Under supervision of the M&E Specialist of UNICEF Tanzania, the consultant will facilitate the process of revision of the TanEA Strategic Plan 2016 - 2021. The process will be initiated through a two day conference engaging the members in strategic setting of goals for the association, with the overall objective of strengthening the national evaluation culture. The conference will be followed by consultations with key national stakeholders in the area of monitoring and evaluation of major national plans. In continuous close consultation with the association’s members the consultant will write up the Strategic Plan based on the deliberations and outcome of the conference. The draft Strategic Plan will be discussed in a workshop with the association members and finalized by the consultant incorporating the stakeholder comments.

The Strategic Plan should contain:

•A situation analysis discussing the national evaluation capacity and current national strategic use of evaluations in policymaking and sector planning;
•The comparative advantages and weaknesses of TanEA and its strategic placement in the national evaluation environment;
•Strategic objectives for the applicable time period with clear milestones;
•A results framework and M&E plan with set indicators and method of monitoring
•A costing of the Strategic Plan and associated financing strategy

Expected Deliverables
•Facilitation of a two days conference with the objective of setting strategic objectives for the TanEA Strategic Plan
•Brief note on outcome from consultations with key national stakeholders
•Conference report clearly highlighting the outcome of conference
•Draft TanEA Strategic Plan for 2016-2021, as specified above
•Facilitation of one workshop to review draft strategic plan
•Finalized Strategic Plan incorporating comments from stakeholders

Expected Qualification and Experience: Advanced university degree in social sciences, public administration, economics or related areas with a specific focus on evaluation.
At least eight years progressively responsible professional work experience in the area of monitoring and evaluation and strategic planning.
Demonstrated experience with strategic planning, preferably in the area of evaluation.
Previous experience supporting strategic planning of national evaluation associations an asset.
Dynamism and excellent coordination, problem-solving and partnership building skills are required.
Good communication, facilitation and negotiation skills including facilitating workshops are required. Strong analytical and writing skills.
Knowledge of Kiswahili is an asset.

Wananchi vs Mhandisi na maji yake ya chupa, "tena unatuambia hujalala miaka 4 ungekuwa hai, si unatudanganya"

Mhandisi wa Maji wa Wilaya ya Bahi, Deus Mchele akisikiliza maoni ya wananchi katika mkutano wa hadhara katika Kijiji cha Mchito mkoani Dodoma.
MAJI ya kunywa ya chupa yamemtokea puani Mhandisi wa Maji wa Wilaya ya Bahi mkoni Dodoma, Deus Mchele, alipojikuta katika wakati mgumu baada ya kunywa maji hayo kwenye mkutano wa Kijiji cha Mchito.

Kitendo hicho kilizua vurugu kwa wanakijiji hao kuja juu wakisema mhandisi huyo wa maji ameonyesha dharau kwao.

Walisema hawajawahi kunywa hata maji ya bomba au kisima kisafi tangu kianzishwe kijiji hicho.

Tukio hilo lilitokea juzi katika kijijini hapo wakati Mhandisi Mchele, alipokuwa ameongozana na Kaimu Mkurugenzi wa Halmashauri hiyo, Benardetha Januari.

Wote kwa pamoja walijikuta wakiwashiwa moto na wananchi kutokana na tukio hilo.

Viongozi hao walikwenda katika kijiji hicho kuzungumza na wananchi kuwaeleza sababu za kukwama mradi wa maji kijijini hapo kwa zaidi ya miaka mine.

Katika kikao hicho, Mhandisi Mchele alikuwa amebeba chupa ya maji safi ya Uhai na kila wakati alikuwa akiinyanyua na kunywa, hali iliyoanza kuzua minong’ono ya chinichini kutoka kwa wananchi.

Dakika tano baada ya kufika viongozi hao, alisimama Mwenyekiti wa Kijiji cha Mchito, Moses Daniel na kufungua mkutano huo kabla ya kumpa fursa Diwani wa Kata wa hiyo, Mathew Malilo (CCM), ambaye moja kwa moja aliruhusu maswali kutoka kwa wananchi.

Ilipotolewa fursa hiyo, alisimama mmoja wa wananchi wa kijiji hicho, Ashery Mtonga ambaye ‘alimlipua’ mhandisi Mchele akidai kuwa alikuwa ameonyesha dhararu kubwa kwao kwa kwenda na chupa ya maji wakati kijiji hicho hakijawahi kuona maji ya bomba kwa zaidi ya miaka mitano.
“Nyie mnakuja na maji ya chupa watoto wetu je? Mradi wa maji katika kijiji hiki una miaka minne hatujawahi kuona hata tone la maji… sisi leo (juzi) tunataka mtuambie maji yataanza kutoka lini.
“Kila kukicha tunakunywa maji ya madimbwi ambayo nayo hukauka. Nyie hapo mmekuja na maji ili tuwaone mnavyofaidi… jamani hii kweli ni haki?” alihoji Mtonga.
Naye Jemima Soweya, alisema alishangazwa na mhandisi huyo kwenda na maji huku wao wakiwa hawajui hatima yao na kila wakati hulazimika kutembea umbali mrefu kutafuta huduma hiyo.

Mhandisi Mchele alipopewa nafasi ya kutoa ufafanuzi kuhusu mradi huo wa maji, alisema wilaya ilitoa kazi ya utengenezaji wa mradi huo kwa Kampuni ya Intersystem Holding Company Ltd mwaka 2012.

Alisema hadi sasa imeshindwa kukamilisha kwa mujibu wa mkataba wa makubaliano.

Kutokana na hali hiyo ilibainika mkandarasi huyo wa mradi wa maji alishindwa kuutekeleza kwa wakati hivyo ikaamuriwa afukuzwe na yeye akawasilisha makakamiko ya kutaka alipwe Sh milioni 100.
“Baada ya kuleta malalamiko tukaona hatuwezi kumpa mkataba mtu mwingine mpaka tujadiliane tupate majibu ya mgogoro huu.
“Ila kwa kweli mkandarasi yule hakuwa na uwezo wa kujenga mradi huu. Na mradi huu ulikuwa unatekelezwa kwa gharama ya Sh milioni 246 na tayari tulikuwa tumeshamlipa robo tatu ya fedha,” alisema.
Mchele alisema hajalala kwa vizuri miaka minne sababu ikiwa ni mradi huo wa maji wa Mchito kutokukamilika.

Maelezo hayo yaliamsha hasira kwa wananchi na akasimama mwananchi mmoja, Anderson Ndelele aliyehoji kama mhandisi huyo wa wilaya hajalala kwa miaka minne angekuwa hai mpaka sasa?

Tanzania ready to invest $150.4 million estimated cost stake in Uganda oil refinery

Tanzania has confirmed it is looking to owning about 8 percent stake or more in Uganda’s proposed 60,000 barrels per day refinery project.

On addition to the Crude Oil Export Pipeline, proposed to run from Uganda Oil-rich Albertine graben to Tanzanian Northeastern Port of Tanga, the deal positions Tanzania as the leading regional partner in the Oil and gas infrastructure.

Speaking on the sidelines of a close door meeting held on July 5, 2016 between officials from both countries, Tanzania Minister of Energy Professor Sospeter Muhongo said his country was eager to partake the opportunity.

“We are grateful that Uganda government has offered East African states to buy a maximum of 8 per cent shares in the refinery. We are determined to take all the 8 per cent shares. Our initial calculations indicates that the shares will cost 150.4 million dollars,” Muhongo said.

The officials had visited the proposed oil refinery site in Kabaale Parish, Buseruka Sub county, Hoima district, Mputa-5,Mputa-2 oil wells, Tullow Oil’s Kisinya camp, and Enviroserve oil waste treatment plant.

The Uganda Oil refinery project suffered a setback following the withdrawal of the lead investor, Russian Firm RT Global Resources (RTGR) from the project after 14 months of haggling. Uganda accused RT Global for shifting demands at the final stage of the negotiation.

“Final agreement was reached in principle in May this year. However, just prior to the expected signature date at the beginning of June 2016, the RT-Global Resources Consortium made additional demands from the Government, seeking to reopen and renegotiate issues that had already been agreed between the parties,”reads a statement from Uganda ministry of energy.

Defending the RTGR position, the coordinator of the consortium, Rostec, a Russian State corporation in a statement told the Russian news agency Interfax.Ru, that they had offered “to renew negotiations” on the current conditions until September, a proposal that the government of Uganda shot down.

Rostec also blamed government authorities for failing to fulfill obligations under the tender for construction, which they said put them in a difficult situation.

Other partners in the RT consortium include VTB Capital, the investment banking unit of Russia’s second-largest lender VTB as lead financiers, and South Korea’s GS and Telconet Capital Partnership for provision of engineering services.

The country thus re-invited the alternated bidder, SK Engineering of South Korea, Negotiations are yet to begin.

The SK venture included SK Engineering and Construction as the coordinator; SK KBD Global Investment Partnership, a Private Equity Fund for finance; China State Construction Engineering Corporation for the engineering work and Haldor Topsoe A/S and Maestro Oil and Gas.

The group had a solid submission but towards the last minute, their lead financier SK-KDB pulled out leaving it all naked and concerns of how funds would be raised to finance the deal abound. The other partner, Haldor Topsoe, a Danish petrochemicals company could not also give equity assurance.

According to the Daily Monitor newspaper in Uganda, it seemed as though the nation had prepared for the worst with the Russian firm during the announcement of the preferred bidder. Uganda had indicated it was ready to invite SK just incase the deal with the Russians flopped.

“At the announcement of RT on February 17, 2016 Ministry of Energy indicated expressly that “if at the end of the negotiations” RT are not satisfied that the major issues in the agreements do meet its satisfaction, it would then exercise its option to commence negotiations with the alternate bidder”

“We shall quickly discuss with the alternate bidder, SK Engineering & Construction,” Uganda Ministry of Energy permanent secretary Fred Kabagambe Kaliisa said.

The Uganda refinery project was a decision by East African heads of State in the Northern Corridor project in need to boost petroleum production as a back-up to the defunct Mombasa Refinery.

The refinery will be funded as a Public Private Partnership (PPP) of 60 percent Private and 40 percent Public (60:40 Equity).

Watafiti wa mambo ya kale nchini Israel wamegundua makaburi ya kwanza ya Wafilisti.

Makaburi hayo, yaliyopatikana eneo la Ashkelon, yaligunduliwa mwaka 2013, lakini habari hizo zilifichuliwa Jumapili.

Habari hizi ziliwekwa siri muda huo wote kuzuia kushambuliwa na waandamanaji wa makundi ya Wayahudi wahafidhina ambao hawakutaka makaburi hayo yafukuliwe.

Taarifa zinasema ugunduzi huo huenda ukafichua mengi kuhusu asili ya Wafilisti ambao wamezungumziwa sana katika vitabu vya kidini.

Mafanikio hayo yalitokea mwisho wa mwaka wa 30 wa uchimbaji ulioongozwa na kundi la Leon Levy Expedition.

Viongozi wa uchimbaji huo wanasema walipata makaburi yaliyozingirwa na manukato, vyakula, mapambo, vito na silaha.

Yanadaiwa kujengwa na kutumiwa kati ya karne ya 11 na karne ya 8 kabla ya kuzaliwa kwa Yesu.


"Baada ya kutafiti kuhusu Wafilisti kwa miongo mingi, hatimaye tunaweza kuwatazama,” anasema mmoja wa wanaakioloiia hao Daniel M Master.
“Kwa ugunduzi huu, tunakaribia kubaini siri za asili yao.”

Wanaakiolojia hao sasa wanafanya uchunguzi wa DNA pamoja na uchunguzi wa miale ya ukaa kubaini watu hao waliishi wakati gani.

Mapato ya tozo kutoka daraja la Kigamboni tangu lilipofungliwa

Jumla ya shilingi bilioni 1.3 zimekusanywa kutoka Daraja la Nyerere lililopo Kigamboni jijini Dar es Salaam kupitia tozo mbalimbali zinazolipwa na vyombo vya usafiri vinavyopita darajani hapo.

Hayo yamebainishwa na Mkurugenzi Mkuu wa Mfuko wa Hifadhi ya Jamii (NSSF) Prof. Godius Kahyarara wakati akieleza mapato yaliyopatikana kwenye daraja hilo tangu lilipofunguliwa rasmi Mei 14 mwaka huu.

Prof. Kahyarara alisema kuwa fedha hizo zimekusanywa kupitia tozo za magari yakiwemo magari binafsi, magari ya abiria, magari ya mizigo, pikipiki na bajaji zinazopita darajani hapo kila siku.

Kwa upande wake Msimamizi wa Mradi wa Daraja la Nyerere, Bw. Gerald Sondo alisema kuwa Serikali kwa kushirikiana na uongozi wa daraja wana mpango wa kuboresha huduma za malipo ili watumiaji wa daraja hilo waweze kulipa tozo kwa kutumia kadi za kielektroniki.

“Hivi karibuni tunatarajia kuanzisha mfumo wa malipo kwa kutumia kadi za kielektroniki ambapo madereva wa vyombo vya usafiri watakuwa wanatumia kulipa tozo pindi wanapopita darajani” alisema Sondo.

Aliongeza kuwa mfumo huo utapunguza changamoto ya kupokea pesa taslimu mkononi kwa wanaokusanya mapato darajani hapo, hivyo kuondoa usumbufu wa chenji na kuimarisha usalama wa fedha hizo.

Aidha, Bw. Sondo alieleza kuwa mfumo huo pia utawawezesha watumiaji wa daraja hilo kulipa tozo kwa kutumia mifumo ya kielektroniki ya kufanya miamala ya fedha kupitia benki na mitandao mbalimbali ya simu.

Alisema kuwa kwa sasa idadi ya magari, pikipiki na bajaji zinazopita darajani hapo ni kati ya elfu 8 hadi elfu 10 kwa siku na wanalipa tozo kulingana na aina ya chombo cha usafiri.

Kwa upande wa waenda kwa miguu na waendesha baiskeli hawalipi gharama yoyote wanapopita kwenye daraja hilo.
Akieleza kuhusu usalama wa daraja na watumiaji wake, Bw. Sondo alisema kuwa ulinzi ni wa uhakika kwa saa 24 kila siku kwani kuna askari wa kutosha pamoja na kamera zinazosaidia zoezi hilo.

Pia alisema kuwa wanaandaa kanuni za matumizi ya daraja ikiwemo faini za uharibifu, uchafuzi wa mazingira, matumizi mabaya ya njia na lugha za matusi.

Joint Communique between India, Tanzania during Prime Minister Modi's visit

At the invitation of H.E. Dr. John Pombe Magufuli, President of the United Republic of Tanzania, H.E. Mr. Narendra Modi Prime Minister of India paid a State Visit to the United Republic of Tanzania from 9th to 10th July 2016.


During the visit, Prime Minister Modi held official talks with President Magufuli. The talks were held in a warm and cordial atmosphere reflective of the longstanding relations of brotherhood and friendship that exist between the two countries and their peoples.

Recalling the solid foundation upon which the relations were built, that can be traced back to the 1960s, the two sides applauded the continued friendly relations and cooperation that have stood the test of time and affirmed their resolve to promote and advance these relations and foster further partnership and cooperation in various areas. The two sides expressed satisfaction at the conclusion of bilateral agreements that covered fields of water, small scale industries, development partnership and economic cooperation.


The two leaders recognized positive developments in terms of bilateral trade, investment and collaboration between the businesses in India and Tanzania in various areas and appreciated the contribution of the Indian duty free tariff preference scheme towards boosting considerably Tanzania’s exports to India in recent years.

The Prime Minister welcomed the resolve of the President of Tanzania for nation-building through industrialization, developing agro-based enterprises and promoting small and medium sector businesses in the country which would create opportunities for enhanced business cooperation between the two countries.

The two leaders agreed that it was imperative to broaden cooperation to include potential areas such as manufacturing, development of small scale industries for rural developmental needs, power production and distribution, gas exploration and usage, infrastructure development, agriculture especially in crops like pulses, mining and information technology. Greater cooperation in the area of scientific cooperation between the two countries was also encouraged.

Recognizing that development partnership is an important facet of bilateral relations, the Tanzanian side expressed appreciation for India’s continued commitment towards supporting Tanzania’s development efforts through providing technical and capacity building training and extension of developmental projects using grants and concessional credits.


The President appreciated India’s consistent support in the provision of training slots offered annually to Tanzanian officials and specialists in the fields of information technology, entrepreneurship, management, SMEs, rural development, water, agriculture, defense, and parliamentary studies. He further invited greater participation of qualified Indian personnel specifically teachers and trainers in areas of mutual interest.

The two Leaders commended the recent completion of Upper Ruvu potable water supply project that was executed with support from India through concessional credit, which will more than double the supply of clean water to the city of Dar es Salaam and its surroundings. They noted the excellent progress of other water supply projects to include that of distributing and utilizing waters of Lake Victoria in the towns of Tabora, Nzega and Igunga as well as the water project in Chalinze region. They welcomed the extension of Indian concessional credit facility for the water supply project in Zanzibar. They commended the establishment of IT Resource Centre at Nelson Mandela African Institute of Science & Technology, Arusha achieved with grant from the Government of India. They also appreciated the cooperation in hydrography in terms of developing navigational charts and capacity building.


Prime Minister Modi affirmed India’s continued readiness to extend further support towards development objectives of the government of Tanzania in line with its development vision in the fields of water, small scale industries, e-governance, and health care. He announced the donation of a radiation therapy machine, ‘Bhabhatron II” to Bugando Medical Centre, Mwanza by India that was being installed currently and committed to further gifting of essential medicines, ambulances, and medical equipment to Tanzania.

The two leaders recognized the growth in vibrancy of people-level relations between the two countries that were encouraged by the introduction of e-tourist visas to Tanzania last year and the subsequent removal of visa fees for Tanzanian business travelers to India since December 2015. The two Leaders then jointly announced the holding of a festival of Indian culture in Tanzania within a year.

The Prime Minister conveyed his good wishes for Tanzania’s Chairmanship of the East African Community and appreciated the efforts of the President of Tanzania to promote regional cooperation while the President reiterated Tanzania’s continued support for India as a permanent member of an expanded UN Security Council. The President also expressed appreciation for India’s initiative on International Solar Alliance and confirmed Tanzania’s membership in the International Solar Alliance. The leaders expressed their strong condemnation of terrorism in all its forms and manifestations and stated that there can be no justification for terrorism whatsoever. They expressed satisfaction on the holding of bilateral counter-terrorism consultations in early-2016.

The two leaders agreed to ensure that the Tanzania India Joint-Commission Meeting and Joint Trade Committee session is held within the coming year to take advantage of the current momentum of cooperation between the two countries.

H.E. Dr. John Pombe Joseph Magufuli applauded the successful conclusion of the last India Africa Summit held in October, 2015 that was attended by the then Vice President of the United Republic of Tanzania. He noted that the many projects that had been executed so far, and those in the pipeline were a direct result of discussions held at India Africa Summits and promised to endeavor to attend the next one.

H.E. Mr. Narendra Modi expressed appreciation and gratitude for the warm reception accorded to him and his delegation and applauded the fruitful talks with the President of Tanzania which have paved the way for significant expansion of bilateral cooperation. Prime Minister Modi extended an invitation to the President of the United Republic of Tanzania to pay a reciprocal visit to India in the future and H.E. Dr. John Pombe Joseph Magufuli accepted the invitation.

Mfano mmoja ni Gazeti la kila siku la Majira, toleo namba 8217 la Alhamisi Julai 7, 2016 ambalo bila aibu lilichukua picha katika Mtandao wa Michuzi Blog ina kuitumia pamoja na malezo yake bila ridhaa wala kutoa kueleza chanzo cha hiyo picha.

Vile vile Wahariri wa Majira kwa makusudi waliondoa alama maalum ya kumbukumbu iliyowekwa katika picha hiyo (watermark-logo) na kuichapisha katika ukurasa wa mbele wa gazeti hilo, bila kutaja chanzo chake, jambo ambalo ni ukiukwaji wa Sheria na kinyume na taaluma ya habari.

Kitendo hicho ambacho pia kimekuwa kikifanywa na baadhi ya magazeti hapa nchini kimeonesha dhahiri ni jinsi gani baadhi ya vyombo vyenye tabia hiyo visivyothamini kazi za ‘bloggers’ na mchango wake kwenye tasnia nzima, huku wakiendelea kulea waandishi na wapiga picha wavivu na wazembe wanaotumia blogs kama njia ya mkato kupata material.

TBN inatambua wazi si vibaya vyombo vya habari kutegemeana/kushirikiana kwa kutumia kazi za chombo kingine lakini ni vema chombo kinachotumia kazi ya mtu mwingine kumtambua kwa kumtaja katika kazi hiyo ama kukubaliana na chombo husika kabla ya kufanya hivyo.

Chama cha Wamiliki/Waendeshaji wa Mitandao ya Kijamii nchini hakitafumba macho kuona kazi za wanachama wake zikitumiwa na vyombo vingine vya habari bila utaratibu na wala makubaliano ya kabla kwa wahusika.
