BACKGROUND

Danish Refugee Council has been operating in Tanzania from October 2015 since the establishment of Nduta refugee camp. DRC are working in Nduta and Mtendeli refugee camps, with a current combined population of 75,000 refugees, and expected population of 100,000. DRC are working in the sectors of Camp Management and Community Services, Protection, Livelihoods and Shelter/Construction. Following the initial emergency response in 2015, DRC deployed emergency responders to open the program and are now, in 2016, stabilising the program to continue to address the needs of the growing refugee population in the three camps. DRC are based in Kibondo, Kigoma region with a sub-office in Kasulu.

PURPOSE

Under the supervision of the Head of Program (Tanzania), the Shelter/Construction Manager (SCM) will oversee continued implementation of DRC shelter and construction activities in Nduta, Mtendeli and Nyarugusu Camps. Until end 2016, the SCM will be supported by a Transitional Shelter Manager to support the roll out of a large-scale T Shelter project in Nduta camp. Until that point, the SCM will focus on construction activities including schools, community centres and police posts in the camps, and coordination with other stakeholders to develop the shelter strategy. From 2017, the SCM will be fully responsible for the ongoing remaining shelter and construction activities.

KEY RESPONSIBILITIES
  • Responsible for planning, implementing, following-up and supervising DRC shelter and construction activities in Nduta, Mtendeli and Nyarugusu refugee camps;
  • Support UNHCR in the development of strategies and designs for school building and community infrastructure in camps;
  • Ensure timely and effective compliance with construction plans;
  • Ensure that adequate staffing is in place for the construction activities, and to the extent possible build local construction capacity;
  • Monitor financial commitments and expenditures against construction budgets;
  • Ensure that the organisation’s financial, logistics, security and human resources policies and procedures are fully adhered to and implemented in relation to all construction activities;
  • Supervise the Transitional Shelter Manager, and later directly supervise the Transitional shelter team, to implement a large scale T Shelter project in Nduta camp.
  • Develop a work plan for activities and ensure progress and quality in line with applicable international standards and agreements.
  • Involve community in all stages of construction activities, from planning to implementation and evaluation;
  • Supervision of contractors and suppliers, ensuring that deliveries take place according to the quantity and quality agreed;
  • Ensure that all documentation related to shelter and construction activities for works and supplies is completed in a timely manner.
REQUIRED QUALIFICATIONS
  • Advanced university degree in architecture, engineering, construction or related field or the equivalent practical experience;
  • Minimum 5 years of professional experience in programming and designing of schools and community infrastructures: offices; community centres; recreational and child friendly spaces etc.;
  • Minimum 10 years of professional work experience in managing construction programs, including at least 5 years at the international level;
  • Experience with implementation of large-scale construction programs in post conflict regions;
  • Minimum 3 years of humanitarian work in deep field locations;
  • Excellent analytical and communication skills;
  • Strong interpersonal skills and demonstrated ability to establish effective working relations with local staff and other stakeholders;
  • Ability to work under pressure, with minimal supervision, and in a culturally diverse team;
  • Experience with preparing design presentations, tendering including BoQs and technical design drawings for rehabilitation and new construction.

Role Purpose:

Save the Children has been working in the child rights governance (CRG) sector on Mainland and Zanzibar, and will be expanding these activities in the coming years. The position of CRG Specialist will advance this work on a technical level and ensure excellence in programming, including demonstration of tangible results for children in Tanzania. The CRG Specialist will provide strategic and operational leadership in this process. She/he will assume the overall responsibility for the growth, development and implementation of the Child Rights Governance portfolio. S/He must bring an innovative leadership profile with a proven track record of working with children and governance and a sound technical background in programme design and delivery. The post holder should also have a solid understanding of the child rights governance sector and government structures (national and local level) in Tanzania and some of the current challenges to enforce, protect and fulfil child rights in the country.

Location: Dar-es-Salaam with frequent travel to the field

Qualifications and Experience
  • Degree in child rights, social science or related field; training and experience in child rights and project planning and management techniques, is expected. At least 5 years of professional.
  • Knowledge of current regional and local debates on CRG policies and practices
  • Prior experience at a senior level, managing large grants (excess of US$500,000) and complex projects.
  • Technical expertise in child rights governance and child participation.
  • Demonstrated experience of developing and managing relationships and funding from donors or other development partners.
  • Demonstrated experience working with international, national and/or regional level government structures to strengthen the capacity of the government to deliver services.
  • Proven experience in programme development, project cycle management and monitoring and evaluation related to the sector including writing up high quality project/donor reports
  • Proven experience and skills in advocacy and building work relationships with local/national governments and influencing institutional, private and/or corporate donors
  • Solid experience and excellent skills in leading and building capacity of systems, staff, partners and other actors related to CRG
  • Ability to extensively travel for project monitoring and provide on-site technical support to field teams
  • Highly developed interpersonal and communication skills including influencing, negotiation and coaching
  • Ability to present complex information in a succinct and compelling manner
  • Experience of building personal networks, resulting in securing new opportunities for the organisation.

JOB PROFILE

Under the supervision of the Shelter/Construction Manager, the Transitional Shelter Manager will oversee continued implementation of DRC shelter activities in Nduta Camp, ensuring quick and high-quality roll out of this large scale project. This includes the direct management of Tanzanian staff, coordination of incentive worker supervisors and liaison with community members with the support of the Community Services team, to ensure that they understand their involvement in the project and are on track to complete what needs to be done. This is a short term position to ensure surge capacity within the shelter/construction team during the roll out of this project.

KEY RESPONSIBLITIES
  • Responsible for implementing and supervising DRC transitional shelter project in Nduta camp
  • Ensuring timely rollout of the project through effective collaboration with the logistics, finance/HR, camp management and community services departments in DRC Kibondo/Nduta, ensuring materials are provided to the refugee population as needed
  • Oversee the information provided to the community regarding their technical involvement in the shelter construction
  • Oversee the mobilisation of the community to participate in the shelter construction
  • Assist the national shelter officers in the recruitment, coordination, management and payment of high numbers of incentive workers
  • Liaise with external stakeholders at Nduta camp level on issues regarding the transitional shelter project, including UNHCR and the Ministry of Home Affairs. Be responsible for the maintenance of strong collaborative relationships with all actors in the camp and shelter sector.
  • Ensure that adequate staffing is in place for the shelter activities, undertake recruitment of national staff, and to the extent possible build local shelter capacity;
  • Manage and effectively spend the budget for the transitional shelter activities
  • Ensure that the organisations' financial, logistics, security and human resources policies and procedures are fully adhered to and implemented in relation to all shelter activities;
  • Ensure that all documentation related to shelter activities for works and labourers engaged is completed in a timely manner.
  • Liaise continuously with the Shelter/Construction Manager to ensure they are updated on any challenges faced in the project

Tanzanian President John Magufuli will host East African Community (EAC) member states Presidents for a special summit this Thursday, 8th September

IRS urges you adjust your withholding now because next year's refund might be late

The Internal Revenue Service (IRS) is encouraging taxpayers to consider a mid-year tax withholding checkup following several new factors that could affect their refunds in 2017.

Taking a closer look at the taxes being withheld can help ensure the right amount is withheld, either for tax refund purposes or to avoid an unexpected tax bill next year.

The withholding review takes on even more importance this year given a new tax law change that requires the IRS to hold refunds a few weeks for some early filers in 2017 claiming the Earned Income Tax Credit and the Additional Child Tax Credit. In addition, the IRS and state tax administrators continue to strengthen identity theft and refund fraud protections, which means some tax returns could again face additional review time next year to protect against fraud.

Maana ya TIN na umuhimu wake katika uchumi


KATIKA kuhakikisha kila mlipa kodi anatambulika, Tanzania ilianzisha utaratibu wa kuwatambua walipakodi wake kwa Namba ya Utambulisho wa mlipa kodi (TIN - Taxpayer Identification Number).

Kwa mujibu wa Sheria ya Kodi ya Mapato ya mwaka 2004 kifungu cha 133 inamtaka kila aliye na mapato ajisajili katika ofisi za Mamlaka ya Mapato Tanzania (TRA) ndani ya siku 15 tangu kuanza kwa biashara yake.

TIN ni namba itolewayo kitaalamu kwa teknolojia ya kompyuta na hivyo kuwa namba ya kipekee isiyoingiliana na namba nyingine.

Namba hii ya utambulisho hutolewa kwa mlipa kodi na kwamba ndiyo itakayokuwa utambulisho wake katika shughuli zake za kibiashara.

TRA sasa imeamua kubadili kutoka mfumo wa zamani na kutumia huu wa sasa wa kuhifadhi kumbukumbu za walipa kodi kwa kuweka mfumo mpya unaoendana na ukuaji wa tekinolojia.

Pia kuwa na idadi kamili ya walipa kodi wake wanaostahili kuwepo kwenye wigo wa kodi na kuwaondoa walipa kodi hewa na wale ambao wamekuwa hawajihusishi na biashara kutokana na sababu mbalimbali zikiwemo vifo au kufungwa kwa makampuni au biashara.

Kuwezesha gharama za ulipaji wa kodi kuwa nafuu na kuwawezesha walipa kodi kutimiza majukumu yao ya ulipaji wa kodi kwa hiyari bila shuruti.

Pia kila anayestahili kulipa kodi anatakiwa kupata TIN yake ili aweze kufanya shughuli zake za kiuchumi kihalali bila usumbufu wowote ikiwa ni pamoja na wale wote wanaoanzisha biashara mpya. Hivi basi ndio maana TRA hivi karibuni ilizindua zoezi la uhakiki na uboreshaji wa TIN kwa lengo la kupata taarifa kamili za walipa kodi wake pamoja na kusajili walipa kodi wapya ili kuongeza idadi ya walipa kodi na aina ya kodi.

Kwa mujibu wa Afisa Huduma na Elimu kwa Mlipa Kodi wa TRA, George Haule anasema mtu yeyote anaweza kupata TIN na kwamba kuna aina mbili za TIN ambazo ni TIN ya mtu binafsi na ile ya biashara.

Anasema TIN zote zinapatikana TRA hivyo mtu akitaka kupata TIN kwaajili ya biashara atatakiwa kwenda TRA kwaajili ya kujisajili hivyo atapewa fomu ya maombi ambayo baada ya kuijaza ataiambatanisha na barua ya utambulisho wa makazi, picha mbili, mkataba wa pango la sehemu ya biashara (kama amepanga) pamoja na kitambulisho cha kudumu kama kitambulisho cha kupigia kura, kitambulisho cha uraia, hati ya kusafiria au kitambulisho chochote kulingana na mahitaji ya mamlaka.

Sheria hairuhusu mtu mwingine kumchukulia mtu TIN na badala yake muhusika ndiye anayetakiwa kufika TRA kwaajili ya kuchukua na kwamba baada ya kukamilika kwa zoezi la ujazaji wa fomu pamoja na viambatanisho, mtu huyo atatakiwa kuchukuliwa alama za vidole pamoja na kupigwa picha ili taarifa zake zilizo sahihi ziweze kuingizwa katika mfumo pamoja na kuepuka mtu kuwa na TIN zaidi ya moja.

Baada ya taarifa za muombaji wa TIN kuingizwa katika mfumo na kutambulika kama mlipa kodi atapewa hati yenye namba ya utambulisho wa mlipa kodi (TIN Certificate) ambayo hutolewa na Kamishna wa TRA.

TIN ni muhimu kwa sababu inamuwezesha mtu kusajili au kubadilisha hati ya kumiliki ardhi, kupata leseni ya udereva, kusajili gari au kuhamisha miliki ya gari, kupata leseni ya biashara na ya viwanda, kuingiza bidhaa kutoka nje ya nchi au kufanya biashara ya uwakala wa forodha wa kutoa mizigo bandarini, kuingia mikataba au kupata zabuni ya utoaji huduma au bidhaa ikiwa ni pamoja na kusajiliwa na kodi ya ongezeko la thamani (VAT) hii inamtaka mtu awe na TIN ya biashara.

Pamoja na umuhimu pia TIN ina faida kwa wafanyabiashara kutokana na kuwa itawawezesha kutambulika kuwa ni wafanyabiashara halali.

Wafanyabiashara wenye TIN ndio pekee wanaostahili kumiliki soko la ndani na nje kutokana na kuwa wao pekee ndio watakaoweza kupewa zabuni, leseni, mikopo ya biashara, kandarasi ikiwa ni pamoja na uingizaji nchini na utoaji bidhaa nje ya nchi.

Faida nyingine ni kwamba, wafanyabiashara wenye TIN wanalindwa na sheria dhidi ya ushindani usiokuwa wa halali.

Mbali ya wafanyabiashara, pia serikali itafaidika kutokana na kuwa na wigo wa kodi unaoongezeka na kuiwezesha kuongeza pato lake ambalo litaiwezesha kutoa na kuboresha huduma za jamii na uchumi.

Ukwepaji wa kodi utathibitishwa, itachochea kukua kwa uchumi kwa kutoa mazingira bora ya ushindani wa haki kibiashara kwa kudhibiti biashara za mifukoni ikiwa ni pamoja na kurahisisha upashanaji wa taarifa kati ya idara au taasisi mbalimbali za serikali na hivyo kuboresha huduma na kudhibiti ukwepaji wa kodi.

Kwa mujibu wa TRA, TIN hutolewa bila malipo yoyote na kwamba watu wasiostahili kujisajili ili kupata namba hii ya utambulisho ni wale wasio na mapato yatozwayo kodi au waajiriwa ambao mapato yao yote hutozwa kodi kwa mpango wa PAYE.

Tanzania witnessing increase in mental illness

Tanzania government has cautioned the health care system and the society to take special care of psychiatric patients as the East African nation witnesses an increase of mental health cases reports The Citizen.

The number of people suffering from psychiatric problems has increased especially among secondary school students and university students according to the head of Psychiatric Unit at the Mawenzi regional hospital, Dr. Engelbetrus Mafikiri. The doctor added that, the Mawenzi hospital in Moshi at the foot of Mount Kilimanjaro receives 8,00 to 100 psychiatric cases weekly.

Main reason for the marked rise is attributed to increased drug abuse among the youth.

Russia, Tanzania sign military cooperation agreement


Russian Defence Minister General Sergey Shoigu and Tanzanian Defence and National Service Minister Hussein Mwinyi have signed a Russian-Tanzanian military cooperation agreement and a contract for training Tanzanian servicemen at Russian military academies and institutions of high learning.

The Russian defence minister said that the bilateral agreements were expected to contribute to further development of bilateral relations in the military and military-technological spheres. Shoigu said that the Tanzanian delegation’s visit to Moscow confirmed the existence of friendly ties between the military agencies and peoples of Russia and Tanzania.

"I am grateful that you are taking part in the Army-2016 International Military-Technical Forum for the second time," the Russian defence minister stressed.

"I would like to use this opportunity to express by genuine gratitude on behalf of my delegation for an opportunity to visit the Army-2016 forum," Tanzania’s defence minister said in turn.

Taarifa ya ACT-Wazalendo kuhusu hali ya kisiasa, kiuchumi na mustakabali wa Taifa

Utangulizi

Jana Jumatatu, 5 Septemba 2016, Kamati Kuu ya Chama cha ACT-Wazalendo ilikutana katika kikao chake cha kawaida. Pamoja na mambo mengine, Kamati Kuu ilipokea, kujadili na kuidhinisha Taarifa kuhusu HALI YA NCHI. Taarifa hii sasa inatolewa rasmi kwa umma. Taarifa ipo katika maeneo makubwa manne: Hali ya kisiasa, hali ya kiuchumi, umoja wa kitaifa na hitimisho.

Hali ya Kisiasa
Kamati Kuu imezingatia kuwa Kikatiba, nchi yetu inafuata mfumo wa demokrasia ya vyama vingi. Katiba na Sheria mbalimbali zimeanisha utaratibu wa kazi na shughuli za vyama vya siasa. Ili kuhakikisha kwamba kazi na shughuli za vyama vya siasa zinakuwa endelevu, vyama vyenye kukidhi vigezo hupewa ruzuku kupitia Bajeti ya Serikali inayopitishwa na Bunge la Jamhuri ya Muungano Tanzania.

Hata hivyo, katika awamu hii ya tano, Serikali ya Chama cha Mapinduzi imeamua kuzuia shughuli za siasa kwa kutumia nguvu ya Jeshi la Polisi na hata Jeshi la Wananchi. Kwa mujibu wa serikali ya CCM, shughuli za kiuenezi za vyama vya siasa kama vile mikutano ya hadhara, maandamano, makongamano, mijadala na hata mikutano ya ndani inapaswa kukoma mapema baada ya uchaguzi. Kisheria, huu ni uvunjifu wa Katiba na Sheria za nchi. Kisiasa, tunatambua kwamba Viongozi wa CCM wamepoteza mvuto kwa wananchi na sasa wanamsukuma Mwenyekiti wao Rais Magufuli kutumia jeshi katika kuokoa taswira ya Chama cha Mapinduzi mbele ya umma.

Kwa kuzingatia hali ya kisiasa nchini kwa sasa, Kamati Kuu ya chama chetu:
i) Tunalaani na kupinga kwa nguvu zetu zote hatua za Serikali ya Chama cha Mapinduzi za kuvunja Katiba na kujaribu kuweka pembeni utawala wa sheria.

ii) Tunapinga vitendo vinavyozidi kushamiri katika serikali hii ya CCM ya kujaribu kuendesha nchi kwa ubabe na matamko ya viongozi badala ya utawala wa sharia.

iii) Tutasimama imara, na tutaungana na vyama vingine vya siasa pamoja na taasisi zingine za kiraia katika kulinda mfumo wa demokrasia ya vyama vingi, uhuru wa maoni, na utawala wa sheria katika nchi yetu

Hali ya Kiuchumi

Katika miaka 10-15 iliyopita, nchi yetu imejenga uchumi ambao umekuwa ukikua kwa kiwango cha asilimia 6-7 kwa mwaka katika kipindi chote hiki. Ukuaji huu wa uchumi ulitokana na juhudi za nchi katika kuvutia wawekezaji na kuchochea shughuli za uzalishaji mali kwa wananchi wenye kipata cha chini. Awamu ya tano ya Serikali ya Chama cha Mapinduzi imerithi changamoto ya uchumi unaokua bila kuwafaidisha wananchi wa kawaida. Hili ndilo tulitegemea Serikali mpya ishughulike nalo.
Kamati Kuu imeshtushwa na hali ya kuanza kudorora kwa shughuli za uchumi katika kipindi cha miezi kumi ya utawala wa awamu ya tano. Kwa mfano:

a) Taarifa za Benki Kuu zilizopo kwenye tovuti yake (Quarterly Economic Review na Monthly Economic Review) kwa robo ya mwisho ya mwaka 2015 (Oktoba – Desemba 2015 ) zinaonesha kuwa kasi ya ukuaji wa Pato la Taifa ilikuwa 9%. Katika robo ya kwanza ya mwaka 2016 (Januari – Machi 2016) kasi ya ukuaji wa Pato la Taifa ilishuka hadi kufikia 5.5%. Kiuchumi, hii inamaanisha kuwa ukuaji wa shughuli za kiuchumi katika kipindi cha miezi 6 ya mwanzo ya utawala wa awamu ya tano chini ya Rais Magufuli umepungua kwa 4%.

b) Shughuli za uchumi zinazohusu wananchi masikini zimeshuka kutoka kasi ya ukuaji ya 10.20% robo ya mwisho ya mwaka 2015 mpaka 2.7% katika robo ya kwanza ya mwaka 2016, ikiwa ni punguzo la 8% ndani ya kipindi kisichozidi miezi sita. Hii ina maanisha kwamba Wananchi wetu wanazidi kudumbukia kwenye ufukara kwa kasi tangu awamu ya tano ya Serikali ya Chama Mapinduzi iingie madarakani

c) Ukuaji wa sekta ya ujenzi katika robo ya mwisho ya mwaka 2015 ilikuwa 13.8% lakini ukuaji wa sekta hii katika robo ya kwanza ya mwaka 2016 ilikuwa ni 4.30%, ikiwa ni tofauti ya takribani -10%. Hii ni kwa sababu uwekezaji katika sekta hii umeanza kushuka.

d) Kasi ya ukuaji wa sekta ya usafirishaji imeporomoka kutoka kukua kwa 14.50% robo ya mwisho ya 2015 mpaka kukua kwa 7.9% robo ya kwanza ya 2016, ikiwa ni kuporoka kwa 7% katika kipindi cha miezi 6 tu ya kwanza ya utawala wa Rais Magufuli. Kuporomoka kwa sekta ya usafirishaji itaathiri watu wengi, wakiwemo madereva, matingo, pamoja na mama Ntilie wanaowauzia chakula. .
Kwa kuzingatia mwenendo wa hali ya uchumi katika nchi, Kamati Kuu:

a) Tunaitaka serikali izingatie sayansi ya uchumi katika kuendesha uchumi wa nchi. Uamuzi wa CCM wa kuitelekeza serikali yake kwa mwanasiasa mmoja anayedhani ndiye anayejua kila kitu na yeye kugeuka kuwa mshauri wa washauri wa uchumi itasambaratisha uwekezaji nchini na kuua kabisa juhudi za miaka 20 za kuvutia wawekezaji na kujenga uchumi shirikishi.

b) Inahimiza wananchi kuzingatia kuwa msingi wa uchumi wetu ni uwekezaji kutoka ndani na nje ya nchi. Msingi wa kuvutia wawekezaji ni utawala wa sheria. Juhudi za serikali ya CCM za kuua utawala wa sheria zitaua uwekezaji na kuangamiza uchumi wa nchi. Tusirihusu CCM iue uchumi wa nchi kwa maslahi yake ya kisiasa na viongozi wake.

Umoja wa Kitaifa

Nchi yetu imefanya juhudi kubwa katika miaka 50 iliyopita katika kujenga umoja na mshikamano wa kitaifa kwa kuhakikisha kuwa makabila, dini na baadaye vyama vya siasa tunaishi bila kukamiana. Juhudi za dhati za kupambana na ubaguzi ndiyo umekuwa msingi imara wa kujenga Umoja wa Kitaifa na amani tunayojivunia.

Hata hivyo, Kamati Kuu imezingatia kuwa utawala mpya wa Serikali ya CCM, kupitia Mwenyekiti wake mpya na Rais wa Jamhuri wa Muungo, umeanza kwa juhudi na kasi kubwa kuchokonoa na kumomonyoa misingi ya utaifa na umoja wetu. Sasa tunaye Rais asiyechagua maneno na asiyejua aongee nini na wapi. Vijana waliosoma kwa bidii katika mazingira ya shule zilizotelekezwa na serikali ya CCM anawaita VILAZA. Katikati ya uhasama mkubwa wa kisiasa na kijamii huko Zanzibar Rais wetu amefunga safari, sio kujaribu kutibu majeraha yaliyosababishwa na kuchezewa kwa sanduku la kura, bali kuchochea uhasama chini ya ulinzi wa vyombo vyetu vya dola vyenye jukumu la kulinda na kudumisha amani. Sasa Rais wetu, kupitia kauli zake, ameanza kuubomoa muungano wetu uliojengwa kwa unyenyekevu na katika mazingira magumu. Kila asimamapo kuhutubia, jambo moja la kutarajiwa kutoka katika kinywa cha Rais wetu ni matamshi yanayodhoofisha nguzo fulani ya umoja, mshikamano na undugu wetu kama taifa. Yote haya yakitokea chama chake cha CCM ama kimekaa kimya au kinachekelea. Inasikitikitisha kwamba Chama kilichoasisiwa na Mwalimu Nyerere kinamruhusu kiongozi wake kubomoa misingi ya umoja wa kitaifa na kuchochea chuki katika jamii ya watanzania.

Kwa kuzingatia mtikisiko mkubwa katika umoja na mshikamano wa kitaifa unaoendelea nchini, Kamati Kuu:

a) Tunalaani juhudi zinazofanywa na Serikali ya CCM kupitia Mwenyekiti wao za kuchochea chuki katika jamii ya watanzania na kubomoa misingi ya umoja wa kitaifa na amani ya nchi

b) Tunatoa wito kwa watanzania wote waipendayo nchi yao kusimama kidete katika kulinda misingi ya nchi yetu na kukataa chuki inayoanza kujengwa na utawala wa CCM

c) Tunatoa wito wa kipekee kwa viongozi wetu wa dini na wakuu wa nchi waliopita, hususani Mzee Ali Hassan Mwinyi, Mzee Benjamin Mkapa na Mzee Jakaya Mrisho Kikwete, pamoja na wazee wengine wanaoheshimika katika nchi yetu wavae ujasiri wa kumuonya Mwenyekiti wa CCM kuwa juhudi zake za kuchochea chuki katika jamii yetu ya watanzania zitasambaratisha Taifa letu.
Hitimisho

i) Sisi kama chama cha siasa, tunaendelea kusisitiza kuwa tutaunga mkono juhudi za serikali ya awamu ya tano katika kupambana na ufisadi na kujenga uwajibikaji nchini.

ii) Tunaamini kwa dhati kabisa kuwa kuheshimu na kulinda demokrasia na kuzingatia utawala wa sheria nidyo msingi wa mapambano dhidi ya ufisadi. Tunasisitiza kuwa mtu yeyote, wa kawaida au kiongozi, anayesema kwamba anaweza akapambana na ufisadi kwa kukanyaga misingi ya demokrasia na utawala wa sheria mtu huyo ni mwomgo na kwa kweli ni fisadi na anataka kujenga himaya mpya ya ufisadi. Mtu huyo, pamoja na mambo yake yote, yafaa akataliwe na kudharauliwa haraka!

iii) Tunasisitiza kuwa msingi wa uchumi wetu ni kuvutia uwekezaji wa ndani nan je ya nchi. Kuzingatia utawala wa sheria ndiyo msingi wa kuvutia uwekezaji. Juhuzi za hivi karibuni za serikali ya CCM za kujaribu kuua utawala wa sharia ni juhudi ovu za kuua uchumi wa nchi yetu. TUZIKATAE juhudi za kuua utawala wa sheria kwa kuwa zitaangamiza taifa letu kiuchumi, kisiasa na kijamii.
