Tanzania: Evaluation Strategic Planning Consultant

Under supervision of the M&E Specialist of UNICEF Tanzania, the consultant will facilitate the process of revision of the TanEA Strategic Plan 2016 - 2021. The process will be initiated through a two day conference engaging the members in strategic setting of goals for the association, with the overall objective of strengthening the national evaluation culture. The conference will be followed by consultations with key national stakeholders in the area of monitoring and evaluation of major national plans. In continuous close consultation with the association’s members the consultant will write up the Strategic Plan based on the deliberations and outcome of the conference. The draft Strategic Plan will be discussed in a workshop with the association members and finalized by the consultant incorporating the stakeholder comments.

The Strategic Plan should contain:

•A situation analysis discussing the national evaluation capacity and current national strategic use of evaluations in policymaking and sector planning;
•The comparative advantages and weaknesses of TanEA and its strategic placement in the national evaluation environment;
•Strategic objectives for the applicable time period with clear milestones;
•A results framework and M&E plan with set indicators and method of monitoring
•A costing of the Strategic Plan and associated financing strategy

Expected Deliverables
•Facilitation of a two days conference with the objective of setting strategic objectives for the TanEA Strategic Plan
•Brief note on outcome from consultations with key national stakeholders
•Conference report clearly highlighting the outcome of conference
•Draft TanEA Strategic Plan for 2016-2021, as specified above
•Facilitation of one workshop to review draft strategic plan
•Finalized Strategic Plan incorporating comments from stakeholders

Expected Qualification and Experience: Advanced university degree in social sciences, public administration, economics or related areas with a specific focus on evaluation.
At least eight years progressively responsible professional work experience in the area of monitoring and evaluation and strategic planning.
Demonstrated experience with strategic planning, preferably in the area of evaluation.
Previous experience supporting strategic planning of national evaluation associations an asset.
Dynamism and excellent coordination, problem-solving and partnership building skills are required.
Good communication, facilitation and negotiation skills including facilitating workshops are required. Strong analytical and writing skills.
Knowledge of Kiswahili is an asset.
