Tanzania represents one of the countries with the fastest growing urban agglomerations in Sub-Sahara Africa. This leads to substantial bottlenecks in urban service provision, especially in the provision of water supply and sanitation services to the population living in low-income areas (LIAs).

The primary objective of this baseline study is to collect and analyze data related to the provision of improved water and sanitation services in LIAs in 19 regional urban centres and Dar es Salaam. The study will assess the demand side as well as the supply side of service provision to the poor with the objective to:

Provide the Ministry of Water and Irrigation (MoWI) and the Energy and Water Utilities Regulatory Authority (EWURA) with detailed information on service gaps to give guidance on and better target investments mainly coming from the Water Sector Development Program (WSDP) towards necessary extension of service provision into poor areas.

Provide EWURA with information on small-scale service providers to develop an adequate regulatory approach.

The timeframe for the baseline study is 14 months (60 weeks) starting in October 2009.

Key consulting input is required to locate and identify each LIA separately and survey residing population and small-scale private operators using questionnaires/tools developed in Kenya for a similar data collection exercise.

Contracting authority is GTZ (Deutsche Gesellschaft für Technische Zusammenarbeit GmbH) in cooperation with the Energy and Water Utilities Regulatory Authority (EWURA) and the Ministry of Water and Irrigation (MoWI) in Tanzania.

Job description:
The international Team Supervisor will be part of a comprehensive and complementary Consultant Team consisting of international, regional and Tanzanian national long- and short-term experts.

The Team Supervisor will guide and coordinate the Consultant Team. He/she will be responsible for the quality and timely delivery of all outputs as well as the recruitment of field staff. He/she will serve as the permanent contact person for the Tanzanian partners as well as GTZ. He/she will inform and establish contacts with all relevant government organs and private entities such as Water Service Providers, local authorities, etc. Furthermore, he/she will provide anchorage of the exercise and the output data to the GTZ/EWURA/MoWI.

The Team Supervisor should be a professional engineer, economist / socio-economist or business manager with a minimum of 10 years experience in the field of water and sanitation.

He/she should have sufficient experience in commercial and technical aspects of WSS particularly service provision to the urban poor. Considerable experience in conducting baseline and/or socio-economic studies in the water sector is a requirement. This includes the development of appropriate tools, coordinating large field teams, data collection in the field, database development, data entry as well as data analysis. He/she must be well acquainted with the most commonly used methodologies for such surveys.

He/she should have proven management experience and communication skills.

Furthermore, he/she should have regional experience (Sub-Sahara Africa). Proven work experience in Tanzania or in similar situations to those in Tanzania is an advantage.

Fluency in English, good computer and report writing skills. Kiswahili is a plus.

Under the supervision of the Regional Coordinator the Desk Officer's responsibilites will include:

A. Regional team membership
1.Work within the Regional Team to assist the team members to provide financial, program development, fund raising, recruitment and technical oversight, input and supervision;

2.Work with members of other IMC departments who are not assigned to the Regional Team but who provide programming, logistical, legal, security, human resource and communication oversight, input and/or supervision, including IMC-UK.

B. Regional program management
Working under the supervision of the Regional Coordinator and with the Regional Team:

1.Backstop the daily operations of the country programs to ensure continuance through appropriate response to context changes, mission, program, and beneficiary needs, donor positioning, lessons learned, and best practices;

2.Facilitate compliance with internal and external regulations, all applicable laws, and contractual obligations, in consultation with Legal;

3.Facilitate timely and adequate cooperation with Legal regarding review and approval of agreements (MOUs, contracts, etc.);

4.Manage timely and proper reports (internal, financial, donor, special and other) and their flow within and without IMC including IMC-UK including review, analysis, and compliance with deadlines;

5.Act as liaison for the country programs with IMC internal departments, advocating for the needs of the program within IMC;

6.Manage MOU and contract review and approval process; follow IMC legal procedures;

7.Perform regular program evaluation to ensure that objectives are being achieved and quality is maintained;

8.Assist in developing and implementing regional and country strategies; provide feedback on identified country program directions;

9.Perform problem solving and mitigation as needed;

10.Coordinate communications between all IMC departments, including headquarters offices and the field; maintain open lines of communication with field staff ensuring that country programs are properly briefed on IMC's mission, goals, and capacity;

11.Assist in new program and new mission start-up as appropriate.

C. Program design and development
Working under the supervision of the Regional Coordinator and with the Regional Team:

1.Using the country strategies as a base, manage ongoing program development and design. This will include identification of needs; identification of donors, donor priorities, and donor opportunities; and program design;

2.Assist in the proposal process, which may include proposal writing, editing and proofreading, coordination of IMC departments, technical input, preparation for submission, submission, following through the approval process, and assisting in start-up activities;

3.Expand IMC horizons and ensure sustainability through the use of new funding mechanisms, new program concepts, and the adaptation of new program techniques using consultants as necessary;

4.Participate in exploratory missions/assessments both within and without current country missions.

D. Supervision
Working under the supervision of the Regional Coordinator and with the Regional Team:

1.Facilitate human resource oversight of country teams including administration matters, mentoring, coaching and identification and resolution of problems, concerns, legal issues, and conflicts;

2.Assist in identify staffing needs, interviewing applicants, and orienting new country mission staff, including consultants following appropriate IMC procedures;

3.Visit the country missions regularly for management and operational assessment; Coordinate visits to the mission by Regional Team members and others;

4.Communicate regularly with mission staff, especially the country director;

5.Be accessible to mission staff;

6.Assist in the provision of applicable training of new and current staff through the identification of staff training needs and training opportunities and through ongoing training in IMC policies and procedures;

7.Provide leadership, guidance and promote professional working relationships with all IMC departments to IMC staff members.

E. Representation
Working under the supervision of the Regional Coordinator and with the Regional Team:

1.Have a thorough understanding of the mission and regional contexts;

2.Maintain substantial relationships with donors and partners (governmental, NGO, and companies) both current and potential;

3.Raise the profile of IMC, its work and country missions through active participation in Interaction forum, conferences, workshops, outreach events, and communication opportunities;

4.Document all contacts;

5.Represent IMC as well to the field and mission;

6.Serve as advocate for the missions.

Things are spiraling out of control. I think I have become lost in a world of electronic madness.

One of my sons informed me this week that my cell phone has become obsolete and I must head down to the Cell Phone store and get a phone that is contemporary with the time.

I pointed out that the fancy Razr/Slim line phone with camera built in that he made me trade my perfectly good flip-top Motorola cell phone for two years ago still works perfectly fine. Well, except for the camera thing. Never could figure that out... Even the few times I actually did take pictures I couldn't figure what to do with them and gave up. That is except when I would push the wrong button and take a video of the ceiling or my feet.

Seems the issue is that I am unable to text with the tiny little 3 character buttons. "Hi, son," would come out looking like, "Gh Qmo." My grandkids have even spoken to me about my crazy text messages. Give me a
break. What ever happened to actually talking on a phone? Isn't that what they were invented for? They want me to get one of those phones that you can turn upside down and sideways and has a typewriter keyboard with keys about one-eighth the size of my pinky finger. One of my four sons is a realtor whose real occupation is fly–fishing.. "Way to go, son." Or in my text language, "Xbz um Io, rmo."

We were floating the Yakima River in his guide quality drift boat south of Ellensburg , Washington . We were miles from anything remotely resembling civilization. Rock canyon walls were on either side of us. Bear with me as I try to explain this strange thing. His "Blackberry" rang. It was blue and I asked him why it wasn't called a Blueberry. He shook his head with that ˜dealing with an elder" despair look I get a lot these days. It was another realtor who called to say that the sellers he represented had agreed to my sons clients changes and he had the signed documents in hand.

My son told him to FAX the papers to his office and he would get them signed and Faxed back, to close the deal that morning. A minute later the phone rang and he hit a few buttons and looked over the FAX, now on
the Yakima River with us. He then called his clients and told them he was Faxing the papers to them to sign and asked them to FAX them back to his office.. While he was waiting, he hooked into a fat rainbow and was just releasing this 22 inch beauty as his phone rang again with the signed FAX from his clients. He called the other realtor and told him he was sending the signed papers back by FAX. The deal was closed. He smiled and just said, "You are a little behind the times, Dad." I guess I am. I thought about the sixty million dollar a year business I ran with 1800 employees, all without a Blackberry that played music, took videos, pictures and communicated with Facebook and Twitter.

I signed up under duress for Twitter and Facebook, so my seven kids, their spouses, 13 grandkids and 2 great grand kids could communicate with me in the modern way. I figured I could handle something as
simple as Twitter with only 140 characters of space. That was before one of my grandkids hooked me up for Tweeter, Tweetree, Twhirl, Twitterfon, Tweetie and Twittererific Tweetdeck, Twitpix and something that sends every message to my cell phone and every other program within the texting world.

My phone was beeping every three minutes with the details of everything except the bowel movements of the entire next generation. I am not ready to live like this. I keep my cell phone in the garage in my golf bag. The kids bought me a GPS for my last birthday because they say I get lost every now and then going over to the grocery store or library. I keep that in a box under my tool bench with the Blue tooth [ it's red ] phone I am supposed to use when I drive. I wore it once and was standing in line at Barnes and Nobles talking to my wife as every one in the nearest 50 yards was glaring at me. Seems I have to take my hearing aid out to use it and got a little loud. I mean the GPS looked pretty smart on my dash board, but the lady inside was the most annoying, rudest person I had run into in a long time. Every 10 minutes, she would sarcastically say, "Re-calc-ul-ating" You would think that she could be nicer. It was like she could barely tolerate me. She would let go with a deep sigh and then tell me to make a U-turn at the next light. Then when I would make a right turn instead, it was not good.

When I get really lost now, I call my wife and tell her the name of the cross streets and while she is starting to develop the same tone as Gypsy, the GPS lady, at least she loves me.

To be perfectly frank, I am still trying to learn how to use the cordless phones in our house. We have had them for 4 years, but I still haven't figured out how I can lose three phones all at once and have run around digging under chair cushions and checking bathrooms and the dirty laundry baskets when the phone rings.

The world is just getting too complex for me. They even mess me up every time I go to the grocery store. You would think they could settle on something themselves but this sudden "Paper or Plastic?" every time I check out just knocks me for a loop. I bought some of those cloth re-usable bags to avoid looking confused but never remember to take them in with me. Now I toss it back to them. When they ask me, "Paper or Plastic?" I just say, "Doesn't matter to me. I am bi-sacksual."

Then it's their turn to stare at me with a blank look.

Bengo, Okwi and Owino lead Ugandan exodus to Tanzania

Bengo signs for Shs 90m, Owino set to earn Shs 6.7m per month

Since the turn of the millennium, Ugandan footballers seeking greener pastures have been nomadic. First they flocked to Rwanda – then to Vietnam, Thailand and Bangladesh.

At one time Ethiopia caught their eye before shifting attention to South Africa. And now, Ugandan footballers are turning their attention to Tanzania. In startling moves, Tanzanian Premier League duopoly of Young Africans (Yanga) and Simba have raided the Ugandan Super League.

SC Villa midfielder Steven Bengo is on his way to Yanga after sealing a $40,000 (Shs 90m) deal while the pair of Villa striker Emma Okwi and URA defender Joseph Owino has been signed by Simba for $23,000 (Shs 51m) and $25,000 (Shs 55m) respectively. KCC striker Robert Sentongo is also primed to follow Bengo at Yanga.

Interestingly, Bengo’s sign-on fee is believed to be $10,000 (Shs 22m) - the same as Okwi’s. For Owino it was $20,000 (Shs 44m) plus a monthly wage of $3000 (Shs 6.7m). This is just $1,000 less of the deal Brian Umony signed with South African outfit SuperSport. This is in stark contrast to the Shs 200,000 each of the three players has been earning per month in Uganda.

Step down?
Despite the hefty amounts splashed, the moves have been criticized in some circles as a step down given the little strength of Tanzania as a footballing nation. In world rankings, the Tanzanian national team is placed 22 places below Uganda in 92nd position while both Tanzanian giants (Yanga and Simba) failed to progress past the preliminary stage of the CAF organised tournaments last season.

However, George Ssimwogerere, a former coach of Tanzanian side Kagera says, “When was the last time a Ugandan team excelled on the continent for us to dismiss Tanzania?” According to Ssimwogerere, Uganda and Tanzania are at par. “The Tanzanians are on a campaign to buy quality players on the continent in order to improve the competitiveness of their league.”

Ssimwogerere adds that the new challenge will inspire Ugandan players to work harder. He adds; “since Tanzanian teams are buying big, they will probably improve on the continent, attract scouts, which is less likely to happen for the poor Ugandan teams.”

That said, there is worry that the Super League has lost its star attractions, which, despite the dwindling crowds in stadiums, were responsible for attracting reasonable numbers.

Hence it’s no surprise that veteran scribe James Opoka is not happy. “Our league is poor and instead of keeping its best players, they are being exported – hence strengthening other leagues,” he says. “Anyway, I believe the league will produce new stars eventually.”

Granted, in the absence of Umony, Tommy Okello is already showing what KCC has been missing from the bench. He has so far netted twice in the ongoing CECAFA Club championships in Sudan.

The reverse In Ugandan football heydays, Super League teams – in particular Villa, Express and KCC – afforded to buy the region’s best.

For example, Morris Sunguti, Bernard Mwalala, Matthew Ottomax, John Luchuku and Vincent Tendwa from Kenya; Zazak Lingaya, Issa Bin Mungu, Toto Songe and Bana Zidane from DR Congo; Baramfitiye (Burundi); James Kayimba (Sierra Leone) and coaches: Geoff Hudson, Milutin Sredojevich, Kadil, James S’ianga, Eddie May and Fleming Jacobsen among others.

Bengo and company joins Cranes winger Dan Wagaluka (Azzam United) in Tanzania although hardly a single Ugandan footballer based Tanzania has ever been summoned to The Cranes. Alex Ndugga and Sam Mubiru (KCC) were non entities before they returned to the Super League.

Specific Security Situation/Housing: The security situation in Nairobi and Kampala is relatively calm with street crime being the most significant threat. In the field, there are some isolated threats related to inter-clan conflicts and potential cross-fire.

‘Democratic Legitimacy of federal political systems.’

In recent years a lively academic debate has been going on discussing the question whether the EU suffers from a democratic deficit, and if so, how bad it is. In general the alleged democratic deficit of the EU is considered to be induced by electoral shortcomings (lack of pan- European electoral competition), party system shortcomings (lack of pan-European political parties) and public sphere shortcomings (lack of a pan-European public opinion). A similar academic debate on the democratic

legitimacy of the Belgian federation is largely absent; the matter has hardly been subject of political science research so far. This is a surprising observation since the ‘symptoms’ that are part of the European ‘diagnosis’, are also very much present in the Belgian political system: there exist no genuine federal electoral competition, no federal political parties and no federal Belgian mass media or public sphere.

Taking this remarkable academic caveat as a starting point, we aim with this project to measure and evaluate the democratic legitimacy of the Belgian federation in a systematic and comparative manner. We pose the following core questions. What mechanisms did Belgium and other federal political systems introduce to guarantee democratic legitimacy? Can we compare the Belgian federal system with other federal systems with respect to democratic legitimacy? Does Belgium resemble more to other federal states or to the European Union? Can other federal states offer inspiration to enhance the democratic quality of the Belgian system? The

ultimate aim of this project is to systematically evaluate the democratic legitimacy of the Belgian federal system by comparing it with other multilevel political systems.
