HDIF will catalyse the development and testing of new models of service delivery, the use of new technologies, the involvement of new providers and the establishment of new partnerships, with a focus on the private sector and public-private partnerships.

The Strategic Partnership Advisor is responsible for coordinating key strategic relationships outside of the HDIF grants portfolio and leading our strategy to share evidence and learning from the programme with partners and stakeholders. Inspire
  • Support the Communications Specialist to design, implement and refresh HDIF's Communications Strategy
  • Support the Communications Specialist on implementation of inspire activities to support HDIF's Gender and Digital Approaches
  • Line management and ongoing support and direction to the Communications Specialist Catalyse
  • Identify COSTECH collaboration opportunities and planning activities including joint forums and events to bring key stakeholders for dissemination sharing of evidence and learning from the programme
  • Support the implementation of digital and gender approach activities with grantees - such as capacity building, trainings, dissemination of resources (via PMs and TAs) and onboarding of grantees Transform
  • Coordinate regular (weekly or bi-weekly) sub-team meetings on innovation ecosystem and evidence-based policy activities
  • In collaboration with the Team Leader, coordinate the Donor Partner Group - Innovation & Technology (DPG-IT) meetings and strategic engagements with the DPG IT members
  • Support implementation of HDIF's Knowledge Management strategy and lesson learning around three key themes; gender, digital and the innovation ecosystem, working closely with the Communications Specialist, MEL and Technical Manager. This involves:
  • Working with the MEL and Technical Manager to identify learnings, and input on development and review of knowledge products to support the KM Strategy
  • Conducting field visits to identify and document learnings to support the Knowledge Management strategy
  • Planning and implementation of events and other stakeholder engagements to disseminate learnings that align with key learning themes. This includes event content planning, identifying participants and participant groups, facilitation of events, oversee documentation and reporting of the event
  • Identifying and cultivating relationships with key policy makers and funders to disseminate HDIF's evidence and learnings through events and communications platforms
  • Oversee development of gender and digital toolkits and resources and plans for inducting existing grantees and Round 3
  • With support from the Technical Manager & Director for Finance & Administration, manage inputs from consortium and consultants to deliver the KM strategy, including identification of needs, agreeing on roles and inputs, inputting on development and renewal of TORs and contracts
  • Relevant University Degree (Business Management, Economics, Social Sciences, etc), preferably at postgraduate level;
  • At least 5 years' experience in developing strategic partnerships working with senior level development partners, funders and government stakeholders
  • Strong knowledge of development issues, especially related to one or more of the following; Innovation, Health, Education, Water and Sanitation (WASH), Gender and Development

  • Fluency in written and oral communication skills in English is essential
  • Negotiation and problem-solving skills.
  • Excellent networking and representation skills at high-level meetings and events with government and funders.

Maelezo ya Zitto Kabwe 2017 mbele ya Kamati ya Bunge ya Haki, Maadili na Madaraka ya Bunge

Uhuru Wangu wa Maoni Ulilenga Kulinda Uhuru, Haki, Hadhi na Heshima ya Bunge


[Maelezo ya ndugu Kabwe Z. Ruyagwa Zitto (Mb), mbele ya Kamati ya Bunge ya Haki, Maadili na Madaraka ya Bunge].


Mheshimiwa Mwenyekiti wa Kamati,

Mnano tarehe 13 Septemba, 2017 nilipata wito wa kufika mbele ya Kamati yako kutoa ushahidi wa masuala mbalimbali. Nilipata wito husika saa nane na dakika 40 mchana, nikitakiwa kufika mbele ya kamati yako, hapa Dodoma saa saba mchana siku hiyo hiyo.

Nililetewa wito huo na RCO Mkoa wa Kigoma nikiwa kwenye kikao cha Baraza la Madiwani la Manispaa ya Kigoma Ujiji. Sikuweza kufika, isingewezekana katika mazingira hayo niwe na uwezo wa kusafiri kutoka Kigoma na kufika mbele ya kamati yako hapa Dodoma. Kwanza muda ulishapita, lakini hata taratibu za kiusafiri pamoja na umbali kati ya Kigoma na Dodoma hazikuwezesha Jambo hilo.


Siku iliyofuata nilipata ajali, ambapo nyumba yangu iliwaka moto wakati nikiwa njiani kwenda Nairobi kumuona mbunge mwenzetu mgonjwa, ndugu Tundu Lissu. Jana tarehe Septemba 20, 2017 nikiwa natokea Kigoma ili kuja kwenye Kamati nilikamatwa na Polisi ili kufikishwa mbele ya Kamati yako.

Leo nimefika mbele yenu na nitajibu wito wenu kama ifuatavyo:

A: Kwamba maoni yangu kwenye mtandao wa Twitter kuwa "Bunge siku hizi ni Idara ya Tawi la Utawala" yanadhalilisha Mhimili Wa Bunge.

Maneno hayo ni ya kwangu na nimeyatoa kama raia wa Tanzania. Ninaamini kwa dhati kuwa Bunge la Kumi na Moja limekuwa likifanya kazi kwa kuingiliwa na Serikali chini ya ndugu Rais John Pombe Magufuli.

Maneno na vitendo vya Rais yanaashiria kuwa Bunge halina Uhuru wake, na mimi kama Mbunge nina wajibu wa kuonyesha kutopendezwa kwangu na hali hiyo. Nina mifano kumi (10) kuthibitisha maelezo yangu hayo kama ifuatavyo:
  1. Kuzuiwa kwa "Bunge Live" kwa kisingizio cha kupunguza gharama za uendeshaji wa mhimili wa Bunge, wakati Mikutano yote ya mhimili wa Serikali, hasa ya Rais ikirushwa live (mubashara) ni dalili ya wazi ya kufifisha sauti ya Bunge na kupandisha sauti ya serikali. Hata vituo binafsi ambavyo vilipanga kurusha bunge Live bila malipo (na hivyo kutokuwa na gharama) vilizuiwa, lakini vinarusha Live mikutano ya Rais.
  2. Kitendo cha Uongozi wa Bunge kurudisha serikalini shilingi Bilioni 6 bila ridhaa ya wabunge kwa kisingizio kwamba zimebaki kutokana na kubana matumizi. Hii ni dalili ya wazi ya Bunge "kujipendekeza" kwa serikali. Wakati Uongozi wa Bunge ukirejesha kiwango hicho cha Fedha, kuna taarifa kwamba kamati nyingi za Bunge zinashindwa kutekeleza wajibu wake kwa sababu ya ukata.
  3. Maelekezo ya mhimili wa Serikali kwa mhimili wa Bunge, kupitia maagizo ya Rais Magufuli kwa Spika Ndugai kuwa "Awashughulikie wabunge" (kwa kuwafukuza bungeni) aliowaita "waropokaji" ili waje wazungumze nje ya Bunge na yeye Rais (Serikali) apate nafasi ya kuwashughulikia. Kauli hii ya Rais aliyoitoa wakati akipokea Ripoti ya Prof. Osoro kuhusu Mikataba ya Madini, Juni 12, 2017 inaonyesha picha iliyo dhahiri kuwa Bunge linapokea Maelekezo kutoka Serikalini ya kuwadhibiti wabunge hasa wanaoiwajibisha serikali. Na hatuwahi kuliona Bunge likiyakana maelekezo hayo ya Rais kwa Spika.
  4. Kitendo cha Bunge kuhariri hotuba za kambi ya upinzani kwa kushinikiza kuondolewa kwa vipengele vinavyoikosoa Serikali. Mathalani, Wakati wa Bunge la Bajeti, hotuba ya Msemaji wa Kambi ya upinzani wa Wizara ya Mambo ya Ndani, ndugu Godbless Lema, iliamriwa kuondolewa maneno yanayohusu kashfa ya Mkataba wa Lugumi, kumhusisha Rais na kuuzwa kwa nyumba za Serikali, Mauaji ya wanasiasa, pamoja na Bunge kulinda wahalifu. 
  5. Kauli ya Rais Magufuli ya Novemba 4, 2016 akizungumza na wahariri wa vyombo vya habari kuwa "mzizi wa mhimili wa serikali ni mrefu zaidi kuliko mihimili mingine" mara baada ya kuulizwa juu ya matumizi ya Serikali Nje ya Bajeti iliyoidhinishwa na bunge, unaonyesha dhahiri fikra ya Rais na Serikali yake juu ya ukuu wa mhimili wa Serikali dhidi ya Bunge. 
  6. Kitendo cha Ripoti ya Kamati ya Bunge ya Tanzanite na Almasi kusomwa nje ya Bunge na kuwasilishwa kwa Waziri Mkuu na Rais bila kuwasilishwa na kujadiliwa Bungeni ili kuwekewa azimio la Bunge. Kitendo hiki kinaifanya Kamati hiyo kuonekana kuwa ya Serikali badala ya Kamati ya Bunge.
  7. Kauli ya Rais kuwa Spika alimpigia simu kumuuliza juu wajumbe wa kuwaweka kwenye Kamati za Bunge za Tanzanite na Almasi inaonyesha dhahiri kuwa Spika anafanya kazi kwa maelekezo ya Rais. Na Bunge na Spika hawajawahi kuikana kauli hii ya Rais.
  8. Kwa mara ya kwanza kwenye Historia ya Nchi yetu tumeshuhudia Mbunge akishambuliwa kwa risasi wakati Mkutano wa Bunge ukiwa unaendelea. Haijapata kutokea katika historia ya Bunge letu, Wabunge kukamatwa hovyo mbele ya mageti ya Bunge na kusafirishwa usiku usiku bila hata Spika kujulishwa kama taratibu za Mabunge ya Jumuiya ya Madola zinavyotaka. Kitendo cha 'Watu Wasiojulikana' kummiminia risasi zaidi ya thelathini Mbunge wa Singida Mashariki, ndugu Tundu Lissu, wakati akitokea Bungeni, tena kwenye makazi yake, ambayo kwa mujibu wa sheria ni sehemu ya Bunge, ni dharau ya hali ya juu kwa Mhimili huu. Ni tukio linalolenga kuliziba mdomo Bunge. Makala yangu ya Nani alitaka kumwua Tundu Lissu (kwa lugha ya Kiingereza) naiambatanisha katika maelezo yangu haya. 
  9. Kitendo cha Serikali kutowasilisha 'Taarifa za Utendaji wa Robo Mwaka' kwenye Kamati ya Bunge ya Bajeti kama inavyotakiwa kwa mujibu wa Sheria ya Bajeti ya mwaka 2014 ni dharau kubwa kwa Mhimili wa Bunge. Ni dharau zaidi kwamba Serikali ilileta Muswada wa sheria kuondoa kifungu kinacholazimisha Waziri wa Fedha kutoa Taarifa hizo, na Bunge kupitisha kuwa Sheria, hivyo kuondoa kabisa Uwajibikaji wa kibajeti wa Serikali ndani ya Bunge, hivyo kudunisha hadhi ya bunge.
  10. Bajeti ya Bunge kutowekwa kwenye Mfuko wa Bunge kwa mujibu wa sheria, na Spika kutakiwa kuomba vibali vya safari za Wabunge kwa Mkuu wa Tawi la Utendaji (Serikali) ni maelezo tosha kuwa Bunge ni Tawi la Utendaji na sio Mhimili unaojitegemea. 
Ninayo mifano mingine mingi tu ya kuonyesha kama ushahidi wa jambo hili, kwa sasa hiyo 10 naomba itoshe.

Kwa mujibu wa Katiba ya Jamhuri ya Muungano wa Tanzania, nchi yetu ina mihimili mikuu mitatu ya dola ambayo ni Serikali, Bunge na Mahakama. Katiba na Sheria mbalimbali za nchi zimewekwa kuhakikisha kila mhimili unafanya kazi kwa uhuru bila kuingiliwa na mhimili mwingine. Kikatiba, mbali na wajibu wake wa kutunga sheria, Bunge lina wajibu wa kuisimamia serikali. Kwa lugha nyingine, katika utekelezaji wa majukumu yake, Bunge ni "Kiranja" wa kuibana na kuisimamia Serikali.

Tangu kuingia madarakani kwa serikali ya awamu ya tano, kumekuwepo na kauli na matendo ya viongozi wa serikali na Bunge yanayoashiria uelekeo wa serikali kuminya na kuingilia uhuru wa Bunge. Baadhi ya vitendo hivi vimefanywa hata na Rais wa Jamhuri ya Muungano wa Tanzania. Kwa kutambua wajibu wangu katika kulinda heshima, uhuru, hadhi, haki, ufanisi na madaraka ya Bunge katika kutekeleza majukumu yake, mara kadhaa nimekumbusha na ilipobidi kuonya ndani na nje ya Bunge dhidi ya vitendo hivi.

Maoni yangu yaliyonifanya niitwe hapa, pamoja na Mifano kumi (10) niliyoitoa hapo juu vinaonyesha wazi nia yangu njema ya kuonya na kutaka kulindwa kwa hadhi, heshima, haki na madaraka ya Bunge letu tukufu. Naamini bunge lilipaswa kunipongeza ni kunishajiisha kwa kazi hiyo, na si kinyume chake ninapotuhumiwa na kuletwa mbele ya Kamati yako kuwa nimelidhalilisha bunge pamoja na spika wa bunge. Jambo hili litavunja morali ya wabunge kutetea hadhi ya bunge letu.

Wewe ni miongoni mwa wazee ninaowaheshimu sana hapa nchini, nilivyo sasa kwa kiasi kikubwa ni sehemu ya malezi yako kwangu hapa bungeni, umeshiriki kunifinyanga niwe mbunge imara kwa busara na hekima zako, pamoja na kunipa ujasiri wa kuisimamia kutokana na uzoefu wako. Nakutambua kama muumini wa Siasa ya Ujamaa na Kujitegemea, iliyotangazwa kupitia Azimio la Arusha. Napenda ninukuu sehemu ya Azimio la Arusha kuhusu Uhuru wa mawazo. Azimio linasema "kwamba TANU inaamini: kila Raia wa Tanzania ana haki ya Uhuru wa Mawazo..."

Napenda kusisitiza kuwa kama Mtanzania ninao Uhuru wa Mawazo na Maoni, hiyo ni kwa mujibu wa Katiba yetu, Ibara ya 18. Kitendo cha mimi kuitwa mbele ya Kamati yako kwa maoni yangu haya, naamini ni mwendelezo wa kufinywa kwa haki na uhuru wa mawazo na maoni ya raia.

Mimi kama mtanzania ninaruhusiwa kuwa na maoni yangu, na pia nina haki ya kutoa maoni yangu hayo. Kunituhumu kwa maoni yangu binafsi kuwa yanavunja heshima, hadhi, haki na mamlaka ya bunge, na kuwa maoni yangu hayo ni kulidhalilisha Bunge na Spika si sahihi kabisa, ni uonevu dhidi yangu, ni ukiukwaji wa Katiba ya Jamhuri ya Muungano wa Tanzania, ni kinyume na Haki za Binadamu, hasa kwa kuwa mifano hiyo 10 niliyoitoa imeonyesha usahihi wa maoni yangu hayo.

Maoni yangu yalilenga kulinda hadhi, haki, heshima na madaraka ya bunge letu tukufu. Ni maoni yaliyolenga kulinda heshima ya spika, ili azitumie nguvu alizonazo kwa mujibu wa Katiba na Kanuni za Bunge kulinda heshima na hadhi ya Bunge isiporomoke, ni maoni yaliyolenga kuonyesha imani niliyokuwa nayo juu yake (Spika), ni maoni yaliyolenga kulizindua Bunge juu ya hali ya kukosa mshawasha/msisimko ambao Watanzania wameuzoea.

Tafsiri kuwa maneno yangu kuwa Spika hajafikia viwango vya Maspika waliotangulia kabla yake kuwa ni kumdharau si sahihi. Maoni yangu hayakulenga kuonyesha dharau, bali yalilenga kutaka Bunge liyalinde yale mambo mazuri yaliyosimikwa na Maspika hao wa nyuma katika kuisimamia Serikali.

Jambo hili (la kutaka kuendelezwa na kulindwa kwa mambo mazuri ya maspika wa nyuma yaliyoimarisha hadhi ya Bunge) ni ahadi ya Spika wetu, ndugu Ndugai, wakati wa kikao maalum cha Bunge cha msiba wa Spika wa Bunge la 9, ndugu Samuel John Sitta. Hivyo ni dhahiri, mimi kukumbushia ahadi hiyo ya Spika mwenyewe haiwezi kwa namna yoyote ile kuwa ni kudhalilisha Bunge na kumdhalilisha Spika, bali kitendo cha kuitwa hapa mbele ya kamati yako kwa maoni yangu binafsi nje ya bunge, maoni yaliyolenga tu kukumbushia ahadi husika, hakika kinalidhalilisha Bunge na Spika wa Bunge

Kuona mawazo huru haya yangu kuwa ni kudhalilisha Bunge si sawa. Ni kinyume kabisa na misingi ya TANU iliyoasisi Utaifa wetu, ni kinyume na Utanzania wetu. Wananchi wangapi wataletwa mbele ya Kamati yako kuhojiwa kwa kutoa maoni yao juu ya hadhi ya mhimili wa Bunge?

Imani yangu ni kuwa, Hadhi, Heshima, Haki na Madaraka ya Bunge haitotokana na kuhoji wanaotoa maoni juu ya mwenendo wa bunge, kutumia maguvu ya Jeshi la Polisi, wala vitisho vya Kiongozi wa Mhimili wetu huu dhidi ya wabunge, bali ni mwenendo wake wa kuisimamia Serikali mbele ya umma ndio utakaojenga hadhi, heshima, haki na madaraka ya Bunge kwa wananchi.

Iwapo Bunge litaendelea kuwa 'paraded ' Ikulu kila wakati na kupewa maelekezo na wakati mwengine kusimangwa na Serikali, kupitia Rais, umma utaona sio Bunge lao bali ni Tawi tu la Serikali, na kamati yako itakuwa na kazi ya kuita maelefu ya Watanzania.
