he Country Director leads the PCI/Tanzania team and ensures all of our work contributes to quality outcomes and a strong reputation for excellence in both programs and operations. The Country Director serves as the strategic leader and senior representative for PCI Tanzania. S/he will lead the design and implementation of new resource mobilization and partnership strategies to produce innovative and diversified funding streams for PCI Tanzania. S/he leads the organization’s diverse program portfolio, including interventions in education, agriculture, health, school feeding, and pastoralist communities.

The primary leadership responsibilities of the Country Director include strategic partnership development, resource mobilization, and liaising with relevant ministries, donors, partners, and other national and international agencies and stakeholders. S/he ensures quality program design and implementation, overall financial management, coordination of implementation partners, development of new cutting-edge programs, and human capital management.

Job: Institutional Capacity Building Specialist - Bariadi, Tanzania

This full-time position located in Tanzania will provide assistance to the Capacity Specialist Leader and shall be responsible for the design and implementation of a (human resource) capacity building and training program, coordination with the client and its partner stakeholders, design and implementation of an institutional strengthening activity. The individual will provide regular progress updates to the Project Manager and Capacity Building Leader and alert, ahead of time, should the capacity building and/or institutional strengthening plans be falling short of expectations and goals. The individual will be responsible for monitoring progress of the plans and adjusting accordingly. Client and stakeholder meetings will be frequent and often be outside of the capital city, thus requiring up-country travel. Other responsibilities may include:
  • Work closely with training specialists and relevant technical specialists to undertake capacity development assessment for client in areas such as project management, procurement, financial management, environmental mitigation, operations and maintenance of urban infrastructure, and other relevant training areas.
  • Coordinate, manage and provide guidance to agreed-upon capacity building programs.
  • Prepare designs for the conduct of training programs, workshops, seminars and on-the-job trainings, as needed, in accordance with the capacity development plan.
  • Assistance in curriculum development and procedures for selection of appropriate training participants.
  • Develop and carry out performance evaluation system, including pre- and post-training assessment analysis and impact.
  • Assist/advise in identifying relevant training institutions and human resources development centers including qualified resource persons to be engaged for training programs for the project, and beyond.
  • Strict adherence to CDM Smith's policies such as: anti-corruption, safety and quality.

This project, the Tanzania Infrastructure Support Activity (TISA) – a task order under the USAID Architect and Engineering (A&E) II IDIQ – has the objective of providing professional architecture and engineering (A&E) technical services to assist USAID/Tanzania on its multi-sector infrastructure portfolio. The professional engineering consulting services support USAID/Tanzania, Power Africa, and the Government of Tanzania’s (GoT) infrastructure priorities in the areas of: a) power, b) transportation, and c) water/irrigation projects. TISA is expected to include the completion of pre-feasibility and feasibility studies for hydropower and transmission main projects, construction supervision of irrigation scheme rehabilitation activities, technical assistance related to upgrades of Tanzania’s rural road network, on-call engineering services in the related sectors, as well as overall institutional capacity building support to Tanzanian counterpart organizations.
