Mkurugenzi wa Halmashauri ya Jiji la Arusha ndugu Athuman J. Kihamia anapenda kukanusha na kutoa ufafanuzi juu ya taarifa iliyosambazwa kwenye mitandao ya kijamii kuhusu matumizi ya mafuta lita 1,900. Halmashauri ya Jiji la Arusha ina jumla ya Idara 13 na Vitengo 5. Idara ni Utawala, ujenzi, Fedha, Elimu Msingi, Elimu Sekondari, Maendeleo ya Jamii, Afya, Usafishaji na Mazingira,
Mipango miji, Mipango Takwimu na Ufuatiliaji na Maji.

Vitengo ni Ugavi, Ukaguzi wa Ndani, Sheria na Uchaguzi.

Katika Idara zote kuna jumla ya magari 48 mitambo 5 na wastani wa matumizi ya mafuta kwa Idara zote ni lita 18,900 kwa mwezi na Idara zenye matumizi makubwa ni ujenzi na usafishaji na mazingira hii inatokana na Idara hizi kutumia idadi kubwa ya malori na mitambo katika kutekeleza shughuli zake. Mafuta yanaweza kununuliwa kwenye vituo binafsi endapo itatokea dharura na GPSA inakosa mafuta na manunuzi yatafanywa kwa kuzingatia bei isiyozidi viwango vya GPSA.

Baadhi ya watu wasiokuwa na nia njema wanasambaza taarifa hizo katika mitandao ya kijamii kutokana na juhudi mbalimbali ambazo Mkurugenzi amekuwa akizifanya za kutatua kero mbalimbali kwa kubana matumizi yasiyokuwa ya lazima zikiwemo posho mbalimbali za watumishi na Waheshimiwa Madiwani. Fedha nyingi huelekezwa katika huduma mbalimbali za jamii kama vile afya na elimu.

Hata hivyo kumekuwepo baadhi ya watu wasiokuwa waaminifu ambao wamejipanga kuchafua kila jambo jema linalofanywa na Mkurugenzi wa Jiji nia yao kuu ikiwa ni kumtoa kwenye lengo kuu la kuwahudumia wananchi bila ubaguzi wa aina yoyote, kusimamia miradi ya maendeleo na matumizi ya fedha zinazotokana na kodi za wananchi na ruzuku toka Serikali Kuu zilizokuwa zikitumika kinyume na utaratibu.

Aidha Mkurugenzi Kihamia amekuwa akipokea jumbe za vitisho na matusi kutoka kwa baadhi ya Madiwani lengo likiwa ni kudhoofisha juhudi anazozifanya za kuliweka Jiji katika mstari.

Tangu Mkurugenzi Kihamia alipoteuliwa amekuwa akisisitiza kufuatwa kwa kanuni, sheria, taratibu na miongozo na kuwachukulia hatua wale wote waliokwenda kinyume na utaratibu ikiwepo kurejeshwa posho zinazolipwa kinyume na taratibu kwa Madiwani wa Halmashauri ya Jiji la Arusha na kufuta posho zisizokuwa za lazima zilizokuwa zikilipwa kwa Maafisa mbalimbali wa Jiji. Pia anatoa rai kwa watumishi wa Jiji wenye tabia yakutoa nyaraka za Serikali kinyume na sheria na kusambazwa katika mitandao ya jamii waache tabia hiyo kwani kosa la jinai na atakayegundulika atawajibika kwa mujibu wa sheria zilizopo. Ndugu Kihamia ameahidi kuwa kumchafua katika mitandao ya kijamii hakutapunguza dhamira yake ya kuwahudumia wananchi kwa weledi na uadilifu kwa kutenda haki bila kumwonea mtu yeyote.

Tangu alipofika Jiji la Arusha mwezi Julai 2016 Mkurugenzi hajawahi kuidhinisha mafuta, wala posho kwa ofisi ya Mkuu wa Wilaya, wala kwa Mkuu wa Mkoa ambazo hazikuhusiani na shughuli za Halmashauri ya Jiji la Arusha.

Hivyo wananchi wanaombwa kupuuza taarifa hizo kwani hazina ukweli wowote na zina lengo la kumchafua Mkurugenzi huyu.

fastjet orderd to compensate passengers following flight cancellations

Zanzibar — Aviation consumers' rights body has ordered FastJet, a budget airline, to compensate passengers for the inconvenience after canceling flights without notifications.

The airline canceled and rescheduled Dar-Mwanza and Dar-Mbeya flights on September 28 without notifying passengers.

The passengers later filed a complaint to Tanzania Civil Aviation Authority Consumer Consultative Council (TCA-CCC) which investigated the matter and established passengers' grievances.

TCAA-CCC Deputy Executive Secretary Debora Mligo said in a statement released today that the airline is supposed to pay the compensation according to the law of the land. Also "FastJet ticket sales should go concurrent with the number of seats available and should inform passengers when there are flight changes or cancellations--passenger has the right to be informed," Ms Mligo said.

The airline also was directed to educate their staff to use a customer-based language when addressing passengers during flight changes, delays and cancellations.

The body received complaints from stranded passengers on September 28 who were traveling between Dar-Mbeya and Dar-Mwanza that the airline rescheduled the flights without notifying them.

Also the passengers complained on harsh language used by the FastJet staff when addressing the issue and ignored them as though they have no right to know what was going on.

In May this year, Kisutu Magistrate Court ordered the airline to pay a passenger 30m/- as compensation after failing to inform him following a flight reschedule. The court also ordered the refund of customer's fare 43,000/- plus extra 339,000/- he spent on purchasing a ticket from another airline.

In February this year the airline was on spot after Kenya Civil Aviation Authority (KCAA) warned the airline against publication of misleading adverts which indicate ticket prices that are exclusive of taxes and fees in a bid to attract customers.

KCAA said failure to abide by existing aviation, consumer protection and competition laws could see the airlines fined or even have their licences revoked.

Moreover, Fastjet Africa recorded a 2016 first-half 15 million US dollars (about 30bn/-) net loss, reversed from a net profit of 6.4 million US dollars (13bn/-) for the year-end period. The first-half revenue rose slightly to 33.1 million US dollars (66bn/-) compared to 31.5 million US dollars (62bn/-) last year.

Tanzania plants its first GMO research crop

Tanzania planted its first genetically modified maize research trials today under an initiative that is building a new model for advancing agricultural innovation through public-private partnerships.

The confined field trial, a pre-cursor to commercialization, will demonstrate the effectiveness and safety of a drought-tolerant GM maize hybrid developed by the Water Efficient Maize for Africa (WEMA) project.

Some 300 million Africans depend on maize as their main food source, but the crop is frequently harmed by drought, leading to hunger, poverty and human suffering. WEMA, a pioneering initiative that pools NGO, corporate and philanthropic resources, seeks to reduce crop failure by developing conventional and GM maize hybrids for smallholder farmers in sub-Saharan Africa.

“It's important that we develop drought-tolerant varieties to ensure food security,” said Dr. Kingstone Mashingaidze, a scientist with the National Agricultural Research Council of South Africa.

Under a royalty-free licensing agreement, seed companies in Tanzania, Kenya, South Africa and Uganda are already growing and selling drought-tolerant maize hybrids developed by WEMA to suit local conditions and branded as DroughtTEGOTM. Mozambique will introduce the TEGO brand seeds this year. The WEMA project has received commercial release approvals for more than 60 TEGO conventional hybrids across the five countries.

The TEGO hybrids caught on quickly as farmers growing the less-productive open-pollinated varieties saw their hybrid-cultivating neighbors reaping bigger harvests.

“I think the WEMA partnership is making a difference,” said Mark Edge, director of WEMA partnerships at Monsanto. “The TEGO hybrids’ improved performance provides a lot of promise and hope for smallholder farmers in Africa.”

The GM side has proven more challenging. Despite political constraints in Africa, WEMA moved forward with biotechnology because it “offered the promise to add still greater drought tolerance to the already improved [conventional] hybrids, resulting in an even more substantial gain for drought tolerant maize,” according to a case study authored by the WEMA partners. “Scientifically, the optimal approach was to use both techniques together.”

Seed companies in South Africa, which has a longer history with GM crops, were the first to take advantage of the royalty-free GM licensing agreement. They will begin selling royalty-free transgenic maize seeds with drought-tolerant and insect-resistant traits this year. Kenya is expected to follow suit in 2017.

Mozambique has approved field trials for drought-tolerant GM maize, which will begin either this planting season or next, pending issuance of a seed import permit.

Uganda has conducted numerous successful field trials, but since it lacks a national biosafety law, it has been unable to commercialize GM seeds for sale to farmers. “Eventually, biotech investment may be at risk there because there is no commercial path forward,” Edge said. “We may be getting close to that point. The horse has been led to water many times, but the horse is not drinking.”

That leaves Tanzania, which this week planted its first GM research crop — a drought-tolerant white maize. Pending the results, trials of an insect-resistant variety could begin next year.

“We have had successful meetings with local leaders, local government authorities, farmers and communities around the confined field trial (CFT) area,” said Philbert Nyinondi, coordinator of the Open Forum on Agricultural Biotechnology (OFAB) programming committee in Tanzania. “We must be transparent to maintain trust. We are informing them on the importance of the trial, and the process of bringing GM crops to commercialization.”

However, anti-GMO activists do not in support this agricultural advancement in Tanzania and have urged the public to protest the government’s issuance of the CFT permit.

Though WEMA, which is funded by the Bill & Melinda Gates Foundation, Howard G. Buffett Foundation and United States Agency for International Development (USAID), is providing a window of opportunity for the advancement of crop biotech in sub-Saharan Africa, “that window will close eventually,” Edge said.

“That’s the message the Africans need to hear,” he said. “They do not have unlimited time on this. No donor should have unlimited patience.”

A combination of altruism and business interests motivated Monsanto to participate in WEMA, which is led by the nonprofit African Agricultural Technology Foundation (AATF). Other partners are the International Maize and Wheat Improvement Center (CIMMYT) and the National Agricultural Research Systems (NARS) from the five participating sub-Saharan nations. AATF manages all the seeds.

In 2004-05, Monsanto offered to share its newly discovered drought-tolerant traits for humanitarian purposes. That proved a good match with the Gates foundation, whose officers had identified drought tolerance as one of the most important crop improvement goals for helping smallholder farmers in Africa.

WEMA was formed in 2008, introducing a new model for public-private partnerships (PPPs) in agriculture. Though the road has been rocky at times, the collaboration is providing tangible proof that public and private entities can work together for the public good.

“There needs to be a benefit for each member participating,” Edge said. “Otherwise you get platitudes, but no real action. There is such a strong desire across businesses, NGOs, government and Africans themselves. They want to find ways to do things better.”

He thinks more PPPs are likely as corporations strive to be socially responsible, and foundations and NGOs focus on creating systems and businesses that can sustain themselves through profitability.

“I think it’s a really good thing, and I’m hoping the case study with WEMA will help people understand what you need to do,” Edge said. “It’s not about perfection; it’s about success. There is a way to accomplish our common goals.”

Kwa kuzingatia uhusiano huu Oman imekuwa ikipokea wafanyakazi mbalimbali kutoka Tanzania katika kada za madaktari, walimu, wauguzi, wahadhiri, wapishi, wahudumu katika masaluni ( nywele na kuchora Heena), madereva, wahudumu wa mashamba na bustani na watumishi wa nyumbani.
Kuanzia miaka ya 2010 wimbi la watanzania kwenda kufanya kazi Oman lilishika kasi na hivyo kuongeza idadi ya watanzania wanaoingia Oman kwa ajili ya kufanyakazi mbalimbali hasa majumbani ( Housemaids) , kufuatia wimbi hili ubalozi ulianza kupokea watanzania wanaolalamikia mazingira magumu ya kufanyia kazi, malalamiko yao yalihusu kufanya kazi masaa mengi, mshahara mdogo, kukosa mapumziko, kutoruhusiwa kutoka nje ya nyumba, kufanya kazi zaidi ya nyumba moja , kunyanyaswa kijinsia , kufanyishwa kazi ziadi ya kazi za Housemaid.

Utekelezaji wa utaratibu huu umekuwa na mafanikio na pia changamoto, kwa kiasi kikubwa uratibu huu umeweza kupunguza matatizo waliyokuwa wanayapata ndugu zetu, kuongeza mshahara wao, kuwapatia haki ya kupumzika na mawasiliano na pia kuongeza uelewa wa watanzania juu ya haki zao na namna ya kuzipata pale zinapokiukwa.

Pamoja na mafanikio kumekuwa na changamoto kama vile baadhi ya watu kukwepa kufuata utaratibu husika kwa kuwapitisha wahusika njia za panya, kughushi nyaraka husika, kuwepo kwa mawakala bubu na kuwa na tamaa ya kufanikiwa haraka, watanzania kutokuwa na ujuzi au uzoefu wa kazi wanayokwenda kuifanya, kujihusisha na vitendo vya uvunjifu wa maadili kama vile wizi, udanganyifu nk

Baadhi ya wajumbe wa bodi ya Wadhamini CUF yapinga maamuzi ya juzi na kuionya CHADEMA

Bodi ya wadhamini ya Chama cha Wananchi (CUF), imegawanyika vipande viwili kutokana na mgogoro wa uongozi unaoendelea ndani ya chama hicho.

Kugawanyika kwa bodi hiyo kumekuja siku moja baada ya Mwenyekiti wake, Abdallah Katau kutangaza kutomtambua Profesa Lipumba, huku baadhi ya wajumbe wakipinga tamko hilo wakiliita ni batili kwa mujibu wa katiba ya CUF.

Akizungumza na waandishi wa habari jana jijini Dar es Salaam kwa niaba ya wajumbe wenzake, mjumbe wa bodi ya chama hicho, Peter Malebo, alisema hawatambui tamko lililotolewa na mwenyekiti wao kwani bodi hiyo inajiandaa kuwakutanisha mwenyeki wa chama hicho, Profesa Ibrahim Lipumba na Katibu Mkuu wake, Maalim Seif Sharif Hamad ili kuweza kutafuta suluhu ya mgogoro huo.

Alisema kutokana na hali hiyo, watakaa na wajumbe wenzao na kujadili suala hilo kabla ya kuwaita viongozi hao ikiwa ni pamoja na kujadili ushauri wa Msajili wa Vyama vya Siasa nchini, Jaji Francis Mutungi.
“Tutakaa na wajumbe wenzetu ili tuweze kujadiliana mgogoro wa viongozi wetu pamoja na kupitia maazimio ya Msajili wa Vyama Vya Siasa ili tuweze kupata hoja ya kuwahoji kwenye kikao hicho.
“Lengo letu ni kuhakikisha kuwa chama chetu kinarudi kwenye hadhi yake kama ilivyokua awali kuliko hivi sasa ambapo kimegubikwa na mgogoro wa uongozi wa kitaifa,” alisema Malebo.
Alisema ikiwa watashindwa kupata mwafaka wataitisha Mkutano Mkuu wa dharura ili waweze kuwaeleza wajumbe wa mkutano huo hali ya chama na hatua za kuchukua.
“Kama mwafaka hautapatikana katika kikao hicho, tutalazimika kuitisha Mkutano Mkuu Maalumu ambao pamoja na mambo mengine, tutawaeleza mgogoro wa viongozi wetu ili wajumbe waweze kutoa uamuzi,” alisema.
Alisema Bodi ya Wadhamini wa CUF inaundwa na wajumbe wanane ambapo kutoka upande wa bara ni watano na Zanzibar watatu.

Aliwataja wajumbe hao kuwa ni pamoja na Abdalah Katau, Peter Malebo, Ally Mbarouk, Amin Mrisha, Zacharia Kwangu, Yohana Mbelwa na Dk. Juma Muchi.

Alisema mpaka sasa bodi hiyo imegawanyika ambapo wajumbe kutoka Zanzibar wanamwunga mkono Maalim Seif huku wale wa bara wakimwunga mkono Profesa Lipumba hali inayozidi kupandisha joto ndani ya chama hicho.
“Kinachotutafuna ndani ya CUF ni ubaguzi unaoonyeshwa waziwazi kutoka kwa viongozi wa Zanzibar jambo ambalo limechangia kila mtu kuwa upande wake, lakini tutaitana na kujadiliana suala hili ili tuweze kupata mwafaka,” alisema.
Alisema bodi hiyo inafanya kazi ndani ya kipindi cha miaka mitano ambapo iliteuliwa mwaka 2011 na itamaliza muda wake, Desemba mwaka huu.

Atoa onyo CHADEMA

Katika hatua nyingine, Malebo aliwataka viongozi wa Chama cha Demokrasia na Maendeleo (CHADEMA) kutoingilia mgogoro huo kwa madai hauwahusu.

Alisema, kitendo cha Mwenyekiti wa CHADEMA, Freeman Mbowe kujitokeza hadharani na kudai hamtambui Profesa Lipumba inaonyesha wazi kuwa ameshiriki kuongeza mgogoro ndani ya chama hicho.
“Mbowe haumhusu mgogoro wa viongozi wa CUF, huu ni mgogoro wa ndani ya chama, tunamshangaa kujitokeza hadharani na kudai hamtambui Lipumba, yeye ni nani ndani ya chama?, tunamuonya asirudie,” alisema.
Alisema, chama hicho kimejipanga kupambana na watu wanaoingilia mgogoro wao wakati si wanachama wa chama hicho, jambo ambalo limechangia kuendelea kuchochea vurugu hizo.

MKE wa waziri mwandamizi katika Serikali ya Awamu ya Tano (jina tunalihifadhi kwa sasa) aliyekuwa akifanya kazi Shirika la Ndege Tanzania (ATCL), ameacha kazi.

Vyanzo vya habari kutoka ndani ya shirika hilo vililiambia Nipashe jana kuwa mke huyo ambaye amedumu ATCL kwa zaidi ya miaka 20, aliandika barua ya kuacha kazi ghafla.

Kuacha kazi kwa mtumishi huyo (jina tunalihifadhi kwa sasa) kumekuja siku chache tangu Rais John Magufuli, bila kutaja jina, kusema anashangaa kuona wake wa baadhi ya mawaziri wake wanafanya kazi katika shirika ambalo halifanyi kazi vizuri.

Rais Magufuli aliyasema hayo Jumatano iliyopita kwenye Uwanja wa Ndege wa Kimataifa wa Julius Nyerere (JNIA) jijini Dar es Salaam, alipokuwa akizundua ndege mbili mpya ambazo zimenunuliwa na serikali kwa ajili ya 'kulifufua' shirika hilo.

Car battery hydrogen sulfide fumes cause deaths of mom and daughter

After a rigorous investigation, a medical examiner said Tuesday the deaths were caused by hydrogen sulfide intoxication, likely as the result of a defect in the car’s battery.

The colorless gas has a pungent odor and first responders were forced to retreat from the vehicle after they approached it and saw Lincoln and her daughter, who did not appear to be breathing.

In a release obtained by InsideEdition.com, the Orange-Osceola Medical Examiner's Office called the manner of death "unprecedented."
"While the source [of hydrogen sulfide] is most likely to be attributed to a malfunction of the battery, this remains to be confirmed. This case is unprecedented.
"Despite the large numbers of lead acid batteries in use worldwide, no other fatalities of this type have been reported. Similar batteries, under experimental conditions, have been shown to produce hydrogen sulfide gas," the statement read.
"The battery was not the original battery for the vehicle, [or] the correct battery and is believed to have malfunctioned," the statement said.
The statement also suggested the deaths were preventable.

Mkurugenzi huyo wa TTB alimkabidhi mchezaji huyo wa mpira wa kikapu nchini, bendera ya Taifa na vielelezo kadhaa vinavyoelezea utalii wa Tanzania ili visaidie kumjengea uelewa zaidi kuhusu vivutio vya utalii vya Tanzania.

Kwa upande wake kijana huyo Underson Simon alielezea kufurahishwa kwake kupata nafasi hiyo lakini pia kutambuliwa na TTB kama mmoja wa wanamichezo wa kitanzania wanaoweza kuvitangaza vema vivutio vyetu vya utalii nje ya nchi na hivyo kuchangia kukuza sekta ya utalii.

Tanzania and Congo sign MoU for joint exploration of hydrocarbon in Lake Tanganyika

(Ecofin Agency) - The Democratic Republic of Congo and Tanzania have entered into a memorandum of understanding (MoU) to explore the petroleum potential of Lake Tanganyika together.

The agreement was signed in Dar es Salaam in the presence of Tanzanian President John Magufuli and Congolese President, Joseph Kabila.

“We have already discovered oil in the western parts of Lake Albert, and there’s a great possibility that there’s also oil in Lake Tanganyika, therefore, joint exploration is the way to go for mutual benefits,” Kabila said.

He added that they also deliberated on a joint partnership as regards the usage of the pipeline currently being built from Uganda to Tanzania to export Congo’s oil from Lake Albert.

East Africa is now been seen as a new hydrocarbon region, following major discoveries of oil in Uganda and natural gas in Tanzania and Mozambique.

In 2011, Tanzania granted oil and gas exploration rights for the northern side of Lake Tanganyika to a subsidiary of Total.

Tanzania also in February, announced that it had discovered 2.17 trillion cubic feet of possible natural gas deposits in an onshore field, increasing its total estimated recoverable natural gas reserves to over 57 tcf, Reuters reports.

Tambwe: Kama niliwaudhi naomba wanisamehe


MSHAMBULIAJI wa kimataifa wa Yanga, Mrundi Amissi Tambwe amewaomba wapenzi na mashabiki wa Simba kutomchukia na kumuona kama adui yao kwa sababu ya bao aliloifunga timu hiyo Jumamosi iliyopita kwenye Uwanja wa Taifa jijini Dar es Salaam.

Tambwe aliifungia Yanga bao ambalo lilizua utata mkubwa baada ya kudaiwa kabla hajafunga aliunawa mpira.

Bao hilo ndilo lilizua balaa kubwa katika mchezo huo ambapo mara tu baada ya kufunga ziliibuka vurugu kubwa zilizosababisha mashabiki wa Simba kuvunja viti zaidi ya 1,781, wakilipinga.

Hata hivyo baada ya kumalizika kwa mchezo huo mashabiki hao wa Simba waliendelea kulipinga bao hilo huku baadhi yao wakionekana kumchukia mshambuliaji huyo ambaye msimu uliopita aliibuka mfungaji bora.

Akizungumza na Championi Jumatano, Tambwe ambaye alijiunga na Yanga akitokea Simba, amewataka mashabiki hao kutomchukia na kumuona kama adui yao namba moja kwa sababu ya bao hilo.
Alisema yeye kazi yake ni kufunga haijalishi kafunga kwa njia gani hivyo amewataka mashabiki hao wa Simba kulijua hilo kisha waendelee kumuona kama ndugu yao.
“Binafsi sina uadui na Simba hata kidogo, ila nasikitika kuona baadhi yao wananichukia na kuniona kama adui yao kwa sababu ya bao langu, hakika hiyo siyo sawa.
“Katika mchezo wa soka kazi ya straika ni kufunga na haijalishi amefunga kwa staili gani kama niliwaudhi naomba wanisamehe, ila nawataka wajue kuwa kufunga ndiyo kazi yangu ambayo na nitaendelea kufunga kwa staili yoyote ile ili kuhakikisha naisaidia timu yangu kumaliza ligi kuu ikiwa katika nafasi nzuri na ikiwezekana kutwaa ubingwa,” alisema Tambwe.
