The market for priority health products and services in Tanzania is characterized by a high level of government and donor interventions. Recent assessments funded by the Gates Foundation, UN Population Fund (UNFPA), and USAID have highlighted the degree to which condom programs rely on commodities donated by international actors such as USAID and the Global Fund. This increased reliance on subsidies in the condom market places its sustainability in jeopardy if donors make sudden changes to their donation programs.

The use of total market approaches (TMA) can help address these concerns. A TMA typically refers to efforts to coordinate strategies and investments across donors and public and private health sector actors to increase the equity, efficiency and sustainability of health markets. USAID/Tanzania engaged with the SHOPS Plus project to support the implementation of TMAs for condoms in collaboration with the Ministry of Health, Community Development, Gender, Elderly and Children (MOH-CDGEC) and other key stakeholders.

Abt Associates Inc. (Abt) invites qualified organizations with expertise in qualitative research to submit a technical and cost proposal for the provision of qualitative data collection (focus group discussions), translation, and transcription that will be used by Abt’s SHOPS Plus project to inform total market approaches (TMAs) for condoms in Tanzania. Preference will be given to firms who can demonstrate that they can implement focus group discussions (FGDs) on family planning topics with cost-efficiency. Experience implementing market research related to health, and specifically family planning, is a plus.

  • All responses to questions will be issued to Offerors as an amendment to this RFP no later than 5:00 pm EAT April 24, 2018
  • Interested parties should submit their final proposals no later than 5:00 pm (EAT) May 1, 2018
  • The ceiling amount for this award cannot exceed TZS45 million (inclusive of taxes).

SHOPS Plus: The Sustaining Health Outcomes through the Private Sector (SHOPS) Plus project in Tanzania is a five year (March 2016 – September 2020) initiative to increase the use of priority health products and services for family planning (FP), HIV, and malaria. The SHOPS Plus project strives to do this by strengthening the capacity of the private sector, improving the enabling environment for private sector provision of health products and services, and facilitating implementation of total market approaches within Tanzanian institutions.
