Obama: 200 US Forces in Uganda to Help in South Sudan

President Barack Obama has notified Congress that about 200 U.S. forces are in Uganda waiting to be sent to South Sudan, if needed.

Obama had told lawmakers Wednesday that he sent 47 U.S. troops to South Sudan amid renewed fighting there, with another 130 U.S. forces waiting in nearby Djibouti (jih-BOO'-tee).

In an update Friday, Obama says the U.S. forces in Djibouti are now in Uganda. He also upped the number of troops awaiting possible deployment to South Sudan to about 200.

Obama says "it is not possible to know" the scope and duration of the deployments needed to protect U.S. citizens and property in South Sudan.

Renewed fighting between opposing army forces has raised fears of a renewed civil war in South Sudan.

Aidha kabla ya kuteuliwa kushika wadhifa wa juu katika TRL Bw. Kadogosa alikuwa Mkurugenzi wa Mikopo katika Benki ya ya Maendeleo ya TIB.

Kitaaluma Mkurugenzi huyo mpya ni msomi wa Masuala ya Uhasibu, Usimamizi wa Fedha na Benki akiwa na Shahada ya Uzamili katika Utawala wa Biashara aliofuzu katika Chuo kikuu cha Umea mwaka 2004 nchini Sweden.

The services are provided at health care facility levels through qualified health care workers and at the community and household levels through trained community home based care service providers to enhance a continuum care model. 
The Monitoring and Evaluation Officers will report to the Assistant Monitoring and Evaluation Manager and administratively to the Regional Program Manager in the region.
Broad Function
The Regional Monitoring and Evaluation Officers will be responsible for supporting the regional sub-grantees to collect, analyse and report quality data while ensuring that s/he complies with all data management and quality dimensions requirements of the program.  S/he will identify Monitoring & Evaluation (M&E) capacity needs of the sub-grantees and provide support in building their capacity at all levels.  S/he will oversee the use of agreed national M&E tools and ensure timely, quality and reliable data reporting. S/he will be responsible for covering all requirements of the component of the TUNAJALI II program and maintain conducive working relationships with the RRCHCHO, DRCHCHO and other relevant partners working in his/ her region of operations. 

Main Areas of Responsibility
  • Working in close collaboration with councils M&E/HMIS unit to ensure coordination and complementarities of monitoring and evaluation activities to enhance regular data collection and submission;
  • Working in collaboration with TUNAJALI II technical teams to review program performance and service statistics of each site and facilities;
  • Contributing  to the development  and presentation of periodic reports to key stakeholders;
  • Contributing to documentation and dissemination of best practices and  lessons learnt among key partners and NACP;
  • Building the capacity of the facility based data-clerks on data quality both paper based and electronic;
  • Supporting  regional M&E teams on data analysis and presentation, including regular supportive supervision visits;
  • Supporting development and implementation of data quality improvement and quality assurance (QA/QI) plans for the program;
  • Coordinating quarterly data collection and analysis of all service statistics and activities for inclusion into regional progress reports ;
  • Assisting the compilation of Semi and Annual Progress Reports (S/APRs);
  • Producing a variety of written documents e.g. data summaries, workshop reports, etc.;
  • Supporting  the design and implementation of baseline/midline/and other surveys according to the approved work plan;

HATIMAYE matokeo ya mtihani wa taifa wa kidato cha sita mwaka huu, yametangazwa jana na Baraza la Mitihani la Taifa (NECTA), huku wahitimu takribani 71,551 wakifaulu masomo yao kati ya 73,940 waliofanya mtihani wa kumaliza kidato cha sita.

Kati ya watahiniwa hao waliofaulu, 60,407sawa na asilimia 93.13 wamefaulu alama za daraja la kwanza hadi la tatu, viwango vinavyowawezesha kuendelea na masomo katika vyuo mbalimbali vya elimu ya juu nchini pindi udahili utakapofanyika.

Hata hivyo, kwa mujibu wa tangazo la Tume ya Vyuo Vikuu (TCU) kuhusiana na taratibu mpya za udahili wa vyuo lililotolewa katikati ya wiki na kupatikana kwenye tovuti yao, wanafunzi waliomaliza kidato cha sita mwaka huu na kuwa na sifa ya kudahiliwa kwa ajili ya kujiunga na vyuo vikuu mbalimbali nchini wanapaswa kuwa na walau na ufaulu wa alama mbili za ‘principal’ ambazo za chini kabisa ni za wastani wa D mbili, lakini jumla ya alama hizo mbili iwe ni 4.

Kwa kawaida, ushindi wa ‘A’ katika somo huwa ni sawa na alama 5; B ni alama 4; C alama 3; D alama 2 na E ni alama 1. Kwa sababu hiyo, wanafunzi wote waliomaliza mwaka huu na matokeo yao yaliyotangazwa jana kuonyesha kuwa wamepata walau jumla ya alama 4 katika masomo yao mawili ya michepuo watakuwa wamejipatia sifa ya kudahiliwa pindi watakapoomba kujiunga katika vyuo mbalimbali.

“Hata hivyo, mbali na ufaulu wao huo, kupata au kukosa nafasi katika vyuo huchangiwa pia na mambo mengine kadhaa ikiwamo aina ya kozi ambayo mwanafunzi huomba, ushindani uliopo kwa kulinganisha na waombaji wengine katika kitivo husika na pia jumla ya nafasi zilizopo kwa kila chuo,” afisa mmoja wa TCU aliiambia Nipashe jana.

Katika matokeo yaliyotangazwa jana jijini Dar es Salaam na Katibu Mkuu wa Baraza la Mitihani la Taifa (NECTA), Dk. Charles Msonde, ilielezwa kuwa ufaulu wa jumla wa mwaka huu ni asilimia 97.94, ukiwa umeshuka kwa asilimia 0.93 kulinganisha na mwaka jana ambapo kwa ujumla ufaulu ulikuwa ni wa asilimia 98.87.

Sambamba na hilo, ubora wa ufaulu umezidi kuimarisha kwa kuwa idadi ya watahiniwa waliofaulu katika daraja la kwanza hadi la tatu, imeongezeka kwa asilimia 3.72 kutoka asilimia 89.41 mwaka jana na kuwa asilimia 93.13 mwaka huu.

Akitangaza matokeo hayo, Dk. Msonde alisema kati ya wanafunzi hao waliofaulu, wasichana ni 26,977 sawa na asilimia 98.31 na wavulana ni 44,574, sawa na asilimia 96.73.

Kwa sababu hiyo, na kwa kuzingatia tangazo la TCU, Nipashe imebaini kuwa wahitimu hao 60,407 wa madaraja ya kwanza hadi la tatu ndiyo watakaokuwa na nafasi kubwa ya kudahiliwa na kuingia katika vyuo vikuu, hasa ikiwa alama zao za ushindi wa amsomo mawili ya michepuo zitafikia kiwango cha chini kilichotajwa cha ushindi wa jumla wa walau alama 4.

Wanafunzi hao watakuwa na nafasi ya kujiunga na vyuo vya elimu ya juu zaidi ya 50 vilivyopo nchini hivi sasa, vikiwamo vya umma vya Chuo Kikuu cha Dar es Salaam, Chuo Kikuu cha Tiba na Sayansi Shirikishi cha Muhimbili (MUHAS), Chuo Kikuu cha Dodoma, Chuo Kikuu cha Kilimo Sokoine (SUA), Chuo Kikuu cha Mzumbe na Chuo cha Usimamizi wa Fedha (IFM).

25 WAFUTIWA MATOKEO

Dk. Msonde alisema Necta, limefuta matokeo yote ya watahiniwa 25 waliobainika kufanya udanganyifu katika mitihani hiyo.

Alisema kati yao, 21 ni watahiniwa wa shule na wanne waliobaki ni watahiniwa wa kujitegemea.
Alitaja makosa ya wanafunzi hao kuwa ni pamoja na kuingia na majibu ndani ya chumba cha mtihani na pia kupeana majibu kwa njia ya simu za mkononi.

“Wengine waliingia na simu za mkononi ndani ya chumba cha mtihani… tuliwakamata na matokeo yao yote tumeyafuta,” alisema.

Aidha, Dk. Msonde alisema wapo watahiniwa 10 wa shule ambao walishindwa kufanya baadhi ya mitihani yao kutokana na matatizo ya kiafya na hivyo matokeo yao yamezuiliwa na kupewa fursa ya kumalizia mitihani hiyo Mei mwakani.

Alisema watahiniwa wengine 36 wa shule walipata matatizo ya kiafya na kushindwa kufanya mitihani ya masomo yote, hivyo nao wamepatiwa fursa ya kurudia mitihani hiyo Mei mwakani.

MATOKEO YA UALIMU

Katika matokeo ya mitihani ya ualimu ngazi ya cheti na stashahada, walimu wa ngazi ya daraja A waliofauli ni 10,9747, sawa na na asilimia 99.81 wakati walimu stashahada waliofaulu ni 337, sawa na asilimia 84.46. [Imenukuliwa kutoka kwenye gazeti la NIPASHE]

Gazeti la MTANZANIA limechapisha taarifa ifuatayo...

BARAZA la Mitihani nchini (NECTA) limetangaza matokeo ya kidato cha sita (ACSEE) ambayo pamoja na mambo mengine yanaonesha wasichana wanaongoza kwa ufaulu wa asilimia 98.59 dhidi ya wavulana ambao wamefaulu kwa kiwango cha asilimia 97.55.

Matokeo hayo yanaonesha kuwa kati ya wasichana 27,717 walioandikishwa kufanya mtihani huo 26,977 wamefaulu na waliofeli wakiwa 740.

Kwa upande wa wavulana kati ya 47,179 walioandikishwa kufanya mtihani huo waliofeli ni 2,605 wakati waliofaulu wakiwa 44,574.

Licha ya matokeo hayo kuonesha wasichana wengi wamefaulu, hata hivyo wavulana ndio wanaongoza katika ufaulu wa somo la sayansi kwa kushika nafasi nane kati ya kumi bora huku wasichana wakiwa wawili pekee.

Matokeo hayo yalitangazwa jana jijini Dar es Salaam na Katibu Mtendaji wa Baraza hilo, Dk. Charles Msonde, katika mkutano wake na waandishi wa habari.

Kwa mujibu wa matokeo hayo ambayo yamechakatwa kwa kutumia mfumo wa ‘division’, baadhi ya shule kongwe za Serikali ambazo katika miaka ya hivi karibuni zilionekana kufanya vibaya na hivyo kufuta rekodi nzuri ilizoziweka miaka ya nyuma, zimeonekana kurudi katika chati ya kumi bora ikiwamo Shule ya Sekondari ya Wavulana Tabora, Kibaha, Mzumbe na Ilboru.

Shule ya wavulana Tabora imeongoza kwa kutoa mwanafunzi wa kwanza bora katika somo la sayansi ambaye ni Hassan Gwaay, aliyekuwa akichukua mchepuo wa PCM.

Shule ya Sekondari Tandahimba ya mkoani Mtwara nayo imeonekana kuchomoza katika orodha ya shule kumi bora kitaifa ikitanguliwa na Kisimiri ambayo imeshika nafasi ya kwanza, Feza Boys (2), Alliance Girls (3), Feza Girls (4), Tabora Boys (5), Marian Boys (6), Kibaha (7), Mzumbe (8) na Ilboru (9).

Lakini wakati shule hizo ziking’ara, shule kongwe ya Serikali ya Azania iliyoko Dar es Salaam imeanguka vibaya katika matokeo hayo kwa kushika nafasi ya tisa kati ya kumi kwenye orodha ya shule zilizofanya vibaya.

Katika orodha hiyo, shule saba za sekondari zilizoko Unguja visiwani Zanzibar ambazo ni Mpendae, Ben Bella, Tumekuja, Jang’ombe, Kiembesamaki, Al-Ihsan Girl’s na Lumumba nazo zimefanya vibaya pamoja na Green Bird Boys ya Kilimanjaro.

Matokeo hayo pia yanaonesha kuwa somo la hisabati bado ufaulu wake umeendelea kuwa chini likiwa limeshika nafasi ya 12 kati ya masomo 13 yaliyofanywa.

Akitangaza matokeo hayo, Dk. Msonde alisema ufaulu wa jumla katika mtihani huo umeonesha kushuka kidogo kwa kiwango cha asilimia 0.93, kutoka asilimia 98.87 mwaka jana hadi 97.94 mwaka huu.

“Ukilinganisha na mwaka jana, takwimu za ufaulu kimasomo zinaonesha kushuka kwa ufaulu. Katika somo la sayansi kati ya asilimia 5.36 na 8.9, sanaa kati ya asilimia 0.00 na 4.43 na somo la biashara kati ya asilimia 1.7 na 6.9,” alisema.

Alisema somo la historia limeshika nafasi ya kwanza kwa ufaulu wa asilimia 99.96, Kiswahili 99.94, Jiografia 98.96, Economics 98.00, Commerce 97.26, Agricultural Science 96.41, Kiingereza 95.50, biolojia 93.41, Accountancy 92.91, Kemia 87.50, Fizikia 80.34 Hisabati 76.35 na General Studies 71.24.

Alisema hata hivyo ubora wa ufaulu unazidi kuimarika kwa kuwa idadi ya watahiniwa waliofaulu vizuri katika daraja la 1, 11 na 111 imeongezeka kwa asilimia 3.72 kutoka asilimia 89.41 mwaka jana hadi asilimia 93.13 mwaka huu.

Alisema ubora wa ufaulu kwa kuangalia madaraja unaonesha jumla ya watahiniwa 60,407 sawa na asilimia 93.13 wamefaulu katika daraja 1, 11 na 111 ambapo wasichana ni 23,045 sawa na asilimia 94.43 na wavulana 37,362 sawa na asilimia 92.35.

“Jumla ya watahiniwa 74,896 waliandikishwa kufanya mtihani huo, wasichana wakiwa 27,717 sawa na asilimia 37.01 na wavulana ni 47,179 sawa na asilimia 62.99. Kati ya watahiniwa waliosajiliwa 65,585 walikuwa wa shule na 9,311 walikuwa wa kujitegemea,” alisema.

Alisema kati ya watahiniwa 74,896 waliokuwa wamesajiliwa, watahiniwa 73,940 sawa na asilimia 98.72 walifanya mtihani huo huku 956 sawa na asilimia 1.28 hawakufanya kutokana na sababu mbalimbali.

“Kati ya watahiniwa wa shule 65,585 waliosajiliwa, 65,276 sawa na asilimia 99.53 walifanya mtihani huo, wasichana wakiwa 24,467 sawa na asilimia 99.69 na wavulana 40,809 sawa na asilimia 99.43 na watahiniwa 309 sawa na asilimia 0.47 hawakufanya mtihani,” alisema.

Dk. Msonde alisema kwa upande wa watahiniwa wa kujitegemea kati ya 9,311 waliosajiliwa, 8,664 sawa na asilimia 93.05 ndio waliofanya mtihani na kwamba 647 sawa na asilimia 6.95 hawakufanya.

“Jumla ya watahiniwa 71,551 sawa na asilimia 97.32 ya waliofanya mtihani, wasichana waliofaulu ni 26,977 sawa na asilimia 98.31 na wavulana ni 44,574 sawa na asilimia 96.73. Mwaka jana waliofaulu walikuwa ni 38,853 sawa na asilimia 97.65,” alisema.

Alisema watahiniwa wa shule 63,528 sawa na asilimia 97.94 ya waliofaulu wasichana ni 24,062 sawa na asilimia 98.59 na wavulana ni 39,466 sawa na asilimia 97.55.

Alisema kati ya watahiniwa wa kujitegemea 8,664 walioandikishwa kufanya mtihani huo, 8,023 sawa na asilimia 92.64 walifaulu na kwamba mwaka jana waliofaulu walikuwa 4,076 sawa na asilimia 88.34.

Alisema ubora wa shule umepangwa kwa kutumia kigezo cha wastani wa pointi (GPA) ambapo A ni 1, B-2, C-3, D-4, E-5, S-6 na F-7.

Pamoja na hilo, Dk Msonde alisema Baraza la Mitihani pia limewafutia matokeo watahiniwa 25 waliobainika kufanya udanganyifu.

“21 kati yao waliofutiwa matokeo ni wa shule na wanne wa kujitegemea. Pia tumetoa fursa ya kurudia kufanya mitihani yote kwa watahiniwa 36 na baadhi ya mitihani kwa watahiniwa 10 ambao walishindwa kufanya na wenzao kutokana na matatizo ya kiafya,” alisema.

Wakati huo huo: Baraza limetangaza matokeo ya mtihani wa Ualimu Daraja A (GATCE) na mtihani wa stashahada ya ualimu wa sekondari (DSEE).

Dk. Msonde alisema katika mtihani wa GATCE jumla ya watahiniwa 10,747 sawa na asilimia 99.81 wamefaulu, wasichana wakiwa 5,065 sawa na asilimia 99.88 na wavulana 5,682 sawa na asilimia 99.75.

Alisema katika mtihani wa DSEE watahiniwa 337 sawa na asilimia 84.46 ya waliofanya mtihani huo wamefaulu ambapo wasichana ni 72 sawa na asilimia 74.23 na wavulana ni 265 sawa na asilimia 87.75.

“Watahiniwa waliosajiliwa kufanya mtihani wa GATCE walikuwa 10,944, wasichana 5,103 sawa na asilimia 46.63 na wavulana 5,841 sawa na asilimia 53.37. Kati yao 10,887 sawa na asilimia 99.48 ndio waliofanya mtihani wasichana wakiwa 5,089 sawa na asilimia 99.73 na wavulana 5,798 sawa na asilimia 99.26,” alisema.

Alisema watahiniwa 57 sawa na asilimia 0.5 hawakufanya mtihani huo wasichana wakiwa 14 sawa na asilimia 0. 27 na wavulana ni 43 sawa na asilimia 0.74.

Katibu Mtendaji huyo alisema katika mtihani wa DSEE, watahiniwa waliosajiliwa walikuwa 418, wasichana ni 98 sawa na asilimia 23.44 na wavulana 320 sawa na asilimia 76.56.

“Kati ya watahiniwa hao waliosajiliwa 415 walifanya mtihani ambapo wasichana ni 97 sawa na asilimia 98.98 na wavulana ni 318 sawa na asilimia 99.38, watahiniwa watatu sawa na asilimia 0.72 akiwemo msichana mmoja sawa na asilimia 1.02 na wavulana wawili sawa na asilimia 0.63 hawakufanya mtihani,” alisema.

Alisema baraza limefuta matokeo ya mtahiniwa mmoja ambaye alibainika kufanya udanganyifu katika mtihani wa GATCE.
