The Council for the Development of Social Science Research in Africa (CODESRIA) has recently launched an African Diaspora support to African Universities program. The program aims to tap into the academic expertise and resource-base of the African academic Diaspora both within and outside Africa to support a number of initiatives in African universities, especially focusing on strengthening teaching and research in the Social Sciences and Humanities.  The overriding objective of the program is to contribute to strengthening teaching and research capacity in African universities, the nurturing of new generations of social science scholars in Africa in a culture of excellence, and the revitalization of the social sciences and humanities (SSH). This will include the strengthening of PhD programs, curricula in the social sciences and humanities, contribute to the filling of gaps and dealing with shortages in teaching staff, PhD supervision and mentoring of young social science scholars in Africa, more generally, as well as in strengthening the relationships and linkages between African academics in the diaspora and the institutions where they are based with African universities.

Given the critical need for qualified academic staff in universities in Africa and  the huge pool of academic resources that the diaspora constitute, and the willingness of many of the members of the academic diaspora to contribute towards the strengthening of higher education and research in Africa, finding ways of mobilizing the academic diaspora to support the universities seems to be a logical thing to do, particularly as many of the universities of the continent are already taking greater interest in working with the diaspora.

This call for proposals targets academics based in African universities, and those in the Diaspora within Africa and outside Africa (Europe, North America, Canada, Australia), in the SSH, both of whom have attained their PhDs in the last five years, or are at the advanced stage of their PhDs, to submit proposals for post-doctoral research, preferably, but not exclusively on issues related to one of the following themes:
·         The African academic Diaspora and the revitalization of Higher education in Africa
·         Current trends in economic theorization on African social and economic development
·         The Social Sciences and the Place of African Higher Education in the World
·         African Citizenship, migration and economic mobility within and outside Africa.
Individual applicants selected under this call will be invited to attend a methodological workshop in the early stages of implementation of their research projects.

The Context

African higher education (HE) is undergoing deep transformation. The number of universities in Africa and academic programs has increased compared to what they were two decades ago.  This expansion has however occurred during a period of minimal investment in the continent’s higher education infrastructures. In the ensuing attempts to catch up, more policy emphasis within the continent has been to prioritize investments in Science and Technology disciplines (STEM) and the silent de-emphasis of the SSH and their contribution to the revitalization of the universities and the continent’s development efforts. Research and teaching in the SSH has continued to be undermined by this infusion of a market logic in HE and the privileging of the STEM and related disciplines across the countries and institutions. Yet the critical roles that the SSH can play in the formulation of responses to global challenges such as climate change; social and global inequalities; the outbreaks of epidemics such as Ebola; terrorism and different kinds of extreme violence; and in the building of democratic, inclusive, affluent, safe and secure societies, is becoming more and more obvious. 

The CODESRIA African Diaspora Support to African Universities Program aims to contribute to the strengthening of teaching and research capacity in the SSH in African universities. A very pressing need exists for renewing the capacity for research and teaching in the SSH in African universities, especially with the wide acknowledgement that that a broad-based and balanced education, integrating the sciences, the humanities, and the social sciences, is the best way for higher education institutions to contribute to addressing the development crisis in Africa.

On the other hand, the existence of a large African academic diaspora has been documented in numerous studies. Many of these scholars are willing to lend a hand in the revitalization of universities in their home countries or elsewhere in Africa. Other highly qualified academics are circulating outside the universities, within Africa itself, and it would be important to have an initiative that taps into the knowledge and skills they have. Proposals targeted for funding under this call are aimed provided opportunities for early career academics in the social sciences and humanities to engage in a piece of original research related to one of the themes listed above.  The research will be executed under the oversight of a member(s) of the college of mentors under the program to be constituted for that purpose.
Eligibility and application procedures
Interested academics and researchers proposing to conduct research on any of the themes listed above should be those who have completed their PhDs in the last 5 years or in the last stages of completion. Evidence of this should be provided. They should be based either in the Diaspora or in an African university or research institution.  Those based in the African university should propose to undertake the post-doctoral work in a different institution preferably one based outside the country where the institution of the applicant is located. Applicants should provide letters indicating institutional affiliation and acceptance from the host institution to host the applicant during the period of the fellowship.

Application Requirements
a) Research Proposal: Each proposal should be between 10 and 15 pages, clearly highlighting the issue(s) to be pursued. It should include: an introduction, problem statement, literature review, objectives of the study, research methodology and the results anticipated from the study.
b) Work Outline: A detailed outline and time frame should be provided for each of the proposed activities, bearing in mind that the duration of the grant is 18 months from the date the grant is awarded.
c) Budget: Applicants are required to provide a detailed budget – up to a maximum of USD30, 000 – which includes the fieldwork, travel and subsistence costs they expect to incur throughout the duration of the grant.
d) Reference Letters: Each proposal should be accompanied by reference letters for the applicant from the dean of the candidate’s faculty, confirming his /her institutional affiliation and an attestation to the applicant/s capacity to undertake the work if awarded the grant.
e) Curriculum Vitae: Each proposal should be accompanied by detailed curriculum vitae, of the applicants showing clearly the candidate’s publications and research undertakings.
f) Commitment Letter: A one-page letter is expected from the applicant affirming his/her readiness to complete the fellowship and submit a monograph/book length scientific research report of the activities and outcomes resulting from the work. The report would be a minimum of between 100,000 and 150,000 words on the outcome of the research carried out. The letter should also show the applicants’ commitment to carrying out all revisions arising from the peer review of their report in a timely manner, and an affirmation of their understanding that the final version of the report may be considered for publication in any of the CODESRIA publication vehicles.

Under its newly launched African Diaspora Support to African Universities program, the Council for the Development of Social Science research in Africa (CODESRIA), is pleased to invite interested African scholars in the Diaspora to submit proposals for visiting professorships to African Universities.
The Program seeks to mobilize the African academic Diaspora to support African universities and to strengthen the linkages between African academics in the Diaspora and African universities. The visiting professorships are meant for African academics in the Diaspora who are willing to contribute to the strengthening of African universities, the nurturing of new generations of scholars inAfrica in a culture of excellence, and the revitalization of the social sciences, higher education studies, and the humanities. The specific objectives of the program include the strengthening of PhD programs and the curricula in the social sciences, and the humanities (SSH), and related fields; contribute to the filling of gaps and dealing with shortages of qualified teaching staff; PhD supervision and mentoring of young social science scholars in Africa, more generally; as well as in strengthening the relationships and linkages between African academics in the Diaspora and the institutions where they are based with African universities.
There is an acute shortage of qualified academic staff in many African universities both for teaching and for PhD supervision, particularly with the creation of hundreds of new public and private universities. The consequences of this shortage include the lack of capacity in most of the social science and humanities departments and schools in African universities to organize quality postgraduate programs and conduct research. In some instances, capacity for postgraduate supervision is weak and doctoral and masters’ students take longer to complete their programs due to a lack or shortage of qualified supervisors and mentors.
On the other hand, the existence of a large African academic Diaspora has been documented in numerous studies. Many of these scholars are willing to lend a hand in the revitalization of universities in their home countries or elsewhere in Africa. Other highly qualified academics are circulating outside the universities, within Africa itself, and it would be important to have an initiative that taps into the knowledge and skills they have. Therefore, one effective way to address the shortage of qualified senior academic staff and PhD supervision capacity in African universities is to mobilize the academic Diaspora to support universities in Africa. The program will do this through the following strategies;
  • Organizing the joint supervision of masters’ and doctoral students in the SSH;
  • Facilitating the review and further development of curricula in the SSH;
  • Organizing the sharing of course outlines and relevant literature, and the introduction of new teaching methods
  • Enabling Diaspora academics to take up short-term teaching engagements at African universities,  as part of their sabbaticals;
  • Establishing a College of Mentors of early career academics in African universities, including through joint research and publications
  • Enabling Diaspora academics and senior African scholars to serve as external examiners in each other’s university departments
  • Enabling Diaspora academics to serve as directors and resource persons in the various research and training networks that CODESRIA will undertake as part of the proposed initiative.
  • Organizing experience-sharing / training workshops for PhD advisors, as well as summer schools for advanced doctoral and post-doctoral students and early career academics.
  • Facilitating
the hosting of Diaspora academics by African universities

The Visiting Professorships
Diaspora academics will visit African universities for durations varying from 15 days of stay to 3 months; the African universities hosting them provide accommodation, or help them rent apartments at reasonable rates. The visiting professors are expected to participate in activities such as: Curriculum review and development
·         Sharing course modules and relevant literature
·         Mentoring and co-supervision of doctoral students (a College of Mentors)
·         Summer Institutes
·         Advanced workshops for PhD advisors based at African universities

This particular call targets African scholars in the Diaspora who are interested to be considered for visiting professorships at African universities. The duration of the visiting professorship should be between two weeks and three months. Visiting professors are expected to teach courses in the social sciences and humanities participate in the review of curricula, advice masters and doctoral students, and participate in faculty and / or doctoral school seminars.
The visiting professorships should cover at least one of the following countries: Ghana, Nigeria, Kenya, Tanzania, Uganda and South AfricaAfrican Diaspora academics within African universities (academics working in countries and institutions outside their countries are especially encouraged to apply).
Eligibility
Interested academics and researchers of the African academic Diaspora who are willing and able to devote a minimum of 2 weeks and a maximum of three months at a university located in an African country are invited to submit applications. African scholars who are based in countries other than their own and are willing to visit other African countries are also invited to apply. Applicants wishing to visit one of the countries listed above are encouraged to do so. Prospective visiting Diaspora academics should get in touch with the host university/department to agree on details of the relevant assignment they will be engaged in during the tenure of their visit. This information should be included as part of the proposal submitted for consideration.

African universities wishing to host visiting professors from the African Diaspora are also invited apply.  Where the prospective visitor has not yet been identified, the applying university should indicate how they intend to identify the visiting professor, and whether they need assistance from CODESRIA in the identification of suitable candidates.

g) Commitment Letter: A one-page letter is expected from the university that will be hosting the visiting scholar, affirming readiness to host the visiting scholar, specifying the subjects that will be taught, as well as the services that, as  the host university, they will be providing . The expected outputs also need to be specified.

h) Specification of time lines: when the proposed visit will take place, as well as the duration of the visit.

Makamu Mwenyekiti wa Chama cha Ngumi Mkoa wa Kigoma KIABA, Tatu Rajabu akifurahi pamoja na Mkuu wa Mkoa wa Kigoma Issa Machibya, wakati wa mashindano ya ngumi ya Taifa yaliyofanyika mwezi Juni mwaka huu. Tatu Rajabu aliyekuwa diwani wa viti maalum CHADEMA, Manispaa ya Kigoma Ujiji, ni mmoja kati ya madiwani watano waliokihama chama hicho na kujiunga ACT.

BAADHI ya waliokuwa Madiwani wa CHADEMA katika Manispaa ya Kigoma Ujiji wamekihama chama hicho na kutimkia Chama cha ACT-Wazalendo, huku wakidai kwamba kwa muda mrefu wamekuwa wakishirikiana na ACT kuimarisha chama hicho ingawa walikuwa ndani ya CHADEMA wakiendelea kumalizia kipindi chao cha Udiwani.

Wakizungumza muda mfupi baada ya kutangazwa kujiunga na chama hicho, Madiwani hao Yunus Ruhomvya wa Kata ya Kibirizi na Adamu Shabani kutoka Kata ya Rubuga na Zubeda Nuhu, Tatu Amani Rajabu na Hawa Said, wote wa viti maalumu ambao walidai walishindwa kuhama mapema kutokana na utumishi wao ndani ya Halmashauri ya Manispaa Kigoma Ujiji.

Adam Shabani, aliyewahi kuwa Mwenyekiti wa CHADEMA Jimbo la Kigoma Mjini hadi alipoondolewa kwenye wadhifa huo mwaka uliopita (2014), alisema ameamua kuhamia ACT kwa vile ni chama kinachowajali Watu wa Kigoma, hivyo kinafaa kuungwa mkono wa kila mmoja.
“Nilikuwa CHADEMA lakini sasa nimehamia ACT. Nawaomba sana wale walioamua kubaki CHADEMA muache tabia ya kutukanana na kama mkiendelea kutoa matusi na sisi tutatoa matusi kwa vile kila mmoja ana mdomo, niwaombe tufanye siasa za kistaarabu ili tujenge Mji wetu wa Kigoma,” 
alisema Shabani.

Kwa upande wake Yunus Ruhomvya, alisema amekuwa Naibu Meya wa Manispaa ya Kigoma Ujiji kuanzia 2010 hadi 2015 akifanya kazi ya usimamizi wa maendeleo ya Kigoma kwa mafanikio kwa vile kipindi kirefu cha uongozi wao Meya wa Manispaa hiyo, Bakari Beji alikuwa masomoni Chuo Kikuu cha Mzumbe.

Ruhomvya alisema kuwa: 
“Wakati chama cha ACT kinaanzishwa tulishindwa kwenda wote hivyo tukaamua kuwatanguliza Viongozi wetu wa Chadema waende kujenga ACT ili sisi Madiwani tutakapokamaliza muda wetu wa uongozi tukajiunge nao kama tulivyofanya sasa. Tumekuja na mapanga kufyeka msitu na tutahakikisha Chadema tunaimaliza.”
Makamu Mwenyekiti wa ACT Taifa, Shabani Mambo alisema Madiwani hao ni wa mwanzo tu kujiunga na Chama hicho kinachojipambanua kunyakua Majimbo yote manane mkoani Kigoma.

Mwigulu Nchemba achukua fomu ya kuwania Ubunge Iramba

Mwigulu Nchemba akiwa ameungana na Vijana wa Bodaboda waliomiminika kumsindikiza akachukue fomu ya kuwania Ubunge kwa mara ya pili ndani ya Wilaya ya Iramba.
Mwigulu Nchema ambaye ni Mbunge wa Sita tangu Wilaya ya Iramba ianzishwe, amepokea Kijiti cha Ubunge mwaka 2010 kutoka kwa aliyekuwa Mbunge Ndugu. Kirimba. Mara baada ya kuchukua Ubunge wa Iramba, Mwigulu Nchemba amebadilisha sura ya maendeleo ya Jimbo hilo katika maeneo ya Fuatayo.

Mwigulu Nchemba wakati akiingia kuwa Mbunge wa Iramba alikuta Wilaya ina umeme maeneo ya Tarafa tu, Kata na Vijiji vilikuwa havina umeme. Hivi sasa Mwigulu Nchemba amefanikiwa kuwasha umeme katika kata zote na Vijiji 48 vya Jimbo zima. Hii haikuwahi kufanyika kabla ya Mwigulu kuwa Mbunge wa Iramba.

Mbali na umeme, Mwigulu Nchemba akitambua shida ya Maji inayolikumba jimbo lake. Amefanikiwa kufungua miradi 8 ya Maji katika Kata ya Ndago, Shelui, Mgongo, Kyengege, Kinapanda n.k Wakati huo vijiji zaidi ya 62 hivi sasa visima vinachimbwa ilikufanikisha huduma kwa Wananchi wake.Pia ujenzi wa barabara za ndani ya Jimbo na hata za kuunganisha na wilaya zingine zimeimarishwa na hata kupandishwa daraja kuwa chini ya TANROADS.

Kwa maendeleo hayo na mengine kama Kusomesha watoto wa familia zisizojiweza Zaidi ya 200. Kusambaza vitabu kwa kila shule vyenye thamani ya Tsh. milioni 7 kwa kila shule. Pia amekwenda mbali zaidi amekuwa Mbunge wa kwanza kusambaza madawati 200 kwa kila shule ya Jimbo lake na Mbunge pekee aliyechangia mifuko zaidi ya 100 kwa kila shule kw aajili ya ujenzi wa maabara pamoja na fremu zake za madirisha na milango.

Maendeleo yote haya ambayo hayakuwahi kufanywa na wabunge waliopita kunampatia nafasi kubwa sana Mwigulu Nchemba kuendelea kuwatumikia wananchi wa Iramba. Kwa taasisi za kidini amekuwa mstari wa mbele kujenda na Kufunika Makanisa na Misikiti mbalimbali ndani ya Jimbo lake.

Wananchi wa Iramba hii leo wamejumuika naye kuhakikisha anakamilisha hatua zote za ndani ya Chama na taratibu za Uchaguzi ili tar. 25/10/2015 aweze kuchaguliwa tena kuwaongoza.

Mwigulu Nchemba anaandika historia ya pekee kuwa Mbunge wa Iramba mwaka 2010,Mwaka 2011 analiteuliwa na Mwenyekiti wa CCM Mh;Jakaya Mrisho kikwete kuwa Mtunza hazina ya CCM Taifa,Mwaka 2012 Mwigulu anachaguliwa tena kuwa Naibu Katibu Mkuu wa CCM Tanzania Bara ikiwa ndio mara ya kwanza CCM inakuwa na Kiongozi Mkubwa(Top 4) mwenye Umri chini ya miaka 40.

Mwaka 2013 Mwigulu Nchemba ameteuliwa kuwa Naibu Waziri wa Fedha anayehudumia Sera.Mtiririko huu wa Uongozi na kwa kuzingatia namna alivyokuwa mstari wa mbele kusimamia maslahi ya Watanzania wote (wanyonge na Masikini) na hatiye kujitosa kuwania Urais wa Jamhuri ya Muungano.Mwigulu Nchemba anaonekana ni TAA mbele ya Wanairamba na hivyo wamekuwa wakisisitiza kuwa ndiye chaguo lao na Wanaimani naye kubwa kuwa atawasadia katika kupandisha shughuli za maendeleo yao.

Mwigulu Nchemba akiwasili Ofisi za chama cha Mapinduzi Wilaya ya Iramba. Mamia ya Wananchi walijumuika naye kumsindikiza ili awezekuchukua fomu hiyo na hatimaye kuteuliwa na Chama cha Mapinduzi kuwa Mgombea Ubunge Wilaya ya Iramba.

HESLB yaongeza muda wa kupokea maombi ya mikopo

Bodi ya Mikopo ya Wanafunzi wa Elimu ya Juu (HESLB) imeongeza muda wa waombaji mikopo kwa mwaka wa masomo 2015/2016 kuwasilisha maombi yao hadi mwishoni mwa mwezi huu (31 Julai, 2015).

Kwa mujibu wa taarifa iliyotolewa leo (Jumatano, Julai 15, 2015) na Mkurugenzi Mtendaji wa (HESLB) Bw. George Nyatega, hatua hiyo imechukuliwa ili kuwapa fursa wombaji ambao hawajakamilisha kufanya hivyo.

“Hatua hii imechukuliwa ili kuwapa fursa wale ambao kwa sababu mbalimbali hawakuweza kufanya maombi ya mikopo katika muda uliopangwa,” amesema Bw. Nyatega katika taarifa yake iliyosambazwa kwenye vyombo vya habari.

Itakumbukwa kuwa awali Bodi ilianza kupokea maombi kwa njia ya mtandao (www.olas.heslb.go.tz) tarehe 4 Mei, 2015 na mwisho wa kuwasilisha maombi ulipangwa kuwa tarehe 30 Juni, 2015.

Kupitia taarifa yake, HESLB imewataka waombaji wa mikopo kwa mwaka wa masomo 2015/2016 ambao hawajakamilisha maombi yao kukamilisha na kuwasilisha maombi yao ya mikopo ndani ya muda ulioongezwa na kusisitiza kuwa hakutakuwa na muda mwingine wa nyongeza baada ya tarehe 31 Julai, 2015. 

HESLB ilianzishwa kwa sheria ya Bunge na 9 ya mwaka 2004 na kuanza kazi rasmi mwezi Julai, 2005 ili, pamoja na majukumu mengine kutoa mikopo kwa wanafunzi wahitaji waliodahiliwa katika taasisi za elimu ya juu.

Waheshimiwa waandishi wa Habari

Chama cha wananchi CUF tukiwa sehemu ya UKAWA tunaendelea na vikao vya kuafikiana na maamuzi kwa hoja mbalimbali zinazohusu uimarishaji wa malengo ya uanzishwaji wa UKAWA.
Katika kikao cha UKAWA kilichofanyika tarehe 14 Julai 2015 Collesium Hotel Dar es Salaam, CUF hatukuweza kushiriki kikao hicho.

Sababu za kutoshiriki kwetu katika kikao hicho, kumetokana na sababu za kikatiba za ndani ya CUF kwa kuwa katika maamuzi yote yanayohusu masuala mazito ya kinchi kama haya,tuna desturi ya kukaa na kujadiliana kama chama kwanza katika kuafikiana na jambo lolote lile muhimu kwa maslahi ya taifa kama vyama vingine vinavyofanya.

Baada ya kikao cha UKAWA cha 11/07/2015 CUF tume kuwa na vikao vinavyohusisha viongozi wakuu wa chama yaani Mwenyekiti,Naibu Katibu Mkuu na wakurugenzi na jana tumeendelea na kikao.

Na ndio maana katika kikao cha UKAWA Mwenyekiti Prof.Lipumba na sisi viongozi wa kuu hatukuweza kuhudhuria.

Kutohudhuria kwa kikao cha tarehe 14 Julai 2015, hakuna mahusiano yoyote na uvumi kwamba CUF imesusia au kujitoa katika UKAWA kama baadhi ya mitandao ya kijamii au vyombo vya habari vilivyoripoti pamoja na maneno ya chini kwa chini yanayoendelea kwa wananchi, bali ni kutokana na baadhi ya Wajumbe wa Baraza Kuu la Uongozi la taifa kutoka mikoani na wanachama wetu maeneo mengi ya nchi kuutaka uongozi wa Chama kusitisha kwa muda kuhitimisha maamuzi ya kumpata mgombea urais wa Jamhuri ya Muungano wa Tanzania kupeperusha bendera ya UKAWA mpaka kuwepo kwa ridhaa ya Chombo hicho cha kikatiba.

Aidha Chama kinatambua kwamba hivi sasa tumebakiwa na muda mfupi kabla ya kuingia katika mchakato rasmi wa kuchukua fomu za serikali kuomba kuteuliwa kuwania uongozi, hivyo Chama kimeitisha kikao cha Baraza Kuu la Uongozi la taifa hapo tarehe 25 Julai 2015 ilikupata Baraka ya chombo cha maamuzi kama ambavyo wenzetu washirika wa UKAWA wamekwishapitia hatua hizi katika vyama vyao.

Watanzania watambue kwamba Nchi inapitia katika kipindi kigumu sana, ongezeko la majimbo 26 ya Uchaguzi yaliyotangazwa na Tume ya Uchaguzi,kwa kipindi cha chini ya siku 45 kabla ya kuanza kampeni ni changamoto ambazo UKAWA tunapaswa kuyafanyia kazi ili kuona namna gani tunajipanga kwa mazingira haya.

CUF tuanaamini kwamba kwa maridhiano ya pamoja ndani ya vyama vyetu na ndani ya UKAWA tutajenga UKAWA imara na hatimaye kuwa na mgombea mmoja wa Urais,Wabungena madiwani wa UKAWA na hivyo kuiangusha CCM kwenye uchaguzi wa Oktoba 25.

Alhamdullilah tulianza kuchimba Msingi na kulaza Tofali 2000, na hali Mnayo iona kwa Picha ni kutokana na Juhudi zetu na Nguvu zetu.

Naomba itambulike kutokana na Gharama kubwa ambayo itatumika katika kuhitimisha Ujenzi tupo katika Mazungumzo na Moja katika Shirika la Misaada ya Kidini lipate kuhitimisha pale tulipo fikia wakati ambao tukiwa katika hali ya kusubiria kufanya Majukumu mengine ya Kimaendeleo.

Nawashukuru wote mlio shiriki na Mtakao penda kushiriki zaidi katika PROJECT hizi za kheri.

Matokeo ya ACSEE/Mtihani NECTA 2015 Kidato cha Sita

MWANASIASA mkongwe nchini, Kingunge Ngombale-Mwiru amekitaka Chama cha Mapinduzi (CCM) kumpigia magoti Mbunge wa Monduli, Edward Lowassa, kama kinataka kushinda Uchaguzi Mkuu wa Oktoba, mwaka huu.

Akizungumza na waandishi wa vyombo mbalimbali vya habari vya ndani na nje nyumbani kwake, Kijitonyama, Dar es Salaam, Julai 15, 2015, Kingunge alisema Lowassa anashikilia mtaji mkubwa wa mamilioni ya wapigakura, hivyo kama CCM haitampigia magoti na kumuomba ushiriki wake katika kampeni za chama hicho, hakitashinda uchaguzi huo.

Pia, amemtamka kuhusu aliyeteuliwa kuwa, “Tumepata mgombea, John Magufuli. Yeye si nd'o aliyefinyangwa na Wajumbe wa Mkutano Mkuu?

Kingunge amesema "Kamati ya Maadili huko nyuma ilikuwa ni chombo cha kuandaa taarifa ili kuisadia Kamati Kuu ktk kuwajadili wagombea"

Amesema Kamati ya Maadili ya safari hii imefanya kazi isiyowahusu kikatiba - kukata majina ya wagombea.

Kingunge amesema Kamati ya Maadili ya CCM yenyewe imekosa maadili ya kuheshimu katiba na taratibu za chama.

Amesisitiza Kamati ya Maadili haikuwa na madaraka ya kupeleka majina 5 kwenye kamati kuu, ambayo ilipaswa kuhoji wagombea wote 38.

Kwa mujibu wa Kingunge, Kuna baadhi ya watu waliamua kuitumia Kamati ya Maadili kuandaa watu wao na kuwakata wengine kwa sababu zao.

Kingunge amewapongeza sana kina Kimbisa, Nchimbi na Sophia kukataa maamuzi ya Kamati Kuu, waliisamamia Katiba ya Chama.

Kingunge anadai CCM ni chama cha wanachama wote, taratibu na kanuni zikipuuzwa na kufanya vitu kwa maamuzi ya kikundi fulani.

Kwa mujibu wa Kingunge, kwenye vikao vya CCM Ulifanyika uhuni na dharau kwa wanachama wengine. Wakubwa waliopewa madaraka wanaona hakuna lolote tunaloweza kufanya ila mimi nitasema.

Kingunge anasisitiza, Kilichofanyika Dodoma hakikuwa sawa, Kamati Kuu iliporwa kazi yake, hii ni dharau kwa wanachama na wagombea wote.

Anasema Kamati Kuu ya Taifa CCM, ipo chini ya Halmshauri Kuu ya Taifa yenye madaraka ya kujadili mapendekezo yalioletwa na Kamati Kuu; na Halmshauri Kuu ina madaraka ya kukataa au kukubali mapendekezo yalioletwa na Kamati Kuu, lakini utaratibu huo haukuwepo.

"Nawaheshimu sana Mzee Mkapa, Mwinyi, na Karume, lakini nasikitika waliotoa michango ya kutotoa haki kwenye Kamati Kuu. Waliogombea 1995 walikuwa 16, Kamati Kuu iliwasikiliza na kuandaa orodha ya watu 6," alisema Kingunge.

"Tulipofika NEC - wajumbe wakasema mbona Jina La Lowassa halikuwemo, mjadala ulikuwa mgumu, watu walisema lazima aingie kwenye orodha. Kwa mara ya kwanza muundo wa Chama ulikuwa tested baada ya wajumbe kutaka jina la Lowassa kwenye orodha ya majina 6,” aliongeza Kingunge.

"Mimi na Mwalimu tulishangaa kuona Lowassa anakubalika kiasi kile, Wajumbe wa Kamati Kuu walikuwa kimya na kushindwa kutetea mapendekezo yao. Mwalimu na Mimi ikabidi tuingilie kati na kusaida K'Kuu, tulifanikiwa kuwashawishi wajumbe wa NEC na wagombea wakaanza
kujieleza," aliendelea kuongeza.

Kingunge ameendelea kudai kuwa, wote wakati huo walikubaliana kwamba NEC ina madaraka ya kukataa au kukubali mapendekezo ya Kamati Kuu.

"Safari hii tumeona wazi kwamba NEC yote msimamo wao ulikuwa wazi, lakini haikutumika busara, vitu vikaenda kama vilivyopangwa na “KITENGO”. KITENGO kilitoa maelekezo ya kumzuia Lowassa asipate haki yake ya msingi ndani ya Chama.

"Kuna watu wananiuliza kwamba Lowassa Fisadi, na wewe mzee unamuunga mkono, sasa ningependa kusema hivi:

"Hadithi ya Lowassa kuwa ni fisadi haina mashiko, ilianza kwa kashfa ya Richmond. Kamati Teule ya Bunge iliundwa na kutoa taarifa za ovyo sana, na hatimaye kwa kulinda heshima ya serikali na chama akajiuzulu.

"Lowassa sio kwanza kuwajibika kisiasa, ktk awamu ya kwanza ya Mwalimu - kuna viongozi wa kisiasa waliuzulu. Waziri wa Mambo ya Ndani, Mwinyi, Mkuu wa Mkoa wa Shinyanga na Mkurugenzi wa Usalama Taifa wote walijiuzulu kisiasa na Mwalimu aliwashukuru kwa kuwajibika.

"Lowassa alijiuzulu kuwajibika kisiasa, lakini ikabadilishwa kuonekana ni yeye ndiye aliyefanya makosa, ndio ukaanza wimbo wa ufisadi. Serikali yenyewe ilimsafisha kupitia TAKUKURU, lakini wimbo wa ufisadi ukaendelea, wakaja na wimbo mwingine wa Gamba.

"Yote haya yalipangwa na 'KITENGO' kilichoandaa kashfa ya Richmond. Edward ana historia ndefu ndani ya Chama.” aliendelea mzee Kingunge.

Kwa mujibu wa Kingunge, Wilaya ya Monduli ni moja ya wilaya ambayo mambo ya Chama yanaenda vizuri sana, na Kinana alimsifu Lowasa kwa hilo kuwa amekitumikia chama.

Kingunge anadai Lowassa amekuwa mtendaji mzuri hata serikalini, kila sehemu aliyopitia alionyesha namna alivyoweza kushughulikia matatizo ya wananchi.

Anadai mradi wa maji wa Ziwa Victoria, walishindwa wakoloni lakini limewezekana chini yake Lowassa akiwa waziri wa maji.

Amesema Lowassa kila alipoenda amefanya vizuri, na huu mchakato huu wa juzi ndani ya CCM umeonyesha wazi Lowassa anapendwa na watu.

"Zipo hadithi za kijinga kwamba watu wanaojitokeza wamepewa pesa, ni mawazo ya watu waliofilisika. Watu wanamlilia Lowassa hawamjui, hizo zote pesa zote anatoa wapi? Ana kiwanda cha pesa - hata angekuwa Bakheresa asingeweza!” alisema mzee Kingunge.

Mzee Kingunge alisema Lowassa ana kila sifa ya kuwa Rais na mwenyekiti wa Chama, mwingine yeyote inabidi ajifunze sana haya. Akasisitiza kuwa 'Uongozi wa Chama na Nchi umetumia nguvu kubwa sana kupuuza wananchi wanataka nini na kuhakikisha wanayempenda hapati kitu.

"Yalitokokea Dodoma yametia doa kubwa ktk historia ya Chama chetu chenye kuheshimika sana nje na nchi kiujumla. Nchi ili itengamae lazima chama kinachoongoza kijiendeshe kwa misingi ya haki na demokrasia, yaliyojiri Dodoma yametia dosari kabisa. Yaliyotokea Dodoma ni uvunjani wa misingi ya haki - wagombea walipaswa kusikilizwa kwenye Kamati kuu, walivunjiwa heshima na kunyimwa haki…” alisema mzee huyo.

"Chama kilichofanya maamuzi ya Dodoma hakikuwa chama kinachozungumziwa kwenye Katiba. Nawaomba viongozi wetu warudi kusoma ahadi za mwanachama, warudi pia wasome utangulizi wa katiba ya CCM. Kilichotokea Dodoma hakikubaliki, si halali na si haki.” alisema mkongwe huyo ndani ya CCM.

Kwa mujibu wa mzee Kingunge, pamoja na haya yote lakini Chama lazima kiendelee. Amesema CCM imempata mgombea, ndugu Magufuli, maneno yake ya leo hayamhusu yeye, yeye hakuwepo ktk 'KITENGO' cha kuharibu mambo.

Mzee kingunge ameongeza kuwa Lowassa yupo tayari kushirikiana na Chama kusaidia Chama kupata ushindi wa kishindo kwenye uchaguzi mkuu, lakini yaliyotokea lazima yazungumzwe kwa uwazi ndani ya vikao vya Chama ili watu watoe madukufuku yao.

Kingunge anadai Mkutano Mkuu umetamka Mgombea ni Magufuli, lakini ili kupata ushindi - chama kitahitaji nguvu na ushirikiano wa ndugu Lowassa na kuongeza kuwa anaamini Ndugu Magufuli atafurahia suala hilo na ataandaa mazingira mazuri ya kuipata sapoti hiyo.

Anadai Kabla ya Uchaguzi inabidi CCM kufanya mazungumzo ili wakubaliane na kukosoana lakini mwisho wa siku watoke tukiwa wamoja ili kupambana na adui.

Mzee huyo amedai Lowassa pia aliwashinda wote waliomtaka kuvua gamba na akaendelea kubaki ndani ya Chama.

Kingunge ameulizwa wakati wa Richmond alikuwa mbunge lakini hakuonekana kumtetea Lowassa, kwanini? Amedai 'Vitu vingine havipaswi kusema hadharani, niliona mambo yameharibika, nikakaa na Lowassa nikamshauri awajibike kisiasa.’

Ameulizwa kama ana mpango wa kurudisha kadi ya Chama kuonyesha kutokuridhishwa na uvunjifu wa katiba ya Chama; akajibu 'Siku nikitaka kurudisha kadi yangu nitawaambia, mimi kadi yangu namba 8 na nilihusika ktk kuunda chama hiki, nikifikia maamuzi nitasema.’

MJUMBE wa Mkutano Mkuu wa CCM Taifa (MNEC) Manispaa ya Singida, Hassan Mazala amechukua fomu ya kuwania Ubunge Jimbo la Singida Mjini ..

Akizungumza na kundi la Vijana wa CCM kwenye ukumbi mdogo jana, Mazala amesema kuwa amefungua ukurasa mpya wa maisha yake kwa kuwania nafasi hiyo iliyoachwa wazi na Mohammed Dewji aliyestaafu.
‘Nimejipima nikaona ninaweza kuvaa viatu vilivyoachwa wazi na Dewji kwani katika kipindi chote alichukuwa Mbunge nilishirikiana nae katika kuyatekeleza yale yote aliyonituma kama msaidizi wake wa karibu.”
“Nimekuwa Kiongozi kwa muda mrefu katika ngazi mbalimbali kuanzia kwenye vijiji ,Kata, Wilaya, Mkoa na sasa Taifa, hivyo nina uwezo wa kutosha na nimekomaa kisiasa katika kufanya kazi hii ya Ubunge bila wasiwasi wowote pale alipoachia Dewji” 
Alisisitiza Mazala.

Aidha alisema anazifahamu changamoto zinazolikabili Jimbo hilo kwani ametembea kona zote na kujionea hali halisi ya wananchi wanavyojishigulisha na shughuli za kijamii.
“Nina Moyo wa dhati kabisa wa kuwatumikia, ninaombeni mnibebe, najua yamesemwa mengi sana juu yangu katika kipindi ambachio nimlikuwa nafanya kazi na MO, lakini yapuuzeni hayo kwani hayana ukuweli wowote ni chuki binafsi tu.” 
Alisema huku akishangiliwa na kundi la vijana linalojiita team Mazala.

Hata hivyo Mazala ambaye ana uwezo mkubwa wa kutawa jukwaa alisema kamwe hatawaanguisha wananchi wa Jimbo hilo huku akitumia misamiati Zimwi likujualo, Usiache mbachao na mwokoto kuni porini huota moto pamoja.

Akitangaza kutogombea tena Ubunge mapema Julai 08 mwaka huu mjini Singida Dewji alimsifu Mazala kwa kusema kuwa ni mchapa kazi, mwaminifu, mwadilifu na ana moyo wa kujitolea kwani aliweza kusimamia kazi zake zote bila ya matatizo yoyote.
“Na pia ninapenda kumshukuru kipekee mtu mmoja ambaye bila yeye mafanikio yangu ya kiuongozi niyoyopata hapa Singida yasingeweza kufanikiwa vizuri bila ya yeye.” 
Alisema Dewji katika taarifa yake hivi karibuni.


Mazala akiwaasa vijana kufanya kazi kwa nguvu katika jimbo hilo.

Maganga atangaza kuwania Ubunge Kibamba anakowania pia Waziri Mukangara


Mtia nia kwa nafasi ya ubunge jimbo jipya la Kibamba kupitia tiketi ya CCM, Bw. Stanslaus Justine Maganga (26) ametangaza kuwania nafasi ya ubunge katika jimbo hilo.

Waziri wa Habari, Vijana, Utamaduni na Michezo Mhe Dk. Fenella Ephrahim Mukangara naye pia ni moja kati ya makada wa Chama Cha Mapinduzi (CCM) wanaowania ubunge katika jimbo la Kibamba kupitia chama hicho.

Hali ya kisiasa jimboni humo imepamba moto baada ya watia nia hao wawili kuimarisha ngome zao kwa kupanga safu makini huku kila mmoja akijiwekea mikakati ya kumbwaga mwenzie katika kura ya maoni inayotarajiwa kufanyika hivi punde.

Kwa habari za utafiti toka kibamba zinasema kuwa Bw. Maganga ambae ni mkazi halisi wa eneo hilo kuwa anakubalika zaidi hasa kwa vijana na wamama kutokana na kazi alizozozifanya kama kada wa chama na uwajibikaji wake katika shughuli za kuleta maendeleo jimboni humo.

Aidha aliongea kuwa alipata msukumo wa kutia nia baada kuona mapungufu katika utendaji, ubunifu,u adilifu na ufuatiliaji wa shughuli za maendeleo jimboni humo, ikiwemo miradi ya afya, maji na miundombinu.

Bw.Maganga amesema kuwa endapo atapita katika kura za maoni na anaamini atashinda ubunge hivyo atapeperusha vema bendera ya ccm na kutekeleza ilani ya Chama Cha Mapinduzi kwa nia kuu ya kuleta maendeleo kwa wananchi.

Kada huyu ambae ana shahada ya kwanza katika biashara na uhasibu aliyoipata katika chuo kikuu cha KIU, katika maswala ya uongozi aliwahi kuwa Makamu wa Rais wa serikali ya wanafunzi chuoni hapo, muasisi na Raisi wa Taasisi ya Kupambana na Rushwa Vyuo Vikuu (Inter-University Anti-Corruption Association).


Pia amewahi kuwa mjumbe wa serikali ya mtaa wa Hondogo kata ya kibamba,mjumbe wa baraza la katiba akiwakilisha vijanakataya kibamba, mjumbe wa Mkutano Mkuu (CCM) kata ya kibamba.

Kwa sasa Maganga ni mjumbe wa halmashauri kuu ya tawi la ccm maendeleo mtaa wa Hondogo Kibamba na mjumbe wa kamati ya utekelezaji UVCCM kata ya Kibamba.

Mwisho alimalizia kwa kusema endapo akichaguliwa na kushika nafasi ya ubunge ataenda kukomesha tatizo sugu la dhuluma za mashamba na ardhi ya raia maskini dhidi wajanja wachache wanaonufaika isivyo halali.

Launch project in Mombasa County, Kenya using technology to improve understanding of educational challenges in schools

NAIROBI, Kenya, July 15, 2015/ -- RTI International  (http://www.rti.org) - a leading nonprofit research institute - and IBM’s (NYSE: IBM) Africa research lab (http://www.research.ibm.com/labs/africa) have announced a partnership to deploy big data analytics and cognitive technologies to help transform development approaches in Africa and around the world. In one of the first projects, IBM and RTI are developing and testing intelligent systems to capture data about schools in Mombasa County, Kenya.

Through the partnership, RTI and IBM Research – Africa will explore ways of using advanced technologies to capture accurate data about challenges in areas such as healthcare, agriculture, water and education. Drawing on the power of big data analytics, researchers will provide insight to governments, aid agencies and other organizations who are looking to make more informed decisions about investment and development while having greater visibility of results.

“A dearth of data on Africa in the past has led to misunderstandings or misrepresentations of the continent's history, economic performance and potential. Over the past few decades, even simple facts have been misrepresented - the size of a country, its economic performance, the amount of poor people, the volume of exploitable resources,” said Dr. Kamal Bhattacharya (http://www.apo.af/H4zBuh), Vice President IBM Research – Africa. “The latest advances in mobile, big data and Internet of Things technologies have the potential to change that so that we have an accurate and dynamic understanding of Africa’s challenges, rising opportunities and incredible potential.”

The partnership comes as a rapid rise in mobile and Internet of Things technologies are producing unprecedented amounts of data. In developing countries, mobile phones, digital devices and low-cost sensors connected to improving cellular networks are reaching previously disconnected communities with the potential to produce new insight about how people live and the challenges they face.

“Rapid advancements in technology and open data initiatives mean more data is available now than ever before, offering significantly greater insights to improve lives through smarter development programs,” said Aaron Williams (http://www.apo.af/k4Eob4), executive vice president at RTI. “By combining our expertise in data science and development, RTI and IBM will apply the information newly at our fingertips to accelerate improvements in literacy, respond rapidly to the spread of infectious diseases, and discover and apply new innovations for improving the human condition in the developing world.”

Big Data for Education in Mombasa County
In one of the first joint projects, RTI and IBM are developing and testing intelligent systems for data capture and decision support to improve accountability and transparency in more than 100 schools in Mombasa County, Kenya. The project is designed to support the Kenyan Ministry of Education Science and Technology data collection initiative.

Teachers, head teachers, school principals and administrators will be equipped with tablet devices to capture data about students, classrooms, and school resources. IBM and RTI scientists will use big data analytics and cognitive technologies to analyze the data and provide indicators that establish school profiles and progress and provide actionable recommendations about the county’s education system at a granular level. The activity is part of the United States Agency for International Development’s Education Data for Decision Making (EdData II) project.

“In the past, head teachers, government officials and aid agencies across Sub-Saharan Africa have struggled to make informed decisions about how to invest in and improve education,” said Dr. Kommy Weldemariam (http://www.apo.af/9QGTiv), Research Scientist, IBM Research - Africa. “Often education data is incomplete, inaccurate and sometimes even deliberately misreported.  Using analytics and cognitive technologies, we are creating a school census hub which will minimize the effort, expense and error in collecting valuable data about attendance, performance and resources at schools. It has the potential to completely change our understanding of the situation on the ground and what needs to be done to improve it and improve the outcomes for children.”

Achieving Sustainable Development Goals
Applying insights and actionable evidence from data will be key to achieving the Sustainable Development Goals, ambitious universal targets that will be confirmed by a United Nations Summit in September 2015. They include ending poverty and hunger, ensuring healthy lives and ensuring inclusive and equitable quality education.

“By adding analytical value and insight to data production, curation and integration, RTI and IBM will help lay the paving stones for the ‘data revolution for development’ to lead the way in achieving the sustainable development goals,” said Dr. Luis Crouch (http://www.apo.af/BHpam6), vice president and chief technical officer in RTI’s International Development Group, who has worked with various UN processes on the formation of these goals.

The sustainable development goals raise numerous global challenges for which innovative data science solutions, such as predictive analytics, sifting of massive amounts of evidence, and more agile use of citizen-sourced information and citizen feedback could help provide solutions. For instance, in the education sector, initiatives can provide insight on building early childhood development programs that predicate success in later education and life; design early grade reading and math programs using the best instructional approaches and curricula; and inform policymakers on policies needed to support sustainable improvements in education and the data systems needed to track progress in systemic reform. In the health sector, initiatives can help track the spread of infectious diseases faster and more efficiently; provide a better understanding of the underlying causes of non-communicable diseases such as diabetes, heart disease and cancer; and improve the knowledge management, oversight and accountability needed to strengthen health systems.
