Position in the organization

The Monitoring & Evaluation Officer reports to Senior M&E Officer.

Profile

As a Monitoring & Evaluation Officer you will:
  • Provide field technical support on monitoring and evaluation and knowledge management;
  • Collect, report and analyze information on the Challenge TB country project activities;
  • Assist the M&E Officer and Technical team in clarifying project information needs;
  • Ensure timely and complete reporting from field implemented activities in accordance with approved reporting formats;
  • Identify strengths and weaknesses in existing data collection and management system and propose solutions along with the M&E Officer;
  • Assist KNCV Tanzania M&E Officer in the preparation of work plans/selection of indicators and annual implementation plans with a view towards Challenge TB’s M&E requirements;
  • Support data compilation and preparation of all quarterly progress reports, annual project report, and ad-hoc technical reports for both USAID funding as well as PEPFAR, in line with the required formats;
  • Collect data for Challenge TB’s annual M&E plan and use those data to improve project performance;
  • Follow Adapt and implement tools and techniques to improve the quality and use of data for decision making;
  • Perform regular field visits to ensure the quality of data collected by project and to verify the accuracy of reported data;
  • Support the compilation of CTB information on lessons learned and success stories;
  • Support the M&E Officer to ensure that donor, partners and senior management data queries are addressed in accurate and timely manner;
  • Assist KNCV Tanzania Representative on decision-making on resource allocation based on Challenge TB priorities and performance.

Who are we looking for?
Education
  • At least Bachelor’s Degree in Project Management, Administration, Information Management or other relevant academic background (essential), Master’s degree will be an added advantage.

Knowledge and Experience

  • At least 3 years of Monitoring and Evaluation experience;

  • Experience in a non-governmental or USAID funded projects (essential).


Behavioral skills
  • Capacity to produce high quality briefs and detailed performance reports;
  • Good level of proficiency in window excel and quantitative analysis;
  • Ability to design M&E tools, surveys, surveillance system and evaluations;
  • Demonstrated ability to train and build capacity of others;
  • Strong interpersonal skills;
  • Bilingual in English and Kiswahili (essential).

Purpose of the job

The External Quality Assurance Technical Officer – will provide technical assistance to CTRL to organize and oversee TB Laboratory External Quality Assessment Program countrywide. The External Quality Assurance Technical Officer will also provide the reliable information that allows laboratories from all levels to assess and monitor the quality status of internal procedures and processes, suitability of the diagnostic systems, accountability and competence of the staffs.

Position in the organization

The External Quality Assurance Technical Officer reports to the Laboratory Technical Officer.

Profile

As an External Quality Assurance Technical Officer you will:
  • Provide technical assistance at CTRL on TB Lab Strengthening Program, networking and external quality assurance;
  • Improve performance of external quality assurance on TB microscopy/culture/DST and novel molecular diagnostics at all levels;
  • In coordination with Senior TO Lab, assist in the development of TB Laboratory guidelines, SOPs, forms and other documents as necessary in line with international practices;
  • Provide quarterly data for EQA smear microscopy to KNCV Office and NTLP;
  • Assess whether microbiology test for TB diagnosis are carried out in accordance with TB Laboratory guidelines;
  • In coordination with Senior TO Lab, CTRL Manager, staff and Quality Officer facilitate training on AFB EQA, TB Lab techniques such as microscopy/culture/DST;
  • In coordination with Senior TO Lab, to establish Intermediate Reference Labs for EQA microscopy in the respective regions;
  • Submit periodical progress reports and targeted supportive supervision report in accordance with KNCV-CHALLENGE TB guidelines to the KNCV Office and NTLP.

Who are we looking for?
Education
  • Medical microbiology degree, clinical microbiology or other relevant degree.

Knowledge and Experience

  • Minimum of 3+ years’ experience in laboratory and diagnostic microbiology;
  • Preferably with good knowledge in TB diagnostic (microscopic examination, culture/Drug Susceptibility Testing and new TB diagnostic tools);
  • Good knowledge in laboratory management and biosafety;
  • A quality management certification is an added advantage;
  • Certificate in Documenting QMS using ISO 15189 and/or Internal Auditing activities will be added advantage;
  • Knowledge in Microcomputer application and other statistical software’s

Behavioral skills
  • Demonstrated managerial skills;
  • Basic MS–Office skills;

  • Pay relevant allowances to training facilitators and participants consistent with KNCV policies and project specification;
  • Collect and follow-up collection of training expenditures and liaise with the Finance officer in analyzing the financial returns and reconciliations from the trainings and workshops;
  • Assist in posting of invoices and retirement in the Exact system;
  • File documents such Payment and Retirements;
  • Compile and process VAT claims.

  • Diploma in relevant areas. Degree will be added advantage.

  • Minimum of 2 years of relevant experience;
  • Working experience with INGOs;

Alisema lakini wao walianza kufanya usafi katika eneo kabla ya rais kuanza kuhimiza lakini kauli ya Magufuli ilichochea zaidi moto wa kufanya usafi kwa wananchi wa eneo hilo.

Shingo alisema katika mtaa wao kunavikundi ambavyo vinasaidia kufanya usafi ambapo wamegawa maeneo na utaratibu huo umesaidia kuyaweka mazingira katika hali ya usafi.

Duka la dawa la MSD lazinduliwa ndani ya hospitali ya Mount Meru

Naibu Waziri huyo pia amewahimiza watendaji wa MSD kuwa waadilifu, kuwajali na kuwasilikiza wateja na kutumia lugha nzuri wakati wa kuwahudumia wateja, huku akitoa angalizo kwa wale wanao kiuka taratibuza ajira kuwa watachukuliwa hatua za kinidhamu.

Kwa upande, Mwenyekiti wa Bodi ya Wadhamin iya MSD, Prof. Idris Mtulia ameeleza kuwa MSD inaweza kufanya vizuri zaidi endapo changamoto za sheria ya manunuzi, mgawo mdogo wafedha kwa vituo vya Afya, hospitali na zahanati, na mgawo wafedha kuja kwa mafungu zitafanyiwa kazi.

Naye Mkurugenzi Mkuuwa MSD, Laurean Bwanakunu ameeleza kuwa MSD itakuwa na maduka manne tu (mkoani Dares Salaam, Mwanza, Arusha na Mbeya). Amesema MSD inafanyama mawasiliano na hospitali za mikoa ili ziwe na maduka ya hospitali wanayoendesha wenyewe na kisha MSD iwauzie dawa na kuwawezesha utaalamu wa kuendesha maduka hayo.

Naibu Waziri wa Afya, Maendeleo ya Jamii, Jinsia, Wazee na Watoto, Dk. Hamisi Kigwangalla, amesema Bodi ya Dawa (MSD) "ina majipu" na ametoa siku 14 kwa Mkurugenzi Mkuu wa bodi hiyo, Laurean Bwanakunu kuyatumbua mwenyewe.

Dk. Kigwangalla alitoa siku hizo wakati akifungua duka la dawa la MSD katika Hospitali ya Mkoa wa Arusha ya Mount Meru ambalo litakuwa likihudumia mikoa ya Kanda ya Kaskazini ya Tanga, Kilimanjaro, Arusha na Manyara jana.

Kanda hiyo inajulikana kwa MSD kama Kanda ya Moshi ikiwa ni ya pili kwa ukubwa, ikihudumia vituo vya afya 919, hospitali maalum mbili, hospitali za rufaa 25, hospitali za kanda moja (KCMC), hospitali za dini 30 na vituo vya na zahanati 852.

Kanda inayoongoza kwa ukubwa ni ya Mwanza yenye vituo 1,230.

“MSD ina majibu mengi makubwa na madogo ya uchungu," alisema Dk. Kigwangala na kufafanua, "nilitembelea Muleba nikaona kuna maununuzi ya ajabu, nimeanza kuyafanyika kazi malalamiko hayo.

“Uchunguzi nilioufanya majipu hayo (Mkurugenzi Mkuu) umeyakuta, sasa nakupa wiki mbili uyatumbue mwenyewe… ukishindwa mimi nitakuja kuyutumbua na kuyakamua.”

Aidha Dk. Kigwangala alitoa onyo kwa watumishi wote wa afya kuachana na tabia ya kuhujumu dawa zinazoletwa kwa ajili ya wananchi.

Alisema serikali ya awamu ya tano, yenye kauli mbiu ya ‘Hapa Kazi Tu’ haitawavumilia watumishi wa aina hiyo na kama wapo waanze kujipima kabla rungu halijawafikia.

Hata hivyo, Dk. Kigwangalla aliipongeza MSD kwa kufikisha dawa moja kwa moja hadi kwa mlaji, yaani hospitali, vituo vya afya na zahanati.

Lakini alisema, kazi ya usambazaji wanayofanya ina changamoto nyingi hivyo wanapaswa kujiuliza iwapo dawa hizo zinawafikia walengwa ambao ni wananchi au zinaishia kwenye mikono mingine isiyokusudiwa.

Akizungumzia dawa za serikali, alisema Serikali imeanza utekelezaji wa uwekaji nembo ya GoT katika vidonge vyote na akawapa changamoto ya kutengeneza mkakati sambamba na huo wa kuweka nembo maalum.

“Hii itasaidia dawa hizo kutambulika kirahisi na mwananchi pamoja na vyombo vingine vya usalama ili kudhibiti zisiende kwenye mfumo usio rasmi,” alisema.

Aidha aliitaka MSD kuhakikisha kunakuwa na utaratibu wa kubandika matangazo ya uwepo wa dawa hizo kwenye mbao za matangazo ili kila mwananchi afahamu aina ya dawa zilizoletwa na wasikabidhi dawa kama hakuna wawakilishi wa wananchi.

Mapema Mkurugenzi Mkuu wa MSD, Bwanakunu, alisema baada ya ufunguzi wa duka hilo lililogharimu Sh. milioni 47 kukarabati majengo pamoja na vifaa, bila kuchelewa wanatarajia kufungua duka lingine mkoani Mbeya, ambapo sasa yatafikia idadi ya maduka manne.

Kuhusu mikoa mingine iliyosalia, alisema wataendelea kufanya mawasiliano na viongozi husika wa mikoa ili MSD iwauzie dawa kwa ajili ya maduka wanayoyaendesha wenyewe yaliyopo hospitalini mwao.

Alitaja mikoa ambayo mazungumzo hayo yamefanyika kuwa ni Ruvuma, Rukwa, Singida, Shinyanga, Geita, Kagera na Iringa.

Kuna ile madaktari wanaita Benign Prostate Hyperplasia. Kuna dawa ya ku-control kwa sababu ikikua huminya kibofu Na kufanya uende haja ndogo mara Kwa mara. Niwasihi sana wanaume tuache myths za kijinga Na uoga usio Na maana. Matatizo ya tezi dume yakigundulika mapema hutibika. Kuna njia tatu ninazozifahamu Za kupima tezi dume, tuzipitie kama nilivyozinukuu:

1. PSA blood test (nimeshafanya kipimo hiki ikiambatana Na cha ultrasound)

PSA is a protein produced by both normal and cancerous prostate cells. A high level of PSA can be a sign of cancer. But your PSA level can also be raised in prostate conditions that are not cancer (are benign) or if you have an infection. To check for PSA (prostate specific antigen), your doctor takes a sample of your blood. Your doctor may want to rule out a urine infection before carrying out a test. If you’ve had a urine infection, you shouldn’t have a PSA test for at least a month after your treatment finishes. 

PSA is usually measured in nanograms per millilitre of blood (ng/ml). There is no one PSA reading that is considered normal. The reading varies from man to man and the normal level increases as you get older. But the following values are a rough guide
3 ng/ml or less is considered to be in the normal range for a man under 60 years old
4 ng/ml or less is normal for a man aged 60 to 69
5 ng/ml or less is normal if you are aged over 70.

A reading higher than these values but less than 10 ng/ml is usually due to a non cancerous (benign) enlargement of the prostate gland. A reading higher than 10 ng/ml may also be caused by benign prostate disease, but the higher the level of PSA, the more likely it is to be cancer. Sometimes a cancer may be diagnosed in a man with a PSA reading within the normal range. But usually, the higher the reading, the more likely it is to be cancer.

Some men have PSA levels in the hundreds (or even thousands) when they are diagnosed. The higher the level of PSA at diagnosis, the more likely the cancer is to spread quickly.
PSA blood tests are also used to monitor how well prostate cancer treatment works or to decide whether you need treatment. If your PSA is stable, it is a sign that a cancer is not growing or spreading. Successful treatment shrinks cancer and so the PSA level in the blood then falls.


2. Rectal examination (nadhani ndo wanaume tunachokiogopa)

Your doctor puts a gloved finger into your back passage (rectum) to feel your prostate gland and check for abnormal signs, such as a lumpy, hard prostate. Doctors call this test a digital rectal examination (DRE).

3. Rectal ultrasound (hii hasa ni kuchunguza tezi dume kitu Kama ukubwa wake)


You may have a rectal ultrasound scan to examine the prostate gland. It is called a trans rectal ultrasound (TRUS). You will need to make sure you have had a bowel movement beforehand so that your rectum is empty when you go for your appointment. 

Your doctor puts a small ultrasound device into your back passage. It produces sound waves to create a clear picture of the prostate gland. This test is uncomfortable, but shouldn’t hurt. It does not take long.
