SERIKALI ya mkoa wa Iringa imeagiza kufungwa kwa shule zote za msingi katika Kata tatu za Tarafa ya Pawaga baada ya moja ya vijiji vyake kukumbwa na mlipuko wa ugonjwa kipindupindu.

Mpaka jana idadi ya watu waliopatwa na maambukizi ya ugonjwa huo iliongezeka hadi 161 kutoka watu 85 walioripotiwa juzi, huku mapambano dhidi ya ugonjwa huo yakiendelea pamoja na baadhi ya wananchi wa vitongoji vya tarafa hiyo kuzingirwa na maji kutokana na mafuriko.

Mbali na kuagiza shule hizo zifungwe, Mkuu wa Mkoa wa Iringa Amina Masenza amewataka wenye mashamba ya mpunga katika kijiji cha Mboliboli ambacho ugonjwa huo umelipuka, kujitokeza mara moja ili kuisadia serikali kuwaondoa vibarua waliobaki katika mashamba yao ili wasalimike na maambukizi yake.

Tunahitaji maendeleo. Tunataka maendeleo. Tunatamani maendeleo. Tuna shauku ya kupata maendeleo. Tunahitaji maendeleo na tuna haki ya kupata maendeleo.

Jitihada zote za kuelimisha watu na kufanya kazi shambani na ofisini, vyote tunataka jambo moja tu maendeleo. Maendeleo kwenye familia na maendeleo kwenye jamii na maendeleo kwa nchi nzima. Kitu gani kitatupeleka kwenye maendeleo hayo?

Jibu ni rahisi-elimu; inayozalisha watu wenye maarifa, ujuzi, ubunifu na uwezo mkubwa wa kufikiri na kujitambua pamoja na kutatua changamoto zinazowakabili.

Siyo elimu nadharia inayowajaza watu lundo la nadharia mfu ambazo hawazitumii popote wanabaki kulalamika tu bila kutafuta ufumbuzi wa matatizo yanayowakabili. Tunahitaji ‘ElimuKombozi’ itakayotutoa hapa tulipo.

Jambo lililo wazi kwa sasa ni kwamba kufundisha nadharia kumeshindwa kutupeleka popote, nadharia imeshindwa kuwasaidia wasomi kupata maarifa.

Tunahitaji maarifa, ujuzi na utalaamu siyo nadharia ambazo zinazaa vyeti bila maarifa.

Tumeuliza mara nyingi ni ujuzi, umahiri na maarifa gani tunayohitaji Watanzania kwa sasa ili tufanikiwe maishani?

Watanzania waeleweshwe nini ili wafanikiwe? Wafundishwe vipi ili waelewe na wamiliki maarifa hayo? Swali hili halijapata majibu kwenye mfumo wa elimu yetu.

Kila mpango wa kuboresha elimu hapa nchini unakwepa kujibu swali hili. Ndiyo sababu sasa elimu Tanzania inatolewa kiholela. Kila mtu anafundisha anachotaka.

Maprofesa na madaktari vyuoni wamekariri nadharia za kale ndizo wanawajaza vijana wetu. Baadhi ya maprofesa hawataki kubadilika wala kujifunza mambo mapya.

Wanatoa elimu ya mtumba kwa vijana wetu pasipo maarifa. Na watawala wamewaamini hawataki hata kuwahoji, maana wanashangilia takwimu za wahitimu hata kama hawajui chochote.

Lundo la nadharia limeshindwa kutuvusha kwenye lindi la umaskini. Kila anayemaliza chuo kikuu hajui hatua za kujikomboa anabaki kulalamika.

Anasubiri kudra za Serikali kuajiriwa badala ya kutengeneza ajira au kuchangamkia fursa nyingi zilizoko ndani na nje ya nchi yetu.

Wananchi wasiosoma wanatarajia wasomi wawaongeze kupata majibu ya matatizo yao, lakini ilivyo sasa, wasomi wanaongoza kulalamika na kutafuta njia za mkato za mafanikio pasipo kufanya kazi wala kuzalisha. Akili zimefufuma kutokana na kujazwa nadharia za watu wa kale bila kupata ujuzi wala maarifa. Huzuni!

Maendeleo tunayoshuhudia duniani yametokana na watu kufikiri upya, kufikiri na kufanya kiutofauti, kubuni, kuvumbua na kuumba vitu vipya na bora zaidi vyenye tija na manufaa kwa jamii.

Sayansi ya maendeleo inasema ukiwapa watu ujuzi na maarifa watakuwa wazalishaji wazuri wataijenga nchi, lakini ukiwajaza nadharia na masomo wanakuwa walalamikaji tu.

Nadharia za masomo zinawachanganya wasomaji maana hazioani na uhalisia wa maisha.

Ujuzi na maarifa vinawapa nguvu za kuvumbua majibu ya matatizo yao na kuchangamkia fursa zilizopo. Ndiko tunakopaswa kwenda kama Watanzania. Kukimbilia vyeti pasipo maarifa ni kukimbilia mauti ya fikra.

Akili zilizochoka kufikiri na kubuni ni nguzo ya umaskini. Akili bandia zinazotokana na masomo ya nadharia zinaharibu na kubananga hata vipaji asili na michepuo ya akili ya kuzaliwa ambavyo ndiyo mtaji wa ufahamu na welewa wa binadamu. Elimu ya nadharia inazalisha vipaji tasa.

Tunahitaji watendaji katika wizara ya elimu wanaojua hili na wenye kiu ya kuleta mabadiliko makubwa kwenye mitalaa yetu, ili watu wafundishwe maarifa na ujuzi badala ya kukaririshwa nadharia nyingi zisizo na maarifa.

Nina imani na Profesa Joyce Ndalichako, lakini kama hataamua kujitenga na kujipambanua kibunifu na kukwepa mfumo wa wavivu wa kufikiri na kutafiti wanaotoa maamuzi wakiwa klabuni wamelewa, hatafanya lolote.

Lazima afanye maamuzi makini, yenye ushahidi wa kisayansi bila kuogopa wala soni ili kuiokoa elimu yetu kwa kuboresha kile kinachofundishwa darasani kisadifu mahitaji ya jamii na mahitaji ya soko la ajira, teknolojia na ulimwengu wa utandawazi ili tuzalishe nguvukazi ya Taifa yenye maarifa na ujuzi, siyo wasomi walalamikaji.

Mwaka huu tunahitaji kuona wizara ina wabunifu, wavumbuzi na watu wanaofikiri kupita mipaka tuliyoizoea. Waje na maboresho ya mfumo wa elimu yetu ili tuhame kutoka kufundisha nadharia za masomo sasa tufundishe ujuzi na maarifa ili Watanzania wawe na nguvu ya kuzalisha na kuajiriwa popote duniani.

Waziri wa Maliasili na Utalii, Profesa Jumanne Maghembe amemuondoa Mhifadhi Mkuu wa Hifadhi ya Kilimanjaro (KINAPA), Erastus Lufungulo na kutoa maagizo mazito kwa kampuni za wazawa.

Maghembe amemuondoa Lufungulo kutoka KINAPA na kumrudisha makao makuu ya Shirika la Hifadhi za Taifa (TANAPA) baada ya kufanya mabadiliko kwenye baadhi ya hifadhi hizo nchini na nafasi yake kuchukuliwa na Betrita Loibooki aliyekuwa Mkuu wa Hifadhi ya Arusha.

Pia, Maghembe ametoa muda hadi Mei, mwaka huu kwa kampuni za wazawa zinazohudumia watalii wanaopanda Mlima Kilimanjaro kuboresha huduma, vinginevyo ataruhusu ushindani wa kibiashara.

Vilevile, amezitaka kampuni za utalii kuwalipa wapanda mlima mishahara waliyokubaliana na Serikali na hataki kusikia wanapunjwa ujira wao.

Waziri huyo alitoa maagizo hayo katika kikao cha wadau wa utalii wanaohudumia watalii Mlima Kilimanjaro na kusisitiza kuwa wasipoboresha huduma kwa kiwango cha kimataifa, ataruhusu ushindani na kampuni za nje.

Mbali na kufanya mabadiliko hayo, ameuagiza uongozi wa Tanapa kufanya haraka mabadiliko ya watumishi waliopo sehemu za kuingilia watalii za KINAPA.

Profesa Maghembe alisema sababu nyingine iliyochangia kushuka kwa idadi ya watalii ni wageni kupata huduma duni ikiwamo chakula ambacho hakina hadhi ya kimataifa.

“Nataka niwaambie, kuanzia mwezi Mei kama hamjaboresha chakula kwa watalii, mishahara kwa wapanda milima na kuwapa mavazi ya kujikinga na baridi nitaruhusu ushindani,” alisema.

Mkurugenzi Mkuu wa Tanapa, Allan Kijazi, aliahidi kuitisha kikao cha wadau wote wa utalii kabla ya Mei ili kujadili changamoto na maagizo hayo ya waziri.

Msemaji wa Wapanda Mlima Kilimanjaro na Meru, James Mwamatego alisema kwa muda mrefu wameomba kupatiwa mikataba ya ajira, lakini baadhi ya wamiliki wa kampuni za utalii wamegoma. Mwenyekiti wa Chama cha Huduma za Utalii Mkoa wa Kilimanjaro (KIATO), Amos Lufungulo alisema wapo baadhi ya raia wa kigeni wanaomiliki nyumba ‘bubu’ za kulala wageni na kufanya biashara ya kuongoza watalii.

Moto waua askari na mpenzi wake wakiwa Rukwa; Mkewe akiwa Mbeya

ASKARI wa kike wa Usalama Barabarani, Attuganile Mwakibete (37) na mpenzi wake Sunday Mhagama (36), wameteketea kwa moto baada ya nyumba walimokuwa ndani kuungua.

Kamanda wa Polisi Mkoa wa Rukwa, Jacob Mwaruanda alisema tukio hilo lilitokea Februari 2, mwaka huu saa 7:15 mchana katika kitongoji cha Maporomoko, Kata na Tarafa ya Laela Wilaya ya Kipolisi ya Laela.

Inadaiwa kuwa nyumba hiyo iliyoteketea kwa moto ambayo askari Attuganile alikuwa amepanga vyumba viwili, ni mali Yaiyela Mwamahonje aliyokuwa akiishi na watoto wake wawili wadogo ambao wamenusurika kufa, licha ya kuwemo ndani ya nyumba hiyo wakati wa ajali hiyo.

Taarifa za uhakika zinaeleza kuwa Mhagama aliyekuwa rafiki wa trafiki huyo wa kike, ni mkazi wa Mbeya ambako mkewe anaishi, na alikuwa na mazoea ya kumtembelea mpenzi wake huyo mara kwa mara.

Inadaiwa askari Attuganile alikuwa ameachana na mumewe wa ndoa. “Vyumba viwili yaani sebule na chumba walimokuwemo Attuganile na Mhagama viliwaka moto baada ya jenereta lililokuwa likifanya kazi likiwa sebuleni humo kulipuka na kuwajeruhi vibaya,” alieleza.

Kwa mujibu wa Kamanda Mwaruanda, Attuganile alifariki dunia Februari 8, mwaka huu saa 2:30 asubuhi akipatiwa matibabu katika Hospitali ya Mkoa wa Rukwa mjini Sumbawanga.

Mhagama alikimbizwa na kulazwa katika Hospitali ya Rufaa ya Mkoa wa Mbeya jijini Mbeya ambako alifariki dunia Februari 9, mwaka huu. Kamanda Mwaruanda alisema uchunguzi wa tukio hilo unaendelea.

Fulbright U.S. Specialist Program

This Program was initiated in 2001 to provide Fulbright grants of two to six weeks to qualified scholars to work with their professional counterparts at foreign academic institutions worldwide.

The objective of the Senior Specialist Program is to avail scholarship and professional expertise to difficult to recruit disciplines such as marketing, hospitality, some medical specializations etc.for which the host institution has not been able to attract a lecturer for a full grant period, and to place Fulbright lectures at smaller or more isolated institutions where a regular Fulbright lecturer grant may not be feasible.

To participate in the program, the requesting institution is invited to apply through the Embassy specifying the expertise required and giving the name of the specialist, if one has been identified. The final selection of the specialist remains the responsibility of the Office of Academic Exchange of the State Department.

There is a rolling deadline for applications, so host intitutions should contact the Fulbright Program Coordinator at least four-five months in advance of the dates they require the training.

Worldwide Fulbright Scholar-in-Residence program

The Worldwide Fulbright Scholar-in-Residence Program brings visiting scholars and professionals from abroad to lecture at U.S. colleges and universities for one semester or one academic year. Fulbright Scholars-in-Residence can have a significant impact on U.S. colleges and universities. In addition to teaching courses, scholars give campus-wide and community lectures, help initiate international programs and contribute to curriculum development. Although preference is given to proposals in the humanities or social sciences, other fields focusing on international issues will be considered. The program is especially appropriate for small liberal arts colleges, minority-serving institutions, and community colleges, many of which do not often have the opportunity to host visiting scholars.

Under the Scholar-in-Residence (SIR) Program, interested U.S. institutions submit proposals to invite scholars to teach one or more courses and to be in residence for a semester or an academic year. Proposals are welcome from individual institutions, as well as from consortia of two or more institutions. Institutions may suggest suitable candidates or have CIES recruit scholars from a particular world area.

Call for applications: The Fulbright Junior Staff Development

*** Application cycle 2017 - 2018 ***

The Public Affairs Section of the United States Embassy in Dar es Salaam is seeking qualified candidates for the Fulbright Junior Staff Development Program (JSD) program. Online applications are now available starting February 10, 2016. Deadline for submitting applications will be no later than May 1, 2016. Only successful candidates will be called for interviews scheduled for mid-May, 2016.

The Fulbright Junior Staff Development (JSD) Program is the largest Fulbright program with Africa and provides financial assistance for a maximum of two years of study toward a graduate degree in a U.S. university or for participation in a non-degree research or nonacademic professional program. It is designed primarily to strengthen African universities through higher degree training for faculty members. Applications are also accepted from prospective candidates in public and private educational and cultural institutions, independent research institutes, and professional institutions.

The JSD program is open to any qualified candidate but strongly encourages the inclusion of female candidates and prefers candidates who have not had extensive recent experience in the United States. Recent (within three years) recipients of Fulbright grants are not eligible to apply, and it should be emphasized that funding is for a maximum period of two years only. It is important to note that doctoral degree candidates will typically need to secure additional funding to complete their course of study and we now prioritize the selection of Fulbright Master’s candidates over Ph.D. candidates.

Eligibility Requirements
  1. Applicants must be citizens of Tanzania or permanent residents qualified to hold a valid passport issued by Tanzania.
  2. Applicants must have a record of outstanding academic achievement and preparation in their chosen field of study. They must show high motivation and serious commitment to completing the program and to returning home.
  3. Applicants should either be candidates for an advanced degree in their current field or for a specialized non-degree program in a field for which they are well prepared. Applicants who wish to pursue study in a field other than their current field of study must demonstrate adequate background in that field.
  4. Applicants must be affiliated with or committed to working at an academic institution or public or private institutions in Tanzania upon return, and should have the endorsement of their home institution.
  5. Applicants should have a high motivation and a serious commitment to completing the program as scheduled and to returning home.
  6. Applicants with no extensive or recent U.S. experience will be given preference.
  7. Applicants must have a sufficiently high level of English proficiency to enable them to complete a full-time program of graduate study in the United States.
In Tanzania, the Fulbright Junior Staff Development Program is administered by the U.S. Embassy's Public Affairs Section, which nominates candidates to the Fulbright Scholarship Board in Washington, DC. The Fulbright Scholarship Board makes the final selection of candidates. In order for the Embassy to complete the nomination process before the deadline date for submission, we urge aspiring candidates to submit their applications to the Embassy by May 1, 2016; applications received after this date will not be considered.

All application forms must be prepared electronically, on-line application is preferred: hand-written applications will not be accepted. Candidates must submit completed application forms, academic transcripts, and three confidential letters of reference online. Please note that only those short-listed for final consideration will be called for a panel interview. Things to remember when life gets rough

Truth be told, we all experience hard times, and we all get through them eventually. But some of us get through them more easily than others. What’s the secret? Most of it has to do with mindset. So here are seven important things to keep in mind when life gets rough:

1. These hard times are making you stronger and smarter. 

– It’s usually the deepest pain that empowers you to grow to your full potential. It’s the scary, stressful choices that end up being the most worthwhile. Without pain, there would be no change. But remember, pain, just like everything in life, is meant to be learned from and then released.

2. You are not a helpless victim. 


– You are the creator of your own experience. Yes, it is unfortunate that sometimes bad things happen to the best of people. Life can be unfair, unkind and unjust. However, being stuck in a victim mentality does not nurture your ability to move onward and upward. You’ve got to stand back up and take positive steps to heal and grow. 3. There is no such thing as failure (only important lessons learned). 


– You should just wipe the word “failure” right out of your vocabulary. All great people who have ever achieved anything have “failed” over and over. In fact, Thomas Edison once said, “I never once failed at inventing the light bulb, I just found 99 ways that it didn’t work at first.” Take your so-called failures and learn something from them. Learn how to do it better next time.

4. If you don’t get something you want, it just means something better is waiting. 


– This is hard to believe sometimes, I know. But it’s true. Oftentimes, when you look back at your life you will be able to see why it was actually good that something didn’t work out. Maybe the job you didn’t get would have made you spend more time away from your family, but the job you did get was more flexible. Just have faith that everything happens for a reason. It may not be obvious at first, but it will make sense eventually. (covered in the "Happiness & Positive Living" module of "Getting Back to Happy")

5. Things can and will change. 


– “And this too shall pass” is one of my favorite sayings. When we are stuck in a bad situation, it may seem there is no way out. We think nothing will ever change. But guess what? It will! Nothing is permanent. So get out of the habit of thinking that things will always be this way. They won’t. But, remember, you do need to take some sort of action for things to change. It won’t magically happen all on its own.

6. If you want things to change now, you need to start by changing yourself. 


– Your outer world is a reflection of your inner world. Do you know people whose lives are unnecessarily chaotic and stressful? And isn’t their situation largely because they feel chaotic inside? Yes, it is. We like to think that changing our external circumstances will change us. But we have it backwards – we need to change ourselves first before our circumstances will begin to change. 7. Anything is possible going forward. 


– Miracles happen every day. Really, they do! I wish I had enough space in this email to write about all the miraculous things that have happened to people I know – from healing stage 4 pancreatic cancer to having their soul mate appear out of nowhere in the most unlikely place. Trust me: it happens all the time. You just need to believe it does. Once you do, you’re halfway there.

TAFRANI kubwa imezuka katika msikiti wa Masjidi Pelapela uliopo eneo la Mtakuja Vingunguti jijini Dar es Salaam baada ya viongozi wa msikiti huo kudaiwa kutafuna zaidi ya shilingi milioni 20.

Fedha hizo imeelezwa kuwa zilichangwa na waumini wa msikiti huo kwa ajili ya ujenzi wa msikiti mpya baada ya unaotumika kuchakaa.

Imamu mkuu wa msikiti huo aliyetajwa kwa jina la Hamidu Mitanga alilazimika kutoweka ndani ya msikiti huo baada ya kuendesha swala ya Ijumaa iliyofanyika jana mchana kutokana na waumini kuwa na jaziba kufuatia imamu huyo kutamuka kuwa hakuhitaji kuulizwa maswali yoyote kuhusu upotevu wa fedha hizo na kuwa uongozi uliopo utaendelea kuwepo.

Akizungumza na mwandishi wa habari hizi msikitini hapo Dar es Salaam leo mchana wakati wa swala ya Ijumaa mmoja wa waumini wa msikiti huo Mbarouk Mohamed Makame alikiri kuwepo kwa ubadhilifu wa fedha za waumini zilizochangwa kwa ajili ya ujenzi wa msikiti mpya.

"Suala la upotevu wa fedha hizo lipo na limeleta changamoto kubwa kwa waumini na kusababisha kuwepo kwa makundi mawili moja likiwa lile linalolalamikiwa kutafuna fedha hizo na lile linalotaka fedha hizo zitolewe maelezo zilipo," alisema Mzee Makame.

Mzee wa msikiti huo na Mwenyekiti wa Kamati ya watu 10 Saidi Ngubi alisema fedha zinazoshindwa kutolewa maelezo ya matumizi yake na viongozi wa msikiti huo zilitokana na mradi wa maji na michango ya waumini.

"Mimi ndiye niliyeanza kuuliza matumizi ya fedha hizo lakini viongozi hao wakawa hawana majibu na badala yake waliivunja kamati yetu na kuchagua nyingine jambo lililoleta sintofahamu," alisema Ngubi.

Imamu mkuu wa msikiti huo Hamidu Mitanda alisema fedha hizo zilitumika kwa ajili ya mchakato mzima wa kupata umiliki wa kiwanja ulipo msikiti huo na michoro ya ujenzi wa msikiti mpya na kuwa yeye ndiye aliyeanzisha mpango wa kupata msikiti ulio bora na si bora msikiti.

"Binafsi sina shida na cheo hiki cha Uimamu kwani nina shughuli zangu nyingi mkitaka kuniondoa fuateni taratibu kama zili zilizoniweka madarakani na sisi kama viongozi dhamira yetu ni kuwa na msikiti uliobora wa ghorofa na si bora msikiti" alisema Mitanga.

Mitanga alisema chokochoko hizo zilianza tangu mwaka 2007 ambapo tulikubaliana kila muumini kati ya waumini 205 achangie sh.5000 za ujenzi lakini waliochangia walikuwa ni waumini wachache ambapo zilipatikana sh.milioni moja tu.

Imamu huyo alisema uongozi unaoendesha msikiti huo hauko tayari kuachia madaraka kwa tuhuma hizo ambazo hazina ukweli alizodai zinachochewa na baadhi ya waumini.

Waumini wa dini ya Kiislam wakizozana nje ya Msikiti wa Masjidi Pelapela uliopo eneo la Mtakuja Vingunguti jijini Dar es Salaam katika swala ya Ijumaa leo mchana, baada ya kutokea tafrani ya waumini hao dhidi ya viongozi wao ambao wanatuhumiwa kutafuna fedha zaidi ya sh.milioni 20 walizochanga kwa ajili ya ujenzi wa msikiti mpya.


Muumini wa Msikiti huo, Mbarouk Mohamed Makame (kushoto), akizungumza kuhusu fedha hizo zinazodaiwa kutumiwa vibaya na viongozi wao. Kulia ni mmoja wa wazee wa msikiti huo, Mzee Selasela.



Mzee Selasela akionesha dari la msikiti huo lililochakaa ambapo fedha hizo zinazodaiwa kutumiwa vibaya na viongozi wao zingesaidia kuufanyia ukarabati.

Taarifa ya kusimamishwa kazi watendaji 2 wa Wakala wa Vipimo

SERIKALI imeamua kuwasimamisha kazi watendaji wawili kutoka Wakala wa Vipimo nchini (WMA) kuanzia leo ili kupisha uchunguzi wa upotevu wa mafuta bandarini kutokana na zuio la kufunga kwa mita kwa zaidi ya miaka mitano.

Waliosimamishwa kazi ni Mtendaji Mkuu wa Wakala wa Vipimo nchini (WMA), Bi. Magdalena Chuwa na Meneja Vipimo Kitengo cha Bandari, Bi. Bernadina Mwijarubi. Bi. Mwijarubi ndiye anashughulikia kitengo cha mafuta bandarini.

Akitangaza uamuzi huo kwenye kikao cha Makatibu Wakuu kilichofanyika leo (Ijumaa, Februari 12, 2016) ofisini kwake Magogoni jijini Dar es Salaam, Waziri Mkuu Kassim Majaliwa amemwagiza Katibu Mkuu wa Wizara ya Viwanda na Biashara, Dk. Adelhelm Meru awaandikie barua za kuwasimamisha kazi ili kupisha uchunguzi huo.

“Katibu Mkuu Viwanda, waandikie barua za kuwasimamisha kazi ili kupisha uchunguzi. Katika kipindi hiki hawatatakiwa kusafiri kwenda popote hadi uchunguzi utakapokamilika. Pia utafute mtu wa kukaimu nafasi hiyo ili kazi ziendelee,” alisema.

Waziri Mkuu pia amesema ofisi yake itawaandikia barua ofisi ya TAKUKURU na polisi ili wafuatilie suala hilo mara moja na ikithibitika kuwa walihusika hatua rasmi zitachukuliwa na itathibitika hawakuhusika basi watarudishwa.

Waziri Mkuu pia aliagiza mfumo wa upimaji mafuta kwa kutumia flow meters uendelee kutumika na ule upimaji wa kukadiria uache kutumiwa mara moja.

Jana (Alhamisi, Februari 11, 2016) Waziri Mkuu alifanya ziara kukagua flow meters za zamani zilizopo Kurasini (Kurasini Oil Jetty) na kisha akatembelea na kukagua flow meters mpya ambazo zinajengwa Kigamboni. Mita hizo zimegharimu dola za marekani milioni 6 (sawa na sh. bilioni 12.96/- za sasa).

Pia Waziri Mkuu alitembelea sehemu ya kuchukulia mafuta yanayotoka bandarini (TPA Manfold) iliyoko Kigamboni na kukagua mitambo ya kusambazia mafuta kwenye matenki ya mafuta ya kampuni ya TIPER yaliyoko Kigamboni yanayomilikiwa kwa ubia baina ya Serikali na kampuni ya Oryx Energies.

Katika ziara hiyo ilibainika kuwa Kampuni ya TIPER imejiunganishia bomba la moja kwa moja kutoka kwenye bomba kubwa la mafuta linalotoka bandarini hali iliyomlazimu Waziri Mkuu kuagiza kwamba bomba hilo litolewe kwenye maungio hayo ndani ya mwezi mmoja.

“Jana niliagiza kuwa bomba hilo ling’olewe. Nimetoa mwezi mmoja ili kurekebisha mfumo huo. Simamieni vizuri na kuhakikisha kuwa na wao pia wanarudi kwenye manfold kama ilivyo kwa wengine,” alisema Waziri Mkuu.

Agizo la BASATA kuhusu wimbo, ‘Shika Adabu Yako’

Baraza la Sanaa la Taifa (BASATA) limeufungia rasmi wimbo wa ‘Shika Adabu Yako’ ulioimbwa na Msanii Nay wa Mitego kutokana na ukiukwaji mkubwa wa maadili, kashfa, uchochezi, kudhalilisha watu na kuhatarisha amani na utengamano miongoni mwa wasanii na jamii kwa ujumla.

Sambamba na kuufungia wimbo huo, BASATA litampa karipio kali Msanii huyo na kumwagiza kuacha mara moja kujihusisha kwa namna yoyote na tabia ya kuutangaza wimbo au kuusemea katika vyombo vya habari vinginevyo hatua kali zaidi na za kisheria zitachukuliwa.

Ieleweke kwamba kwa mujibu wa kifungu cha 4 (1) (j) cha sheria ya BASATA namba 23 ya mwaka 1984, Baraza limepwa mamlaka ya kuratibu na kufuatilia mienendo ya mtu yeyote anayehusika na kazi za Sanaa na kuhakikisha linalinda maadili ya kitaifa miongoni mwa Wasanii wanapokuwa jukwaani au wanapobuni kazi yoyote ya Sanaa.

Aidha, kifungu cha 4 (2) cha sheria hii kinalipa Baraza nguvu ya kisheria kufanya jambo lolote lile kuliwezesha kufanya majukumu yake kwa faida na ustawi wataifa.Baraza la Sanaa la Taifa limekuwa likipokea simu za maswali na malalamiko kadhaa kutoka kwa waandishi wa habari na wadau wa Sanaa ambao kwa njia moja ama nyingine wameguswa na kuchukizwa na kazi hiyo ambayo si tu inadhalilisha tasnia ya Sanaa bali inawafanya watu makini kuanza kuhoji hadhi ya msanii, weledi na taaluma ya Sanaa kwa ujumla.

BASATA mara kadhaa limekuwa likikemea na kuchukua hatua kadhaa dhidi ya tabia hii chafu ambayo ilianza kujitokeza kwenye kampeni za uchaguzi mkuu wa mwaka jana wa 2015. Kukemea huku ni kwa msingi mmoja kwamba asili ya tasnia hii ya Sanaa ni kuelimisha jamii, kukosoa pale kunapokuwa na tatizo, kuburudisha na kujenga jamii yenye staha, umoja wa kitaifa, mshikamano na amani.

Ni wazi wasanii wengi wanafanya kazi zao vizuri, kwa kubuni kazi zenye ubora, zenye kujenga jamii na zaidi zinazoburudisha rika zote kiasi cha kuzifanya zililetee heshima taifa. Kati ya hawa wengi, kuna wachache ambao wanaipaka matope tasnia ya Sanaa na kwa kiasi kikubwa wanaonesha wazi kutokuwa na nia njema.

Kwa mantiki hii BASATA halitavumilia hawa ‘wasanii’ wachache ambao wanataka kuigeuza tasnia ya Sanaa na wasanii genge la wahuni, wasio na staha, wa kudharaulika na waliojipanga kuibomoa jamii na kuharibu amani na utulivu uliopo nchini.

BASATA linapenda kueleza yafuatayo:

1. Vyombo vya habari viwe vya kwanza kuchuja maudhui ya kazi yoyote ya Sanaa kabla ya kuingia kwenye mtego wa kuwa mawakala wa uharibifu wa jamii kupitia kucheza kazi chafu za Sanaa. BASATA lilishaziandikia radio zote kuzishauri kuwa na kamati za maudhui ya kazi za Sanaa lakini inashangaza baadhi ya vyombo vya habari vinakuwa vya kwanza kushabikia nyimbo hizo chafu na kuwapa muda mrefu wa mahojiano wasanii hao na baadaye kurudi BASATA kuhoji uhalali wa nyimbo husika. Hii si sawa hata kidogo.

2. Serikali ya awamu ya tano chini ya Rais Dkt. John Pombe Magufuli imejipanga kuwajengea mazingira bora ya utendaji Wasanii wote nchini kupitia kuboresha miundombinu ya Sera, Sheria na Kanuni. Hata hivyo, uwepo wa Wasanii kama hawa unafanya jamii kuhoji hadhi ya wasanii, nafasi yao katika jamii na kwa maana hiyo kukatisha tamaa juhudi za kuipa msukumo sekta hii maana wadau wakuu ambao ni wasanii wanaanza kuoneasha kuwa mawakala wa uharibifu wa jamii.

3. BASATA linawataka wasanii kujiuliza mara mbili kabla ya kubuni kazi zao za Sanaa. Wafikirie wazazi, ndugu, jamaa na marafiki zao watazipokeaje? Wavae nafasi ya wale wanaowatukana na kuwadhalilisha, Waelewe kwamba Sanaa si uwanja wa kutusi na kudhalilisha watu hata kidogo. Ikitokea wale wanaotukanwa na kudhalilishwa kughafilika Sanaa itakuwa uwanja wa vita. Hili halikubaliki.

4. Tunafahamu kuna wasanii wamekuwa wakifanya hivyo makusudi kutafuta ‘umaarufu uchwara’ ambao wanadhani utakuja kutokana na kuzungumziwa sana. Tunapenda kusema wazi kwamba umaarufu hauji kwa upuuzi wa namna hiyo unakuja kwa msanii mwenyewe kujiheshimu, kujituma, kubuni kazi bora na zenye kulifahamu vema soko la ndani na la kimataifa.

Kauliya TASWA kuhusu tukio la mchezaji kumpiga mwandishi wa habari



Chama Cha Waandishi wa Habari za Michezo nchini (TASWA), kimestushwa na kitendo cha mchezaji wa Simba kudaiwa kumpiga mwandishi kwa masikitiko makubwa kitendo cha wa habari za michezo la gazeti la Mwananchi, Mwanahiba Richard.

Tumeongea na Mwandishi mwenyewe kujua ukweli, tumemtafuta kamanda wa polisi mkoa wa Shinyanga, Mika Nyange naye kutaka kufahamu hali ya upelelezi ilipofikia lakini kufanyika haraka kwa uchunguzi ili haki ya kila mtu ipatikane.

Lakini tumeweza kuzungumza na upande wa pili, kwa viongozi wa Simba kujua kama nao wao wamebaini kosa la mchezaji huyo.Mwenyekiti wa Simba,Evans Aveva ameahidi kutoa ushirikiano na kuomba tusubiri uchunguzi wa Polisi ndipo upatikane ukweli wa jambo ili.

Sisi kama TASWA tunalaani tukio ili na tumekuwa tukikemea sana vitendo hivi kwa kupiga waandishi, lakini kumekuwa hakuna jitihada zozotew ambazo polisi inalichukua kwa wahusika na badala yake madai kama haya yanapotea.

Kwa kuwa jeshi la polisi limeahidi kutoa ufafanuzi wa upelelezi wa tukio ili haraka iwezekanavyo, naomba waandishi wenzangu pamoja na muathirika wa tukio ili, tuvute subira ili haki ichukue mkondo wake ili sheria ifanye kazi yake.

Taswa itaendelea kulinda heshma ya mwandishi wa habari za michezo na isingepeda kuona mwandishi anaonewa na kudhalilishwa wakati akifanya majukumu yake.Kwa upande wetu napenda kutoa shukrani kwa nahodha wa Simba, Mussa Hassan Mgosi na kocha wa timu hiyo Jackson Mayanja kwa ushirikiano walioonesha katika tukio hilo na wamedhihilisha uwezo wa kuwaongoza wenzao.

TASWA itakuwa inafuatilia suala ili kwa karibu zaidi.Tupo katika kuhakikisha waandishi anafuata taratibu, sheria za taaluma ya habari.Jambo ambalo Mwanahiba amelifanya kwa kumlinda source wake hadi kupata kipigo.
