The Tanzania Ministry of Foreign Affairs, East Africa, Regional and International Cooperation wishes to inform the world and all football fans that Mr. Mbwana Aly Samatta, the African Player of the Year based in Africa is a citizen of Tanzania and not of Botswana or Tunisia as was reported by NBC Sports.com and several other international media.

Mr. Samatta is one of the star players of the Tanzania national team (Taifa Stars) currently playing for TP Mazembe Club in the Congo DRC.

The Tanzanian icon was announced by the Confederation of African Football (CAF) as the African Player of the Year based in Africa in an event that took place in Abuja, Nigeria on 07th January, 2016. Mr. Samatta becomes the first player from East Africa to win the prestigious title.

The Ministry takes this opportunity to thank Mr. Samatta for placing Tanzania on the international football stage and congratulate him for the victory well deserved.

Now That He's A Dad, Tanzanian Doctor Is An Advocate Of Prudent Panic

Namala Mkopi always wanted to be a pediatrician. He doesn't know exactly who or what inspired him. He just wanted "to treat kids."
And nothing would stand in his way, not even biology. "It wasn't my thing," he admits. "I never really liked biology."
Today, at age 38, he is a pediatrician and an advocate for child health in his native Tanzania. The vice president of the Pediatric Association of Tanzania, he has led national campaigns to introduce childhood vaccines and has traveled to the United States to gain support for child and maternal health programs. One success story has been the 2013 introduction of the vaccine against rotavirus, the most common cause of diarrhea in infants and young children.
"Every child is now getting the vaccine," Mkopi reports. He used to see 45 patients at a time in his hospital's ward for children with diarrhea. Today, he says, "we are seeing very few cases and most are older children who didn't get the vaccine."
On a visit this past fall, Mkopi stopped by NPR headquarters to talk about his philosophy of child-rearing (which has changed now that he is a parent to Nolan, age 4) and why people need to pay more attention to a disease no one likes to talk about: diarrhea.
This interview has been edited for length and clarity.
How do you like being a dad?
It's nice to have kids around. It gives you peace and understanding, and you treasure life so much.
Has being a parent changed your views about raising kids?
I appreciate what parents are going through, why they're so worried, and [their] need of making sure their kids survive. Because I will do anything to make sure my child survives.
At least your son has a doctor as a dad.
When my child has the flu, I freak out. I actually don't feel like I'm a doctor anymore. I feel like, "Oh my goodness, I have to take my kid to a doctor." When parents panic, I understand why they panic. I put myself in their shoes and I understand.
Is panic a good parenting reaction or a bad one?
A parent who panics and goes to the hospital early is a safer kind [of parent] than those who are, "Everything will be OK, it's just a cold, it's just passing." We have kids who are so very sick come into the hospital, because a parent was feeling, "Everything is OK, nothing bad will happen." But eventually bad things happen. It's better for parents to panic and give kids the attention they need — even if you go to the hospital and they tell you it's nothing, just a cold. It's better than not knowing what's going on with your child.
Here in the West a lot of parents are overprotective — they won't let their kids play on their own outside, for example. Are there overprotective parents in Tanzania?
Overprotective parents? I guess that's a disease of development. Because when I was a kid I was free to play with anybody, anywhere. I would just disappear the whole day, nobody would make any noises. I was just supposed to appear for meals. That [kind of life] still exists with low-income families but rich people are very overprotective with their kids. They do not play where we used to play, in the dust.
What's your preference: overprotected kids or free-range kids?
I wish I could just let my son play with other kids. But at the same time I know the danger out there. People are now reckless, riding motorbikes like they are crazy, driving their cars with high speed. People are just so rough on the roads. It makes me feel like I have to comply with the disease of development — because just like that, something bad can happen. We are seeing a lot of kids rushed to the hospital because they've been knocked by motorbikes, knocked by cars.
One disease that can take a toll is a disease that doesn't get a lot of attention in the media: diarrhea. What's the message you'd like people to get about diarrhea?
The one key thing is that diarrheal disease kills if not attended. One should seek medical attention immediately.
Do you have a story that illustrates the seriousness of diarrhea?
One day my wife woke me up around 3 a.m. and told me somebody's calling. I couldn't hear the phone ringing — work that day was so much I was so wasted and tired. That person was crying. What I could hear was, "My child is very sick, help me." I told that lady, "Go to the hospital, we will meet up there."
I live 8 kilometers from my hospital, so I drove like a zombie. She [turned out to be] my junior colleague, she's a doctor as well. Her child was about 9 or 10 months and had a bout of diarrhea. The child was unconscious and in shock, severely dehydrated. We couldn't find blood vessels to give fluid so I had to find access through the bone and push [in] some fluids. I asked, "When did the child start having diarrhea?" It was less than 24 hours.
The child survived. I left the hospital at 8, and I just went home and changed and came back to work.
You must have still felt like a zombie.
When the child survives you feel happy the whole day.

Akizungumza na mwandishi wa habari hizi, Kamanda wa Polisi wa Mkoa wa Kagera, Augustino Ollomi alisema binti huyo alitakiwa kujiunga na masomo ya sekondari katika Shule ya Sekondari Kagera ya wilayani Misenyi.

Alisema wazazi wa watoto hao walimuona binti yao akiwa na mabadiliko ambayo yaliwashitua na kuchukua uamuzi wa kumpeleka katika Kituo cha Afya kupima ujazuzito.
“Baada ya kufanyiwa vipimo iligundulika kuwa ana ujauzito wa miezi minne, ndipo wakaja kwetu kutoa taarifa na kwa sasa tumemkamata mtuhumiwa na muda wowote atafikishwa mahakamani.
“Mtoto huyo amekiri mwenyewe baada ya kufanya naye mahojiano kuwa ni kaka yake aliyempatia ujauzito na kwamba alikuwa anambaka siku za nyuma,” 
alisema Kamanda Olomi.

Statement by the EAC regarding Burundi

PRESS STATEMENT
  1. The Minister for Foreign Affairs, EAC, Regional and International Relations of the United Republic of Tanzania, also Chairperson of the EAC Council of Ministers, Hon. Ambassador Dr. Augustine Mahiga, convened a Consultative Meeting in Arusha on 6th January 2016 to deliberate on the way forward on the situation in Burundi,

  2. The meeting was attended by the Hon. Georges Rebelo Pinto Chikoti, Minister of Foreign Affairs of the Republic of Angola, also Chairperson of the Regional Inter-Ministerial Committee of the International Conference on the Great Lakes Region (ICGLR); Hon. Dr. Crispus Kiyonga, Minister for Defence of the Republic of Uganda and representative of President Yoweri Museveni, the Facilitator of the Dialogue; Ambassador Dr. Richard Sezibera, EAC Secretary General; Mr. Kassimi Bamba, from the African Union Office in Burundi and the Great Lakes region. Others in attendance were senior officials accompanying the esteemed leaders of delegation.

  3. The consultative meeting was a follow up on the re-launch of the dialogue in Kampala by President Yoweri Museveni on 28thDecember 2015, in his capacity as Facilitator of the Burundi dialogue.

  4. The meeting noted with appreciation and expressed support for the steps taken in particular by the EAC, the AU and the UN and the resultant Communiques and related pronouncements including by the EAC Emergency Summits of 13th May and 6th July 2015; by the AU Peace and Security Council on 17th October, 13th November and 17th December 2015; the United Nations Security Council’s Presidential Statement of 28th October 2015 and the United Nations Security Council’s Resolution 2248(2015) of 12th November 2015.

  5. The meeting expressed concern on the continued political crisis in Burundi and its potential to degenerate further with far reaching humanitarian implications; and in that regard reiterated the need for the parties to embrace political dialogue as the only feasible way to end the crisis in Burundi.

  6. The meeting expressed support for the facilitation efforts under President Yoweri Museveni and noted that the dialogue scheduled for 6th January 2016 did not take place due to ongoing consultations. The meeting committed to intensify consultations with the Burundi government and the opposition with a view to continue the Burundi political dialogue as soon as possible.

  7. The meeting thanked Hon. Amb. Dr Augustine Mahiga for convening the Consultative meeting and expressed appreciation to the Government of the United Republic of Tanzania and the EAC Secretary General for the conducive environment that facilitated the deliberations.

Waziri wa Mambo ya Nje, Ushirikiano wa Afrika Mashariki, Kikanda na Kimataifa Mhe. Dkt. Augustine Mahiga ameihakikishia dunia leo kuwa mazungumzo ya kuleta amani nchini Burundi bado yanaendelea vizuri licha ya taarifa zilizosambaa kuwa mazungumzo hayo yamegonga mwamba.

Dkt. Mahiga ameyasema hayo kwenye mkutano na waandishi wa habari wakati wa uzinduzi wa mashauriano baina yake na Mhe. George Pinto Chicoti, Waziri wa Mambo ya Nje wa Angola na Mwenyekiti wa Baraza la Mawaziri wa Nchi za Ukanda wa Maziwa Makuu (ICGLR); Mhe. Dkt. Crispus Kiyonga, Waziri wa Ulinzi wa Uganda ambaye ni mwakilishi wa msuluhishi wa mgogoro wa Burundi Rais Yoweri Kaguta Museveni, pamoja na Dkt. Aidha Waziri Mahiga alisema mazungumzo hayo pia yanalenga kubadilishana ushauri, mawazo na kuandaa taarifa ya pamoja kabla ya mikutano mikubwa ya kikanda; yaani ule wa Nchi za Ukanda wa Maziwa Makuu (ICGLR Summit), Jumuiya ya Afrika Mashariki (EAC Summit) na Umoja wa Afrika (AU Summit) inayotarajiwa kufanyika mwezi Januari mwaka huu.

Dkt. Mahiga alisema mazungumzo yao yaliyojumuisha nchi za Tanzania, Angola na Uganda ambazo zimekasimiwa majukumu ya uenyekiti na usuluhishi na jumuiya zao, yatatoa uelewa wa pamoja wa jinsi ya kuendesha mashauriano ya kuleta amani ya kudumu kabla ya mikutano tarajiwa ambayo pamoja na mambo mengine, itajadili pia suala la amani na usalama nchini Burundi.

“Naomba nirudie tena mbele yenu waandishi wa habari kwa niaba ya Serikali ya Jamhuri ya Muungano wa Tanzania, chini ya uongozi wa Rais Dkt. John Pombe Magufuli; kama wenyekiti wa jumuiya hii, bado tuna nia ya dhati kabisa ya kuhakikisha kuwa kwa pamoja tunapata suluhu ya mgogoro huu, ambayo ni muhimu sana kwa usalama na maendeleo ya eneo letu na bara la Afrika kwa ujumla” alisisitiza Dkt. Mahiga kabla ya kuanza mazungumzo ya faragha na viongozi wenzake.
Waziri Dkt. Mahiga alipongeza jitihada za wadau wengine na jumuiya ya kimataifa zinazoendelea ili kuhakikisha amani ya kudumu inapatikana nchini humo.

Waziri wa Nchi Ofisi ya Rais TAMISEMI Mhe. George Simbachawene (Mb) amemuagiza Mkurugenzi wa Manispaa ya Ilala kumsimamisha kazi mara moja Kaimu Afisa Biashara wa Manispaa ya Ilala Bw. Dennis. N. Mrema kuanzia leo tarehe 07 Januari, 2016 kwa kosa la kusababisha upotevu wa Mapato ya Serikali kutokana na urasimu wa kukusudia, mazingira ya rushwa na uzembe katika utoaji wa leseni za Biashara.

Kutokana na hali hiyo Mhe. Waziri wa Nchi Ofisi ya Rais TAMISEMI ameelekeza Mkurugenzi wa Halmashauri ya Manispaa ya Ilala kumuondoa kwenye nafasi yake Kaimu Afisa Biashara wa Manispaa ya Ilala na nafasi yake kukaimiwa na mtu mwingine ili kupisha uchunguzi zaidi juu ya tuhuma zilizotolewa dhidi yake.

Mhe. Waziri wa Nchi Ofisi ya Rais –TAMISEMI amefikia uamuzi huu baada ya kupokea malalamiko mengi kutoka kwa Wafanyabiashara ambao wamemlalamikia Mtendaji huyu kwa ukiukwaji wa Sheria, Kanuni na Taratibu za utoaji wa Leseni za Biashara, Urasimu na Mazingira ya rushwa.

Katika uchunguzi wa awali uliofanyika kwenye Halmashauri ya Manispaa ya Ilala mambo yafuatayo yamegundulika:

(i) Ukiukwaji wa Makusudi wa Sheria, Kanuni na Taratibu za utoaji wa Leseni za Biashara.
(ii) Kutoa Leseni za Biashara zaidi ya 843 bila kuwa na Vyeti vya uthibitisho wa Walipa kodi ‘Tax Clearance Certificates” hivyo kuikosesha Serikali Kodi ya Mapato.

(iii) Kukaa na fomu za Wafanyabiashara 336 kwa muda mrefu bila sababu za msingi.

(iv) Kukiuka Mwongozo wa Mkataba wa Huduma kwa wateja ambao unamtaka Afisa Biashara kutoa Leseni za Biashara ndani ya siku 2 hadi 3 baada ya muombaji kuwasilisha maombi yake ya kupatiwa Leseni ya Biashara.

Aidha, Mheshimiwa Waziri wa Nchi , Ofisi ya Rais-TAMISEMI amewaagiza Maafisa Biashara wote nchini watoe huduma za Leseni kwa kuzingatia Sheria, Kanuni na Taratibu , kuacha urasimu na kujiepusha na vitendo vya rushwa.

Rais mstaafu Benjamin Mkapa amesema yuko tayari kufanya kazi yoyote na kutoa ushirikiano wake kwa serikali ya Rais John Magufuli endapo atahitajika.

Mkapa aliyeambatana na Waziri Mkuu Mstaafu Joseph Warioba ametoa kauli hiyo leo punde baada ya kukutana na Rais John Magufuli Ikulu, Dar es Salaam.

“Rais Mstaafu Mkapa pia amemhakikishia Rais Magufuli kuwa yuko tayari kutoa ushirikiano wakati wote ama kufanya kazi yoyote endapo atahitajika kufanya hivyo,” taarifa iliyotolewa na Ikulu leo mchana imeeleza.

Kwa mujibu wa Ikulu, malengo ya mkuu huyo wa zamani wa nchi kukutana na Rais Magufuli ni kumpongeza kwa dhamana aliyopewa na Watanzania kuiongoza nchi, kuunda serikali na kumtakia heri ya Mwaka Mpya.

Taarifa hiyo imeongeza kuwa, waziri mkuu mstaafu Jaji Joseph Warioba amempongeza katika juhudi zake katika kusimamia ukusanyaji wa mapato, kubana matumizi na kuelekeza matumizi kwenye maeneo muhimu ambayo yanawahusu wananchi yakiwemo afya na maji.

Waliochukua mabilioni ya wahisani iil kusitawisha uchumi waanza kujisalimisha kwa Rais Magufuli

SIKU moja baada ya Serikali kuzitaka kampuni 980 zinazodaiwa fedha zilizotolewa na wahisani chini ya Mpango Maalumu wa Kuagiza Bidhaa na Malighafi kutoka Nje (CIS), baadhi ya vigogo wameanza kujisalimisha kwa Serikali ya Rais John Magufuli.

Hatua hiyo imetokana na mpango wa Serikali kupitia Wizara ya Fedha na Mipango, kuwataka wafanyabiashara wakubwa waliochota mabilioni hayo kuyarudisha kwa mujibu wa sheria.

Inaelezwa kupitia mpango huo, zaidi ya makampuni 900 yaliyokopeshwa fedha hizo zinazofikia Sh bilioni 349, yalishindwa kuzirudisha fedha hizo, huku wengine kuona kama zawadi kwao.

Kampuni hizo zilizokopeshwa fedha hizo chini ya mpango huo, zimekuwa zikirudisha kwa kusuasua na nyingine zikionyesha nia ya kutorejesha mikopo hiyo, huku Serikali ikilazimika kutoa miezi sita kwa kampuni zote kutakiwa kulipa madeni hayo.

HISTORIA YA FEDHA ZA CIS


Fedha hizo za kigeni zilitoka kwa wahisani kuanzia mwaka 1980 -1992/93 kwa lengo la kuipa serikali uwezo wa kuimarisha uchumi wake.

Fedha hizo zililengwa kwa taasisi, kampuni, viwanda na biashara mbalimbali ili kuzipa uwezo wa kuagiza bidhaa na malighafi kutoka nje, kwa kuwa wakati ule nchi ilikuwa na upungufu mkubwa wa fedha za kigeni.

Fedha za CIS zilitolewa kama mikopo yenye masharti nafuu, ambapo wakopaji walitakiwa kulipa deni bila kutozwa riba, lakini mkopaji akichelewa kulipa katika kipindi cha miezi 18, mkopo huo huwa na riba ya asilimia 17.

Fedha zilizokusanywa kutokana na malipo ya deni zilikuwa zinachangia mapato ya Serikali (bajeti) pamoja na miradi maalumu ya maendeleo, baada ya makubaliano na wahisani husika.

ZITTO AIBUA MADUDU

MTANZANIA ilimtafuta aliyekuwa Mwenyekiti wa Kamati ya Bunge ya Hesabu za Serikali (PAC), Zitto Kabwe ambaye alionesha wasiwasi wa kufanikiwa kwa kazi hiyo chini ya Kampuni ya Msolopa Investment Ltd, iliyopewa kazi ya kukusanya madeni hayo .

Alisema mwaka 2013, PAC ilipowaita viongozi wa Hazina kuelezea kuhusu makusanyo hayo ya madeni walieleza kuwa makampuni mengi yamekufa hali iliyowafanya wapate ugumu katika kukusanya fedha zote.

“Kati ya madeni yaliyokuwa yakidaiwa ni Sh bilioni 379 na zilizokusanywa ni Sh bilioni 142 pekee na Kampuni ya Msolopa na kiasi kilichobaki jibu lao Hazina walisema makampuni yaliyokuwa yanadaiwa yalikuwa feki,” alisema Zitto.

Zitto ambaye pia ni Mbunge wa Kigoma Mjini (ACT-Wazalendo), alisema kampuni nyingi ambazo hazijalipa fedha hizo za CIS zimeshafungwa.

“Baada ya kubainika kwa hayo ilibidi Kamati ya PAC, kuagiza Hazina waunde kikosi kazi kufuatilia suala hilo, lakini tangu mwaka huo 2013 sikusikia chochote hadi juzi niliposikia Serikali imetangaza kumpatia kazi ya ukusanyaji madeni Kampuni ya Msolopa ambayo mwaka 2013 tulielezwa kuwa ilishindwa kazi hiyo,” alisema Zitto.

Ametaka jambo hilo kufanyiwa kazi hadi mwisho kwa sababu imekuwa ni kawaida kuibuka na kuzama kila wakati ambapo kwa upande wa PAC ilifanya kazi kwa kiwango chake, hivyo kwa sasa Serikali inatakiwa kufanyia kazi kwa uwazi na kuzingatia haki.

“Orodha ya wadaiwa iko wazi na Kamati ya PAC ilipewa na Kampuni ya Msolopa ilipewa orodha hiyo na inapaswa kuwekwa wazi na wapo wafanyabiashara na mashirika ya umma yaliyobinafsishwa,” alisema Zitto.

KAULI YA WIZARA YA FEDHA

Kutokana na tangazo la Wizara ya Fedha na Mipango, ambalo lililosaini na Katibu Mkuu, Dk. Servacius Likwelile, MTANZANIA ilifika wizarani hapo na kuzungumza na Msemaji wa wizara hiyo, Ingiahedi Mduma, ambaye aliwataka Watanzania kuwa wavumilivu katika kipindi cha miezi sita kilichotolewa na Serikali kwa wadaiwa hao.

Alisema kutokana na agizo hilo la kutakiwa kulipa ni vema wadaiwa wa makampuni hayo kutumia muda huo kurejesha fedha hizo kabla hawajachukuliwa hatua za kisheria ikiwemo majina yao kutangazwa hadharani.

Alisema ili kuhakikisha madeni hayo yanalipwa, Serikali imeingia mkataba na Kampuni ya Msolopa Investment ya jijini Dar es Salaam kuwafuatilia wadaiwa wote na kuhakikisha wanalipa ndani ya kipindi hicho.

Mduma alisema katika juhudi hizo mpya wadaiwa waliokuwa wanafuatiliwa na Mamlaka ya Mapato Tanzania (TRA), wanapaswa kuwasiliana na mamlaka hiyo waweze kupata kumbukumbu za madeni yao, vivyo hivyo kwa wadaiwa waliopata mikopo yao kupitia Benki ya Rasilimali (TIB), wanatakiwa kuwasiliana na benki hiyo kuwasilisha madeni yao haraka.

Pamoja na hali hiyo mmoja wa maofisa wa juu wizarani hapo aliiambia MTANZANIA kwamba tangu lilipotolewa tangazo hilo na Wizara ya Fedha baadhi ya viongozi wa makampuni kadhaa yanayodaiwa walikweda kujisalimisha kwa Rais Magufuli na wengine kuahidi kuzilipa ndani ya kipindi kilichopangwa.
