MFANYABIASHARA anayemiliki Kampuni ya Lugumi Enterprises Ltd, Said Lugumi, ametoroka nchi, MTANZANIA limebaini.

Lugumi ambaye anatajwa kuwa na ukwasi wa kupindukia katika kipindi kifupi, aliingia mkataba tata na Jeshi la Polisi mwaka 2011, kwa ajili ya kufunga mashine za kuchukua alama za vidole katika vituo vya polisi 108 nchi nzima kwa gharama ya Sh bilioni 37.

Taarifa za kutoroka nchi kwa mfanyabiashara huyo, zilielezwa na baadhi ya maofisa wa vyombo vya dola, ambapo inadaiwa kuwa aliondoka nchini Jumatatu wiki hii, siku ambayo Jeshi la Polisi lilitakiwa kuwasilisha mkataba huo Kamati ya Bunge ya Hesabu za Serikali (PAC) kwa mujibu wa sheria.

Chanzo kimoja kiliiambia MTANZANIA kuwa mfanyabiashara huyo ambaye amekuwa akitembea na msafara mkubwa wa magari ya kifahari, huku akilindwa na walinzi maalumu wa kukodi, ametoroka wakati vyombo vya dola vilikuwa vikimuwinda.

“Ninashangaa vyombo vya habari mnashupalia Lugumi, Lugumi… mbona sasa ana siku ya tatu ameondoka nchini. Na inaweza kuwa amekwenda mafichoni.

“Pamoja na hali hiyo, lakini bado tunaendelea kumsaka ingawa baadhi ya idara zinazohusika na vyombo vya dola zimefanikiwa kufanya mahojiano naye ya kina kuhusu suala la mkataba wake wa kufunga mashine za kuchukua alama za vidole katika vituo vya polisi,” alisema mtoa habari huyo.

UTATA WA MALIPO YAKE

Pamoja na hali hiyo inaelezwa kuwa licha ya Lugumi kuingia mkataba na Jeshi la Polisi wa Sh bilioni 37, lakini bado alilipwa Sh bilioni 46 nje ya mkataba.

Katika mkataba huo, alilipwa kiasi Sh bilioni 34 ambazo ni sawa na asilimia 99 ya fedha za makubaliano ya mkataba, lakini hadi sasa mashine hizo zimefungwa katika vituo 14 pekee jijini Dar es Salaam ambavyo hata hivyo haijaainishwa maeneo vilipo.

Sakata hili lilibainika wiki iliyopita baada ya Kamati ya Bunge ya Hesabu za Serikali (PAC), kukutana na maofisa wa jeshi hilo kupitia taarifa ya hesabu zao za mwaka 2013/14 zilizokaguliwa na Mkaguzi na Mdhibiti Mkuu wa Hesabu za Serikali (CAG).

MSAFARA WAKE WAPUNGUA

Duru za ndani zinaeleza kuwa tangu Kamati ya Bunge ilipoibua sakata hilo na vyombo vya dola kuanza kuwahoji baadhi ya washirika wake katika biashara, msafara wa mfanyabishara huyo umepungua.

Chanzo chetu kilisema kwa mara ya mwisho mfanyabiashara huyo alionekana eneo la Oysterbay jirani na Kanisa la St. Peter, huku akiwa na magari mawili badala ya saba hadi 10 kama ilivyokuwa awali.

Mtoa habari huyo alisema Lugumi aliopoonekana mwishoni mwa juma lililopita, alikuwa na magari mawili likiwamo Toyota GX V8 toleo la mwaka huu, ambalo lilikuwa limebeba walinzi wake, huku mwenyewe akiwa ndani ya gari la kifahari aina ya Escalade.

“Lugumi anaishi Mbweni na awali ilikuwa msafara wake ukipita magari husimamishwa ili kumpisha, na huwa na magari mengi kweli mithili ya kiongozi wa nchi, jamani kuna watu wamejua kuitafuna nchi hii, na sasa huenda unatimia usemi wa Rais Magufuli kuwa ni zamu yao kuishi kama mashetani na si kama malaika,” kilisema chanzo chetu.

MKATABA WAHAMISHWA

Sakata la mkataba huo wa Polisi na Lugumi limezidi kuchukua sura mpya baada ya Kamati ya Bunge ya Hesabu za Serikali (PAC), kunyang’nywa hoja hiyo na badala yake kuhamishiwa Kamati ya Kudumu ya Bunge ya Mambo ya Nje, Ulinzi na Usalama.

Hatua hiyo inatokana na utata uliogubika mkataba huo ambao unawahusisha vigogo kadhaa wa Jeshi la Polisi pamoja na baadhi ya watendaji wa Serikali ya Rais Dk. John Magufuli, huku ikidaiwa kuwa huenda ikawa njia ya ‘kulindwa’.

Kutokana na hali hiyo, hadi kufikia Jumatatu saa 10 jioni, Makamu Mwenyekiti wa PAC, Aeshi Hilaly, alisema kuwa kamati yao haijapokea taarifa yoyote kuhusu Kampuni ya Lugumi, ambapo kamati hiyo ililitaka Jeshi la Polisi kuwasilisha mkataba huo hadi kufikia leo.

Aeshi alisema wamemuomba Katibu wa Bunge, Dk. Thomas Kashilillah, ili aweze kuwaandikia Polisi barua kwa ajili ya kuwasilisha mkataba huo.

“Tumelazimika kumwandikia barua Katibu wa Bunge ili awaandikie barua polisi walete mkabata huo ndani ya siku tatu kutoka leo (juzi) kama walivyotakiwa na kamati yetu,” alisema Hilaly.

KAULI YA BUNGE


MTANZANIA ilipowasiliana na Ofisi ya Bunge kuhusu hatua hiyo, Mkuu wa Idara ya Habari, Elimu na Mawasiliano, Ofisi ya Bunge, Owen Mwandumbya, alisema kama kuna hoja iliyoibuliwa na Kamati ya PAC kisha ikapelekwa Kamati ya Kudumu ya Bunge ya Mambo ya Nje, Ulinzi na Usalama, itakuwa ni kwa ajili ya kupata ufafanuzi kuhusu matumizi ya fedha.

“Kama suala hilo lipo Mambo ya Nje, itakuwa si kwa hoja iliyoibuliwa na PAC na hakuna suala linaloshughulikiwa kama limeanzia PAC.

“Na kama litakuwa limekwenda huko ni kwa ajili ya kupata uelewa kuhusu matumizi ya fedha, na unajua hivi sasa ni kamati zipo katika maandalizi ya bajeti. Ila hoja kuhamishiwa kamati nyingine hutokana na maelekezo ya Spika wa Bunge. Kwa hoja hii ya PAC bado suala hilo lipo chini yao,” alisema Mwandumbya.

Department Overview
Pact seeks a Director of Monitoring and Evaluation for the proposed USAID-funded five-year Caring for Children and Empowering Young People of Tanzania to improve the welfare and protection of children affected by HIV/AIDS by building the capacity of households to provide for children under their care and strengthening social services systems and structures at the county and community levels to improve care and support of OVC. This position is contingent on award.

Position Purpose
The Director of Monitoring and Evaluation will report to the COP and is responsible for leading the design and implementation of the program monitoring and evaluation plan and information system to track delivery against targets, outcomes and impacts. He/she will lead analysis of data collected for assessment of progress and areas of improvement and overall data management. He/she will guide reporting processes amongst technical staff and consolidate program reports, and promote learning and knowledge sharing of best practices and lessons learned. He/she will support all the technical staff in M&E functions and will manage M&E staff on the project.

Key Responsibilities
Assist the OVC Manager and COP to design the overall measurement system for the project to include outcome measures at the end of the project
Assist partners to develop strong M&E systems to track programming to share with Pact and the donor
Providing training and mentoring to partners and staff to ensure the implementation of strong M&E systems
Assist with development of the M&E Plan for the project, including decision on and definition of key indicators, targets and systems for measurements
Collect, aggregate, analyze and present data about the project for learning and reporting to the donor.

Basic Requirements
Leadership:
Ability to sustain interpersonal and professional relationships with internal colleagues and contacts in donor and peer organizations

Responsibilities include:
  • Design and oversee M&E plans and data collection tools, and analyze and report M&E data

  • Train field staff in M&E systems and operations to ensure consistency and accuracy in data collection processes across field sites

Waziri wa Nchi katika Ofisi ya Rais, Tawala za Mikoa na Serikali za Mitaa (TAMISEMI), George Simbachawene amevunja bodi ya Soko la Machinga Complex lililopo Ilala, Mchikichini Dar es Salaam na kulikabidhi kwa mkuu wa mkoa wa Dar es salaam, Paul Makonda.

Akizungumza leo katika mkutano wa Jumuiya ya Wafanyabiashara nchini (JWT), Simbachawene amesema wazo la kuanzishwa kwa soko hilo lilikuwa zuri lakini Halmashauri ya Jiji la Dar es Salaam imeshindwa kulitekeleza.

Wakati misaada ya Bodi ya Shirika la Changamoto za Milenia (MCC), ikisitishwa, Marekani imeihakikishia Tanzania bado itaendelea kupata Dola 700 milioni ambazo ni sawa na Sh152 trilioni katika kufadhili miradi ya afya na elimu.

TAARIFA KWA VYOMBO VYA HABARI 

Mhe. Dkt. John Pombe Joseph Magufuli, Rais wa Jamhuri ya Muungano wa Tanzania alifanya ziara ya kikazi nchini Rwanda tarehe 06 na 07 Aprili 2016. Ziara hiyo ilianzia wilayani Ngara ambapo kwa kushirikiana na mwenyeji wake, Mhe. Paul Kagame, Rais wa Rwanda walizindua Daraja la Rusumo na Kituo cha Pamoja cha kutoa Huduma Mpakani (OSBP). Baada ya uzinduzi, Waheshimiwa Marais walielekea Kigali ambapo walifanya mazungumzo ya pande mbili katika kijiji cha Muhanzi. 

Katika mazungumzo hayo Wakuu hao wa Nchi walikubaliana mambo mbalimbali ikiwa ni pamoja na:
·      Kudumisha na Kuimarisha ushirikiano na uhusiano kati ya Tanzania na Rwanda;
·    Kuboresha miundombinu katika Ushoroba wa Kati ikiwemo ujenzi wa reli kutoka Tanzania hadi Kigali;
·       Ushirikiano katika sekta ya usafiri wa Anga kati ya Shirika la Ndege la Tanzania (ATCL) na lile la Rwanda (Air Rwanda);
·   Kushirikiana katika usimamizi wa mradi wa umeme wa Rusumo ili kuzalisha Mega Watts 80. Mradi huo utakapokamilika utazifaidisha nchi za Tanzania, Rwanda na Burundi; na
·       Kuagiza Mkutano wa Tume yaKudumu ya Pamoja ya Ushirikiano kati ya Tanzania na Rwanda ufanyike Kigali tarehe 29 na 30 Aprili 2016.

Uzinduzi wa Daraja la Kimataifa la Rusumo na Kituo cha Kutoa Huduma kwa Pamoja (One Stop Border Post - OSBP) Tarehe 6 Aprili, 2016

Marais wa Tanzania na Rwanda walizindua Daraja la Kimataifa la Rusumo na Kituo cha Kutoa Huduma kwa Pamoja Mpakani (OSBP) cha Rusumo.  Tukio hili lilihudhuriwa na viongozi wa ngazi za juu Serikalini kutoka Tanzania na Rwanda, Mabalozi, na Viongozi wa Taasisi mbambali za Kitaifa na Kimataifa.

Ujenzi wa Daraja na Kituo hiki cha Huduma kwa Pamoja Mpakani ni mradi uliotekelezwa kwa msaada kutoka Serikali ya Japan kwa nchi za Tanzania na Rwanda kupitia Shirika lake la Maendeleo (JICA). Mradi huu umegawanyika katika sehemu mbili: 
    i.          Sehemu ya kwanza ni ujenzi wa Daraja la Rusumo linalounganisha nchi  za Tanzania na Rwanda; na
  ii.           Sehemu ya pili ni ujenzi wa majengo na eneo la Kituo cha Huduma kwa Pamoja Mpakani (OSBP) kwa pande zote mbili za Tanzania na Rwanda.
Kazi zilizotekelezwa katika Mradi huu ni pamoja na:
·       Kujenga daraja lenye urefu wa Mita 80 la njia mbili zenye upana wa mita 3.75;
·       Kujenga sehemu ya wapita kwa miguu yenye upana wa mita 1.5;
·       Kujenga maingilio ya barabara kwa kiwango cha zege la lami lenye unene wa milimita 150 wa mita 7;
·       Kujenga barabara ya kilometa 2 na mabega ya barabara yenye upana wa mita 1.5; na
·       Kujenga Kituo cha Kutoa Huduma kwa Pamoja mpakani (OSBP).
Mradi huu kwa upande wa Tanzania umegharimu jumla ya Shilingi 33,206,508,072.07 ambapo kati ya fedha hizo Serikali ya Tanzania ilitoa Shilingi 542,385,122.07 kwa ajili ya fidia na uunganishaji wa huduma ya maji na umeme.

Faida

Daraja la Kimataifa la Rusumo na Kituo cha Huduma za Pamoja Mpakani ni kiungo muhimu katika barabara za Ushoroba wa Kati (Central Corridor). Ushoroba wa Kati una mtandao wa barabara unaounganisha barabara kuu ya Dar es Salaam -  Chalinze – Morogoro – Dodoma – Singida – Nzega – Tinde – Isaka – Lusahunga - Rusumo hadi Kigali Nchini Rwanda.
Barabara hii inaunganisha barabara kuu ya kuelekea Jamhuri ya Kidemokrasi ya Kongo (DRC) na kuifanya kuwa kiungo muhimu cha usafiri na usafirishaji wa mazao mbalimbali ya chakula na biashara kuelekea nchi za Rwanda na Jamhuri ya Kidemokrasi ya Kongo (DRC). Aidha, barabara hii ni sehemu ya mtandao wa barabara mbalimbali za ukanda wa Afrika Mashariki zinazoendelea kujengwa.
Kukamilika kwa ujenzi wa Daraja na Kituo hiki cha Kutoa Huduma kwa Pamoja Mpakani (OSBP) Rusumo kutafungua fursa nyingi, ikiwa ni pamoja na:
    i.        Kurahisisha usafiri wa watu na usafirishaji wa bidhaa kati ya Jamhuri  ya Rwanda, Jamhuri ya Kidemokrasi ya Kongo (DRC) na nchi yetu pamoja na Nchi za Jumuiya ya Afrika Mashariki, SADC na COMESA;
  ii.        Kukuza na kuchochea uzalishaji katika sekta za kilimo, viwanda na utalii;
iii.        Kuimarisha ushirikiano na kuhamasisha biashara ndani ya nchi na baina ya nchi jirani; na
iv.        Kuwezesha urahisi wa mawasiliano ya kijamii kati ya watu wa Tanzania na Rwanda na Wanaafrika Mashariki kwa ujumla.

Dhana ya Vituo vya Pamoja vya Utoaji Huduma Mipakani

Dhana ya Vituo vya Pamoja vya Utoaji Huduma Mipakani inahusu Nchi zinazopakana kushughulikia huduma na shughuli za udhibiti kama forodha, uhamiaji, usalama na afya kwa kushirikiana. Hivyo, abiria au msafirishaji bidhaa hulazimika kusimama na kukaguliwa au kukamilisha taratibu za udhibiti sehemu moja wakati wa kutoka kwenye nchi moja na kuingia nchi nyingine. Hatua hii inawezesha Idara, Taasisi na Wakala zinazotoa huduma na udhibiti mpakani kufanya kazi kwa pamoja na hivyo kupunguza muda wa kukaa mpakani na kuondoa vikwazo  visivyo vya kiforodha.

Ziara ya Mhe. Salva Kiir, Rais wa Jamhuri ya Sudan Kusini Tarehe 15 Aprili 2016

Katika hatua nyingine, Mhe. Salva Kiir, Rais wa Jamhuri ya Sudan Kusini atafanya ziara ya siku moja nchini Tanzania tarehe 15 Aprili 2016. Rais Kiir anakuja nchini kusaini Mkataba wa kuwezesha Jamhuri ya Sudan Kusini kuwa Mwanachama kamili wa Jumuiya ya Afrika Mashariki (EAC) ambapo tangazo la kukubaliwa kuwa Mwanachama wa EAC lilitangazwa na Mwenyekiti wa Jumuiya hiyo, Mhe. Dkt. John Pombe Joseph Magufuli, Rais wa Jamhuri ya Muungano wa Tanzania katika Mkutano wa Wakuu wa Nchi wa EAC uliofanyika jijini Arusha mwezi Machi 2016.
Sudan Kusini ina fursa nyingi za kiuchumi ambazo zinaweza kuzifaidisha Nchi Wanachama wa EAC ikiwemo Tanzania endapo mipango madhubuti itawekwa kuzichangamkia. Fursa hizo ni pamoja na kibiashara kwa kuwa karibu kila bidhaa inayotumia Sudan Kusini inaagizwa kutoka Nje ya nchi. Sudan Kusini inakabiliwa na uhaba wa chakula, huduma za kibenki, bima na wataalamu mbalimbali. Hivyo, jamii ya wafanyabiashara wa Tanzania wanahimizwa kuchangamkia fursa zinazopatikana nchini humo.

Wakati huo huo,  Serikali imepokea viongozi wa ngazi za juu kutoka nchi mbalimbali duniani. Viongozi hao ni : 

    i.        Mhe. Dkt. Mario Giro, Waziri wa Mambo ya Nje wa Italia alifanya ziara nchini tarehe 5 – 7 Aprili, 2016. Mhe. Giro aliambatana na Dr. Raffaele De Lutio, Mkurugenzi wa Masuala ya Kimataifa, Wizara ya Mambo ya Nje ya Italia. Madhumuni ya ziara hiyo ilikuwa ni kukutana na wadau mbalimbali wa maendeleo, kuomba kuungwa mkono na Serikali ya Tanzania katika uchaguzi wa nafasi isiyo ya kudumu katika Baraza la Usalama la Umoja wa Mataifa (UNSC) na kuomba Waziri wa Mambo ya Nje kushiriki katika Mkutano wa Kwanza kati ya Afrika na Italia (First Africa – Italy Conference) utakaofanyika tarehe 18 Mei, 2016;

  ii.        Mhe. Gerd Müller, Waziri wa Ushirikiano wa Uchumi na Maendeleo wa Ujerumani alifanya ziara ya kikazi nchini, kuanzia tarehe 30 Machi hadi 1 Aprili, 2016. Katika ziara hiyo, Mhe. Müller aliambatana na viongozi mbalimbali wa Wizara, Wabunge na wawakilishi wa asasi za kiraia. Mhe. Gerd Müller ni Waziri mwenye dhamana ya fedha za misaada na ana ushawishi mkubwa katika kufanya maamuzi kwenye Serikali ya Ujerumani. Serikali ya Ujerumani imekuwa mstari wa mbele katika kuhakikisha Tanzania inapata fedha kila mwaka kwa ajili ya sekta za kipaumbele ambazo ni maji, afya, viumbe hai (biodiversity) na kukabiliana na ujangili;

iii.        Ujumbe wa Wabunge nane (8) wa Kamati ya Fedha ya Bunge la Finland ulifanya ziara ya kikazi hapa nchini, kuanzia tarehe 9 hadi 13 Aprili, 2016. Lengo la ziara hiyo lilikuwa  kuwajengea ufahamu zaidi Wabunge hao kuhusu miradi mbalimbali ya maendeleo inayofadhiliwa na Serikali ya Finland hapa nchini. Wabunge hao walianza ziara yao kwa kutembelea Mbuga ya wanyama ya Mikumi. Baada ya hapo walielekea mkoani Iringa na kutembelea Chuo Kikuu cha Iringa ambacho ni moja ya vyuo vinavyofaidika na ufadhili wa Serikali ya Finland kupitia mradi wa TANZICT unaolenga kukuza masuala ya ubunifu na ugunduzi kwa kutumia TEHAMA. Kabla ya kuondoka Iringa, Ujumbe huo ulikutana kwa mazungumzo pia na Mkuu wa Mkoa wa Iringa, Mhe. Amina Masenza.

iv.        Mhe. Marián Jurečka, Waziri wa Kilimo wa Jamhuri ya Czech amefanya ziara nchini tarehe 12 hadi 13 Aprili, 2014. Katika ziara hiyo Mhe. Jurečka aliambatana na Manaibu Waziri wafuatao:-
·       Mhe. Vladimír Bärtl, Naibu Waziri wa Biashara na Viwanda wa Czech;
·       Mhe. Jiří JIRSA, Naibu Waziri wa Kilimo (Utawala);

Madhumuni ya ziara hii yalikuwa ni kujadiliana masuala mbalimbali ya kukuza na kuendeleza ushirikiano uliopo baina ya nchi hizi mbili hususan katika masuala ya kilimo, nishati, uwekezaji, biashara na maendeleo ya viwanda.

Katika mazungumzo hayo ilikubalika kuanzisha ushirikiano wa kiuchumi na ushirikiano kati ya Tanzania na Czech (Economic Cooperation and Bilateral Agreement) rasimu ya Mkataba wa Double Taxation na Investment Protection.
v.Aidha, Mhe. Dkt. Ali Masoud Al Sunaidy, Waziri wa Biashara na Viwanda wa Oman aliwasili nchini tarehe 12 Aprili 2016 akiongozana na ujumbe wa wafanyabiashara zaidi ya 100 kwa ajili ya kutafuta fursa za biashara na uwekezaji hapa nchini.

PhD Position for Women - PEER, Wildlife Conservation and Anti-trafficking (2015 – 2018)

BACKGROUND

The USAID Partnerships for Enhanced Engagement in Research (PEER) – Wildlife Conservation and Anti-trafficking (2015 – 2018) as recently funded a three year collaborative project between the International Center for Insect Ecology and Physiology ICIPE, Kenya Wildlife Service (KWS) and Sokoine University of Agriculture (SUA) entitled “End of the road for illegal bushmeat trade in East Africa: Establishing transboundary surveillance by high resolution melting (HRM) analysis of vertebrate molecular barcodes” The project is aimed at enhancing national and transboundary bushmeat surveillance between Tanzania and Kenya for investigating wildlife poaching and trafficking, strengthen the capacities of SUA and KWS wildlife services for bushmeat surveillance, facilitating legal deterrence of its illegal trade and informing translocation of wildlife and other conservation management decisions based on their impact on feeding preferences of ticks and tsetse flies, and disease transmission.

This multi-institution program responds to the Kenya and Tanzania Wildlife conservation and anti trafficking focus area by addressing the need to i) strengthen wildlife prosecution and law enforcement against perpetrators of illegal bushmeat trade and ii) inform sound ecosystem management policies at the human-livestock wildlife interface. Effective prosecution against illegal bushmeat trade in Tanzania and Kenya is hampered by lack of cheap scientific methods and trained personnel to undertake high throughput screening of suspect samples. The proposed research will develop cost-effective HRMA-based bushmeat identification at ICIPE, SUA and KWS and build the capacity for its implementation by wildlife agencies in Tanzania and Kenya. The protocols will enhance transboundary surveillance systems by accelerating identification of wildlife barcodes in samples, which can then be sequenced to provide forensic proof for prosecution. Adoption of this method by the wildlife agencies will generate crucial data on the extent of illegal bushmeat trade in the region, thereby providing a basis for review and harmonization of national and cross-border policies, laws and penalties against illegal bushmeat trade.

Call for PhD Fellowhip

The USAID-PEER project in collaboration ICIPE has position for PhD training to a Tanzanian young WOMAN graduate with a minimum qualification of an MSc in any specialty related to this project. The Organization for Women in Science for Developing World (OWSD) in partnership with ICIPE will cover top up training costs not covered by the project under the USAID-PEER fellowship
http://owsd.net/career-development/phd-fellowship. The PhD studies will address one of the project objective which is aimed at using among others HRM approach in studying the impact of mass wildlife translocations in the Maasai Mara-Serengeti ecosystem on the changes in diversity and abundance of tick species and tick-borne pathogens in Kenya and Tanzania. This will be before and after the annual wildlife migration across the Maasai Mara-Serengeti corridor.

Eligibility

i. MSc WOMEN graduates below the age of 40 years currently working in disciplines related to this project.

ii. Highly motivated individuals interested in developing their scientific career especially in wildlife and other natural resources management activities

iii. Full time availability to engage in a 3 year PhD training program.

iv. Willingness to work in a team and has a strong ambition to accomplish the training as required by the USAID-PEER program

v. Good academic track records /transcripts.

vi. Excellent communication skills and good command of spoken and written English.

The Ground Breaking Ceremony for Tazara Intersection Improvement Project will be conducted on 16th April, with the presence of H. E. Dr. John Pombe Magufuli, the President of the United Republic of Tanzania.

Traffic congestion in Dar es Salaam is recognized as a severe problem in Tanzania. According to estimates of the National Bureau Statistics, a total of Tsh. 411.55 billion was lost in the year 2013 alone due to this congestion.

Asthe first flyover in this country, the Tazara Flyoverwill become a long-lasting symbol in opening a new era of Tanzania- Japan partnership. It will contribute to better life of the citizens of Dar es Salaam, and for the economic growth of not only Tanzania but also neighbouringlandlocked countries that are connected with Central Corridor and the Dar es Salaam Corridor.

The Contract for construction between TANROADS and Sumitomo Mitsui Construction Co., Ltd. was signed on 15th October, 2015 witnessedby Dr. Magufuli, Minister for Works at that time.The construction is expected to be completedin October, 2018.

The Government of Japan, through JICA, has more than a 35-year-history of supporting the improvement of transport infrastructure in Dar es Salaam, starting from the construction of Selander Bridge in 1980. For instance in 2008, JICA supported the formulation of Dar esSalaam Urban Transport Master Plan. Since then,tremendous efforts have been taken by the Government of Tanzania to ease traffic congestion in the city, such as the introduction of this flyover, BRT, major road widening projects etc.

Building on these efforts, and in view of the fast development of the city, JICA will continue to support to further update the Master Plan for identifying key investments aiming to reduce traffic congestion, promote economic growth and improve livelihoods of the citizens.

Mtakumbuka kwamba jana tarehe 13,04.2016 mmoja wa vijana wa Umoja wa Vijana wa CCM (UVCCM) bwana Augustine Matefu alizungumza na waandishi wa habari na kuzungumzia masuala kadhaa huku akirusha tuhuma kwa wabunge na wafanya biashara mbali mbali mbunge na kiongozi wa chama chetu cha ACT-WAZALENDO ndugu Zitto Ruyagwa Kabwe.

Tuhuma zake zisizo na msingi bwana Matefu zinaweza zikatafsiriwa katika makundi makuu matatu kama ifuatavyo

i. Hofu ya rais wa Chama chake kushindwa kuongoza na hivyo kuandaa mazingira ya kuogopa kupingwa na kwamba kila atakayemkosoa basi atakuwa ametumwa.

ii. Kujipendekeza kwa viongozi wa chama chake kama wanavyofanya vijana wenzake wa CCM kipindi hiki wanachojiegemeza na viongozi wa Serikali kusubiria uteuzi wa Ukuu wa wilaya (U-DC) na hivyo kujitia upofu hata kwa vitu vilivyo wazi na kuonekana kabisa.

iii.Kujitwisha utetezi wa tuhuma za ubadhilifu zinazomkabili Waziri wa Mambo ya ndani ya nchi Bwana Charles Kitwanga za zaidi ya Shilingi Bilioni 34 kupitia kampuni yake ya Infosys iliyoshirikiana na Kampuni ya Lugumi katika mkataba wa Kifisadi walioshindwa kuutekeleza kama ilivyoripotiwa na vyombo mbalimbali vya habari hivi karibuni.

Kwa msingi huo basi, kwa niaba ya Kamati ya Vijana ya Chama cha ACT-WAZALENDO. Tunamtaka ndugu Matefu na vijana wengine wote wa UVCCM na vyama vingine, ambao wameamua kujitwisha usemaji na utetezi wa wanasiasa,wafanyabiashara na taasisi mbalimbali kwa kuanzisha majina na ama majukwaa ama viji taasisi vya uongo na kweli ili kujipatia pesa na fursa (kama matefu alivyofanya) . waache mara moja kumuhusisha Kiongozi wa chama chetu na tuhuma zote zinazoendana na misingi ya chama chao (Chama cha mapinduzi).

Sio hulka wala mwenendo wa kiongozi wa Chama cha ACT-WAZALENDO kujihusiah na vitendo vyovyote vya matumizi mabaya ya ofisi, kuomba ama kupokea rushwa, na mengine yanayofanana na hayo. Na tabia hii kwa miongo kadhaa sasa imekuwa ikifanywa na viongozi na wanachama wa chama cha mapinduzi CCM (mifano ipo wazi).

Pamoja na mambo mengine. Tunahitaji kuona ifuatavyo

i. Rais John Magufuli, aache kuogopa kivuli chake kwa kuhisi kuna watu wana mpango wa kumuhujumu, mbunge wa chama chetu hatujamtuma kwenda bungeni kumuhujumu Magufuli, tumemtuma kwenda kuwasimamia na kuwapigania watanzania kwa kufuata misingi na itikadi ya ACT-WAZALENDO. Hivyo hatutarajii wala yeye hatarajii kuwa mtetezi wa Rais. Magufuli hata kama serikali yake itapeleka bungeni mapendekezo ya Hovyo.

ii. CCM na Serikali yake itambue kuwa Zitto Ruyagwa Kabwe ni Kiongozi wa chama cha siasa cha Upinzani kilichojipa wajibu wa kuwatetea watanzania, hivyo kamwe hatakuja kuwa mtetezi wa madudu yoyote yatakayofanywa na Magufuli na Serikali yake. Ni wajibu wa Zitto Ruyagwa Kabwe kuhakikisha CCM na Serikali yao inatoka Madarakani sio kuwatetea. Hivyo waache hofu.

iii. Tunamtaka Waziri wa mambo ya Ndani CHARLES KITWANGA aache kujificha kwenye koti la Rais MAGUFULI hasa kwenye hizi Tuhuma zinazomkabili za Kampuni ya INFOSYS kampuni yake binafsi yeye na Rafiki yake Mkurugenzi Mkuu wa NIDA la kuitia hasara serikali zaidi ya Bilioni 34 baada kushirikiana na kampuni ya LUGUMI na kushindwa kukamilisha zabuni waliyopewa. Na Badala yake ajitokeze hadhani na atoe ufafanuzi wa kwanini asipandishwe mahakamani kama wahujumu uchumi wengine walivyofanya.

iv. Tunamtaka Rais. John Magufuli, amchukulie hatua za kinidhamu haraka iwezekanavyo Waziri huyu anayediriki kutumia madaraka yake kusimamia kampuni zake binafsi za kibiuashara na kuitia hasara serikali huku ukizingatia inatumika pesa za walipa kodi masikini. Mpaka sasa Kitwanga anafanya mchezo huu.

Tadhadhari ya Jeshi la Polisi kuhusu utapeli wa ajira; Wawili wakamatwa

Katika siku za hivi karibuni katika maeneo mbalimbali hapa nchini, kumejitokeza makundi ya watu ama mtu binafsi kutumia mwamvuri wa taasisi fulani kujipatia kipato kwa njia za udanganyifu (utapeli) kwa kuwaahidi vijana kwamba watawapatia ajira katika taasisi hizo.

Makundi haya ya kihalifu imebainika kwamba yapo katika maeneo mbalimbali, hivyo, ni suala ambalo linahitaji ushirikiano mkubwa kutoka kwa wananchi ili kukomesha vitendo hivyo.

Juhudi za makusudi zinaendelea kufanyika na jeshi la polisi ili kuwatia mbaroni watu wote wanaojihusisha na vitendo hivyo vya kitapeli.

Aidha, kufuatia kuibuka kwa vitendo hivyo, tayari Jeshi la Polisi limewakamata matapeli wawili wakiwa wamekusanya vijana katika mikoa ya Kilimanjaro na Mbeya, uchunguzi dhidi yao unaendelea na pindi utakapokamilika watafikishwa mahakamani kujibu tuhuma zinazowakabiri.

Jeshi la Polisi likishirikiana na vyombo vingine vya Ulinzi na Usalama, kimsingi, kazi yetu kubwa ni kuhakikisha Tanzania inakuwa na Ulinzi na Usalama imara.

Tutaendelea kupambana na makundi haya ya kihalifu na utapeli ili nchi yetu iendelee kuwa salama.

Tunawasihi wananchi kufuatilia taarifa kwenye vyanzo sahihi juu ya jambo lolote wanalotaka kulifanya ili kuepuka utapeli unaoweza kufanywa na baadhi ya watu kwa lengo la kujipatia vipato.

Aidha, wananchi watoe taarifa kwenye vyombo vya usalama kuhusu tabia na mienendo yoyote wanayoitilia mashaka.

Taarifa ya SSRA: Serikali yaanza kulipa deni la Mifuko a Hifadhi ya Jamii; Maoni ya kuunganisha mifuko

Serikali imevalia njuga swala la deni la Mifuko ya Hifadhi ya Jamii. Hadi kufika mwezi Machi, 2016 tayari Serikali ilikuwa imeshalipa Jumla ya Bilioni 173.11 kwa Mfuko wa PSPF. Mfuko huo umeweza kulipa Hundi 49,467 ambapo kati ya hizo hundi 46,000 ni za pensheni za kila mwezi kwa wastaafu na Hundi 3,467 ni za madai mapya ya Pensheni. Taarifa zinaonesha kwamba Serikali imedhamiria kulipa deni lote la michango ifikapo June 2016.

Kuhusu hati Fungani (Non cash Bond) taarifa zinaonyesha kwamba mifuko ambayo ilikuwa bado kuridhia hati ya Makubaliano (deed of settlement) hivi sasa imeridhia. Serikali inatarajia kutoa Hati Fungani (non-cash bond) ya Shilingi Trilioni 2.6 yenye riba ya asilimia 6.5 kwenda PSPF. Hati Fungani hii itaiva kwa muda tofauti ili kuwezesha mfuko kukidhi mahitaji yake ya malipo ya mafao. Hati fungani hizi zitaiva kwa vipindi tofauti tofauti. Yaani kuna hati fungani za miaka 3, miaka 5, miaka 7, miaka 10 na kuendelea.

MIRADI YA UWEKEZAJI

Mamlaka kwa kushirikiana na Benki Kuu ya Tanzania kwa mujibu wa Kifungu cha 6(2)(c) cha Sheria Na.8 ya mwaka 2008 ikisomwa pamoja na kifungu cha 40 na kifungu cha 48 Mamlaka ilikamilisha kaguzi za Mifuko kwa mwaka 2015. Kaguzi hizi zimepelekea Mamlaka kwa kushirikiana na Benki Kuu kufanya kaguzi maalumu (Special Inspection) kwenye majengo na milki za Mifuko yote ya Hifadhi ya Jamii ikiwa

ni pamoja na Mfuko wa NSSF. Kaguzi hizi zimeanza toka mwezi Januari 2016. Huu ni ukaguzi wa kina sana hivyo unatarajiwa kuchukua kati ya miezi 6 hadi 9 kulingana na upatikanaji wa taarifa zinazohusika. Hata hivyo wakati kaguzi zikiendelea Mifuko iliyovuka viwango vya uwekezaji tayari imezuiwa kuendelea kuwekeza katika maeneo hayo. Taarifa ya ukaguzi maalumu, itakapokamilika itasaidia Serikali kuchukua hatua stahiki. Tunaomba kuwaondoa wasiwasi wanachama wa Mifuko ya Hifadhi ya Jamii na kuwahakikishia kwamba michango yao ipo salama na Mamlaka inazifanyia kazi kero zao kwa bidii kubwa.

Mamlaka inaendelea kupokea maoni ya wadau kuhusu namna bora ya kuunganisha Mifuko. Tayari Mamlaka imeshafanya vikao 6 vya wadau kuhusu swala hilo. Mamlaka inaendelea na mikutano ya wadau ili kuhakikisha kwamba maamuzi ya jambo hili pamoja na mengine kama hayo, yanazingatia utaalamu, mapendekezo ya wadau na hivyo kuwa na mfumo wa Hifadhi ya Jamii wenye tija na Manufaa kwa Wanachama na Sekta kwa ujumla.

Deni la pensheni limepungua toka asilimia 58 ya pato la Taifa mwaka 2010 hadi asilimia 25 mwaka 2015.

Mifuko ya Hifadhi ya Jamii inalipa mafao ya muda mrefu kama vile;- fao la Pensheni ya Uzee, Mirathi na Ulemavu. Kwa upande wa mafao ya muda mfupi Mifuko inalipa mafao ya;- Uzazi, Elimu, Afya, Mazishi na Kuumia kazini pamoja na huduma zingine kama vile Mikopo ya makazi, elimu na mikopo ya kuanza maisha baada ya kuajiriwa.

UMRI WA KUISHI BAADA YA KUSTAAFU

Umri wa kuishi baada ya kustaafu umeongezeka kufikia miaka 20.8 kwa wanaume, na miaka 22.2 kwa wanawake. Hali hii itaendelea kuwa nzuri zaidi kadiri ya miaka 2 inavyoongezeka ambapo kwa kipindi cha miaka 50 ijayo umri wa kuishi baada ya kustaafu kwa wanaume itakuwa miaka 22.9 na wanawake miaka 24.9.

VIWANGO VYA PENSHENI

Pensheni imeboreshwa kutoka wastani wa asilimia 67 hadi asilimia 72.5. Hata hivyo kwa Mifuko inayolipa mkupuo wa asilimia 50 viwango vya pensheni kwa mwezi ni asilimia 27 ya mshahara. Hiki ni kiwango cha chini sana, kiwango kinachotakiwa kimataifa ni asilimia 40.

UIMARA WA MIFUKO YA HIFADHI YA JAMII

Tathmini inaonesha kwamba Mifuko imeimarika. Mifuko inauwezo kwa kustawi hadi kufika mwaka 2085 na 2075 kwa mfuko wa NSSF na PPF. Tathmini inaonesha kwamba Mfuko wa LAPF na GEPF una uwezo wa kufika Zaidi ya mwaka 2058 na 2047. Na iwapo vikokotoo vyao vitarekebishwa Mifuko hii itaweza kufika mwaka 2085. Hali kadhalika iwapo Mfuko wa PSPF utapokea michango ya kabla ya 1999 na kufanya marekebisho yanayopendekezwa kwa GEPF na LAPF Mfuko huu utadumu hadi mwaka 2075. Vilevile Mfuko huu utaimarika iwapo mafao yatarekebishwa au michango kuongezwa hadi kufika asilimia 28 badala ya asilimia 20. Suala hili litategemea zaidi utashi wa wadau.

GHARAMA ZA UENDESHAJI MIFUKO 

Kwa ujumla Mifuko imeonekana kuwa na Gharama kubwa ya uendeshaji. Kuwepo kwa gharama kubwa za uendeshaji kutazorotesha utendaji wa Mifuko. Hivyo kwenye jambo hili Mamlaka imeandaa kanuni za kushusha gharama za uendeshaji. Mifuko yote haitaruhusiwa kuwa na gharama inayozidi asilimia 10 kuanzia July 2016. Sheria zinazoruhusu Mifuko kutumia asilimia 15 zimeingizwa kwenye mchakato wa marekebisho.

KUINGILIANA KWA MAFAO

Tathimini imeonesha kuwa ukiacha Mafao ya muda mrefu, NSSF wanatoa mafao la Bima ya Afya pamoja na Fao la Kuumia Kazini wakati uo huo, Mfuko wa Bima ya Afya ya Taifa (NHIF) hutoa huduma za bima ya afya. Vilevile Mfuko wa Fidia kwa Wafanyakazi (WCF) nayo inashughulisha na fao la kuumia kazini. Mamlaka inashughulikia suala hili ili kupunguza gharama kwa waajiri na kuboresha mafao kwa wanachama.

UWIANO WA WACHANGIAJI NA WASTAAFU

Tathimini inaonesha kuwa kila mfuko upo katika kiwango chake cha ukuaji. Kiwango cha idadi ya wanachama kufikia 1.95 milioni wakati idadi ya wanaopokea pensheni kufikia 97,428. Hii ni uwiano wa wanachama 20 kwa mstaafu mmoja. Hiki ni kiwango kizuri kwa sekta. Hata hivyo Mifuko yenye wastaafu wengi hasa PSPF na PPF inapaswa kuongeza wanachama wake mara dufu.

Mhe. Salva Kiir Mayardit, Rais wa Jamhuri ya Sudan Kusini atafanya ziara ya kikazi ya siku moja nchini Tanzania tarehe 15 Aprili 2016. Rais Kiir anakuja nchini kusaini Mkataba wa kuwezesha Jamhuri ya Sudan Kusini kuwa Mwanachama kamili wa Jumuiya ya Afrika Mashariki (EAC) ambapo tangazo la kukubaliwa kuwa Mwanachama wa EAC lilitangazwa na Mwenyekiti wa Jumuiya hiyo, Mhe. Dkt. John Pombe Joseph Magufuli, Rais wa Jamhuri ya Muungano wa Tanzania katika Mkutano wa Wakuu wa Nchi wa EAC uliofanyika jijini Arusha mwezi Machi 2016.

Rais Kiir atawasili kwenye Uwanja wa Ndege wa Kimataifa wa Julius Nyerere saa 3:00 asubuhi na baadaye ataelekea Ikulu na kupokelewa na Mwenyeji wake, Mhe. Rais John Pombe Joseph Magufuli. Baada ya hapo, Viongozi hao watashiriki hafla ya uwekaji saini ya Mkataba huo iliyopangwa kuanza saa 5:00 asubuhi na kisha watapata fursa ya kutoa hotuba na kusaini Communique.

Rais wa Sudan Kusini atashiriki hafla ya chakula cha mchana kilichoandaliwa kwa heshima yake na Mwenyeji wake kabla ya kuondoka nchini baada ya hafla hiyo.

Sudan Kusini ni nchi ya sita kujiunga na Jumuiya ya Afrika Mashariki, ambapo inaongeza fursa nyingi za kiuchumi ambazo zinaweza kuzifaidisha Nchi Wanachama ikiwemo Tanzania, endapo mipango madhubuti itawekwa kuzichangamkia. Fursa hizo ni pamoja na za kibiashara kwa kuwa bidhaa nyingi zinazotumika Sudan Kusini zinaagizwa kutoka Nje ya nchi. Hivyo, jamii ya wafanyabiashara wa Tanzania wanahimizwa kuchangamkia fursa zinazopatikana nchini humo na ndani ya Jumuiya kwa ujumla.

Ripoti: Asilimia 71 ya Watanzania hupoteza muda kufanya yasiyo na tija kwao wala Taifa

Utafiti uliofanyika hivi karibuni na Ofisi ya Taifa ya Takwimu (NBS) umebaini kwamba asilimia 71 ya watanzania wanatumia muda mwingi kufanya shughuli zisizokuwa za uzalishaji mali wala tija binafsi kwao na Taifa kwa ujumla.

Akizundua taarifa ya utafiti huo leo jijini Dar es salaam Waziri wa Nchi Ofisi ya Waziri Mkuu Sera, Bunge, Kazi, Ajira, Vijana na Watu wenye ulemavu Mhe. Jenista Mhagama amesema kuwa idadi hiyo hufanya kazi zisizoleta tija kwao na taifa na muda mwingi huutumia kujihudumia binafsi kwa kulala na starehe nyingine.

Ameeleza kuwa takwimu hizo zinaonesha wazi ni kwa namna gani watanzania wanashindwa kujishughulisha katika kufanya kazi zenye kuwaingizia kipato na badala yake wanatumia muda wao mwingi kufanya shughuli zisizo za uzalishaji hasa kufanya starehe mbalimbali.

“Ndugu zangu watanzania unakuta mtu amekaa baa au anacheza “poll table” kuanzia asubuhi mpaka jioni na hujui anafanya kazi gani ya uzalishaji, ndugu zangu tuone aibu basi tujishugulishe tulijenge taifa letu ili kujiletea maendeleo yetu na nchi yetu.”

Aidha, matokeo hayo yamebainisha kuwa asilimia 18.5 ya wananchi wanafanya kazi za uzalishaji na asilimia 10.6 ni wale wanaofanya shughuli za nyumbani zisizo na malipo huku uchambuzi wa kijinsia ukionesha kuwa wanaume asilimia 23.8, wanatumia muda mwingi kwenye shughuli za kiuchumi ikilinganishwa na asilimia 13.5 ya wanawake.

Amefafanua kuwa wanawake ambao ni asilimia 16.5 katika utafiti huo wanatumia muda mwingi kufanya kazi za nyumbani zisizo na malipo ikilinganishwa na asilimia 4.4 ya wanaume.

Kwa upande wake Mkurugenzi Mkuu wa Ofisa ya Taifa ya Takwimu (NBS) Dkt. Albina Chuwa amesema kuwa upatikanaji wa Takwimu hizo utaisaidia Serikali kupata mbinu sahihi za kuondokana na tatizo la ajira nchini kwa kuunganisha nguvu kutoka sekta isiyo rasmi ili kuleta changamoto katika soko la ajira nchini.

Amesema kuwa hii ni mara ya tano Tanzania inafanya utafiti huo na kubainisha kuwa ulianza mwezi Januari hadi Desemba, 2015 ukitumia sampuli ya Sensa ya Watu na Makazi ya mwaka 2012 iliyotumika kupata taarifa sahihi ya takwimu hizo.

Aidha, amebainisha kuwa ili kufanikisha utafiti huo NBS imeshirikiana na wadau mbalimbali ikwemo Wizara ya kazi na Ajira,Shirika la Kazi Duniani (ILO), Benki ya Dunia (WB), Benki ya Maendeleo ya Afrika (ADB) na Asasi zisizo za Kiserikali.

John Pombe Joseph Magufuli, anatarajiwa kuwa mgeni rasmi katika sherehe za uwekaji wa jiwe la msingi la ujenzi wa barabara ya juu(Flyover) katika makutano ya TAZARA na ufunguzi wa Daraja la Kigamboni jijini Dar es Salaam.

Siku ya Jumamosi tarehe 16 Aprili, 2016 Mheshimiwa Rais ataweka jiwe na msingi la ujenzi wa barabara ya juu katika makutano ya barabara Nyerere na Mandela (Flyover ya TAZARA).

Jumanne tarehe 19 Aprili, 2016 Mheshimiwa Rais atafungua rasmi Daraja la Kigamboni lenye urefu wa mita 680 na barabara unganishi (approach roads) upande wa Kurasini na Kigamboni zenye urefu wa kilometa 2.5. Ujenzi huu umefanywa na Kampuni ya China Railway 15 Group ilishirikiana na Kampuni ya China Bridge Engineering Group.

Aidha wakati tunasubiri uzinduzi rasmi, Wananchi na magari yenye uzito usiozidi tani 10 yataruhusiwa kutumia Daraja la Kigamboni kuanzia Jumamosi tarehe 16 Aprili, 2016 ili kuwawezesha kuelewa vizuri miundombinu na matumizi ya daraja.

Utekelezaji wa miradi hii ni mojawapo ya jitihada za Serikali za kuboresha miundomninu na kupunguza msongamano wa magari katika jiji la Dar es salaam.

Interdisciplinarity in Area Studies: Basic and Applied Research


The Council for the Development of Social Science Research in Africa (CODESRIA) and The Centre for African Studies Basel (CASB) call for applications for the 2nd CODESRIA/CASB Summer School in African Studies and Area Studies in Africa.

The Summer School sets out to stimulate and consolidate interdisciplinary approaches in research on Africa, but also on other regions of the world undertaken from within the African continent. It focuses on African Studies as an instance of area studies and seeks to identify themes that are theoretically, conceptually and methodologically relevant to the reflection on the intellectual challenge of Africa as an object of knowledge and its contribution to general scholarship while inquiring into the relevance of the findings to African approaches to other regions. The goals of the Summer School can be broadly defined in the following manner:

• The Summer School allows PhD and MA students, under the guidance of senior scholars, to engage critically with new theoretical, conceptual and methodological developments in African Studies and Area Studies in Africa in general and make them relevant to their work;

• The Summer School stimulates PhD students to reflect on the potential relevance of knowledge on Africa to the task of improving our theoretical, conceptual and methodological tools both for the disciplines as well as for interdisciplinary work;

• The Summer School fosters among PhD students a sense of belonging to a community of scholars in pursuit of knowledge and scholarship;

• The Summer School encourages junior scholars to work towards carving a space for African Studies or Area Studies in Africa in general in the broader field of scholarship and in this way helping to place Africa right at the centre of knowledge production.

• The Summer School serves to identify young scholars who wish to develop or finalise a PhD-project in the field of African Studies and Area Studies in general and to further support them in their pursuit of their career goals.

The Summer School is offered with the generous support of the Oumou Dilly Foundation (Switzerland) in cooperation with CODESRIA and aims at strengthening the links between the community of scholars organized in the CODESRIA community and scholars from the African Studies community in Switzerland.

Concept: Basic and applied research

The forthcoming CODESRIA/CASB Summer School in African Studies and Area Studies in Africa will address the prevalent demand – implicit or explicit – that knowledge produced on Africa (as on other regions in the so-called developing world) should be practically based, solution-oriented, relevant for development. It will focus on conceptual challenges this may entail.

It is generally agreed that this knowledge produced on Africa has been shaped, on the one hand, by the unequal nature of relations between Africa and the West and, on the other hand, by critical reactions that have created room for African voices to question the legitimacy of this knowledge. An enduring problem in knowledge production about Africa has been the question concerning the purposes which should be served by such knowledge. It is true that scholarship has rendered the continent visible while at the same time the properties which have been associated with what has come to be understood as Africa have shaped the scholarly ability to describe reality. Much discussion over the study of Africa has centred both on the extent to which knowledge of the continent has been truthful (Apter; p’Bitek; Robinson) and also on the role of the power of representation in the constitution of our idea of Africa (Mudimbe; Hountondji). While earlier critical voices sought either to deny scholarship produced outside of the continent primacy over the definition of what constitutes knowledge of Africa and how it can be adequately retrieved (p’Bitek; Eze), later scholars have focused more on the damage which such knowledge caused to the general perception of the continent (Mudimbe; Wiredu, Mbembe).

The discomfort which has accompanied African reactions to knowledge about Africa generated vigorous intellectual activity that has shaped the production of knowledge on the continent. The reaction to foreign representations of the African continent and its life-worlds has laid the ground within the boundaries of which much intellectual activity on the continent – but also by the intellectual African diaspora – has taken place. It has been more than half a century of critical scrutiny of knowledge about Africa produced within paradigms that are not necessarily sensitive to the lived experience of Africans. Mainly on account of this it appears important to shift the focus slightly away from the substantive scholarly issues entailed in these intellectual exchanges into more practical issues pertaining to the functions of research.

Research on Africa is expected to yield knowledge that is relevant to development. This is an uncontroversial expectation when viewed against the background of the massive developmental challenges faced by African countries. Research cannot afford to ignore what is going on in the world and must seek to be relevant by committing itself to addressing the problems afflicting countries and peoples in the real world. There are however problems with this view. In fact, it is one thing to gather data, analyse it and draw conclusions from it and another to apply the implications of the findings to the real world. The practical task of implementing research, i.e. drawing policy implications from it and working out the practical policies which will address problems in the real world, has been a major challenge to researchers and practitioners alike not only in the developed world, but also in the developing world. This is particularly acute within the social sciences where practical orientation in the sense of applied research is not easy to establish. As more and more research funding privileges projects which have an exclusively applied research orientation the problems with the relevance expectation deserve to be addressed in a more forceful, but systematic manner.

Conceptually, the challenge of implementing research results can be understood as the problem of making a clear distinction between conceptual problems and practical problems. In most research projects this distinction tends to be taken for granted, but experience shows that matters are more complicated on the ground. While practical problems refer to the challenge of finding a solution to a known problem which needs to be addressed, e.g. how to ensure that an anti-corruption law is understood and implemented by the police force in order to protect citizens from arbitrariness, conceptual problems refer to what we need to know in order to understand a problem, i.e. whether the sense of insecurity felt by citizens is caused by the absence of anti-corruption legislation. Policy recommendations can easily flow from research that addresses practical problems; they can hardly be derived from conceptual problems. Practical problems call for solutions whereas conceptual problems call for understanding. Blurring these distinctions has led in practice either to placing demands on research which it cannot meet or to the very real impossibility of translating results into practice on account of the fact that research was conceived as one which addressed conceptual problems.

The purpose of the learning event is, therefore, to raise the awareness of research partners from Africa to these difficulties while at the same time working out ways of making research relevant to development challenges. The main elements of the learning event are five one-day workshops that will address these challenges along the following lines:

• Research design: Conceptual problems vs. practical problems
This unit introduces participants to fundamental epistemological issues around the production of knowledge by making a distinction between basic research (conceptual problems) and applied research (practical problems).

• Analytical design: Formulating problems
This unit elaborates on the nature of basic research by exploring the ways in which it can be understood as research which helps to formulate problems for which there may already be solutions or, at any rate, which require solutions to be worked out.

• Practical design: Formulating solutions
This unit is the counterpart to the previous one (formulating problems) and focuses on the process of identifying problems for which solutions can be worked out.

• Policy design: How solutions work in the real world
The focus of this unit is on the political, economic and social conditions which must be met for a solution to be effective.

• Evaluation design: Checking the relevance of research
This unit introduces participants to the important task of drawing up criteria to ascertain the extent to which the implementation of research results can be used to improve research design.

The expected outcome of the Summer School is a deep theoretical and practical understanding of the difference between basic research and applied research as well as the development of the ability to translate research results into practical action in the context of African Studies and Area Studies in general.

Format

The Summer School will be structured in such a way that each thematic issue will form the focus of a workshop. The first two thematic issues, namely (1) research design and (2) analytical design are theoretical in orientation. They will deal with texts addressing issues in the philosophy and methodology of the social sciences. The remaining three thematic issues, namely (3) practical design, (4) policy design and (5) evaluation design are practical, hands-on blocks which draw from participants’ own research projects, country profiles and institutional backgrounds to translate research results into policy action.

Already in advance, the participants prepare written input based on their own research as well as on readings. During the course they form workgroups preparing inputs for and playing an active role in the different sessions.

Application & Registration

The summer school is open for PhD students enrolled at an Institute of Higher Education in any country. We encourage the application of PhD students enrolled in African and Swiss institutions. Travel, accommodation and meals during the summer school will be provided for participants enrolled at institutions in Africa.

Participants will be selected on the strength and merits of:
1. One duly completed application form;
2. A cover letter;
3. A five-page application in which they explain:(a) what they are working on, and (b) how their work relates to the topic of the Summer School;

In addition, applications must be supported by a CV and two letters of recommendation.
