1st Annual International Conference on Public and Global Health to be held in Dodoma, Tanzania

The College of Health Sciences (CHS) of the University of Dodoma (UDOM) in collaboration with Seed Global Health, Peace Corps and the Benjamin Mkapa Hospital plans to have its 1st Annual International Conference on Public and Global Health on the 16th and 17th of March 2016 at the New Dodoma Hotel in Dodoma Tanzania.

This first conference, Building Sustainability in Public and Global Health, endeavors to bring together working partners from public and global health. We are committed to enabling sustainable public private initiatives that improve delivery of health care in our most vulnerable communities. We want best practices to guide our decision-making in all realms of clinical care, research, education, service and policy. We are committed to recognizing strong national leadership that promotes health and social welfare. UDOM wants to support platforms that help partners convene for dissemination of new policies, programs, clinical care updates and research. We are interested in promoting solutions for integration of new practices and initiatives into local systems and in avoiding bottlenecking of progress at the personal, local and community level.

This conference aims to link nonprofit interests, foundation funding, research partnerships and government resources with communities and with facilities. The conference will also address clinical care updates for providers interested in specialty programming. Re-certification for experienced providers and certificate-bearing training for those in early stages in their career will be conducted through a one day hands on training utilizing the UDOM simulation laboratory and hospital facilities for workshops.

Vibanda na msikiti wanakojumuika watu kujadili siasa Zanzibar vyabomolewa


WATU wasiojulikana wamevamia katika makazi ya watu eneo la Msumbiji mjini Unguja na kuvunja mabanda na msikiti.

Watu hao maarufu kama mazombi, walifanya uhalifu huo usiku wa kuamkia jana, ambapo walivamia eneo hilo wakiwa wamejifunika nyuso zao na soksi maalumu, huku wakiwa na silaha za jadi.

Mmoja wa mashuhuda wa tukio hilo, aliliambia MTANZANIA kuwa watu hao walivamia eneo hilo saa 10 alfajiri.

Alisema watu hao baada ya kufika katika eneo hilo ambalo linadaiwa kukusanya mashabiki wa vyama vya upinzani, walianza kuvunja mabanda ya mafundi seremala.

“Lilikuwa kundi la watu, tena wote ni mazombi, wakiwa na silaha za moto pamoja na zile za kijadi kama mapanga, marungu, mikuki na mashoka.

“Wamefanya uharibifu mkubwa wa mali zetu yakiwamo mabanda ya mbao, msikiti wa mabati wa hapa Msumbiji ambao tumekuwa tukiutumia kama msikiti wa muda wakati huu wa kisasa ukiendelea kujengwa.

“Vurugu hizi wamefanya zimekuwa kubwa sana na uharibifu, huu kwa kweli ni uonevu wa hali ya juu, wameharibu mabanda karibu yote kama unavyoona na mengine ya biashara yaliyopo kando ya barabara hadi kufikia eneo la mabati,” alisema mmoja wa mashuhuda wa tukio hilo ambaye hakutaka kutajwa jina lake gazeti kwa kuhofia usalama wake.

MTANZANIA lilipomtafuta Kamanda wa Polisi Mkoa wa Mjini Magharibi, Mkadam Khamis Mkadam, alithibitisha kutokea kwa tukio hilo na kusema kuwa Jeshi la Polisi lipo katika uchunguzi.

“Tumepata taarifa za tukio la kuvunja vibanda katika eneo la Msumbiji na Jeshi la Polisi tumeanza msako wa kuwabaini watu waliohusika na tukio hili, ili waweze kuchukuliwa hatua za kisheria,” alisema Kamanda Mukadam. [via MTANZANIA]

UN Emergency Fund releases 11 USD for Burundian refugees in Tanzania

UN EMERGENCY FUND RELEASES US$ 11 MILLION TO ASSIST BURUNDIAN REFUGEES AND HOST COMMUNITIES IN TANZANIA


Dar es Salaam, Tanzania – 30 January 2016: United Nations Secretary-General Ban Ki-moon today released US$ 100 million from the UN Central Emergency Response Fund (CERF) for aid operations in nine severely underfunded emergencies. Tanzania--historically a host to millions of refugees from neighbouring countries over many years--has been allocated US$ 11 million of this amount, to respond to the urgent needs of refugees fleeing from Burundi.

More than 126,000 Burundians have sought refuge in Tanzania since April 2015 as a result of political unrest in Burundi. With 64,000 Congolese (DR) refugees already in the country, Tanzania is now home to over 193,000 refugees. At the weekly arrival rate of 1,500 individuals, it is anticipated that the refugee population may increase to 230,000 by the end of 2016. This situation poses significant challenges in providing adequate assistance and protection to refugees.

The CERF’s generous contribution will be crucial in the provision of humanitarian assistance to Burundian refugees residing in Nyarugusu, Nduta and Mtendeli refugee camps within Kigoma region, North West Tanzania, as well as to host communities in urgent need of clean water, adequate sanitation, health care, food and shelter. Part of the funding will also be used to address the on-going cholera outbreak that has severely affected 19 regions in the country.The CERF funds will thus help ensure that some of the most critical elements of the emergency response are funded and refugees are provided with protection and essential services.

The UN Resident Coordinator in Tanzania, Mr. Alvaro Rodriguez, echoes the remarks made by the UN Secretary General, Mr. Ban Ki-Moon. As noted by the UN Secretary General, “This CERF allocation will help sustain life-saving relief in emergencies where the needs of the most vulnerable communities are alarmingly high while the available resources for response remain critically low.” “Importantly, despite the tremendous generosity of Tanzania in hosting many refugees, additional funding is still required,” added the UN Resident Coordinator.

“UNHCR welcomes the generous contribution from the CERF which comes at a most opportune moment. The operation faced significant funding shortfalls in 2015 which affected our collective response capacity in 2015. We hope that this is the first sign of a more robust funding response in 2016. This contribution will definitely help to fill some of the large gaps in the response to our on-going appeal and respond to the urgent needs of refugees and their host community,” said UNHCR Representative in Tanzania, Ms. Joyce Mends-Cole.

As humanitarian needs increase, the contribution by UN Central Emergency Response Fund (CERF), has provided a lifeline to the on-going Burundian refugee emergency. Since 2006, 125 UN Member States and observers, private-sector donors and regional governments have supported the Fund. To date, CERF has allocated almost US$ 4.2 billion for humanitarian operations in 94 countries and territories. CERF receives voluntary contributions year-round to provide immediate funding for life-saving humanitarian action. CERF is funded through many partners with the biggest contributions coming from: United Kingdom, Sweden, Norway, Netherlands and Canada

Mwenyekiti wa tume ya uchaguzi hapa nchini Mheshimiwa Jaji Damian Lubuva amemhakikishia Rais wa Jamhuri ya Muungano wa Tanzania Dkt. John Pombe Magufuli kuwa tume hiyo ipo huru na haijawahi kuingiliwa kimaamuzi na Rais wala kiongozi yoyote.
Jaji Lubuva amesema hayo leo Ikulu Jijini Dar es Salaam mara baada ya kukutana na kufanya mazungumzo na Rais Magufuli ambapo alikuwa akimpa taarifa juu ya yaliyojiri katika kikao cha Jumuiya ya Afrika Mashariki kilichofanyika Mjini Kampala, Uganda na kujadili kuhusu uchaguzi Mkuu wa Uganda unaotarajiwa kufanyika tarehe 18 mwezi huu.

Amesema katika kikao hicho ambacho yeye alikuwa mwenyekiti, wamezungumzia umuhimu wa tume ya uchaguzi kuwa huru huku wakichukulia mfano wa Tanzania ambayo imetoka katika uchaguzi mkuu miezi michache iliyopita.

Jaji Lubuva amefafanua kuwa tume ya uchaguzi inapaswa kuwa huru katika maamuzi yake na kwamba jambo hili limekuwa likifanyika wakati wote hapa nchini.

Amebainisha kuwa wanaosema Rais anapaswa kuingilia kati masuala ya uchaguzi iwe Tanzania bara ama Zanzibar wanafanya makosa, kwani kwa namna yoyote Rais hana mamlaka hayo na hivyo hawezi kuingilia maamuzi ya tume hizo.

“Unaposikia kwamba Rais wa Jamhuri ya Muungano aingilie hilo suala la uchaguzi wa Zanzibar, yeye kwa kweli hana mamlaka kabisa. Pili ni kama kujikanganya, huku unasema tuwe na tume huru isiyoingiliwa halafu huku unasema aingilie kati maamuzi ya tume” alisema Jaji Lubuva

Jaji Lubuva amesisitiza kuwa Rais wa Jamhuri ya Muungano wa Tanzania kikatiba hana mamlaka ya kuingilia maamuzi ya tume ya uchaguzi ya Zanzibar na hata huku bara pia hana mamlaka ya kuingilia maamuzi ya tume.

Mwenyekiti huyo wa tume ya uchaguzi amewasihi Watanzania kuwa uchaguzi umekwisha, na kuwaomba waungane na viongozi waliochaguliwa kuchapa kazi ili kujiletea maendeleo.

Mahakimu waagizwa kutoa maelezo ndani ya siku 7 kwa nini wasichukuliwe hatua

Jaji Mkuu wa Tanzania, Othuman Chande, akisoma moja ya daftari katika banda la Idara ya Malalamiko kwenye maonyesho hayo. Kulia ni Mkurugenzi Msaidizi Kitengo cha Malalamiko Mahakama ya Tanzania, Happiness Ndesamburo.

JAJI Mkuu wa Tanzania Othuman Chande ametoa siku saba kwa mahakimu 508 watoe maelezo ni kwanini wasifunguliwe mashtaka ya nidhamu na kuwajibishwa, baada ya kufanya kazi chini ya kiwango.

Jaji Chande ameyasema hayo leo wakati akizungumza na waandishi wa habari katika Viwanja vya Mnanzi Mmoja jijini Dar es Salaam ikiwa ni sehemu ya kuadhimisha Wiki ya Sheria.

Alisema kiwango cha kesi kwa kila Hakimu wa Mahakama ya Hakimu Mkazi na Mahakama ya Wilaya ni 250, ambapo Mahakimu Wakazi 121 kwenye mahakama hizo wameamua kesi chini ya 100 mwaka jana.

Alibainisha kuwa kiwango cha kwa kila Hakimu wa Mahakama ya Mwanzo ni 260, ambapo mahakimu Wakazi na Mahakimu wa Mahakama za Mwanzo 387 wameamua kesi chini ya 100 mwaka jana.

"Wale ambao wameajiriwa karibuni, wanaofanya kazi kwenye mahakama za mwanzo zisizokuwa na mashauri mengi au waliyokwenda masomoni katikati ya mwaka au likizo za ujauzito, hawatahusika katika sakata la kujieleza.
"Majaji Wafawidhi nimewaagiza wachambue na kuainisha mahakimu wote walioshindwa kufikia kiwango cha kesi walizopaswa kuamua (kesi 250 na kesi 260 kwa mwaka jana) na kuwataka watoe maelezo ndani ya siku saba kwa nini wasichukuliwe hatua," alisema Jaji Chande

Jaji Chande alitoa muda wa kukamilika kwa mchakato huo, ambapo walizitaka idara husika ndani ya siku 21 kila kitu kiwe kimekamilika ili ijulikane ni hatua gani wanachukuliwe.

"Mahakama haikubali hakimu ambaye anabembeleza kesi. Hakimu hatakiwi kufanya hivyo anatakiwa asikilize kesi hizo naazimalize. Haiwezekani katika mahakama moja hakimu mmoja anamaliza kesi 800 mwingine anamalizia chini ya 100 hilo halitakubalika kutokana na kasi ambayo tunayo," alisema

Jaji Chande alisema mahakimu hao watapelekwa katika kamati zao kwa hatua ya kujieleza. Kazi kuu ya kamati hizo ni kupeleleza, kuchunguza na kushughulikia mashtaka yote ya nidhamu ya mahakimu.

"Mahakimu wote walioshindwa kufikia lengo la mwaka la kesi na kushindwa kutoa  sababu za kuridhisha kwa nini wameamua idadi ndogo ya kesi kuliko walivyopaswa... itashughulikiwa haraka na Kamati za Maadili za Mahakimu kwa mujibu wa sheria na taratibu za haki," alisema Chande.

Hata hivyo, Jaji Chande alitoa pongezi kwa mahakimu ambao wamevuka kiwango, ambapo mahakimu 14 wameamua zaidi ya kesi 700 kwa mwaka jana na mahakimu wengine wamesikiliza kesi 915,789 na 778.

Alisema mkakati wao ni kuanza kesi sifuri mwaka unapoanza, kwa sababu kuna baadhi ya mahakama za mwanzo zimekuwa zikimaliza kesi na kuanza mwaka upya.

Jaji Chande alisema Januari 1, 2015 mahakama za mwanzo zilianza na kesi 34,126 na mwaka huu Januari 1 zilianza na kesi 20,431. Kiwango cha kumaliza kesi ukilinganisha na idadi ya kesi zilizosajiliwa 2015 ni zaidi ya asilimia 100 - Mahakama ya Mkuranga asilimia 141, Rufiji asilimia 121 na Bukoba Mjini asilimia 224.

Rais wa Jamhuri ya Muungano wa Tanzania Dkt. John Pombe Magufuli amemhamisha Bi. Suzan Paul Mlawi aliyekuwa Naibu Katibu Mkuu wa Wizara ya Katiba na Sheria, kwenda kuwa Naibu Katibu Mkuu, Ofisi ya Rais, Manejimenti ya utumishi wa umma na Utawala Bora.

Taarifa ya Katibu Mkuu Kiongozi Balozi Ombeni Sefue, imeeleza kuwa uhamisho huo umeanzia tarehe 26 Januari, 2016.

Taarifa hiyo imeeleza kuwa pamoja na shughuli nyingine za Unaibu Katibu Mkuu, Bi. Suzan Paul Mlawi, atashughulikia eneo la Utawala Bora.

Mkoa wa Dar es Salaam kuwa na wilaya 5

RAIS Dk. John Magufuli ameidhinisha kuwepo kwa wilaya tano katika jiji la Dar es Salaam, badala ya tatu zilizokuwepo awali, ili kuleta maendeleo ya haraka hususan katika elimu. Mkuu wa Mkoa wa Dar es Salaam, Said Sadiki, alisema jana kuwa, waliwasilisha ombi la ugawaji wa wilaya za Kinondoni na Temeke kwa rais, ambapo ameshaliidhinisha.

“Hatua hii ya kuwepo kwa wilaya tano italiwezesha jiji la Dar es Salaam, kupata maendeleo ya haraka kwa kugawanywa kwa wilaya hizo, ambapo kutakuwa na usimamizi thabiti na hakutakuwa na kisingizio cha kuelemewa kwa majukumu kwa watendaji,”alisema.

Aliomba katika ugawaji wa wilaya hizo, rasilimali zilizopo na mipaka igawanywe kwa manufaa ya wananchi wa wilaya hizo. Aidha, alisema kinachosubiriwa ni ugawaji wa mipaka na kutangazwa rasmi kuongezeka wilaya mbili ya Kigamboni na Ubungo na kufi kisha idadi ya wilaya tano katika jiji la Dar es Salaam.

Kutokana na kuongezeka kwa wilaya, Sadiki aliwataka watendaji wake kuwa waadilifu katika ugawaji wa mipaka na rasilimali zilizopo ili kuleta maendeleo yaliyokusudiwa.

Akizungumzia ombi la ugawaji wa wilaya za Kinondoni na Temeke, Sadiki alisema hadi kufi kia jana, ombi hilo lilishaidhinishwa na rais, hivyo Kinondoni itakuwa na wilaya mbili za Kinondoni na Ubungo huku wilaya ya Temeke ikiwa na wilaya za Temeke na Kigamboni.
