Recovery Loan Officer (1 position)

Job Summary:

Reporting to Credit Manager, the Recovery Officer is responsible for taking an active parting making sure that all overdue clients within loan portfolio are clearing their debts.

Minimum Qualifications and Experience Required:

Higher education (e.g. Bachelor Degree, Ordinary Diploma), preferably in economics and/or finance;

Successful participation in the "Recovery Training Course"; Ability and willingness to work in a team;

Computer literacy; Word, Excel, Fluent in English and Swahili Experience in Banking/ Financial institution will be an added advantage

Key Accountabilities

On a daily basis, the Recovery Loan Officer must monitor portfolio in the Bank's software i.e. BR.NET through programation of repayment

Responsible for the portfolio mat has been handed over to him. This portfolio consists of both - clients that are' not in arrears and overdue clients. The core tasks are to ensure that a) clients do not fall in areas , that b) short term arrears are being immediately followed upon (visit to client and related parties on the very first-day of the arrear) 'and c.) that longstanding arrears, are being recovered according to the set of regulations as stipulated in' the credit procedures and recovery guidelines.

Perform all necessary recovery measures in case of overdue clients as stipulated in the credit policy/credit procedures of the' Bank and t~atare being requested from him by hi~ supervisors .

Fulfill targets With respect to the reduction of the number and amount of his outstanding(problematic) portfolio. In all cases which require legal advice and assistant as stipulated in the credit policy of the 'Bank, -the Recover Loan Officer must work closely with the Bank's lawyer.

In case of loan rescheduling; the Recovery Loan Officer must visit home and business place of the Client in order to collect all 'necessary information needed for a professional assessment and analysis.

The Recovery Loan Officer must work closely with Credit Administrator in order to ensure proper preparation of documentation for loan rescheduling.

The Recovery Loan Officer ensures that the collateral (s) is fare formalized and other conditions where applicable as stipulated in the credit Policy of the Bank

Prepare and send weekly recovery report to the Credit Manager showing the status of portfolio, and future plans of overcoming problematic clients .

Aim constantly to make suggestion for improvement of the Bank's recovering activities.

When required by the Management to take an active part in the Recovery Committees; i.e. scrutinizing critically the presented recovery proposals make suggestion for successful recovery actions.

Good knowledge of the Bank's credit procedures and Recovery guidelines.

Ensuring confidentiality of documentation, proper handling of, Bank equipment's and properties; and data concerning the Bank's clients .'

Attending to any other duties as may be assigned to him /her from time to time.

Ofisa TPA agusia jinsi wakubwa wanavyotafuna bandari lakini "sisi ndiyo tunaopata tabu"

Vigogo na watu wakubwa wenye ushawishi serikalini wakishirikiana na baadhi ya wafanyabiashara wametajwa katika orodha aliyokabidhiwa Waziri Mkuu, Kassim Majaliwa, kama wahusika wakuu wa kupitisha kinyemela makontena takribani 2,780 na kukwepa kodi inayokadiriwa kuzidi Sh bilioni 600.

Akizungumza kwa sharti la kutotajwa jina lake gazetini, ofisa mmoja wa ngazi za juu wa Mamlaka ya Bandari (TPA) ameliambia gazeti hili kuwa ripoti hiyo imeeleza pia jinsi ‘wakubwa’ hao walivyofanikisha kupitisha makontena hayo kwa kutumia kampuni zao za mifukoni na vimemo.

Alisema tayari majina ya vigogo hao yamekabidhiwa kwa Waziri Mkuu Kassim Majaliwa, ambaye tangu ateuliwe kuwa Waziri Mkuu amefanya ziara ya kushitukiza mara mbili Mamlaka ya Bandari (TPA) na kuibua ufisadi huo. Kwa mujibu wa ofisa huyo, vigogo hao wengine walikuwa wakituma ‘vimemo’ kwa wakubwa wa bandari ili wawapitishie makontena hayo, mengine yakiwa ni ya kwao, ndugu zao na wapendwa wao.

Ofisa huyo alisema kutokana na nyadhifa za wakubwa hao, ilikuwa ni mawili, ama ukatae ufukuzwe kazi au upitishe uendelee kubaki kazini na kuneemeka. Alisema kutokana na mtihani huo, wengi wao walilazimika kupitisha makontena hayo kwa lazima ili maisha yaweze kuendelea.
“Tunafanya kazi kwa kasi inayotakiwa, lakini wenzetu, hasa vigogo wakishatoa mizigo sisi ndio tunaopata tabu.
“Lakini wahusika kabisa wenyewe wanajulikana na majina yao yapo na kampuni wanazomiliki zipo na wengine wanatumia makampuni ya mifukoni, Waziri Mkuu tumempa majina yote na kila kitu…lakini tunaohangaishwa ni sisi watu wa chini,
Gazeti hili lilimtafuta kwa njia ya simu Kaimu Meneja Mawasiliano wa Mamlaka ya Bandari (TPA), Janeth Luzangi, ambaye alikiri ripoti ya majina ya vigogo hao kuwasilishwa kwa Waziri Mkuu. Kwa mujibu wa Luzangi, ripoti hiyo iliwasilishwa juzi ofisini kwa Waziri Mkuu.

Wakati huo huo, uchunguzi uliofanywa na gazeti hili katika mamlaka mbili zinazofanya kazi kwa pamoja, Mamlaka ya Bandari (TPA) na ile ya Mapato (TRA) umebaini kuwako kwa hali ya sintofahamu, huku wafanyakazi wakisema wanafanya kazi kwa staili ya mguu mmoja ndani mwingine nje.

Kwa upande wa Bandari ya Dar es Salaam, baadhi ya wafanyakazi wameonekana wakihaha kuandaa ripoti zinazohusu mwenendo wa upakuaji na utolewaji wa makontena bandarini hapo. Mmoja wa wafanyakazi wa bandari aliyezungumza na gazeti hili alisema kwa sasa hali ni ya mchakamchaka, huku viongozi pamoja na baadhi ya wafanyakazi wakiwa wametingwa kuandaa ripoti hizo na ufuatiliaji ukiongezeka.

Pamoja na hilo, ofisa mwingine aliliambia gazeti hili kuwa miongoni mwa makontena 2,431 ambayo yamebainika kuwa hayakulipiwa kodi, yapo mengine yaliyouzwa kwa njia ya mnada, huku TRA ikielezwa kuwa ndio wahusika wa hilo.
“Huku sasa ni kazi tu! Watu wanapiga kazi kweli sasa hivi… viongozi wanahaha kuandaa ripoti ya makontena 2,431 ambayo yalitolewa hapa bandarini bila kulipia kodi, hata hivyo miongoni mwa makontena hayo yapo yaliyouzwa kwa njia ya mnada” 
alisema ofisa huyo aliyezungumza na MTANZANIA Jumamosi bila kutaja idadi ya makontena yaliyopigwa mnada, akisema ripoti inaandaliwa. 

Akizungumzia hilo, Luzangi alisema TPA haihusiki na kupiga mnada makontena, kwamba wenye dhamana ya kufanya hivyo ni TRA.

MTANZANIA Jumamosi limepata taarifa zinazoonyesha kuwa aina nyingine ya wizi iliyokuwa ikitumiwa na vigogo hao ni kudanganya kwamba baadhi ya makontena yanasafirishwa kwenda nje ya nchi. Hata hivyo, makontena hayo yalikuwa yakibaki na bidhaa zake kuuzwa hapa hapa nchini na hivyo kukwepa kodi.

Katika hatua nyingine, uchunguzi uliofanywa na gazeti hili umebaini kuwa tangu serikali ya awamu ya tano ibaini madudu ya ukwepaji wa kodi ya makontena bandarini, msongamano wa malori ya mizigo katika barabara za Mandela na Morogoro umepungua. Kupungua huko kwa idadi ya makontena bandarani kumejenga hisia kwamba huenda makontena mengi yaliyokuwa yakipitishwa ni yale ya ‘dili’. Kupitia uchunguzi huo, baadhi ya wakazi wanaotumia barabara hizo wanadai hali hiyo imepunguza kwa kiasi kikubwa foleni ya magari barabarani, ambapo kwa wastani wanatumia dakika 20 hadi nusu saa kufika Mbezi badala ya saa mbili hadi tatu walizokuwa wakitumia awali.

Kanali Ali Mahfoudh ni Mmoja wa Wanajeshi wa Jeshi la Wananchi wa Tanzania, JWTZ waliotajika sana kwa Miaka hii 50 ya Jeshi letu hili, viza Ushupavu, Ushujaa na Umahiri wake Vitani zikielezewa kwa Vijana na kuwashajiisha wengi kutamani kuingia Jeshini kufuata njia yake njema ya Utumishi wa Kutukuka, Kujituma, Weledi, Ushupavu na Ushujaa.

Akifanya kazi njema ya Ukombozi tokea Mapinduzi ya Zanzibar ambapo vipawa vyake na Umahiri wake Jeshini lionekana mwanzoni tu, japo kwa kuwa naye alisomea Ukomandoo wa Kijeshi Nchini Cuba alihusishwa zaidi na kundi la Makomredi wa Umma Party chini ya Profesa Abdulrahman Mohammed Babu na Mzee Ali Sultan Issa.

Mara baada ya Mapinduzi na kuundwa Muungano wa Nchi za Tanganyika na Zanzibar, Kanali Ali Mahfoudh na wengi wa Makomredi wenziwe waliingizwa kwenye Serikali ya Muungano na kuondolewa kabisa Zanzibar kwa kukhofiwa kwa Ujemedari wao, Usomi wao na "Utata" wao.

Kanali Ali Mahfoudh alikuwa Mkurugenzi wa Operesheni wa Jeshi la Ulinzi la Wananchi wa Tanzania, JWTZ kuanzia Mwaka 1964 alipohamishiwa Bara mpaka Mwaka 1972. Mwanajeshi huyu ni mmoja wa askari waliopata umaarufu sana katika JWTZ kwa utumishi wao, Wengi wamesikia jina lake, lakini wachache wamepata kumuona kwa sura na hao waliobahatika kumuona wakikiri kwamba "alikuwa na sura nzuri" lakini alikuwa Shupavu hasa.

Kanali Mahfoudh alipata Umaarufu zaidi kati ya Mwaka 1964 - 1972 katika kuvisaidia Vyama vya Ukombozi vya Afrika kama FRELIMO, ZANU, ZAPU na MPLA katika vita vyao vya Msituni vya Ukombozi wa Nchi zao, na pia akitajwa kuwa ndiye aliyeongoza Kikosi cha JWTZ katika RABSHA moja Maarufu dhidi ya Uchokozi wa Rais Kamuzu Banda wa Malawi.

Wakati wa Mapambano ya Frelimo kudai Uhuru kutoka kwa Waremo Kanali Mahfoudh alijichimbia Nachingwea akiwasapoti Majemedari wa Msumbiji Albarto Sipande na Raymundu Pasinuwapa katika ukombozi wa nchi hiyo kutoka Mikononi mwa Wakoloni hao waonevu.

Kati ya Mwaka 1972 mpaka mwaka 1978 aliwekwa kizuizini Jijini Dar es salaam kwa Tuhuma za kuhusika na Mauaji ya Rais wa Kwanza wa Serikali ya Mapinduzi ya Zanzibar na Makamo wa Rais wa Kwanza wa Jamhuri ya Muungano wa Tanzania, Sheikh Abedi Amani Karume na akahukumiwa Kifo katika Kesi ambayo iliendeshwa Zanzibar bila yeye kuwepo.

Wengine waliotiwa Kizuizini pamoja naye ni Profesa Abdulrahman Mohammed Babu, Tahir Ali Salim, Hashil Seif Hashil, Salim Saleh Salim, Ali Yusuf Baalawi, Hemed Hilal Mohammed, Suleiman Mohammed Abdullah, Amour Mohammed Durgheish, Ahmed Mohammed Habib, Haji Omari Haji, Saleh Abdallah, Abdallah Juma Khamis, Ali Salim Hafidh, Shaaban Salim Mbarak, Badru Said, Ali Mohammed Ali na Abdulaziz Abdulkadir Ahmed, Makomredi wengine kama Ali Sultan Issa, Sharifu Ahmad Badawy Qullatein na wenziwao walishikiliwa Zanzibar.

Baada ya Mbinyo mkali wa Shirika la Haki za Binaadam la Amnesty International na Mataifa ya Kigeni juu ya kushikiliwa kwao, Rais wa Jamhuri ya Muungano wa Tanzania, Ndugu Julius Kambarage Nyerere alitoa amri ya kuachiwa kwa Kanali Ali Mahfoudh na Makomredi wenzie Tarehe 26, Mwezi Aprili Mwaka 1972.

Mara baada ya kutolewa Gerezani Kanali Ali Mahfoudh alichukuliwa na Serikali ya Msumbiji kwa Ombi Maalum la Rais Samora Machel kwa kuthamini mchango ambao Nguli huyu alitoa kwa Nchi hiyo, japo ikidaiwa kuwa kulikuwa na Makubaliano Maalum ya Kuhakikisha Kanali Ali Mahfoudh hakanyagi tena Ardhi ya Tanzania.

Nchini Msumbiji Kanali Mahfoudh alikuwa Mshauri Mkuu wa Mambo ya Kijeshi wa Rais Samora Machel na kwa kiasi kikubwa ndiye anayetajwa kuisaidia Msumbiji kimbinu kupambana na Waasi wa Renamo waliokuwa wakipewa Msaada wa Mbinu za Kijeshi, Silaha na Fedha kwa Dhahiri na Makaburu wa Afrika ya Kusini pamoja na Mataifa mengi makubwa ya Magharibi. Kwa kutambua Ushujaa na Ujuzi wa Mbinu mbalimbali za Vita wa Kanali Ali Mahfoudh, Makaburu walijaribu Mara tatu kutaka kumuua lakini Mara zote walishindwa katika Majaribio yao hayo.

Kanali Ali Mahfoudh aliendelea kuishi Msumbiji hata mara baada ya kustaafu kazi yake ya Ushauri wa Mambo ya Kijeshi kwa Serikali ya Msumbiji, Baadaye alijiingiza kwenye Biashara, mara nyingi alikuwa Akipatikana katika Klabu ya Watanznia iliyokuwa katika Jengo la Ubalozi wa Tanzania Nchini Msumbiji ambalo tulipewa zawadi na Serikali ya Msumbiji kwa msaada wetu kwao. Hata alipofariki Dunia Nchini humo bado Kanali Ali Mahfoudh hakurudishwa Tanzania na alizikwa Katika Makaburi ya Mashujaa (Heroes Cemetary) Jijini Maputo huko huko Msumbiji.

Aliyekuwa Mke wa Kanali Ali Mahfoudh, Mama Naila Majid Jiddawi aliendelea kubaki Tanzania ambapo baadaye naye alikuja kuwa Mtu Maarufu na Nguli mno katika Siasa za Tanzania hasa kwa Upande wa Zanzibar, ambapo alipambana sana katika siasa kupitia Vyama vya CUF na NCCR Mageuzi (aliwahi kuwa Mgombea Mwenza wa Urais wa Chama hicho) lakini naye kama Mumewe alikutana na Rungu la Serikali kwa kufanyiwa Hujuma za wazi katika Biashara zake kiasi cha kufikia Mpaka kuchomewa Hoteli anayoimiliki.

Wakati Rais Amani Abedi Amani Karume akiwa Madarakani alishutumiwa sana kwa kutoa Msamaha kwa Wafungwa ambao walifungwa kwa kosa la kuchoma hoteli ya Mama Naila Majid Jidawwi, ikionekana ni kama vile Serikali ilikuwa inatoa Msamaha kwa watu ambao ilidhanika kwamba iliwatuma wachome Hoteli ya Mama huyu.

However, based on the trailer, the director's statement and briefing from some who have watched it, the documentary exaggerates, generalizes and fabricates several aspects [of albinism in Tanzania.]", Tuvalo Manongi, Tanzania's permanent representative to the United Nations, said to the audience

After a BBC investigation in 2008 revealed Tanzanian witch doctors were buying and selling albino body parts, there's been increasing surveillance of the assaults on people with albinism. That spurred Canadian documentary filmmaker Vic Sarin to follow Robert as he recovered from his attack in October 2011, outside his home near Geita.

The attack, covered by the Tanzanian news media, caught the attention of Peter Ash, a Canadian business owner who runs Under the Same Sun, a nonprofit group that has served people with albinism in Tanzania since 2009. Ash, an albino himself, took Robert under his wing and provided safe housing, schooling and reconstructive surgery for his hand.

As the documentary follows Robert's recovery, the film weaves in the personal stories of Ash and other people in Under the Same Sun's care. "Now it is so dangerous that I'm scared to go to the nearest bush to look for firewood — unless someone comes with me," one woman says.

Manongi does not agree. He asserts that portraying albinos living with daily fear is an unbalanced view. "If you live in far remote areas, then there is a risk," he says. "But to suggest that people in Tanzania everywhere live [in fear every day] is farfetched and disappointing. The misconception that as a person with albinism you don't stand a chance once you land in Dar es Salaam is insulting."

There's also a disagreement about the meaning of the term "zeruzeru," a Kiswahili term for albinos. Ash says the term carries the connotation of a worthless, ghostlike creature. Manongi says that's a lie. It's just a word, he says, and all it means is albino.

On counts like these, Ash says Manongi isn't qualified to pass judgment. "He probably doesn't hang around people with albinism for 12 hours a day and weeks on end in [Tanzania] like I do," Ash says.

Magufuli creates enemies - Swedish newspaper

As the President [of Tanzania, John Magufuli] institutes austerity measures, a leading Swedish newspaper Dagens Nyheter (DN) carried a story on Friday stating that his initiatives were likely to create enemies. In 2014, the 150-year-old newspaper paper was chosen as Scandinavia’s best-designed newspaper in the Best of Scandinavian News Design competition. In its Swedish-language article, the paper cites President Magufuli’s first group of enemies as emanating from his own party, though it does not provide details on how he creates them apart from cutting down government spending.

They include suspension of the December 9 Independence celebrations whose finances were reallocated to Mwenge-Morocco stretch expansion project. The public will also be required to spend the day in cleanliness.

The newspaper also cites the decision by the government to ban printing of Christmas and New Year greeting cards on public money as another measure that may anger some individuals who have always been the beneficiaries.

The newspaper also lists other decisions taken by Dr Magufuli such as slashing the would-be lavish party with Members of Parliament for purchase of hospital facility, impromptu visits at some government institutions, a ban on foreign trips and the order to use less costly office conference venues instead of expensive resorts for meetings.

The newspaper recounts Dr Magufuli’s short success story by comparing his bold decisions to those taken by other leaders, including Muhammadu Buhari of Nigeria who is getting tough on corruption, Malawi's former president Joyce Banda who sold the government plane and 60 Mercedes limousines and Namibia ex-President Hifikepunye Pohamba, who was awarded this year's Mo Ibrahim prize for good leadership.

UBORA wa elimu katika Serikali ya Awamu ya Nne umetajwa kushuka kuliko wakati mwingine wowote katika historia ya nchi yetu kutokana na kukosekana kwa falsafa ya kuendeleza elimu licha ya uwekezaji mkubwa uliofanywa na Rais mstaafu, Jakaya Kikwete.

Akizungumza Dar es Salaam jana wakati wa Uzinduzi wa Ripoti ya Elimu ya Miaka 10 ya uongozi wa Serikali ya Awamu ya Nne, Mkurugenzi Mtendaji wa HakiElimu, John Kalage, alisema katika kipindi cha uongozi wa Kikwete kumekuwa na fursa za elimu kwa watoto wengi nchini lakini ubora wa elimu hiyo umekuwa ukishuka mwaka hadi mwaka.

Kalage alisema endapo falsafa ya kuendeleza elimu nchini haitajengwa, vyuo vya elimu ya juu nchini vipo hatarini kufungwa kutokana na kukosekana wanafunzi wenye sifa.

“Katika kipindi cha uongozi wa Kikwete kumekuwa na upanuzi wa vyumba vya madarasa, idadi ya walimu, udahili pamoja na kuimarika idadi ya jinsia ya wanaojiunga na kuhitimu elimu mbalimbali, lakini ubora wa elimu umekuwa ukizidi kudorora kutokana na wanafunzi wengi kukosa sifa.

“Kwani shule za msingi katika kipindi hicho zimeongezeka kutoka 14,257 kwa mwaka 2005 hadi kufikia 16,538 mwaka 2015 aliomaliza muda wake na wanafunzi wakiongezeka kutoka 7,541, 208 hadi kufikia 8,202, 892, shule za sekondari 1, 745 mwaka 2005 hadi kufikia 4,753 mwaka 2015 huku idadi ya wanafunzi wa sekondari ikiongezeka kutoka 524,325 mwaka 2005 hadi kufikia 1,804, 056 mwaka 2015,” alisema Kalaghe.

Kuhusu vyuo vya ufundi, alisema viliongezeka kutoka 184 mwaka 2005 hadi kufikia 744 mwaka 2015 huku wanafunzi wakiongezeka katika vyuo hivyo kutoka 40,059 hadi kufikia 145,511 mwaka 2015.

Pia alisema kuwa katika kipindi hicho hicho bajeti ya elimu ilikuwa kubwa zaidi kuliko sekta nyingine yoyote na iliongezeka kutoka Sh bilioni 669.5 mwaka 2005/2006 hadi Sh trilioni 3.4 mwaka wa fedha wa 2014/2015 na ongezeko hilo liliwezesha asilimia 98 ya watoto wanaostahili kupata elimu kuandikishwa na udahili kwa shule za msingi kuongezeka kwa asilimia 26.

Kwa upande wake, Mhadhiri wa Chuo Kikuu cha Dar es Salaam (UDSM) ambaye pia ni mtafiti wa ripoti hiyo, Profesa Kitila Mkumbo, alisema kutokana na kukosekana kwa falsafa ya elimu mambo mengi ya kielimu yameshindwa kuendelezwa.

Alisema inasikitisha kuona shule nyingi nchini zikiwemo zenye historia ya kipekee kama Tambaza, Bwiru, Pugu, Tabora na nyingine zikiwa zimechoka kutokana na miundombinu yake kuchakaa.

“Hadi sasa ukiangalia shule za sekondari za Serikali zinazosimama ni asilimia chache tu jambo ambalo ni aibu,” alisema Profesa Mkumbo.

Alisema Kikwete alifanikiwa katika utawala wake kukomesha udini na aliondoa ubaguzi kwa shule za kidini kuchagua aina ya wanafunzi kulingana na dini.

“Kwa asilimia 26, Kikwete alipanua elimu lakini pia Rais mstaafu Benjamini Mkapa naye alifanya kazi kubwa katika suala la elimu na ndiyo maana falsafa yake inaendelezwa hadi leo,” alisema Profesa Mkumbo.

Alisema mashirika mbalimbali yamefanya utafiti na kubaini watoto wengi hawajui kusoma wala kuandika na wengi wao hawafahamu Kiingereza.

Mkumbo alisema mbali ya kuwekeza katika elimu lakini ubora haupo na fedha nyingi zimetumika katika makongamano na posho.

Alisema ni vyema Serikali ya sasa ikajitahidi kuwekeza katika elimu ili kuondoa changamoto iliyopo sasa.

Pia alisema kwa sasa kuna vyuo kama UDSM na Chuo Kikuu cha Dodoma (UDOM) havina wanafunzi katika baadhi ya kozi kutokana na kukosekana wanafunzi wenye sifa.

Private schools threatens: We won't open schools!



Tanzania Association of Managers and Owners of Non-Government Schools and Colleges (TAMONGSCO) has threatened to suspend its operations in the country in protest against a new fee structure the government has said is to be applicable affective next month.

The threat comes a few days following a government announcement showing indicative fees for private schools as 150,000/- for day schools and 380,000 for boarding schools per year with effect from the next academic year.

TAMONGSCO Secretary General Benjamin Nkonya told The Guardian yesterday in a telephone interview that it was impossible for private schools to provide good services with small amounts of money.

“If the government will insist on its directive, we shall have no option but to close our schools because we don’t want to engage in arguments with the government about its decision. I think the government is tired of collaborating with private schools,” he said.

He said the announcement came when they were participating as respondents in an Annual Student Unit Cost (ASUC) Survey for secondary schools, which kicked off early last month, adding that TAMONGSCO members strongly believed that the circular on indicative fees was outdated and could therefore not be implemented.

According to him, private schools played the role of collaborating with the government in ensuring the people got quality education which would prepare and enable them to compete with other nations in the employment and economic markets.

Nkonya elaborated that this was the reason why, through Act No. 25 of 1978, the government had allowed non-government sector to establish educational institutions and solicit funds from other sources apart from taxes.

“Evidence exists to prove that ever since they were established, the quality of education has significantly improved hand-in-hand with enrollment expansion while fee setting has been based on prevailing socio-economic circumstances,” he noted.

He alerted parents and guardians who were planning to invest in their children’s education to brace themselves to send them to neighbouring countries, including Kenya and Uganda, to get the same education they were being provided by private schools in the country.

“I call on teachers in our private schools to be ready to face changes or to look for greener pastures elsewhere as we cannot afford to pay them a salary of 1m/- per month like we used to do,” he insisted.

Nkonya further argued that in reality, since private schools do not receive regular subsidy from reliable sources, common sense would dictate that the charged fees could not possibly be below the computed and approved actual unit cost.

In this regard, he said, the determination of fees basing on the unit cost should be evolutionary, taking into consideration changes, such as factoring in inflation, purchasing power parity, differentiated demand of parents, curriculum and labour market signals.

In a related move, Nkonya challenged the government’s move to cancel fees and contributions to his primary and secondary schools, saying it would be impossible for the government to have enough funds to provide complete and quality education for each student when each one of them needs Sh4m per year.

He added that currently parents contributed Sh1m as annul school expenses per student studying in government schools while the government contributes Sh3m for teachers’ salaries, school infrastructures and other costs.

He said whereas student enrollment expanded at an arithmetical rate, Tanzania’s population grows at geometrical rate, which would explain why taxes alone cannot suffice in financing education.

“Personally, I take the government pledge for free education as quite unimplementable, pushing the burden instead to the parents who will have to incur the costs, including those for transport, meals, uniforms, stationery and other related costs,” he said.

Howard Mbepwike, a parent with two children studying at private schools in Dar es Salaam, disagreed with the government’s directive, saying, “This is going too far... the government should think of improving the learning environment in its schools first instead of being a regulator in private schools and other educational institutions.”

He said students who went through private schools, especially English Medium Schools, were more skilled and competent than those in government schools.

“Limiting fee charges in private schools to those set by the government is unfair,” he said, adding, “We need to give room to parents to choose the best schools for their children”.
“The government needs to respect the principles of a free market economy,” he stressed.

Kwa mujibu wa chanzo chetu, Kimaro alifariki dunia Novemba 30, mwaka huu kwa uthibitisho wa daktari wa Hospitali ya Taifa Muhimbili (MNH) ambako marehemu alikimbizwa kwa ajili ya matibabu.

Kifo cha Kimaro kimetokea wakati kukiwa na sintofahamu kubwa miongoni mwa wafanyakazi wa mamlaka hiyo kuhusiana na utolewaji wa makontena 349 kinyemela na kuisababishia serikali kukosa mapato ya kiasi cha shilingi bilioni 80.

Taarifa kutoka ndani ya familia, marehemu alisumbuliwa na maradhi hayo kwa muda mrefu. Lakini ghafla alfajiri ya Novemba 30, hali yake ilibadilika na hivyo kukimbizwa Muhimbili ambako daktari alisema alishafariki dunia.

Risasi Jumamosi ambalo liliweza kufika msibani, liliwashuhudia wafanyakazi wengi wa bandarini na TRA bandarini wakiwa hapo kwa ajili ya maandalizi ya mazishi.

Baadhi ya wafanyakazi hao, walisikika wakidai, marehemu alikuwa miongoni mwa vigogo waliokuwa wakichunguzwa kwa utolewaji wa makontena 349 siku chache zilizopita.

“Pia nasikia baada ya waziri mkuu (Kassim Majaliwa) kutoa mwongozo siku zile bandarini, watu wa usalama wa taifa walishamfuata hapa kwake mara kadhaa na kumhoji.

Lakini pia, kuna madai kwamba, miamala yake ya kibenki nayo ilifuatiliwa na jamaa hao ambapo walikuta pesa nyingi,” alisikika akisema mmoja wa wafanyakazi hao ambaye alipogundua kuna mapaparazi wetu, alifunga kinywa.

Nao baadhi ya waendesha bodaboda wa eneo hilo, walionekana kushangazwa sana kufuatia taarifa za kifo cha kigogo huyo, wakidai siku moja kabla, walionana naye akiwa mzima wa afya.

Hata hivyo, walisema mara baada ya taarifa za kifo, walishangaa kuona magari yake ya kifahari yakiondolewa kutoka nyumbani kwake hapo:

“Labda waliyapeleka mahali ili kupata nafasi ya kuweka maturubai ya msiba. Si unajua majumba haya ya ghorofa, yana nafasi zaidi ya kwenda juu kuliko upana,” “Mzee wa bandari alikuwa mtu poa sana. Hata madereva wa daladala zake wameumia. Unajua jamaa alikuwa na mkwanja wa maana. Hii nyumba ya hapa ‘cha mtoto’, ana nyumba nyingine Yombo (Dar), magari ndiyo usiseme. Yaani tumempoteza mtu muhimu sana.” alisema mmoja wa bodaboda hao.

Mwanaume mmoja aliyesema yeye ni ndugu wa marehemu, alipombaini mpigapicha wetu, alimtimua huku akikataa kuongea chochote kuhusu marehemu huyo, akasema: “Wapigapicha wa tukio hili walishakodishwa na familia na wanajulikana. Hivyo waandishi wa habari hawatakiwi hapa.”

Miezi 15 iliyopita, Tibaigana alisema anatamani kuiona Tanzania ikimpata rais dikteta kwa kuwa nchi haiwezi kupiga hatua iwapo mkuu wa nchi hataweza kukemea na kutoa amri watu wakatii.

Akizungumza katika mahojiano maalum na gazeti la MWANANCHI akiwa nyumbani kwake katika Kijiji cha Katare, wilayani Muleba Mkoa wa Kagera, hivi karibuni, Tibaigana alisema anaamini changamoto nyingi zinazowakabili Watanzania zitatatuliwa na Rais Magufuli.

Akitolea mfano utaratibu wa Rais Magufuli wa kufanya ziara za ghafla kwenye sekta mbalimbali za umma, Tibaigana alisema:
“Watu hawafanyi kazi na viongozi ni waoga wa kutoa uamuzi, ziara ya Rais Magufuli (Hospitali ya) Muhimbili imesababisha hospitali nyingi kuboresha huduma, siyo lazima afike kila mahali akitoa kauli hatua ichukuliwe.”
Kamanda huyo mstaafu alisema hata uamuzi wa Rais Magufuli wa kufuta safari za nje kwa viongozi wa umma mpaka kwa kibali maalumu, umekuja wakati mwafaka kwa kuwa baadhi ya safari hazikuwa na masilahi kwa taifa.
“Safari zinatumia pesa nyingi na nyingine huwa siyo za lazima, kwa uzoefu wangu wa kukaa Serikalini hata baadhi ya wafanyakazi wa ndani hulipwa kama waajiriwa kwa kufanyiwa mipango na mabosi wao’’
Tibaigana ambaye aliwahi kugombea ubunge Jimbo la Muleba Kusini miaka mitano iliyopita kupitia CCM na kushindwa kwenye kura ya maoni, alipendekeza Bunge la 11 kufanyia marekebisho baadhi ya sheria ili ziwe kali kwa watu wanaohujumu uchumi.

Kauli ya Tibaigana imekuja wakati Rais Magufuli ameanza kazi ya kutafuta na kuziba mianya ya upotevu wa fedha, alianzia Hazina na kupiga marufuku safari zote za nje kwa viongozi na kusema zitakuwa zinaruhusiwa kwa kibali maalumu.

Uongozi wa Shirika la Umeme nchini, TANESCO umewafukuza kazi wafanyakazi saba waandamizi wa shirika hilo kutokana na makosa mbalimbali yakikiwemo vitendo vya wizi, kudai rushwa, ubadhirifu wa mali wa shirika hilo pamoja na kutoa lugha chafu kwa wananchi jambo ambalo ni kinyume na taratibu za maadili ya kazi na uongozi huo kuwaonya wafanyakazi wengine wenye tabia kama hizo kwamba watachukuliwa hatua.

Mkurugenzi Mkuu wa shirika hilo Mhandisi Felichesmi Mramba akitoa taarifa kwa waandishi wa habari jijini Dar es Salaam amesema uamuzi huo umechukuliwa ikiwa ni mpango endelevu wa shirika hilo wa kuimrisha nidhamu kwa wafanyakazi wake, kutambua wajibu wao wa kutoa huduma ya nishati kwa wananchi na siyo kuwasumbua wateja. Ametaja wafanyakazi hao wamefukuzwa ikiwemo ngazi ya mameneja, wahandisi na wahasibu kutoka mikoa ya Kinondini Kaskazini, Katavi, Kagera na Ilala.

Pia, Mramba ametoa siku saba kwa wateja ambao wanalihujumu shirika la umeme kwa kujiunganishia umeme kwa wizi kujisalimisha wao wenyewe kutokana na kuanza kwa operesheni maalumu ya nyumba kwa nyumba kuhakiki mita ili kubaini upotevu wa nishati ya umeme inayotumika bila kulipiwa.  Mpango huo utahusisha jeshi la polisi katika kuwakamata wahalifu wote na mali zao na endapo wa watashindwa kulipa faini, zitanadiwa.

Pamoja na mambo mengine, Mkurugenzi Mkuu huyo amesema mpango wa uzalishaji wa nishati ya umeme kwa kutumia vyanzo vya gesi tangu mwezi wa Septemba mwaka huu umesaidia kuongeza megawati 300 kutoka megawati 260 hivyo hatua hiyo imechangia kuboresha hali ya umeme hapa nchini.Amesema kuwa kuna matarajio ya kupata MW 700 ifikapo mwezi Januari mwakani kutoka kwenye umeme wa nishati ya gesi.



UFAFANUZI WA MASUALA MBALI KWA WATEJA WA TANESCO KUPITIA VYOMBO VYA HABARI.


1. HALI YA UZALISHAJI UMEME NCHINI

Hali ya umeme nchini imeendelea kuimarika licha ya changamoto mbali mbali tunazokabiliana nazo kwa sasa. Kuanzia taerehe 17 Septemba tulipoanza kutumia gesi inayotoka Mtwara tumeweza kuongeza uzalishaji wa umeme unaotumia gesi kutoka Megawati 260 zilizokuwepo kabla hadi Megawati 560 ikiwa ni ongezeko la jumla ya Megawati 300 au asilimia 115 ya umeme wa gesi uliokuwa unazalishwa. Hii imechangia sana kuboresha hali ya umeme tofauti na ilivyokuwa hapo kabla.

Tunategemea kuongeza umeme wa Megawati 130 zaidi kutokana na vyanzo vya Gesi kati ya sasa na mwishoni mwa mwezi Januari 2016. Hii itafanya jumla ya umeme wote unaotokana na gesi kufikia Megawati 700 sawa na asilimia 70 ya umeme wote kwenye Gridi ya Taifa.

Haya ni mapinduzi makubwa kwani kwa miaka mingi vyanzo vya maji ndivyo vimekuwa vikichangia zaidi ya asilimia 70 ya umeme nchini na hivyo kusababisha athari za mara kwa mara kila unapotokea ukame.

Pamoja na hayo yaliyokwishafanyika, Mkandarasi wa mradi wa pili wa Kinyerezi (KII) wa Megawati 240 anatarajia kuanza kazi wakati wo wote kuanzia sasa baada ya kuwa amekwishalipwa sehemu ya fedha za awali za kuanza kazi hiyo.

2. MIUNDOMBINU YA TANESCO

Miongoni mwa kero kubwa inayolalamikiwa sana na wateja wetu ni kukatika umeme kunakosababishwa na uchakavu wa miundombinu. Ukweli ni kwamba baadhi ya miundombinu tuliyo nayo ni ya siku nyingi wakati matumizi ya umeme yameendelea kuongezeka kwa kasi sana.

Kwa mfano nyingi ya Substations katika jiji la Dar es Salaam zimejengwa katika miaka ya 80 na 90. Wakati huo wakazi wa jiji la Dar es Salaam walikuwa chini ya milioni 3. Sasa hivi wakazi wa jiji ni zaidi ya milioni 5 na hivyo miundombinu iliyopo inaelemewa sana.

Jitihada za kurekebisha hali hii zilikwishaanza ambapo sasa kuna miradi mikubwa inaendelea katika jiji la Dar es Salaam na itakapokamilika itasaidia sana kupunguza tatizo la kukatika kwa umeme. Kwa kiasi fulani kukatika huko kwa umeme hasa katika jiji la Dar es Salaam kunatokana pia na utekelezaji wa miradi hiyo.

Miradi inayotekelezwa ni pamoja na ule unaojengwa kusini mwa Dar es Salaam kwa mkopo wa Benki ya Dunia ambao utaboresha umeme maeneo ya Kigamboni, Kurasini, Mbagala, Mkuranga, Kisarawe, Gongolamboto, Ukonga, Kitunda, Vingunguti na Tabata

Mradi mwingine ni unaotekelezwa kwa ufadhili wa Serikali ya Japan ambao utasaidia kuondoa matatizo yaliyo katika maeneo ya Muhimbili na Upanga, Mwananyamala na Kinondoni, Oysterbay na Masaki, Jangwani Beach, Bahari Beach na Mbezi Beach.

Mradi mwingine ni ule unaotekelezwa kwa mkopo kutoka Benki ya Maendeleo ya Afrika ambao unaendelea katika mikoa ya Dar es Salaam, Arusha, Shinyanga, na Geita.

Mradi mwingine ni ule unaofadhiliwa na Serikali ya Finland ambao utasaidia sana kuimarisha umeme kati kati ya jiji la Dar es Salaam na kusaidia kuimarisha umeme katika eneo lenye majengo mengi marefu la Samora, Azikiwe, Kariakoo na Sea view.

Sambamba na miradi hiyo inayotekelezwa Dar es Salaam, mradi mkubwa wa kupeleka umeme wa 400KV kutoka Iringa kupitia Mtera, Dodoma, Singida hadi Shinyanga uko kwenye hatua za mwisho za kukamilika na hivyo kutuhakikishia umeme wa uhakika katika kanda ya ziwa hasa jiji la Mwanza.
Kazi ya kuunga Songea na Gridi ya Taifa kutokea Makambako kwa 220KV inaendelea na Makandarasi wako kazini.

Kazi za kuunga Tanzania na Kenya kwa umeme wa 400KV inatarajiwa kuanza hivi karibuni kwani zabuni za kuwapata Makandarasi ziko katika hatua za mwisho. Ujenzi unategemewa kuanza mwakani.

Kazi nyingine ambazo hazijaanza lakini zitaanza hivi karibuni ni pamoja na Dar es Salaam – Somanga (400KV), Bulyankhulu – Geita – Nyakanazi – Rusumo (220KV)

Miradi hii ya kuimarisha miundombinu ikikamilika itasaidia kulipunguza kwa kiasi kikubwa tatizo la kukatika kwa umeme kutokana na mfumo wa Usambazaji.

Nawaomba wateja wetu, wakati kazi hii kubwa inapoendelea, wawe na subira na uvumilivu kwa usumbufu wa hapa na pale utakaokuwa unatokea. Hata hivyo TANESCO itajitahidi kurekebisha kasoro zinazoweza kurekebishwa katika miundombinu ya sasa ili kupunguza usumbufu huo wakati marekebisho makubwa yakiendelea.

3. KERO ZA HUDUMA KWA WATEJA

Ukiacha kero zinazosababishwa na Miundombinu, TANESCO inachukua hatua madhubuti za kuwaadibisha wafanyakazi wake wanaotoa huduma mbaya na kuwa kero kwa wateja. Baadhi ya kero ambazo zimekuwa zikilalamikiwa ni pamoja na lugha mbaya, wateja kudaiwa rushwa kabla ya kupewa huduma, kucheleweshewa huduma, ubadhirifu nk.

Shirika linapenda kuwahakikishia wateja wake kuwa tayari limeshaanza kuchukua hatua kali kwa wafanyakazi wanaobainika kujihusisha na mambo hayo. Kwa mfano katika kipindi cha miezi miwili Shirika limewaachisha kazi maofisa 7 waandamizi kutokana na makosa mbali mbali ikiwemo wizi na ubadhirifu.

Miongoni mwao ni wale waliofikishwa mahakamani kule Kagera na kuripotiwa na vyombo vya habari jana. Walioachishwa kazi ni pamoja na wafanyakazi wa ngazi za Mameneja, Wahandisi na Wahasibu.

Shirika litaimarisha hatua hizo ambapo mfanyakazi ye yote atakayebainika analaghai wateja, anadai rushwa, anatoa lugha chafu au huduma mbovu atawajibishwa mara moja na pale atakabobainika kuachishwa kazi.

Tumeanza maandalizi ya kutoa namba maalum za simu kwa wateja wetu ambazo zitatumika kutoa taarifa ya vitendo kama hivyo vinavyofanywa na wafanyakazi wetu ili hatua muafaka ziweze kuchukuliwa dhidi yao.

4. KUDHIBITI WIZI WA UMEME

Shirika linaendelea na Kampeni maalum katika mikoa yote ya kuwakamata wezi wa umeme na kuwachukulia hatua kali. Pamoja na hatua nyingine zitakazochukuliwa, wezi wa umeme watakuwa wanatangazwa hadharani na kufunguliwa mashtaka.

Hivyo ninatoa rai kwa ye yote ambaye amekuwa akijihususha na wizi wa umeme ajisalimishe mwenyewe kwa kwenda kwa Meneja wa Mkoa anakopatia huduma. Kama
hawatajisalimisha kwa hiari hatua zilizokusudiwa dhidi yao zitachukuliwa pasipo huruma yo yote.

Tunatoa siku saba kwa wateja wanaojua kwamba mita zao zimechezewa kujisalimisha wao wenyewe la sivyo TANESCO haitalaumiwa kwa hatua tutakazochukua.

5. UNUNUZI WA NGUZO KUTOKA KWA WAZALISHAJI WA NDANI

Tunapenda kufafanua kwamba Wazalishaji nguzo wa ndani ya nchi wana nafasi sawa ya kuuza nguzo zao TANESCO kwa mujibu wa sheria ya manunuzi.

Hivi karibuni baadhi ya vyombo vya habari vilidai kwamba TANESCO inakusudia kununua nguzo 700,000 kutoka Afrika Kusini kwa dola za Marekani 115 milioni! Taarifa hizo ni za uongo na uzushi wa hali ya juu.

Kwa mfano; TANESCO itawezaje kununua nguzo kwa dola miliomi 115! Hizo ni fedha nyingi mno ambazo huenda zingetosha kuwekeza Mtambo mpya wa umeme wa zaidi ya Megawati 100. Itazipata wapi fedha hizo kwa ajili ya kununua nguzo tu?

Ukweli ni kwamba tuna wasambazaji kadhaa wa nguzo kutoka ndani ya nchi na wengine kutoka nje. Wote hupatikana kwa ushindani kulingana na Sheria ya Manunuzi. Vigezo vinavyozingatiwa ni Ubora wa nguzo zao na bei.

Baadhi yao waliwahi kupata zabuni lakini wakashindwa kuleta nguzo ikabiidi zabuni ile ivunjwe na Waziri, baadhi yao ililazimu kuwanyang’anya zabuni na kuwapa wa nje baada ya kushindwa kusambaza nguzo na kusababisha malalamiko mengi kutoka kwa wateja.

6. USHIRIKI WA TANESCO KWENYE ZOEZI LA USAFI TAREHE 9 DESEMBA 2015

Wafanyakazi wote wa TANESCO watashiriki katika shughuli mbali mbali za usafi wa mazingira katika maeneo yote yanayozunguka ofisi, mitambo na vituo vyetu nchi nzima. Hii inaenda sambamba na agizo la Mh. Rais la kuitumia siku ya tarehe 9 Desemba kwa ajili ya shughuli za usafi.

Hii itahusisha pia usafi kwenye substations, kando kando ya Transforma na maaeneo mengine yenye miundombinu yetu. Tayari maandalizi ya kazi hizo yamekwishaanza na tutashiriki kikamilifu.
