TCU: List of transfered students from SJCAST and SJCIT to other Universities

TANZANIA COMMISSION FOR UNIVERSITIES (TCU) 

Public Notice The Tanzania Commission for Universities (TCU) wishes to inform the general public and particularly students, who were undertaking their studies at St Joseph University College of Agricultural Sciences and Technology (SJCAST) and St Joseph University College of Information Technology (SJCIT) in Songea, that we have transferred the respective students to other universities. These students are required to report to the receiving institutions upon the opening of the second semester. The dates for opening of the second semester for each receiving institution will soon be communicated through TCU website and websites of respective institutions.

Meanwhile, TCU hereby releases the list of names of the transferred students, which contains receiving institutions and the programmes they have been transferred to. 

TCU would also like to inform respective students including those with Diplomas that there are names of some students, which are yet to be posted as we are continuing with the verification of their data. These names shall be posted as soon as the verification exercise is completed.

The year was taken up by preparations for the presidential and parliamentary elections, which took place in October. Inefficiencies were reported in the biometric voter registration process, leading to concerns that citizens would be prevented from voting. Legislative restrictions on freedom of expression were introduced. Human rights violations, including killing and torture, against marginalized and minority populations continued with impunity.

BACKGROUND

In April, the long-promised referendum on the new Constitution was delayed indefinitely, following delays in voter registration. A new referendum date has not yet been clarified.

Presidential and parliamentary elections took place in October. President Kikwete was constitutionally unable to run for a third term. In July, John Magufuli was chosen as the ruling Chama Cha Mapinduzi (CCM) party's presidential nominee. Also in July, former Prime Minister Edward Lowassa defected from CCM and joined Ukwana, the opposition coalition, as its presidential nominee. Both parties allowed public assemblies to take place, although widespread concern was raised about the efficacy of the new biometric voter registration system, with reports that large constituencies had been unable to register.

DISCRIMINATION


Over 50 people were killed on the basis of witchcraft beliefs between January and June, while over 350 were killed in documented incidents of mob violence. There have been no meaningful investigations into these killings. Reports indicated the particular vulnerability of older women in rural areas, as well as of children.

There was one report of a young child with albinism being killed for body parts in February 2015 in the Geita region. A further three cases were reported across the country in the first half of the year, involving abduction, mutilation and dismemberment of bodies. The government failed to institute adequate safety measures for people living with albinism.

FREEDOM OF EXPRESSION

In January, the regional East African newspaper was banned from circulation in Tanzania. Through the first half of 2015, several journalists were arrested, harassed, beaten and intimidated on the basis of their work.

In 2015, four bills were introduced to Parliament that collectively codified unwarranted and disproportionate restrictions on the right to freedom of expression. The bills were introduced under a "certificate of urgency", limiting normally available channels for public consultation. With some laws not being published, there was considerable confusion about their status and contents throughout the year.

Of particular concern, the Cyber Crimes Act 2015 (adopted in April) contains overly vague provisions, which purport to criminalize the sharing of "false or misleading" information online. The Statistics Act 2015, passed by Parliament in March, criminalizes and introduces disproportionate custodial sentences for the publication of "false or misleading" statistics.

Jumapili hii Umoja Wa Mataifa unaoshuhulika na elimu, sayansi na utamaduni uliadhimisha siku ya Lugha mama duniani. Ujumbe wa siku hii kwa mwaka huu ilikuwa ni Ubora wa Elimu, Lugha ya Kufundishia na Matokeo ya Kujifunza.

Hakika huu ujumbe umekuja wakati muafaka baada ya mpango wa maendeleo endelevu kupitishwa na Umoja wa Mataifa, mwezi Septemba, 2015 ambapo lengo la nne linazungumzia upatikanaji na ubora wa elimu.

Pia ujumbe huu umekuwa mwafaka kwa Tanzania baada ya matokeo ya kidato cha nne kutoka, na kuonyesha kuwa robo tatu ya wanafunzi waliofanya mtihani wamefeli. Wadau wa elimu na makundi mbalimbali ya kijamii yanalia kwa muda mrefu kuhusu kubadilishwa kwa lugha ya kufundishia kutoka Kingereza kuwa Kiswahili.

Tanzania ina lugha rasmi mbili za Kingereza na Kiswahili. Hata hivyo msisitizo mkubwa umekuwapo katika lugha la Kingereza ambapo maombi ya kutafuta kazi hufanyika kwa Kingereza, lugha ya kufundishia ni Kingereza nk.

Tafiti nyingi zinaonyesha kuwa mwanadamu anaelewa zaidi na kuwa mbunifu na anachofundishwa ikiwa atafundishwa kwa lugha mama. Kwa watanzania wengi, hata Kiswahili sio lugha yao ya kwanza bali za makabila. Ashukuriwe Hayati Mwl. Julius K Nyerere kwa juhudi zake za kufanya Kiswahili kinakuwa lugha ya taifa na inayoongelewa na karibia na watu wote. Kwa maana hiyo imefika wakati sasa serikali iwekeze katika kutengeneza vitabu vya kufundishia viwe kwa Kiswahili, walimu wapate mafunzo kwa Kiswahili, masomo shuleni yafundishwe kwa Kiswahili. Na, Kingereza kifundishwe kama somo la lugha na si lugha ya kufundishia.

Nchi kama Ujerumani, wanafunzi wanafundishwa kwa Kijeremani na wanajifunza Kingereza kama somo la lugha tu. Mtu akielewa muktadha na dhana anazofundishwa basi inakuwa rahisi kujieleza kwa lugha yake mama kwanza kabla ya lugha nyingine.

Umefika wakati wa kukienzi Kiswahili Tanzania kwasababu ndio lugha mama ya watanzania wengi, Kingereza ni muhimu sana katika dunia iiyokuwa kama kijiji lakini watu wajifunze kama lugha tu.

NIP yaishauri serikali iunde tume kuchunguza bilioni $1.5 za NSSF zilivyotumika

BODI ya Wakurugenzi ya Shirika la Tija la Taifa (NIP) imeishauri serikali kuunda tume ya kuchunguza matumizi mabaya ya fedha za serikali zaidi ya dola za Kimarekani 1.5 bilioni.

Ripoti ya Mdhibiti na Mkaguzi Mkuu wa Serikali ya mwaka 2012/13, imebaini kiasi cha dola za kimarekani 1,532,458.91 zilizotolewa na Mfuko wa Hifadhi ya Jamii (NSSF) zimetumika kinyume na taratibu za kisheria.

Akizungumza jijini Dar es Salaam hivi karibuni, Profesa Samweli Wangwe, Mwenyekiti wa NIP, amesema kuwa, fedha hizo zilikua za mkopo kwa ajili ya uendelezaji wa jengo la Maarifa lililopo mtaa wa Ohio na Hollis jijini Dar es Salaam ambalo linamilikiwa na Shirika hilo zilipo.

Amesema, ripoti hiyo ilionyesha kuwa, kiasi cha dola za kimarekani 480,000 zilitumika kuilipa kampuni ya Zawadi Communication Limited ambayo inamilikiwa na Jamal Malinzi ambaye ni Rais wa Shirikisho la Mpira wa Miguu (TFF), kama gharama za udalali wa kuitafutia NIP mbia wa ujenzi wa jengo hilo ambao ni NSSF.

Ameongeza kuwa, mashirika hayo mawili ni mali ya serikali, hivyo basi hakukuwa na ulazima wa kumtafuta dalali wakati makatibu wakuu wangeweza kukaa pamoja na kujadiliana namna ya kuweza kuingia makubaliano ya mkopo huo.

Amesema, licha ya kufanyika kwa malipo hayo, lakini ripoti hiyo imeonyesha kuwa, NIP haikuitisha zabuni yoyote ya kutafuta kampuni‎ ya udalali ya kutafuta mbia, jambo ambalo ni kinyume na sheria.

Alisema Kutokana na hali hiyo, bodi hiyo ilipata mashaka juu ya malipo hayo na kuitaka serikali kuchunguza mwenendo mzima wa malipo hayo kama ulifuata taratibu za kisheria.

“NIP haikutangaza zabuni yoyote ya kutafuta kampuni ya udalali kwa ajili ya kutafuta mbia,lakini malipo yameonyesha kuwa, kampuni hiyo ililipwa kiasi hicho Juni16 mwaka 2011, jambo ambalo ni kinyume na sheria,” amesema Profesa Wangwe.

Amesema, licha ya malipo hayo kufanyika, lakini pia kiasi cha dola 831,214.48 zimebainika kutumika kinyume na sheria wakati ujenzi wa jengo hilo haujaanza kinyume na makubaliano ya mkataba wa mkopo huo.

Wangwe aiwambia waandishi kuwa bodi hiyo pia ilibaini kuwa, fedha zote ambazo ni dola 1,532,458,91 ziliingizwa Katika akaunti ya NIP kwa mkupuo moja wakati makubaliano yalikuwa ni kuingiza kwa awamu kulingana na mahitaji halisi.

“Kutokana na hali hiyo, NIP inatakiwa kulipa jumla ya dola 1,002,228.13 ambayo ni pamoja na riba ya asilimia 13.08 kwa kipindi chote cha miaka mitano, jambo ambalo linazidi kuitia hasara serikali,” amesema.

Alifafanua kuwa, mpaka sasa shirika hilo halina vyombo vya usafiri, badala yake viongozi wakuu akiwamo Mkurugenzi anakodisha gari lake binafsi kwa ajili ya matumizi ya ofisi.

Profesa Wangwe amesema kuwa, licha mkataba huo kuonyesha matumizi ya fedha hizo ambayo ni pamoja na kulipa gharama za wapangaji za kutafuta sehemu nyingine ili kupisha ujenzi huo pamoja na NIP kukodi ofisi wakati ujenzi huo unaendelea, lakini fedha hizo zimetumika kinyume na makusudio.

Amesema baada ya kubaini upungufu huo, bodi hiyo iliitisha kikao cha dharura kwa ajili ya kuzungumza na menejimenti kuhusu suala hilo ambao na wenyewe walikiri kukiukwa kwa makubaliano ya mkataba huo kwenye matumizi ya fedha hizo.

Wangwe amesema kutokana na hali hiyo, bodi hiyo iliwasilisha mapendekezo ya kuitaka serikali kumsimamisha kazi Mkurugenzi wa Shirika hilo, Joel Mlanzi ambaye tayari ameshasimamishwa kazi ili kupisha uchunguzi wa suala hilo.

Bodi ya sukari na wazalishaji wa sukari Tanzania wamesema wanasukari ya kutosha kiasi cha tani 32 kwenye ghala zao, itakayo endelea kuingizwa kwenye soko hadi hapo sukari inayotarajiwa kuagizwa toka nchi za nje kwa utaratibu maalumu itakapowasili nchini.

KILIO cha ukosefu wa fedha za kuonesha matangazo ya moja kwa moja ya Bunge la Tanzania kupitia Shirika la Utangazaji nchini (TBC) ambacho kimekuwa kikitolewa na serikali, sasa kimepata ufumbuzi.

Mfuko wa Vyombo vya Habari nchini (TMF) umeeleza kwamba upo tayari kutoa fedha zinazohitajika ili kuhakikisha haki ya Mtanzania kupata habari kupitia TBC haiingiliwi wala kubughudhiwa kwa hoja yoyote.

Endapo serikali itakubali ombo hilo, wananchi wataendelea kunufaika na vikao vya moja kwa moja vya bunge tofauti na pendekezo la serikali la kunakili baadhi ya sehemu na kisha kuoneshwa usiku.

Ernest Sungura, Mkurugenzi Mtendaji wa TMF leo jijini Dar es Salaam amewaeleza wahariri wa habari na serikali kupitia mwakilishi wake Assah Mwambene ambaye ni Mkurugenzi wa Habari Maelezo kwamba, taasisi hiyo imejipanga kusimamia na kuhakikisha Watanzania wanaendelea kupata matangazo ya moja kwa moja kutoka bungeni kupitia TBC kwa kuyagharamia.

Sungura amesema kwamba miongoni mwa malengo ya mfuko huo ni pamoja na kuleta mabadiliko katika tasnia ya habari pia kuhakikisha wananchi wanapata taarifa.

Januari mwaka huu, Nape Nnauye, Waziri wa Habari, Utamaduni, Sanaa na Michezo alitoa ufafanuzi bungeni kuhusu hatua ya serikali kusitisha matangazo ya moja kwa moja ya bunge kupitia TBC.

Miongoni mwa sababu alizozieleza ni pamoja na kuwepo kwa gharama kubwa ya Sh. 4.2 bilioni zinazotumika katika uendeshaji wa matangazo hayo ya moja kwa moja kwa mwaka pia watumishi wa serikali kushabikia bunge badala ya kuendelea na kazi ofisini.

Hatua ya serikali kusitisha matangazo hayo iliibua mjadala mkubwa bungeni huku Zitto Kabwe, Mbunge wa Kigoma Mjini (ACT-Wazalendo) akilitaka bunge kusitisha shughuli zake ili kujadili taarifa hiyo ya serikali.

Nje ya bunge mjadala huo uliendelea bila kupatikana kwa ufumbuzi ambapo TMF imedhamiria kugharamia matangazo hayo ili kuruhusu wananchi kuendelea kupata matangazo hayo kupitia TBC.

Katika mkutano huo, Mwambene amesema kwamba, serikali itafikiria namna ya kupeleka maombi TMF ya uwezeshwaji katika maandalizi ya miswada miwili ya sheria za habari ili kupitisha sheria zenye matakwa ya wadau.

Kuhusu hilo, Sungura amesema taasisi yake iko tayari kuisaidia serikali kwenye mchakato huo na hata kuitisha kongamano kubwa la wadau.

Hizi  mbili,  fomu kutoka kiwanja cha mpira Masumbani namba 29304 kutoka jimbo la Chumbuni namba 1937, fomu hii inakosa uhalali kwa sababu haina mhuri , maandishi ya meandikwa tena kwa kalamu juu ya maandishi ya kivuli na saini imewekwa zaidi uya mara moja.  Fomu ya pili ni kutoka jimbo la Chakechake jina la kituo na namba haisomeki, fomu hii inakosa uhalali kwasababu inamhuri ambao siyo wa Tume ya uchaguzi anzibar ni mhuri wa Serekali ya Mapinduzi Zanzibar ambao haupaswa kutumika katika fomu hii.

Fomu ya pili ni kutoka jimbo la Chakechake jina la kituo na namba haisomeki, fomu hii inakosa uhalali kwasababu ina mhuri ambao siyo wa Tume ya uchaguzi anzibar ni mhuri wa Serekali ya Mapinduzi Zanzibar ambao haupaswa kutumika katika fomu hii.
Matumizi ya Mihuri Bandia katika karatasi za kujumuishia matokeo ya wagombea nafasi ya Rasi wa Zanzibar.

Mwenyekiti wa CCM, Rais Mstaafu Jakaya Kikwete, akizungumza na Makamu wa Rais wa Sudani Kusini Riek Machar mjini Addis Ababa, Ethiopia mwishoni Mkutano wa Mawaziri wa Afrika kuhusu Chanjo.

Katika mazungumzo hayo, Makamu huyo wa Rais alimshukuru Rais Mstaafu Kikwete kwa mchango ambao CCM imeutoa katika kusuluhisha mgogoro ndani ya chama tawala cha SPLM hadi kufikiwa kwa makubaliano ya Arusha. Ametumia pia fursa hiyo kuomba CCM kuendelea kukisaidia chama cha SPLM kutokana na uzoefu na ukomavu wake wa uongozi.

Amemhakikishia Rais Mstaafu Kikwete juu ya azma yake ya kurejea Juba mapema iwezekanavyo.
Kwa upande wake, Rais Mstaafu Kikwete amempongeza kwa utayari wake wa kurejea Juba na amemuhakikishia kuwa CCM haitatupa mkono SPLM na itaendelea kushirikiana na kutoa mchango wake pale utakapohitajika.

RAIS wa Jamhuri ya Muungano wa Tanzania, Dk. John Pombe Magufuli amesema mawaziri ambao hawajajaza Tamko la Rasilimali na Madeni wawe wamejaza fomu hizo na kuzirejesha katika Ofisi za Sekretarieti ya Maadili ya Viongozi wa Umma Dar es Salaam ifikapo leo saa 12.00 jioni (Ijumaa, Februari 26, 2016).

Agizo hilo la Rais limetolewa leo na Waziri Mkuu Kassim Majaliwa mbele ya waandishi wa habari katika mkutano uliofanyika ofisini kwake, Magogoni jijini Dar es Salaam.

“Mheshimiwa Rais ameelekeza mawaziri ambao hawajajaza tamko la rasilmali au hati ya ahadi ya uadilifu wafanye hivyo na kuzirejesha kabla saa 12 jioni na Waziri ambaye atashindwa kutekeleza agizo hili atakuwa amejiondoa mwenyewe kwenye nafasi yake,” amesisitiza Waziri Mkuu.

Waziri Mkuu amesema wakati akifungua mafunzo ya Mawaziri na Naibu Waziri kuhusu Mwongozo wa Maadili ya Viongozi wa Umma na Utekelezaji wa Ahadi ya Uadilifu yaliyofanyika Ikulu jana (Alhamisi, Februari 25, 2016) alikabidhiwa majina ya Mawaziri na Naibu Mawaziri ambao hawajawasilisha Tamko la Rasilimali na Madeni kwa Kamishna wa Maadili.

Amewataja mawaziri wanaotakiwa kurejesha fomu za tamko la rasilimali pamoja na hati ya ahadi ya uadilifu kuwa ni Waziri wa Mambo ya Ndani ya Nchi, Bw. Charles Kitwanga na Waziri wa Nchi (OMR – Muungano na Mazingira), Bw. January Makamba. Wengine ni Waziri wa Mambo ya Nje, Ushirikiano wa Afrika Mashariki, Ushirikiano wa Kikanda na Kimataifa, Dk. Augustine Mahiga ambaye anatakiwa kurejesha hati ya ahadi ya uadilifu kwa viongozi wa umma na Waziri wa Elimu, Sayansi, Teknolojia na Ufundi, Prof. Joyce Ndalichako ambaye anatakiwa kutoa tamko la rasilmali na madeni.

Kwa upande wake, Naibu Waziri wa Nchi (OMR – Mazingira), Bw. Luhaga Mpina anatakiwa kurejesha fomu za tamko la rasilmali na madeni pamoja na hati ya ahadi ya uadilifu kwa viongozi wa umma.

WAZIRI MKUU Kassim Majaliwa amesema agizo lilitolewa na Rais wa Jamhuri ya Muungano wa Tanzania, Dk. John Pombe Magufuli la kuwataka mawaziri ambao hawajajaza Tamko la Rasilimali na Madeni wakamilishe kabla ya saa 12 leo jioni limetekelezwa.

Waziri Mkuu amepokea barua kutoka kwa Kamishna wa Sekretarieti ya Maadili ya Viongozi wa Umma, Jaji (Mst.) Salome Kaganda ikithibitisha kuwa mawaziri na naibu mawaziri wote wametekeleza agizo hilo.

“Hadi kufikia saa 9.30 leo alasiri (Ijumaa, Februari 26, 2016) mawaziri wote walikuwa wamekamilisha fomu zao za kuzikabidhi katika Ofisi za Sekretarieti ya Maadili ya Viongozi wa Umma,” alisema Waziri Mkuu.

Rais Magufuli leo asubuhi alitoa maelekezo kwamba Mawaziri ambao hawajajaza Tamko la Rasilimali na Madeni ifikapo leo Ijumaa tarehe 26 Februari, 2016 saa 12.00 jioni wawe wamejaza na kurejesha Fomu ya Tamko la Rasilimali na Madeni katika Ofisi za Sekretarieti ya Maadili ya Viongozi wa Umma Dar es Salaam. Waziri ambaye atashindwa kutekeleza agizo hili atakuwa amejiondoa mwenyewe kwenye nafasi yake.

Mawaziri waliotakiwa kurejesha fomu za tamko la rasilimali pamoja na hati ya ahadi ya uadilifu kuwa ni Waziri wa Mambo ya Ndani ya Nchi, Mhe. Charles Kitwanga na Waziri wa Nchi (OMR – Muungano na Mazingira), Mhe. January Makamba.

Wengine ni Waziri wa Mambo ya Nje, Ushirikiano wa Afrika Mashariki, Ushirikiano wa Kikanda na Kimataifa, Dk. Augustine Mahiga ambaye alitakiwa kurejesha hati ya ahadi ya uadilifu kwa viongozi wa umma na Waziri wa Elimu, Sayansi, Teknolojia na Ufundi, Prof. Joyce Ndalichako ambaye alitakiwa kutoa tamko la rasilmali na madeni.

Kwa upande wake, Naibu Waziri wa Nchi (OMR – Mazingira), Mhe. Luhaga Mpina aliyetakiwa kurejesha fomu za tamko la rasilmali na madeni pamoja na hati ya ahadi ya uadilifu kwa viongozi wa umma.

Mumbai marks no-selfie zones to prevent deaths


According to the news by The Associated Price published at The Japan Times, India is home to the highest number of people who have died while taking photos of themselves, with 19 of the world’s 49 recorded selfie-linked deaths since 2014, according to San Francisco-based data service provider Priceonomics. The statistic may in part be due to India’s sheer size, with 1.25 billion citizens and one of the world’s fastest-growing smartphone markets.

Alarmed by the trend, Mumbai has declared 16 no-selfie zones across the city, as authorities warn people against taking unnecessary risks.

Earlier this month, an 18-year-old college student on a class picnic lost his balance while taking a selfie atop a rock near a dam near the central Indian city of Nashik. He fell into the water and drowned, along with a classmate who jumped in to try and save him.

Last month, an 18-year-old woman fell and drowned in the sea while taking a photo of herself at Mumbai’s Bandstand Fort, a popular tourist spot.

An engineering student sustained fatal head injuries when a rock he was standing on cracked and sent him tumbling. He’d been trying to take a selfie with friends in front of the Kolli Hills in Tamil Nadu.

And in January 2014, three students aged 20 to 22 died when they stopped to take a photo with a speeding train approaching, and were hit. They’d been on their way to visit the Taj Mahal. 

Anyone venturing into off-limits areas, even if they take no photos, risks being slapped with a fine of 1,200 rupees, or about $18.
