Uongozi wa Tanzania Houston Community (THC) unapenda kukanusha taarifa zisizo sahihi zinazosambazwa mitandaoni ya kwamba Ubalozi wa Tanzania nchini Marekani chini ya Mh. Balozi Wilson Masilingi haukufanya lolote wakati Jumuiya yetu ilipopatwa na misiba miwili ya Bw.Henry Kiherile na Bw.Andrew Nicky Sanga iliyotokea kwa nyakati tofauti mapema mwezi April mwaka huu.

Uongozi wa THC unapenda umma utambue kwamba tulipata na tunathamini sana ushirikiano ulioonyeshwa na kutolewa na Ubalozi pamoja na Balozi mwenyewe Mh. Masilingi wakati wa misiba hiyo miwili na hata baada ya shughuli hizo za misiba kumalizika.

Baadhi ya mambo yaliyofanywa na Balozi ni kuwatafuta viongozi wa JumuiyaTHC na kuzungumza nao mapema baada ya misiba hiyo kutokea (Balozi alitutafuta viongozi na si vinginevyo) ambapo alizungumza na Rais wa Jumuiya Bw. Daudi Mayocha kwa simu na Katibu Mkuu wa Jumuiya Bw. Michael Ndejembi na kuwapa pole kwa niaba ya familia na Jumuiya nzima.

Uongozi unafahamu kwamba sababu za balozi kushindwa kufika Houston wakati wa misiba hiyo ni yeye kumuwakilisha Mh. Rais wa Jamhuri ya Muungano wa Tanzania Mh. John Magufuli kwenye kongamano la DICOTA lililokuwa likifanyika jijini Dallas, Texas. Tunatambua pia kwamba nia ya Balozi kuja Houston bado iko pale pale.

Aidha Balozi Masilingi alimtuma afisa Ubalozi Bismas Asenga kumuwakilisha katika shughuli za Misa na Kuaga mwili wa marehemu Andrew Nicky Sanga, ambapo afisa huyo pamoja na mambo mengine alitoa salamu za rambirambi toka kwa Balozi na alikabidhi rambirambi ya $500 kwa kila familia pamoja na kuzungumza na wafiwa hao kwa nyakati tofauti.

Kwa taratibu za kiupelelezi Uongozi wa THC hauwezi kutoa taarifa zaidi ya namna suala hili linavyoshughulikiwa kati ya vyombo vya usalama nikimaanisha HPD Homicide Department na Ubalozi wa Tanzania lakini tunatambua kwamba Ubalozi unafuatilia kesi zote mbili kwa ukaribu sana.

Statement by the family regarding handling bereavement on the passing of Henry Kiherile



HENRY KIHERIRE "Rest in Peace"

Arising from communications which are currently circulating through whatsapp and other social media regarding the handling of the overall bereavement on the passing of Henry Kiherile by gun shots, the family of Henry Kiherile in Houston wishes to express the following:

(1) We wish to express once again our sincere thanks to the Tanzanian Houston community and its leadership for the overwhelming support given to us as we grieved for the loss of Henry. You mourned with us, you prayed with us, you supported us financially, and you allowed us to cry on your shoulders. We thank you so much.

(2) We acknowledge with many thanks the support and leadership we received from the Embassy of Tanzania as we grieved on the loss. The consular services we needed to facilitate transportation of the body to Tanzania were rendered promptly and we appreciate the expressions of sympathy during the entire time we worked on the consular affairs related to transporting the body home. We are particularly grateful to the Embassy for sending an embassy official, Dismas Assenga, to Houston to mourn with us and to deliver the Ambassador’s condolence message and financial contribution. We thank you so much.

(3) We wish to inform you that the family is in close communication with the Houston Police Department team working on the case. We have had several in person meetings and regular telephone communications for briefings and updates. We believe the perpetrator(s) of the crime will be brought to justice in time.

(4) We would like to state very clearly that we were very well served by all institutions and organizations that we have worked with or are working with in this matter (Houston Police Department, Embassy of Tanzania, Forest Lawn Funeral Home, Umoja Church). We feel very well served during this very difficult time for us.

(5) Last but not least, and considering all of the above, we would like to inform all of you that we do not subscribe to the view expressed in the WhatsApp communication which wishes to send out a petition seeking signatures to support a recommendation to the government of Tanzania to remove Ambassador Wilson Masilingi from serving as Ambassador of Tanzania to the United States, purportedly for “kutowajibika na kutokujali vifo viwili tofauti ndani ya mwezi mmoja mjini Texas kwa kupigwa risasi”. We have not expressed such discontent to anyone and we would like to remove any implication that because we are one of the families that lost a son so horrifically we, therefore, may have contributed to the petition idea or motivated the authors of the petition. We want Henry to rest in peace and for us to be allowed to move on.

Agizo la serikali: Taasisi zake zote zitoe risiti kielektroniki kuanzia Julai

Serikali imeagiza kuwa kuanzia mwezi Julai mwaka huu ni lazima mfumo wa kielektroniki utumike katika utoaji wa risiti kwa tozo, faini, ada na malipo mengine yote ya Serikali Kuu, Mamlaka za Serikali za Mitaa na Wakala wote wa Serikali ili kudhibiti upotevu wa mapato.

Agizo hilo limetolewa na Waziri wa Fedha na Mipango Mhe. Dkt. Philip Mpango wakati akiwasilisha hotuba ya makadirio ya mapato na matumizi ya wizara yake kwa mwaka wa fedha 2016/2017 leo Bungeni mjini Dodoma.

Dkt. Mpango alisema kuwa agizo hilo pia linahusisha malipo ya faini za mahakamani, faini za usalama barabarani, viingilio kwenye mbuga za wanyama na vibali vya kuvuna maliasili.

“Naziagiza ofisi zote za Serikali kutoa risiti za kielektroniki kwa malipo yote yatakayofanyika kwani matumizi ya vifaa na mifumo ya kielektroniki katika ukusanyaji wa mapato yataongeza ufanisi na kudhibiti upotevu wa mapato ya Serikali.” Alisema Dkt. Mpango.

Katika kufanikisha hilo Dkt. Mpango aliongeza kuwa Maafisa Masuuli wote wanaelekezwa kusimamia ipasavyo utekelezaji wa agizo hilo.

Katika hatua nyingine, Dkt. Mpango alisema kuwa Serikali imeamua kufanya uthamini wa majengo kwa mkupuo ili kuongeza mapato yatokanayo na kodi ya majengo na usimamizi wake utakuwa chini ya Mamlaka ya Mapato Tanzania.

Katika hotuba hiyo Dkt. Mpango amefafanua mkakati wa Wizara yake kusimamia kikamilifu utekelezaji wa Mpango wa Pili wa Maendeleo wa Miaka Mitano kuanzia 2016/17 hadi 2020/21 ambao umejikita katika kujenga msingi wa uchumi wa viwanda na maendeleo ya watu.

US FDA issues draft guidance to food industry for voluntarily reducing sodium in processed and commercially prepared food


Today, the U.S. Food and Drug Administration issued draft guidance for public comment that provides practical, voluntary sodium reduction targets for the food industry. Average sodium intake in the U.S. is approximately 3,400 mg/day. The draft short-term (two-year) and long-term (10-year) voluntary targets for industry are intended to help the American public gradually reduce sodium intake to 2,300 milligrams (mg) per day, a level recommended by leading experts and the overwhelming body of scientific evidence. The targets are also intended to complement many existing efforts by food manufacturers, restaurants, and food service operations to reduce sodium in foods.

Americans consume almost 50 percent more sodium than what most experts recommend. One in three individuals has high blood pressure, which has been linked to diets high in sodium and is a major risk factor cause of heart disease and stroke. That number climbs to one in two African Americans and even includes one in 10 children aged 8-17. While a majority of Americans reports watching or trying to reduce added salt in their diets, the deck has been stacked against them. The majority of sodium intake comes from processed and prepared foods, not the salt shaker.

The science supporting the relationship between sodium reduction and health is clear: When sodium intake increases, blood pressure increases, and high blood pressure is a major risk factor for heart disease and stroke – two leading causes of death in the U.S. (CDC has compiled a number of key studies, which continue to support the benefits of sodium reduction in lowering blood pressure. In some of these studies, researchers have estimated lowering U.S. sodium intake by about 40 percent over the next decade could save 500,000 lives and nearly $100 billion in healthcare costs.)

“Many Americans want to reduce sodium in their diets, but that’s hard to do when much of it is in everyday products we buy in stores and restaurants,” HHS Secretary Sylvia Burwell said. “Today’s announcement is about putting power back in the hands of consumers, so that they can better control how much salt is in the food they eat and improve their health.”

The FDA is especially encouraging adoption by food manufacturers whose products make up a significant portion of national sales in one or more categories and restaurant chains that are national and regional in scope. The FDA estimates that less than 10 percent of packaged foods account for more than 80 percent of sales. According to the USDA’s Economic Research Service, about 50 percent of every food dollar goes to food consumed outside the home. Therefore the draft voluntary guidance also covers common foods served in restaurants and other food service establishments.

“The totality of the scientific evidence supports sodium reduction from current intake levels,” said Susan Mayne, Ph.D., director of the FDA’s Center for Food Safety and Applied Nutrition. “Experts at the Institute of Medicine have concluded that reducing sodium intake to 2,300 mg per day can significantly help Americans reduce their blood pressure and ultimately prevent hundreds of thousands of premature illnesses and deaths. Because the majority of sodium in our diets comes from processed and prepared foods, consumers are challenged in lowering their sodium intake themselves.”

Included in the draft guidance is a common system for defining and measuring progress on reducing sodium in the U.S. food supply. The approach is to establish reasonable, voluntary reduction targets for the majority of processed and prepared foods, placing foods in nearly150 categories from bakery products to soups. The draft targets factor in data on consumer preferences, as well as current industry efforts to reduce sodium. The FDA is confident that the short-term targets, which seek to decrease sodium intake to about 3,000 mg per day, are readily achievable. In fact, many foods, such as top-selling pretzel products, have already met the short-term target.

The FDA has proposed a national, practical, gradual, and voluntary approach to sodium reduction and is sharing it as a draft for public comment. The FDA’s draft guidance proposes feasible reductions across a broad range of food categories with high and moderate amounts of sodium. This approach is expected to achieve significant reductions in sodium while providing flexibility for industry and more choices for consumers.

“We believe that the time is now to engage in a national dialogue on the problem of excess sodium. Publishing these targets is an important step in that dialogue,” added Dr. Mayne.

The FDA encourages feedback from stakeholders on this draft guidance during the 90- and 150-day comment periods.

FBI warning and 8 tips to protect yourself from extortion email tied to recent high-profile data breaches

The Internet Crime Complaint Center (IC3) continues to receive reports from individuals who have received extortion attempts via e-mail related to recent high-profile data thefts. The recipients are told that personal information, such as their name, phone number, address, credit card information, and other personal details, will be released to the recipient's social media contacts, family, and friends if a ransom is not paid. The recipient is instructed to pay in Bitcoin, a virtual currency that provides a high degree of anonymity to the transactions. The recipients are typically given a short deadline. The ransom amount ranges from 2 to 5 bitcoins or approximately $250 to $1,200.

The following are some examples of the extortion e-mails:
“Unfortunately your data was leaked in a recent corporate hack and I now have your information. I have also used your user profile to find your social media accounts. Using this I can now message all of your friends and family members.”
“If you would like to prevent me from sharing this information with your friends and family members (and perhaps even your employers too) then you need to send the specified bitcoin payment to the following address.”

“If you think this amount is too high, consider how expensive a divorce lawyer is. If you are already divorced then I suggest you think about how this information may impact any ongoing court proceedings. If you are no longer in a committed relationship then think about how this information may affect your social standing amongst family and friends.”

“We have access to your Facebook page as well. If you would like to prevent me from sharing this dirt with all of your friends, family members, and spouse, then you need to send exactly 5 bitcoins to the following address.”

“We have some bad news and good news for you. First, the bad news, we have prepared a letter to be mailed to the following address that details all of your activities including your profile information, your login activity, and credit card transactions. Now for the good news, You can easily stop this letter from being mailed by sending 2 bitcoins to the following address.”
Fraudsters quickly use the news release of a high-profile data breach to initiate an extortion campaign. The FBI suspects multiple individuals are involved in these extortion campaigns based on variations in the extortion emails.

If you believe you have been a victim of this scam, you should reach out to your local FBI field office, and file a complaint with the IC3 at www.ic3.gov. Please include the keyword “Extortion E-mail Scheme” in your complaint, and provide any relevant information in your complaint, including the extortion e-mail with header information and Bitcoin address if available.

TIPS TO PROTECT YOURSELF:
  1. Do not open e-mail or attachments from unknown individuals.
  2. Monitor your bank account statements regularly, as well and as your credit report at least once a year for any fraudulent activity.
  3. Do not communicate with the subject.
  4. Do not store sensitive or embarrassing photos of yourself online or on your mobile devices.
  5. Use strong passwords and do not use the same password for multiple websites.
  6. Never provide personal information of any sort via e-mail. Be aware, many e-mails requesting your personal information appear to be legitimate.
  7. Ensure security settings for social media accounts are turned on and set at the highest level of protection.
  8. When providing personally identifiable information, credit card information, or other sensitive information to a website, ensure the transmission is secure by verifying the URL prefix includes https, or the status bar displays a “lock” icon.
The FBI does not condone the payment of extortion demands as the funds will facilitate continued criminal activity, including potential organized crime activity and associated violent crimes.
