Mtihani wa Kitaifa wa kumaliza elimu ya Sekondari kwa Kidato cha Nne utaanza rasmi Jumatatu, Novemba 2 hadi 27 mwaka huu kwa shule zote za mikoa ya Tanzania Bara na Zanzibari.

Baraza la Mitihani Tanzania - NECTA kimetangaza matokeo ya mitihani ya darasa la saba iliyofanyika September 9 na 10 mwaka huu ambapo mikoa ya kanda ya ziwa imefanya vizuri ikilinganishwa na mikoa mingine nchini.

Akitangaza matokeo hayo jijini DSM, Katibu Mtendaji wa Baraza hilo Dk. Charles Msonde amesema jumla ya watahiniwa 51,8034 kati ya 76,3602 wamefaulu sawa na asilimia 67.84, ambapo kati yao wasichana wamefaulu kwa asilimia 64.60 na wavulana asilimia 71.58 huku kiwango hicho cha kikiongezeka kwa asilimia 10.85 ukilinganisha na ufaulu wa mwaka jana wa asilimia 56.99.

Dk. Monde amezitaja shule zilifanikiwa kuingia kumi bora kitaifa mwaka huu ni pamoja na shule ya Waja Springs ya Geita iliyoshika nafasi ya kwanza ikifuatiwa na Enyamai ya Mara na Twibhoki pia ya Mara katika nafasi ya tatu huku zikifuatiwa na shule nyingine 7 zote kutoka mikoa ya kanda ya ziwa. Shule ya Mwashigini ya mkoani shinyanga imetajwa kushika nafasi ya mwisho.

Katika hatua nyingine Dk. Msonde amezungumzia pia kukamilika kwa maandalizi ya mitihani ya kidato cha nne ambayo itafanyika kuanzia nov mbili hadi 27 mwaka huu na kuwataka wasimamizi pamoja na watahiniwa kujiepusha na vitendo vya udanganyifu ili kuepuka kufutiwa mitihani hiyo.

Kwa kuwa mitihani hiyo inafanyika tanzania bara na visiwani Dk Msonde amewatoa hofu watahiniwa wa Zanzibar ambako kuna hofu ya uvunjifu wa amani kutokana na masuala ya kisiasa kuwa mitihani hiyo itaendelea kama kawaida kwani suala la ulinzi limeimarishwa.

Taarifa ya UVCCM kuhusu Uchaguzi wa Zanzibar 2015

TAARIFA ILIYOTOLEWA NA UMOJA WA VIJANA WA CCM KWA VYOMBO VYA HABARI TAREHE 31 OKTOBA 2015 MAKAO MAKUU YA UVCCM DAR ES SALAAM

Ndugu Waandishi wa Habari,

Umoja wa Vijana wa Chama Cha Mapinduzi unachukua nafasi hii kukipongeza kwa dhati Chama Cha Mapinduzi (CCM) na aliyekuwa mgombea wake wa Urais wa Jamhuri ya Muungano wa Tanzania Rais mteule Dkt. John Pombe Magufuli pamoja na mgombea mwenza wake Mhe. Samia Suluhu Hassan kwa kupata ushindi wa kidemokrasia wa kishindo kwa kupata asilimia 58.46%.
Ushindi huo ni alama na kielelezo cha kuendelea kukubalika kwa CCM mbele ya Watanzania walio wengi kutokana na Sera zake, Mipango yake na mikakati ya kuwatumikia wananchi, kulinda amani, utulivu na kuendeleza Umoja wa Kitaifa nchini.

Kwa upande mwingine tumelazimika kuwaita hapa leo kuelezea masuala muhimu kadhaa yaliyojitokeza katika Uchaguzi Mkuu wa Zanzibar uliofanyika Oktoba 25, mwaka 2015.

Kama ilivyotolewa taarifa na Mwenyekiti wa Tume ya Uchaguzi Zanzibar (ZEC) Jecha Salim Jecha, kwamba Uchaguzi wa Zanzibar kwa sehemu kubwa ulikumbwa na kasoro nyingi za kimsingi ambazo zimesababisha Tume kufuta matokeo kwa nafasi za Urais, Wawakilishi na Madiwani.

UVCCM tumefanya tathmini ya haraka na kina ili kujua kiini cha tatizo hilo ikiwemo kukusanya taarifa toka vyanzo mbalimbali ambapo tumebaini na kugundua madhaifu kadhaa yaliyojitokeza katika hatua za maandalizi ya Uchaguzi Mkuu wa 2015 kwa upande wa Zanzibar.

Tumepata wasiwasi wa suala zima la namna zabuni ya karatasi za kupigia kura ilivyotangazwa na kumpata mzabuni ambae alipewa kazi na Tume ya Uchaguzi Zanzibar.

Ni ukweli usiopingika kwamba ZEC ilizidiwa nguvu na wanasiasa wa Chama cha Upinzani cha CUF ambao kwa kiasi fulani wameshinikiza Tume ya Uchaguzi kwa namna moja au nyingine kuikubali Kampuni ya ya Afrika Kusini ambayo sifa zake zinafahamika kuwa ina matatizo.

UVCCM tuna mashaka na kampuni hiyo iliyopewa kazi ya kuchapisha vifaa vya Uchaguzi ambayo kumbukumbu zinaonyesha iliwahi kuomba kazi ya kutayarisha vifaa kama hivyo katika uchaguzi mkuu wa mwaka 2005 na kupewa, lakini SMZ baada ya kugundua kampuni hiyo ina matatizo, ilivunja mkataba na karatasi za kura zilichapishwa hapa hapa nchini.

Kampuni hii inalalamikiwa kuwa chanzo cha kuvurugika kwa chaguzi mbalimbali katika nchi za Afrika ikiwemo Cameroon, Benin, Ivory Coast na baadhi ya nchi za Latini Amerika. UVCCM tumeshangazwa sana kuona ZEC wakiikubali Kampuni ambayo tayari SMZ mwaka 2005 waliikataa na kuvunja nayo mkataba.

Kampuni hii inasemekana kwamba imekuwa inashirikiana na vyama vya upinzani hasa katika nchi za Afrika chini ya mkakati wa kuvisaidia kushinda Uchaguzi.

Pia tumepata mashaka na watendaji wa Tume ya Uchaguzi Zanzibar ama walizembea au walikuwa sehemu ya njama za kutaka kuvuruga uchaguzi. Kwa nini tunasema hivyo? Ni kwa sababu watendaji wa Tume ya Uchaguzi wanaifahamu vyema Kampuni hii, matatizo yake, lakini wameshindwa kuishauri Serikali na matokeo yake kuiingiza nchi katika hasara na mkanganyiko wa kisiasa.

Tunawataka watendaji wa Tume ya Uchaguzi Zanzibar kujipima kama wanatosha kuendelea kuwa na sifa ya kuwa Watendaji wa Tume hii sambamba na Makamishna wao ambao nao hawakujituma zaidi kujiridhisha na utendaji kazi wa Kampuni hiyo kwa kuzingatia taarifa za nyuma za Serikali ya Mapinduzi Zanzibar hasa pale ilipovunja Mkataba.

Kwa mwenendo huo na mtazamo halisia ni wazi kuwa Chama cha CUF kimehusika na njama hizi za wizi wa kura na ndio maana Katibu Mkuu wake Seif Shariff Hamad akaamua kukiuka taratibu na kajitangazia ushindi kinyume na Katiba na Sheria za nchi wakati zoezi la kuhesabu kura likiendelea katika majimbo ya Pemba na Unguja. Ni kituko na mshangao kuona vyombo vya dola vikimtazama macho mgombea huyo aliyefanya kosa la jinai bila ya kumchukulia hatua za kisheria na kumfikisha kwenye mikono ya sheria.

Umoja wa Vijana wa CCM tunaitaka Serikali ya Mapinduzi Zanzibar Kuunda Tume huru itakayochunguza kwa kina na undani wa kadhia hii ikiwemo suala zima la namna ilivyoendeshwa zabuni hadi kufikia kupatikana mzabuni na taarifa yake itolewe kwa umma.

Tumekuwa tukisema mara kadhaa Chama cha CUF ni chama ambacho kimezoea kuwahamasisha wafuasi wao kufanya vurugu, ghilba, ubaguzi na masuala mengine ambayo hayaendani na kanuni za kidemokasia.

Katika kuyathibitisha haya, wakati wa kazi ya kupigakura na kuhesabu kura huko Kisiwani Pemba, wafuasi wa CUF wakiwa na jazba wamevamia vituo vya kupigia kura kinyume cha sheria na kuanza kuwashambulia kwa mapanga Mawakala wa Chama cha Mapinduzi na kuwatoa nje, huku wengi wao wakijeruhiwa vibaya.

Wafuasi hao wa CUF wakiwa katika makundi, wameyafanya hayo katika Vituo vya Majimbo ya Tumbe, Micheweni na Konde katika Mkoa wa Kaskazini Pemba ambapo Mawakala wa CCM wamewapiga na kuwajeruhi na kusababisha kusimamishwa kwa kazi za kuhesabu kura.

Hadi sasa Mawakala wetu hali zao sio nzuri bado wapo hospitalini wakiendelea kupatiwa matibabu. Tumekuwa tukijiuliza inakuwaje Pemba CUF hawataki vyama vyengine kushiriki Uchaguzi kwa kuwafanyia vitendo vya kuwapiga, kuwabagua, kuwabughudhi wakati wao wanashiriki katika kila uchaguzi ndani ya Jamhuri ya Muungano wa Tanzania?

Haikuishia katika Majimbo hayo tu, bali uvunjaji wa sheria uliendelea katika sehemu mbalimbali za huko Pemba ambapo wafuasi wa CUF waliokuwa wamekaa pembezoni mwa barabara karibu na Vituo vya Makangale, Kisiwani kwa binti Abeid, Chonga, Mtambwe, Wete, Kojani, Mchangamdogo wafuasi hao wa CUF waliwazuia wana CCM wasiende kupigakura.

Mbali na kufanya hivyo, pia katika huduma za usafiri wafanyakazi wa gari za abiria za kutoka Wete kwenda Gando, Konde-Wete, Chake – Wete kupitia njia kongwe waliwashusha wana CCM na huku katika vituo vyengine vya kupanda abiria wakiwakataa wana CCM wasipande magari yao
Hivi wanataka kutuambia kuwa CCM na vyama vyengine nje ya CUF havina haki ya kushiriki katika Siasa Kisiwani Pemba? Ubaguzi huu haukubaliki na tunawaomba wapenda demokrasia wote na Jumuiya za Kimataifa kuchukia vitendo vya kibaguzi na kihuni vinavyofanywa na wafuasi wa CUF kule Pemba.

Tangu siku ya Jumatatu wafuasi wa CUF kule Pemba wanachanganya maji na dawa ya kusafishia chooni au kwenye masinki ya kuoshea vyombo wanawamwagia wafuasi wa CCM ama katika makazi yao au usiku wakiwa wamelala wanawamwagia maji hayo ambayo yanawaletea madhara ya kuwashwa mwilini.

Ni dhahiri kuwa Chama cha CUF hakipati kura nyingi kule Pemba kwa ridhaa ya wapigakura, bali ni kwa kuwashurutisha wapigakura , kutoa vitisho na hata katika baadhi ya Majimbo wanawake wametishiwa na waume zao wasipopiga kura CUF watapewa talaka.

Hali kama hiyo pia imejitokeza katika Shehia za Kijini na Potoa katika Mkoa wa Kaskazini Unguja ambapo wanaume waliwashurutisha wake zao kwamba watakapofika kituo cha kupigia kura wadai hawajui kusoma na kuandika au wana matatizo ya kutokuona vizuri ili waume zao wapige kura kwa Chama cha CUF. licha ya sheria kuzuia mikusanyiko ya watu karibu na vituo vya kupigia kura huko Pemba wafuasi wa CUF walikusanyika karibu na vituo vya kupigia kura Katika majimbo ya Ole, kojani, Chonga, Mkanyageni, Mtambwe, Wete, Jadida, na Konde,. Vituo vya shengejuu pujini, kiuyu, Minungw’ini kulikuwa na wafuasi wa CUF waliokusanyika na hata walipotakiwa kuondoka na polisi hawakutii.

Yote hayo yametendeka mbele ya macho ya watendaji wa Tume ya Uchaguzi na licha ya mawakala wetu kulalamikia ukiukwaji huo wa demokrasia hakuna aliyewasikiliza. Ni wazi kuwa kuliandaliwa mazingira ya wizi wa kura na ukiukwaji wa taratibu na sheria uliopewa baraka na baadhi ya watendaji wa Tume ya Uchaguzi Zanzibar.

Umoja wa Vijana wa Chama cha Mapinduzi tunalaani vikali vitendo vya wafausi wa Chama cha CUF na tunaziomba pia Jumuiya za kimataifa kuungana nasi katika kulaani vitendo hivyo ambavyo havikubaliki hata kidogo.

Tunaviomba vyombo vya ulinzi na usalama kuwasaka wale wote wanaohusika na uharamia huu na kuwafikisha katika vyombo vya kisheria.

Sote tunafahamu kuwa misingi ya uchaguzi huru ni pamoja na masuala mazima ya kutotishwa wapigakura, kutoshurutishwa kupiga kura kwa Chama fulani kwa maana mpigakura awe huru kuchagua Chama anachokitaka , kuwepo kwa mawakala na watazamaji wengine wa Uchaguzi mambo ambayo kwa sehemu kubwa hayazingatiwi katika Majimbo mengi kule Pemba.

Wakati tukijiandaa kurejea Uchaguzi wa Zanzibar UVCCM. Tume ya Uchaguzi Zanzibar kuwa makini na watendaji wake hasa wasimamizi wa vituo kule Pemba ambao kwa namna moja au nyingine wanashirikiana na Chama cha CUF kuvihujumu Vyama vingine hasa Chama cha Mapinduzi.

Katika hali isiyokuwa ya kawaida na pengine ilijulikana mapema na waangalizi wa Uchaguzi, Makundi ya Waangalizi wa Uchaguzi hasa wale wa Kimataifa walikipa kisogo Kisiwa cha Pemba. Tujiulizeni kwa nini waangalizi wengi walisalia katika Kisiwa cha Unguja na kukiacha Kisiwa cha Pemba?

Hata hivyo tunazo taarifa za uhakika kuwa baadhi ya waandishi wa habari nao waliondolewa kwa hila na vitisho huko Pemba kwa madai kuwa kungeweza kutokea machafuko ambayo yangehatarisha aidha maisha au usalama wao.

Mpango huo wa vitisho tumepata ushahidi umeratibiwa na kusimamiwa ipasavyo kwa karibu na waandishi wawili wa habari wa kike ambao ni wafuasi na mashabiki wa CUF waliokuwa wakipokea maelekezo kutoka kwa Kiongozi mmoja wa Upinzani huko Zanzibar.

Bomu lateguliwa Mkunazini, Zanzibar; CUF washitushwa



Jeshi la Polisi Zanzibar kwa kushirikiana na Jeshi la Wananchi (JWTZ), limefanikiwa kutegua bomu lilitegwa eneo la Mkunazini karibu na kituo cha polisi mjini Zanzibar.

Bomu hilo lilitegwa na watu wasiofahamika na jeshi la polisi lilipata taarifa ya kutegwa kwa bomu hilo kutoka kwa Wasamaria wema.

Akizungumza na NIPASHE, Kamishna wa Jeshi la Polisi Zanzibar, Hamdani Omar Makame, alisema baada ya kupata taarifa kutoka kwa wananchi kuwa eneo hilo kuna kitu kimetegeshwa, jeshi la polisi lilifanya uchunguzi na kubaini kuwa ni bomu na kufanikiwa kulitegua kwa kuliripua ili kuepusha maafa.

“Ni kweli kulikuwa na kishindo kikubwa baada ya jeshi la polisi kuliripua bomu hilo lakini hakuna madhara yoyote yaliotokea,” alisema.

Aidha alisema kuwa jeshi la polisi linaendelea na uchunguzi ili kubaini ni aina gani ya bomu lililotegwa na aliyefanya kitendo hicho.

Licha ya tukio, hali ya Zanzibar ni shwari na huduma za kijamii zimerejea katika maeneo mbalimbali.

CUF YASIKITISHWA NA MABOMU

Chama Cha Wananchi CUF, kimeelezea kusikitishwa na matukio ya kuwatia hofu wananchi na kuhatarisha amani ya nchi.

Akizungumza na waandishi wa habari katika ofisi za Chama hicho Mtendeni Zanzibar, Naibu Katibu Mkuu wa CUF Zanzibar Nassor Ahmed Mazrui, ameyataja matukio hayo kuwa ni pamoja na miripuko inayoelezwa kuwa ni mabomu katika maeneo ya Mkunazini na Michenzani.

Ameyataja matukio mengine kuwa ni uvamizi uliofanywa katika kisiwa cha Tumbatu ambao ulipelekea nyumba nne kutiwa moto na nyengine kadhaa kuvunjwa, sambamba na kupigwa na kujeruhiwa kwa wananchi 16 wa kisiwa hicho.

Akifafanua kuhusu matukio ya miripuko, Mhe. Mazrui ameishauri Serikali kuwatafuta waliotega mabomu hayo kwa kutumia picha za kamera za ulinzi za CCTV ambazo zimesambazwa katika eneo lote la Mji Mkongwe.

Amesema bila ya kuchukuliwa kwa hatua wananchi wataendelea kuamini kuwa matukio hayo yamepangwa makusudi kwa lengo la kuwatia hofu wananchi washindwe kuendelea na shughuli zao za kimaisha.

Wakati hayo yakiendelea, Mhe. Mazrui amesema juhudi kubwa zimeanza na zinaendelea vyema kwa kuzishirikisha jumuiya na taasisi za ndani na nje ya nchi, zikiwa na lengo la kukwamua mkwamo wa kisiasa unaoikumba Zanzibar hivi sasa.

Reporting to the Lead Strategic Information Advisor, the Manager Statistician/SAS Programmer will execute Statistical Analysis Plans (SAPs) according to project specifications.

Major Accountabilities
  • Provide statistical representation and leadership on project and protocol teams
  • Participate in the creation and review of Standard Operating Procedures
  • Manage the execution of all statistical based projects
  • Responsible for preparation of SAPs, including the result tables, figures, and listing for inclusion in the study report and/or publications
  • Oversee and confirm the validation of all results
  • Design, perform and interpret ad hoc analyses when needed.
  • Lead statistical programming teams in conducting and validating statistical analyses

In partnership with the Centers for Disease Control and Prevention (CDC), ICAP is conducting Population-based HIV Impact Assessments (PHIA) in up to 20 PEPFAR-supported countries. Each PHIA will define the status of the national HIV epidemic, guide global and local allocation of funding and resources based on evidence, and integrate capacity building of country stakeholders in the design, conduct, analysis, and use of PHIAs.
Reporting to the Statistical Program Manager, the Senior Statistician/SAS Programmer will execute Statistical Analysis Plans (SAPs) according to project specifications.

Major Accountabilities
  • Lead statistical programming teams in conducting and validating statistical analyses
  • Conduct statistical analysis plan review to inform Statistical Program Manager of best path
  • Report on timeline and needed resources for assigned statistical projects
  • Provide statistical programming expertise to project teams
  • Write and execute statistical programs for the creation of tables, figures, listings, and analysis databases
  • Review SAPs in preparation for programming of planned analyses
  • Write SAS code for Macros and utilize SAS Macro library
  • Ensure all programming activities and processes are conducted according to the PHIA project standard operating procedures and/or sponsor requirements
  • Participate in project meetings
  • Perform other related duties as directed
Education
  • Requires a Bachelor’s Degree in Statistics, Biostatistics, Computer Science or related disciple, or equivalent in education and experience, with at least four (4) years of directly related experience.
Experience, Skills, and Minimum Qualifications
  • Minimum four (4) years of professional experience
  • Minimum three (3) years of applicable SAS Programming experience
  • Excellent accuracy and attention to detail
  • Advanced knowledge of Base SAS, SAS/STAT and SAS Macro Language
  • Demonstrated experience with statistical programming with a high level of organization, autonomy, technical skill, and team orientation
  • Demonstrated experience working in a team and independently
  • Excellent organizational and oral/written communication skills required

Background Montrose has been contracted by DFID to undertake a four year programme entitled USEDATA – ‘Using Extractive Data for Transparency and Accountability’. The programme aims to support governments, civil society and industry to make better use of the rapidly expanding pool of publically available extractive industry data for accountability and improved policy-making.
The programme will launch six multi-faceted data pilots in six countries across Africa and Asia-Pacific. The country data pilots will see the launch of a suite of digital and non-digital extractive industries open data solutions including, user-friendly country dashboards, issue-specific sub-dashboards and a number of offline data solutions.
Montrose is seeking to identify an experienced and suitably qualified Coordinator for the programme’s Tanzania Data Pilot and for broader representation of Montrose as appropriate.
Specific Tasks and Responsibilities:
• Support the identification of key stakeholders in Tanzania
• Develop and maintain linkages with key stakeholders on request from the Regional Director
• Consult with identified stakeholders within civil society, government, and extractive industry on how to source data in-country
• Support the establishment of the National Steering Group (NSG) for the Tanzania data pilot
• Support the collection of in-country data as identified and prioritised by the technical team
• Provide inputs and gather information in-country including key issues, political and environmental considerations and stakeholder issues
• Support the Regional Director on the technical design of the Tanzania data pilot, based on contextual mapping and country requirements
• Support the identification, planning and implementation of the Tanzania data pilot activities

Skills and Experience:
• A minimum of five years’ experience in Tanzania related to the extractive industries sector

Purpose of the Role
The purpose of this role is to oversee the effective delivery of the Railway Children Africa (RCA) strategy in Tanzania. In so doing the Head of Programmes will ensure that RCA continues to develop effective strategies for supporting children on the streets and that these strategies are made available to a greater number of beneficiaries. You will help ensure that RCA is recognised as the lead agency in the region working on the issue of street connected children.
Key responsibilities:
  1. Responsible for the delivery of high quality and effective programmes that drive impact in line with the Railway Children change agenda.
  2. Manage programmes in line with the RCA strategy and in line with donor commitments, analyse project performance and progress, resolve issues as they arise.
  3. Ensure all project risks are documented and assumptions revisited to ensure risks and mitigating factors reflect the current reality.
  4. Lead and manage Tanzanian based programme staff, ensure all resources are managed in-line with Railway Children Africa policies.
  5. Responsible for fundraising in Tanzania to ensure the continuation and expansion of projects and plans.
  6. Ensure programme results are well documented with robust data systems in place across the programme.
  7. Develop effective communications plans that ensure all internal reporting requirements are met, and externally RCA continues to increase its profile and public reach.
Specific Responsibilities:
Leadership and management
Line manage Tanzanian based RCA programme staff, namely Programme Development Officers and Kivuko Project Manager. Also line manage the RCA Communications Officer and any volunteers recruited in to the RCA team either within Tanzania of from the UK office, as agreed with the East Africa Regional Director.
Develop, manage and oversee RCA implementation plan, including ensuring all staff work plans and monthly progress updates are up to date and incorporated in to the overall planning document.
Conduct annual appraisals and agree annual performance objectives for direct reports, to be monitored during monthly one to one sessions.
Monitor and approve expenditure against agreed work plans within delegated authority limits.
Produce bi-annual programme reports for RCA Board.
Liaison with UK head office, in particular ensuring information required for UK office is provided in a timely manner and of a high quality.
Liaison with donors, both RCA direct and via RC, ensuring all donor requirements are met on time and information is provided is high quality.
Partnership management
Supervise and support project officers to maintain and develop generative, participatory relationships with RC partners and collaborating agencies. Directly developing relationships with partner CEO’s/Directors and Board members where possible.
Ensure all RCA due diligence, partnership agreement and partner review processes are fulfilled, and are executed to a high standard.
Provide an advisory role for RCA Programme Officers in all of their dealings with partners and actively support them in communications with partners where necessary.
Support in the delivery of training for partners based on identified training needs.
Manage RC East Africa programme budget and approve expenditures in coordination with Finance Manager and East Africa Regional Director (EARD).
Strategy
Actively engage in the Railway Children strategy review process and develop a strategy for 2017 and beyond that enables growth of RCA, through the development of effective quality programmes for children.
Support the development of partnerships that add value to the ability of RCA to deliver its strategy, both in terms of practice development and organizational capacity.
Linkages & Networking
Support networking and linkages with external organizations and technical experts on key programme priorities at local, national and international level
Build a hub of external agencies and individuals useful for key programme priorities and develop good working relationships to be able to draw upon these resources as and when required.
Identify and contribute to external communications opportunities, which may include making presentations at conferences, holding briefings with donors and other stakeholders, participating in networks, and contributing to journals.
Accompany, or make arrangements for, Railway Children Trustees and or other visitors to partner organisations where required.
Maintain and build on working relationships with senior government departments and facilitate linkages with respective local departments both for RC and for our partners.
Strengthen linkages with other national and international agencies
Represent Railway Children in key local, national and regional networks and fora.
Manage activities as requested by your line Manager.
Fundraising
Actively seek out funding opportunities within East Africa and source funds to cover areas of planned activity.
Support UK office with all information needed to submit funding bids to UK based donors.
Ensure all donor reporting requirements are met on time and reports are submitted of a high standard.
Operations management
Formulate annual plans in coordination with EARD and Finance Manager.
Strengthen systems and procedures for working with partners - assessments, planning, monitoring and evaluations, documentation etc.

Key Competencies

Kwa kiasi kikubwa mchakato wa uchaguzi ulifanyika kwa njia za amani na utulivu. Hata hivyo ZADIA imeshtushwa mno na tamko la Mwenyekiti wa Tume ya Uchaguzi Zanzibar (ZEC) Mh. Jecha Salim Jecha la kutangaza kuufuta Uchaguzi Mkuu Zanzibar na matokeo yake.

Ama kwa hakika kitendo hicho hakikuwa cha busara na kinapelekea kurudisha nyuma maendeleao ya demokrasia Zanzibar, na vilevile hakiashirii mustakbali mwema kwa nchi yetu tuipendayo. Shetani caught in Tanzania for ivory trafficking

Shetani behind bars in Tanzania
The law enforcement body responsible for the arrest of the “Queen of Ivory” earlier this month has officially arrested notorious elephant poacher Boniface Matthew Mariango, referred to by law enforcement officials as “Shetani” or “The Devil,” after a manhunt that lasted for over one year.

“Shetani” was arrested by the National and Transnational Serious Crimes Investigation Unit (NTSCIU) Task Force on the outskirts of Dar es Salaam, Tanzania. He is Tanzania’s “Most Wanted” elephant poacher and ivory trafficker and directly responsible for the killing of thousands of elephants over the past years.

He has evaded arrest again and again, slipping away at least seven times, but this time we caught him, in a wild manhunt after informers reported his whereabouts in the outskirts of Dar.

The evidence we have against “Shetani” is crushing. He is the major supplier of weapons, ammunition and cars to poaching syndicates operating across the country and beyond.”

Statement by Commonwealth Election Observer Missions regarding Zanzibar 2015

The Election Observer Missions of the Commonwealth headed by His Excellency Dr Goodluck Jonathan, the Southern African Development Community (SADC), headed by the Honorable Oldemiro Baloi, Minister of Foreign Affairs and Cooperation of the Republic of Mozambique, the African Union, headed by His Excellency Armando Guebuza, the European Union headed by Ms Judith Sargentini, observed the voting and counting processes across the United Republic of Tanzania on 25 October 2015.

We note with great concern the statement issued by the Chairman of the Zanzibar Electoral Commission, in which he nullified the Zanzibar elections.

We issued interim statements on 27 October, in which we all affirmed the credibility of the voting process.

We were pleased that the voting and counting took place in an atmosphere of peace, and that the people of Tanzania demonstrated a strong commitment to their democratic process by turning out in significant numbers to cast their vote.

We had commended the National Electoral Commission and the Zanzibar Electoral Commission for the competent and largely efficient manner in which they managed the electoral process on Election Day.

Our overall assessment of the voting and counting process at the polling stations, based on all our observations, was that it was conducted in a generally peaceful and organised manner, according to the procedures outlined in the laws of the United Republic of Tanzania and the laws of Zanzibar. We stand by this assessment.

We were conscious that the tabulation of results process was yet to conclude. We expressed the hope that all stakeholders, in particular, the political leadership in Zanzibar, would await the conclusion of that process in the spirit of national unity, reconciliation, peace and stability.

We now respectfully request the Zanzibar Electoral Commission to specify in which polling stations there were irregularities. We appeal to the ZEC to act with full transparency in its decision to nullify the elections. We urge the political leadership of Zanzibar to cast aside their differences, put the interest of the United Republic of Tanzania and Zanzibar first, and come together to find a speedy resolution to the issues that have led to this unfortunate development.

Democracy, peace and unity in Zanzibar are at stake.

The 2010 elections in Zanzibar ushered in a government of national unity which gave the people of Zanzibar hope for sustainable peace and democracy.

We urgently call on the leadership of Zanzibar, the United Republic of Tanzania, the ZEC, NEC and all stakeholders to live up to the expectations of the people.

General Functions:
Under the overall supervision of the USRAP Programme Officer in IOM Washington and the direct supervision of the Operations Officer in IOM New York the incumbent will be responsible for the performance of routine and specialized operational tasks including daily USRAP resettlement activities: receiving and transmitting USRAP related data and coordinating USRAP arrivals with IOM POEs, US Resettlement Agencies, PRM, IOM service providers, and IOM sending missions.
Operations Assistant Duties and Responsibilities:
The specific tasks will include:
  1. Review, Validate, Distribute and ensure accuracy of all received movement reports including Advanced Booking Notifications (ABN), Cancelations (CAN), Departures (DEP), Mission Domestic Bookings and update arrival status (COA).
  2. Use RMI to process and track status of all above mentioned reports
  3. Follow and update the USRAP schedule to ensure all expected movements are processed in a timely manner.
  4. Comply with special requirements needed for vulnerable cases; including unaccompanied minors and cases with special medical or security concerns.
  5. Monitor and effect US domestic bookings for medical and operational escorts.
  6. Ensure reports are in accordance with the Movement Management Manual (MMM) and NY Operations Standard Operating Procedures (NY OPS SOPS)
  7. Serve as a resource to Sending Missions to better facilitate USRAP movement schedules.
  8. Distribute information regarding USRAP flights to the US Resettlement Agencies (RA), US Ports of Entry (POE), US Department of State Bureau of Population, Refugees and Migration (PRM), CDC, Travel Agents and authorized USRAP partners.
  9. Update and Distribute the Daily Transmission Report.
  10. Create Proflight folders according to the NY OPS SOPS.
  11. Process Domestic Bookings in RMI.
  12. Receive itineraries from US travel agents and sending missions.
  13. Review and ensure accuracy of the bookings using AMADEUS in accordance with the NY OPS SOPs.
  14. Distribute domestic bookings to the US Resettlement Agencies , US POE, and authorized USRAP Partners.
  15. Facilitate rebooking requests as required.
  16. Regularly monitor New York Operations correspondence by phone and email and serve as the New York Operations focal point between the field missions, US POEs, the US resettlement Agencies, PRM, State/Federal Authorities, hospital staff, airline staff and private citizens.
  17. Receive, create and follow-up on incident reports (i.e. missing luggage, medical emergencies, escort issues, problems in transit) via email and log them into the New York Operations Incident Report Database.
  18. Ensure confidentiality of all correspondence.
  19. Prioritize and complete incident reports within 1 week.
  20. Identify the key elements of the report and consult all relevant IOM offices – Sending, Transit, and POE – when responding to incident reports.
  21. Report data errors to the Receiving Mission Interface (RMI) Support Team and follow-up according to the established SOPs.
  22. Provide training and travel as needed in support of USRAP activities and applications.
  23. Assist in the development and maintenance of the IOM NY OPS SOPs and USRAP Chapter of the MMM.
  24. Liaise with RPC and field missions in the distribution of MTIF/xMIF reports for COP and follow-up with missions as needed to ensure timely movement planning..
  25. Respond to email and phone inquiries in regard to the status of USRAP cases and coordinate as required.
  26. Create and distribute USRAP Promissory Notes and Inventory Reports.
  27. Complete ad-hoc duties: check fares and routs through Amadeus, support MiMOSA-WRAPS/CDC/RA Interfaces, do database testing and prepare presentations/workshops.

Education and Experience:
Bachelor Degree and at least 5 years of professional experience preferably in the airlines or travel agency.
Desirable Qualifications
Knowledge of AMADEUS is an advantage. Existing knowledge of IOM movement management tools such as HIT, MiMOSA, I-Gator, RMI and SAR is a distinct advantage as well as sound knowledge of geography, and of global airline routings. Computer literate: must be able to manage voluminous email traffic, use the Internet and have a working knowledge of Microsoft Office applications such as Word and Excel. Must have accuracy in handling and reporting data.
Proven ability to work harmoniously in a diverse, multicultural environment. Excellent organizational and leadership skills with ability to manage multiple tasks simultaneously under time constrains. Mature individual, with flexibility and able to travel and work overtime, when requested. Ability to maintain high performance standards with attention to details. Previous working experience with NGO or International Organizations is an added advantage.
