Overall Objective
The Finance Controller will oversee the financial management for the DRC Tanzania Programme and will be under the supervision and direction of the Head of Finance and Administration .

Financial Management
- Oversee and manage daily accounting and finance functions including the timely recording of transactions, cash management, banking, payroll ,Budgeting , receivables, and payables.
- Monitor systems for financial operations in the offices and in Camps in accordance with the DRC Handbook and donor regulations, including systems for cash flow management, budgeting, consolidation of accounting information, internal controls, financial reporting, financial recordkeeping, grant management and compliance.
- Maintain banking relations and plan/monitor country cash flow requirements to ensure the smooth implementation of DRC programs.
- Provide monthly standard accounting submissions to Head Quarters, including cashbooks and cash counts, as well as other financial information in a timely and accurate manner.
- Provide monthly management reports which will include expenditures by each sector, and other financial information, in a timely and accurate manner.
Quality Management
- Perform internal audits and reviews as required to ensure compliance with DRC and donor requirements.
- Conduct due diligence on any purchases as required by DRC- policy.
- Ensure finance complies with procurement policies and procedures for all goods and services.
Planning, budgeting and donor reporting
- Develop periodic budgets with the Program Manager(s) and implement grant budgeting and forecasting systems with the program Managers
- Plan and maintain over-sight of co-funding requirements and develop budgeting tools as needed
- Develop budgets for new project proposals and budget revision in collaboration with the Program manager and HoFA.
- Prepare donor financial reports as per donor guidelines.

- Bachelor of Commerce degree holders along with 5 year relevant experience are also eligible to apply.
- Master level or equivalent degree in Accounting or Finance (e.g. M.Com, MS / MBA Finance) will be an added advantage.
Experience:
- Minimum 3 year experience in the field of accountancy / finance.
- For Bachelor degree holders the Minimum experience is 5 years including 2 years relevant experience with INGO.
Technical Skills:
- Excellent knowledge of basic accountancy principles and practices.
- Proficient user of MS Office applications especially MS Excel.
- Knowledge of ECHO, UN / Donor procedures and practices is added advantage
- Membership to Accounting professional body would be an added advantage
- Language Skills: English is mandatory.
