Tanzania to host East African Community Heart Institute

Tanzania has been picked to host the proposed regional heart institute that will serve the entire East African Community (EAC) population.

The institute will also be elevated to the status of a centre of excellence for skills and tertiary education in medical and health sciences in the bloc.

This was announced on Monday at the start of the first regional meeting by the EAC on operationalisation of the multi-national regional centres of excellence in the sector.

Kenya will host the EAC regional kidney institute while Uganda will be the seat of a similar institution responsible for cancer diseases.

Another proposed body is the EAC regional nutritional sciences institute which will be located in Burundi, the meeting at the EAC headquarters was further informed.

Rwanda will be the headquarters of yet another allied institution that will be responsible for bio-medical engineering, e-Health and health rehabilitation sciences.

The five institutions, besides playing their role in medical treatment and research, will be designated centres of excellence.

'Centres of excellence will provide the region with an opportunity to better confront the unusual burden of disease being faced by its populations,' said EAC deputy secretary general (Productive and Social Sectors) Jesca Eriyo.

She made the remarks when opening the first EAC regional meeting on the Operationalisation of the Multi-National EAC Regional Centres of Excellence for Skills and Tertiary Education in Higher Medical and Health Sciences.

Communicable diseases, nutritional and maternal and child health complications will be among the focal activities of the new institutions, others being rising incidences of noncommunicable diseases.

'The centres will benefit from and contribute towards the on-going regional efforts to harmonise training, practice and licensing of health professionals as well as other aspects of the EAC Common Market Protocol, including the free movement of professionals and services,' Ms Eriyo pointed out.

She urged member countries to invest more money in specialized skills of their health workforce, noting; 'This would enable our member countries to effectively narrow the historical gaps in the health workforce and accurately address our future needs'.

The meeting at the EAC headquarters in Arusha was told of the existing gaps in human resources for health including inadequate numbers and quality of faculty, insufficient and low quality teaching, treatment and research infrastructure and equipment and the requisite facilities.

Speaking at the forum, Dr Caroline Jehu-Appiah, principal economist at the African Development Bank (AfDB), said the project was a testimony of the Bank's continuous cooperation with regional economic communities and the governments of Uganda, Kenya, Rwanda and Tanzania in many development sectors including Health, Education and Social Protection.

'The overall objective of the project is to address shortages in highly skilled professionals in biomedical specialties to enhance East Africa's competitiveness,' she said.

The AfDB official said the second objective of the project was to support the EAC provide overall project coordination, develop regional protocols, undertake labour market analysis and hold annual fora in the target countries.

Wizara ya Elimu yapanga kuwa Dodoma kwa awamu kati ya Agosti 15 na Septemba 15

WIZARA ya Elimu, Sayansi na Teknolojia imesema imejipanga kuhakikisha inahamia Dodoma kabla au ifikapo Agosti 15 mwaka huu.

Kumekuwa na hekaheka kwa taasisi na wizara mbalimbali za umma kuhamia Dodoma ili kuunga mkono tamko la Rais John Magufuli ambaye Jumamosi ya wiki iliyopita aliuahidi Mkutano Mkuu Maalumu wa Chama Cha Mapinduzi (CCM) kuwa Serikali yake itatekeleza ndoto ya siku nyingi ya Baba wa Taifa, Mwalimu Julius Nyerere ya kuhamia katika mji mkuu huo.

Jana Wizara ya Elimu, Sayansi na Teknolojia imekuwa ya tatu kutangaza kuhamia Dodoma baada ya ile ya Kilimo, Uvuvi na Mifugo na Wizara ya Nchi Ofisi ya Waziri Mkuu, Sera, Bunge, Kazi, Vijana, Ajira na Wenye Ulemavu.

Wizara hizo zinaitikia wito wa Waziri Mkuu, Kassim Majaliwa ambaye alitangaza kuhamia Dodoma ifikapo Septemba mwaka huu huku akiwataka mawaziri kumfuata.

Tangazo lililotolewa na Wizara ya Elimu, Sayansi na Teknolojia kwa watumishi wake limeeleza kuwa Wizara hiyo itahama kwa awamu mbili.

Awamu ya kwanza ambayo itatakiwa iwe imehamia Dodoma ifikapo Agosti 15 mwaka huu, itahusisha idara na vitengo vipatavyo tisa.

Kwa mujibu wa tangazo hilo vitengo au idara zitakazohusika ni pamoja na Idara ya Utawala na Rasilimali watu, Idara ya sera na mipango.

Nyingine ni Idara ya Elimu ya Juu, Idara ya Elimu ya Ufundi na Mafunzo ya Ufundi Stadi. Kwa upande wa vitengo vitakavyohusika ni pamoja na Kitengo cha Ununuzi na Ugavi, Kitengo cha Ukaguzi wa Ndani, Kitengo cha Sheria, Kitengo cha Habari na Kitengo cha Tehama (ICT).

Tangazo hilo pia limebainisha kuwa awamu ya pili ya kuhamia Dodoma itakuwa ni ifikapo Septemba 15, mwaka huu na itahusisha idara na vitengo vitatu.

“Ofisi ya kamishna wa elimu, Kitengo cha fedha na uhasibu, Kitengo cha uratibu wa elimu kikanda na kimataifa,” linasomeka tangazo hilo.

Treni ya PUGU - Stesheni kuanza kazi Agosti hii

KAMPUNI ya Reli nchini (TRL) imeanzisha huduma nyingine ya usafiri wa treni kwa Jiji la Dar es Salaam, ambako sasa kutakuwa na treni ya pili itakayotoka kituo kikuu cha reli kwenda Pugu.

Akizungumza jana jijini Dar es Salaam Mkurugenzi Mtendaji wa TRL, Masanja Kadogosa, alisema huduma hiyo itaanza kutolewa Agosti mosi mwaka huu.

Kutokana na hatua hiyo, Mkurugenzi huyo alisema anatangaza kubadilishwa muda wa kuondoka treni ya abiria kutoka Dar es Salaam kwenda bara kuanzia Agosti 2 ambapo treni itaondoka saa 9 alasiri badala ya saa 11 kama ilivyozoeleka.
“Kutokana na mabadiliko hayo abiria wanatakiwa kufika kituoni mapema saa 7 mchana na mabadiliko hayo yanahusu treni za abiria ya kawaida zinazoondoka siku za Jumanne na Ijumaa, lakini huduma za treni ya Delux itaondoka muda wake wa kawaida kila Jumapili kwenda Kigoma saa 2 asubuhi,” alisema.
Kuhusu huduma ya pili ya treni kwenda Pugu alisema itakuwa na vituo 10 ambavyo ni Pugu Stesheni, Mwisho wa lami, Gongo la Mbato, FFU Mombasa, Banana na Karakata, vingine ni pamoja na Vingunguti Mbuzi, SS Bakhressa, Kamata na kituo kikuu cha reli Dar es Salaam.
“Huduma hiyo itakuwa kwa awamu mbili asubuhi na alasiri ambapo treni ya kwanza itaondoka kituo cha Pugu saa 12 kamili asubuhi na kuwasili kituo cha Dar es Salaam saa 12 na dakika 55 asubuhi na kufanya safari zake tatu zitakazomalizika saa 11 na dakika 20 jioni na safari ya mwisho ya kuja Dar itakuwa saa tatu na dakika 45 usiku,” alisema.

Youth flees homes as "Mgambo" militia trainings takes off by force

Below 40 years old residents of Bugandika ward in Misenyi district are fleeing their homes into hidings after some are being dragged by force to join militia trainings taking place at Bugandika 2 primary school grounds. The incident took place last Wednesday whereby militia trainees in accompany of their trainers who are TPDF officers invades homes and forcing them to join a training camp.

Mrs Josephina Burchard told the reporter that the village’s youths are facing brutality from the militias and that social and economic activities are not taking place for youth have opted to flee their home. 
“I am finalizing wedding ceremony plan for one of my sons but I am almost stumbled for my eldest son is not here with me to help, he has gone to the hiding in Bukoba town” 
she said. Adding that the situation in her village is tense.
“I was beaten, tied up and dragged by force to the training camp where TPDF officers made sure to kick me vigorously, eventually I was released, ordered to come back next day which I never did.” 
Said Emanuel Alexander a petty trader in Igurugati Village of Bugandika ward.

Another victim for this brutality that the citizen talked to was Mr Nuru Abdul, a motorcyclist who explained on how he decided to fight to the last bullet to save his life. At first, they sent four militia trainees to Mr. Nuru’s house at around 8:30 Pm, he used traditional weapons to defend his fate.
“Then came 6 militia trainees together with two TPDF officers in uniform, I was threatened, arrested, caned five strokes and dragged to their training camp where soldiers there wanted to hit me more, I warned them not to do it because none of them was sure if I was healthy for the trainings for no one has spoken to my doctor.” 
Said Nuru adding that he was eventually freed with a condition that he must show up next day which he didn’t..
Bugandika Ward executive officer Mr Elizeus Kapia denied allegations that youth are brutally forced to join militia trainings except for those whom the ward authority identified and registered to join training and never showed up. 
“We are searching for those that are should attend, we made sure to register those we considered as capable and who are trustworthy. We are excluding illegal immigrants” Said Mr Kapia.
He further added that some trainees came from other wards of Missenyi district and asked to join trainings. “Some youths from outside Bugandika ward are incurring costs of paying bus fare daily to attend while the dwellers of this ward are absconding and complaining on them” insisted Mr Kapia.

On Allegations of youths who have fled their homes in fear of brutally and being dragged into training by force, Mr Kapia denied them saying that people in Bugandika ward are safely carrying on with their daily lives. “No any single resident of this ward fled a home or living in fear, I will later today visit the house which is said to be closed due to any fear.” He added.

Mr. Kapia said that militia trainings have in his ward took place from early may this year and will last for three months.
