Kiongozi wa CCM: “Mimi nina ushahidi. Niko ndani kule, Lowassa aliibiwa kura”


CHAMA cha Mapinduzi (CCM) Jimbo la Mbeya Mjini kimechanganyikiwa kwa kukosa suluhisho la kushindwa kulikomboa Jimbo kutoka Chama cha Demokrasia na Maendeleo (Chadema).

Kinadharia, CCM ilionekana kujipanga sawasawa kulikomboa Jimbo hilo, lakini kimkakati ni wazi kwamba chama hicho kilipwaya.

Katika hali ambayo haikutarajiwa na wengi, katika Uchaguzi Mkuu wa mwaka huu, CCM ilizidi kupoteza ushawishi wake ndani ya Jiji la Mbeya baada ya kushindwa vibaya na Chadema katika nafasi za udiwani na ubunge.

Matokeo ya uchaguzi huo yaliipa Chadema ushindi mkubwa, kikizoa kata 26 kati ya 36 zinazounda jiji hilo, wakati CCM kiliambulia kata tisa tu huku, kata moja ikisubiri kufanya uchaguzi.

Taswira ya kutoweka kwa CCM katika Jiji la Mbeya ilijitokeza zaidi katika nafasi ya ubunge ambako mgombea wa Chadema, Joseph Mbilinyi aliibuka na ushindi mnono wa kura 97,775 dhidi ya kura 46, 894 za mgombea wa CCM, Sambwee Shitambala.

Kilichoiangusha CCM

Kuna mitazamo miwili mikuu katika kuangalia sababu hasa zilizoiangusha CCM katika Jiji la Mbeya na pengine maeneo mengine nchini.

Mtazamo wa kwanza ni wa wenye kumwangalia mgombea wa CCM, Shitambala, kwamba mgomba huyo hakuwa na nguvu. Hao ni pamoja na viongozi wa chama hicho jimboni humo wanaodai mgombea wao alikuwa pia akitafunwa na historia yake akiwa Chadema.

Akiwa Chadema Shitambala alishiriki mara mbili kuwania Jimbo la Mbeya Vijijini na mara zote hakufanikiwa. Hata hivyo, wafuasi wa Chadema na baadhi ya wakazi wa majimbo hayo jirani wanaamini kuwa Shitambala alikisaliti chama chake, na hatua yake ya kuhamia CCM waliona kuwa uthibitisho tosha wa madai yao.

Katika mtazamo huo wapo pia viongozi waandamizi wa chama hicho tawala mkoani Mbeya, nao wanamtupia lawama mgombea wao, japo ndio waliompitisha kuwakilisha chama chao.

Katibu Msaidizi CCM Mkoa wa Mbeya, Abdallah Mayomba, hatoi jibu la moja kwa moja, japo anakubaliana kwa kiasi fulani na hoja hiyo, akisema anayasikia yakizungumzwa. Hata hivyo, anaongeza akisema matokeo ya uchaguzi huo ni somo kwa wakazi wa Jiji hilo kwamba dhana ya ukabila haina nafasi tena.

“Matokeo yanatoa fundisho kwa wenzetu kwamba Usafwa hauwezi kukupa ubunge Mbeya,” alisema Mayombo katika mahojiano yake na Raia Mwema ofisini kwake hivi karibuni.

Mtazamo wa pili, unaoungwa mkono na aliyekuwa mgombea wa chama hicho ni ule wenye kukiangali chama chenyewe. Wenye kusimamia mtazamo huo wanaamini kwamba CCM imeangushwa na viongozi wake, na kwamba kumtupia lawama mgombea ni kutafuta kichaka cha kuficha uovu wao.

“CCM imeangushwa na mambo mawili. Kundi la Ukawa ndani ya CCM na kundi lililotokana na kura za maoni,” kinasema chanzo cha habari ndani ya chama hicho.

Kuwapo kwa Ukawa ndani ya chama hicho kunathibitishwa na mmoja wa viongozi wa waliowahi kushika nafasi za juu katika chama hicho mkoani Mbeya. Kiongozi huyo amesikika kwenye baadhi ya maeneo akilalamikia ushindi wa Rais Dk. John Magufuli akidai mgombea wa Ukawa, Edward Lowassa alishinda ila aliibiwa kura.

“Mimi nina ushahidi. Niko ndani kule, Lowassa aliibiwa kura,” alilalamika kiongozi huyo wa CCM.
Hata hivyo, katika maongezi yake, kiongozi huyo hakuficha hisia zake baada ya kujipambanua kuwa yeye alikuwa mtu wa Lowassa.

Miharbi's reply to Mufuruki: Zanzibar politics and slavery propaganda

I read the article by Ali Mufuruki titled “The problem of Zanzibar cannot be addressed without understanding the Revolution” in The East African magazine, with a unique sense of excitement and yet at the same time I was shocked and awed by the level of ignorance that he displayed in his latest narrative aimed at perpetuating a pseudo-justification that adds nothing more than extending the mainland Tanzania’s grip and entrench direct rule over the sovereignty of Zanzibar. Mr. Mufuruki should clearly understand by now that the majority of the people of Zanzibar see these kinds of narratives as nothing but the product of ethno-supremacist hatred made from the CCM’s neo-colonial enterprise over Zanzibar. And that is why for that reason, and in defiance of such ideological import from the mainland, the majority of the people of Zanzibar, irrespective of their ethnic background, colour, religion or creed, have rejected such politics of hatred and instead voted for hope and aspirations of the modern day needs of the economic and social progress since 1995 as Mr. Mufuruki himself admits.

If Mufuruki’s narrative were to be accepted, how then would you explain the so-called “descendants of slavers” emerging as winners of all these elections since 1995? Does Mufuruki imply that racist and ethno-supremacist politics of CCM that risk inviting a new breed of political fascism in Zanzibar come before the sanctity of an individual’s democratic right which is the right to a free, fair, credible and just vote?

Talk about history and it is the CCM’s ideological lens that continues to disseminate such a vicious and ridiculous propaganda in schools, demonizing Arabs and Swahilis in particular and Muslims in general in their never-ending thirst to use the historical evil of 17th, 18th and 19th century slavery in order to distract the people and glorify the genocide they committed just 50 years ago and their present day evils and failures to recognize the sovereign right of Zanzibar in the Union, or suffocation of democracy and wanton violation of human rights against helpless, vulnerable and defenceless people of Zanzibar who are now being literally flooded with Jakaya Kikwete’s military arsenal as if Tanzania was going to war against another powerful sovereign state in the neighbourhood. Mufuruki’s personal arrogance and ignorance makes matters worse when he adds a pseudo-Marxist analysis about classes, and yet again, equate all this to ethnicity in a population that is so ethnically mixed. Doesn’t he know that there is hardly a family in Zanzibar that has no relatives from other so called "ethnic groups”? He should have sincerely done just a little research and discover for himself how many among the Revolutionary Council had "Arab" or "Indian" wives, and how many of their children were married to so called "non-African" or go back into history and find out how many Sultans of Zanzibar had "African" ancestors as well; or even travel to Zanzibar today and carry out a real statistical census and see for himself the demographic composition of the voters who voted for CUF in another hijacked elections last week.

Zanzibar is made up of small islands community just like any other small islands in the world - whether in Caribbean, Pacific, or in the Indian Ocean region. Mufuruki should know that what CCM is doing is to show to other small island communities in the world that some continental states like Tanganyika would stop at nothing in ensuring the total annexation of a people whose fate was almost sealed 51 years ago and complete that annexation of a people with a total overhaul of their history, culture and a way of life.

Every society, at some point of time, succeeds in seeking reconciliation and we in Zanzibar began the process in November 2009 when our two great leaders, Seif Shariff Hamad and Dr. Amaan Abeid Karume brought Zanzibar back from the brink and began the process of a true national reconciliation. It proved that Zanzibaris were able, out of their own will and choice, to come together and rebuild their country without a direct negative interference from imperial Tanganyika’s CCM. In July 2010, 66% of Zanzibaris voted to install a Government of National Unity and reject the politics preferred by the imperialists in Tanganyika. What then is Mufuruki’s agenda if not servicing the divisive imperialist politics instigated by Tanganyika’s CCM over Zanzibar today? It is Mufuruki who needs to be educated – and not from Tanganyika’s school curriculum which is loaded with propaganda -- and understand what Zanzibar and Zanzibaris want, not for him to have that ignorant view of defining who we are. We are a sovereign people, just like any other in this world.

Zanzibaris need an immediate and a permanent international intervention before CCM’s military rule starts clamping down on our pro-democracy advocates. Majority of Zanzibaris who came out to vote in droves for change last Sunday are grateful of an array of international community who came out in defence of democracy, justice and equality. We need more international intervention to restore our democratic right of choice and stop illegal interference from CCM in Tanganyika with its imperial colonial designs. CCM’s imperial colonial agenda is the problem devoid of solution, and Mufuruki should not, as a consequence of his ignorance and narrow perspectives, attempt to intimidate the international community on behalf of CCM. Parenthetically, there are many foreigners, some working in embassies, who are better informed about the problems between Zanzibar and Tanganyika than the likes of Mufuruki.

Sadly, the people of Zanzibar are left pinned between the rock and a hard place. Yet again, their just and democratic aspirations are being dismissed with extreme prejudice and at the level of political arrogance exercised by imperial CCM in Tanganyika in front of the international community. We need international intervention to restore democracy rather than being bombarded by negative narratives coming from people such as Mufuruki who are part of the problem for Zanzibaris and in many ways for themselves and their own future as well, even though they are incapable of perceiving this fact.

Akizungumza na gazeti hili kwa njia ya simu mkoani hapa, Mlinga ambaye ni mtoto wa kwanza wa marehemu, Celina Kombani alisema kuwa hana mashaka na kuwatumikia wananchi wa jimbo la Ulanga Mashariki kutokana na kujifunza mambo mengi ya upendo yaliyokuwa yakifanywa na mzazi wake katika jimbo hilo hasa ya kimaendeleo.

Mlinga alisema kuwa moja ya mambo anayokusudia kuyaendeleza katika jimbo hilo ni pamoja na uboreshaji wa miundombinu ya barabara kwa kujenga mabaraja mapya, kuhamasisha wananchi katika sekta ya elimu na wanajitoa nguvukazi katika ujenzi wa nyumba mpya za walimu, usimamiaji wa ujenzi wa madarasa mapya na sambamba na upatikanaji wa madawati.

“Nimeanza kampeni kwa kufanya mikutano katika kata mbili nne na leo nitafanya kampeni katika kata mbili na kampeni zetu tuzindua rasmi Novemba 7.”alisema Mlinga.

MAKABIDHIANO YA TAARIFA RASMI IKULU.

Rais wa Jamhuri ya Muungano wa Tanzania Mheshimiwa Dkt. John Pombe Joseph Magufuli, leo katika Ikulu ya Dar es Salaam amepokea taarifa rasmi ya makabidhiano ya Ofisi kutoka kwa Rais Mstaafu Mheshimiwa Jakaya Mrisho Kikwete.

Makabidhiano hayo yamefanyika leo mchana na kushuhudiwa na Makamu wa Rais Mhe. Samia Suluhu Hassan, Katibu Mkuu Kiongozi Balozi Ombeni Sefue na Maafisa wa Ofisi Binafsi ya Rais.
Utaratibu wa kukabidhiana Ofisi katika Ofisi Kuu hapa nchini ni jambo la kawaida na hivyo imebidi makabidhiano hayo kati ya Rais anayeondoka na anaye ingia madarakani kufanyika.

“Umeanza vizuri, baki na msimamo huo huo utasaidia sana wananchi” . Mhe. Rais Mstaafu wa Awamu ya Nne amemueleza Mhe. Rais Magufuli wakati wa hafla hiyo ya makabidhiano.

Mhe. Rais Mstaafu amekabidhi taarifa rasmi yenye kurasa 53, ambayo kwa ujumla inaelezea kazi zilizokwisha kufanyika, ambazo zinasubiri kukamilika na zile ambazo zinasubiri maamuzi ya utekelezaji. Mengine ni hali halisi ya nchi katika nyanja zote za kiuchumi, kisiasa na kijamii.

Mhe. Rais Dkt. Magufuli amemshukuru Rais Mstaafu ambaye pia ni Mwenyekiti wa Chama Cha Mapinduzi kwa muongozo wake siku zote .“Nikushukuru kwa kuiacha nchi salama na itaendelea kuwa salama, nikushukuru kwa muongozo wako, na taarifa ya muelekeo na ninaahidi kuwa Hapa ni Kazi Tu”.
Mhe. Rais amesema na kumueleza Rais Mstaafu kuwa ametengeneza mazingira mazuri ambayo nchi nyingi zimeshindwa kufanya na hivyo basi kuahidi kuendelea kuchota hekima na busara kwa Marais wote wastaafu wakiwemo Mhe. Benjamin William Mkapa wa Awamu ya Tatu na Mzee Ally Hassan Mwinyi wa Awamu ya pili.

Wakati huo huo Mhe. Rais Magufuli ameendelea kupokea salamu za pongezi kutoka Kwa Msimamizi wa Shirika la Maendeleo la Umoja wa Mataifa (UNDP) Bibi Helen Clark.

“Chini ya uongozi wako, tunatarajia kuzidi kuimarisha ushirikiano baina yetu, demokrasia, kushughulikia masuala ya umaskini na ajira kwa vijana , kukuza uchumi, na kulinda na kuhifadhi mazingira, masuala ambayo Tanzania na UNDP tumekuwatukishirikiana kuyaendeleza na kuyatimiza” amesema Bi Clark.

Salamu zingine ni kutoka kwa Rais wa Shirikisho la Uswiss, Mhe. Simonetta Sommaruga, Rais wa Jamhuri ya Italia Mhe. Sergio Mattarella, Rais wa Jamhuri ya Shirikisho la Ujerumani Mhe. Joachim Gauck na pia kutoka kwa Rais wa Finland Mhe. Sauli Niinisto.

Pongezi zingine zimetoka kwa Rais wa Jamhuri ya Urusi, Mhe. Vladimir Putin, Rais wa Jamhuri ya Sudan Kusini, Mhe. Salva Kiir Mayardit, Rais wa Jamhuri ya Korea Mhe. Park Geun-hye na kutoka kwa Rais wa Jamhuri ya Watu wa China, Mhe. XI Jinping.

Salamu pia zimemfikia Mhe. Rais Dkt. Magufuli kutoka kwa Rais wa Taifa la Eritrea Mhe. Isaias Afwerki na kutoka kwa Rais wa Ufaransa Mhe. Francois Hollande.Katika ujumbe wao, viongozi hao mbali na kumpongeza Mhe. Rais Dkt. Magufuli kwa kuchaguliwa kuwa Rais wa Jamhuri ya Muungano wa Tanzania, wamesisitiza kuendeleza na kuimarisha ushirikiano baina ya Tanzania na nchi zao.

Pia wameipongeza Tanzania kwa kudumisha demokrasia imara na Watanzania kwa ujumla kwa kuimarisha amani na utulivu wakati wa Uchaguzi Mkuu.

Taasisi zilizo chini ya Wizara ya Nishati na Madini zimeagizwa kutochelewesha kushughulikia maombi ya wawekezaji pale wadau mbalimbali wa ndani na nje ya nchi wanapoonesha dhamira ya kuwekeza.

Katibu Mkuu wa Wizara ya Nishati na Madini, Mhandisi Omar Chambo ametoa agizo hilo hivi karibuni wakati wa kikao chake na Watendaji wa Mamlaka ya Udhibiti wa Huduma za Nishati na Maji (EWURA) pamoja na Mwenyekiti wa Bodi ya Taasisi hiyo.

Mhandisi Chambo aliwaagiza watendaji hao kuacha kufanya kazi kwa mazoea, na badala yake wazingatie Sheria na maadili ya kazi zao, kutokana na ukweli kwamba sekta ya Nishati ni sekta nyeti inayohitaji watendaji waadilifu na wabunifu.

“Akitokea mwekezaji ambaye ameonesha nia ni vema ajibiwe haraka bila kuchelewa iwe amekubaliwa au kukataliwa ombi lake; hakuna sababu ya kumzungusha mwekezaji; tuzidishe kasi ya uwajibikaji,” alisema Mhandisi Chambo.

Alisema lengo la Serikali ni kuongeza uwekezaji hususan kwenye sekta za Nishati na Madini na hivyo hakuna sababu ya kuchelewesha uwekezaji kwani fursa za uwekezaji zilizopo nchini ni nyingi.

Aliwaasa EWURA na Taasisi nyingine kuacha tabia ya woga, na kusema kwamba endapo itatokea mwekezaji akatuma maombi ya kuwekeza nchini, wanapaswa kupitia maombi husika, kujiridhisha na kutoa maamuzi kwa haraka na kwa kujiamini.

“Tufikie mahali tufanye maamuzi. Msiwe na woga kwenye kutekeleza jambo lenye maslahi mapana ya Kitaifa; majibu ya njoo kesho hatutayavumilia,” alisema.

Vilevile Mhandisi Chambo alisema ni vyema taasisi zilizo chini ya Wizara ya Nishati na Madini zikashirikiana na Wizara katika kufanya upembuzi yakinifu wa miradi katika maeneo ambayo yanahitaji uwekezaji.

Aidha, aliwaagiza watendaji kukaa pamoja kujadili maeneo ya kipaumbele ili upembuzi yakinifu ufanyike kwa lengo la kurahisisha majadiliano na wawekezaji.

Alisema ni vyema ikaundwa timu ya wataalamu kutoka katika Taasisi na Wizara ambao watahusika moja kwa moja na suala la kubaini maeneo pamoja na kufanya upembuzi yakinifu kwa miradi yenye tija na manufaa na hivyo kufikia mwafaka mapema na kuanza utekelezaji wa mradi husika pale mwekezaji anapojitokeza.

“Ikitokea mwekezaji akaonesha dhamira ya kuwekeza kwenye maeneo husika ni vema taarifa za awali zikawepo. Hii itavutia wawekezaji wengi zaidi lakini pia itaharakisha majadiliano,” alisema.

Aidha, Mhandisi Chambo aliwapongeza EWURA kwa kufanya vizuri kwenye masuala ya mafuta na kuwaasa kujitahidi kufanya vizuri katika majukumu mengine yaliyo chini yao.

Naye Mkurugenzi Mkuu wa EWURA, Felix Ngamlagosi aliahidi kufanya kazi kwa uadilifu na kuzingatia maelekezo yaliyotolewa na Katibu Mkuu pamoja na kumpatia ushirikiano wa kutosha.

Kikao hicho ni mwendelezo wa vikao vya Katibu Mkuu huyo na Menejimenti pamoja na Bodi za Taasisi zilizo chini ya Wizara ya Nishati na Madini ili kupata ufumbuzi wa changamoto zinazozikabili.
