UK Partners with the Judiciary of Tanzania to tackle serious crime


The Deputy British High Commissioner, Matt Sutherland, and the Honorary Presiding Judge of the High Court, Shaban Lila, attended the course to congratulate the participants.

The course is funded by the United Kingdom government as part of the joint commitment by Tanzania and the United Kingdom to work closely together to tackle serious crime.

The course is designed to support the Tanzania judiciary tackle the growing national and international threats of serious crime including drug trafficking, illegal wildlife trade, terrorism and the recovery of criminal assets.

There are 14 Principal Magistrates attending from Courts across Tanzania including: Kisutu, Kigoma, Arusha, Moshi, Mwanza, Sumbawanga, Temeke, Dodoma, Kinondoni and Mbeya

The programme is being hosted by the Criminal Justice Advisor from the British High Commission. The trainers include experienced judges from the United Kingdom;, Nick Barker who has trained judges in Pakistan, Kenya, Nigeria and Somaliland and Peter Moulson QC.

This is part of a package of support between Tanzania and the United Kingdom on serious international crime. This includes work with police, prosecutors and law makers.

This is the second training provided to the judiciary and follows training to High Court judges provide in November 2015.

The Indian Ocean region is increasingly being used by drug traffickers to transport large volumes of illegal drugs to East Africa from Afghanistan and Pakistan. Since 2012 international naval forces in the region have stopped more than 44 vessels and seized more than 8 tonnes of heroin and 30 tonnes of hashish.

The joint work between the UK and Tanzania has led to the detention and prosecution of international drug traffickers in both Tanzania and the United Kingdom.

Matt Sutherland explained why the UK was supporting this work:

“Tanzania and the United Kingdom have a common interest in tackling serious crime together. We are increasingly seeing that international criminals use international networks to traffick drugs, export wildlife trophies or hide the profits of crime. It is only by working together that we can make sure there are no safe havens for criminals.

I am delighted that the UK is able to work so closely with Tanzania in this work. It has already been very successful.

I am pleased that Tanzanian and UK judiciary are able to work together in this course. The common history of our laws and legal institutions means that we are able to learn from each other. This course will provide valuable, practical training to those in the front line fighting serious crime in Tanzania.

I am delighted that the United Kingdom government is able to partner with the Judiciary of Tanzania.”

British Minister for Africa visit to Tanzania


James Duddridge, the United Kingdom’s Minister for Africa, visited Tanzania 7-8 March. During the visit Mr Duddridge met with Minister for Foreign Affairs Mahiga, Trade and Industry Minister Mwijage, and the Minister for Policy, Parliament and Employment in the Prime Minister’s Office, Jenista Mhagama.

Mr Duddridge met with major UK investors and heard about the potential for British business in Tanzania. He also visited the Port of Dar es Salaam to see UK-Tanzanian cooperation on counter-narcotics and saw how UK Export Finance is supporting the construction of a new Terminal at Julius Nyerere International Airport.

At the end of his visit Mr Duddridge said:

“Tanzania has been a great friend of the UK for many years and I enjoyed seeing how our relationship has developed and grown over a broad range of issues, including through our UK-Tanzania prosperity partnership, which has the potential to benefit both our countries greatly. I also raised my concerns over the political situation in Zanzibar. With so many connections, friendships and common priorities, Tanzania and the UK can build a partnership that will deliver benefits for both our countries for many years to come.”

Tume ya Uchaguzi ya Zanzibar (ZEC) imendelea na msimamo wake wa kuhakikisha kwamba vyama vyote vinashiriki katika uchaguzi wa marejeo unatarajiwa kufanyika march 20 mwaka huu.

Hayo yamedhihirikia leo pale ZEC waliupopokea makaratasi ya kupigia kura kutoka Afrika ya Kusini yakiwa yamechapishwa ikihusisha wagombea woote hata wale ambao waliomba kuondolewa katika karatasi hizo kwa madai kwamba uchaguzi huo si halali.

Akizungumza na waandishi baada ya kupokea karatasi hizo Mkurugenzi wa Tume hiyo Salim Kassim Ali alionesha mfano wa karatasi hizo ambazo hata chama kikuu cha upizani CUF kilichopiga kelele mara kwa mara nacho kimeorodheshwa.

“Wagombea ni walewale waliokuwa katika uchaguzi uliopita ambao waliteuliwa tarehe 6 september 2015 na kama mnavyoona karatasi zetu za mfano” alisema Ali.
Alisema kujiondoa kuna taratibu za kisheria ambazo hazikufuatwa kuda kutokana na hilo wamefanya uchapishaji ule ule wa mwaka jana.

Alisema kilichobakia sasa karatasi hizo ni kuzipeleka kwenye ghala la kuhifadhia karatasi hizo hadi hapo Tarehe 17/03/2016 ambapo zitaaza kusambazwa katika vituo.

Alisema tarehe 18 mwezi huu wataaza kuzipeleka kisiwa cha Pemba na 19 ni katika vituo vyote vya Unguja.

Ali alieleza kwamba wamechapisha makaratasi hayo kulingana na Idadi ya wapiga kura wote ambao wameorodheshwa katika Daftar la wapiga kura Zanzibar ambao ni 503,850.

“Tutahakisha mara hii karatasi zoote zimefika mapemaa sanaa ili kuondoa matatizo ambayo yailiweza kujitokeza katika chaguzi zilizopita” alisema Mkurugenzi huyo.

Kwa upande wa gharama za uchapishaji na usafiri muhasibu wa ZEC Yusouf Ali Hassan alisema mara hii wametumia USD 25,000 kiasi ambacho ni kidoogo kulingana uchaguzi uliopita kwa tofauti ya dola 50,000.

Alifahamisha kwamba ghara zote hizo ziliweza kutolewa na Serikali ya Mapinduzi ya Zanzibar bila ya mkopo wowote.

“Tulilipa kwa awamu 60% na ilipokamilika kazi ya uchapisha tumemaliza kilichabakia na kwa maana hiyo hatudaiwi” alisema Hassan.

Akizungumza kiwanjani hapo mwakilishi wa chama cha TADEA Rashid Mchenga alisema anaishukuru ZEC kwa kufanya mambo yao kwa wakati. Alisema wao watashiriki kifua mbelee na hana wasiwasi katika uchagfuzi huo.

Ikumbukwe kwamba vyama zaidi ya 10 viliaandikia ZEC vikiomba kuondolewa katika katasi hizo lakini mambo yamekwenda kinyume chake na sasa majinan na picha yataonekana vile vile.

Kitty Bressington is a financial adviser in Rochester, N.Y., who specializes in helping couples. First, she says, you need to "get all of the issues out on the table, work through a budget." That means coming to some agreement on "yours, mine, ours." Couples often need to set spending limits.

"Those all come from being able to talk about money, which as a society we're not very good at," Bressington says.

Keeping all your money separate is probably the wrong approach, Bressington says, but she also doesn't think it's a good idea for a couple to just throw all their money together in one account and hope for the best.

The exact structure depends on the particular couple. But she recommends the following as a good way to organize your finances:
  1. Set up a joint account to cover the basic bills.
  2. Set up a plan with automatic contributions to a retirement account, college savings account and other long-term savings goals.
  3. Then, each partner in the couple should get a set amount of spending or "fun" money every month that's discretionary.
"If you decide [the fun money is], say, $250 a month, and that fits within your budget, and one person wants to blow his $250 and the other person wants to save her $250, then that's OK because you've set those ground rules," Bressington says.

She advises many couples to take out that spending money in cash — no credit cards.

Also, many experts say if you go to a financial adviser, pick one who works for a simple "fee only" (an actual, legally binding designation) — unlike many who make commissions steering you into pricey mutual funds.

New studies reinforce the urgency of treating pregnant women with Malaria


[...] two studies and an editorial in this week's New England Journal of Medicine are reminders that malaria, a disease that killed about half a million people in 2015, also has profound consequences for pregnant women and their infants. The new studies provide much-needed guidance on how to prevent and treat malaria during pregnancy.

"Malaria during pregnancy is a major public health concern," says Dr. Joel Tarning, Head of Clinical Pharmacology at Mahidol Oxford Tropical Medicine Research Unit in Bangkok, Thailand, and author of the NEJM editorial "Treatment of Malaria in Pregnancy."

Recommended treatment for malaria is artemisinin combination therapy, or ACT, a mix of drugs shown to effectively treat the disease. But until now, the treatment has not been tested on women expecting babies.

"Pregnant women are often excluded from clinical trials, which hampers the implementation of these drug treatments," says Tarning.

If malaria is left untreated during pregnancy, infected red blood cells gather in the placenta and block the crucial exchange of nutrients from mother to fetus. The result can be miscarriage, stillbirth and low birth weight, says Tarning.

In sub-Saharan Africa, malaria during pregnancy is thought to be responsible for 20 percent of low birth weight babies each year, leading to 100,000 infant deaths, according to a recent NEJM study.

In Africa many people are immune from malaria and show no symptoms when infected, but pregnancy reduces a woman's immunity. Even when an infected woman has no symptoms, the disease can still harm the fetus, again resulting in low birth weight, miscarriage or stillbirth.

Despite a lack of clinical trial evidence on how to safely and effectively prevent and treat malaria during pregnancy, the consequences of no treatment are severe.

"Not treating pregnant women with malaria is not an option, since this is a life-threatening disease," says Tarning.

So the current WHO recommendations are that women living in areas where malaria is prevalent sleep under pesticide-treated nets; that women be given two doses of malaria prevention drugs during their pregnancy; and that women with malaria be treated during the second and third trimester.

Those WHO guidelines on treating malaria in pregnant women haven't changed, but now, with good evidence that they are safe and effective, health ministries can be more confident in carrying them out.

"I hope that these studies provide the needed evidence for countries to use ACTs in the treatment of pregnant women with malaria," says Tarning.

And they provide support for being treated earlier in pregnancy. Tarning pointed out a new study in The Lancet Infectious Diseases that treatment with ACTs is safe and effective during the first trimester. "It's time to reconsider first-trimester anti-malarial treatment recommendations," he says.

Just as important, he says, the studies show that in countries where many pregnant women are infected with malaria but show no symptoms because of built-up immunity, treatment with ACTs will benefit them and their unborn babies. "Hopefully, this will start the debate on using ACTs as preventive treatment in this group," he says.

Now there is clear guidance on how malaria drugs affect pregnant women. In another study, 3,428 pregnant women with malaria from Burkina Faso, Ghana, Malawi and Zambia were treated with four different anti-malaria drug combinations. Cure rates ranged from 95 percent to 99.2 percent, with few side effects. And the study on preventive treatment in 300 pregnant women with no malaria symptoms found that the drug combination of dihydroartemisinin-piperaquine, one of the combination drugs, prevented the disease and raised no safety concerns.

These studies on malaria's effect on pregnant women, a group previously not studied adequately in clinical trials, should go a long way in protecting mothers and babies from the harmful consequences of the disease.

Taarifa kutoka Ofisi ya CCM Mkoa wa Dar es Salaam zinaeleza kwamba, CCM inaelekea kushindwa kupiga ‘bao la mkono’ kwenye uchaguzi wa Meya wa Jiji hilo kutokana na mazingira kukaa vibaya.

Leo Juma Gaddafi, Katibu wa Siasa na Uenezi wa Mkoa wa Dar es Salaam amekutana na baadhi ya waandishi katika Ofisi ya CCM Mkoa huo huku akionesha hofu ya chama hicho kushindwa kutetea nafasi hiyo.

Taarifa kutoka kwenye kikao hicho zinaeleza kwamba, CCM mpaka sasa imekata tamaa ya umeya kutokana na mazingira magumu yaliyotengenezwa na vyama vinavyounda Umoja wa Katiba ya Wananchi (Ukawa).

Si hivyo tu, katibu huyo ameonesha kuchukizwa na kile alichokieleza udhaifu wa Isaya Mngurumi, Mkurugenzi wa Manispaa ya Ilala na Mkurugenzi wa Manspaa ya Kinondoni kwa kushindwa kuhimili wajumbe wa Ukawa kwenye chaguzi za umeya wa wilaya hizo.

“Wakurugenzi hawakuwa majasiri katika kupamba na vitisho vya wajumbe wa Ukawa na kuwa wakweli. Walishindwa kutoa tafsiri sahihi ya wajumbe halali wanaotakiwa kupiga kura katika uchaguzi wa meya wa jiji,” amelalamika Gadafi.

Kwenye mkutano huo Gadafi amedai kwamba wakurugenzi hao walifanya upotoshaji wa tafsiri sahihi kuhusu uwepo wa wajumbe wa CCM walioonekana kutokuwa wajumbe halali.

“CCM imesikitishwa na upotoshaji uliofanywa na wakurugenzi hao hasa kwa kuwavua uhalali wa kupiga kura baadhi ya wajumbe wetu,” amesemea na kuongeza;

“Wakurugenzi wa Manispaa za Ilala na Kinondoni wamekula matapishi yao, haiwezekani uchaguzi wa awali wawakubali wabunge viti maalum kama wajumbe halafu uchaguzi wa jiji waseme hawastahili kupiga kura.”

Gaddafi amedai kwamba, Ukawa ndio walikuwa wa kwanza kuuvuruga uchaguzi huo kwa kuwa walitumia njia ya vitisho na kuwafanya wakurugenzi wafanye maamuzi kulingana na mashinikizo yao.

Amedai kwamba, licha ya CCM kuonekana kuwa chanzo cha kuvuruga uchaguzi huo lakini chama hicho hakina sababu hata moja ya kufanya hivyo isipokuwa ni utaratibu wanaoshinikiza ufuatwe na kuwa wana mgombea bora na anayekubalika.

“Wajumbe wa Ukawa ndiyo walianza kukiuka taratibu za upigaji kura kwa kupiga picha kura walizopiga na kumuonesha mmoja kati ya viongozi wao.

“Uchaguzi hupigwa kwa siri, iweje Ukawa wawalazimishe wajumbe wao kupiga picha kura walizopiga? Ina maana wanaogopa wajumbe wao wasije wakaipigia kura CCM,”amesema.

Jumla ya wajumbe wa mkutano wa kumchagua Meya wa Jiji ni 161. Kwa upande wa Kinondoni kuna wajumbe 58 ambapo CCM wapo 20 na ukawa 38.

Temeke jumla ya wajumbe 49, CCM wapo 31 na ukawa 18 na Ilala jumla ya wajumbe 54 huku CCM wakiwa 23 ukawa 31.

Gazeti la MTANZANIA linadai kuwa habari za uhakika ilizozipata jana jioni kutoka kwenye chanzo chake, zinasema fedha kiasi cha shilingi bilioni 925 alizoagiza Rais John Magufuli jana katika ziara yake ya ghafla katika Benki Kuu ya Tanzania (BoT), zilikuwa zimeelekezwa kulipa madeni mbalimbali ya taasisi za Serikali na binafsi.

“Malipo mengi yapo kwenye taasisi ambazo zinatoa huduma serikalini na cheki zao zimerundikana pale wizarani, jambo la kujiuliza kwanini wizara iidhinishe malipo wakati hayako kwenye bajeti.

“Hivi tujiulize wote kama tunaipenda nchi yetu, hivi kweli kwa mtindo huu mwananchi wa kawaida atapata huduma za kijamii,” kilisema chanzo chetu.

Chanzo hicho kilisema BoT na wizara wametakiwa kufuata waraka uliotolewa mwaka 2004 unaotoa mwongozo wa malipo.

Wakati huo huo mwakilishi wa kampuni hiyo ya udalali ya Yono Auction Mart & Co. Ltd, Scollastica Kevela ametoa siku tatu kwa wadaiwa wote wa TBA kuhakikisha wanalipa fedha hizo kabla ya kufikiwa na kampuni hiyo ambayo Jumatano ya Machi 16 mwaka huu itaanza rasmi kazi ya kuwaondoa katika nyumba za wakala huo watumishi wote wanaodaiwa kwa kufuata sheria kama inavyoelekeza.

Akizungumza katika mkutano na waandishi wa habari Dar es Salaam leo wakati wa kutiliana saini na kampuni hiyo ya udalali kwa ajili ya kukusanya fedha kutoka kwa wadeni wa wakala huo Mtendaji Mkuu wa TBA , Elius Mwakalinga alisema wamefia hatua hiyo baada ya kuona wadaiwa wao ambao wengi wao ni kutoka sekta za serikali kushindwa kulipa fedha hizo.

"Tumeingia mkataba na Kampuni ya Yono Auction Mart baada ya kushinda zabuni ambayo tulitangaza Februari 23,2016 na sasa kazi yote ya ukusanyaji wa fedha hizo itafanywa na kampuni hiyo" alisema Mwakalinga.

Mwakalinga alisema fedha nyingi za wakala huo zipo mikononi mwa wadaiwa wao ambapo kwa mkoa wa Dar es Salaam na Dodoma ni shilingi.Bilioni 6 na kwa waliokopa ni sh.milioni 800 huku fedha zinazodaiwa kwa ajili ya kutoa ushauri mbalimbali wa ujenzi ni sh.bilioni 6.95.

Mwakilishi wa kampuni ya Yono Auction Mart & Co. Ltd, Scollastica Kevela alisema wametoa siku tatu kwa wadaiwa wote kuhakikisha wanalipa fedha hizo vinginevyo watafikiwa na kampuni hiyo ambayo imepanga rasmi kupita kila nyumba inayodaiwa na kuwa kila muhusika atatakiwa kuilipa kampuni hiyo asilimia tano ya fedha anazodaiwa na TBA.

Tanzania Government Call for Oil and Gas Professionals Credentials

CALL FOR OIL AND GAS PROFESSIONALS CREDENTIALS

The discoveries of natural gas in the deep water and expansion of oil exploration activities has resulted to the shortfall in human capital supply in the country especially due to newness of the sub sector in the economy. The government through the Ministry of Energy and Minerals has decided to implement Capacity Building Marshal Plan (2012-2020) which entails affording Tanzanians training opportunity for Masters and PhD levels in the Oil and Gas fields.

Parallel to that, there is a need to ensure that professionals in Oil and Gas are utilized in the relevant fields for the development of the country. With these efforts, there is a need to develop Oil and Gas Professionals Data Base (OGPDB) to act as a tool for employment opportunities search.

In order to develop OGPDB, applications are invited from Oil and Gas qualified Tanzanians to submit the following information:-

(i) PhD, Master’s and Bachelor’s degree Certificates and corresponding academic transcripts;

(ii) Copies of Form IV and VI National Examination Certificates;

(iii) A detailed Curriculum Vitae (CV) with reliable contacts: postal address and telephone numbers;

(iv) One recent passport size photograph; and

(v) One copy of Birth Certificate.

Note: All copies of required certificates should be certified and in case of PhD and Msc certificates, they should be certicified by TCU.

Uvumi wa ajira za walimu

Kumekuwa na taarifa za upotoshaji zinasombazwa kwenye mitandao ya kijamii juu ya kutolewa kwa ajira mpya ya walimu kwa shule za sekondari na msingi kwa mwaka 2015/2016.

Taarifa hizo zinazosambazwa zinaeleza kwamba walimu wapatao 17,928 wa cheti (Daraja IIIA) , 5,416 wa Stashahada kwa sekondari na 12,677 kwa shule za mazoezi za vyuo vya ualimu Tanzania Bara wamepangwa kwa ajili ya kuanza kazi.

Katika taarifa hiyo inawataka walimu hao waliopangwa kuripoti kwa Wakurugenzi wa Halmashauri kwa ajili ya kupangiwa vituo vya kazi na kuanza kazi tarehe 01/04/2016.

Taarifa hizo pia zinaeleza kuwa walimu ambao hawataripoti ifikapo tarehe 10/04/2016 hawatapokelewa tena na watakuwa wamepoteza ajira zao.

Ofisi ya Rais Tawala za Mikoa na Serikali za Mitaa (TAMISEMI) inapenda kuchukua nafasi hii kukanusha taarifa hizo kuwa ni za upotoshaji. Wananchi wanapaswa kuzipuuzia kwani mpaka sasa bado Serikali haijatoa ajira za walimu kwa mwaka 2015/2016.

Ajira mpya za ualimu zitakapokuwa tayari zitatangazwa moja kwa moja kwenye vyombo vya habari na katika tovuti ya Ofisi ya Rais-TAMISEMI ambayo ni www.tamisemi.go.tz.
