Harriet Tubman will bump Andrew Jackson from the front of the $20 bill while Alexander Hamilton will stay put on the $10 — a historic move that gives a woman prime placement on U.S. currency and quells a controversy kicked up by Hamilton super-fans.

“Today, I’m excited to announce that for the first time in more than a century, the front of our currency will feature the portrait of a woman, Harriet Tubman, on the $20 note,” Treasury Secretary Jack Lew told reporters during a conference call Wednesday afternoon.

Context:
Under the direct supervision of the Operations Officer, administrative supervision of the Head of Sub Office and in close coordination with other relevant units in Kigoma and Dar es Salaam, the successful candidate will be responsible and accountable for ensuring that refugees are transported in a safe and efficient manner to processing appointments and international departures according to schedules.
Core Functions / Responsibilities:
  1. Liaise with the relevant units (such are Medical Health Department and Operations Unit in Dar es Salaam) to determine refugee processing schedules, organize and coordinate ground transport to refugees between the refugee camp and the processing sites within Kigoma region, and to organize and coordinate movements from the refugee camp to the Transit Center prior to charter or commercial flights to resettlement countries.
  2. Ensure timely logistical arrangement of buses during medical screenings, departures of refugees and interviews with particular emphasis on USRAP. Arrange security and operations escorts, as required.
  3. Communicate and coordinate with IOM colleagues in Kigoma and Dar es Salaam as well as
with other entities such as RSC, UNHCR, voluntary and governmental agencies and embassies to support the processing and implementation of all Operations aspects of resettlement activities in Kigoma region.
  1. Consolidate the movement plan for all processing activities to maximize the efficiency of the ground transportation systems in line with various processes, as well as in line with the international resettlement movement plans as established by the Operations Officer in Dar es Salaam.
  2. Oversee and facilitate smooth departure of refugees scheduled to depart on charter flights from Kasulu airstrip or charter/commercial flights from Kigoma airport.
  3. Ensure proper verification of the identity of all refugees on ground and air transport. Liaise with UNHCR and the Government of Tanzania to ensure that refugees are in possession of required clearances and documentation. Take steps as needed to prevent fraud and malfeasance within resettlement programs, including the USRAP.
  4. Provide training and support/guidance in usage of the in house system application tools Migration Management Operational Systems Application (MIMOSA) for Operations staff in IOM Kigoma.
  5. Ensure that all refugee and staff movements comply with established security protocols in coordination with the Security Officer. Maintain protocols for all staff movements and external individuals within the Kigoma region.
  6. Develop and maintain a positive working relationship with IOM Kigoma resettlement partners, including RSC and UNHCR, and relevant resettlement countries’ government authorities, to support and provide logistics for US resettlement missions in Kigoma (e.g. budget preparation and agendas).
  7. Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education
• Masters degree in Political or Social Science, Business Administration, International Relations, Law or a related field from an accredited academic institution with two years of relevant professional experience; or
• University degree in the above fields with four years of relevant professional experience.
Experience
• Experience in surface and air movement operations and travel planning;
Knowledge of movement management standards and regulations, particularly in the field of US Refugee Admission Programme (USRAP);
• Knowledge of Migrant Management and Operational Systems Application (MiMOSA);
• Experience working with transport providers, governmental and diplomatic authorities as well as with international organizations;
• Experience conducting USRAP resettlement activities is an advantage.
Languages
Fluency in English is required. Working knowledge of Kiswahili is an advantage.

Tamko la Policy Forum kuhusu Bajeti ya Taifa kwa Mwaka wa Fedha 2016/17




Leo Bunge la Tanzania hivi karibuni litaanza kujadili  Bajeti ya Taifa kwa Mwaka wa Fedha 2016/17 na hii itakuwa mara ya kwanza kwa bunge kukutana chini ya utawala wa  Raisi John Magufuli.  Itakuwa pia mwaka wa kwanza wa Mpango wa Pili wa Maendeleo wa Miaka Mitano   (FYDP II) 2016/17 – 2020/21.  Kama  mwaka wa msingi, sisi  wajumbe wa  Kikundi Kazi cha Bajeti cha Policy Forum  tunapenda tutoe mchango wetu katika mchakato huu muhimu  kwa kushirikisha maoni yetu kuhusu bajeti  iliyopita na matarajio yetu kuhusu bajeti ijayo.
Bajeti ya taifa ya mwaka 2016/17 inalenga kutekeleza Ilani ya Uchaguzi ya Chama Tawala kwa Serikali ya Awamu ya Tano na Malengo ya Maendeleo Endelevu ya Umoja wa Mataifa iliyopitishwa   hivi karibuni. Kiini cha bajeti kama mwongozo wa bajeti unavyoelekeza  ni  kukuza uchumi wa viwanda ambao ukitekelezwa vizuri unaweza kuchangia katika kupunguza ukosefu wa ajira na hivyo kuboresha maisha na kukuza uchumi.
Mbali na  haya malengo, kuna changamoto za kibajeti ambazo ni pamoja na ukusanyaji wa mapato usiotosheleza na ucheleleweshwaji katika utoaji au wakati mwingine kutokutolewa  kwa fedha zilizokwisha pitishwa.   Matokeo yake ni ukosefu wa ufanisi katika utekelezaji wa miradi mbali mbali ya maendeleo. Kwa mfano, kwa kuangalia mwenendo wa mapato  kuanzia Julai 2015 hadi  Februari 2016, inaonekana wazi kuwa fedha za wafadhili zinazidi kutokutabirika. Kwa kipindi hiki, ukusanyaji wa mapato ya ndani ulikuwa  asilimia 97  wakati mchango wa wafadhili ulikuwa  kiasi cha Sh. Trilioni  1.017 yaani  (asilimia 62.5) ya kiasi kilichopangwa  cha  Sh. trilioni  1.6 Kwa kutambua juhudi za utawala wa sasa za kukusanya mapato ya ndani mengi zaidi na kutia mkazo katika matumizi yanayofaa, tunatoa mapendekezo ya kisera yafuatayo: 
Ukusanyaji  wa Mapato ya Ndani
Makadirio ya bajeti ya mwaka  2016/17 kama yalivyowasilishwa  hivi karibuni na Waziri  wa Fedha na Mipango Dr. Philip Mpango yanatofautiana  kwa kiasi kikubwa na bajeti za miaka iliyopita. Mara nyingi, bajeti za mwaka zimekuwa zikitofautiana kidogo, Bajeti ya mwaka 2016/17  ina ongezeko la asilimia 23 kutoka  SSh.. 22.5 trilioni mwaka  2015/16 hadi  Sh. trilioni  29.5  mwaka  2016/17. Tofauti hii ni ya kuitilia maanani. Cha kuvutia ni kwamba safari hii, tunaona bajeti ya maendeleo ikipata   mgawo wa asilimia 40  ya bajeti yote tofauti na miaka miwili ya fedha iliyopita  (2014/15 na  2015/16)  ambapo  kitengo hiki kilipata mgawo wa asilimia 32  kwa mwaka 2014/15 na  asilimia 26  kwa mwaka 2015/16 ya  bajeti  yote. . Chati namba 1 inaonyesha mwenendo huo.
Kipindi cha mwaka wa fedha 2016/17, serikali inatarajia kuboresha ukusanyaji wa mapato. Kati ya  sh. 29.5 trilioni,  serikali inakusudia kukusanya Sh. trilioni 18.5 kutokakatika mapato ya ndani ikiwa ni pamoja na kutoka mamlaka za serikali za mitaa.  Hizi ni sawa na  asilimia 62.5 ya bajeti yote.  Mapato ya kodi yanatarajiwa kuwa Sh. 15 trilioni ambayo ni asilimia 82 ya mapato yote ya ndani.  Mapato yasiyo ya kodi na mapato kutoka halmashauri kwa upande mwingine yanakadiriwa kuwa  Sh. 2.7 trilioni na Sh.  0.7 trilioni kwa mtiririko huo. 
Chati  1 Mwenendo wa Bajeti  toka  2014/15 hadi  2016/17
Dira  ya Tanzania ya kupunguza utegemezi kwa wafadhili na misaada ya kifedha kutoka nje kwa asilimia 80 kama alivyobainisha Waziri Mkuu, Kassim Majaliwa, ni hatua nzuri ya kimaendeleo katika juhudi za kuongeza ukusanyaji wa rasilimali za ndani.  Hii inaendelea kuwa kazi ngumu kwani inabidi serikali yenyewe iondokane na rushwa, ufisadi na matumizi mabaya ya fedha za umma, changamoto hizi zimepelekea  huduma za jamii kudorora kwa miaka mingi.   Huu ni wito kwa serikali kuendelea kuimarisha taratibu na mifumo ya kifedha ndani ya Wizara ya Fedha (ikiwa ni pamoja na Benki kuu ya Tanzania)  na Mamlaka ya Mapato Tanzania  pamoja na taasisi nyingine zinazopata na kusimamia fedha zinazotokana na ushuru na ada.  
Ongezeko katika ukusanyaji wa mapato uliofanywa na Mamlaka ya Mapato Tanzania kati ya Novemba 2015 na Machi 2016 ni ya kuridhisha sana na kutia moyo. Hii imeweka  kigezo  kipya  cha kutumiwa na serikali  katika kujipima kuhusu uwezo wake wa kuongeza ukusanyaji wa rasilimali za ndani kwa njia ya ukusanyaji wa kodi. 
 Mamlaka ya Mapato Tanzania (TRA) ilifikia kiwango cha juu cha ukusanyaji wa mapato hadi jumla ya shilingi  trilioni 1.4  toka shilingi bilioni 850 mwezi Desemba  mwaka 2015. Inatia moyo kuona TRA imeweza kuendeleza kiwango cha ukusanyaji kuwa juu ya   Sh. trilioni 1  kama inavyothibitishwa  na ukusanyaji wa  Sh. trilioni 1.07 mwezi Januari   na Sh. trilioni 1.04 mwezi Februari. Hizi bidii za serikali zinatambulika vizuri. Hata hivyo, mapendekezo yafuatayo yataimarisha juhudi za Serikali ya Tanzania katika kukusanya mapato zaidi:
  • Utekelezaji kamilifu wavifungu vya Sheria ya Usimamizi wa Kodi na Kodi ya Ongezeko la Thamani :
Vifungu hivyo viwili vya sheria kama vikitekelezwa vizuri vitakuwa na matokeo chanya katika ukusanyaji mapato, hatua kwa hatua vikijenga fursa kwa serikali kupanua wigo wa kodi na kukusanya mapato kwa kupunguza misamaha ya kodi na kuongeza ulipaji kodi katika miamala ya kibiashara.  Sheria pia zinawezesha uchunguzi binafsi wa maamuzi kuhusu motisha za kodi kufanywa na  wabunge na umma kwa  njia ya uchapishaji taarifa za misamaha  za mwaka. 
  • Kupanua Wigo wa Kodi:
Panua wigo wa kodi badala ya kuongeza kodi itakayoathiri wenye kipato cha chini  ili kuwalenga matajiri wakubwa na makampuni makubwa ya kimataifa yanayonufaika kutokana na upendeleo wa kikodi usioaminika, na wakwepaji kodi kupitia   uhamishaji bei,  kupindisha sheria za kodi, kutotimiza kanuni ya kukaa mbali na vishawishi vya rushwa, vyote vikielekeza  katika  kuharibu mfumo mzima na kuhamisha faida.
Katika mwaka wa fedha  wa 2016/2017 tunatarajia  bajeti iakisi yafuatayo;
Kuhusu Afya
Mafanikio mengi yamepatikana katika sekta ya afya katika miaka iliyopita. Katika mwaka wa fedha uliopita  tumeona ujenzi na ukarabati wa hospitali za rufaa . Hii inajumuisha ukamilishaji wa hospitali maalum   – Benjamin Mkapa Ultra Modern Hosptial kule  Dodoma. Katika kipindi cha mwaka  2016/17, serikali inatarajia kuboresha pia hospitali za rufaa. Kuna mgawo wa shilingi bilioni 5 kugharamia benki za damu    Kigoma, Mwanza, Simiyu, Mara na  Geita, ukarabati wa miundo mbinu za afya   katika hospitali 5 mpya za wilaya,  kuweka  mfumo wa mionzi wa kidijitali  katika hospitali 2 za rufaa na hospitali 7 za mkoa.  Zaidi ya hayo, Sh. bilioni 3 billion, Sh. bilioni 2 billion na  Sh. milioni 876  zimetengwa  kwa ajili ya manunuzi vifaa tiba kwa ajili ya Taasisi ya Kansa ya Ocean Road, Taasisi ya Mifupa ya Muhimbili (MOI) ,    hospitali za Bugando na  Kibong’oto kwa mtiririko huo.
Ijapokuwa kuna maendeleo haya katika sekta, serikali bado haijafikia lengo lililowekwa miaka 15 iliyopita la Azimio la Abuja inayozitaka serikali zitenge angalau asilimia 15 ya bajeti yake ya taifa kwa ajili ya afya.  Mgawo wa hivi sasa ni chini ya asilimia 10  na Mpango wa Pili wa Maendeleo  wa Miaka Mitano (FYDP II) unaonyesha   hii asilimia 15 kama lengo lake kwa mwaka 2020. Tunatoa wito kwa serikali kufikiria hili kwa upya na kurejesha msimamo wa makubaliano hayo na kuwekeza zaidi katika sekta hii kwani itakuwa na matokeo makubwa chanya  kwa sekta nyingine.
Kuhusu Kilimo
Kwa mujibu wa Mpango wa Pili wa Maendeleo  wa Miaka Mitano (FYDP II) 2016/17 – 2020/21, sekta ya kilimo inaajiri  karibia  asilimia 70 ya  watu, ikichangia  asilimia 28  ya Pato la Taifa (GDP), asilimia 30 ya  mauzo ya nje  na  asilimia 65  ya pembejeo za sekta  ya viwanda. Hadi  Juni 2014, ukuaji wa kilimo ulikuwa  asilimia 3.4 mbali kabisa na lengo lililowekwa katika  MKUKUTA II  na  FYDP I ambayo ilikuwa  asilimia 6 kwa mwaka  2015.
Wakati wa  bajeti ya mwaka 2015/16, shughuli  zilizopewa kipaumbele zilijumuisha: Sh. bilioni  7.1  zilitengwa kwa ajili ya miundo mbinu za umwagiliaji maji; Sh. bilioni  7.2 zilitengwa kwa ajili ya ujenzi wa maghala na masoko  katika sehemu mbali mbali;  Sh. bilioni  96.1 zilitengwa kwa ajili ya pembejeo za kilimo na madawa;  na  Sh. bilioni  5.1 zilitengwa kwa ajili ya ujenzi wa skimu/miradi 78 ya umwagiliaji maji.  Mgawo huu wa fedha ulikuwa na lengo la kuboresha uzalishaji na uhifadhi wa mazao ya shambani.
Miongoni mwa mafanikio yaliyoonekana wakati wa utekelezaji wa bajeti ya 2015/16 ni pamoja na ujenzi wa maghala 8  (4 yakiwa  Mbarali, 2 yakiwa  Iringa Vijijini na  2 yakiwa  Kyela); pia uboreshaji wa skimu 30 za umwagiliaji maji umechangia katika ongezeko la uzalishaji wa mpunga kutoka tani 4.1 hadi tani 5 kwa hekta moja.
Licha ya maendeleo haya, sisi kama wadau  bado tunaguswa na ufinyu wa bajeti inayoenda kwenye sekta ya kilimo. Tunatoa wito kwa serikali kuheshimu ahadi yake ya kutenga walau asilimia 10 ya bajeti yake kwa sekta ya kilimo kama inavyoonekana katika Azimio la  Maputo. Kwa mgawo huu wa sasa ambapo chini ya asilimia 10 ya fedha za serikali zinatengwa kwa ajili ya sekta ya kilimo tuna wasiwasi kwamba malengo yaliyopangwa hayatafikiwa. 
Kuhusu Elimu
Kuhusu elimu ya msingi bila ada  
Kupitia Sera Mpya ya Elimu na Mafunzo ya Mwaka 2014, iliyofuatiwa na tamko la utekelezaji katika Waraka namba 5 wa Mwaka 2015, serikali imeagiza kufutwa kwa Ada za masomo katika shule za sekondari kuanzia Kidato cha 1 –IV na kufutwa kwa michango ya aina yoyote kwa shule za msingi. Tafsiri ya agizo hili ni kuwa shule za umma sasa hazitategemea michango na makusanyo ya ada kama vyanzo vya mapato ambayo yalikuwa yakisaidia shule kujiendesha. Kwa tamko hili serikali imeazimia kugharamia mahitaji yote ya shule za Msingi na sekondari ili kuwezesha ujifunzaji na ufundishaji.

Pamoja na kuwa kabla ya agizo la elimu bila ada na kusitishwa kwa michango ya wazazi uchangiaji wa elimu katika shule za umma ulifanywa kwa ushirikiano na serikali pamoja na wazazi, hatahivyo hali ya upatikanaji wa pesa shuleni ulikuwa wa shida. Hali ya utoaji ruzuku shuleni ilikuwa si nzuri kiasi kwamba serikali iliweza kupeleka wastani Sh. 4000/= hadi 5000/= kati ya Sh. 10,000/= tu kwa shule za msingi na kati ya Sh. 12,000/= hadi 15,000 kati ya 25,000/= zilizostahili kwa shule za sekondari. Serikali pia ilishindwa kupeleka fedha za maendeleo katika shule hasa zile zilizohusu ujenzi wa miundo mbinu na ukarabati wa madarasa, vyoo, maabara nk, gharama ambazo zilifidiwa kwa kiwango kikubwa na michango ya wazazi na ushiriki wa jamii. Kwa sababu hii, ili serikali iweze  kugharamia utoaji wa elimu bure ni lazima katika mpango wake wa bajeti zijazo na kuanzia na bajeti ya mwaka ujao wa fedha 2016/17, itenge kiwango cha fedha kama ifuatavyo;-
Hivyo ili kugharamia utoaji elimu bure serikali ni lazima kufidia pesa ya ada iliyokuwa ikitolewa na wazazi, gharama za chakula (uji) walau kwa watoto wa darasa la awali ambao ni lazima wapate mlo shuleni, na kufidia gharama za uboreshaji na ujenzi wa miundombinu inayohitajika kwa mwaka. Kwa mujibu wa uchambuzi uliofanywa na HakiElimu kwa kuzingatia takwimu za idadi ya wanafunzi, shule na mahitaji, kila mwaka serikali itapaswa kutenga kiasi cha fedha kisichopungua Sh. Bilioni 852 nje ya mahitaji mengine ya kisekta ili kugharamia elimu bure. Tunaishauri serikali kuwa ni muhimu sana kuhakikisha kiwango hicho kinajumuishwa katika bajeti ya sekta ya elimu Mwaka wa fedha 2016/2017 ili kutekeleza kwa ufanisi dhamira ya sera yake juu ya utoaji elimu bure,
Upangaji  na Utengaji/Mgawo wa Bajeti ya Elimu 
Kumekuwa na changamoto za muda mrefu za upangaji matumizi katika sekta ya elimu. Mara zote upangaji bajeti ya sekta umeshindwa kuzingatia uwiano unaokubalika kati ya matumizi ya kawaida na yale ya maendeleo. Katika kipindi cha miaka mitano iliyopita wastani wa bajeti ya maendeleo ya sekta ya elimu umekuwa kati ya asilimia 11 – 16 tu wakati ile ya matumizi ya kawaida ikiwa kati ya  asilimia 80 – asilimia 90. Kiwango kinachotengwa kwa ajili ya shughuli za maendeleo katika sekta ya elimu ni kiasi kidogo sana kulinganisha na changamoto za kimaendeleo kama ujenzi wa miundombinu ya madarasa, nyumba za walimu, mabweni, vyoo na maabara.
Mathalani, Mwaka wa fedha 2015/16, Bajeti ya sekta nzima ya elimu ilikuwa Sh. bilioni. 3,887 lakini bajeti ya maendeleo ya sekta ya elimu ilikuwa Sh. bilioni 604 tu (asilimia 16) ya sekta nzima, huku bajeti ya matumizi ya kawaida ikiwa Sh. bilioni 3,282 (asilimia 84) ya bajeti ya sekta nzima ya elimu.
Jambo la kushangaza zaidi katika upangaji huu ni kuwa sehemu kubwa ya fedha inayodaiwa kuwa ni fedha ya maendeleo katika sekta ya elimu huelekezwa katika kugharamia mikopo ya wanafunzi wa elimu ya juu isiyokuwa na riba. Mfano katika bajeti hiyo ya maendeleo ya mwaka wa fedha 2015/16 Sh. bilioni 604, nusu ya fedha hiyo Sh. bilioni 306. ilikuwa kwa ajili ya mikopo ya elimu ya juu. Kwa hiyo bajeti halisi ya shughuli za maendeleo ya sekta ya elimu ilikuwa Sh. Bilioni 298 tu. Athari ya kupanga fedha za mikopo katika bajeti ya maendeleo ni pamoja na kuhadaa uhalisia wa bajeti yenyewe, kwa mtazamo bajeti ya maendeleo inaweza kuonekana kama kubwa na inayotosha wakati katika hali halisi ni fedha kidogo sana isiyokidhi mahitaji.
Tunaishauri serikali kuchukua tahadhari juu ya aina hii ya upangaji wa bajeti, kwani katika hali halisi fedha zinazotengwa kwa ajili ya matumizi ya maendeleo zinakuwa kidogo sana kuliko zile za matumizi ya kawaida na hatimaye kupelekea kutotekelezwa kwa miradi mingi ya maendeleo katika sekta ya elimu.
Tunaitaka serikali kufuata maelekezo ya upangaji bajeti uliotolewa ndani ya Mpango wa Maendeleo wa Miaka Mitano (2015 - 2010) unaotaka bajeti ya kawaida na ya maendeleo kuwa na uwiano wa  asilimia 60 kwa asilimia 40. Ni mategemeo yetu kuwa katika bajeti ya mwaka ujao wa fedha (2016/17) bajeti ya maendeleo ya sekta ya elimu itapanda na kufikia wastani wa  asilimia 40. Na hii itarahisisha utekelezaji wa ahadi ya serikali ya kuboresha mazingira ya kufundisha na kujifunzia.
Tunaitaka pia serikali kuondoa fedha za mikopo ya wanafunzi elimu ya juu katika bajeti ya maendeleo ya sekta ya elimu na badala yake fedha hizo zipangwe katika matumizi ya kawaida. Hii itasaidia kutoa picha halisi ya kiwango halisi cha matumizi ya maendeleo katika sekta ya elimu.
Upungufu wa Bajeti ya Uhakiki  Mashuleni
Miongoni mwa sababu zinazochangia kushuka kwa viwango vya ubora na ufaulu katika shule zetu za umma ni kutokuwepo kwa ukaguzi na ufuatiliaji. Takwimu zinaonesha (BEST 2015) ni  asilimia 19.1 tu ya shule za msingi na  asilimia 21.4 pekee ya shule za sekondari ndizo hukaguliwa kwa mwaka. Tafsiri yake ni kuwa huichukua serikali takribani miaka mitano kukamilisha ukaguzi wa shule zote za umma zilizopo. Au maana yake pia ni kuwa shule hukaguliwa mara moja kila baada ya miaka mitano.
Sababu kubwa inayotolewa na wakaguzi pamoja na serikali ni kukosekana kwa pesa ya kutosha kuwezesha ukaguzi wa shule zote za umma ambazo ni shule 16,538 za msingi na shule 4753 za sekondari. Bajeti ya ukaguzi pamoja na kuwa imekuwa ikitengwa kidogo lakini pia imekuwa ikielekezwa katika matumizi yasiyosaidia moja kwa moja ukaguzi; mfano ulipaji wa mishara ya watumishi. Katika bajeti ya Mwaka 2015/16 mathalani, jumla ya Sh. 22.4 bilioni zilitengwa kwa ajili ya idara ya ukaguzi na vitengo vyake lakini hata hivyo Sh. 20.2 Bilioni zilikuwa kwa ajili ya mishahara ya watumishi na hivi kuacha kiasi cha Sh. 2.2 bilioni pekee kwa ajili ya shughuli halisi za ukaguzi kama ununuzi wa mafuta ya gari, posho za wakaguzi, ukarabati wa magari, mawasiliano na program za mafunzo au uelimishaji.
HakiElimu tunaishauri serikali kupitia wizara zake zinasoshughulikia sekta ya elimu, kuangalia upya kiwango cha bajeti kinachotengwa kwa ajili ya ukaguzi wa shule zake za msingi na sekondari. Ni muhimu ikatambua kuwa utekelezaji wa mipango muhimu shuleni ikiwa in pamoja na ile ya kugharamia elimu bila ada itakuwa ya ufanisi tu iwapo shule zinasimamiwa na kukaguliwa kwa wakati muafaka kila mwaka. Ni vema basi katika bajeti ya sekta ya elimu mwaka ujao wa fedha (2016/17) serikali ikatenga fungu rasmi kwaajili ya ukaguzi na litengewe kiwango cha kutosha kukidhi ukaguzi walau wa asilimia 80 ya taasisi za elimu zinazostahili kukaguliwa.
Makadirio ya bajeti ya elimu kwa mwaka
Kutokana na sababu zilizoainishwa katika kipengele cha kwanza hadi cha tatu hapo juu, ni matarajio yetu kuwa uwekezaji katika bajeti ya sekta ya elimu kwa Mwaka wa Fedha 2016/17 utaongezeka. Ili serikali iweze kufidia gharama za utoaji elimu bila malipo ya ada wala michango ya wazazi, utengaji wa bajeti ya ukaguzi, na uongezaji wa bajeti ya maendeleo ni lazima fungu linalotengwa kwaajili ya sekta ya elimu liongezwe. Uwekezaji wa sasa wa Tanzania katika sekta ya elimu ni kati ya asilimia 11 – 16 tu ya bajeti ya Taifa.
Kwa mujibu wa Mkataba wa Elimu kwa Wote (EFA-2000) kupitia mwongozo wa kiutendaji wa Dakar nchi zinapaswa kutenga fedha kwa ajili ya elimu angalau asilimia 6 ya Pato la Taifa, au kama inavyokubaliwa sehemu nyingi duniani, nchi zinapaswa kutenga angalau asilimia 20 ya bajeti zao za kitaifa kwa ajili ya sekta ya elimu. Kwa hiyo, kwa mujibu wa malengo ya EFA na utaratibu uliokubaliwa kimataifa, Tanzania bado haijawekeza vya kutosha kwenye elimu. Hii siyo tu kukiuka malengo ya EFA ambayo Tanzania ilisaini lakini pia hailingani na changamoto zinazojitokeza ambazo zinakwamisha utoaji wa elimu bora nchini; kwa miaka mingi.
Kuhusu Jinsia
Katika miaka ya hivi karibuni, kumekuwa na juhudi za makusudi zinazofanywa na serikali kuingiza masaual ya jinsia katika mipango na sera ikiwa ni pamoja na bajeti ya taifa.  Uwepo wa kifungu cha bajeti kilichotengwa kwa ajili ya makundi yaliyoko pembezoni katika jamii ni uthibitisho kuwa baadhi ya masuala  ya jinsia  yanazingatiwa wakati wa uandaaji wa bajeti. Hivi leo kuna vifungu vya bajeti vinavyotumika kwa ajili ya makundi kama vile wakina mama wajawazito, watoto na wenye ulemavu.
Mwongozo wa bajeti unataka vyombo vyote vya umma kutenga bajeti kwa ajili ya utekelezaji wa vipaumbele vya mipango  mtambuka, ikiwa ni pamoja na masuala ya jinsia, na ujenzi wa miundo mbinu rahisi kwa matumizi ya watu wenye ulemavu wa viungo. Katika bajeti ya 2016/17, serikali inaahidi kuendelea kufadhili mipango ya kujenga uwezo wa kiuchumi  kupitia Mfuko wa Kujenga Uwezo Kiuchumi, Mfuko wa Maendeleo ya Vijana  na Mfuko wa Maendeleo ya Wanawake .
Dhamira ya serikali kutenga sh milioni 50 kwa kila kijiji ili kusaidia shughuli za ukuzaji ajira na kujenga uwezo kiuchumi katika ngazi ya jamii ni mwanzo mzuri. Lakini ni changamoto kwa upande wa serikali za vijiji kuhusu jinsi ya kutumia fedha hizi  kusaidia kujenga uwezo wa wananchi wao. Kwa mfanofedha hizi zingeweza kutumika  kama mikopo kwa vikundi vidogo vidogo katika ngazi za vijiji ambavyo kwa muda mrefu vimepata ugumu  katika kupata mikopo kutoka taasisi za fedha.
Kama wadau tunaamini kwamba ikiwa makadirio ya bajeti ya mwaka 2016/17yatatekelezwa vizuri yatasaidia kwa kiwango kikubwa kuboresha maisha ya wanajamii pamoja na ya vijana. Hatua ya kutenga sh.bilioni 6 kuboresha viwanda vidogo vidogo  Dar es Salaam, Mbeya, Morogoro na Mwanza bila shaka kutatoa fursa za ajira kwa idadi fulani ya vijana. Mgawo wa sh milioni 250 kwa ajili ya Mkongo - Kambi ya Vijana ya Rufiji kunaonyesha utayari wa serikali kusaidia vijana kupata fursa za ajira.  Chini ya mpango huu, fedha zitatumika kuandaa ekari 220 za ardhi, kujenga skimu za umwagiliaji na kutoa mafunzo ya ujasiriamali kwa vijana. Kama ukitekelezwa vizuri, unaweza kusaidia kuinua uchumi wa vijana na taifa. 
Hitimisho
Hatua za uongozi wa sasa za kuhamasisha ukusanyaji zaidi na zaidi wa rasilimali za ndani zinastahili  pongezi. Tukizingatia hali ya upatikanaji fedha hivi sasa, ni jambo la wazi kwamba njia pekee ya serikali kuweza kutekeleza mipango yake mbali mbali ni kwa kukusanya rasilimali zake zenyewe. Mwenendo wa ukusanyaji wa mapato katika miezi michache iliyopita unaonyesha kuwa inawezekana kupata rasilimali za kutosha kutoka ndani. 
Inapendekezwa  kwamba kila rasilimali zinapopatikana, serikali izitumie kwa uangalifu ili kuhakikisha ufanisi. Utoaji wa fedha kwa muda unaotakiwa na matumizi inayopasa kutawezesha mafanikio ya haraka katika mipango mbali mbali ya maendeleo.  
Ripoti ya Kimataifa ya ufuatiliaji wa EFA ya 2013/14; Ufundishaji na Ujifunzaji Kufikia Elimu bora kwa wote; uk 23: Kati ya nchi 138 zenye takwimu, ni nchi 25 tu hutumia asilimia 20 ya bajeti kwenye elimu mwaka 2011. Tanzania inatumia asilimia 17 tu.

Taarifa ya Zitto Kabwe kuhusu "maneno kwamba ninapanga kumhujumu Rais Magufuli"

Kumekuwa na maneno yanasemwa na mimi kupuuza katika kipindi cha wiki kadhaa; kwamba ninapanga kumhujumu Rais Magufuli katika kazi zake. Maneno haya yanaenezwa na watu wanaotumwa na Waziri wa Mambo ya Ndani ya Nchi Bwana Charles Kitwanga ( nina ushahidi usio na mashaka wa Kitwanga kupanga vijana wa wanaojiita wa UVCCM kufanya mikutano na waandishi wa habari na anawalipa fedha kufanya hivyo. Nataka ifahamike bila chenga kama ifuatavyo:

1) Ninamwunga mkono Rais katika kazi ya kusafisha Nchi. Hii ndio kazi nilikuwa nafanya katika kipindi cha miaka 10 iliyopita. Nitakuwa mtu wa ajabu sana nisipomwunga mkono Rais katika vita dhidi ya Ufisadi. Hata hivyo, kamwe sitasita kuweka wazi pale ninapoona Rais anafanya makosa. Na nimekuwa nikisema wazi wazi na kumkosoa Rais waziwazi. Lakini pia nimekuwa nikimwambia Rais kwa njia nyengine ambazo viongozi huwasiliana ninapoona anafanya sivyo. Kukosoa ni kazi moja muhimu sana na ya kizalendo kuliko lolote ambalo raia anaweza kufanya kwa kiongozi wake. Kukosoa Serikali ni uzalendo maradufu. Pale panapostahili nitapongeza.

2) Namsihi Waziri Kitwanga amalize matatizo yake yeye mwenyewe. Yeye kama mmiliki wa Kampuni ya Infosys yenye mkataba na Serikali katika Wizara anayoongoza sasa anapaswa aone ni namna gani hana mgongano wa maslahi. Waziri Kitwanga asitafute watu wa kuwatupia lawama kwenye mambo yanayomhusu. Mimi binafsi sijawahi kugombana na Charles Kitwanga. Hajawahi kuwa rafiki yangu. Hajawahi kuni excite kama Kiongozi ( kimsingi nashangaa mtu kama yeye kuweza hata kuwa Waziri wa Wizara nyeti kama hiyo) . Zaidi ya yote Waziri Kitwanga sio 'size yangu'. Kwa protokali za Uongozi, size yangu mimi ni Rais Magufuli, bosi wake. Naanzaje kuhangaika na Kitwanga? Ili iweje? Namsihi asijipandishe chati kwamba mimi nataka kumtoa. Ningetaka kumtoa wala asingejua maana ningeshughulika na aliyemteua. Nasema haya sababu amekaa na Waziri Mkuu na Wabunge kadhaa akilalamika kuwa nataka kumtoa Uwaziri. Asinipe dhambi, Uwaziri atatolewa na aliyemteua kwa madhambi aliyofanya. Asitafute bangusilo! 

3) Mimi kwa wiki kadhaa sasa nipo nje ya Nchi ( nchini Marekani katika Chuo Harvard kwa masomo) . Sijui na sihusiki na njama zozote dhidi ya yeyote. Kwanza hizo sio aina ya siasa ninazofanya. Siasa ninazofanya ni Siasa za Maendeleo ya Wananchi na sio Siasa za kuwinda watu. 

4) licha ya kuwa Kiongozi wa Chama, Mimi ni Mbunge wa Chama Cha ACT Wazalendo. Kwa hiyo nafuata maelekezo ya chama changu katika kazi zangu. Chama changu katika Mpango Mkakati wake kimeniagiza kufanya Siasa za Maendeleo. Chama changu kinaunga mkono juhudi zote za Rais kurejesha imani ya wananchi kwa Serikali kwa kupambana na ufisadi. Hata hivyo Chama Cha ACT Wazalendo kinamtaka Rais ajenge mfumo imara wa kitaasisi ili mapambano dhidi ya ufisadi yawe endelevu. Hivyo, porojo za kwamba nataka kumwangusha Rais ni porojo za watu wasionijua binafsi na wasiojua misingi ya ACT Wazalendo 

5) Nawasihi Watanzania wote a) kumdharau Waziri Kitwanga na kumtaka ajibu tuhuma zinazomkabili za Kampuni yake binafsi kufanya kazi na Idara katika Wizara anayosimamia na kwamba ajipime kama anatosha kuendelea kumsaidia Rais kazi b) kuendelea kumwunga mkono Rais katika vita dhidi ya ufisadi. Kama nilivyosoma mwaka jana ' asiyemwunga mkono Magufuli yupo upande wa mafisadi' c) kuepuka siasa za porojo zinazoendeshwa na vijana wanaotafuta nafasi za kuteuliwa na d) kutaka umadhubuti wa kila jambo linasomewa ili kuepuka kuonea watu.

Rais Magufuli amteua Muragili kuwa Mkurugenzi Mkuu wa CDA

Rais wa Jamhuri ya Muungano wa Tanzania Dkt. John Pombe Magufuli amemteua Mhandisi Paskasi Muragili kuwa Mkurugenzi Mkuu wa Mamlaka ya Ustawishaji Makao Makuu Dodoma (CDA).

Taarifa iliyotolewa leo tarehe 20 Aprili, 2016 na Katibu Mkuu Kiongozi Balozi John Kijazi imeeleza kuwa uteuzi wa Mhandisi Paskasi Muragili umeanzia tarehe 17 Februari, 2016.

Kabla ya Uteuzi huo Mhandisi Paskasi Muragili alikuwa Kaimu Mkurugenzi Mkuu wa Mamlaka ya Ustawishaji Makao Makuu Dodoma (CDA), nafasi aliyoichukua kuanzia mwaka 2012.
