victory in the vote on Monday while counting went on. Police fired tear gas to disperse supporters when they gathered to celebrate.

Imedaiwa vijana zaidi ya 190 walikamatwa kwa kosa hilo.




WATU wanane akiwemo Raia mmoja wa Korea na raia mmoja wa Kenya wamepandishwa kizimbani kwa kusambaza taarifa za matokeo ya urais katika Mtandao wa Tume ya Taifa ya Uchaguzi yakiwa na kichwa 'M4C election result management system' bila kuthibitishwa kwa lengo la kupotosha umma.

Sanjari na hilo, Mkurugenzi wa Mashtaka nchini (DPP), amewasilisha mahakamani hati ya kuzuia dhamana ya washtakiwa kwa kile alichadai kuwa ni kwa sababu ya usalama na kwa maslahi ya Taifa.

Washtakiwa hao ni Mashinda Mtei (49) mkazi wa Tengeru Arusha, Julius Mwita (40) mwanasiasa na ni mkazi wa Magomeni, Frederick Fussi (25) IT, mkazi wa Mbezi, Julius Matei (45) raia wa Kenya, Meshack Mlawa (25) mchungaji na ni mkazi wa Keko, Anisa Rulanyan (41) Mhandisi, mkazi wa Kawe, Jose Nimi (51) mkazi wa Uingereza na Kim Hyunwook (42) raia wa Korea.

Wakili wa Serikali Mkuu Edwin Kakolaki alidai jana mbele ya Hakimu Mkazi Respicius Mwaijage wa Mahakama ya Hakimu Mkazi Kisutu, Dar es Salaam kuwa washtakiwa wanashtakiwa kwa mashtaka matatu.

Ilidaiwa kuwa katika shtaka la kwanza linawakabili washtakiwa wote, ambapo inadawa kati ya Oktoba 25 na 26 mwaka huu, wakiwa katika vituo tofauti tofauti ndani ya jiji la Dar es Salaam walitoa taarifa za uongo kwenye mitandao wakati wakijua hazijadhibitishwa.

Kakolaki alidai washtakiwa hao walisambaza taarifa hizo kwenye mtandao huo na katika mitandao mingine ya kijamii ambayo ni Facebook na Twitter kutangaza matokeo ya urais ya mwaka huku kwa lengo la kuposha umma huku wakijua hayajadhibitishwa na Tume ya Taifa ya Uchaguzi (NEC).

Katika shtaka la pili linamkabili Matei, Nimi na Hyunwook, ambapo wanashtakiwa kuwa Oktoba 26 mwaka huu wakiwa katika hoteli ya King iliyopo Kinondoni , Dar es Salaam wakiwa na hati za kusafirilia zenye namba A1532119, 930879 na M 27687807 walijiingiza katika ajira ya kukusanya na kusambaza matokeo ya urais ya uchaguzi wa mwaka huu ya Chama cha Demokrasia na Maendeleo (Chadema ) bila kibali.

Pia, alidai katika shtaka la tatu lina mkabili Matei peke yake ambaye akiwa raia wa Kenya mwenye hati ya kusafirilia namba A1532119 akiwa ndani ya jiji la Dar es Salaam alijihusisha na biashara katika Saccos ya Wanama bila kibali.

Baada ya washtakiwa hao kusomewa mashtaka hayo, walikana kuhusika na tuhuma hizo, ambapo Kakolaki alidai upelelezi bado haujakamilika na pia alidai DPP amewasilisha hati ya kuzuia dhamana kwa sababu ya usalama na maslahi ya Serikali.

Wakili wa washtakiwa hao Peter Kibatala, alidai kuwa mashtaka yanayowakabili wateja wake yanadhaminika, kwa hiyo aliiomba mahakama iwapatie dhamana.

Pia, alidai hati hiyo ya DPP haiko mahakamani hapo kihali na kuiomba Mahakama itupilie mbali hati hiyo kwa sababu haina mashiko kisheria.

Kibatala alidai kuwa hati ya mashtaka iko tofauti na hati ya DPP kutokana na kifungu kilichokuwepo kuwa si sahihi, kwa hiyo kama ni hivyo hati hizo zote hazifai, kutokana na mapungufu hayo.

Baada ya Kibatala kudai hivyo, wakili Kakolaki alidai kuwa hati ya DPP ipo kihalali mahakamani na anayuetakiwa kuthibitisha hilo na mahakama kwa hiyo waiyachie mahakama.

Alidai kuhusu kifungu kilichotumika ni sahihi, akaiomba mahakama itupilie mbali hoja za Kibatala na washtakiwa wanyimwe dhamana kwa mujibu wa sheria, baada ya DPP kuwasilisha hati hiyo.

Hakimu Mwaijage alisema uamuzi wa hoja hizo atazitoa Oktoba 30 mwaka huu na washtakiwa aliamuru warudishwe rumande.

Nje ya mahakama

Washtakiwa hao waliondoka katika eneo hilo la mahakama wakiwa chini ya ulinzi mkali wa Jeshi la Polisi ambapo wakiwa ndani ya magari ya polisi walikuwa wakionesha alama za vidole viwili.

Mwenyekiti wa Chadema Freeman Mbowe, Naibu Katibu Mkuu wa Chadema Zanzibar, Salim Mwalimu, Mhadhiri wa Chuo Kikuu cha Sauti, Profesa Mwasiga Baregu na viongozi wengine wa Chadema walijitokeza mahakamani hapo kufuatilia shauri hilo.

MATOKEO ya ubunge, uwakilishi na udiwani yameanza kutangaazwa na maofisa wasimamizi wa uchaguzi wa majimbo kadhaa kisiwani Pemba, baada ya kumalizika kwa zoezi la upigaji wa kura hapo juzi.

Kazi ya kuhesabu kura za urais, ubunge na uwakilishi karibu majimbo yote ya Pemba, ilimalizika kati ya saa 5:00 usiku na baadhi ya majimbo, kama ya Mkoani na Mtambwe kumalizika kwa zoezi hilo kwa siku ya pili.

UBUNGE
Jimbo la Chambani wilaya ya Mkoani kwa tiketi ya CUF mgombea wake Yussuf Salim Hussein ameibuka na ushindi baada ya kupata kura 4,966, na kumshinda mpinzani wake aliegombea wa Chama cha Mapinduzi (CCM) Mohamed Abrahman Mwinyi, aliepata kura 749, CHAUSTA, kura 35, ADC kura 63 wakati chama cha ACT kwa nafasi ya ubunge imejikusanyia kura 23.

Jimbo la Ole wilaya ya Chake Chake, lililokuwa na wagombea watano, CUF iliibuka na ushindi baada ya mgombea wake Juma Hamad Omar kujizolea kura 4464, huku mpinzani kwa Omar Mjaka Ali wa CCM alikipata kura 753, ADC kura 44, NRA 50, na chama cha CHAUSTA kimepata kura 42 kilichokuwa na mgombea mwanamke pekee Tatu Abdalla Msellem. 

Kwa upande wa Jimbo la Mtambile, Chama cha Wananchi (CUF) kimetetea kiti chake kwa kupata kura 5106, huku chama cha Mapinduzi CCM kikijikusanyia kura 878, wakati ADC kikijikusanyia kura 95 mbele ya ACT kilichopata kura 195.

Jimbo la Kiwani wilaya ya mkoani, CCM kupitia mgombea wake Rashid Abdallah Rashid alijipatia kura 1772, wakati CUF kupitia mgombea wake Abdalla Haj, ndie ilieibuka na ushindi kwa kupata kura 3,731, huku chama cha ADC kikijipatia kura 95, huku ACT kikipata kura 25.

Jimbo jengine ambalo mgombea wa CUF, Tahir Awesu aliibuka mshindi ni jimbo la Mkoani, kwa kujizolea kura 6,734, mgombea wa CCM Pro: Makame Mnyaa Mbarawa, yeye alijipatia kura 3,656, vyama vyengine kwenye kura zao kwenye mabano, TADEA kura (24), ACT (15), DP (31), NRA (21) na chama cha UPD kilipata kura (11) za ubunge.

Jimbo la Micheweni CUF kupitia mgombea wake Haji Khatib Kai aliibuka na ushindi kwa kupata kura 4,279, CCM kupitia mgombea wake Khamis Juma Omar alipata kura 1,406, Shoka Khamis Juma aliekuwa mbunge wa CUF mwaka 201O kabla ya kufukuzwa na kuhamia ADC, alipata kura 83, huku chama cha CHAUSTA Zena Ali Mwadini aliepata kura 42, sawa na TADEA kura kama hizo.

Jimbo jipya la Wingwi, chama cha wananchi CUF kimeibuka na ushindi kwa mgombea wake Kombo Juma Hamad, kwa kupata kura 4,469, na kumshinda mgombea wa CCM Khamis Shaame Hamad aliepata kura 442, wakati chama wa ADC chenyewe kikipata kura 27, na chama cha ACT kikijinyakulia kura 43.

Kwa upande wa Jimbo la Tumbe chama cha wananchi CUF kimeendelea kutetea kiti chake cha ubunge, na sasa kitawakilishwa na Rashid Ali Abdalla, baada ya kujizolea kura 4,788, na kumshinda Rashid Kassim Abdalla wa CCM alieibuka na kura 486, na chama cha ADC, kikijipatia kura 37, juu ya ACT kilichopata kura 57.

Katika Jimbo la Mgogoni wilaya ya Wete, mgombea CUF, Dk Suleiman Ali Yusuf, ameibuka mshindi kwa kujipatia kura 5,660 na kumshinda mgombea wa CCM, Issa Juma Hamad aliepata kura 669, huku ADC (24), ACT kura (16), Jimbo la Gando mgombea wa CCM Salim Issa Bakari, kashindwa baada ya kupata kura 808, huku mgombea wa CUF, Othman Omar Haji akiibuka kidedea, kwa kupata kura 6,111, CCK kura 15, ADC 17 na ACT kura 52.

Jimbo la Wete mjini, lililokuwa na vyama vinne, mgombea wa CUF, Mbaruk Salim Ali ameibuka na ushindi kwa kupata kura 4,950, na kumshinda mgombea wa CCM, dk Adballa Salehe Abdalla aliejikuta na kura 910, chama cha ADC 28 na ACT kikijipatia kura 29.

Kwenye Jimbo la Kojani, CUF imeibuka tena na ushinda kupitia mgombea wake Hamad Salim Maalim, kwa kujinyakulia kura 7,950, wakati Massoud Ali Mohamed wa CCM akiondoka na 1,054, mgombea wa CHAUSTA Khamis Suleiman Ali (82), Bakar Hassan Hama wa AFP (66), Fatma Zubeir Ali wa ADC (28), Khamis Faki Mgau wa NRA kura 88 na Ali Makame Issa wa ACT mejipatia 128.

Jimbo la Wawi lililokuwa na wagombea 12, mgombea Mohamed Juma Ngwali wa CUF, ndiye aliibuka na ushindi kwa kujizolea kura 5,532, na kumshinda Daud Ismail Juma wa CCM aliepata 1,214 na vyama vyengine kura zao kwenye mabano CHAUMMA (12), CHAUSTA (15), NRA (16), SAU (14), TLP (113), UDP (9), UPDP (7), mtoto wa aliekuwa mgombea wa urais wa Zanzibar Khairat Said Sud wa AFP amejipatia kura (97) ADC (108) na chama cha ACT kura 34.

Kwenye Jimbo la Chonga kwa nafasi hiyo ya Ubunge, CUF imeshindwa ikiwakilishwa na Mohamed Juma Khatib, kwa kupata kura 3,609, wakati CCM kiliondoka na kura 1,667 ikiongozwa na mgombea wake Abdalla Omar Muya, CHAUMMA 51, huku chama cha TLP kura 49, AFP 18, ADC 17, na ACT kimepata kura 14.

Kwa upande wa Jimbo la Chake chake ambalo lilikuwa na vyama nane, CUF kilitetea kiti chake baada ya mgombea wake Yussuf Kaiaza Makaem kuibuka na ushindi kwa kujizolea kura 4,924, CCM kura 1,145 chini ya mgombea wake Mbarka Said Rashid, UDP 47, ADC kura 44, ACT 23, JAHAZI kura 13, CHAUSAT kura 16 na TLP kimepata kura sita (6).

Jimbo la Ziwani wilaya ya Chake chake Chama cha wananchi CUF kilitetea kiti chake baada ya mgombea ubunge wa Jimbo hilo Nassor Suleiman Omar kujikusanyia kura 5,484, na kumuacha Mohamed Othman Omar wa CCM aliepata kura 609, AFP kura tisa (9), ADC 14, TLP 31, UPDP kura (13).

Jimbo la Ziwani kulikokuwa na wagombea wa vyama vinne, huku CUF ikiibuka na ushindi kwa kupata kura 5,540, CCM kura 600, ADC 30 na UPDP kura 27, wakati Jimbo Chonga CUF kimetetea kiti chake kwa kupata kura 3,836, CCM kura 1,521, ACT 29 na ADC kura 28.

Kwenye jimbo la Chake chake mjini, CUF iliondoka na ushindi kwa kujipatia kura 4,329 chini Omar Ali Shehe, Suleiman Zaharan wa CCM amepata kura, 660, ADC 28 na chama cha ACT kura 46, huku Jimbo la Wawi mgombea wa CUF Khalifa Abdalla Ali akiibuka na ushindi kwa nafasi hiyo, baada ya kupata kura 5,275, na kumuangusha mgombea wa CCM Hamad Abdalla Rashid Gerei aliepata kura 1,289, ADC 128, ACT kura 36, na chama cha CHAUMMA kura 24.

Jimbo la Mkoani CUF, iliibuka na ushindi kupitia mgombea wake Seif Khamis Mohamed aliepata kura 6,983, na kumshinda mpinzani wake wa CCM Mmnga Mjengo Mjawiri aliekuwa Chuo kikuu Zanzibar SUZA, aliepata kura 3,414, TADEA kura 51, ADC kura 46, na chama cha ACT kwa jimbo hilo kimepata kura 15.

Majimbo ambayo hayajapatikana matokeo yake hadi waandishi wetu wanaondoka kwenye vituo vya majumuisho ni pamoja na majimbo Konde, Mtambwe, Ole na Micheweni kwa nafasi za uwakilishi.

Statement by EU Election Observation Mission to Tanzania, 2015

The 25 October general elections were highly contested, largely well administered, although insufficient efforts at transparency meant that both the National Electoral Commission (NEC) and the Zanzibar Electoral Commission (ZEC) did not enjoy the full confidence of all parties.

Presenting the mission’s preliminary statement in Dar es Salaam, EU EOM Chief Observer, Judith Sargentini MEP, said that although the NEC and ZEC were adequately prepared in their organisation of the elections, a lack of transparency and an absence of timely information on the voters’ register, the delimitation of constituencies and the system for the transmission of results had a negative impact on parties’ trust in the electoral process. TAARIFA KWA VYOMBO VYA HABARI 

TUME ya Haki za Binadamu na Utawala Bora (THBUB) imepokea kwa masikitiko makubwa taarifa za vurugu zinazotokea katika maeneo mbalimbali nchini wakati huu wa kusubiri kutangazwa rasmi kwa matokeo ya uchaguzi wa Rais, Wabunge na Madiwani uliofanyika Oktoba 25, 2015.

Aidha, Tume imesikitishwa na hatua ya baadhi ya wanasiasa kuingilia majukumu ya Tume ya Taifa ya Uchaguzi (NEC) na Tume ya Uchaguzi Zanzibar (ZEC), ikiwa ni pamoja na kujitangazia matokeo ya uchaguzi kinyume cha taratibu na sheria za uchaguzi.

Tume inapenda kuchukua fursa hii kukemea vitendo hivyo vinavyofanywa na wanasiasa na wafuasi wao ambavyo siyo tu vinaashiria uvunjifu wa sheria, taratibu na kanuni za uchaguzi ambao unaweza kusababisha uvunjifu wa amani na utulivu, haki za binadamu na vitendo vinavyokwenda kinyume na misingi ya utawala bora.

Kwa taarifa tulizonazo vurugu hizo zinazotokea katika maeneo machache ya Tanzania Bara na Zanzibar zimelilazimu Jeshi la Polisi kutumia nguvu, ili kuhakikisha kuwa utulivu na amani ambao tumeushuhudia unaendelea.

Kwa kuwa nchi yetu inaongozwa na utawala wa sheria, Tume ya Haki za Binadamu na Utawala Bora inawataka wadau wote wa uchaguzi waongozwe na sheria za nchi.

Kwa mujibu wa Sheria ya Uchaguzi, zinazosimamiwa na NEC na ZEC Tume za Uchaguzi ndizo zenye mamlaka ya kutangaza matokeo ya uchaguzi.

Ili Taifa letu liendelee kuwa na utulivu katika kipindi hiki cha kusubiria kutangazwa rasmi kwa matokeo ya uchaguzi Tume ya Haki za Binadamu na Utawala Bora:
  1. Inawataka wadau wote wa uchaguzi wakiwemo viongozi wa vyama vya siasa, wagombea, watendaji wa mamlaka za uchaguzi, na Serikali kuheshimu sheria za uchaguzi na kila mmoja kutimiza wajibu wake.
  2. Tume (THBUB) inawakumbusha Wagombea wasijitangazie matokeo yao wenyewe ili kuepuka uvunjifu wa sheria na mkanganyiko unaoweza kusababisha vurugu na uvunjifu wa amani.
  3. Aidha, THBUB inawataka wanasiasa na wananchi kwa ujumla wawe watulivu na wasiziingilie kazi za NEC na ZEC.
  4. Inawasihi wanasiasa, wagombea na wananchi kwa ujumla wawe watulivu katika kipindi hiki cha kusubiri matokeo rasmi na wajiepushe na vitendo vinavyoashiria uvunjifu wa amani na haki za binadamu. Kama kuna malalamiko yoyote, sheria na taratibu stahiki zifuatwe
Tume inawataka wananchi watakaobaini uvunjifu wowote wa haki za binadamu, au uvunjifu wa sheria ya uchaguzi, kuzijulisha mamlaka husika zinazosimamia zoezi la uchaguzi. Aidha, wanaweza kutoa taarifa Tume ya Haki za Binadamu na Utawala Bora kupitia ujumbe mfupi wa simu ya kiganjani (SMS) kwenda Na.0754 460 259.

Ujumbe lazima uanze na neno 'TAARIFA' au ' RIPOTI' kisha andika taarifa yenyewe. Namba hii inapokea ujumbe mfupi tu. Kwa taarifa zaidi piga Na. +255 22 2135747- 8.

Matokeo ya Wasanii na wadau wa michezo waliowania viti katika Uchaguzi Mkuu 2015

Uchaguzi wa Mkuu wa Tanzania uliofanyika Oktoba 25 mwaka huu umeshuhudia baadhi ya wadau wa sanaa na michezo waliojitosa kuwania nafasi za udiwani na ubunge wakipeta huku wengine wakipweta na kuangukia pua.

Katika matokeo yanayoendelea kutangazwa kutoka sehemu mbalimbali nchini hadi mchana wa leo Oktoba 27, 2015, msanii mahiri wa muziki wa Hip Hop, Joseph Haule ‘Profesa Jay’ (CHADEMA), aliyetupa karata yake Mikumi mkoani Morogoro, amechaguliwa mbunge mpya baada ya kupata kura 32,256 akimbwaga John Nkya (CCM).

Mbunge wa Mbeya Mjini kwa kipindi kilichopita, ambaye naye ni ambaye pia ni msanii nguli wa Hip Hop, Joseph Mbilinyi ‘Sugu’ aka "Mr II", (CHADEMA), ametetea kiti chake.

Aliyewahi kuwa Makamu Mwenyekiti wa Klabu ya Yanga, Davis Mosha, ameangukia pua katika harakati zake za kuwania ubunge wa Moshi Mjini kwa tiketi ya CCM, akibwagwa na Jaffary Michael wa CHADEMA.

Mwenyekiti wa Klabu ya Yanga, Yusuf Manji, alikuwa akiwania udiwani kwa tiketi ya CCM, Mbagala Kuu, ambako ameibuka na ushindi wa kura 15,999 akimbwaga Mashaka Hassan wa CUF 7,422 huku Meneja wa Taasisi ya Mkubwa na Wanawe, Said Fella akishinda Kilungule.

Mdau mwingine aliyeangukia pua ni Katibu Mkuu wa zamani wa Shirikisho la Soka Tanzania (TFF), Fredrick Mwakalebela aliyejitosa ubunge Iringa Mjini kwa tiketi ya CCM, alikumbana na kimbunga cha Mchungaji Peter Msigwa, akibwagwa kwa kura 43,154 kwa 32,406.

Msanii wa vichekesho, Rashid Mwinshehe ‘Kingwendu’ kwa tiketi ya CUF akiwania ubunge Kisarawe, alijikuta katika wakati mgumu akiambulia kura 8,863 akizidiwa na Seleman Jafo wa CCM aliyeapta kura 28,054.

Waziri mwenye dhamana na michezo, Dk. Fenella Mukangara, alijitosa kuwania ubunge Kibamba jijini Dar es Salaam na kubwagwa na John Mnyika (CHADEMA), kwa kura 79,274 kwa 55,410 huku Naibu wake, Juma Nkamia akiibuka kidedea Chemba mkoani Dodoma.

Wengine waliojitosa ubunge na kuambulia patupu ni pamoja na mwanamuziki wa Hip Hop, Selemani Msindi ‘Afande Sele’ Morogoro Mjini, msanii wa maigizo, Frank Mwikongi, Segerea na Kalama Masudi ‘Kalapina’ Kinondoni wote kwa tiketi ya ACT-Wazalendo.

Tume ya Uchaguzi Zanzibar imetoa matokeo ya uchaguzi wa Rais ambayo yamehakikiwa kutoka baadhi ya maeneo visiwani humo. Kufikia sasa Tume hiyo imetangaza matokeo kutoka majimbo 31 kati ya 54.

About the Work
The UK Emergency Medical Team (UK EMT) is a partnership formed of DFID , UKMED , Save the Children and Handicap International. This consortium are working together to build an FMT (foreign medical team) and field hospital which can be rapidly deployed in the event of a major natural disaster. The key to the success of the UK EMT is the prepositioning of medical supplies, logistics and skilled personnel, which is where this roster will prove invaluable.
About the Roster
The Save the Children roster for the UK Emergency Medical Team will play a key part in our emergency surge capacity. By having experienced, dedicated, rapidly deployable personnel pre-identified and on call this will enable us to deploy the field hospital within 72 hours. Due to Save the Children’s partnership with UK MED and Handicap International we already have a team of clinicians and operations staff dedicated to the UK EMT, therefore at present we are now recruiting experienced logistical, water and sanitation staff to the roster to support the hospital deployment.
What you can expect
You will first need to complete the following application form. After choosing the relevant sector (WASH or Logistics) you will be asked to complete a series of questions specific to your practical experience which will allow us to determine whether or not you are suitable for the roster. If selected we will then carry out an interview followed by reference, DBS and International police checks for successful candidates. Once cleared your contact details will be stored in our database along with your specific skills and your availability. It is the responsibility of the individual to maintain regular contact with the roster officer to ensure your details and availability are 100% correct at all times. You must be available for deployment for a minimum of one month per year and you must be aware that deployments can occur any day of the month.
In the event of an emergency our forward team will aim to be on the ground within the first 24 hours. Once the exact needs are identified our roster officer will review the database of staff and identify those with the relevant skills needed for this particular context, they will then contact the members staff and ask them to deploy. Please note that we will aim to have a fully staffed hospital operational within 72 hours.
When you are not deployed with us we will still maintain regular contact ensuing you are updated on the activity of the UK EMT including any upcoming field training or online courses which will be beneficial to your ongoing development.
About You
You will be a passionate, dedicated humanitarian professional with a significant level of experience in the field of logistics or water and sanitation. You will have experience working in challenging environments preferably in rapid onset disasters supporting medical interventions in a hospital or clinic setting.

The African Institute for Mathematical Sciences (AIMS) is a pan-African network of centres of excellence for postgraduate training, research and educational outreach in mathematical sciences. Our vision is to lead the transformation of Africa through innovative scientific training, technical advances and breakthrough discoveries, which benefit the whole of society. AIMS’ mission is to enable Africa’s brightest students to flourish as independent thinkers, problem solvers and innovators that propel Africa’s future scientific, education and economic self-sufficiency. As of 2014, centres of excellence have been established in South Africa, Sénégal, Ghana, Cameroon and Tanzania. The AIMS Next Einstein Initiative (AIMS–NEI) will establish 15 centres of excellence across Africa by 2023.
During the past year, a number of safety and security issues have occurred that have gained the attention of AIMS. These include the outbreak of Ebola hemorrhagic fever in some parts of West Africa, the activities of Boko Haram in Nigeria and the Islamic State of Iraq and the Levant, and the political tensions between South Africa and Rwanda. As of January 2015, these issues have affected the Network’s Risk Register regarding Development Risk 2: “civil disturbance in AIMS centre host countries causes a centre to close temporarily or indefinitely’. A civil disturbance is broadly defined to include political instability, insurgency, civil unrest, disease outbreaks, and natural disasters. If it should occur, the impact of a civil disturbance on the achievement of program results is considered high. As of January 2015, the likelihood of a civil disturbance occurring in South Africa, Sénégal, and Ghana has been raised from low to medium bordering on low. In Cameroon, the likelihood has been raised from low to very high. Tanzania has remained low.
To address the possibility of emergencies, AIMS assesses the safety and stability of potential countries as an initial step of its centre development process. In order to deal with any eventuality, AIMS is also in close contact with local medical and security services in all of its countries of operation and is compliant with the recommendations that they provide. It has been determined that these are good first steps in ensuring AIMS emergency preparedness, however, formalized protocols that ensure AIMS has taken proactive steps to address any and all emergency situations is needed to ensure the safety and security of AIMS students, faculty, staff and visitors. The following emergency priorities have been identified: 1) health & medical; 2) security; 3) disaster preparedness; 4) crime; and, 5) fire & safety. In addition, protocols are also needed regarding communications & media related to emergency situations.
These protocols will be included within an emergency disaster management plan (EDMP), which will provide contingency planning and protocols for the above man-made and natural emergency disaster situations.
PROCESS
The process of developing and implementing the initial EDMP will occur through two phases:
Phase 1: Emergency Disaster Management Plan Development
Working with AIMS staff, the consultant will assess the emergency needs of the AIMS-NEI Global Secretariat and the AIMS centres. The consultant will devise and design the EDMP, ensuring that all 5 priorities are addressed and that any specific needs of the Secretariat or the centres are also included. For each priority, the EDMP will provide:
1) Monitoring protocols designed to allow AIMS to be proactive in preventing or avoiding an
emergency wherever possible, and to provide an early-warning system for emergencies that are beyond the control of the Network;
2) Emergency protocols designed to be used during an emergency in order to ensure the safety and security of AIMS students, faculty, staff and visitors (hereby to be referred to as AIMS personnel), and, where possible the preservation and protection of AIMS property and resources;
3) Communication protocols designed to ensure the AIMS Network is kept informed of the situation, emergency protocols are coordinated, and that the families of AIMS personnel affected by the emergency are continuously kept apprised throughout the emergency;
4) Media protocols designed to ensure a clear, concise and controlled message is provided from all AIMS outlets to the media; and,
5) Follow-up protocols designed to assess how the emergency was handled, determine gaps or means of improvement, and provide the appropriate recommendations to the AIMS Executive Office.
Phase 2: Emergency Disaster Management Plan Training
The consultant will work with AIMS staff to design EDMP training modules for disseminating the EDMP to the Network. In order to ensure the highest level of understanding, these modules will be informative, practical and participatory. These modules will be implemented as a training workshop, facilitated by the consultant.
The training will be provided using a train the trainer approach, which will allow a selected group of AIMS personnel to receive the training from the consultant and return to their given AIMS entity and provide the training to the remaining AIMS personnel. The AIMS personnel that receive the initial training will then be considered the focal persons that are designated for implementing the EDMP at their given AIMS entity.
CONSULTANT DELIVERABLES
1) One inception report detailing the consultancy and the approach to be used
2) One comprehensive emergency disaster management plan tailored to the needs of AIMS that addresses its 5 emergency priorities and written in both French and English
3) One comprehensive, engaging and informative training workshop based upon the train the trainer approach for disseminating the AIMS EDMP to select AIMS staff
4) One post-training report describing the training, further training requirements, and recommendations regarding the EDMP.
DURATION OF CONSULTANCY
The consultancy will begin on December 1, 2015. It is expected that Phase 1 of the consultancy concludes by February 29, 2016. Phase 2 is expected to conclude by May 30, 2016.
REQUIRED QUALIFICATIONS
x Senior-level experience in emergency disaster prevention and management in Africa;
x A demonstrable understanding of emergency issues including health, security, natural disaster, and crime within the African context;
x Extensive experience in conducting train the trainer workshops;
x Outstanding interpersonal and inter-cultural skills;

Under the direction of the Senior QI Technical Advisor, the Quality Improvement (QI) Project Coordinator will work closely with ICAP’s Health Systems Strategies team to coordinate and manage a multi-country portfolio of Quality Improvement training and technical assistance projects. Manages all elements of the project, including workplans, training activities, reports, logistics, ethical approvals, and maintenance of project records and files.
This position is grant funded.
Major Accountabilities
  • Serve as the primary point of coordination within ICAP New York for all matters related to the HRSA Quality Improvement Capacity and Impact Project (QICIP) award.
  • Liaise with various ICAP units in the planning, coordination and development of project reports, prior approval and budget packages, and other award actions.
  • Develop, triage and coordinate responses to requests from the USG donor, including work plans, budgets, progress reports and other award actions.
  • Lead and coordinate the preparation and production of quarterly reports and continuation applications, ensuring they contain all required information and data, and comply with donor requirements and CU policies.
  • Obtain approvals from key project staff prior to submitting packages for official review and submission by ICAP Strategies & Partnerships Unit and the University.
  • Support financial management of the HRSA QICIP award, including creating headquarters budgets, coordinating country budgets, and conducting periodic budget reviews and analyses, in consultation with the project director and relevant Finance staff.
  • Assist with the development and overall management of consultancy agreements and sub-agreements with collaborating partners.
  • Collate and compile travel requests and meeting requests from ICAP units and country teams on a monthly basis, and submit to HRSA project officers for concurrence prior to submission for prior approval. Prepare and review all TA requests for consultancies and procurements.
  • Organize content for and coordinate periodic communications and other interactions with HRSA, collaborating partners and relevant ICAP units and country teams.
  • Obtain updates from ICAP country teams and ensure advance communication and sharing of required information to HRSA project officers and other parties prior to all calls; actively participate in all calls, notes decisions and action items; distribute meeting minutes and collate feedback on minutes, with final approval by Project Director.
  • Manage IRB submissions and maintenance of regulatory files.
  • Coordinate QI-related training and technical assistance activities, including but not limited to: assisting with the development and management of workplans; convening and documenting regular meetings and calls; organizing and disseminating QI materials and resources; and tracking correspondence, contracts, and payment information.
  • Coordinate logistics, content and evaluation of program-related meetings, conferences, trainings and workshops.
  • Coordinate and develop presentations, success stories and other project documents in consultation with the Senior QI Advisor.
  • Support the QI team with the preparation, production, editing, and adaptation of training materials (lesson plans, slide sets, case studies, etc.).
  • Provide hands-on support to both on-site training and distance education projects, including but not limited to assisting with logistics and with telecommunications platforms.
  • Perform other related duties as assigned.
Travel Requirements:
  • Requires approximately one (1) week annually of domestic (inside of the United States) travel to meetings and trainings.
  • Requires approximately four (4) weeks of international travel (involving several individual trips) to program countries in Sub-Saharan Africa, Central Asia and/or South East Asia.
Education
  • Requires a Bachelor’s degree or equivalent in education and experience, plus three (3) years of related experience.
Experience, Skills & Minimum Required Qualifications
  • Minimum two (2) years of relevant experience and demonstrated proficiency in project management/coordination of health programs and/or research projects in low-resource international settings.
  • Working knowledge of donor rules and regulations, including but not limited to HRSA, CDC, and management of USG-funded awards.
  • Demonstrated expertise in writing, reviewing, analyzing and modifying progress reports, work plans and budgets.
  • Excellent English-language verbal and written communications skills.
  • Demonstrated talent in writing technical content and training materials.
  • Experience working with complex programs involving short deadlines and multiple tasks, in coordination with multiple partners to achieve program results.
Experience, Skills & Preferred Required Qualifications
  • Master’s degree in Business, Public Administration or Public Health is preferred.
  • Experience in global health programs strongly preferred.
  • Fluency in French is a strong advantage.
