Kumeibuka mgogoro mkubwa ndani ya Chama cha Demokrasia na Maendeleo (Chadema), baada ya baadhi ya viongozi kutoridhishwa na Zanzibar kupewa nafasi mbili tu za ubunge viti maalum kati ya nafasi 36 ilizopata chama hicho kwenye uchaguzi mkuu uliofanyika Oktoba 25, mwaka huu.

Akizungumza na Nipashe Mjini Zanzibar jana, Makamu Mwenyekiti wa Baraza la Wanawake Chadema (Bawacha) Zanzibar, Hamida Cheo, mgawanyo wa viti maalum ndani ya chama hicho umeibua malalamiko ya wanachama upande wa Zanzibar.

Alisema kuna wanachama wanahoji utaratibu uliotumika Zanzibar kupewa nafasi mbili tu kati na 36 za ubunge wa viti maalum ilizopata Chadema.

Alisema baada ya uchaguzi mkuu kukamilika Chadema imefanikiwa kupata viti 35 vya ubunge wa majimbo na 36 vya viti maalum, lakini Zanzibar imepata nafasi mbili kati ya majina yaliyokuwa yamependekezwa kabla ya kufanyika mgawo.

“Kumejitokeza malalamiko, kuna wanachama wanadai Zanzibar imepunjwa mgawo wa viti maalum baada ya kupewa nafasi mbili kutoka nafasi nne mwaka 2010,” alisema Cheo.

Hata hivyo alisema kwamba malalamiko hayo yameanza kufanyiwa kazi kwa kutumia taratibu za kichama na kuwataka wanachama hao kuwa na moyo wa subira kabla ya kupatikana muafaka.

Kwa upande wake, Mratibu wa Bawacha mkoa wa Mjini Magharibi Unguja, Nasra Baruan, alisema Zanzibar ni nchi na siyo mkoa, hivyo haikuwa muafaka kupewa nafasi mbili kati ya 36 za viti maalum.

Alisema kutokana na mafanikio iliyopata Chadema katika uchaguzi mkuu wa mwaka huu, walitarajia katika hesabu za harakaharaka Zanzibar ingepata viti visivyopungua vitano.

Alisema vyama vya upinzani vinatakiwa kuwa mfano katika kuweka usawa baina ya pande mbili za muungano badala ya kuongeza kero baina ya pande hizo. [via NIPASHE]

Akizungumza wakati wa kutoa elimu kwa wanafunzi wa shule za msingi, Sekondari na Taasisi za elimu ya juu jijini hapa,meneja chakula na dawa nyanda za juu kusini Rodney Harananga katika msako wa kutokomeza vipodozi nvyenye viambato vyenye sumu vilivyopigwa marufuku.

Alisema kuwa Mamlaka hiyo ililiindesha msako katika maeneo mbalimbali baada ya kubaini kuwa vipodozi vinavyoingizwa kwa njia isiyo halali licha ya jitihada za kuvikamata na kuviteketeza kwa moto lakini vinaendelea kuuzwa madukani kwa kificho kutokana na kuwepo na soko la uhakika kwa watumiaji bila kufahamu madhara yake.

Alisema kuwa Mamlaka hiyo imeanzisha mkakakati wa kutoa elimu kwa wanafunzi wa shule za msingi pamoja na vyuo ili kupanua wigo wa uelewa kuhusu madhara hayo kwa kuwa makundi hayo ambayo baadhi yao wameanza kutumia vipodozi hivyo kwa kufahamu ama kutofahamu madhara.
“Tumeamua kutoa elimu kwa Wanafunzi hasa ngazi ya msingi, Sekondari na Vyuo vya Elimu ya Juu kwani nao wamekuwa wakitumia vipodozi vyenye viambata na sumu ambapo madhara yake huonekana baada ya kutumia kwa muda mrefu ili wapate kutambua na kufanya maamuzi makini wakati wa kununua na kutumia vipodozi” 
alisema Harananga.

Aliongeza kuwa mamlaka ya chakula na dawa imekumbwa na hali ya wasiwasi kwa baadhi ya wafanyabiashara pamoja na wajasiliamali kwa kuibua mbinu mpya kutumia lugha za ushawishi kwa watumiaji na kukimbizia sokoni vipodozi kwa kutangaza kuwa vinatengenezwa kwa kutumia mimea ya asili na kwamba havina madhara huku vikiuzwa kwa kificho bila kufanyiwa uchunguzi wa kimaabara wala kibali kutoka TFDA.

Akitolea mfano vipodozi vilivyoandikwa zoa zoa na vingine vimeandikwa habari ya mjini vimetengenezwa kwa mimea ya asili na lugha za mvuto eti vinarudisha maumbile au maungo ya binadamu kuwa na mvuto kuwa hazina vigezo hivyo watumiaji wajihadhari.

Maalim Seif picks his new cabinet, says CCM has nothing to fear


Opposition leader Seif Shariff Hamad yesterday said he was drafting a list of his Cabinet ministers so that they start working as soon as he is declared the duly elected President of Zanzibar.
“I have no doubt in my mind that I’m the President-elect and only waiting to be sworn in,” said Mr Hamad, adding that he was currently putting together a line-up of ministers so that he could get down to serving the people once he is sworn in.

Mr Hamad said the government he was working on includes members from CCM as provided for in the amendment of Zanzibar Constitution that introduced the Government of National Unity in 2010.

He was addressing a meeting of Civic United Front (CUF) officials from all levels called to brief them of the developments since the surprise annulment of the election results last month.

“I want to assure you that CUF won the elections and the ruling party defeated now all that remains is for me to be announced officially and sworn into office so that we can together build our nation,” Hamad who is the First Vice President in the outgoing government told the cheering officials.

The CUF supremo said he did not have any objection of working together with CCM as the law requires, challenging President Ali Mohammed Shein to gracefully concede defeat and name anyone else he wanted to work as his (Mr Hamad’s) deputy if he did not want to occupy that position.

“I honestly do not know what our colleagues in CCM fear because we have won 27 seats in the House of Representatives as they have. We will have the same number of cabinet ministers and lead the country together,” he said.

According to him, “the whole world knows who was elected president by the people of Zanzibar” and told the party’s officials to disregard “propaganda being peddled by CCM for a repeat election.”

Mr Hamad said there was no reason to repeat the elections as winners in all the levels were declared without any hitch. “What remains now is for the election authority to finalise the tallies for the presidency and declare the winner,” he said.

And speaking yesterday for the first time on accusations that he declared himself the winner of the October 25 election before the Zanzibar Electoral Commission Chairman Jecha Duni Jecha annulled the outcome, Mr Hamad said he would be ready to defend his stance in court.

“What I said was that ZEC ought to declare me as the winner because I won fairly. What is the problem in stating the obvious? I am ready to go to court and defend my position if anyone feels aggrieved,” he said.
While announcing the cancellation of the election results, Mr Jecha said a repeat exercise would be held in 90 days, but there has not been any signs on which way forward since then.

Several internal and diplomatic meetings have taken place to attempt to find a solution on the political crisis but no concrete steps have emerged yet. Most regional and international observers, AU, EAC, UN, US and EU countries have all advised against a repeat election and urged ZEC to conclude the tallying of the presidential vote and conclude the elections peacefully.

Unconfirmed media reports suggested yesterday that former Nigerian president Goodluck Jonathan who led the Commonwealth team of observers in the Tanzanian elections had been named mediator in the crisis.

Dr Ali Mohammed Shein whose five-year term in office expired on November 2 continues to serve in the position until the next leader is declared and sworn-in. Legal opinion remains divided whether the President was in office illegally or if the Union Constitution was also violated to allow for ascendancy of Dr John Magufuli as President despite the Zanzibar stalemate. The crisis would be Dr Magufuli’s first major test as he settles in office as Tanzania’s fifth President.

Yesterday, CUF said it would be open for any efforts to find a way out that retains the will of the Zanzibar people to determine their own political destiny.

An opposition win, they said, rekindled the hope for a better run and defended the isles of Unguja and Pemba, with the interests of the public outweighi ng those of political leaders. “That is why we are saying there won’t any overturning of the wish of the people as expressed through the ballot box,” said Mr Hamad, urging that ZEC releases the tallies of the remaining 14 constituencies.

He denied ZEC claims that there had been stuffing of votes in Pemba, CUF’s stronghold. “There was not a single voting station with more than 350 voters, many had less,” he noted.

Earlier, the opposition party’s director for planning and elections Mr Omar Ali Shehe said despite the wining presidential votes, CUF also won many seat in the Parliament and in wards. He said the party raised the number of its House of Representatives in Unguja which is CCM’s stronghold from four to nine and also raised the wards from seven to 15. CUF also swept CCM out of its only three wards in Pemba and all the elective seats in the 2015 polls.

SERIKALI imesema itavichukulia hatua vyombo vya habari pamoja na watu watakaobainika kutumia ramani ya Tanzania ambayo sio sahihi.

Akizungumza na waandishi wa habari jana Dar es Salaam, Mkurugenzi wa Idara ya Habari (MAELEZO), Assah Mwambene, alisema kumekuwa na matumizi ya ramani ya Tanzania ambayo inaonesha Ziwa Nyasa lipo katika nchi ya Malawi pekee huku Tanzania ikionekana kutohusika kabisa katika ziwa hilo.

Mwambene alisema ramani sahihi ya Tanzania inaonesha Ziwa Nyasa lina mpaka katikati ambao unaonesha umiliki wa ziwa hilo upo upande waTanzania na Malawi. Aliongeza kuwa hivi karibuni kumekuwa na vyombo vya habari ambayo vimekuwa vikitumia ramani hiyo ambayo sio ramani sahihi.

“Ni vibaya sana vyombo vya habari kutumia ramani ambayo sio sahihi kwani kufanya hivi ni kuharibu utaifa na utambulisho wetu,” alisema Mwambene.

Mkuu wa Idara ya Habari na Elimu ya Mpiga kura wa Tume ya Taifa ya Uchaguzi (NEC), Giveness Aswile na Mkurugenzi wa Huduma za Sheria wa NEC, Emanuel Kavishe, wakizungumza katika mkutano na waandishi wa habari Dar es Salaam leo, kuvishukuru vyombo vya habari kwa kuripoti vizuri katika kipindi chote cha uchaguzi wa rais, wabunge na madiwani.

TUME ya Taifa ya Uchaguzi (NEC) imesema kuwa mafanikio ya asilimia 80 ya uchaguzi mkuu wa mwaka 2015 yametokana na ushiriki mkubwa wa vyombo vya habari vilivyotekeleza kwa ufanisi kazi ya kuelimisha na kutoa habari kuhusu uchaguzi huo.

Akiongea na waandishi wa habari kwenye ukumbi wa mikutano wa tume hiyo, Mkuu wa Idara ya Habari na Elimu ya Mpiga kura Giveness Aswile, amevishukuru vyombo vya habari kutokana na kazi hiyo katika kipindi chote cha uchaguzi wa Rais, wabunge na madiwani.

Alisema amani ya Tanzania iliendelea kuimarika katika kipindi chote cha uchaguzi kwa sababu vyombo vya habari vilisimamia na kutetea haki za wananchi.

Aliongeza kuwa hata tume ilifanya kazi kwa urahisi kutokana na kazi kubwa ya uelimishaji iliyofanywa na vyombo vya habari, hivyo kuipunguzia kazi NEC ya kuwaelimisha wananchi juu ya mambo ya msingi ya uchaguzi mkuu.

“Amani ya nchi hii ilisimama kwa sababu vyombo vya habari vilisimama kutetea wananchi na tume, ilifika mahali maswali kutoka kwa wananchi yalipungua kutokana na maswali mengi kujibiwa kupitia vyombo vya habari” Alisema Giveness.

Naye Mkurugenzi Idara ya Sheria wa tume hiyo, Emmanuel Kawishe alisema hakuwa na ufahamu sahihi kuhusu vyombo vya habari na umuhimu wake katika kutekeleza majukumu yake kwa wananchi.

“Zamani nilifahamu mwanahabari ni adui kumbe ni daraja kati ya mtoa habari na mpokea habari, katika zoezi zima la uchaguzi mkuu wanahabari walikuwa ni sehemu ya waliotoa elimu ya mpiga kura wameweza kutumia kalamu zao vizuri.” Alisema Bwana Kawishe

Alifafanua kuwa wanahabari walifanya kazi yao kwa kuzingazitia maadili ya kazi yao kwa kutofungamana na upande wowote na kuitangaza tume kwa mtazamo chanya kwa wananchi.

Kawishe alisema kuwa vyombo vimeweza kuitangaza vizuri tume kwani kila alipopita wananchi wamekuwa wakiipongeza NEC kwa kazi nzuri ya utoaji wa elimu ya mpiga kura katika vyombo vya habari.

Uchaguzi Mkuu wa mwak 2015, umeshuhudia ushirikishwaji mkubwa wa vyombo vya habari ambapo vyombo vya habari vilipewa nafasi kubwa ya kutoa habari kuhusu uchaguzi huo ikiwemo kutoa vitambulisho vilivyowaruhusu waandishi wa habari kuingia kwenye vituo vya kupigia kura.
