Dar es Salaam has really poor map data - Mapillar aims to change that


Google Street View allows people to virtually walk through places from the Aeon Mall in Okinawa, Japan, to historic sites like Petra in Jordan without leaving their homes.

But type in Dar es Salaam, Tanzania, and you won't see anything. That's because the city is basically off the Google grid, as are many locations in developing countries.

A joint effort between the World Bank and Swedish startup Mapillary — aims to change that.

"Dar es Salaam has really poor map data," says Jan Erik Solem, CEO of Mapillary. "The reason is that the mapping companies need people on the ground or in the local area to create the actual map."

These missing maps make it next to impossible to track traffic congestion, to effectively deploy resources to poverty-stricken communities and to build public transportation systems.

And without detailed maps, it's harder for cities to prevent, and recover, from natural disasters.

Dar es Salaam experiences devastating floods every year during the rainy seasons in early spring and toward the end of fall. Puddles turn into rivers that inundate roads and homes, leaving many people displaced or even dead.

"We had the worst floods in 2011 when more than 40 lives were lost," says Mussa B. Natty, director of the ​Kinondoni​ Municipal Council. Kinondoni is the largest of three districts​ ​i​​n Dar es Salaam.​

"More than 2,300 houses were affected and the government had to organize temporary shelter. The hard hit were the urban poor residing in valleys. There was a repeat of flooding in 2013 and 2014 and infrastructures were severely damaged."

A year ago, in March 2015, when the mapping project began coming together, heavy rain and floods left 5,000 people homeless and caused seven deaths. In May, 12 more people died in floods.

The root cause of this flooding is lack of infrastructure like adequate drainage systems, according to Solem and World Bank consultant Mark Peter Iliffe.

Maps of the city detailing roads, homes, streams, drains and other features could help by becoming the first step in adequate city planning.

"Sparking the community's interest in mapping has the potential to truly transform Dar es Salaam into a prosperous city with the infrastructure to prevent floods, bring awareness to the need for flood prevention and risk reduction, and arm its citizens with the right tools and skills to build a better city," states a World Bank blog post celebrating the mapping efforts.

So how do you create maps without mappers?

Mapillary and the World Bank have handed the job off to the people who know the city best — its citizens.

Volunteers are mounting camera rigs to their tuk tuks — three-wheeled motor-powered vehicles — to snap pictures as they cruise Dar es Salaam's dirt roads. Others download the Mapillary app on their smartphones and capture images as they walk or hitch rides on motorbikes. In all, more than 260 people have volunteered.

"Every time someone takes pictures of a place, the images are connected together to reconstruct the location in 3-D [in Mapillary]," Solem says. It looks like this.

These 3-D models become digital maps and real-time models of Dar es Salaam. The models are generated with computer vision, a technique where images are analyzed to produce high-quality data about the real world.

"Not many people think of photos as the main source of data for improving maps and navigation," Solem says. "But photos are a very powerful feature that add more details to maps, like missing roads and buildings and specific properties like how wide streets are."

The maps can then help ​pinpoint flooding trouble spots.

​As they begin to come together, maps are being run through InaSAFE, a free software that reproduces natural disaster scenarios to help locals improve city plans and disaster response efforts.

"Understanding the areas which are most affected by the floods will lead to more informed decisions by municipal authorities to locate infrastructure to combat localized flooding," Iliffe wrote in an email to Goats & Soda.​

So far, locals have taken some ​23,​000 images, which have helped to map ​about 300 miles of roads. The goal is to map nearly ​1​​,700 more miles.

​Other community members are going a step further. In addition to taking pictures, they're learning how to create sophisticated maps with GPS devices and professional mapping drones. ​

Despite these efforts, the city will never be fully mapped, Iliffe says. It's one of Africa's fastest-growing cities, with a population that's expected to hit 21.4 million by 2052. As the population surges, maps will become ever more critical in saving lives from floods. But it's an endless task.

"We're not expecting the map to ever be complete," he wrote. "Dar es Salaam is a living, breathing city that is constantly changing."

WAZIRI MKUU Kassim Majaliwa amemuagiza Mdhibiti na Mkaguzi Mkuu wa Serikali aende Mamlaka ya Bandari Tanzania (TPA) ili akague taarifa za mapato ambazo zilikuwa zikilipwa na mawakala wa forodha na bandari kupitia benki ya CRDB lakini hazionekani kwenye mifumo ya benki.

Ametoa agizo hilo leo jioni (Jumatatu, Machi 17, 2016) wakati akizungumza na mamia ya mawakala wa forodha na bandari waliohudhuria mkutano aliouitisha ili kusikiliza kero zinazowapata katika utendaji kazi wao.

Akizungumza na mawakala hao kwenye ukumbi wa Karimjee jijini Dar es Salaam, Waziri Mkuu alisema kuna dalili za kutupiana lawama baina TPA na CRDB kuhusu malipo yaliyikuwa yakifanyika benki halafu fedha hazionekana na wakala anaidaiwa kuwa hajalipia mzigo wakati alishaulipia.

“Kimsingi bado liko tatizo baina ya Mamlaka ya Bandari pamoja na Benki ya CRDB. Naona kila mmoja hapa anamkana mwenzake. Nitamtuma CAG ili akafanye ukaguzi wa kina ili tujue ni nani kati yao amehusika na upotevu wa fedha,” alisema huku akishangiliwa na mawakala hao.

Alimwagiza pia Kaimu Mkurugenzi wa Bandari, Eng. Aloyce Matei aandae dispatch zote walizotumia kupokelea malipo za kuanzia mwaka 2015 na ikibidi aandae za kuanzia mwaka 2014 ili CAG anapozopitia aweze kupata picha halisi.

Vilevile, Waziri Mkuu alimwagiza Eng. Matei kuhakikisha wananunua mashine ya photocopy ili iwekwe kwenye chumba cha kupokelea stakabadhi za malipo ya benki (bank pay in slip) ili mteja anapoleta nakala ya benki aweze kutolewa photocopy na kubakia na nakala ya malipo aliyofanya,

Waziri Mkuu alisema Serikali inatambua bandari ni eneo nyeti katika kuinua uchumi na mapato ya nchi lakini pia ni eneo muhimu katika kutengeneza ajira. “Ninapenda niwahakikishie kuwa bado tutaendelea kukagua bandari hadi pawe safi. Hii bandari ni yenu na mtafanya kazi kama kawaida,” alisema.

Mapema, akizumgumza kwa niaba ya mawakala hao, Rais wa Chama cha Mawakala wa Forodha nchini (TAFFA), Bw. Stephen Ngatunga alieleza matatizo mbalimbali ambayo wao kama mawakala wa forodha wamekuwa wakikumbana nayo kuanzia ulipaji, utoaji wa mizigo na kuitaka Serikali iongeze nguvu katika kuikabilia sekta hiyo.

Alizikosoa baadhi ya sheria ambazo zinaruhusu wamiliki wa bandari kavu kumiliki pia makampuni ya uwakala wa forodha, sheria kadhaa zinazochangia kukwamisha utoaji wa mizigo bandarini, ukaguzi hafifu wa kwenye scanner na uwepo wa vituo vinane vya mizani kuanzia Dar es Salaam hadi Tunduma ambavyo vimegeuka kuwa kero kwa wasafirishaji wa mizigo kwenda nchi jirani.

Wakati huohuo, Naibu Waziri wa Ujenzi, Uchukuzi na Mawasiliano, Eng. Edwin Ngonyani amesema Serikali imeamua kuyafungulia makampuni zaidi ya 150 ambayo yalikuwa yamefungiwa kufanya kazi za uwakala wa forodha kutokana na madai ya kuhusishwa na ukwepaji wa kodi.

“Hapa tumegundua kuwa wote siyo wasafi iwe ni mawakala, benki ama bandari. Mkurugenzi wa Bandari, kuanzia leo watu hawa waruhusiwe waanze kufanya biashara lakini nyaraka za nyuma zisiguswe hadi CAG atakapokamilisha uchunguzi wake,” alisema kuibua kelele za shangwe kwenye ukumbi huo.

Tausi uses her name to help her own people in Tanzania in education, HIV/AIDS awareness, society areas of need, and positively contributed to Tourism in her country of birth Tanzania as well as business sector and natural resources. Tausi is currently planning to host a few charitable activities through her non for profit organization 'Tausi and Friends For Life.

Tausi will start this coming Saturday March 26th 2016 to film a reality TV series inspired by her book "The African Princess" and the shows will be a model search that will be mentoring inspired models using experiences Tausi gained during her years in the fashion Industry.


Tausi withdrew from working actively in the fashion industry to raise a family of her own. Her life journey has taken her from Africa, Europe, Asia, Australia and current in the USA where she calls home.

Amesema kuwa watu hao walikuwa katika gari lenye namba za usajili T 135 AQJ aina ya Toyota, Rav 4 rangi ya kijivu (silver), polisi walilisimamisha gari hilo ndipo majambazi hao wakaanza kurusha risasi na kisha kuzidiwa na kuuawa na polisi waliokuwa katika doria.

Amesema baada ya kuwaua majambazi hao walikwenda kukagua na kukuta bunduki mbili aina ya pisto, hirizi, bomu lakurushwa kwa mkono pamoja na karatasi ambayo ilikuwa imeandikwa maneno katika lugha ya Kiaraabu.

Ajari hiyo iliyohusisha lori la mchanga, gari dogo yaliyokuwa yanatokea Bagamoyo kuja Dar es Salaam, na magari mawili yaliyokuwa kwenye msafara wa Kamati hiyo, yaliyokuwa yanaenda Bagamoyo kwa shughuli zake za kibunge.

Magari yaliyokuwa katika msafara wa kamati hiyo, ni gari la Mfuko wa Maendeleo ya Jamii (TASAF) na gari la Mkurugenzi wa Wilaya ya Bagamoyo ambayo yaligongwa na lori hilo la mchanga na kusababisha vifo vya watu hao na kuwajeruhi wengine kadhaa.

Ajali hiyo ilitokea baada ya gari dogo lililokuwa linatokea Bagamoyo kupunguza mwendo ghafla na kusababishwa lori lililokuwa nyuma yake kuligonga na kuhama upande wa pili na kuyagonga magari mawili yaliyokuwa katika msafara wa kamati ya Bunge.

Rais wa Jamhuri ya Muungano wa Tanzania Dkt. John Pombe Magufuli amekuwa mtu kwanza kutekeleza agizo la Mkuu wa Mkoa wa Dar es salaam la kuhakiki silaha, ambapo bunduki zake mbili aina ya Shortgun na Pistol zimehakikiwa nyumbani kwake Ikulu Jijini Dar es salaam.
Uhakiki huo umefanywa na maafisa wa Jeshi la Polisi wakiongozwa na Kamanda wa Polisi wa Kanda Maalum ya Dar es salaam, Kamishna Simon Sirro.

Akizungumza baada ya kukamilika kwa zoezi hilo, Rais Magufuli amempongeza Mkuu wa Mkoa wa Dar es salaam na Jeshi la Polisi kwa kuendesha zoezi la uhakiki wa Silaha, na ametoa wito kwa watu wote wanaomiliki silaha nchi nzima kuhakikisha zinahakikiwa.Dkt. Magufuli pia amelitaka Jeshi la Polisi kuongeza juhudi za kukabiliana na watu wanaojihusisha na vitendo vya uharifu ili kutokomeza kabisa vitendo hivyo.

Katika hatua nyingine, Rais Magufuli ametaka pande zinazogombea kiti cha Umeya katika Jiji la Dar es salaam, kukamilisha mchakato wa kumpata Meya katika uchaguzi uliopangwa kufanyika kesho tarehe 22 Machi, 2016 badala ya kuendelea kurumbana.

Dkt. Magufuli amesema upande wowote uwe tayari kupokea matokeo ya uchaguzi huo, ili Meya apatikane na Jiji liweze kuendelea na mipango yake ya kuwahudumia wananchi bila vikwazo.
