The Tony Elumelu Entrepreneurship Program is open for applicatins


Budding entrepreneurs across Africa can now apply to join the second annual Tony Elumelu Entrepreneurship Programme (TEEP) for start-up businesses based in Africa.

The Tony Elumelu Entrepreneurship Programme application portal is already open for entries since January 1, 2016 and will accept applications until Midnight GMT on March 1, 2016. To apply, entrepreneurs must complete the online application form on the web portal: [http://tonyelumelufoundation.org/teep/]

Successful applicants who complete the programme will receive the local currency equivalent of $4260 as non-returnable seed capital, and are eligible for a further $4260 in the form of either debt or equity, depending on business need and other criteria.

Selected entrepreneurs will join the existing cohort of 1,000 Tony Elumelu Entrepreneurs, from 51 countries, who formed the inaugural 2015 cycle of the programme and have thus far, received considerable benefits from their participation, including:
  • Training: 12 weeks of training on how to set up and manage businesses with mentoring and financial support offered by The Tony Elumelu Foundation.
  • Accelerated Growth: Over 90% of Tony Elumelu entrepreneurs, with existing businesses, have reported increased growth in the past year.
  • Access to Further Funding: A significant portion of our entrepreneurs have accessed additional external funding through the platform provided by Tony Elumelu Foundation.
  • Networking Opportunities: A flourishing alumni network has developed, providing personal linkages and business opportunities across the Continent.
Founder, serial entrepreneur and philanthropist Tony O. Elumelu said:

The Tony Elumelu Entrepreneurship Programme is open to citizens and legal residents of all 54 African countries. Applications for 2016 opened on 1 January and can be made by any for-profit business based in Africa, including new business ideas which have been in existence for less than three years.

INTRODUCTION OF DIPLOMA IN INTERNATIONAL PUBLIC SECTOR ACCOUNTING STANDARDS FROM 1ST FEBRUARY 2016.


Introduction

Due to growing demand in public sector entities to prepare and present high quality transparent financial statements, the National Board of Accountants and Auditors has introduced Diploma in International Public Sector Accounting Standards to be known as “Diploma in IPSAs” which will start on 1stof February, 2016

The introduction of Diploma in IPSAS is in accordance with the mandate granted to the Board under Section 4 of the Accountants and Auditors (Registration) Act [Cap. 286 Revised in 2002], where the Board has been mandated to conduct examinations and grant diplomas, certificates and other awards in accountancy, auditing and allied subjects.

Course Objective

The Course principal objective is to provide an in-depth understanding of the practical application of the International Public Sector Accounting Standards. At the end of the course, the Board shall award Diploma in IPSAS for those who will be successful.
Targeted learners
Diploma in IPSAS will benefit anyone who requires an understanding and application of international accounting standards in the public sector. In particular, it is suitable for:
  • Accountants and finance staff at all levels who are involved in the preparation of financial statements
  • Trainers wishing to acquire advanced knowledge of the standards
  • IPSAS’s implementation and sustainability teams
  • Both internal and external auditors and consultants dealing with financial reporting
  • Officers responsible for public sector financial reporting and auditing
Entry Qualifications: Holders of Certified Public Accountant (CPA) Certificate or its equivalent or Holders of Postgraduate Studies in Accounting, Finance, Tax or related subject.

Venue: will be at NBAA Campus

Training hours per week: The time for classes will be from 5.00 PM to 7.00 PM
Duration of the Course:Duration of the course will be six months and examinations will be held in two sessions in a year that is February and August. Two hour classes will be held for three days per week on Monday, Wednesday and Friday. To begin with, classes and examinations centre will be in Dar Es Salaam only.

Fees and Registration:Application for admission in the February 2016 intake has commenced since 16thNovember, 2015 and deadline will be on 15th January, 2016.

Total cost for the programme is Tshs.1,500,000/- which includes registration, tuition and examination fees.

Picha rasmi ya Rais wa Jamuhuri ya Muungano wa Tanzania, Mheshimiwa John Pombe Joseph Magufuli imetoka leo Januari 8, 2016 katika Ofisi ya Idara ya Habari (Maelezo) Dar es Salaam.

Akizungumza na Waandishi wa Habari, Kaimu Mkurugenzi wa Idara ya Habari (Maelezo) Zamaradi Kawawa, amesema kuwa Picha hiyo ya Rais Magufuri kwa kila moja itauzwa kwa shilingi 15,000 ya Kitanzania (bila fremu), huku picha ya Baba wa Taifa Mwalimu Julius Nyerere ikiuzwa kwa sh. 5,000/=.

Aidha Zamaradi amesema kuwa nakala za picha hizo zinapatikana Idara ya Habari Maelezo na Ofisi za Wakala wa Huduma ya Ununuzi Serikalini (GPSA).

Picha hiyo ya Rais pamoja na ya Baba wa Taifa zinatakiwa kutundikwa katika ofisi zote za Serikali, Taasisi za Umma, Mashirika na Ofisi Binafsi.

Aidha Mkurugenzi Msaidizi wa Idara ya Habari - Maelezo Raphael Hokororo amesema picha ya Rais Magufuli imetoka mapema sana ikilinganishwa na picha za waheshimiwa waliopita. Ameongeza kuwa hairuhusiwi kudurufu wala kunakili picha hiyo.

Serikali inatoa onyo kwa wale wote wanaosambaza picha isiyo rasmi pamoja na Serikali kusitisha matumizi ya picha hiyo. Wale wote wanaotengeneza picha ya ukubwa usio rasmi, hatua za kisheria zitachukuliwa dhidi yao.

Idara ya Habari Maelezo ndiyo yenye haki miliki ya picha hiyo.

Utangulizi

Nchi yetu ina kingo za mito na mabonde na maeneo mengi hatarishi ambamo watu wanaishi kinyume cha sheria, huku wakiharibu mazingira na kuhatarisha maisha yao. Kutokana na uhaba wa makazi, hali ni mbaya zaidi katika mabonde ya Jiji la Dar es Salaam, hasa bonde la Mto Msimbazi.
Serikali za awamu zote, zimekuwa zikifanya jitihada za kuwaondoa wakazi wa maeneo ya mabondeni wanaoishi katika maeneo hayo kinyume cha sheria lakini mafanikio yamekuwa si ya kuridhisha.

Serikali ya Awamu ya Tano, ambayo moja ya misingi yake mikuu ni utii wa sheria za nchi, imeanza jitihada za kuwaondoa wakazi hawa. Tuliamua kuanza na Bonde la Mto Msimbazi kwasababu ndiko kwenye watu wengi na athari kubwa.Sababu zetu kuu za kufanya zoezi hili ni kusafisha mabonde na mito katika jiji la Dar es Salaam na mazingira yanayozunguka ni:-
  1. Kunusuru maisha ya wananchi wanaoishi katika mazingira hatarishi. Eneo la Bonde la Mto Msimbazi lilitangazwa kuwa ni eneo hatarishi kuishi binadamu tangu mwaka 1949 na baadaye 1979.
  2. Kupanua uwezo wa mito ya Dar es Salaam ili kupitisha maji ya mvua kwa kasi kubwa, hivyo kupunguza uwezekano wa kutokea mafuriko na maafa wakati wa mvua nyingi;
  3. Kuzuia milipuko ya magonjwa, hasa ya kipindupindu, hasa wakati wa mvua;
  4. Kuzuia eneo hilo kuendelea kutumika kama maficho ya wahalifu na uhalifu;
  5. Kutoa nafasi kwa Serikali kuandaa na kuendeleza eneo hilo kwa mujibu wa sheria za nchi na mipango miji;
Utaratibu wa Zoezi

Kabla ya nyumba kubomolewa, taasisi hizi zinashirikiana kuhakiki iwapo nyumba anayokaa mkazi ina nyaraka za umiliki na vibali vya ujenzi na iwapo nyaraka hizo zina uhalali wowote. Nyumba ambazo zimethibitika kuwepo katika maeneo yasiyostahili ndio zinawekwa alama X kuashiria kwamba wakazi wanapaswa kuhama au kubomoa. Baada ya hapo, mkazi hupewa muda wa kubomoa na kuhama mwenyewe.

Kutokana na utaratibu huu, sehemu kubwa ya nyumba zinazobomolewa ni zile ambazo watu wamekwishaamua kubomoa wenyewe. Baada ya hapo, alama huwekwa kuonyesha mpaka wa bonde. Katika zoezi hili, imebainika kwamba sehemu kubwa ya wakazi wa maeneo ya mabondeni ni wapangaji huku wamiliki wakikaa sehemu nyingine salama. Serikali pia imeweka Dawati la Malalamiko katika Wizara ya Ardhi, Nyumba na Maendeleo ya Makazi.

Tathmini ya Zoezi

Jana, terehe 7 Januari 2016, Mawaziri watatu (Waziri wa Ardhi, Nyumba na Maendeleo ya Makazi; Waziri wa Nchi, Ofisi ya Rais, TAMISEMI; na Waziri wa Nchi, Ofisi ya Makamu wa Rais; pamoja na Naibu Waziri wa Maliasili na Utalii), walifanya mkutano wa kutathmini zoezi la kuhamisha wakazi wa mabondeni katika Jiji la Dar es Salaam.

Mkutano huo ulipokea ripoti ya timu ya wataalam wa Wizara mbalimbali, inayoongozwa na Baraza la Taifa la Hifadhi na Usimamizi wa Mazingira, ambayo, pamoja na mambo mengine ilibainisha kwamba sehemu kubwa ya kubaini makazi yaliyojengwa kinyume cha Sheria katika Bonde la Mto Msimbazi imekamilika. Ripoti ilieleza kwamba, hadi sasa, wananchi katika nyumba 774 wamehama na nyumba hizo kubomolewa. Ilielezwa pia kwamba kabla ya mkazi kuombwa kuhama, uhakiki kuhusu uhalali wa makazi anayoishi hufanywa. Kutokana na uhakiki huo, jumla ya wakazi 20 walikuwa na hati halali za makazi na wakazi 119 walikuwa na leseni za makazi za muda mfupi. Hawa watu hawakuhamishwa. Mawaziri walipokea maelezo kuhusu changamoto mbalimbali zilizojitokeza katika zoezi hilo. Baada ya tafakuri na mjadala, Mawaziri hao walitoka na msimamo ufuatao, kama uamuzi wa Serikali: -
  1. Zoezi la kuwaondoa wananchi waishio katika bonde la Mto Msimbazi (eneo hatarishi) litaendelea kwa utaratibu ambao hautaleta mateso na usumbufu kwa wananchi;
  2. Katika awamu hii, zoezi litajikita katika Bonde la Mto Msimbazi tu.
  3. Kwa wakati huu, watakaohitajika kuhama ni wale tu ambao makazi yao yamo NDANI kabisa ya bonde, kwenye miteremko ya kuingia bondeni na kwenye KINGO za mto;
  4. Wale watakaokuwa na nyaraka halali walizopewa na mamlaka za umma, zilizowamilikisha na kuwaruhusu kujenga katika bonde hilo, hawatahamishwa bila kupewa sehemu nyingine za kujenga. Na watumishi wa umma waliowamilikisha maeneo hayo watachukuliwa hatua za kinidhamu na kisheria;
  5. Serikali, ndani ya siku tatu zijazo, itaanza zoezi la kuzoa kifusi na kusafisha maeneo ambapo ubomoaji umefanyika.
  6. Serikali itaheshimu amri za mahakama kuhusu mapingamizi yaliyowekwa na baadhi ya wakazi wa mabondeni lakini pia itafuatilia kesi hizi ziishe haraka ili taratibu zinazofuatia zifanyike;
  7. Serikali itawachukulia hatua za kinidhamu watumishi wake wanaoendesha zoezi hili kinyume na misingi ya sheria zinazotekelezwa, na kinyume na misingi ya haki na uwazi, ikiwemo wanaoweka alama za X zaidi ya mita zilizowekwa kisheria. Limeanzishwa dawati la malalamiko katika Wizara ya Ardhi, Nyumba na Maendeleo ya Makazi kwa ajili ya kupokea malalamiko au maswali kuhusu zoezi hili.
  8. Nyumba na majengo ya miaka mingi, yaliyokuwepo miaka mingi kabla ya kutungwa kwa Sheria zinazotekelezwa kwa zoezi hili, hayatabomolewa isipokuwa tu pale maisha ya wakazi yapo hatarini. Wanaoishi katika makazi hayo watapewa miongozo ya hatua za kuhifadhi mazingira na kujiokoa na maafa;
  9. Serikali haina dhamira ya kubomoa mahoteli makubwa ya siku nyingi yaliyo karibu na fukwe katika maeneo ya Masaki. Wamiliki wa mahoteli haya watapewa masharti na miongozo ya kuhifadhi mazingira kwa mujibu wa Sheria.
  10. Serikali inaweka uratibu wa karibu zaidi miongoni mwa taasisi zake ili hatua za utekelezaji wa sheria za nchi zisiwe chanzo cha taharuki katika jamii.
  11. Serikali haina dhamira ya kuwatesa wananchi wake kwa kuwalazimisha kuhama katika makazi yao bila sababu za msingi. Lakini pia Serikali haiwezi kuruhusu wananchi waendelee kukaa katika maeneo ambayo ikinyesha mvua kubwa maisha yao yapo hatarini. Itakumbukwa kwamba katika mafuriko ya mwaka 2011, wananchi 49 waishio mabondeni walipoteza maisha. Kwa mujibu wa taarifa ya Kurugenzi ya Hali ya Hewa, mwaka huu zinatarajiwa kunyesha mvua kubwa kuliko zilizowahi kutokea katika miaka ya hivi karibuni.
  12. Serikali inafuatilia kwa karibu kwa mamlaka za Serikali za Mitaa juu ya taarifa za wananchi wanaohitaji msaada maalum wa kibinadamu.
Suala la Mchungaji Getrude Rwakatare

Mkutano ulipokea taarifa kuhusu suala linaloongelewa sana la nyumba ya Mchungaji Rwakatare. Ilielezwa kwamba Mchungaji Rwakatare amejenga nyumba yake pahali ambapo amezuia mtiririko wa mto kwa kujaza kifusi ili kupata eneo zaidi katika eneo la miti ya mikoko, kinyume kabisa na Sheria tatu muhimu. Pia ilielezwa kwamba tangu wakati ujenzi unaanza jitihada za kumsimamisha zilifanyika na mamlaka za Serikali za Mitaa lakini ikashindikana kutokana na sababu mbalimbali. Pale Baraza la Taifa la Hifadhi na Usimamizi wa Mazingira lilipoingilia kati na kutaka kuibomoa nyumba hiyo, Baraza lilishtakiwa mahakamani. Wakati kesi inataka kuanza kusikilizwa, mwanasheria mdogo wa Baraza, yeye mwenyewe bila kuagizwa wala kuwaarifu wakubwa zake, mnamo tarehe 11 Mei 2015, aliingia makubaliano na mawakili wa Mchungaji Rwakatare kwa niaba ya Baraza ya kuondoa kesi hiyo mahakamani na kukubali, kwa niaba ya Baraza, kutombughudhi kabisa Mchungaji Rwakatare. Makubaliano hayo yalisajiliwa na Mahakama kama hukumu tarehe 13 Mei 2015. Mwanasheria huyo alificha makubaliano hayo kwa miezi mitano hadi Oktoba 2015, yalipogundulika na mtumishi mwingine wa Baraza. Mkutano ulielezwa kwamba Waziri wa Nchi Ofisi ya Makamu wa Rais, kwa kufuata taratibu zote, alishaagiza kufukuzwa kazi, kukamatwa na kufunguliwa mashtaka kwa mwanasheria huyo. Mwanasheria huyo alifukuzwa kazi siku ya juzi tarehe 6 Januari 2016 na taarifa zake zimekwishafikishwa TAKUKURU. Vilevile, Ofisi ya Makamu wa Rais, iliiagiza Baraza kufungua shauri mahakamani la kuomba “makubaliano” kati yake na Mchungaji Rwakatare yawekwe pembeni kwasababu yalipatikana na njia ya udanganyifu. Shauri hilo lilifunguliwa tarehe 29 Disemba 2015.

Kuhusu Karakana ya Mradi wa Mabasi Yaendayo kwa Kasi (DART)

Mkutano pia ulijulishwa kuhusu hoja inayozungumzwa kwamba wananchi wanaondolewa katika maeneo ya kuishi mabondeni lakini mradi wa DART umeachwa. Mkutano ulielezwa kwamba Sheria ya Mazingira (kifungu 57 (2)) inatoa nafasi ya kutolewa ruhusa kwa miradi/shughuli zenye maslahi ya taifa kufanyika katika maeneo ya mabondeni, na kwamba Waziri mwenye dhamana ya mazingira anaruhusiwa kutoa miongozo ya namna ya shughuli hizo zinavyoweza kufanyika bila kuathiri mazingira. Mradi wa DART ulipata kibali hicho na una mkataba na Baraza la Mazingira kuhusu hatua za hifadhi ya mazingira zinazopaswa kutekelezwa katika mradi huo.
