Watumishi EAC wafungua kesi mahakamani

Wafanyakazi wa Jumuiya ya Afrika Mashariki (EAC), wamefungua kesi kumshtaki Katibu Mkuu wa jumuiya hiyo kwa madai ya kuvunja mikataba ya ajira.

Kesi hiyo wameifungua katika Mahakama ya Haki ya Jumuiya ya Afrika Mashariki (EACJ) kitengo cha awali.

Wafanyakazi watatu kutoka Idara ya Amani na Usalama wanadai Juni 17, Katibu Mkuu huyo alivunja mikataba yao ya ajira kinyume na agizo la Baraza la Mawaziri wa Jumuiya ya Afrika Mashariki waliyoyatoa kwenye mkutano wa nyongeza wa 31 na kwa kuzingatia Kanuni ya 96 ya taratibu za wafanyakazi wa EAC ya mwaka 2006.

Wanadai kuwa walipokea barua kutoka Masjala ya EAC yenye notisi ya miezi mitatu ya kusitishwa kwa ajira zao iliyowekwa saini na katibu mkuu huyo, huku ikieleza kuwa EAC haina fedha za kuendeleza mradi wa APSA unaopata fungu kutoka Umoja wa Ulaya (EU) kupitia Umoja wa Afrika (AU).

Main Duties

● Submit field visit reports and monthly reports to the Assistant Programme Coordinator and ensure effective communication between the programme, volunteers and Girls groups

Background

The Danish Refugee Council has been operating in Tanzania from October 2015 since the establishment of Nduta refugee camp. DRC are now working in Nduta and Mtendeli refugee camps, with a current combined population of 80,000 refugees, and expected population of 100,000. DRC are working in the sectors of Camp Management and Community Services (CCCM), Protection and Shelter/Construction. With the consolidation of the DRC Tanzania program in 2016, moving away from pure emergency response, a new sub-base is being opened up in Kasulu to support a new Camp Management program in Nyarugusu (population 100,000 refugees) in support of a local partner organisation, TWESA, as well as expanding the protection program in Nduta and Mtendeli, and starting up a pilot livelihoods intervention in these two camps. DRC are also opening a liaison office in Dar es Salaam for representation and administration purposes. In August 2016, the DRC Uganda and Tanzania programs will become a joint country program, led by the Uganda Country Director. The Head of Support Tanzania will be responsible for support aspects of the Tanzania side of the program with technical links to the Uganda Support team.

Purpose

The Head of Support Services will offer overall direction and management of all support services in DRC Tanzania in close cooperation with the Head of Finance and Administration in DRC Uganda. The Head of Support Services will ensure the existence of effective and efficient support services in the areas of finance, administration, human resources, procurement and logistics. He/She will play a key role in developing and implementing country specific strategies as well as devising, implementing and improving operational systems, processes and policies in support of DRC’s mission in Tanzania, in line with DRC operational standards and procedures.

Key Responsibilities

Finance:
  • Ensure financial regulations, procedures and documentation requirements are adhered to in DRC country operation.
  • Provide overall financial planning support to Head of Programs Tanzania, advise on spending and financial spending strategies, provide accurate financial outlook of the programs on a regular basis.
  • Provide inputs to budget development and guidance on overall financial management support to the budget holders.
  • Constantly check the integrity and robustness of financial procedures, possible mismanagement and suggest corrective actions to minimise losses.
  • Active anticipation of temporary breakdown of finance system, and misconduct by a member of staff despite the presence of effective internal controls and means for inspection.
  • Constantly train and groom finance staff to develop capacity in the country offices.
  • Implementation of a functioning, real-time master budget tool to Senior Management Team, and programme managers.
  • Regulation and monitoring of the overall spending in the programme, cost sharing and administrative cooperation between projects and personnel.
  • Active seeking for direction from the senior management team once suspecting or having discovered [early] signs of budgetary disparity, fraudulent activity, or administrative adversities thereof.
  • Implementation of NAVISION financial management system.
  • Reviewing of timely and accurate financial and administrative reporting to external parties, and to the headquarters.
  • Management of transparent and effective interaction with banks and other financial institutions, and agreements with authorities favourable to DRC and its beneficiaries.
  • Monitoring and regulating the movement of cash, liquidity management, the bank transactions and transfers, and the other personnel involved, beyond the set of internal controls.
  • Ensure that all necessary agreements, permits and licenses necessary for DRC‘s operations (including VAT exemption) are in place and keep updated on national Administrative rules and regulations pertaining to the activities of DRC.
Administration/HR:
  • Administrative leadership over effective implementation of the fundraising strategy and the relevant parts of the country strategy, ensuring procedural and system compliance, and paving way to organisational growth.
  • Direct management of administrative and finance personnel at manager level, indirect management of the officers in field offices, and monitoring the conduct of other staff in relation to the rules and policies of DRC.
  • Ensuring an honest, timely and quality delivery of administrative and financial operations and services at all levels of organisation hierarchy, through sound recruitment, firm internal controls and reporting, solid coordination between projects and personnel, and internal audits.
  • Facilitation of continued learning and improvement through training, coaching, and communication amongst personnel, and organising sessions for self-evaluation and goal-setting.
  • Development and evaluation of DRC concepts and budgets, cost saving strategies through administrative and finance staff, and with the senior management team.
  • Ensure that effective HR policies are in place and implemented.
  • Upholding of the Code of Conduct among the personnel at country office and in field locations through personal example.
  • Ensure a sound HR and payroll management system compliant to DRC HR policies is in place.
  • Manage all aspects of HR leave and travel (including the expatriates).
  • Ensure a well-functioning staff complaint reporting and handling mechanism is in place.
  • As a member of senior management team, ensuring that agreed measures for safety and security are in place and adhered to by all staff, including but not limited to the upkeep of MOSS standards, security and evacuation plans, and staff movement.
  • Conduct of other duties as agreed with Senior Management Team or assigned by the Head of Programs Tanzania.
Logistics and Procurement:
  • Provide supervision to country procurement and logistics inclusive of related information management and maintenance, requests for quotations, quality control and ensuring the set procedures are followed.
  • Supervise country procurement and logistics personnel, and ensuring logistics team’s close cooperation with the departments for admin/finances, human resources and program operations.
  • Monitoring procurement procedures and ensuring that items are accounted for and quality/quantity controlled in stock reports and asset inventory management system.
  • Providing support to Tanzania Logistics Manager in timely management and updating of all logistics reports and information as required by the organisation.
  • Standardisation of all service contracts.
  • Ensure proper guidance to Tanzania Logistics Manager in vehicle and equipment maintenance/repair schedule and value-for-money services to the vehicle fleet/equipment.
  • Ensure maintenance, updating and sharing of procurement and logistics reports on observations concerning staff conduct/performance and use of organisation’s assets; and DRC/DDG monthly reports on fuel, inventory, and equipment maintenance/repair and in stock reports.
  • Manage and implement Information Technology strategies of Horn of Africa Region.
Coordination
  • Develop a network with other INGOs on finance and administration-related topics and ensure a proactive communication with all relevant stakeholders.
  • Share and coordinate administration and finance related information with the Head of Programs and other staff, and attend any internal coordination meetings.
  • Liaise with donors and government officials, especially as relates to issues of compliance, registration and audit.
  • Ensure timely communication with Uganda Office, Regional Office and HQ, Project Managers and Sector leads in Tanzania concerning all issues related to finance, administration, HR, procurement and logistics.
Personal Specifications

Essential:
  • Post graduate degree in Business Administration, Finance or Accounting and Addition Professional qualification such as ACCA or CPA is desired.
  • 7 years INGO or other international agencies experience in finance and operations management in international humanitarian set up, including demonstrated ability to set up operational management systems in a large programme and direct experience of delivery of humanitarian programme in an emergency response.
  • Excellent knowledge in preparing major international donor reports and knowledge of major donor rules including UNHCR, UNICEF, WFP, ECHO, EC, DFID, DANIDA and USG.
  • Possess strong analytical and conceptual skills.
  • Proven Management Skills.
  • Strong accounting and analytical skills.
  • Excellent communication skills in English is required.
Competencies
  • Proven commitment to accountable practices. Good knowledge Navision financial software will be an added advantage.

Availability: As soon as possible

Role Purpose:

Save the Children is expanding its activities in the education sector, particularly in early childhood development and basic (primary) education. The Education Specialist will provide strategic and technical leadership in this process. She/he will assume the overall responsibility for the growth and development of the education portfolio, including training for staff implementing in the field and operations research to test new approaches or the application of approaches in Tanzania. Qualifications and Experience

  • Experience with early grade reading/literacy and numeracy.
  • Prior experience at a senior level, advising projects of at least Tshs. 50 million.

  • Demonstrated experience of developing and managing relationships and funding from donors such as DFID, USAID, World Bank or other development partners.

Rais Magufuli hawezi kuwa mfano wa kuigwa kwa vizazi vijavyo katika mikakati ya mataifa masikini ya kulinda sheria, haki za kiraia, utawala bora na kuleta maendeleo shirikishi (Inclusive Develeopment).

2. Kauli nyingi za kuchochea chuki na uhasama alizozitoa Rais Magufuli si za kwanza wala si ngeni kwa Wazanzibari. Kisiasa wazanzibar na hasa wafuasi wa CUF (ambao ni wengi) wamekuwa waathirika wakubwa wa matumizi makubwa ya ukandamizaji na unyanyasaji iunaofanywa kikatili sana kupitia MAJESHI, MAZOMBI, JANJAWIDI nakadhalika. Mauaji yaliyofanywa na Serikali ya CCM chini ya utawala wa serikali ya awamu ya Tatu iliyoongozwa na Benjamini William Mkapa Januari 26-27, 2001 yalisababisha watu 46 kuuliwa na vyombo vya Ulinzi, watu 38 wameuwawa kwa kificho mpaka leo hawajaonekana. Watanzania 658 waliojeruhiwa, na 135 waliopata vilema vya kudumu katika maisha yao. Aidha zaidi ya wazanzibar 4000 waliishi kama wakimbizi Shimoni, Mombasa nchini Kenya, orodha yao tumeiambatanisha na taarifa hii. Kama kweli Rais Magufuli anataka kulinda amani ya Tanzania haiwezekani kuwa raia wamekuwa wakipigwa na kuteswa na kukatwa viungo vyao na kuporwa mali zao na vikosi vya majeshi, Mazombi na akiwa kimya na kutoa kauli za kubariki vitendo hivyo. Kwa mtizamo wa Magufuli, ukatili na uhuni unaotendwa na MAZOMBI ukiungwa mkono na vikosi vya majeshi ya SMZ na vile vya Muungano eti ndiyo ulinzi wa amani. Lakini, Kauli mfano wa hizi zimewahi kutolewa na watangulizi wake na viongozi wa Zanzibar waliopita. Hata hivyo mwisho wa yote hawakuweza kufanikiwa kuwahadaa wazanzibari kudai haki yao na mwaka hadi mwaka wazanzibar wanaotaka mabadiliko wawekuwa wakiongezeka na kuidhihirishia dunia kuwa hawawezi kuvunjwa moyo na vitisho, hujuma na ukandamizaji.

3. Mwenyekiti wa CCM, Rais John Magufuli amemsifia Dokta Ali Mohamed Shein kwa kuchaguliwa kuwa Rais wazanzibar kwa kura nyingi. Jambo hili linachekesha na kustaajabisha dunia, kwani Hata mtoto mdogo anayeishi Zanzibar au Tanganyika anatambua kuwa Dr. Shein si rais halali wa Zanzibar. Ni rais aliyeingizwa madarakani kwa kile kinachoweza kuitwa “tyranny of the highest order of the African Power Mongers who are ready to shed blood for power” yaani “udhalimu wa kiwango cha juu kabisa kinachofanywa na viongozi waroho wa madaraka ambao wako tayari kumwaga damu ili watawale”. Katika uchaguzi halali wa tarehe 25/10/2016. Wazanzibar walimchagua kwa kura nyingi kabisa, Maalim Seif Sharif Hamad kuwa Rais wao. Wazanzibari wanajua hivyo, Watanzania wanajua hivyo, Waafrika wanajua hivyo na dunia inaimba wimbo huo. Kujidanganya kuwa Dokta Shein ni rais halali wa Zanzibar ni uotaji wa ndoto ya mchana kuwa Tanzania ina viwanda kila kata na kila kijiji, ndoto ambayo kwa aina ya uongozi wa John Magufuli haiwezi kutimia.

TAKWIMU ZA MATOKEO YA UCHAGUZI WA TAREHE 25/10/2015:

Wapiga kura wote wa NEC Zanzibar ni 417,882. Kura alizopata LOWASSA 211,033 = 50.05% kura alizopata MAGUFULI ni 194,317= 46.50% Ushindi wa kura za lowassa dhidi ya Makufuli ni 16,721.

ZEC wapiga kura wote ni 402,354. Kura alipigiwa Maalim Seif ni 207,847 =53.32%. kura alizopata Dokta Ali Mohamed Sheni ni 182,011 =46.68%. Ushindi wa Maalim Seif Sharif Hamad dhidi ya Dk Sheni ni kura 25,836.

Kwa matokea haya ni wazi kuwa Wanzanzibar wameikataa CCM. Wazanzibar hawakuwachagua wagombea wa CCM John Magufuli na DK Shein wake.

4. THE CIVIC UNITED FRONT (CUF CHAMA CHA WANANCHI) kinaendelea na msimamo wake uliotolewa na kikao cha Baraza KUU la uongozi Taifa kilichofanyika tarehe 2-3 April, 2016 wa kutoyatambua matokeo ya uchaguzi huo haramu na batili, na kwa msingi huo halimtambui Dk. Ali Mohamed Shein kuwa Rais wa Zanzibar, haliwatambui waliotangazwa kuwa Wawakilishi na wala haliwatambui waliotangazwa kuwa Madiwani. Baraza Kuu linaungana na wananchi wa Zanzibar waliokataa kuwapa uhalali watu hao na kwa hivyo halitoitambua Serikali, Manispaa na Halmashauri za Wilaya zitakazoundwa na watu hao. CUF itaendeleza msimamo wake wa kutoshirikiana na Serikali haramu iliyoundwa na dokta Shein kutokana na uchaguzi batili uliofanyika kinyume na Katiba ya Zanzibar, kinyume na Sheria ya Uchaguzi. Kwa vyovyote vile, Serikali ya dokta Shein haitakidhi matakwa ya Katiba ya Zanzibar na hivyo CUF haitoshiriki kwenye uvunjaji wa Katiba ya nchi.

5. Chama Cha Wananchi CUF, kinaendelea na msimamo wake wa kuutambua uchaguzi mkuu uliokuwa halali, huru, wa haki na uliofanyika katika hali ya amani na utulivu wa tarehe 25 Oktoba, 2015 na pia linayatambua matokeo yake ambayo yanaonyesha wazi kwamba chaguo la Wazanzibari ni CUF na Maalim Seif Sharif Hamad Kitendo cha zaidi ya asilimia 80 ya Wazanzibari kususia uchaguzi haramu na batili wa tarehe 20 Machi, 2016 kimezidi kuyapa nguvu maamuzi yao ya tarehe 25 Oktoba, 2015 mbele ya macho ya Watanzania na kwa Jumuiya ya Kimataifa. Chama cha CUF na Viongozi wake hawawezi kuyumbishwa na watu wenye weledi mdogo sana na siasa za Zanzibar, kama alivyoonesha Rais John Pombe Magufuli. Vitisho vyote vilivyotolewa na Magufuli dhidi ya wanaosimamia HAKI SAWA KWA WOTE na misingi ya kidemokrasia, havitarudisha nyuma juhudi za kuijenga Zanzibari na Tanzania mpya.

6. Tunamtaka Mwenyekiti wa CCM, Rais Magufuli afahamu kuwa stahiki zote anazopewa Maalim Seif zipo kisheria kwa mujibu wa katiba ya Zanzibar na katiba ya Jamhuri ya Muungano wa Tanzania kama wanavyopewa viongozi wastaafu wengine hapa nchini. Stahiki hizo si hisani inayotoka mfukoni mwa kiongozi yeyote Yule. Wala si fedha za CCM, ni fedha za watanzania zinazotokana na makusanyo ya kodi zinazolipwa na wananchi. Sheria ya Mafao ya Viongozi wastaafu wa Kisiasa ya Zanzibar (The Political Leaders Retirement Benefits Act) namba 6 ya mwaka 1999 iliyopitishwa na Dr. Salmin Amour tarehe 15 Mei 2000) imeeleza wazi kuwa viongozi wote wa kisiasa waliohudumu katika serikali ya Zanzibar kuanzia mwaka 1995 kwenda mbele watakuwa na haki isiyoondolewa kwa namna yoyote, ya kupokea stahiki zote muhimu kama viongozi wastaafu. Rais Magufuli amekuwa rais wa kwanza Tanzania mwenye kutoa kauli zenye ukakasi kwa jamii, zenye kugongana na tabia ya kufanya maamuzi bila kuangalia katiba na sheria za nchi. kwake yeye urais siyo taasisi, ni mtu, kwa Magufuli urais ni ubabe, dhuluma, vitisho, kukandamiza na kutojali katiba na sheria za nchi. Huenda Taifa letu limepata janga kubwa la kitaifa katika awamu hii ya uongozi wa nchi. Ni jambo la aibu sana kuona rais wa Jamhuri ya Muungano wa Tanzania anavunja sheria za nchi yake na anamhamasisha rais wa Zanzibar afanye kama anavyofanya yeye.

7. Mwenyekiti wa CCM, Rais John Magufuli anazungumzia kulinda amani bila kuzungumzia kulinda haki. Na wakati huo huo anachochea matumizi makubwa ya kijeshi yasiyozingatia sheria kwa wananchi. Mifano aliyoitoa ya nchi zilizoingia katika uvunjifu wa amani haina uhusiano kabisa na masuala yanayoendelea katika nchi yetu. Rais Magufuli anasahau kuwa nchi hizo anazozitolea mifano, ziliharibiwa kwa sababu ya kuwa na viongozi walioamini katika nguvu za kijeshi (kama yeye) kuliko uongozi wa kidemokrasia na wa kufuata sheria. Raia wa nchi hizo anazozitaja Magufuli walinyimwa haki za msingi za muda mrefu na watawala ndipo wananchi walipoanzisha harakati za kujikomboa, majeshi yaliyoziunga mkono hayakuweza kuzima nguvu ya mabadiliko. Ni jambo lisilokubalika hata kidogo kuwa na rais ambaye kila kukicha mahubiri yake ni namna gani “majeshi yake yatawashughulikia raia wa nchi yake”. Hizi ni hotuba zinazowafanya wananchi wajiandae kisaikolojia kupambana na majeshi yao. Watanzania hawakumchagua Magufuli ili ayaandae majeshi kwa ajili hiyo, alikabidhiwa nchi hii ikiwa na amani na CUF haitakuwa tayari kumuona anaiingiza katika migawanyiko, vitisho na visasi ambavyo vinaweza kuzaa machafuko.

8. Kitendo cha Mwenyekiti wa Tume ya Uchaguzi Zanzibar –ZEC (Jecha SALIM Jecha) kuhudhuria na kushiriki katika mkutano wa CCM uliofanyika Unguja ni ushahidi tosha kuwa tume ya uchaguzi ya ZEC si chombo kilicho huru na kwamba tume hiyo ipo hapo kuhakikisha kuwa Serikali ya CCM haiondolewi madarakani na wananchi wanaotaka mabadiliko ya uongozi wa kisiasa nchini na kwamba ZEC ni tawi la CCM linalotekeleza matakwa yao. Kwa msingi huo huo, CUF na vyama vingine ambavyo vinapigania mabadiliko hapa Tanzania vitaendeleza mipango imara ya kupigania kuwepo kwa Tume Huru ya Uchaguzi Zanzibar na Tanzania Bara (NEC na ZEC). Ni jambo lisilokubalika hata kidogo kujisifia ushindi wa kupora katika uchaguzi kutokana na kupendelewa na Tume ya Uchaguzi ikishirikiana na vyombo vya ulinzi na usalama.

9. Tunamtaka Mwenyekiti wa CCM, Rais Magufuli atambue kuwa; CUF ni taasisi kubwa ya kisiasa nchini iliyo na wawakilishi wa kuchaguliwa na wananchi kutoka kila kona ya nchi yetu, CUF ina wabunge 18 kutoka Pemba, inawabunge wanne (4) kutoka unguja, inawabunge 10 kutoka Tanzania bara. CUF ni chama cha kitaifa kweli, na tangu mwaka 1995 mpaka sasa CCM haijawahi kupata kiti hata kimoja cha uwakilishi toka Pemba. Magufuli asaidiwe na chama chake, kwamba matamanio yake ya kuifanya Tanzania iwe nchi ya mapambano ya kijeshi na raia hayatafikiwa. Akumbushwe kuwa kauli zake zimejaa uchochezi wa kila namna anajaribu kuwaghadhibisha wananchi (Provoke), ghilba za kisiasa za waziwazi na nia ovu iliyojaa visasi. Kauli za namna hii akiendelea kuzitoa katika kipindi cha miaka yake mitano, ataimaliza huku kila mtanzania akijiridhisha kuwa nchi ilipata rais ambaye hakujua nini maana ya urais, na kwa vyovyote vile hakuwatendea haki waliomchagua.

Sote tunatambua kuwa Serikali ya CCM kwa kumtumia Mwenyekiti wake, Rais John Magufuli imeshindwa katika ulingo wa kisiasa kwa kushindana kwa hoja, imekosa uvumilivu wa kisiasa na badala yake inaendesha nchi kwa mfumo wa mabavu bila kuzingatia sheria, haki na wajibu, taratibu na kanuni. Hebu tujiulize, ni nchi gani duniani ambayo ilishinda NGUVU YA UMMA INAYOTAKA MABADILIKO?

Madhumuni ya harakati za kupigania uhuru wa nchi yetu miaka ya 1953-1961 yalikuwa na lengo la kutuondoa watanganyika kutoka katika utumwa, unyonyaji, unyanyasaji, ukandamizaji, ubepari na ubeberu wa rasilimali za Taifa letu na watu wake. Jeshi la mkoloni lilikuwa likitumika kuwadhalilisha wazee wetu. Leo hii baada ya miaka 55 ya kujitawala, tukiwa ndani ya mfumo halali wa kisheria wa demokrasia ya vyama vingi nchini, serikali ya CCM kwa kumtumia Rais John Magufuli inaturudisha nyuma na kufanya vitendo vibaya zaidi kwa raia wake kuliko ilivyokuwa ikifanywa na wakoloni! Cha kusikitisha takwimu hazionyeshi jeshi la polisi lilipotumia nguvu kubwa kupambana na raia kisha raia wakafungua mashtaka mahakamani, Serikali (Jeshi la polisi) ni lini lilishinda kesi hizo. Mauaji ya mwandishi David Mwangosi ni ushahidi wa hili na kesi nyingine nyingi orodha ni ndefu ambazo zikifikishwa mahakamani haki inaangukia kwa walioshtakiwa? Tunamtaka Rais Magufuli atambue kuwa kamwe hatoweza kuzuia nguvu kubwa ya watanzania iliyo tayari kuleta HAKI SAWA KWA WOTE na mabadiliko sahihi ya kisiasa, kiuchumi, kijamii, na kuboresha hali za maisha na kipato cha mtanzania kwa kutumia vyema rasilimali za nchi yetu. Tuna kila sababu ya kuunganisha nguvu zetu kama watanzania kumzuia Rais kwa njia ya amani asiendelee kuikanyaga katiba ya nchi aliyoapa kuilinda. Tunahitaji Taifa letu liwe salama na hatuhitaji kwa namna yeyote ile uvunjwaji wa sheria na matumizi ya nguvu kubwa za vyombo vya dola yanayoandaliwa na rais mwenyewe ili yafanywe dhidi ya wananchi wadai demokrasia.

Simiyu kuanza kutengeneza chaki

Baadhi ya Vijana wajasiriamali wa Wilaya ya Maswa wakiangalia sampuli za maboksi yaliyopendekezwa kutumika
Serikali Mkoani Simiyu imetangaza azma yake ya kuanza kutengeneza Chaki ambazo zitauzwa katika Wilaya za Mkoa huo na nchi nzima kabla ya Oktoba 14 mwaka huu.

Kauli hiyo imetolewa na Mkuu wa Mkoa huo, Mhe. Anthony John Mtaka wakati alipohitimisha mafunzo ya Teknolojia ya utengenezaji wa Chaki kwa vikundi vya vijana Wajasiriamali wilayani Maswa, yaliyotolewa na Shirika la Viwanda Vidogo vidogo (SIDO) Mkoa wa Shinyanga.

Mtaka amesema shule zote za Msingi na Sekondari za Serikali Mkoani humo zinatumia jumla ya katoni 1200 za chaki ambazo zinagharimu shilingi 25,000,000 kwa kila mwezi, hivyo kama Vijana wa Wilaya ya Maswa wakizalisha Chaki na kusambaza katika mkoa mzima watajipatia kipato na kuondokana na umaskini.

Mkuu huyo wa Mkoa amesema katika kutekeleza azma ya Serikali ya Awamu ya Tano ya kuwa na Tanzania ya Viwanda, Mkoa huo umejipanga kuimarisha uwekezaji katika viwanda vidogo vidogo ambavyo vitazalisha mahitaji ya kila siku ya wananchi, hivyo wamedhamiria kuwa na uzalishaji wa bidhaa moja kwa kila wilaya ( one district one product), ambapo Wilaya ya Maswa itakuwa ikizalisha chaki.
“ Wilaya ya Maswa imepokea shilingi 38,000,000 Meatu 31,000,000 kwa ajili ya vijana kutoka Wizara yenye dhamana na Vijana, sasa hivi tumepeleka maombi ya wilaya zilizobaki. Tumedhamiria kuutambulisha Mkoa kwa kuzalisha bidhaa zetu wenyewe, tumeanza na Chaki wilaya ya Maswa, Wilaya ya Meatu wao watazalisha maziwa, tutaendelea kutengeza utambulisho(brand) wa wilaya nyingine kwa kuzalisha bidhaa zinazoendana na malighafi zilizopo” alisema Mtaka.
Akizungumza katika hitimisho la Mafunzo hayo kwa Vijana, Meneja wa Shirika la Viwanda vidogo (SIDO) Mkoa wa Shinyanga, Athanas Moshi ametoa wito kwa vikundi vya vijana kuwa na mipango itakayowasaidia kutangaza bidhaa zao na kupata soko la bidhaa hizo ndani na nje ya Mkoa ili kujiongezea kipato.
“Mtakapoanza kuzalisha chaki, kulingana na tathmini iliyofanyika kama mtauza kwa Mkoa wa Simiyu tu mtakuwa na uwezo wa kutengeneza faida ya shilingi 8,000,000 kila mwezi, hiyo si fedha ndogo mkiwa na mipango thabiti mkazalisha chaki bora mtaweza kuuza chaki zenu nchi nzima na hata nje ya nchi” alisema Moshi.
Naye mmoja wa vijana waliopata mafunzo ya utengenezaji wa chaki, Kelvin Steven ametoa wito kwa Wananchi wa Simiyu na Watanzania kwa ujumla, kuunga mkono juhudi za Vijana Wajasiriamali na kuthamini bidhaa zinazozalishwa hapa nchini ili kuinua uchumi wa Vijana hao na Taifa kwa jumla.

Aidha, Bi. Specioza Fundikira ambaye pia amepata mafunzo hayo amesema matarajio ya Vijana waliopata mafunzo ni kuwa uzalishaji wa chaki utakapoanza kutakuwa na soko la uhakika kwa Shule zote za Msingi na Sekondari za Serikali mkoani humo na mikoa ya jirani, vijana watapata ajira na kuachana na shughuli zisizo halali kama wizi na ulevi.

Kwa Mujibu wa Mkuu wa Wilaya ya Maswa, Mhe. Seif Shekalaghe vijana kutoka vikundi 8 vya Wajasiriamali ambao wameunda kikundi kimoja cha ‘Maswa Youth Enteprises’ wamepatiwa mafunzo ya Teknolojia ya utengenezaji wa chaki na Shirika la Viwanda Vidogo vidogo (SIDO) Mkoa wa Shinyanga kuanzia tarehe 29/08/2016 hadi tarehe 03/09/2016.

Mkuu wa Mkoa wa Simiyu, Mhe. Anthony Mtaka (kushoto) akionesha aina tofauti za maboksi yatakayotumika kufungashia chaki nyeupe na za rangi ambazo zinatarajiwa kuanza kuzalishwa na Vijana wa Wilaya ya Maswa, Mkoani humo wakati alipohitimisha Mafunzo ya Teknolojia ya Utengenezaji wa Chaki kwa vijana hao, (katikati) Mkuu wa Wilaya ya Maswa, Mhe. Seif Shekalaghe (kulia) Mwenyekiti wa CCM wilaya ya Maswa, Mhe. Peter Bunyongoli.

Vijana wajasiriamali wa Wilaya ya Maswa wakiweka chaki walizotengeneza wakati wa mafunzo ya Teknolojia ya utengenezaji chaki yaliyotolewa na SIDO katika maboksi mbele ya Mkuu wa Mkoa wa Simiyu (hayupo pichani) kabla ya Mkuu huyo wa mkoa kuhitimisha mafunzo hayo.

KATIKA harakati za kuhakikisha kuwa Mapato yote stahiki yanakusanywa ipasavyo na kwa Wakati, Mamlaka ya Mapato Tanzania TRA imejiwekea mikakati mbalimbali ya kuongeza wigo wa vyanzo vya Mapato pamoja na kukusanya Mapato kikamilifu.

Mikakati hiyo ni kama ifuatavyo;
  • Kulifanya eneo la Kariakoo kuwa Mkoa Maalumu wa Kodi kutokana na eneo hilo kuwa kitovu cha biashara hapa nchini na kuhakikisha kila mfanyabiashara anakuwa na Mashine ya Kielektroniki ya kodi (EFDs) na kuitumia ipasavyo.
  • Katika kutekeleza hilo Mawakala wote wa EFDs wamefungua ofisi ya pamoja katika jengo la Al-Falah Towers lililopo mtaa wa Msimbazi Kariakoo ili kurahisisha upatikanaji wa mashine hizo na kutatua changamoto zinazowakabili wafanyabiashara katika matumizi ya mashine hizo.
Aidha Mkurugenzi wa Huduma na Elimu kwa Mlipa kodi TRA Bw. Richard Kayombo ametoa wito kwa wananachi na wafanyabiashara kujitokeza kuhakiki taarifa zao za usajili wa TIN kabla ya Tarehe 15 Oktoba 2016 katika vituo vifuatavyo kwaajili ya zoezi hilo kwani muda hautaongezwa baada ya tarehe hiyo maana baada ya tarehe hiyo zoezi hili litahamia mikoa mingine.

Vituo hivyo vya uhakiki ni pamoja na:
  1. Mkoa wa Kodi Ilala: Jengo la Mariam Tower (Shaurimoyo) na 14Rays (Kariakoo-Gerezani)
  2. Mkoa wa Kodi Kinondoni: Jengo la LAPF (Kijitonyama) na Kibo Complex (Tegeta) na ofisi za TRA Kimara.

Pamoja na kuhakiki taarifa zao, wafanyabiashara wote ambao hawana TIN nchini wanaombwa kufika katika ofisi ya TRA iliyoko karibu nao ili kujisajili kuepuka kukumbwa na msako unaondelea hivi sasa nchi nzima pamoja na uhamasishaji.

Wakati huo huo Bw. Kayombo amewahimiza wamiliki wa vituo vya mafuta kutekeleza agizo la Serikali la kufunga mashine za EFDs kabla au ifikapo tarehe 30 Septemba 2016 kwani kinyume na hapo ukaguzi utaanza kufanyika kuanzia tarehe 1 Oktoba na hatua za kisheria zitachukuliwa kwa wale wote watakaobainika kukiuka agizo hilo.

Katika kuhakikisha kwamba kodi ya ongezeko la thamani VAT inakusanyawa kwa Wakati Mamlaka inawakumbusha walipakodi wote waliosajiliwa na Kodi ya Ongezeko la Thamani - VAT kuwasilisha ritani ya kila mwezi kabla au tarehe 20 ya kila mwezi badala ya tarehe 27 iliyokuwepo kabla ya mwaka hu wa fedha.

Kwa upande wa walipa kodi zaa makadirio na kodi za makampuni (Corporation Tax) wanakumbushwa kulipa kodi zao mapema mwezi hu wa tisa badala ya kusubiri msongamano mwisho wa mwezi ambao unaweza kuwasababishia usumbufu.

Hivyo hivyo walipakodi wote wanaodaiwa madeni ya kodi za nyuma au malimbikizo wanakumbushwa kutembelea Mameneja wa mikoa, Wilaya na ofisi mbali mabli za TRA zinazowahudumia ili kujadiliana namna ya kulipa madeni hayo.

Kutokana na mikakti mizuri iliyowekwa na uiongozi wa TRA na serikali Mpaka sasa baadhi ya mikakati hiyo imeanza kuonyesha mafanikio na mwelekeo mzuri wa makusanyo ambapo kwa kipindi cha mwezi Agosti 2016 TRA imekusanya Trillioni 1.158 ikilinganishwa na lengo la Trillion 1.152 ambayo ni asilimia 100.57. ambapo Mwezi Agosti mwaka 2015 TRA ilikusanya billioni 923.
