UNU-WIDER call for submission: Public economics for development

United Nations University World Institute for Development Economics Research (UNUWIDER) will organize a two-day conference on public economics for development, in Maputo, Mozambique on 5-6 July 2017.

We welcome submissions using both micro and macro analyses. Some examples of topics of interest include (but are not limited to):
  • The impacts of taxes and transfers on individual and firm behaviour (such as employment, savings, and investment) 
  • Tax avoidance and evasion, including international tax avoidance, and ways to combat them 
  • Normative analysis of the design of tax and spending policies 
  • The role of cash transfers in poverty alleviation 
  • The impacts of taxes, transfers, and the provision of public services on poverty reduction, the distribution of income and wellbeing more generally 
  • Analysis of behavioural interventions targeted to guide individuals’ decision-making

Overall Responsibility:

Under the guidance of the Monitoring and Feedback Coordinator, and as relevant of the LME Director, the LME Officer is responsible for overseeing and implementing the monitoring activities as articulated in the Twaweza monitoring plan, documenting lessons learned and communicating those within Twaweza, and in close consultation with the Monitoring and Feedback Coordinator at times outside Twaweza.

Specific Responsibilities
Oversee the implementation of the various monitoring studies commissioned as part of the Twaweza monitoring portfolio, working closely with the relevant implementing units and the Monitoring and Feedback Coordinator, and as relevant with LME Director.

Significantly contribute to developing and improving methods for monitoring that will produce (quantitative and qualitative) data relevant to Twaweza’s Theory of Change
Analyze monitoring data and translate creatively into well documented lessons, working closely with the Program Officers and Monitoring and Feedback Coordinator.

Promote learning from the monitoring work through active communication for both internal use, as well as an external audience (e.g., writing first drafts of Monitoring Briefs, writing blogs, etc.)

On a continuous basis liaise and collaborate with LME Director, particularly to provide monitoring data, reports, assessments, lessons, and other monitoring and feedback documentation as relevant to the evaluation portfolio.

Organize and oversee the implementation of the internal learning agenda in a creative and effective manner, including taking leadership in and management of the country-based learning sessions.


General Responsibilities

  • Successfully implement above responsibilities and assigned activities in work plans and budgets, consistent with Twaweza Policies.
  • Contribute effectively to planning, monitoring, reporting and information dissemination of Twaweza’s work.
  • Collaborate with Twaweza staff across units and countries in a spirit of mutual respect and cooperation to get things done.
  • Communicate your work through active use of internal platform (SalesForce), electronic calendar (Gcal) and being accessible on electronic chat (Skype) as per Twaweza requirements.

Core Qualifications & Competences
  • A Bachelor’s degree in a relevant field; a Master’s degree preferred;
  • At least five (5) years of relevant work experience;
  • Keen understanding of Tanzania’s political and social dynamics;
  • Demonstrated knowledge and practical application of monitoring approaches and methods (mixed methods preferable);
  • Demonstrated strong analytical and conceptual skills; proven data analysis skills (both quantitative and qualitative) a strong plus;
  • Excellent verbal, writing and communication skills in English;

CHIEF OF PARTY

POSITION DESCRIPTION:

IBTCI is currently seeking a Chief of Party (COP) to include in a proposal for the USAID/Tanzania Data for Development project. This four year project will provide services to support the improvement of data-driven decision-making, planning and implementation for the Mission, its implementing partners, and strategic local partners, including the National Bureau of Statistics and other Tanzania institutions.

RESPONSIBILITIES:

Responsible for providing management support and technical oversight of the project, the COP coordinates and collaborates with donor clients, implementing partners, and stakeholders. S/he will provide overall leadership and strategic direction for the activity and adhere to USAID, IBTCI and local rules, regulations, and standard operating procedures (including USAID FARS and ADS). S/he will deliver high-quality outputs in accordance with an agreed upon work plan and timeframe; manage a staff of senior experts; and manage financial and administrative resources. The COP will supervise the evaluation expert and the performance monitoring advisor to assure that all data collection and capacity building is driven by the demands of USAID and external partner decision-makers. The position is based in Dar-es-Salaam, Tanzania.

QUALIFICATIONS

Education: Must possess a graduate degree in management, organizational development, international development, economics, statistics, or a related field

Required Experience:
  • More than eight years of demonstrated experience in enhancing performance monitoring, evaluation, and/or data use for decision-making.
  • Experience of progressive responsibility managing or implementing complex international development programs and projects (workplan preparation and implementation, logistics, budget preparation and tracking, staffing, reporting and meeting deliverables) funded by USAID.
  • Capable of high-level analyses and supporting Mission senior management in broad-gauged and big picture planning.
  • Strong communication, writing and interpersonal skills.
  • Fluency in speaking, reading, and writing English is required and Kiswahili language skills are also desired.
