10 Tanzanians in USA for Nurses Educational Exchange


Dixie State University's Tanzania Nurses Educational Exchange hosts 10 nurses

After traveling for 30 hours and traversing 10,000 miles to reach St. George as part of Dixie State University’s seven-week Tanzania Nurses Educational Exchange, 10 nurses from the United Republic of Tanzania received a warm welcome from members of the DSU community and Utah State Legislature during a welcome reception on Monday morning, May 18.

The nurses, clad in shirts depicting their country’s flag, took turns expressing their gratitude for the opportunity to learn new skills and knowledge relevant to their careers. Hailing from communities throughout the eastern African country, the participants all shared a resolve to teach other nurses when they return home.

Selected from nearly 70 nurses who applied, the chosen professionals are receiving this training in an effort to address Tanzania’s severe shortage of nursing tutors and inadequate resources in nursing schools. The DSU Tanzania Nurses Educational Exchange program, which has been made possible by the Colom Foundation and private donations obtained by Utah Sen. Steve Urquhart, will build upon the nurses’ previously acquired training and skills.

The partnership between Dixie State’s Department of Nursing and nursing educational programs in Tanzania supports the Tanzania Global Health Initiative Strategy, which aims to improve the health of all Tanzanians, especially those who are the most vulnerable: women, girls, newborns, and children younger than 5 years old. Additionally, the Initiative supports the United Republic of Tanzania’s national health goal to reduce maternal, neonatal, and childhood deaths. For every 100,000 live births in Tanzania, 450 mothers don’t survive childbirth, as opposed to 28 of 100,000 mothers in the United States.

The nurses will participate in advanced clinical experiences in local health care facilities, simulation scenario exercises, and lectures on maternal-child health. Dixie Regional Medical Center will provide varied clinical experiences for the Tanzanian nurses with an emphasis on labor and delivery, postpartum, neonatal intensive, pediatric care, and women’s healthcare nursing.

Officials at the welcoming ceremony, including Dixie State President Richard B. Williams and Dean of DSU’s School of Health Sciences Carole Grady, said the exchange is a mutually beneficial program. In addition to looking forward to trying Tanzanian cuisine, the officials said they are excited for the nurses to teach them everything from Tanzanian medical practices to facts about their country, customs and culture.

“We will grow to love you, and I hope you will grow to love us too,” Dr. William J. Christensen, DSU Executive Vice President and Chief Academic Officer, told the group of nurses. “It will be hard to say goodbye. I can already see that.”

Tanzania coffee harvest and exports to hit record high

Tanzania's coffee crop will hit a record high, taking a large step towards meeting an ambitious government target, boosted by weather improvements and official support measures.

The Tanzanian coffee harvest - an important earner for the east African country, which relies on agriculture for some 28% of its economic output – will hit 1.25m bags in 2015-16, on a July-to-June basis, US Department of Agriculture regional staff said in a report.

That would represent a rise of 100,000 bags year on year, and get the harvest within striking distance of a government target of increasing output to 80,000 tonnes (1.33m bags) by 2016, and 100,000 tonnes (1.67m bags) by 2021.

Output at this level would lift Tanzanian exports to 1.22m bags, also a record high, and up 25% year on year.

The USDA report said that the enhanced production prospects reflected "improved husbandry practices" being encouraged by government measures to boost agronomic practices and investment in a sector dominated by low-scale farmers,

"Favourable" conditions have boosted production prospects too, in a country where "erratic weather, due to climate change remains an underlying threat to sustainable coffee production".

Can the upward trend last?

Indeed, it remains to be seen whether Tanzania will achieve its 2016 target, which would require a third successive year of production growth – a feat not achieved since the 1960s.

The harvest of arabica coffee, which accounts for a little over half Tanzanian output, has historically shown the same tendency for alternate years of higher and lower crops also shown in some other producing countries, notably Brazil.

Rabobank analysts noted last year that while Tanzania had the "potential to significantly increase production and improve the quality of its beans, considerable amounts of red tape", introduced as part of the government drive to boost output, were curtailing progress.

The bank cited measures including a ban on direct cherry sales from farmers to the big coffee houses, such as Ecom, Neumann and Volcafe active in the country, and limits too on the presence these traders can have in the processing chain.

The 450,000 smallholders who account for some 95% of Tanzanian coffee output achieve an average coffee yield of some 0.4 kilogrammes per trees, a result which "can he increased to 2.5 kilogrammes under the right conditions", the bank added.

'Numerous challenges'

The USDA report also forecast a recovery in coffee output in Uganda by 250,000 bags to 3.80m bags in 2015-16, on an October-to-September basis, after a dent to this season's result from drought.

A government-backed programme to boost output from use of better husbandry and planting of trees from improved stock was also helping prospects.

The Uganda Coffee Development Authority hopes to lift domestic output to 4.5m bags a year.

Meanwhile, Kenyan production was seen holding steady at 900,000 bags, with the loss of plantations around Nairobi to real estate development offset by officially-based moves to expand elsewhere, notably in the Northern Rift Valley, Coast and Western Kenya regions.

"Nevertheless, coffee production continues to face numerous challenges including: high cost of labour and inputs; erratic rains; high incidences of pests and diseases; competition from other farm enterprises; and poor governance of farmer organisations," USDA staff said.

Combined performance

The USDA estimates for the three countries combined peg coffee output at a 16-year high of 5.95m bags in 2015-16.

Total coffee exports will hit 5.58m bags, also the highest since 1999-00.

However, the data exclude statistics from Ethiopia, the continent's biggest coffee growing country.

Tanzania's gold output snaps two-year decline


Tanzania’s gold output edged up 1.26 percent in 2014 to 1.27 million ounces, snapping a two-year decline, government data showed on Friday.

Tanzania is Africa’s fourth-biggest gold producer after South Africa, Ghana and Mali and gold exports are a key source of foreign exchange. Export earnings however fell last year, reflecting lower metal prices globally.

“The total value of mineral exports by the seven major gold mines decreased by 6.7 percent from $1.78 billion in the year 2013 to $1.66 billion in the year 2014,” the state-run Tanzania Minerals Audit Agency (TMAA) said in a report.

Government revenues from gold mining companies, in form of taxes and royalties, rose 29.5 percent last year to 428.24 billion shillings ($210 million), the agency said.

Tanzania’s gold production has fallen consecutively since 2012 following the closure of two large-scale mines after they reached the end of mine life.

Gold mining companies operating in Tanzania include AngloGold Ashanti and Acacia Mining Ltd, formerly African Barrick Gold Plc.

Diamond output from a mine owned by South Africa’s Petra Diamonds Ltd was up 28.5 percent last year to 203,786 carats, with exports fetching $73.6 million.

Tanzania raises minimum reserve ratio for banks to tackle volatility


May 21 (Reuters) - Tanzania's central bank has raised its statutory minimum reserve ratio for commercial banks to 10 percent from 8 percent as of May 29 as part of its efforts to stem the shilling's volatility.

Traders said the increase of the statutory minimum reserve ratio (SMR), the portion of deposits commercial banks are meant to leave at the central bank, could support the shilling, which has been setting new record lows against the U.S dollar over the past few months.

At close of trade on Thursday, commercial banks quoted the shilling at 2,040/2,050, from Wednesday's close of 2,035/2,045.

The central bank's governor, Benno Ndulu, said in a circular seen by Reuters on Thursday that there had been pressure on the exchange rate driven by strengthening of the dollar following good performance of the U.S. economy coupled with speculative activities in the foreign exchange market.
"This is likely to put upward pressure on inflation that may become more difficult to fight going forward,"
"The Bank of Tanzania has decided to revise the SMR rate charged on private deposit liabilities with banks and general public from the current level of 8 percent to 10 percent."
Ndulu said.

Tanzania's inflation inched up for the third straight month to 4.5 percent in April from 4.3 percent in March.

Fred Siwale, a dealer at CRDB Bank, said the decision by the central bank to raise the minimum statutory reserve ratio is expected to mop up excess liquidity on the local currency.
"When banks comply with the new SMR level of 10 percent, this will support the shilling and it might start to strengthen slightly from next month," 
he said.

Makala hizi zimeandikwa kwa dhana moja tu – kumsafisha Lowassa. Basi!

Lakini hebu tujiulize maswali yafuatayo: Kwa nini Kicheere ameamua kumsafisha Lowassa? Nani amemtuma? Amefanikiwa kumuondoa Lowassa katika lindi la tuhuma za ufisadi? Je, kipi kifanyike katika kipindi hiki kwa waandishi wa habari na makala wenye uwezo mkubwa aina ya Kichere?

Kwa hisia zangu, ambazo naamini ni za kweli, kuna mtu au kikundi cha watu wameona uwezo mkubwa wa Kicheere katika kuandika, wakamuomba au wakamshawishi afanye kazi hii kubwa ya kumsafisha Lowassa.

Lakini badala ya Kicheere kumsafisha Lowassa, amemwingiza kwenye tope. Makala zake zote hazikujadili kwa mapana, utajiri wa Lowassa na jinsi alivyoupata.

Kicheere anasema Lowassa amepata utajiri wake kwa sababu alifanya kazi ya udalali wa viwanja Jijini Arusha. Anadai kuwa Lowassa alipata utajiri wake baada ya kuuza shamba katika eneo la Njiro. Ni vema akamtafua Lowassa ili amueleza jinsi alivyojipatia utajiri wake – kama ni kweli ni tajiri mkubwa hapa nchini – kuliko kutaka kupotosha ukweli.

Miaka ile ya utawala wa Rais Ali Hassan Mwinyi ambayo ndiyo inayotajwa na Nyaronyo kuwa Lowassa alikuwa dalali wa viwanja, ardhi ilikuwa bado inatawaliwa na sheria ya Ardhi Sura Na. 113 ya 1923 (The Land Ordinance Cap.113).

Baada ya mmiliki wa awali kulipwa fidia kamili, halali na kwa wakati, ndipo serikali inaingia kwenye eneo husika na kulipima kulingana na michoro ya mipango miji na viwanja vinavyopatikana.

Kwa wakati huo, ilikuwaje Lowassa apimiwe eneo la shamba lake lote, halafu yeye ndiye auze viwanja vilivyotokana na eneo la shamba? Alitumia sheria ipi, kanuni zipi na taratibu zipi? Gharama za kupima viwanja vyake alilipia wapi? Alitumia kiasi gani?

Majibu ya maswali haya ni muhimu ili kuzuia ghiliba zinazoandaliwa na baadhi ya watu waliojipa kazi ya kumsafisha Lowassa.

Nijuavyo mimi, Lowasa aliwahi kufanya kazi sehemu mbalimbali nchini. Alianzia huko Tanu Youth League, baadaye Arusha International Conference Center (AICC), na baadaye akawa waziri katika ofisi ya waziri mkuu anayeshughulikia majanga na maafa.

Katika kipindi hicho, ndipo serikali ilipoamua kuagiza magari ya kifahari aina ya Pajero na Land Cruser (mashangingu) kutoka Japan, badala ya magari ya kawaida yaliyokuwa yamezoeleka ya LAND LOVER 109 na baadaye Tid 110 yaliyotengenezwa nchini Uingereza.

Land Rover yalikuwa ya bei ndogo kabisa lakini magari imara sana hasa kwa barabara zilizopo nchini. Baadaye akafanywa kuwa waziri wa ardhi, nyumba na maendeleo ya mijini.

Alipokuwa Waziri wa Ardhi alifanya kazi kubwa lakini alijulikana kama mzee wa 50%. Inahisiwa huko ndiko Lowasa alipoibuka na utajiri. Ni vema ndugu yetu Nyaronyo Kicheere akaangalia sehemu hizo.

Yukimkini Kicheere na wenzake wanaotaka kumsafisha Lowassa wameshindwa. Wameendelea kumtumbukiza kwenye matope.

Hii ni kwa sababu, mbali na madai ya utajiri usioweza kuelezeka jinsi ulivyopatikana, Lowassa hawezi kujisafisha mbele ya jamii, juu ya matumizi mabaya ya madaraka na hasa kuhusu alivyoingiza kampuni ya Richmond nchini.

Maelekezo yote kuhusiana na utoaji mkataba kwa Richmond yalikuwa yakifanyika chini ya Lowassa. Hii ni kwa mujibu wa waziri wa nishati wakati huo, Dk. Ibrahim Msabaha.

Kamati teule ya bunge, katika uchunguzi wake wa kashfa hii, pamoja na kutaja wahusika wote na kutaka wawajibishwe, ilimwacha waziri mkuu “kuchukua uamuzi” anaoona unafaa. Lowassa alijiuzulu.

Tanzania shilling drops to record; Kenya's fall 6th week


Tanzania’s shilling dropped to a record low to lead declines among currencies in East Africa’s biggest economies this week as investors sought dollars amid a rally in the foreign currency.

The Bloomberg Dollar Spot Index, which tracks the greenback against 10 major peers, extended its first weekly gain since the period ending April 10. A report on May 19 showed U.S. housing starts jumped to a seven-year high, while data on Friday showed that consumer prices rose the most in two years, boosting speculation the Federal Reserve may be able to increase interest rates soon. Shillings in Kenya, Uganda, and Tanzania joined 16 African currencies slumping against the dollar.

“There has been a lot of demand for dollars locally,” Martin Runo, assistant manager of foreign exchange at Nairobi-based Chase Bank (Kenya) Ltd., said by phone Friday. “Globally the dollar strengthened against the euro because of positive data in the U.S.”

Tanzanian gold exports are down, Kenya tea production declined even as prices rose, and estimates for Uganda’s coffee crop were lowered, showing key sources of foreign exchange are drying up. The lack of inflows from abroad comes as companies seek dollars to pay for imports and infrastructure being built in a region where growth is forecast at 6.6 percent in 2015 and 6.8 percent in 2016, according to the International Monetary Fund.
No Flows

Tanzania’s currency fell 1.3 percent to 2,052 per dollar by 5:28 p.m. in Dar es Salaam, an all-time low on a closing basis. That extended its weekly depreciation to 1.9 percent. In Nairobi, Kenya’s shilling was unchanged at 96.80 for a five-day decline of 0.9 percent and its sixth weekly decrease. Uganda’s shilling was unchanged for a fourth day for a drop of 0.1 percent since May 15.

“There have not been proper flows coming into the market during the first quarter of this year,” Alex Ngusaru, head of treasury at CRDB Bank Plc, said by phone from the Tanzanian commercial capital, Dar es Salaam. Inflows may pick up as agriculture exports increase and the tourism season starts in the current quarter, he said.

The Rwandan franc fell 0.2 percent to 690.50 per dollar, paring its weekly advance to less than 0.1 percent. Burundi’s currency is unchanged for the week at 1,597.68, after dropping the previous two weeks following violent protests amid President Pierre Nkurunziza’s bid to extend his rule to 15 years. Kenya has the biggest economy in the East African Community, followed by Tanzania, Uganda, Rwanda and Burundi.

Need for "Inclusive Quality Education for All" dominates World Education Forum

Tanzania’s Minister for Education and Vocational Training (MoEVT), Honourable Dr. Jumanne Shukuru Kawambwa with a delegation of four most senior officials from Tanzania Mainland and Zanzibar and a representative from the Civil Society are attending the Third World Education Forum (WEF) from 19-22 May 2015 in Incheon, Republic of Korea. The 2015 WEF is the third after the Jomtien WEF of 1990 and the Dakar WEF of 2000. The 2015 forum takes stock of achievements and challenges since the Dakar WEF and deliberates on the education agenda for the next fifteen years (2015-2030).

Tanzania was represented by a high profile delegation that consisted of two the Permanent Secretaries (from the Ministry of Education and Vocational Training and from the Prime Minister’s Office-Regional Administration and Local Governments), the Commissioner for Education from MoEVT as well as the Deputy Principal Secretary from MoEVT Zanzibar. The Civil Society is represented by HakiElimu which is a member organization of the Tanzania Education Network (TEN/MET).

UNESCO is taking the lead in coordinating WEF with the collaboration of UNDP, UNHCR, UNFPA, UNICEF, UN Women and the World Bank (WB). The opening ceremony was attended by a number of high profile key speakers including Ms. Irina Bokova the Director General of UNESCO, representatives from the Government of the Republic of Korea and Mr Ban Ki-moon, the United Nations Secretary General, to mention but a few.

The 2015 WEF seeks to take stock of achievements and shortfalls in the implementation of the Millennium Development Goals since the year 2000. The forum will also agree on a joint position for the education goal and targets in the post millennium development period (post 2015 development agenda). The agreements from the forum will be adopted by UN Member States at a Summit in September 2015;

The forum will further agree on a framework to support the implementation of the future education goal which focuses on equitable and inclusive quality education and lifelong learning for all by 2030.

Katibu wa NEC Itikadi na Uenezi Nape Nnauye akizungumza na waandishi wa habari wa Sekretarieti kwenye Makao Makuu ya Chama Cha Mapinduzi mjini Dodoma leo tarehe 22 Mei 2015.

Kamati Kuu imepokea na kutafakari taarifa ya Kamati ya Usalama na Maadili ambayo ilipitia adhabu waliyopewa wanachama sita waliokiuka kanuni za Maadili na kupewa Onyo Kali, adhabu iliyodumu kwa kipindi kisichopungua miezi 12.

Kamati Kuu imepokea na kukubali pendekezo la Kamati ya Usalama na Maadili ya kumalizaka kwa kipindi cha adhabu kwa wanachama hawa. Kwahiyo adhabu hiyo kwa sasa imemalizika, na wanachama hao wameruhusiwa kuendelea na shughuli zao katika Chama.

Hata hivyo Kamati Kuu inawataka wanachama hawa na wale wengine wenye nia ya kugombea Urais kupitia CCM Kuzisoma , Kuziheshimu na Kuzizingatia Kanuni za Maadili za CCM na kanuni zingine zinazoongoza mchakato ndani ya Chama, ili wasikumbwe na adhabu itokanayo na kuzivunja kanuni hizo.

Wale wote wanaotaka kugombea, yaani waliokuwa kwenye adhabu na wengine watakaojiingiza kwenye kampeni mapema na hivyo kukiuka maadili na miiko ya Chama, taarifa za kukiuka kwao zitatumiwa wakati wa kuchuja majina ya wagombea utakapofika.

Taarifa hizo zitatumika katika kuwapima na kuamua iwapo wana sifa za kutosha na wanafaa au hawafai katika kupata uteuzi wa nafasi wanayoiomba.

US States that don't test for parallel parking


The Maryland Motor Vehicle Administration eliminated parallel parking from the state's driving test Tuesday, to secure a license in the state.

Maryland joins neighbor Virginia (but not Washington, D.C.), in not assessing parallel-parking skills, as well as these states: Alabama, Arkansas, California, Colorado, Florida, Illinois, Maine, Nebraska, North Carolina, Ohio, Oregon, South Dakota and Wyoming.

At an elementary school outside the Chinese capital, Beijing, first-graders practice controlling soccer balls under the instruction of American coach Tom Byer.

The Chinese government has hired him to help with an ambitious plan designed to build China into a soccer powerhouse.

The plan calls for a national soccer curriculum to be introduced in 20,000 schools nationwide in the next five years. Much of the impetus for the plan appears to come from China's highest-ranking soccer fan, Communist Party boss and President Xi Jinping.

Part of Byer's task is to make it clear to his employers that there are no shortcuts to soccer glory.

"You have to manage expectations, first of all," says Byer, who has advised soccer federations and governments around the world. "Grass-roots soccer development is a marathon. It's not a sprint."

Then, China must develop a national pool of soccer talent, one child at a time, and an environment that fosters their talents.

"There are only eight countries that have ever won a World Cup," Byer points out. "And they're the same repeaters every single time, and it comes down to one really important word: culture."

The US Food and Drug Administration (USDA) is moving to collect more information on antibiotics used in animals that become meat. It's an effort to stem antibiotic-resistant diseases.
The agency proposed a rule Tuesday that would require drug companies to collect sales information broken down by which animals are using the antibiotics. That would expand current law that now requires companies to report the overall volume they sell annually for use in food-producing animals.
Data showing what animal species are taking the drugs could help the FDA target its efforts to reduce the amount of antibiotics in meat, the agency said.
The move is part of an Obama administration effort to decrease unnecessary use of antibiotics. Repeated exposure can lead germs to become resistant to the drugs so that they lose effectiveness.

World's 4 biggest banks agree to pay $5 billion, plead guilty to rigging currency markets

Four of the world's biggest banks agreed Wednesday to pay more than $5 billion in penalties and plead guilty to rigging the currency markets - a rare instance in which federal prosecutors have wrung an admission of criminal wrongdoing from a major financial institution.

Traders at JPMorgan Chase, Citigroup's banking unit Citicorp, Barclays and the Royal Bank of Scotland were accused of working together to manipulate rates on the foreign exchange market, where hundreds of billions of dollars and euros change hands back and forth.

The penalties are a victory for the government and reflect a broader effort by the Justice Department, long criticized as reluctant to prosecute big banks, to tackle financial misconduct.

In the past 18 months, prosecutors have brought criminal cases against banks accused of tax evasion and sanctions violations, and have reached multibillion-dollar settlements with several others for their roles in the 2008 financial meltdown.

Kamanda Mushy alisema kuwa askari wakiongozwa na mkuu wa upelelezi katika wilaya ya maswa walipata taarifa kutoka kwa raia wema kuwepo kwa majambazi nyumbani kwa mganga huyo, kuwa alikuwa amewahifadhi kwa ajili ya kuwazindika.

Alisema kuwa baada ya kupata taarifa hizo walifanya msako nyumbani kwa mwenyekiti huyo, ambapo alibainisha kuwa walianza kufanya upekuzi ndani na nje ya nyumba.
“wakati wakifanya upekuzi huo walikutana na mfuko wa sandaruzi ukiwa chini ya lundo la kuni nje ya nyumba ya mwenyekiti huyo... na katika mfuko huo kulipatikana fuvu la kichwa pamoja na mifupa ya mikono au miguu vinavyodhaniwa kuwa ni viungo vya binadamu”

Kamanda alieleza kuwa jeshi hilo linaendelea kufanya uchunguzi kama kweli viungo hivyo ni vya binadamu na kama anahusika na uwepo wa viungo hivyo kutokana na kukutwa nje ya nyumba yake.



Wakati huo huo kamanda Mushy alibainisha kuwa jeshi hilo linamshikiria Gandula Mashimo mkazi wa kijiji cha Longalombogo kata ya Migato wilaya ya Itilima Mkoani hapa kwa kukutwa na Bunduki ya kivita SMG na risasi 273.

Alisema kuwa mtuhumiwa huyo alikamatwa juzi majira ya saa 3:30 usiku kijijini hapo, akiwa embeba siraha hiyo pamoja na risasi katika mfuko wa sandarusi.

Alisema kuwa mtuhumiwa alikamatwa baada ya wananchi kutoa taarifa kwa jeshi la polisi wilayani humo, ambapo alikamtwa akiwa njiani kuelekea kusikojulikana.

Mushy alieleza kuwa uchunguzi unaendelea ili kubaini washirika wake, ikiwemo na matumizi ya silaha hiyo, huku akitoa wito kwa wananchi mkoani hapa kutoa taarifa za watu wanaowahisi kuwa siyo wema katika maeneo yao.

Aidha alitoa onyo kwa ambaye anamiliki silaha bila kibali rasmi, kuwa ajisalimishe pamoja na silaha yake mara moja kabla ya msako mkali kuanza.
