Project Co-Manager and Advisor on NRM/LED - TANZANIA

For the project “Natural Resource Management for Local Economic Development in Kigoma Region”

Ref.: TAN/13/029-1B

Location: Kigoma, Tanzania. The Technical Assistant will be based in the Regional Secretariat of the Kigoma region.

Duration of the contract: 32 months

Probable starting date: January 2017

Monthly salary package: between 5.633,37 euros and 7.980,52 euros (this includes the gross monthly salary and the expat benefits: hardship allowance and expat allowance). The salary is calculated, depending on the composition of the family and the number of years of relevant experience.

  • This project is part of the Indicative Development Cooperation Programme (IDCP) between Belgium and Tanzania signed on 26th October 2009. Under this Programme Natural Resource Management (NRM) is one of the focus sectors for the Belgian Cooperation.
  • Within the recent policy framework, the Ministry of Natural Resources and Tourism (MNRT) requested the support of a project for the development of a coherent bottom-up approach for decentralized NRM for LED to be executed in Kigoma region.
  • The specific objective of the project is “An improved enabling environment and strengthened capacities for sustainable management of Natural Resources linked to an equitable Local Economic Development result in increased benefits for the communities of selected landscapes in Kigoma Region”.
  • The direct beneficiaries of the project are the local users of Natural Resources organized in Community Based Organizations, Local, and Regional Government Authorities, non-state service providers and the private sector for those who associate themselves with the project implementation through partnerships in order to improve the management of Natural Resources in interaction with community partners.
  • Under the BTC Resident Representative, the International Technical Assistant will represent BTC in the co-management of the project. He will advise and assist the National Project Manager with technical and strategic guidance. In addition, the Project Co-Manager is supervising, coordinating and guiding the staff of the Project Implementation Unit (PIU) and the work executed through contracted service providers or in partnership with other partners. This in cooperation with the partner structure as agreed in the project technical and financial file (TFF).
Main duties and responsibilities:
  • Represent BTC in relation to project planning, implementation, monitoring and reporting;
  • Ensure, with the support of the International Finance Advisor (based in Kigoma), proper financial management and execution of the project as described in the TFF including the monitoring of expenditures and use of BTC contribution and assets;
  • Ensure the implementation of a M&E system which is oriented toward achieving results and supports strategic and operational management, evidence based learning and accountability for the results achieved;
  • In collaboration with the National Project Manager, give guidance to the National Technical Advisors of the PIU and those in charge of assisting the District Facilitation Teams for the project implementation;
  • In collaboration with the National Project Manager, plan and coordinate the intervention with development partners, develop ToR, tender documents and openly advertise and evaluate proposals for Service Provider contracts, and monitor the contract performance;
  • Liaise with other relevant regional or national institutions for sharing of information, experiences and lessons learned;
  • Ensure that capacity assessments are undertaken and that adequate training programs and skill development are put into place for PIU, Local Government Authorities, NGO’s and implementation partners;
  • Make sure the crosscutting themes of the Belgian Cooperation are taken into account as described in the TFF, with special attention for gender and aids & HIV;
  • In collaboration with the National Project Manager, ensure that annual and periodical consolidated budgets, work plans and reports are produced and submitted in time to the Joint Local Partner Committee (JLPC), Government of Tanzania (through MNRT) and BTC-Brussels (through the BTC Resident Representative);
  • In collaboration with the National Project Manager, serve as secretary to the JLPC meetings;
  • Any other function related to the project that may arise.

  • Master Degree in Natural Resources Management, Agronomy, Economics, Environmental science and related fields;
  • A minimum of 10 years relevant professional experience, of which at least 5 years with Community Based Natural Resource Management (CBNRM) and/or, landscape approach related to Local Economic Development ;
  • A minimum of 7 years professional experience as a project manager and team leader of multidisciplinary teams;
  • Proven experience with financial management of donor funded projects;
  • Proven expertise in the development, implementation and monitoring of projects on NRM and LED, preferably in East Africa;
  • Knowledge of and experience with the governance dimension of decentralization of natural resource management;
  • Proven expertise in institutional strengthening and capacity building of related stakeholders (State & Non-state actors)
  • Proven experience with deriving sustainable economic benefits from natural resources
  • Experience in participatory and multi-stakeholder processes;
  • Experience with Land Use Planning would be an additional asset;
  • Experience with an important gender component will be an asset;
  • Competencies:
  • An excellent and inspiring team manager;
  • A good communicator, skilled in capacity assessment and capacity development and in facilitating multi-stakeholder processes and team working;
  • Positive and open attitude towards gender issues
  • Excellent oral and written communication skills in English, knowledge of Swahili would be an asset;
  • Knowledge of MS Windows, Word, Excel and PowerPoint. Demonstrated experience with GIS software would be a definite advantage.
  • Willing and able to be based permanently in Kigoma, travel extensively with extended stays in remote and rural locations.
