Currently, FHI360 is seeking a short-term qualified, and experienced consultant to conduct a consultancy assignment for its CHSD project which is managed by Deloitte Consulting Ltd.with technical support partners FHI360, Engender Health and MDH. The aim of the CHSD project is to increase access to high quality, comprehensive and integrated health services, that emphasizes intensified coordination and collaboration between health facilities and communities, with a focus on preventive and curative services for HIV/AIDS, TB, FP, Malaria, and MCH. The project will cover the geographic areas of Njombe, Iringa, Morogoro, Lindi, Mtwara, and Ruvuma (malaria only) and target its resources toward areas with high HIV and TB prevalence. Special emphasis will be placed on increasing access and service utilization for women and youth.

The project goal is towards achieving HIV epidemic control and integrating MNCH, FP, TB and malaria care through innovative integration approaches at all levels and opportunities.


FHI360 role in technical direction of the project is twofold: 1) to optimize the continuum of care, so that the linkages, referrals, and systems connecting various services within and between health facilities and communities are seamless . mHealth platforms will play an important role to enhance referrals and adherence as well as client-centered care in health facilities and communities that is responsive to the preferences, needs and values of patients which includes a differentiated care model to address barriers to care; and 2) to integrate HIV, TB, FP, malaria and MCH services tailored to the specific needs of each geographic area in order to increase the number of individuals who can access a wider range of services that meet their multi-faceted needs in a more convenient way and increase cost-effectiveness of the services provided.

Consultancy Description

Under the direction of the CHSD management team and in close collaboration with FHI360 Technical Advisors, the Consultant will work with CHSD senior staff to achieve the following objectives and deliverables:
  • Provide technical assistance to the Management team of CHSD for the initial start up phase while awaiting the arrival of the FHI360 Director, Technical Support in early January 2017; 
  • Finalize the technical part of the workplan year 1 to be submitted to USAID in November 2016 based on the proposed workplan in CHSD RFA may 2016 and to be aligned to more recent NACP guidance on TREATALL and the recent COP16 Tanzania guidance from USAID; 
  • Develop an operational framework on technical collaboration, work complementarity and working relationships between MDH staff implementing technical activities in close collaboration with facility staff and FHI360 staff providing technical oversight and guidance as described above in FHI360 role in CHSD; 
  • Identify training and supervisory needs for differentiated HIV care and TREATALL strategies; 
  • Assist with technical recruitments for FHI360; 
  • Reviewing information and documentation compiled by project staff to understand the experiences and activities. 
  • Conducting interviews with project staff and/or other stakeholders to gather any additional information. 
Deliverables
  • Error free final draft version of narrative and HANTT chart of workplan year 1 CHSD 
  • Operational framework collaboration MDH and FHI360 
  • Training and Supervision plan. 
  • Recommendations on selection and documentation of relevant best practices, success stories and other documents reflecting are given and documented. 
Consultancy Period

The consultancy will be for 3 months working days between 17 October 2016 till 17 January 2017.

Preferred Qualifications/Requirements:
  • MB.BS/MD or similar degree with 3-5 years relevant experience with international health and/or HIV/AIDS clinical programs which includes 3 years’ experience with HIV clinical managememnt and program planning 
  • MPH will be an additional advantage 
  • Familiarity and/or understanding of national HIV/AIDS clinical management policies and strategies, TREATALL policy of October 2016 from NACP 
  • Familiarity and understanding of the current PEPFAR priorities and standards for Tanzania including 90-90-90 epidemic control approach, differentiated care and PEPFAR COP16 guidance for Tanzania 
  • Familiarity and/or experience with integrated approaches in health service delivery preferred 
  • Skills in Microsoft Office 
  • High proficiency English speaker and writer 
  • Strong consultative skills and ability to work efficiently and effectively both autonomously and in teams 
  • Have strong attention to detail.

Aliyekuwa Katibu wa Bodi TRA amwanika aliyekuwa Mkurugenzi TAKUKURU

Aliyekuwa Katibu wa Bodi ya Wakurugenzi ya Mamlaka ya Mapato Tanzania (TRA), Mushengezi Nyambele, ameweka hadharani namna aliyekuwa Mkurugenzi Mkuu wa Taasisi ya Kuzuia na Kupambana na Rushwa (TAKUKURU), Dk. Edward Hoseah, alivyokula njama kuzuia makontena kadhaa yenye shehena yasilipiwe ushuru.

Nyambele, ambaye pia alikuwa Mshauri wa Sheria wa TRA wa kwanza, anaeleza jinsi Dk. Hoseah alivyodiriki kumchongea kwa Rais wa wakati huo, Benjamin Mkapa, baada ya kutofurahishwa na msimamo wake wa kutaka kodi stahiki za Serikali zilipwe.

Anasema: “Desemba 1996 nilijikuta ninakaimu kama Kamishna Mkuu. Desemba 24, 1996 nililetewa taarifa kwamba kuna makontena mawili ya nguo yalikuwa yatolewe kwenye bohari ya forodha Dar es Salaam kinyemela na wakala wa forodha, ambaye baadaye tuligundua kuwa ni rafiki wa karibu wa Edward Hoseah.

“Mpango wa kuyaondoa makontena hayo siku hiyo mchana ulizingatia ukweli kwamba wakati kama huo watu wengi wanakuwa katika pilikapilika za sikukuu, hivyo mzigo ungetoka ‘kilaini’.

“Wakala huyo alipanga kuuza nguo zilizokuwa kwenye makontena kama ujira wa kazi aliyokuwa amefanya kuyaondoa bandarini ili yasafirishwe kwenda kwa mwagizaji aliyekuwa anaishi Malawi.”

Anasema alitoa amri ya kuzuia kuondolewa kwa makontena hayo na mara baada ya Sikukuu ya Krismasi aliagiza maofisa wawili wa upelelezi wachunguze na watoe taarifa kamili juu ya mzigo huo tangu ulipowasili bandarini na sababu za kutosafirishwa kwenda Malawi ulikotakiwa kwenda.

“Kama sehemu ya uchunguzi wao, maofisa wale walikwenda kufungua makontena yale ili kuhakiki aina na kiasi cha bidhaa zilizokuwamo. Wakati wanajiandaa kuyafungua makontena yale, walizuiliwa na watumishi wa PCCB waliokuwa wametumwa na Edward Hoseah.

“Baada ya hapo Edward Hoseah alitumia ushawishi na hata vitisho kutaka makontena yale yaachiliwe na kukabidhiwa kwa wakala huyo, bila mafanikio.

“Baada ya kuona ameshindwa, aliandika barua kwa TRA akiagiza ikusanye kiasi cha Sh milioni 131.3 kama ushuru na kodi mbalimbali; jambo ambalo lisingewezekana kwa kuwa mali hiyo haikulengwa kutumiwa nchini mwetu,” anasema Nyambele.

Anasema wakati huo huo, iligundulika kwamba mwagizaji wa Malawi alikuwa amehama nchi na kwa vile alikuwa hakumlipa aliyetuma bidhaa zile, TRA ilipelekewa maombi ya kuruhusu mzigo urejeshwe Thailand ulikotoka.

“Wakati tunajiandaa kutoa kibali cha kurejesha mzigo ulikotoka, Edward Hoseah alipeleka taarifa kwa Rais Mkapa ambaye aliagiza vyombo vya dola kufanya uchunguzi na kumpelekea taarifa haraka.

“Tangu mwanzo, mimi nilikuwa na msimamo kwamba hakuna kodi iliyostahili kulipwa hapa nchini iwapo mzigo ungepelekwa Malawi au kurejeshwa ulikotoka, na huo msimamo niliuweka kwa maandishi.

“Nilipohojiwa na hao waliotumwa kufanya uchunguzi, nilisisitiza msimamo huo. Bahati mbaya Edward Hoseah alikuwa miongoni mwa timu iliyoundwa kuchunguza utata juu ya mzigo huo. Kwa hiyo, haikuwa ajabu kwa timu ile kuwasilisha taarifa ambayo iliegemea kukandamiza uongozi wa TRA,” anasema.

Anaongeza kusema: “Kwa bahati nzuri nilipata tetesi mapema na nilihakikisha kwamba Rais anapata ukweli wa sakata lile. Hatimaye alikubaliana na msimamo wa TRA na kuagiza watumishi wa PCCB waliokuwa wameingilia kazi isiyowahusu wapewe onyo.

“Malipo yangu kwa kazi ile ya kuzuia makontena yasichukuliwe na swahiba wake Edward Hoseah hayakuchelewa. Uamuzi wa Rais ulitoka mwisho wa Februari, 1998. Juni 3, 1998 nililetewa ilani ya kujieleza chini ya kifungu cha 8(1) cha sheria ya kuzuia rushwa, ilani hiyo ilitumwa “Kwa Bwana Nyambele, Mamlaka ya Mapato”. Haikuwa kwenye karatasi rasmi ya taasisi hiyo na inaelekea kwamba mwandishi alikuwa hana au hajui hata majina yangu yote.

“Inawezekana pia kuwa mwandishi alikuwa na haraka sana, hivyo hakujali kutumia karatasi rasmi au kuandika majina yangu yote. Ilani ilinitaka niorodheshe mali zangu zote ikiwa ni pamoja na fedha taslimu, fedha katika akaunti n.k na ‘nijieleze kiukweli na kiusahihi’ jinsi nilivyopata fedha kuniwezesha kupata mali hizo. Nilitakiwa kuwasilisha maelezo hayo katika muda wa siku 3 tangu nikabidhiwe ilani hiyo. Niliwasilisha majibu ya ilani hiyo katika muda niliopewa.”

Jitihada za kumpata Dk. Edward Hoseah ili kupata maelezo yake dhidi ya tuhuma hizi hazikuweza kufanikiwa. Gazeti la JAMHURI linaendelea kumtafuta.

Suala la Tegeta escrow account, waliochukua fedha wazilipe ama ni zigo la serikali?

Mzimu wa malipo ya zaidi ya Sh bilioni 300 kutoka kwenye akaunti ya Escrow, zilizokuwa Benki Kuu ya Tanzania (BoT) umeendelea kuigawa Serikali, baada ya baadhi ya maafisa wazito kutaka wamshauri Rais John Pombe Magufuli awaagize waliozichukua fedha hizo wazilipe, huku wengine wakisema ni zigo la Serikali.

Fedha hizo zilizotolewa mwaka 2013, zimeendelea kuwa mzimu kwani kwa sasa baada ya hukumu ya Mahakama inayoshughulika na migogoro ya uwezekaji – ICSID – yenye makao yake Washington DC, Marekani, inaonekana kuwa kaa la moto kwa Shirika la Umeme Tanzania (TANESCO).

ICSID imeitaka Tanesco kuilipa kampuni ya Standard Chartered ya Hong Kong kiasi cha dola milioni 148 (karibu Sh bilioni 320). Katika shauri hilo, Tanesco walikuwa wanawakilishwa na kampuni za mawakili za R.K. Rweyongeza & Co. Advocates na Crax Law Partners ya Tanzania, na ile ya Zurich, Kellerhals Carrard.

Afisa Mwandamizi wa Serikali ameiambia JAMHURI; “Kwa sasa tumewapa hoja wadeni wote dhidi ya Tanesco. Mara zote tulikuwa tunasema ndani ya akaunti ya Escrow kuna fedha zetu, sasa tumewapa PAP zote hoja kwamba kuna hela zetu imekufa kabisaaaa… wanatuhoji kuwa sasa tulikuwa tunakataa nini?

“Standard Chartered wanasema wao ni legal assignee wa IPTL. Sasa wamefungua kesi huko London wanapinga PAP kulipwa fedha hizo wakati kuna kesi ya msingi inayoendelea pale London wanadai zaidi ya dola bilioni 1 (karibu Sh trilioni 2.3). Kesi ni nyingi mno. Kuna kesi Standard Chartered wanapinga uamuzi wa Jaji (John) Utamwa katika Mahakama yetu Kuu …

“Polisi wanachunguza suala hili, PCCB wanachunguza, Ofisi ya Mwanasheria Mkuu inachunguza, hawa wanayo madai katika mikataba kadhaa ikiwamo Contract Guarantee, Implementation Contract na Power Purchasing Contract wanadai Serikali imetaifisha mitambo yao kwa kumpatia PAP zile fedha. Kimsingi ni shida tupu kwa sasa serikalini kuna vikao visivyoisha,” kilisema chanzo chetu.

Afisa mwingine aliiambia JAMHURI kuwa wapo wanaoona ikiwa Rais Magufuli atashikilia msimamo kuwa aliyechukua fedha hizo alipe, basi inaweza kujikuta anaingia katika ugomvi na Serikali iliyotangulia ya Rais Jakaya Kikwete kwani mishale mingi inaonekana kuelekea kwake.

Hadi sasa Serikali haijafikia uamuzi, ila JAMHURI inaweza kuthibitisha kuwa PAP waliingia mkataba na Serikali kuwa watalipa madai yoyote yatakayojitokeza baada ya kuwa wamechukua fedha hizo, basi mwisho wa siku msimamo wa Serikali utaendelea kubaki kuwa aliyelipwa fedha hizo ndiye aliyetakiwa kurudisha.

JAMHURI ilipowasiliana na Mwanasheria Mkuu wa Serikali, George Masaju, alisema kwa sasa hana la kusema kwani suala hilo linafanyiwa kazi katika ngazi mbalimbali.

Wiki iliyopita, Kaimu Mwenyekiti ambaye pia ni Mwanasheria wa Kampuni wa IPTL, Joseph Makandege, alinukuliwa na vyombo vya habari akisema kampuni hiyo, haiyatambui madai ya Benki ya Standard Chartered ya Hong Kong (SCB-HK) kama mdai na wala hawana haki kwa mujibu wa sheria.

Makandege alinukuliwa akisema, IPTL inaungana na Shirika la Umeme nchini (Tanesco) kukata rufaa katika Mahakama ya ICSID kwani hukumu iliyotolewa ina upungufu mwingi wa kisheria.

Licha ya uamuzi huo, Makandege anasema IPTL haikulipwa kwa kutumia viwango vya zamani bali walilipwa kutokana na umeme waliouuza kwa Tanesco na si vinginevyo.

“Benki ya Standard Chartered ya Hong Kong hawastahili kulipwa fedha na Watanzania kwani hawastahili kwa mujibu wa sheria nasi kama IPTL/PAP hatuwatambui na hawana haki ya kutuzungumzia. Na ndiyo maana wameamua kukimbia Mahakama zetu za ndani na kukimbilia nje, hawa wana msukumo wa mabeberu wenye nia ovu.

“Kwa uamuzi huu wenye utata uliotolewa na ICSID, ni wazi Standard Chartered walikuwa na nia ovu, ninasema hivyo kwa sababu tangu Septemba 5, 2013 suala hili liliamuriwa vizuri chini ya Jaji Utamwa (John) na IPTL ikashinda kesi na kutwaa uongozi.

“Lakini pia dai letu jingine tuliomba Mahakama Kuu itupe nafuu ya Standard kutulipa gharama kama fidia ya dola za Marekani bilioni 3.240, ambapo hata tuzo waliyopewa na ICSID eti wanataka walipwe dola za Marekani milioni 148 na kama wakitulipa fedha zetu, hata madai yao yaingia humo na bado kuna fedha nyingine inabidi watupatie sisi,” alinukuliwa Makandege.

Anasema licha ya Mahakama kutoa uamuzi, wataendelea kusimamia uamuzi huo wa kutomtambua mtu anayeitwa Martha Renju wala, Benki ya Standard Chartered ya Hong Kong.

“Sisi msimamo wetu kama IPTL/PAP tunasema hadharani kwamba hatuitambua Benki ya Standard Chartered ambao hawa kila wakati wamekuwa wakikimbia Mahakama zetu za ndani na kukimbilia nje na hata hukumu hii ya tuzo ina viashiria vya mabeberu.

“Tuzo husika waliyopewa ni dhahiri Standard Chartered ni batili kwa mujibu wa sheria. Wao ni kina nani hadi wakafungue kesi kwa niaba yetu. Hii ni kesi ya ngedere imepelekwa kwa nyani,” anasema Makandege.

Uamuzi wa ICSID

Hukumu iliyotolewa na ICSID inasema Mahakama hiyo inayo mamlaka ya kupitia upya uamuzi uliotolewa mwezi Februari 2014, kwamba Tanesco inaweza isilipe deni inalodaiwa na Benki ya Standard Chartered ya Hong Kong. Mahakama hiyo inasema deni inalodaiwa Tanesco, inaweza kutoa amri ya namna malipo yanavyoweza kufanyika.

Hukumu hiyo ambayo JAMHURI imepata nakala yake, inasema Mahakama imeamua kwamba kukokotolewa kwa bei kutatokana na kiwango cha faida (IRR) ya asilimia 22.31 kutokana na mkopo wa mbia.

“Kwa hiyo, pesa anayodaiwa Tanesco chini ya mkataba wa ununzi wa umeme, mpaka kufikia Septemba mwaka jana, ni dola za Marekani milioni 148.4… Mahakama imeamua kwamba kiwango cha riba kwenye kiwango kinachodaiwa chini ya mkataba wa ununuzi wa umeme lazima usizidi asilimia 4,” inasomeka sehemu ya hukumu hiyo.

Akizungumza na wazee wa Jiji la Dar es Salaam, Mwezi Desemba, 2014, Rais (mstaafu) Jakaya Kikwete, alisema; “Tangu Desemba, 2014 nilipoanza kazi baada ya mapumziko ya ugonjwa nilikabidhiwa taarifa mbalimbali kuhusu sakata hili. Tangu wakati huo nimekuwa nazisoma pamoja na kuzungumza na watu mbalimbali na kuagiza nipatiwe ufafanuzi wa mambo mbalimbali kutoka kwa wahusika.

“Mwaka 1998 Tanesco walifikisha kwenye Kituo cha Kimataifa cha Usuluhishi wa Migogoro ya Uwekezaji, London, malalamiko kwamba gharama za uwekezaji za IPTL ni kubwa mno kuliko kiasi halisi walichowekeza.

“Mwaka 2001, Kituo cha Usuluhisi kilifanya uamuzi wa shauri hilo. Madai ya Tanesco yalikubaliwa kuwa uwekezaji halisi uliofanyika ni dola za Marekani milioni 127 na siyo dola milioni 163.17 walizodai IPTL. Kutokana na kupungua huko kwa gharama za uwekezaji, tozo ya uwekezaji (capacity charges) nayo ilipunguzwa kutoka dola za Marekani milioni 3.6 kwa mwezi mpaka dola za Marekani milioni 2.6 kwa mwezi. Kituo pia kilitoa mwongozo kuhusu ukokotoaji wa tozo hiyo.”

Rais Kikwete aliwaambia wazee wa Dar es Salaam kwamba kwa jumla uamuzi wa Mahakama Kuu kuhusu akaunti ya Escrow na ushauri wa Mwanasheria Mkuu kwa Serikali wa kutekeleza uamuzi huo vimetiliwa shaka.

Akazidi kuwaambia wazee kwamba umeonekana kuwa haukuwa uamuzi sahihi na kwamba umeitia hasara nchi. Isitoshe uamuzi huo umeibua hisia za kuwapo harufu na vitendo vya rushwa. Wapo waliosema si bure iko namna! Wapo waliotaja majina na watu wanaodai wamepata mgawo wa Escrow, tena wengine wamechukua fedha kwa viroba, sandarusi na lumbesa.

“Bahati mbaya sana katika mjadala ilijengeka dhana isiyokuwa sahihi kwamba jambo hili lilianzishwa na maafisa hao wa Serikali kwa nia ya kujinufaisha wao binafsi. Ukweli ni kwamba uamuzi ulifanywa na Mahakama Kuu na kwenye Serikali ilikuwa utekelezaji wa amri hiyo.
