ABOUT THE ROLE
Job title: Monitoring & Evaluation Assistant Coordinator
Location: Dar es Salaam
Salary: TSH 20,862,197 gross per annum
Benefits: 24 days annual leave, rising to maximum of 28 days with additional years of service. International travel insurance, up to 5 days study leave and relocation contribution if applicable.
Preferred start date: As soon as possible
Length of contract: 1 year with possibility of extension based on performance
Reports to: Monitoring & Evaluation Coordinator
Direct reports: Nil
Expected travel: You will be expected to travel in-country on a regular basis
KEY PRIORITIES
Key Responsibilities
Dissemination of monitoring and evaluation data and reports internally and externally
Development and implementation and oversight of appropriate M&E systems, indicators and tools
Capacity building of Restless Development Tanzania staff and volunteers in M&E
Monitoring, Evaluation & Reporting
Consolidate monthly data from district staff and volunteers, ensure quality preparation and timely submission of reports to staff and funding partner
Contribute to the preparation of marketing materials and fundraising proposals such as the annual, quarterly and monthly reports
Present and disseminate monitoring and evaluation findings to appropriate stakeholders, including government, funding partner and other programme partners
Implementation of M&E Systems and Tools
Ensure monitoring and evaluation systems and tools, data collection, entry, cleaning and storage are appropriately implemented by project staff and volunteers
Ensure monitoring and evaluation data is analysed to an appropriate standard and that results of analysis inform project decision making
Coordinate implementation and analyse date from surveys, evaluations and research as requested by management
Development of M&E System and Tools
Develop and refine the project log frame, systems and tools to ensure the project is being monitored and evaluated effectively, efficiently and in line with national strategies and donor requirements
To share ideas and best practice with other programme partners, staff and stakeholders
To assist on the continual review and improvement process via the Evidence Based Decision Making framework with regards to Restless Developments monitoring and evaluation function.
Capacity Building for Programme Quality
Ensure that all programme staff and volunteers have the capacity to conduct field work, coordinate output monitoring, analyse basic monitoring data and present findings
To design and coordinate the implementation of appropriate training programmes and support systems for staff and volunteers to ensure quality implementation of monitoring and reporting tools
Plan, lead and evaluate regular M&E training workshops to build the capacity of project staff in use of M&E data for programme improvement.

Financial Management
Support the finance team to manage and monitor the programme budget in accordance with policy
Ensure that all funds are accounted for on time and accompanied by the required documentation enabling accurate and timely reporting.
Support the development of financial reports as required.

Other duties as required.
You may occassionally be required to work on weekends and/or public holidays, for which time off in lieu will be granted
SKILLS AND EXPERIENCE
Essential
University degree in relevant field of study (e.g. development, social science or statistics)
Fluent written and spoken Kiswahili and English

At least one year of experience working in monitoring and evaluation, including design of systems and tools, data analysis and report writing
An understanding of contemporary development issues particularly of Youth Sexual Reproductive Health, Livelihoods, and Civic Participation.
Desirable
Excellent IT, including relevant M&E packages (EpiInfo, SPSS etc)
Excellent data consolidation and reporting skills
Ability to travel regularly to project areas and spend nights if necessary
Good interpersonal and communication skills
A high level of motivation and ability to work independently as well as part of a team
Experience working in a youthful, multicultural environment
