Reporting to the Deputy Representative, the post holder is responsible for the whole BELS Programme. S/he takes the lead in strategic policy, planning, implementation, monitoring and resource allocation issues in relation to Basic Education and Life Skills.

Your profile:
Advanced university degree in Social Sciences and preferably education, or a related technical field with a research component. At least ten years progressively, responsible professional work experience at the national and international levels in Education Programme planning and management, or at least a closely related field, with emphasis on strategic planning.
Knowledge of the latest developments and technology in education and related fields.
Proven ability to conceptualize, plan and manage programmes, as well as to impart knowledge and teaching skills.
Leadership, supervisory and managerial skills
Good analytical, negotiation, communication and advocacy skills.
Demonstrated ability to work in a multi-cultural environment and establish harmonious and effective working relationships both within and outside the organization.
Demonstrated ability to work in a complex environment, requiring a very high level of diplomatic negotiation skills.
Good understanding of education policy, planning and monitoring and evaluation, including interpretation of quantitative and qualitative data and budget analysis for education policy and planning.
Good understanding and commitment to the UN Harmonization and Delivering as One pilots.
Computer skills, including internet navigation and various office applications.
Fluency in English and another UN language required. Knowledge of the local working language of the duty station is an asset.

Job Responsibilities:
  • Abt is hiring a full time Finance Manager for a USAID funded Indoor Residual Spraying (IRS) project based in Africa. The Finance Manager will provide overall project support and will be responsible for the financial administration of the project. Specific responsibilities include:
  • Assure the development and monitoring of project budgets, accurate financial reports, and projection of funding needs, in close coordination with the COP/DCOP and the Contract Administrator at Abt/Bethesda.
  • Per USAID and Abt Associates guidance, assure that the project maintains the highest administrative, financial, and operational standards for compliance and audits.
  • Manage the logistics and procurement of supplies and equipment in compliance with USAID and Abt Associates procurement regulations.
  • Responsible for Human Resources requirements with respect to local employees, following the local labor law, and USAID salary scales, and compliance with Abt Associates' Human Resources policies and procedures for hiring, performance reviews, terminations, etc.
  • Perform recruitment of needed staff to assure the smooth flow of work.
  • Perform oversight of inventory management -- establishes weekly system for basic office supplies, maintains up-to-date information on all inventory, and oversight of inventory transfers as directed by USAID, with documentation of transfers.
Skills Prerequisites:
  • Bachelors in Business Adminsitration, Finance, Accounting, or other relevant field.
  • 12 plus years of relevant professional experience in financial management of large international projects including expereince managing USAID projects
  • Demonstrated experience in logistics, procurement and supply chain management
  • Familiarity with compliance of USG Cost Accounting Standards and the ability to manage large budgets, managing logistics and procurements
  • Demonstarted experience managing public health programs in Africa
  • Excellent writing, computer, and organizational skills.

Tanzania may allow overseas voting

Tanzanias living abroad may start voting in next year’s general elections, it has been learnt. The Prime Minister, Mr Mizengo Pinda, said here on Wednesday that the government was working on modalities to facilitate the move following sustained pleas from overseas-based Tanzanians.

“Relevant authorities are currently working on the matter to see how best it could be undertaken,” said the premier during talks with Tanzanians living in Kenya, held at Laico Regency Hotel in Nairobi.

They asked the government to facilitate their participation in the 2010 General Election, having made a similar call in 2005. Mr Pinda assured them that the government was taking their request seriously, noting that he had received similar appeals from Tanzanians living in the UK earlier this year.
