Job: Mid-Term Evaluation of the Local Finance Initiative

UNCDF is seeking a firm to conduct an external mid-term evaluation of its Local Finance Initiative whose objective is to facilitate investment in productive infrastructure at the local level in the Least Developed Countries (LDCs). The evaluation is scheduled to begin in early October.

This mid-term evaluation of UNCDF’s Local Finance Initiative is commissioned at a crucial point in its implementation. A number of country pilots are underway under the current Global LFI programme and there are plans in the next phase of implementation to shift the initiative to a financing facility which will be mainstreamed across a number of broader multi-country thematic initiatives focused on key sectors for LDC economic transformation including climate change, food security, and women’s economic empowerment. With this shift in mind the objective of this mid-term evaluation is to review initial progress in piloting the initiative in the different countries in which it has been implemented and consider how best the approach can be rolled out across UNCDF’s Local Development Finance portfolio more broadly. The evaluation will pay particular attention to the relevance and performance to date of LFI in Tanzania given that this is the country in which the initiative has advanced the furthest and also in line with commitments made to the Tanzanian government as well as in the programme document for an evaluation of that programme.

Taarifa kuhusiana na habari iliyochapishwa gazetini JAMHURI "Prof. Muhongo Avurunda"


Tunapenda kutoa maelezo kutokana na taarifa iliyotolewa katika gazeti la Jamhuri la Jumanne tarehe 16 – 22, 2016. Toleo na. 255 iliyokuwa na kichwa cha habari Prof. Muhongo avurunda.

Watanzania na Taifa kwa jumla wanashuhudia jinsi Waziri wa Nishati na Madini, Mhe. Prof. Muhongo na viongozi wengine wote wa Wizara ya Nishati na Madini wanavyofuatilia majukumu yao kwa karibu ikiwemo sekta ya mafuta. Mhe. Prof. Muhongo na viongozi wa Wizara wamekuwa wakitoa miongozo na maelekezo juu ya sekta ya mafuta ambapo kumeendelea kuwa na uhakika wa upatikanaji wa mafuta nchini kwa wakati wote. Ni imani yetu kuwa Mhe. Prof. Muhongo ataendelea kutekeleza majukumu yake vizuri na hivyo kuendelea kutimiza matumaini ya Mhe. Rais na Taifa kwa jumla katika mambo yote yanayohusu wizara ya nishati na madini ikiwemo sekta ya mafuta.

Tunapenda pia kueleza kuwa maagizo yote aliyotoa kuhusiana na mafuta ya ndege yaliyokuwa yamechanganyika na mafuta ya petroli yalitekelezwa kwa ukamilifu. Maagizo hayo yalikuwa ni Kampuni ya Sahara kuondoa mafuta yaliyochanganyika kutoka katika maghala na mabomba na pia kusafisha maghala na mabomba hayo ili kuwezesha kupokea mafuta mengine safi. Kampuni ya Sahara ilitekeleza kwa ukamilifu maagizo haya. Usimamizi wa maagizo haya ulikuwa kwa PBPA na EWURA ambapo taasisi hizi zilisimamia utekelezaji wake. Hivyo si kweli kwamba Prof. Muhongo ameshindwa kusimamia maagizo yake.

Zuio la Kampuni ya Sahara kushiriki katika zabuni lilitolewa na PBPA kwa kutumia mamlaka yaliyo katika Kanuni. Zuio hili lilitolewa na PBPA ili kuhakikisha mafuta yaliyochanganyika yanaondolewa katika maghala na kusafishwa kwa maghala hayo na mabomba ikiwa ni pamoja na kukamilishwa kwa uchunguzi ili kutambua kuwa mafuta haya yalichanganyika sehemu gani. Ifahamike kuwa mara baada ya meli iliyokuwa imeleta mafuta haya (mafuta ya ndege na mafuta ya petroli) kufika hapa, mafuta hayo yalipimwa na TBS.

TBS walithibitisha kuwa mafuta yote katika meli hii yako katika kiwango cha ubora unaotakiwa. Aidha, TBS walitoa idhini ya kuteremshwa kwa mafuta hayo. Meli ilianza kuteremsha mafuta haya tarehe 4/5/2016 na kumaliza kuteremsha tarehe 8/5/2016. Meli hii iliruhusiwa kuondoka mara baada ya kumaliza kupakua mafuta na taratibu zote kukamilika. Taarifa ya kuchanganyika kwa mafuta haya ilitolewa tarehe 12/5/2016 wakati meli tayari ilikuwa imekwishaondoka. Hivyo kulazimu kufanyika uchunguzi wa kujua ni wapi mafuta haya yalichanganyika.

Suala la uchunguzi wa wapi mafuta yalichanganyika lilikataliwa na makampuni ya mafuta kama ilivyokuwa imependekezwa na kampuni ya Sahara. Makampuni ya mafuta yalisimamia katika taarifa ya uchunguzi ya awali iliyofanywa na pande zote husika. Taarifa hii ilikuwa na mapendekezo tofauti kati ya makampuni ya mafuta na kampuni ya Sahara. Hivyo, kwa kuzingatia hatua hii kilichokuwa kimebakia ni kufuata mkataba kati ya pande mbili hizi.

Kuondolewa zuio la Kampuni ya Sahara kushiriki katika zabuni kulitolewa pia na PBPA kwa kutumia mamlaka yaliyo katika Kanuni. Hii ilikuwa ni baada ya kuhakikisha kuwa mafuta yaliyochanganyika yameondolewa, usafi wa maghala na mabomba umefanyika na kampuni ya Sahara imelipa thamani ya mafuta yote yaliyoondolewa katika maghala.

Sheria ya Petroli (Petroleum Act, No. 21) ya mwaka 2015 imetoa adhabu kwa yule atayaleta mafuta ambayo hayakidhi viwango vya vya ubora unaotakiwa. Aidha, Kanuni ya uagizaji wa mafuta kwa pamoja (The Petroleum (Bulk Procurement) Regulations) ya mwaka 2015 nayo imetoa adhabu juu ya kosa la kuleta mafuta yasiyokidhi viwango vya ubora. Kutokana na mazingira haya ya adhabu katika kosa tajwa, PBPA iliomba kupata mwongozo kutoka katika Mamlaka za kisheria ili kuhakikisha kuwa adhabu inayotolewa iko katika misingi sahihi ya ki-sheria.

Ni vyema ikafahamika kuwa hakuna sehemu ambapo PBPA imedanganya Taifa. Ni kweli kabisa kuwa Sheria, Kanuni na Mikataba inaeleza juu ya mafuta yaliyoletwa na kukutwa hayajafikia viwango vya ubora unaotakiwa. Mafuta haya hayateremshwi na hutakiwa kurudishwa na yule aliyeyaleta, ikiwa ni pamoja na kutekelezwa kwa taratibu zingine kwa mujibu wa Sheria, Kanuni na Mkataba. Lakini, Sheria, Kanuni na Mkataba havina sehemu inayoeleza juu ya mafuta yaliyofika, yakapimwa na kuthibitika kuwa yako katika viwango vya ubora unaotakiwa, yakaruhusiwa kuteremshwa, meli ikaoondoka na baadae kutambulika kuwa mafuta yaliyo katika maghala yamechanganyika.

Suala la ubora wa meli hushughulikiwa na TPA. Taarifa za meli inayotakiwa kuleta mafuta hutumwa TPA ambao huthibitisha kama meli hiyo inaruhusiwa au hairuhusiwi kuingia katika bandari zetu zinazotumika kuteremsha mafuta.

Hitimisho, ni vyema ikafahamika kuwa utaratibu wa uagizaji mafuta kwa pamoja hapa nchini umeanza tangu 2011. Utaratibu huu umekuwa na mafanikio makubwa, hasa ikizingatiwa kuwa umejengwa katika misingi ya uwazi na ushirikishwaji. Nchi nyingi za Afrika zimekuwa zikifika kujifunza kwetu. Aidha, hata taasisi zingine ndani ya nchi yetu ziko katika kutekeleza manunuzi yao kwa kutumia utaratibu unaotumiwa na PBPA. Hii ni baada ya kujifunza kutoka PBPA. Hii inaonesha ni kwa kiasi gani wadau mbali mbali wanaona mafanikio ya utaratibu huu.

PBPA inapenda kuufahamisha umma kuwa itaendelea kusimamia uagizaji wa mafuta kwa pamoja kwa kufuata Sheria, Kanuni na Taratibu. Shughuli hizi zitafanywa kwa uwazi zaidi na kushirikisha wadau wote wanaohusika. Tutabuni njia mbali mbali ili kuwezesha makampuni ya Watanzania kuweza kushiriki katika biashara ya mafuta. Tunaamini kuwa tutaungwa mkono na watu wote ili kuleta maendeleo ya nchi yetu.

Wakala wa Usalama na Afya Mahali pa Kazi (OSHA) utaendesha zoezi maalum la upimaji afya za waliokuwa wafanyakazi wa mgodi wa Bulyanhulu ambao waliachishwa kazi na mgodi huo mnamo mwaka 2007 bila kupimwa afya zao kinyume na Sheria ya Usalama na Afya Mahali pa Kazi ya mwaka 2003.
