All subject areas are eligible, although the CSC’s selection criteria give priority to applications that demonstrate the strongest relevance to development.

To apply for these scholarships, you must:
  • Be a Commonwealth citizen, refugee, or British protected person
  • Be permanently resident in a developing Commonwealth country
  • Be available to start your academic studies in the UK by the start of the UK academic year in September/October 2017
  • By October 2017, hold a first degree of at least upper second class (2:1) honours standard, or a second class degree and a relevant postgraduate qualification (usually a Master’s degree)

Arusha Conference to establish a new African movement for justice 

A new initiative aimed at building a civil society platform on the continent gets underway on 23rd August at the Training Centre for Development Cooperation (MS TCDC), in Arusha, Tanzania.

Over two days, the #AfricansRising Conference will bring together over 250 Africans from 45 countries on the continent, with at least half the delegates being women and almost 60% of them young people.

Tunisian activist Aya Chebbi described the gathering as an "an important space for African youth to influence this pan-African initiative and shape it to effectively respond to the gaps and needs of civil society in Africa"

Building civic unity across Africa is not a new idea and, #AfricansRising is unique in being inclusive of every sector of society, including business, sport, the artistic community and religious formations.

“This gathering is an intergenerational dialogue on justice, peace and sustainable development for Africa and, how we organise to achieve that” said Kumi Naidoo, Launch Director of the initiative.
#AfricansRising arose out of concern that even though the world is the most connected it has ever been, Africans are not benefiting from the massive advances in technology or seeing the benefits of the natural resources boom on the continent.

The new network will focus on protecting democratic institutions; tackling gender and other inequalities; exposing corruption; addressing the effects of climate change; and working towards the eradication of poverty.

Climate change poses the biggest threat to Africa even though we’ve contributed the least to global warming. We need to scale up adaption and mitigation actions in the frontlines of climate vulnerability before its too late,” said Ibrahim Ceesay, the Chairperson of the African Youth Initiative on Climate Change (AYICC)

The initiative is cognisant that it needs to work with governments on the continent to ensure that African countries don’t get a raw deal in global matters such as climate change and trade negotiations, while still opposing those same governments when they fail to serve their own people.

"Peace and unity are critical ingredients for sustainable development. Its about time for Africans to enjoy peace and the richness of this continent as a united people." said trade unionist Hilma Mote.

Mkuu wa Wilaya amsimamisha kazi Kaimu Mganga Mkuu Mwananyamala

Mkuu wa Wilaya ya Kinondoni, Mh Ally Hapi leo ametengua uteuzi wa aliyekuwa Kaimu Mganga Mkuu Mfawidhi wa Hospitali ya Mwananyamala Dkt. Delilah Mushi kwa kosa la kupandisha bei ya baadhi ya huduma kinyume cha taratibu na sheria.

Mushi amedaiwa kupandisha bei ya huduma hizo baada ya kukaa kikao cha hospitali pasipo kuipeleka hoja ya kupandisha bei katika kikao cha Idara ya Manispaa na huduma za jamii.

Taratibu alizotakiwa kufuata Mushi ni kuipeleka hoja hiyo Manispaa, ambapo ingejadiliwa kwenye kikao cha huduma za jamii kisha baraza la madiwani kuipitia na kuitolea maamuzi jambo ambalo hakulifanya badala yake alipandisha bei pasipo kupitia taratibu hizo.

Bei ya huduma zilizopandishwa ni pamoja na bei ya kadi ambapo wagonjwa waliofika katika hospitali hiyo bila ya barua ya rufaa kutoka vituo vya afya na zahanati zilizo karibu nao, walitakiwa kulipa sh 10,000 badala ya 6,000.

“Hakuna jambo baya kama kiongozi kufanya maamuzi pasipo kufuata utaratibu halafu maamuzi hayo yakaathiri wananchi wanyonge, mkurugenzi nakuagiza hiyo bei ya kadi irudi kama ilivyokuwa awali, huwezi mlipisha mgonjwa kiasi kikubwa cha fedha huku huduma unazotoa haziendani na bei hiyo,” amesema Hapi.

“Hakuna sababu ya anayekaimu nafasi ya mganga mkuu kwa sasa kubaki na wadhifa huo wakati haumtoshi, atatafutwa mwIngine kuja kuwa mganga Mkuu,” amesema.

Kwa sasa ameteuliwa Dkt. Daniel Nkungu kukaimu kwa muda wadhifa huo hadi atakapoteuliwa mganga mwingine kushika wadhifa huo.

Hata hivyo, baada ya Hapi kutoa agizo la kutenguliwa uteuzi wa Dkt. Mushi na kuamuru wagonjwa kulipa bei ya kadi ya awali, baadhi ya wahudumu wa mapokezi waligoma kutoa huduma kwa madai kuwa mifumo ya utoaji risiti imeharibika.

Mariam Hamisi Sahabani mkazi wa Kinondoni, alifafanua jinsi wahudumu hao walivyogoma baada ya mkuu wa wilaya kuondoka.

“Baada ya Mheshimiwa kuondoka wamegoma kutoa huduma kwa kigezo kuwa mashine ilikuwa mbovu, inawezekanaje? Mbona wakati tunalipa 10,000 mashine zilifanya kazi, iweje sasa zisifanye?” alihoji.

Kufuatia malalamiko hayo yaliyotolewa na wananchi waliokuwepo kwenye hospitali hiyo, Mganga mkuu wa Manispaa ya Kinondoni Dkt. Aziz Msuya alisema atawasimamisha kazi waliogoma kutoa huduma kwa kuwa walikuwa na lengo la kupinga kauli ya serikali.

“Naagiza huduma ianze kutolewa kuanzia sasa, na watakaogoma kutoa huduma nitawasimamisha kazi kuanzia kesho, ” amesema Msuya.

We are looking for mountain leaders or anyone with extensive trekking or outdoor experience to join our international expeditions in Malaysian Borneo, Costa Rica & Nicaragua and Tanzania in January 2017 for 13 weeks. Support the leadership skills of young volunteers and trek through some of the most incredible landscapes.

Raleigh International is a sustainable development charity, we believe in the passion and energy of young people from around the world to create long lasting positive change. We work with local people, NGO's and governments to establish where our help is needed most. We monitor and evaluate all of our programmes to ensure they create positive impact, are meaningful and long-lasting.

WAZIRI MKUU Kassim Majaliwa amewaagiza Wakuu wa Wilaya na Maofisa Elimu nchini wafanye ukaguzi katika shule ili kubaini wanafunzi hewa kwenye mpango wa elimu bure.

“Kila mwezi Serikali inapeleka shule zaidi ya shilingi bilioni 18 kugharamia elimu bure na sasa tumeanza kuona udanganyifu katika sekta ya elimu kwa kuwa na wanafunzi hewa. Wakuu wa Wilaya na Maofisa Elimu nendeni mkafanye ukaguzi ili mpate takwimu sahihi,“ amesisitiza.

Waziri Mkuu ametoa agizo hilo leo (Alhamisi, Agosti 18, 2016) alipokutana na watumishi na viongozi wa Manispaa ya Ilala katika Kituo cha Kimataifa cha Mikutano cha Mwalimu Nyerere jijini Dar es Salaam.

“Wakuu wa Wilaya na Maofisa Elimu mkiona takwimu ziwachanganya, ni lazima mtoke maofisini na kwenda katika shule zilizo kwenye mpango wa elimu bure mkafanye uhakiki wa idadi ya wanafunzi,” ameonya.

Wakati huo huo Waziri Mkuu amesema maamuzi yanayotolewa kwenye vikao vya madiwani lazima yawe na tija na ameitaka halmashauri hiyo kuhakikisha fedha zinazokusanywa zinatumika kuboresha shunghuli za maendeleo badala ya kujilipa posho.

“Lazima mjipange vizuri na kupunguza changamoto zinazoikabili wilaya yenu. Malipo yote ni lazima yawe yale yaliyoainishwa katika waraka na si vinginevyo.Mtu wa Ilala unadai nauli ya sh. 200,000; hivi unakuwa unatoka wapi hata mimi wa Lindi silipwi nauli hiyo,” amehoji.

Waziri Mkuu amesema ni lazima halmashauri zote nchini zizingatie sheria za Mamlaka ya Serikali za Mitaa na watendaji wake wajiulize kama mambo wanayoyafanya yana tija na wanawatendea haki watu wanaowatumikia.

Amesema Serikali inataka kuwa na watumishi wanaotambua nafasi zao na watakaofanya kazi kwa uadilifu, uaminifu pamoja na uwajibikaji mkubwa hivyo kila mtu ahakikishe anafanya kazi vizuri na yenye matokeo chanya.

“Kuna watu wanaona ukuu wa idara ndiyo kila kitu, hata yule anayekimbiza mafaili hathaminiwi, hili si jambo jema! Ninyi wote ni kitu kimoja, ni watumishi wa Serikali, hivyo kila mmoja amthamini mwenzake,” amesema.

Wiki iliyopita nilitembelea Manispaa ya Ilala, kwenye vituo vya afya vitatu nilivyotembelea hakukuwa na theatre yenye kufanya kazi. Kwa mujibu wa sera ya afya ya Tanzania, 'kituo cha afya' kitakuwa na hadhi hiyo kama kina uwezo wa kufanya upasuaji. Vinginevyo hiyo ni zahanati. Mara nyingi watendaji hawa wamekuwa wakijificha kwenye kichaka cha 'hatuna fedha', wengine wakiomba fedha kutoka serikali kuu.

Wamenunua vifaa, wameajiri hadi Daktari (MD) kwa ajira ya muda kwa ajili ya kufanya kazi pale. Kituo kimefanya takriban operation 40, zote salama Kwa asilimia 100. Wamepunguza msongamano Mwanhuzi na wamepeleka huduma nyeti na za kuokoa maisha Karibu zaidi na wananchi, ukizingatia huku hakuna barabara za lami na hakuna ambulances. I was impressed.

Nikasema sababu za kuwa Halmashauri hazina pesa huku zinakusanya mamilioni ambayo wanayatumia bila ku-address matatizo ya msingi ya wananchi hazikubaliki. Leo iwe mwisho. Nimeagiza wakurugenzi wa Halmashauri zote nchini washirikiane na maDMO wajue watakavyofanya wahakikishe wanafungua huduma za upasuaji kwenye vituo vyote vya afya nchini ndani ya miezi sita (6).

Baada ya miezi hiyo sita mimi mwenyewe na timu yangu ya kurugenzi ya ukaguzi na uhakiki ubora wa huduma za afya (inspectorate and quality assurance) tutasambaa nchi nzima kukagua huduma hizi na pale ambapo hatutozikuta tutakishusha hadhi kituo hicho kutoka ngazi ya 'kituo cha afya' na kuwa ngazi ya 'zahanati' sambamba na kuwashauri wenzetu wa Ofisi ya Rais, TAMISEMI kuwa wakuu hao wa idara wameshindwa kutekeleza majukumu yao na hivyo wawashushe vyeo.

Nitasimamia uamuzi huu Kwa nguvu zangu zote. Sababu ni kwamba ninajua faida yake. Ninajua Mungu atafurahi, atanibariki.

Wakati wa Bunge la bajeti wanaharakati wa haki za wanawake na Watoto waliwahamasisha Wabunge watushughulikie Kwa ajili ya suala hili. Wakawa-pump wabunge data kuwa kwa siku magnitude ya vifo vinavyotokana na sababu za uzazi ni sawa na 'coaster' moja ipate ajali na iue watu wote! Wabunge waligeuka mbogo. Zika infection may affect adult brain cells - Study

"This is the first study looking at the effect of Zika infection on the adult brain," says Joseph Gleeson, adjunct professor at Rockefeller, head of the Laboratory of Pediatric Brain Disease, and Howard Hughes Medical Institute investigator. "Based on our findings, getting infected with Zika as an adult may not be as innocuous as people think."

Although more research is needed to determine if this damage has long-term biological implications or the potential to affect behavior, the findings suggest the possibility that the Zika virus, which has become widespread in Central and South America over the past eight months, may be more harmful than previously believed. The new findings were published in Cell Stem Cell on August 18.

"Zika can clearly enter the brain of adults and can wreak havoc," says Sujan Shresta, a professor at the La Jolla Institute of Allergy and Immunology. "But it's a complex disease—it's catastrophic for early brain development, yet the majority of adults who are infected with Zika rarely show detectable symptoms. Its effect on the adult brain may be more subtle, and now we know what to look for."

9 startups selected for final round to represent Tanzania at Slush GIA 2016

Nine Tanzanian startups are vying to represent the country at the 2016 edition of Slush Global Impact Accelerator (GIA), a program to support startups that are looking to solve some of the most pressing global challenges -- reports

10 startups were selected to pitch to a panel of judges for a chance to make it to the next and final round of the selection process following calls for applications.

On August 10 at the Buni Innovation Hub, the startups pitched to a panel of judges, who selected 9 for the next round.

The nine startups are Guavay, STIC Lab, ROGECH, Millenium Engineers, Vipi Mteja, Eco Act, Eco Technologies, Rustic Pay and Madawa Mart.

The nine startups will be contacted by the Selection Committee for an interview. The Selection Committee will select the startup that’ll represent Tanzania at the global event.

Slush Global Impact Accelerator will take place from November 22 – December 2, 2016 in Helsinki, Finland.

The program was created in collaboration with the Ministry for Foreign Affairs of Finland and multiple partners globally. The first edition took place last year.

Title deeds to be issued electronically

Bukoba — The Minister for Land, Housing and Human Settlement development, Mr William Lukuvi gas said the ministry is set to electronically issue title deeds, reports The Citizen via

He said the ministry was also updating its systems so as to enable title deeds and other documents on land be prepared and issued within short time.

He said once effected, the system would make it easy for land owners to apply for and get title deeds and other document from where they live without the need to travel to the ministry headquarters.

Speaking to a group of Bukoba municipality residents who are facing some sort of land conflicts, Mr Lukuvi said the electronic system will be launched next Friday.

He said the new system will be temper free and curtail land officers who were preying on unsuspecting title deed seekers.
"Under this new system land officers will have no access to particulars contained in the title deed if they don't have password to enter into the system," he said.
Meanwhile, Mr Lukuvi has cancelled a title deed to land given to a UK investor, George Rogers, at Nyanga ward within Bukoba Municipality.

He also directed the Immigration Department to investigate if the Briton was in the country legally.

He said the title deed has been withdrawn because it was obtained without following the lied down procedures.

Halotel Tanzania offers CUG package for free calling minutes among public servants

Halotel Tanzania has introduced a Closed User Group package for free calling minutes among public servants, reports Daily News. 

Halotel Deputy MD Le van Dai said the company is committed to partnering with the government to foster development in the country through communication. 

With the service, public servants can communicate among themselves free of charge, supporting real collaboration across the various units and limiting costs.

Public servants including teachers, soldiers, police and other government institutions receive 15 free minutes of calling among the group everyday. The package also provides free data up to 1 GB to government officials whenever they recharge.

Halotel also provides free internet connections to 450 schools and connects 150 committee offices, 150 hospitals, 150 police stations and 65 post offices at district level to fibre.

Municipalities close to issuing bonds at the Dar es Salaam Stock Exchange

Dar es Salaam — The Dar es Salaam Stock Exchange (DSE) is planning to sign a contract with a consultant who will conduct a study on new products including the municipal bonds.

The assessment will also cover investing in fixed income securities.

This will include the issuance of municipal bonds.

This has come at a time when the Ilala Municipal Council has said that it has started the process of inviting investors to finance a number of its grand projects through the bonds.

The DSE manager for market research and development, Mr Ibrahim Mshindo, told BusinessWeek that under its plan a number of projects were implemented successfully.

He said the projects are being funded by the World Bank in the Prime Minister's Office through the Private Sector Competitive Programme.

He said two projects were being implemented. They include M Akiba micro-saving bond and the introduction of new products.

According to him, the projects will be presided with a study to determine whether they were feasible or not.

"The new products mostly aim to increase financial inclusion in the country through enabling both local and foreign investors to invest in government bonds."

The new products will be derived from existing products through shares and bonds (DSE traditional products) performed through the exchange traded fund, index products and collective investment schemes.

"When municipal councils start accessing loans through municipal bonds they will reduce their dependence on the Central Bank financing their projects," he said.

However he was not read to say when they process will actually take off as they were still in the initial stages.

He however noted that there were still a long way in making the municipal bonds accessible especially as there was still lack of awareness, low capacity of local authorities to fit in the capital markets framework and financial laws governing the authorities which have proved restrictive in matters of borrowing.

Ilala municipal economist Rogasian Feda said funds would be borrowed through bonds to modernise Kisutu, Karume, Ilala and Buguruni markets, bus stands and even municipal houses.

"The Kisutu Market project is being run in collaboration with the Tanzania Investment Bank and we expect to finalise the process soon as we await the approval of the minister in charge as we have sought a permit for us to access the loan," he said.

According to him, the law is clear that they cannot seek for loans without the approval of the minister.

He also said project proposals were being prepared to modernise Ilala, Karume and Buguruni markets.

Talks are going on with TIB before embarking on further action for the projects.

Talks are also going on with the National Social Security Fund and a Malaysian company to undertake another project at Mchikichini, where skyscrapers will be built.

"We also have plans to modernise the Kisutu bus stand," he said.

Proposals are being prepared to modernize the Vingunguti abattoir and the Kibasila area. The municipality is waiting for investors to undertake the project.

Mr Feda said the municipality was also planning to refurbish Ukonga municipal quarters.

Moreover, a zoo will be built at Chanika to attract tourists - local and foreign.

“Tangu wakati huo kumekuwa na juhudi mbalimbali zilizofanyika ili kuandaa miundombinu na hata awamu ya nne ilisimamia kwa kiwango kikubwa uwekaji wa miundombinu hiyo,” alisema.
“Pia tukumbuke kauli ya Mheshimiwa Rais aliyotoa kwenye hotuba yake ya Julai 23, 2016 alipochaguliwa kuwa Mwenyekiti mpya wa CCM, na akairudia tena Julai 25, kwenye maadhimisho ya kumbukumbu ya Mashujaa na mimi siku hiyo hiyo nikaweka msisitizo,” alisema.
“Napenda kuwatoa hofu, mambo yanaenda vizuri ila mtambue kuwa safari imeiva sasa. Kikubwa ni kwamba tutakwenda kwa awamu kama ambavyo imepangwa,” alisema.
Aliwataka watumishi hao wazidishe mshikamano miongoni mwao huku wakitambua kuwa wana dhamana ya kuwatumikia Watanzania kwa uadilifu na uaminifu. “Watumishi wa Ofisi ya Waziri Mkuu tunapaswa tutambue dhamana tuliyonayo. Tufanye kazi kwa bidii. Tuhakikishe kila kilichopangwa kinafanyika kwa ufanisi na kinafanikiwa,” alisema.

Taarifa ya utenguzi wa Mkuu wa Mkoa na uteuzi mpya



RAIS wa Jamhuri ya Muungano wa Tanzania, Dkt. John Pombe Magufuli amefanya mabadiliko madogo ya uongozi na kumteua Bw. Mrisho Gambo kuwa Mkuu wa Mkoa wa Arusha kuanzia leo (Alhamisi, Agosti 18,2016).

Waziri Mkuu Kassim Majaliwa amesema Bw. Gambo anachukua nafasi ya aliyekuwa Mkuu wa Mkoa huo, Bw. Felix Kijiko Ntibenda ambaye uteuzi wake umetenguliwa.

Amesema Bw. Ntibenda anahamishiwa Ofisi ya Waziri Mkuu ambako atapangiwa majukumu mengine.

Kabla ya uteuzi huo, Bw. Gambo alikuwa Mkuu wa Wilaya ya Arusha. Ataapishwa kesho (Ijumaa, Agosti 19, 2016) saa 3 asubuhi Ikulu jijini Dar es Salaam.
