Uteuzi Wa Bodi Ya Wadhamini Wa Shirika La Taifa La Hifadhi Ya Jamii (NSSF) 

Ofisi ya Waziri Mkuu inapenda kuutaarifu umma kwamba Mhe. Rais wa Jamhuri ya Muungano wa Tanzania, Mhe. Dkt. John Pombe Joseph Magufuli amemteua Prof. Samwel Mwita Wangwe kuwa Mwenyekiti wa Bodi ya Wadhamini wa Shirika la Taifa la Hifadhi ya Jamii (NSSF) kuanzia tarehe tarehe 30 Mei, 2016 kwa kipindi cha miaka mitatu.
Uteuzi huo umefanyika kwa mujibu wa Sheria ya Shirika la Taifa la Hifadhi ya Jamii (NSSF) ya mwaka 1977 pamoja na marekebisho yake katika Sheria ya Msimamizi na Mdhibiti wa Mifuko ya Hifadhi ya Jamii Na.5/2012. (The Social Security Laws (Amendements) Act.2012 jedwali la pili (Second Schedule) kifungu cha 2 (1).

Aidha, kwa mujibu wa Sheria hiyo, Waziri wa Nchi, Ofisi ya Waziri Mkuu (Sera, Bunge, Kazi, Vijana, Ajira na Wenye Ulemavu) Mhe. Jenista J. Mhagama (Mb.) amewateua wafuatao kuwa Wajumbe wa Bodi ya Wadhamini wa Shirika la Taifa la Hifadhi ya Jamii (NSSF).

Yule askari FFU wa Arusha aliyembaka mwanafunzi wa Korogwe Girls School atupwa jela miaka 30 na viboko 12

MAHAKAMA ya Wilaya ya Arusha imemhukumu kwenda jela miaka 30, kuchapwa viboko 12 na kulipa fidia ya Sh. milioni 15, askari wa Kikosi cha Kutuliza Ghasia (FFU), Raphael Makongojo (25), baada ya mahakama hiyo kumkuta na hatia ya kumbaka mwanafunzi.

Akizungumza na waandishi wa habari baada ya kusomwa kwa hukumu hiyo, hakimu aliyesikiliza kesi hiyo aliyeomba jina lake lisitajwe, alisema mbali na adhabu hiyo pia mahakama imemwamuru askari huyo kufanya kazi ngumu.

Mama mzazi wa binti huyo (jina limehifadhiwa) akizungumza nje ya mahakama hiyo, alipongeza kutolewa hukumu hiyo, lakini akaongeza ingefaa adhabu ingekuwa ya kifungo cha maisha kwa sababu baada ya miaka 30 anaweza kutoka na kuendeleza vitendo kama hivyo.

Mshtakiwa alifikishwa mahakamani hapo Februari, mwaka huu akidaiwa kumbaka mwanafunzi huyo Januari 16, mwaka huu eneo la kwa Morombo, kwenye uwanja wa mpira wa FFU jijini hapa.

Ilidaiwa mtuhumiwa alitenda kosa hilo kinyume na kifungu cha 130 (1 na 2 a) cha Sheria ya Mwenendo wa Makosa ya Jinai, sura ya 16.

Awali mshitakiwa alikana kutenda kosa hilo, lakini baada ya hukumu hiyo kutolewa ndugu wa mshitakiwa walionyesha nia ya kukata rufaa. [NIPASHE]

Mgambo ajeruhiwa, atobolewa jicho akizuia ngono isifanyike mahakamani

ASKARI mgambo, Stinus Shirangazi (40), amepigwa na kutobolewa jicho la kushoto na watu wasiojulikana akiwa lindoni katika Mahakama ya Mwanzo Wilaya ya Rungwe, mkoani Mbeya.

Tukio hilo limetokea juzi saa 6:00 usiku, jirani na mahala ambako mkesha wa Mwenge wa Uhuru ulikuwa ukifanyika.

Akizungumza na NIPASHE mwishoni mwa wiki, Mganga Mkuu wa Zahanati ya Kiwira, Ruth Mgoda, alisema usiku wa kuamkia Juni 25, mwaka huu, majira ya saa 6:00 usiku mgambo huyo aligonga mlango wake akitaka huduma ya kwanza baada ya kuvamiwa na watu wasiojulikana.

Alisema baada ya kumhoji, alisema akiwa lindoni alifika kijana mmoja akiwa na mwanamke wakitaka waingie ndani ya mahakama kwa ajili ya kufanya tendo la ndoa lakini aliwakatalia na kuwaeleza pale ni mahala patakatifu.

Alisema baada ya kumzua, kijana huyo alimpiga na kitu chenye ncha kali jichoni na shavuni na kupelekea maumivu makali, huku jicho likitoa damu nyingi.

Mgoda alisema akiwa na muuguzi mwenzake, Leah Mgale, walimpatia huduma ya kwanza mgambo huyo na kisha kuomba usafiri pomoja na mgambo wa kata kwa ajili ya kumpeleka polisi ili apatiwe fomu ya P/3 na kumpeleka hospitali ya wilaya.

Alisema kabla ya tukio hilo, alisikia kelele za wanawake waliokuwa wakibakwa vichakani karibu na uwanja huo ambao walikuwa wakiomba msaada baada ya kundi la vijana kuendesha uhalifu huo.

Hakimu Mfawidhi wa Mahakama ya Mwanzo Kiwira, Ayubu Sherimo, alisema baada ya kupewa taarifa na wauguzi hao alienda hospitalini hapo asubuhi na kuambiwa kuwa amepelekwa hospitali ya mkoa ambako nako alihamishia hospitali ya rufaa.

Alisema alipofika hospitali ya Rufaa Kanda ya Mbeya alimkuta mgambo huyo amelazwa akiwa hoi.

Ofisa mtendaji wa kata hiyo, Joseph Mwalyambwile, amethibitisha kuwapo kwa tukio hilo na kusema kuwa wametoa taarifa polisi ili uchunguzi ufanyike na kuwatia hatiani wahusika.

Kamanda wa Polisi Mkoa wa Mbeya, Dhahir Kidavashari, alisema hajapata taarifa juu ya tukio hilo na kwamba analifuatilia ili kujua namna ya kuwapata waalifu waweze kupelekwa mahakamani.

Tanzania sees economic growth picking up to 7.4 pct in 2017


DAR ES SALAAM, June 28 (Reuters) - Tanzania's central bank said on Tuesday it expects economic growth to accelerate to 7.4 percent in 2017 from an estimated 7.2 percent this year, driven by construction, communications and finance.

The Tanzanian economy, East Africa's second-biggest, grew 7 percent last year.

"The macroeconomic objectives of the government aim at achieving a real gross domestic product growth of 7.3 percent in 2016/17 based on the projected growth of 7.2 percent in 2016 and 7.4 percent in 2017, while maintaining inflation at single digits," the Bank of Tanzania said in its latest monetary policy statement.

"The bank will continue pursuing prudent monetary policy in 2016/17 to keep inflation close to the medium-term target of 5 percent, while ensuring that the liquidity level is consistent with demands of various economic activities."

Tanzania's year-on-year headline inflation rate edged up to 5.2 percent in May from 5.1 percent in April, as prices rose for non-food items.

The government said it plans to increase spending by 31 percent in its 2016/17 fiscal year to $13.51 billion to finance infrastructure and industrial projects.

Scientists discover ‘game-changer’ Helium deposits in Tanzania

Scientists have found a huge helium gas deposit in Tanzania, and the discovery could help alleviate worries about a global helium shortage in recent years.

Helium — a colourless, odourless gas — is used to keep balloons afloat, but is also crucial for medical and scientific research. It is the only element capable of reliably cooling the superconducting magnets in MRI machines, and is used as a shielding gas in steel welding.

A team of researchers from Oxford and Durham universities, and helium exploration company Helium One, located a large gas field by using new exploration methods. Helium is usually discovered accidentally while drilling for oil and natural gas, but the new intentional discovery in Tanzania’s East African Rift Valley is the first of its kind. Durham University PhD candidate Diveena Danabalan presented the group’s discovery at the Goldschmidt geochemistry conference in Yokohama, Japan.

“By combining our understanding of helium geochemistry with seismic images of gas trapping structures, independent experts have calculated a probable resource of 54 billion cubic feet in just one part of the rift valley,” co-author Chris Ballentine said in a press release.

The helium was discovered by borrowing the techniques used in natural gas exploration to understand how helium accumulates underground. The researchers found that volcanic activity produces enough heat to drive the gas out of ancient rocks, and up into shallow gas fields.

Ballentine explained that global helium consumption is about 8 billion cubic feet per year, and that the world’s largest supplier, the U.S. Federal Helium Reserve, has a current reserve of just 24 billion cubic feet.

“This is a game changer for the future security of society’s helium needs, and similar finds in the future may not be far away,” he added.

The U.S. government started stockpiling helium during the 1920s, and by 1990 had accumulated roughly 35 billion cubic feet. But in 1996, congress passed the Helium Privatization Act, and started selling off strategic reserves at artificially low prices in order to pay off debts.

According to the U.S. federal Bureau of Land Management, helium prices have tripled over the past decade, and the reserve is expected to be depleted by 2020.

Now that the supply of helium is dwindling, prices are increasing to reflect the actual value of the rare element. While helium is abundant in the universe, most of it is born out of radioactive decay and is trapped in stars. On Earth, helium makes up less than a thousandth of one per cent of the atmosphere.

In response to the shrinking supply, the British Medical Association launched a campaign in 2015 to ban helium in party balloons, calling it a “frivolous use” of an invaluable, irreplaceable gas.”

At current rates of consumption, the recent discovery in Tanzania will only supply the world for about 7 years, but according to Pete Barry at the University of Oxford’s Department of Earth Sciences, the methods used by the team could lead explorers to other helium gas fields.

“We can apply this same strategy to other parts of the world with a similar geological history to find new helium resources,” he said.

“We have linked the importance of volcanic activity for helium release with the presence of potential trapping structures…this is badly needed given the current demand for helium.” [news.nationalpost.com]

SERIKALI imesema inaangalia uwezekano wa kuviruhusu vituo vya redio nchini, kurusha matangazo ya vikao vya Bunge moja kwa moja.

Hatua hiyo imekuja baada ya serikali kupokea maoni ya wadau mbalimbali ikiwemo wanahabari waliokwenda Dodoma, kuonana na Uongozi wa Bunge kujadili suala hilo la matangazo ya Bunge kurushwa moja kwa moja.

Kauli hiyo imetolewa na Waziri wa Habari, Utamaduni, Sanaa na Michezo, Nape Nnauye wakati akizungumza kwenye uzinduzi wa studio ya kuzalishia vipindi ya Mtandao wa Redio za Jamii nchini (COMNETA) iliyopo Chuo Kikuu Huria (OUT) jijini Dar es Salaam.
“Jambo moja ni kwamba kupitia studio za Bunge matangazo yatarushwa moja kwa moja na redio zote zinaweza kupokea matangazo hayo na zenyewe zikarusha. Hii itasaidia hata kupunguza gharama kwa sababu zamani ilikuwa ni lazima utume wa waandishi upeleke vifaa, sasa hii redio nyingi hasa hizi za kijamii haziwezi kumudu,” alisema Nape.
Alisema jambo hilo ni jipya na kwa sababu ni jipya, litakuwa na mapungufu mengi na kadri siku zinavyoenda lazima kuna wadau watakaojitokeza kwa ajili ya kuelezea mapungufu hayo, ambayo serikali itakuwa ikiyafanyia kazi.

Nape alisema serikali iko tayari kukaa katikati ya Bunge, wananchi na wadau wengine kwa ajili ya kuhakikisha wanapata haki yao ya kupata taarifa.

Hata hivyo, Nape aliwataka waandishi wa habari kuongeza uzalendo kwa nchi, kwani wanatakiwa kutambua kuwa mambo wanayoyaandika mwisho yanakuwa na matokeo chanya au hasi.

Akizungumzia studio hiyo, Nape alisema redio za jamii, zina mchango mkubwa hasa katika kukuza demokrsaia nchini na kuongeza uelewa kwa wananchi katika masuala mbalimbali.

Aliongeza kuwa uwekaji wa studio hiyo, utawasaidia hata wanafunzi wanaosomea fani ya uandishi wa habari katika chuo hicho, kuitumia katika kujitolea ili kuongeza uelewa wao.

Kwa upande wake, Mkuu wa Ofisi na Mwakilishi wa Shirika la Umoja wa Mataifa linaloshughulikia Elimu, Sanyasi na Utamaduni (UNESCO), Zulmira Rodriguez alisema, shirika hilo linafurahishwa na maendeleo ya redio hizo nchini.

Alisema, wamefurahishwa na jinsi serikali ilivyorudisha heshima kwa kuzitumia redio hizo katika kutoa taarifa mbalimbali bkwa wananchi na hata katika kipindi cha uchaguzi hilo lilionekana.
“…tunapongeza hilo lakini tunaiomba serikali iendelee kuzitumia redio hizi za kijamii ili kuifikia idadi kubwa ya wananchi hasa wale walioko pembezoni, sisi UNESCO tunaunga mkono redio hizi,” alisema Rodriguez.

Hint Made On Live Bunge Broadcast Resumption



The Minister for Information, Culture, Arts and Sports, Mr Nape Nnauye, has hinted that come next National Assembly session, radio stations can be allowed to broadcast live parliament proceedings.

Speaking at the launch of the community media production studio being hosted by the Open University of Tanzania, Mr Nnauye said that the suspension of live broadcasts of proceedings in the parliament was still a contentious issue for which they were working on the best solution.

"We are aware of the rights of the people to information and we as the ministry given that mandate are ready to sit with the National Assembly, the public and media stakeholders to reach a suitable solution," he said.

Mr Nnauye said that it should, however, be remembered that the decision to suspend live Bunge transmissions was made before the start of the fifth phase government and that it was obvious that the new regulations would come with their challenges.

He said that should radios be given the green light to broadcast live the parliament sessions, the advantage is to increase the scope of coverage and reduce cost to the media houses, which they would incur in transporting personnel and equipment.

Regarding the launch of the production studio, the minister said the community media was regarded as one of the most important channels for promoting inclusive democratic participation and providing a forum for engagement in decision-making due to its potential in reaching the section of population that is not easily served by the mainstream media.

Mr Nnauye observed that the project was important for the country to develop local radio capacities in using new technologies to support coverage of development issues and exchange of views among the audience.

"The project is also important to bridge the difference in access to knowledge and information between people living in the urban areas and those living in the rural areas," he explained.

The United Nations Education, Scientific and Culture Organisation (UNESCO) Country Representative, Ms Zulmira Rodrigues, said that she was thrilled to have been part of the project as she believes that community radios are invaluable in increasing good governance.

Ms Rodrigues said that UNESCO has had a long history in the support of community radios all over the global including Tanzania and that it is the only media that can engage those who are illiterate.

KUMEKUWEPO na taarifa mbalimbali zinazozagaa kwenye mitandao ya kijamii zinazotokana na habari iliyoandikwa na kuchapishwa kwenye gazeti la Jambo leo la tarehe 24 Juni, 2016, toleo namba 2482 yenye kichwa cha habari "Sasa ukimwi kupimwa nyumba kwa nyumba".

Ofisi ya Taifa ya Takwimu (NBS) inapenda kutoa ufafanuzi kwamba UKIMWI HAUTAPIMWA NYUMBA KWA NYUMBA bali itafanya utafiti wa Viashiria na Matokeo ya UKIMWI Tanzania kuanzia mwezi Septemba 2016 ambapo UKIMWI utapimwa kwenye kaya chache ambazo zimechaguliwa kitaalam nchi nzima ili ziweze kuwakilisha kaya nyingine nyingi ambazo hazitahusika moja kwa moja katika utafiti huu.

Utafiti huu utajumuisha kaya zipatazo 16,000 ambazo ni sampuli iliyochaguliwa kisayansi kutoka mikoa yote ya Tanzania Bara na Zanzibar na utahusisha watu wazima wasiopungua 40,000 wakiwemo watoto takribani 8,000. BOFYA HAPA KUSOMA ZAIDI
Aidha, katika utafiti huu kutakuwa na kupima homa ya ini, kupima wingi wa chembechembe za damu yaani CD4, kupima wingi wa virusi katika damu na kupima kiwango cha ufanisi wa dawa za kufubaza VVU kwa watu wanaotumia dawa hizo.

Ifahamike kwamba, utafiti huu wa Viashiria na Matokeo ya UKIMWI wa mwaka 2016 unafanyika nchini kwa mara ya 4 ambapo utafiti wa kwanza ulifanyika mwaka 2003, wa pili ulifanyika mwaka 2007 na wa tatu ulifanyika mwaka 2011.

Hivyo, Ofisi ya Taifa ya Takwimu inapenda kuwatoa hofu wananchi kwakuwa utafiti huu sio mpya katika nchi yetu na watanzania ambao wamekuwa wakipitiwa na utafiti huu, wamekuwa wakitoa ushirikiano kwa zaidi ya asilimia 90.

Utafiti huu wa Viashiria na Matokeo ya UKIMWI Tanzania utaendeshwa na Ofisi ya Taifa ya Takwimu (NBS) kwa kushirikiana na Wizara ya Afya, Maendeleo ya Jamii, Jinsia, Wazee na Watoto kwa Tanzania Bara, Wizara ya Afya kwa Tanzania Zanzibar, Ofisi ya Mtakwimu Mkuu wa Serikali, Zanzibar (OCGS), Tume ya Taifa ya Kudhibiti UKIMWI (TACAIDS) na Tume ya UKIMWI Zanzibar (ZAC).
