Job Description

Louis Berger is seeking a Chief of Party for a USAID-funded, multi-sector architecture and engineering (A&E) infrastructure program in Tanzania. The program will support ongoing and future requirements for infrastructure design, tendering support, construction management, and community engagement in the power, water, and transportation sectors. The Chief-of-Party will be responsible for all technical aspects of project performance as well as related management requirements such as procurement, personnel, reporting and financial administration. Specifically, the COP must:

  1. Be responsible for ensuring effective and efficient performance for all aspects of the project and ensuring systems are established and maintained and adequate resources are applied and managed so that all requirements for cost control, quality standards and schedules are met;
  2. Serve as the single point of contact with the client and home office QA Chief;
  3. Select and provide technical and administrative direction as well as support all technical experts carry out technical requirements; and
  4. Ensure quality and control methods in a consistent and transparent manner for all tasks.

Minimum Qualifications:
The following minimum qualifications are preferred:

  1. Twenty-one years of professional experience with at least 10 years of experience as a senior project manager for an organization;
  2. A bachelor’s degree in engineering, architecture, construction management or other relevant degree with commensurate professional experience and Master’s degree is preferable;
  3. Professional Engineer (PE) registration (or equivalent) preferred;
  4. Five years of professional experience managing A&E design projects and/or providing construction management services in Tanzania or Sub-Saharan Africa;
  5. Demonstrated high level organizational, communication, leadership, problem-solving and time management skills;
  6. Eligible to work throughout Tanzania; and
  7. Fluent in English.

Human Resource management

  • Support Head of Office in all HR related issues;
  • Directly supervise 4 staff members
  • Implement HR policies and ensure their consistent application;
  • Monitors changes in labour law and in its application;
  • Participate in evaluation of HR needs and in the annual compliance exercise;
  • Follow-up on HR administration (leave balance, medical bills, individual files, contracts and extension)

Financial management

  • University Degree in Accounting / Finance / Business Administration / Human resources or equivalent from a recognized university;
  • Must have a Professional Accountancy Qualification CPA, ACCA;
  • Perfectly fluent in English and Swahili languages, written and spoken;
  • Perfectly conversant with computer skills, including Excel, Word;
  • Knowledge of accounting software e.g. SUN System etc is an asset;
  • Conversant with HRM practices and good knowledge of labor law / employment market;
  • Minimum 3 years of relevant experience in a similar field and as F & A manager;
  • Previous working experience with NGO’s or international organization is an asset;

Job: Chief of Party, Tanzania Malaria Surveillance and Monitoring (TMSM)

PATH is seeking a Chief of Party for USAID’s Tanzania Malaria Surveillance and Monitoring (TMSM) Cooperative Agreement. The Chief of Party position is 'key personnel' and must meet or exceed the qualifications listed below and specific responsibilities include but not limited to:


  • Lead the development and execution of the overall project strategy, work plan, and achievement of expected project results.
  • Directing and monitoring implementation of activities within the work plan, ensuring that activities meet PATH standards, effectively implemented, and fulfill USAID and PATH requirements.
  • Overseeing all technical assistance and administrative support activities under the program.
  • Ensuring the timely, complete and accurate submission of all performance reports and responses to donor requests on performance, success stories, challenges and financial information of the program.
  • Ensuring compliance with all donor-related, PATH, and program-specific policies.
  • Liaising with donor personnel, and project team to support program implementation.

Required Experience

  • Master’s Degree in public health, social sciences, international development, or a related field.
  • Five years senior level management experience in the design, implementation, and management of programs of similar size, complexity, and setting.
  • Demonstrated experience in institutional strengthening approaches.
  • Demonstrated leadership skills and experience in building and maintain productive working relationships.
  • Proven record of building teams and fostering collaboration to achieve program goals, meet program milestones, and produce quality program results.
  • Knowledge of U.S. government health initiatives and related reporting requirements and funding parameters.
  • Exceptional English written and oral communication skills; Swahili preferred.
  • Relevant experience in East Africa is preferred.
