Kamati ya Bunge viwanda, biashara na mazingira imesema ni lazima kuitishwa kwa kikao cha pamoja kati ya wadau wote muhimu wanaotumia bandari ya Dar es Salaam ikiwa ni pamoja na mawaziri husika, wabunge, TRA, na maafisa wa bandari ili kuona namna wanavyoweza kunusuru mdororo wa mizigo katika bandari hiyo unaotajwa kusababishwa na mlundikano wa kodi hali iliyosababisha wafanyabiashara kuikimbia bandari ya Dar es Salaam.

Kamati ya Kudumu ya Bunge ya Viwanda, Biashara na Mazingira imeshangazwa na kuwepo kwa mvutano wa chini kwa chini kati ya Mamlaka ya Bandari (TPA), Mamlaka ya Mapato nchini (TRA) pamoja na wadau wengine.

Kamati hiyo imekutana na wadau wa bandari nchini mwishoni mwa wiki ili kuweza kuwasikiliza na kupata maoni yao kuhusiana na sekta hiyo ikiwa ni pamoja na kufahamu changamoto zao.

Kamati hiyo chini ya Mwenyekiti wake, Dk. Dalali Kafumu imeshangazwa na kuwepo kwa mvutano wa wadau wa sekta hiyo ambao wameilalamikia TRA na TPA huku wakiwatuhumu kwa kutokuwa na ushirikiano wa kutosha katika kuboresha huduma za bandari nchini.

Mkurugenzi wa operesheni wa Tanzania Road Haulage (1980) Ltd Group of Company, Ali Lilani anasema matumizi ya sheria mpya ya Sumatra inayozitaka bandari kavu (ICD) kujengwa kilometa zaidi ya 30 toka bandarini ni jambo ambalo linakiuka haliwezekani katika kipindi kifupi kutokana na kutumia gharama kubwa katika uwekezeaji wa awali uliokuwa hauna sharti hilo.
“Wafanyabiashara wamefanya uwekezaji mkubwa, dola za kimarekani milion 9-10 na sasa unamtaka atafute eneo jingine la uwekezaji wakati keshaweka pesa yake hapo, walichukua mikopo ili wawekeze,”anasema Lilani.
Anasema kuwa wapo wawekezaji na wamiliki wa ICD’s ambao hawajapata mzigo kutoka bandarini kwa kipindi cha miezi 3 mpaka minne jambo lililowasababishia hasara kubwa huku wakishindwa kulipa mikopo ya benki pamoja na kulazimika kusimamisha ajira kwa wafanyakazi wa kampuni hizo.

Seleman Mnyayo anasema kuwa Mkurugenzi Mkuu wa bandari ni tatizo maana wamekuwa wakiomba kukutana naye ili kuweza kufanya majadiliano naye lakini amekuwa akiwakwepa jambo ambalo wanaamini ya kuwepo kwa agizo la siri.
“Nafikiri kuna agizo la bandari kuongeza makusanyo kutoka billion 600 mpka trillion 1 sasa wameamua kuzigeukia ICD, maana bandari wapo kimya, hawaleti kazi kwa zaidi ya miezi mitatu na ajira zimekufa”anasema Mnyayo.
Akizungumzia mapendekezo ya wadau, Dk.Kafumu amesema kutokana na maoni ya wadau ameweza kubaini kuwa serikali haipendi kukutana na wadau jambo ambalo limekuwa tatizo katika sekta mbalimbali.

Dk. Kafumu anasema wadau wote wanalalamikia VAT iliyowekwa ambayo inaonekana kuwa tatizo kubwa hivyo ipo haja ya kuangaliwa upya ili kuweza kuondoa kero hiyo inayopingana na taratibu za kimataifa.
“Pamoja na utawala mpya, viongozi wengi hawashirikishi wadau, hawataki kukutana hata wanapowaongezea kodi, haiwezekani unamtengenezea mtu bila kumshirikisha. Hapa pana tatizo linalohitaji kufanyiwa kazi haraka” anasema Dk. Kafumu.
Dk. Kafumu anasema atahakikisha anafanya mchakato wa kuwakutanisha wadau wa bandari na serikali ili kuweza kuubaini ukweli mapema iwezekanavyo katika kipindi hiki cha bunge kabla ya Januari mwakani.

Mbunge wa Busega, Raphael Chegeni anasema wadau wa bandari wanao uelewa mpana wa masuala yanayopaswa kutekelezwa kuliko waliokabidhiwa dhamana ya bandari.

Chegeni anasema kuwa kila Mtanzania anahitaji maisha bora hivyo ni jukumu la kila mmoja kutimiza wajibu wake ipasavyo.
“Ni lazima kuondoa upotoshaji unaofanywa kwa makusudi, hapa wadau wametulisha afya njema ya neema ya nchi yetu. Kuna upotoshaji mkubwa unaofanywa kwa makusudi kabisa hasa na watendaji ndani ya serikali jambo ambalo lazima likemewe na kuchukuliwa hatua za makusudi”anasema Chegeni.
Anatropia Theonest anasema kuwa kumekuwa na tabia ya kuwaangalia wafanyabiashara kama wezi na watu wasiofaa nchini kutokana na upotoshwaji unaoendelea jambo ambalo si sahihi.
“Mizigo haipitishwi tena bandarini, nchi inapoteza zaidi ya asilimia 42, kwa sasa kutokana na kupungua kwa mizigo, ufike wakati ukweli ujulikane na rais wa Jamhuri ya Muungano John Magufuli aambiwe ukweli kuwa anadanganywa na watendaji wake” anasema Anatropia.
Wakati mbunge huyo akisema shehana ya mizigo imeshuka kwa asilimia 42, ripoti ya TRA na TPA zinaonyesha kuwa mzigo umeshuka kwa wastani wa asilimia 9-30.

Mkurugenzi Mkuu wa Mamalaka ya Usimamizi wa Bandari (TPA) Mhandisi Deusdedit Kakoko ameieleza kamati ya bunge kuwa sababu za kushuka kwa mizigo bandarini ni kuzibwa kwa mianya ya ukwepaji kodi.

Hata hivyo anasema kuwa kutokana na kuzibwa kwa mianya hiyo ya ukwepaji kodi, mapato yamezidi kupanda kutokana na kila mzigo kulipiwa tozo yake kama inavyotakiwa ikiwa ni pamoja na iliyokuwa ikitunzwa katika bandari kavu ambayo ilikuwa hailipiwi kama ilivyotakiwa.

Pia ameeleza kuwa kupungua kwa mizigo bandarini kunatokana na mtikisiko wa uchumi ambao umeikumba nchi ya China ikiwa ni pamoja na nchi jirani za Zambia na Congo kusafirisha mizigo yake kwa kutumia njia ya reli.

Katika maelezo yake, Mhandisi Kakoko ameonesha kushangazwa na mikataba ya ICD’s kuwa mibovu huku akimshangaa aliyetia saini mikataba hiyo.

Pia ameeleza kuwa bandari imeanza kuweka vitega uchumi vyake ili iweze kujiendesha kwa faida lakini katika miradi yake hiyo haipo tayari kupokea mikopo yenye masharti yasiyo na tija kwa taifa kama ambavyo baadhi ya nchi zimefanya.

Mkurugenzi Mkuu huyo anasema, wapo baadhi ya vigogo ambao pia wamekuwa mstari wa mbele kuiangamiza bandari kwa kutumia nyadhifa zao kujinufaisha jambo ambalo hayuko tayari kuliona katika uongozi wake.
“Wapo vigogo na baadhi ya wabunge ambao wamekuwa wakitaka upendeleo kwa viongozi wa bandari jambo ambalo limechangia limeiua bandari hii, yuko mbunge mmoja alikuja nikamfukuza siwezi kutoa upendeleo wowote” anasema Kakoko.
Hata hivyo ameongeza kwa kusema kuwa ni lazima mamala ya mapato (TRA) ibadilishe mfumo wa utendaji ili kuenenda na sayansi na teknolojia katika kitengo cha kutoza ushuru kwani wamekuwa wakitumia utaratibu wa kizamani katika kutoza ushuru.

Baadhi ya wachumi waliozungumza na JAMHURI wanasema, Ni ukweli uliowazi kuwa kwa kiasi fulani mizigo imepungua kwa wastani wa asilimia 9-30 kutegemea na nchi.
“Mizigo mingi iliyokuwa inapita bandari ya Dar kwa kisingizio inaenda Kongo siyo kweli ilikuwa inaenda Kongo badala yake ilikuwa wana-dump humu nchini, kudorora kwa bei ya shaba Zambia, Uchaguzi Malawi, amani na utulivu wa Msumbuji kiasi kwamba bandari ya Beira imeanza kufanyakazi vizuri,” anasema mmoja wa wachumi ambaye hakupenda kutajwa jina lake gazetini.
Anataja sababu nyingine kwamba ni kuanza kutumika kwa utaratibu wa ushuru wa pamoja wa forodha ambapo mizigo inalipiwa katika bandari ya Dar es Salaam, kabla ya kusafirishwa kwenda Kongo DRC ambapo inawanyima wafanyabiashara kule Kongo kukwepa kodi.

Mchumi huyo anasema, wakati meli zikiwa zimepungua katika bandari ya Dar es Salaam, mapato yatokanayo na forodha mwaka 2015 yalikuwa wastani wa Shilingi Bilioni 200-300 kwa mwezi. Tangu Disemba 2015 – August 2016 wastani wa mapato ya Forodha kwa mwezi ni kati ya shilingi bilioni 400-550.

MKOA wa Arusha umeanza kujipanga katika utaratibu wa kulinda mji kwa kutumia teknolojia ya kisasa ya CCTV – Camera ili kuimarisha usalama wa mji “Safe City”, Mfumo huu utawezeshya Mji kulindwa masaa 24 dhidi ya uhalifu kwa raia, wawekezaji na watalii.

Kauli hiyo ilitolewa mjini hapa na Mkuu wa Mkoa huo Mrisho Gambo ofisini kwake mara baada ya kutembelewa na Balozi wa Sweden nchini, Bi. Katarina Rangnite aliyeambatana na Ujumbe wake wa Wabunge kutoka Nchini Sweden.

Akizungumza na ujumbe huo RC Gambo alisema, mkoa huo tayari umekwisha kuonyesha nia ya kuwekeza katika mfumo huo ili kuwaongezea wananchi na mali zao usalama zaidi.
“Nia yetu ni kuona hali ya usalama katika mkoa wa Arusha ikiwa ya juu sana ili kuendelea kuwavutia watalii zaidi kutoka nchi mbalimbali Duniani. Malengo yetu ni kuwa na mifumo itakayoulinda mkoa wetu kwa Saa 24 na mwaka mzima,” 
alisema RC Gambo na kuongeza:
“Hatua hii itaongeza ulinzi kwa raia na mali zao, pia kwa wawekezaji waliopo mkoani kwetu na watalii wanaokuja kutembelea hifadhi na vivutio mbalimbali kwani Arusha ndio kitovu cha utalii hapa nchini,” alisema.
Kwa upande wake Balozi Rangnite ambaye kiongozi wa msafara huo uliojumuisha pia wabunge kutoka Bunge la Sweden wanaowakilisha Kamati ya Kilimo na Mazingira, alikubaliana na nia ya kuwekeza kwenye mfumo wa usalama wa mkoa wa Arusha.

Balozi Rangnite alimueleza Mkuu wa Mkoa Gambo kwamba, nchi ya Sweden inayo wataalamu waliobobea katika mifumo hiyo ya usalama wa miji hivyo alimuomba Gambo kuwasilisha kwake maandiko ya vitu vinavyohitajika ili kuwezesha mradi huo kutekelezwa.
“Tukipata maandiko mbalimbali ya mradi tunaweza kuangalia ni wapi Serikali ya Sweden inaweza kuwekeza ikiwamo kusaidia kwa manufaa ya wananchi wa nchi zote mbili,” alisema Balozi Rangnite.
Aidha Gambo alitoa ombi kwa Balozi wa Sweeden kushirikiana na Mkoa wa Arusha kwenye Kampeni ya Kulinda vyanzo vya Maji ili kuwezesha mradi mkubwa wa maji unaosimamiwa na mamlaka ya maji safi na maji taka (AUWSA) kutekelezwa kwa mafaniko makubwa. Itakumbukwa kwamba imepatiwa Bil 476 ili kumaliza tatizo la maji Jiji hapa.

Katika ziara ya ujumbe huo pamoja na mambo mengine ulikuwa na lengo la kuangalia fursa mbalimbali za uwekezaji katika Kilimo, Mazingira na maeneo muhimu kutoka mkoani Arusha.

Prof. Tibaijuka nominated for “His Royal Highness Prince Khalifa Bin Salman Al Khalifa Award for Sustainable Development”

Manama, Aug. 30 (BNA): His Royal Highness Prime Minister Prince Khalifa bin Salman Al Khalifa has approved the nomination of Professor Anna Tibaijuka, former Minister of Lands, Housing and Human Settlement Developments in Tanzania, former Under-Secretary-General of the United Nations and Executive Director of the United Nations Human Settlements Programme (UN-HABITAT), to win the “His Royal Highness Prince Khalifa bin Salman Al Khalifa Award for Sustainable Development”.

The endorsement was based on the recommendations and study submitted by the award’s team.

The new edition of the HRH Prince Khalifa bin Salman Al Khalifa’s Award for Sustainable Development has adopted new criteria that are consistent with HRH the Prime Minister’s vision to achieve sustainable development. They are also compatible with the Sustainable Development Goals 2030 adopted by world leaders in September 2015 during the historic UN Sustainable Development Summit 2015 in New York City.

Professor Tibaijuka was nominated for the “His Royal Highness Prince Khalifa bin Salman Al Khalifa Award for Sustainable Development” in recognition of her achievements that are compatible with the award’s objectives of achieving development projects by individuals and institutions and succeeding in providing creative solutions that contribute to achieving sustainable development.

Professor Tibaijuka was also selected as laureate in recognition of her role and contributions, through the posts she has held, to achieving urban and sustainable development, in addition to the efforts she has exerted in consolidating cooperation among various countries across the world, which entitled her to receive awards and appreciation certificates from government and international and academic agencies.

According to HRH Prince Khalifa’s vision, the standards of his award focus on dealing actively with the UN sustainable development goals 2030, including the social, economic and environmental dimensions of sustainable development. The vision aims to motivate individuals and institutions to exert extra efforts at the national, regional and international levels to achieve the award’s noble humanitarian goals.

The “His Royal Highness Prince Khalifa bin Salman Al Khalifa Award for Sustainable Development” will be presented during a grand ceremony to be held at the United Nations headquarters in New York in September on the sidelines of the 71st UN General Assembly session, under the theme: “The Sustainable Development Goals: a universal push to transform our world”.

The “His Royal Highness Prince Khalifa bin Salman Al Khalifa Award for Sustainable Development” was announced in Geneva in July 2007 during a ceremony in which the UN-Habitat bestowed the 2006 Scroll of Honour Award in Urban Development and Housing on HRH the Prime Minister.

The inaugural winner of HRH Premier’s award for sustainable development was “The Green Brigade” Project in Burkina Faso in 2008, while the second was the Brazilian Bento RubiĆ£o Foundation’s “Right to Land and Right to Housing” programme in 2010.

Through the award, HRH the Prime Minister seeks to encourage all individual and collective initiatives aimed at achieving the aspirations for sustainable urban development. The award sets the global bases for those interested in sustainable development, and encourages them in a way that ensures the sustainability of development.

The award also embodies HRH Prince Khalifa bin Salman’s vision at the global level regarding the need to achieve sustainable urban development, and promote the development culture among all communities, especially in developing countries. The vision is in line with HRH Premier’s desire to support all international efforts aimed at improving the living conditions worldwide. It also embodies his support to all global sustainable development initiatives.

There is no rift between Kenya and Tanzania - Pres. Kenyatta

President Uhuru Kenyatta on Saturday dismissed reports from the media that there was a conflict between Kenya and Tanzania.

Speaking during the commissioning of the second container terminal at the Mombasa port, President Kenyatta downplayed the existence of any conflict, saying the two countries complement each other.
“I read a lot of newspapers and watch television news indicating there is conflict between us, but I want to clearly state here that Kenya and Tanzania are not in a conflict with each other,” he said.
Mr Kenyatta said the two countries’ economies are tied to each other for benefit of their people.

He cited the new northern frontier corridor that would link the Mombasa port through the Kilimanjaro region to Bujumbura in Burundi, a route designed to shorten the distance by about 300 kilometres.
“East Africa is not in competition with itself. East Africa is in competition with the rest of the world. We want to complement one another. We want to take advantage of each other’s strengths in order to grow, to develop and boost our economies,” he said.
He asked the media to stop spreading ‘lies’, saying the region’s interests are to expand its horizons to other neighbouring countries such as Somalia and Ethiopia.

The absence of the Tanzanian leader John Magufuli during the Tokyo International Conference on African Development led to speculation on his commitment to regional integration.

However, Foreign Affairs Cabinet Secretary Amina Mohamed said the President Magufuli had sent a representative, Prime Minister Kassim Majaliwa.
“He is not the only one who didn’t attend. In fact, he was well represented so there is nothing to worry about. Tanzania and Kenya have excellent relations, so let us not dwell on the negatives,” she said in a phone interview.
The Tanzanian leader has only travelled to Uganda and Rwanda since assuming office last October unlike his predecessor Jakaya Kikwete who was known to make many foreign visits.

He has also skipped at least five international meetings, including the World Trade Organisation conference in Nairobi last December, the AU Summit in Addis Ababa in January, the United Nations Conference on Trade and Development in Nairobi last month as well as the AU meeting in Kigali.
