Picking route vital: Uganda picks Tanzania over Kenya for oil pipeline route

Uganda will build a pipeline for its oil through Tanzania rather than Kenya, which had wanted to secure the export route, a summit of East African leaders said.

Picking a route is vital for oil firms to make final investment decisions on developing reserves found in Uganda and Kenya, which are among a string of hydrocarbon finds on Africa's eastern seaboard. Tanzania has found gas offshore.

Land-locked Uganda, which found oil in a western region around Hoima, said last year it would build a pipeline through Kenya, linking its fields to Kenyan discoveries in Lokichar and on to Lamu on Kenya's north coast. But in March this year Uganda changed tack, saying it was now planning a pipeline from Hoima to Tanga on Tanzania's coast, prompting a last-minute push by Kenya for another switch.

Saturday's summit of the East African Community bloc - which groups Uganda, Kenya, Tanzania, Rwanda and Burundi - in Kampala confirmed Uganda would take the Tanzanian option.

Regarding the crude pipeline, "the summit agreed that two crude oil pipelines, one from Lokichar to Lamu and another from Hoima to Tanga, will be developed by Kenya and Uganda respectively", the final communique said.

"There is no more paralysis on that matter, we are moving," Ugandan President Yoweri Museveni said after the summit meeting.

Kenyan Lands Minister Jacob Kaimenyi said the Uganda and Kenya pipelines would be developed independently.

France's Total, one of the oil firms developing Uganda's fields, had raised security concerns about the Kenyan route. A Kenyan pipeline could at points run near Somalia, from where militants have launched attacks on Kenya.

Britain's Tullow Oil, with stakes in both countries, had backed the Kenyan route, saying it would be cheaper if oil from both pipelines followed the same route.

"While we have always believed that a joint Uganda-Kenya export pipeline was the most cost-effective option, we are clear that both Uganda and Kenya's oil resources can be developed separately," Tullow said in a statement.

The firm said it would now work with both governments on the two pipeline projects.

China's CNOOC is also involved in the Ugandan oil finds.

Projected production start dates from both countries have repeatedly been postponed, particularly because no decision had been taken over the pipeline route.

TRA "tulishamfukuza kazi" mwajiriwa aliyethibitisha kujilipa mishahara 17

Mfayakazi wa Mamlaka ya Mapato Nchini aliyetuhumiwa na Rais John Magufuli mwezi uliopita kujilipa mishahara 17 ya watumishi hewa, hayupo kwenye ajira ya TRA kwa siku nyingi zilizopita, imefahamika.

Habari kutoka ndani ya Mamlaka hiyo zimesema kuwa mfanyakazi huyo alikuwa ni wa Idara ya Uhasibu ya TRA lakini alishafukuzwa kazi siku nyingi zilizopita.

Chanzo cha kuaminika kutoka Makao Makuu ya TRA kimeiambia Nipashe kuwa mfanyakazi huyo alifukuzwa kazi baada ya kubainika kujilipa mishahara hiyo katika akaunti yake.

Chanzo chetu cha habari ambacho hakikupenda kutajwa jina gazetini kwa sababu si msemaji wa mamlaka, kilisema mfanyakazi huyo baada ya kuhojiwa alikiri kujilipa mishahara hiyo.

Ndipo alipochukuliwa hatua za kufukuzwa kazi pamoja na kufikishwa Mahakamani, kilisema chanzo hicho.

“Huyu mfanyakazi alikuwa Idara ya Uhasibu... ni kweli alijilipa mishahara hiyo na baada ya kuhojiwa alikiri ndipo tukamfukuza kazi na kumpeleka mahakamani,” chanzo hicho kilieleza.

“(Lakini) huyu si mfanyakazi wa TRA tena maana alivyohojiwa na kuthibitika kuwa ni kweli tulishamfukuza kazi.”

Rais Magufuli alimfichua mfanyakazi huyo hivi karibuni akiwa nyumbani kwake katika Kijiji cha Mlimani, Wilaya ya Chato mkoani Geita, alipokuwa alihutubia kwa mara ya kwanza tangu achaguliwe kuwa Rais Oktoba 25, mwaka jana.

“Yupo mfanyakazi mmoja wa TRA ambaye alikuwa akijilipa mishahara ya watu 17 na huyo ni lazima afikishwe mahakamani,” alisema Rais Magufuli akionekana mwenye kuchukizwa na jambo hilo.

Pia hivi karibuni Mhasibu wa Halmashauri ya Wilaya ya Singida, Imani Abduli Nyamangaro (44) alipandishwa kizimbani katika Mahakama ya Hakimu Mkazi Singida akikabiliwa na tuhuma za kujilipa mishahara hewa ya wastaafu 57 yenye jumla ya Sh. 29.4.

Mwendesha Mashtaka, Wakili wa serikali, Michael Lucas Ng’hoboko alidai kwamba kati ya Aprili 29, mwaka 2013 na Machi 27, mwaka 2014 mshitakiwa Nyamangaro alijilipa mishahara ya wafanyakazi hewa ya zaidi ya Sh. milioni 29.4 huku akijua wazi kwamba kitendo hicho ni kinyume na sheria.

Mbele ya Hakimu wa Mahakama hiyo, Joyce Minde, Ng’hoboko alidai kwamba mshitakiwa huyo alikuwa akijipatia mishahara hiyo ambayo wahusika waliisha staahafu kazi.

Hata hivyo, mshitakiwa Nyamangaro alikana kutenda makosa hayo yote 57 na hivyo kesi yake kuahirishwa hadi Jumatano itakapotajwa tena.

Wiki iliyopita, serikali ilitangaza kuanza uchunguzi kuwabaini watumishi wote waliokuwa wakijilipa mishahara ya wafanyakazi hewa ili hatimaye wachukuliwe hatua.

Kwa mujibu wa Waziri wa Utumishi, Angela Kairuki, watumishi hewa wameshaisababishia serikali hasara Sh. bilioni 7.6 kuanzia Januari hadi Machi.

Akihutubia wananchi wakati wa ufunguzi wa daraja la Nyerere, Kigamboni jijini Dar es Salaam mwanzoni mwa wiki, Rais Magufuli alisema kuna zaidi ya wafanyakazi hewa 7,700 ambao wameshagunduliwa mpaka sasa serikalini.

MSAKO ulioanzishwa na Rais John Magufuli wa kutokomeza tatizo la wafanyakazi hewa katika utumishi wa umma, umeendelea kuibua mazito, ambapo mkoani Kilimanjaro, Benki ya CRDB imejikuta ikitoa mkopo kwa waliokuwa wafanyakazi hewa.

Mwenyekiti wa Halmashauri ya Wilaya ya Hai, Helga Mchomvu aliyasema hayo akidai kuwa, yamegundulika baada ya Serikali kuunda kamati za uchunguzi wa tuhuma za ubadhirifu wa zaidi ya Sh milioni 500 katika halmashauri hiyo.

Kabla ya kuibuka kwa kisa hicho kinachoonesha namna wafanyakazi hewa alivyokuwa wakiibia nchi, hivi karibuni mkoani Singida, Mhasibu wa Halmashauri ya Wilaya ya Singida, Imani Nyamangaro, alipandishwa kizimbani akidaiwa kujilipa mishahara ya wastaafu 57, yenye thamani ya Sh milioni 29.4.

Mbali na mhasibu huyo, Rais Magufuli alipokuwa mapumziko kijijini kwake Mlimani, katika Wilaya ya Chato mkoani Geita, alieleza kisa kingine kilichoshitua jamii kuwa katika Mamlaka ya Mapato (TRA), kulikuwa na mtumishi mmoja ambaye alikuwa akilipwa mishahara ya watu 17.

Akizungumza jana, Mchomvu alidai kuwa watumishi watatu wa halmashauri hiyo; wawili wa Idara ya Utumishi na mmoja Mchumi, walikopa katika Benki ya CRDB Sh milioni 35.2, kwa kutumia majina ya wafanyakazi hewa.

Aliwataja watuhumiwa hao kuwa ni Mkuu Idara ya Utumishi na Utawala, Gudila Mashele, Ofisa Utumishi Daraja la Kwanza, Faraja Ndatu na Mchumi Daraja la Pili, Isaiah Bayege. Kutokana na tuhuma hiyo iliyoibuliwa na kamati hizo za uchunguzi, Mchomvu alisema Baraza la Madiwani la Halmashauri ya Wilaya ya Hai, limewafukuza kazi watumishi hao.

Mbali na tuhuma ya kujipatia mkopo kwa kutumia majina ya wafanyakazi hewa, Mchomvu alisema kuna watumishi wengine wamefukuzwa kazi kwa tuhuma za wizi wa fedha za muda wa kazi wa ziada wa madaktari na wauguzi katika Hospitali ya Machame wilayani hapa, huku mwingine akifukuzwa kwa kununua dawa hewa za hospitali hiyo.

Aliwataja watuhumiwa hao kuwa ni Mhasibu Daraja la Kwanza, Edwin Kalokola na Mhasibu Msaidizi, Valentina Elisha, wanaodaiwa kuiba Sh milioni 24.4 za muda wa kazi wa ziada wa madaktari na wauguzi katika hospitali hiyo.

Mbali na wahasibu hao, yupo pia dereva Derick Urassa, aliyefukuzwa kwa tuhuma za kushiriki katika ununuzi wa dawa hewa katika hospitali hiyo zenye thamani ya zaidi ya Sh milioni 32.7.

Walioshushwa cheo Alisema wapo pia watumishi walioshushwa vyeo kutokana na tuhuma mbalimbali, ikiwemo kughushi nyaraka na kuidhinisha malipo bila idhini ya mwajiri.

Miongoni mwao ni pamoja na Ofisa Muuguzi Msaidizi Daraja la Kwanza, Agness Chami na Katibu wa Afya Daraja la Kwanza, Gilbert Mashamba.

Wengine ni wahasibu waandamizi wawili, Kasisim Herpa na John Bogohe na Mhasibu Daraja la Kwanza, Christopher Manzi, ambao wanatuhumiwa kuidhinisha malipo mbalimbali ya Sh milioni 488.2, bila kuwa na idhini kinyume na taratibu za kazi.

Walivyobambwa Mkurugenzi Mtendaji wa halmashauri hiyo, Saidi Mderu alisema tuhuma hizo ziligunduliwa na Mkaguzi wa Ndani wa halmashauri hiyo, Michael Mosha na kufanyiwa kazi na tume hizo zilizoongozwa na Katibu Tawala Msaidizi wa Sekretarieti ya Mkoa wa Kilimanjaro, Grace Makiluli.

Baada ya kubainika kwa tuhuma hizo, Mderu alisema baraza hilo lilimpongeza mkaguzi huyo kwa kufanya kazi kwa uadilifu mkubwa kwa kuwa angeweza kudanganyika kutumia fedha hizo.

Mkuu wa Wilaya ya Hai, Gelasius Byakanwa, amepongeza baraza hilo kwa hatua hizo na kueleza kuwa kazi kubwa ya madiwani ni kusimamia mali na rasilimali za Serikali, ili wananchi wapate huduma bora za Serikali yao ya Awamu ya Tano ambayo ina dhamira ya kuwahudumia.

...Fees should be charged to advertisers and not to its citizens. If Empowr truly takes care of your interest, shouldn’t they make money from its advertisers and return 97% of the profits to you, rather than charging you a fee for whatever you are posting?
