Tarehe 27 Julai ya mwaka huu Kamati Kuu ya Chama cha Demokrasia na Maendeleo (CHADEMA) ilitangaza azimio la kuanzisha harakati tulizozipa jina la Umoja wa Kupinga Udikteta Tanzania (UKUTA). Pamoja na mengine, azimio hili lilipitishwa kufuatia tamko la Rais wa Jamhuri ya Muungano wa Tanzania, Dkt. John Po
be Magufuli, kupiga marufuku mikutano yote ya vyama vya siasa katika nchi yetu hadi mwaka 2020. Kama mnavyokumbuka, Kamati Kuu yetu iliteua siku ya Septemba Mosi, yaani kesho, kuwa ni siku rasmi ya kuanza kwa harakati za UKUTA ambazo zingejumuisha mikutano ya hadhara na maandamano ya amani nchi nzima.

Kufuatia azimio la Kamati Kuu ya CHADEMA, mambo mengi sana yametokea. Mengi ya mambo haya ni ya ajabu na ya kusikitisha sana. Tumemwona Rais wa Jamhuri ya Muungano, aliyekula kiapo cha ‘kuilinda, kuihifadhi na kuitetea’ Katiba yetu na Sheria zake, ‘akiikanyaga’ Katiba hiyo hadharani kwa kutishia kwamba mtu yeyote atakayefanya mikutano na maandamano ya amani ‘atakiona cha mtema kuni.’

Tumeshuhudia Jeshi la Polisi, ambalo lina wajibu kisheria wa kutoa ‘ulinzi na msaada’ ili kuwezesha mikutano kufanyika kwa amani na utulivu, likizunguka mitaani mijini na vijijini na kutembeza hadharani magari ya deraya na silaha nyingine nzito za kivita kwa lengo la kuwatisha wananchi wanaopanga kutekeleza kile ambacho Katiba na Sheria za Tanzania zinawaruhusu kukifanya, yaani, mikutano ya hadhara na maandamano ya amani.

Tumeona kwa mshangao mkubwa Jeshi la Wananchi wa Tanzania (JWTZ) likitoa tamko la vikosi vyake vyote nchi nzima kufanya usafi siku ya Septemba Mosi, wakati Jeshi hilo lilikwishafanya maadhimisho rasmi ya Sikukuu ya Mashujaa tarehe 25 Julai. Na tangu alfajiri ya leo hadi muda huu, JWTZ imerusha ndege za kivita katika maeneo yote ya Dar es Salaam, kitu ambacho hakijawahi kutokea katika historia ya majeshi yetu.

Na wote tu-mashahidi wa jinsi ambavyo viongozi wa ngazi zote wa CHADEMA na wanachama wa kawaida wamekamatwa, kuteswa na kufunguliwa mashtaka ya uonevu kwa sababu tu ya kutetea au kutekeleza haki na uhuru wao kwa mujibu wa Katiba yetu. Aidha, tumeona matukio mabaya ya kihalifu – ya kweli ama ya kutengenezwa – yakihusishwa kwa makusudi na UKUTA ili kutengeneza mazingira ya kiusalama ya kuhalalisha ukiukwaji wa Katiba na Sheria zetu na vitendo vya kutesa waTanzania na kukiuka haki zao za binadamu.

Vile vile, kila mmoja wetu ameona sio tu mikutano ya hadhara na maandamano ya amani, ambayo imewekewa utaratibu wa kisheria, bali pia mikutano ya ndani ya vyama vya siasa, ambayo haijawekewa utaratibu wowote wa kisheria, ikikatazwa na Jeshi la Polisi. Mahali pengi katika nchi yetu, mikutano ya CHADEMA ya aina hiyo imevamiwa na kuvunjwa na Jeshi la Polisi na viongozi na wanachama wetu kukamatwa ama kupigwa na kuumizwa vibaya.

Ni juzi tu kikao cha pamoja cha Kamati Kuu yetu na Wabunge wetu kimevamiwa na polisi na viongozi wa ngazi za juu wa Chama kama vile Mwenyekiti wa Chama Taifa, Mh. Freeman Mbowe, Katibu Mkuu Dkt. Vincent Mashinji, Naibu Katibu Mkuu John Mnyika na wajumbe wa Kamati Kuu Mh. Edward Lowassa na Prof. Mwesiga Baregu kukamatwa na kuhojiwa na polisi.

Na hivyo tunavyozungumza, Naibu Katibu Mkuu wetu Zanzibar, Mheshimiwa Salum Mwalimu na viongozi wengine wa chama chetu, wako rumande Bariadi mkoani Simiyu tangu wiki iliyopita, kwa sababu ya kunyimwa dhamana kwa kosa ambalo sheria iko wazi kwamba lina dhamana.

Sio tu uhai wa mfumo wa vyama vingi vya siasa ambao uko hatarini. Uhuru wa vyombo vya habari umeshambuliwa sana katika kipindi hiki. Ndani ya mwezi huu mmoja, gazeti la Mseto limefungiwa na vituo vya radio vya Radio 5 ya Arusha na Magic FM ya Dar es Salaam vimefungiwa kwa kutangaza habari zinazohusu UKUTA.

Ndugu wanahabari,
Yaliyofanywa na Rais Magufuli mwenyewe na Jeshi la Polisi yamefanywa pia na viongozi wa serikali wa ngazi za chini ya Rais, kama vile mawaziri, Wakuu wa Mikoa na Wilaya. Hawa nao wametoa matamko ya kupiga marufuku mikutano ya hadhara na kutoa amri za kuwakamata viongozi na wanachama wetu watakaofanya mikutano hiyo. Taasisi za nchi yetu ambazo zina wajibu wa kulinda haki za vyama vya siasa na haki za binadamu kwa ujumla zimejionyesha wazi wazi kutokuwa na uhuru unaohitajika katika utekelezaji wa majukumu yao ya kisheria na kikatiba.

Msajili wa Vyama vya Siasa ambaye, kwa mujibu wa Sheria ya Vyama vya Siasa, ana wajibu wa kusimamia utekelezaji wa sheria hiyo, ameshindwa kabisa kulinda na kutetea haki za vyama vya siasa za kufanya mikutano ya hadhara na maandamano ya amani. Badala yake, Msajili Francis Mutungi amejidhihirisha kuwa adui mkubwa wa mfumo wa demokrasia ya vyama vingi katika nchi yetu, kwa kuunga mkono matamko batili ya kupiga marufuku mikutano ya hadhara na maandamano ya amani.

Kwa kifupi, katika kipindi cha takriban mwezi mmoja tangu kutangazwa kwa UKUTA, tumeshuhudia Tanzania yetu ikiserereka kwa kasi kwenye mteremko mkali wa utawala wa kidikteta.

Katika mazingira haya, taifa letu limeingia katika taharuki kubwa. Watanzania wa kila rika na wa kila kundi la kijamii wameingiwa na hofu kubwa ya nchi yetu kuingia katika machafuko ya kisiasa na umwagaji damu mkubwa endapo siku ya Septemba Mosi, yaani kesho, tutatekeleza azimio letu la kufanya mikutano ya hadhara na maandamano ya amani nchi nzima, na majeshi ya ulinzi na usalama yakatekeleza azma yao ya kutumia mabavu ya kijeshi kuzuia au kuzima mikutano na maandamano hayo ya amani.

Kwa sababu ya taharuki hii na ombwe kubwa la uongozi wa kisiasa lililojitokeza tangu tutangaze UKUTA, viongozi wakuu wa kidini wa madhehebu mbali mbali ya dini zote kubwa hapa nchini, yaani, Mkuu wa Kanisa la Kiinjili la Kilutheri Tanzania (KKKT), Mkuu wa Kanisa la Kianglikana Tanzania, Rais wa Baraza la Maaskofu Katoliki Tanzania (TEC), Katibu Mkuu wa Baraza la Kikristo Tanzania (CCT), Mkuu wa Kanisa la African Inland Church Tanzania (AICT), Katibu Mkuu wa Baraza la Makanisa ya Kipentekoste Tanzania (CPCT), Mkuu wa Makanisa ya Kipentekoste ya Karismatiki, Mufti Mkuu wa Baraza Kuu la Waislamu Tanzania (BAKWATA) na Mufti Mkuu wa Zanzibar, wametuomba na kutusihi, katika vikao mbali mbali tulivyofanya pamoja nao, tuwape muda wa wiki mbili au tatu, ili waweze kufanya jitihada za kuonana na Rais Magufuli kwa lengo la kutafuta suluhu ya kudumu ya mgogoro huu wa kisiasa, ili kuliepusha taifa letu na machafuko ya kisiasa na umwagaji damu, utakaosababishwa na matumizi ya nguvu za kijeshi yanayotishiwa na Rais Magufuli na majeshi yetu ya ulinzi na usalama.

Aidha, sio viongozi wa kidini tu ambao wametuomba kuahirisha UKUTA kwa muda. Viongozi wa taasisi za kiraia kama vile Kituo cha Sheria na Haki za Binadamu (LHRC), Taasisi ya Mwalimu Nyerere, Jukwaa la Wahariri na Jukwaa la Katiba nao wametusihi tuahirishe UKUTA kwa muda, ili tutoe fursa kwa jitihada za mazungumzo na majadiliano kufanyika.

Sisi CHADEMA tunatambua na kujali haki zetu za kisiasa kama zilivyofafanuliwa katika Katiba na Sheria za nchi yetu. Hata hivyo, tunajali na kuheshimu kwa kiasi kikubwa zaidi, haki ya waTanzania ya ‘kuishi na kupata kutoka katika jamii hifadhi ya maisha yao’ kama ilivyotamkwa na ibara ya 14 ya Katiba. Tunatambua mchango mkubwa ambao umetolewa na dini zote hapa nchini katika kutunza utulivu uliopo Tanzania na katika ustawi wa kiuchumi na kijamii wa waTanzania. Tunaelewa rai ya viongozi wetu wa kiroho juu ya umuhimu wa kutafuta suluhu ya mgogoro huu wa kisiasa kwa mazungumzo na majadiliano.

Tofauti na wengine ambao wamekataa hata kuwaona viongozi wetu wakuu wa kidini, sisi tunawaheshimu viongozi wetu wa kidini. Tumekutana nao. Tumesikiliza na kutafakari wito wao wa kuahirisha UKUTA kwa wiki mbili au tatu, ili wapate fursa ya kuzungumza na Rais Magufuli na Serikali yake. Huu ni wito wa busara na wenye kulijali taifa letu na watu wake. Sio wito unaopaswa kupingwa kwa sababu nyepesi nyepesi.

Tofauti na wengine, sisi wa CHADEMA hatuwezi kuwakaidi viongozi wetu wa kidini katika wito wao huu wa busara.

Kwa sababu hizi zote, tunaomba kuwatangazia viongozi wetu wa ngazi zote za CHADEMA, pamoja na wanachama, wafuasi na mashabiki wetu na waTanzania wote popote walipo, kwamba tunaahirisha kwa mwezi mmoja mikutano na maandamano ya amani yaliyopangwa kufanyika nchi nzima kuanzia kesho Septemba Mosi, ili kutoa nafasi kwa viongozi wetu wa kiroho kutafuta suluhu ya jambo hili kwa kukutana na Rais Magufuli na Serikali yake.

Endapo jitihada za viongozi wetu wa kidini hazitazaa matunda katika kipindi hicho, mikutano na maandamano hayo ya amani sasa yatafanyika kuanzia Oktoba Mosi ya mwaka huu. Tunawaomba viongozi na wanachama wetu nchi nzima waendelee na maandalizi mbali mbali kwa ajili ya UKUTA katika maeneo yao.

Aidha, tunarudia wito wetu kwa vyama vingine vya siasa, taasisi na mashirika ya kiraia yasiyokuwa ya kiserikali, taasisi za kitaaluma za aina mbali mbali, vyombo vya habari na waTanzania katika ujumla wao, kujiunga na UKUTA na kutetea Katiba yetu na haki za binadamu. Tunasisitiza tena: hakuna atakayepona endapo Rais Magufuli atafanikiwa kuangamiza mfumo wa vyama vingi vya siasa katika nchi yetu kama alivyodhamiria.

Hakuna atakayekuwa salama endapo Rais Magufuli ataruhusiwa kukanyaga Katiba yetu, kupuuza sheria za nchi yetu na kukiuka haki zetu za binadamu kama anavyotaka. Kama inavyotamka Katiba yetu, ‘kila mtu ana haki, kwa kufuata utaratibu uliowekwa na sheria, kuchukua hatua za kisheria kuhakikisha hifadhi ya Katiba na sheria za nchi.’ UKUTA ni sehemu ya hatua hizo za kisheria za kuhakikisha hifadhi ya Katiba na sheria zetu. Tujenge UKUTA ili tuokoe nchi yetu.

SolidarMed has been strengthening Ulanga’s community-based primary health care system, including a network of community health workers (CHWs) and volunteers, since 2010. The current phase focuses on setting – up a community health worker network and fostering the self-help capacities in communities. The upcoming phase (2017+) will consolidate these achievements and put an increasing focus on strengthening the supply side (providers and facilities) This Maternal, Neonatal and Child Health project is implemented by a dynamic local team and embedded into the overall SolidarMed country programme for Tanzania. It aims at capitalizing its lessons learnt and contributes to policy dialogue at multiple levels.

The position requires regular dislocations to the surrounding health facilities and Ifakara.

Key tasks and responsibilities
  • Overall management and coordination of the project, incl. planning, monitoring, budgeting, reporting
  • Act as technical advisor to partners (district health system) and build clinical capacity among local health staff (hospital, health centre, dispensary) through training, coaching and mentoring, with a thematic focus on Maternal, Neonatal and Child Health.
  • Ensure the strategic and operational alignment of the two project components (community and facility level)

We are looking for
  • Medical doctor with an additional degree in Public Health, at least 3 years of work experience, incl. in low-resource settings, preferably in Sub-Saharan Africa
  • Clinical expertise in MNCH (obstetric, surgical or paediatric skills welcome)
  • Interest in operational research, scientific exchange, knowledge sharing and data management; experience in this area would be an asset
  • Applied knowledge of project cycle management and team leading
  • Good writing and reporting skills (English)
  • Valid driving license
  • Personal flexibility and preparedness to live in a remote rural place with frequent dislocations to the health facilities
The position comes with a mix of managerial (planning, coordination, networking, reporting etc.) and clinical (mentoring, coaching, on the job teaching) tasks. Betam sues CITCC over Tanzania network backbone deal breach

Betam Communications Tanzania has asked the High Court to order state-owned China International Telecommunication Construction Corporation (CITCC) to pay it TZS 20 billion in compensation for allegedly breaching a contract relating to the installation of the fibre optic cable network in Tanzania, reports Daily News. The Betam Company, under directorship of Ethiopian Terrefe Ras-Work, is suing CITCC and CITCC Tanzania, demanding several reliefs. Ras-Work is the former Head of Africa Division and Policy Advisor of the International Telecommunication Union.

His company claims USD 6.26 million from CITCC as agency commission, compound interest at the rate of 10 percent per annum until the date of suit, which is USD 2.22 million for the period of delay, the interest, and general and special damages, among others.

Betam's advocate Semu Anney told the trial judge that there was an agreement between the parties in relation to the installation of National ICT Broadband Infrastructure Backbone Networks in Tanzania. He submitted that the averments as to the matter were pleaded in the plaint and specifically admitted on the written statement of defence by the two Chinese companies, who are defendants in the suit in question for the execution of commission agency agreement for the project in the country.

Among Betam's obligations as per the contract were identification of the project opportunity in Tanzania for CITCC, negotiation of a Memorandum of Understanding and cosigning with CITCC and Tanzania, and advice on technical, financial and business issues.

Betam Company also promoted the interests of the CITCC in particular and China in general with Tanzania government officials for the benefit of the two countries and provided support in the implementation of the project as and when required. CITCC had to consider the project opportunity identified by Betam, evaluate the project and take appropriate actions, consult with Betam on policy matters to ensure its successful implementation and pay appropriate compensation to Betam as per the agreement.

Dwight Howard provides educational resources to schoolgirls in Tanzania


Dwight Howard is more than a basketball player. He’s even more than a philanthropist. The Atlanta Hawks center doesn’t just donate his money in the hopes of making the world a better place, he truly embodies the spirit of giving back.

Through Howard’s D12 Foundation, the basketball star has been making efforts not only to “facilitate positive change in the lives of American youth”, but also to empower the schoolgirls of Tanzania by providing them with the educational resources needed to succeed.

“One of the things that I was told was that it’s very hard for women to go to school, and when they do there’s a danger of them being raped or kidnapped and all sorts of things happening with them getting to school,” Howard told the Huffington Post. “That didn’t sit too well with me. And so I just want to do my part to help these women with the opportunity to go to school and learn.”

Within the last 15 years, close to 50,000 girls in Tanzania lacked adequate educational resources because of early pregnancies. Aiding the schoolgirls falls in line with D12’s Early Childhood Education & Literacy “ripple effect” which is designed to improve higher graduation rates, provide access to employment, reduce crime and drug abuse along with lowering incarceration odds.

“This is something that I was put on this earth for, to give back. And I think the best thing you can do with your time is to give,” he said. “For me, just to see these kids grow and go in the right direction it fills my heart with joy.”

Howard launched the D12 Foundation in February of 2011 and has watched the organization succeed tremendously.

“A basketball career for me is great, but there’s a time where that basketball career will be over. These kid’s lives can change forever. And that’s something that will continue to go on even after I’m done playing basketball. So I’m doing anything I can for the community and anything I can for the world ― makes me feel a lot better.”

Kairuki aliongeza kuwa katika kipindi cha Machi mosi mpaka kufikia Agosti 20 mwaka huu, Watumishi hewa wapatao 16,127 walibainika ambapo walikuwa wakisababishi hasara ya mabilioni kwa serikali ambapo serikali kama ingewalipa ingesababisha hasara ya zaidi ya bilioni 16.

“Uhakiki huu ni endelevu kwani baadhi ya Maofisa Utumishi pamoja na Wahasibu si waaminifu hivyo tunawataka waajiri wao kuweka mkazo katika swala hili, kwani tunajua wahasibu wengi wamepewa madaraka lakini si waamiifu”Alisema Kiruki.

Kairuki aliwatoa hofu baadhi ya Watanzani ambao walikuwa wakisubiria ajira mpya kutoka Serikali, alisema kuwa kilichokuwa kikisubiriwa ni takwimu halisi ambazo zitasaidia kuonesha ni watumishi wangapi wameweza kuondolewa.

“hii ni neema kwa wanafunzi waliomaliza vyuo kwani kuna nafasi zipatazo 71,496 kwa mwaka huu wa fedha hivyo napenda kuwahauri vijana kuwa na subira kwa kuto kujiingiza katika makundi yasiyo faa” Alisema kairuki.

Pia aliwataka Maofisa Utumishi kuwa hudumia vizuri watumishi kwa kuwapa haki zao ikiwemo kuwa pandisha madaraja kwa wakati stahili na si vema kwa baadhi ya watu kughushi taarifa za Utumishi wa umma na kusisitiza kuwa kufanya hivyo ni kosa kuibwa sana.

TANZANIA DECMOCRATIC REPUBLIC OF CONGO TRADE FORUM

This forum comes after the growth in the economy of Democratic Republic of Congo in 2015 to 7.7%. “This performance is driven by robust extractive industries and related investments despite the global economic slowdown and the decline in the demand and price for minerals exported by the DRC.” Reported by World Bank.

The Trade Forum is aimed at nurturing trade initiatives whose ultimate goal is to improve business environment, formalize trade and strengthen economic ties between the United Republic of Tanzania and the Democratic Republic of Congo

This forum, under the theme “Strengthening bilateral Trade and Investment opportunities” will assemble over 100 key business players from Tanzania and DR Congo’s Private Sectors. It will also include key policy decision makers from both governments.

Ethiopia and Tanzania agree on power export deal

August 28, 2016 (ADDIS ABABA) – Tanzania is set to sign electricity power export deal with Ethiopia making it the fourth African country purchasing electricity from the latter.

Ethiopia’s national power company (EEP) on Saturday announced that Tanzania has agreed to purchase 400 MW of Ethiopia’s hydro-power processed electricity.

EEP’s Chief Executive Officer, Azeb Asnake said the agreement between the two countries will be finalized in the coming weeks.

Azeb said the new power export deal will fosters economic integration and strengthens multilateral ties between the two countries.

The power transaction will create further economic integration between Tanzania and Kenya as the latter sits between Ethiopia and Tanzania, the CEO told the state run Ethiopian News Agency.

“Because when Tanzania gets electric power from Ethiopia, it has to pass through Kenya,” she said, adding, "When two countries are integrated economically, then they have to watch out for their political relationship as well”.

The horn of Africa’s nation is investing billions of dollars to construct a number of hydro-electric power plants including what would be Africa’s largest Dam known as Grand Ethiopia Renaissance Dam (GERD).

GERD which is being constructed along the Nile River in the Benshangul Gumz region near the Sudanese border is currently over 50 percent complete and will have power generation capacity of 8,000 MW.

The Ethiopian government says construction of the massive dam project will transform the country’s vision to become a leading power exporter in the East African region hub for the renewable energy in Africa.

Ethiopia hopes to become a middle income nation by 2025. Currently, it exports hydro-power processed electricity to its neighbors: Kenya, Sudan and Djibouti.

Ethiopia intends to export power to seven neighboring countries after the completion of the mega dam project.

Azeb further said Ethiopia also signed a Memorandum of Understanding with Burundi and Rwanda.It also has plans to link its grid with South Sudan, Uganda and Yemen.

According to official estimates Ethiopia’s potential power production capacity from hydro as well as geothermal, wind and solar energy over 60,000 MW which is roughly equal to half of Africa’s current installed capacity (147,000MW).

Tanzania gets US$3.1 million grant for Eastern Arc Mountains conservation


An agreement for the grant was signed in the east African nation’s commercial capital Dar es Salaam between the Deputy Norwegian Ambassador to Tanzania, Trygve Bendiksby and the Chief Executive Officer of the Eastern Arc Mountains Conservation Fund, Francis Sabuni.

Sabuni said the grant will go a long way in ensuring that the forests were protected given their unparalleled global, national and local importance.

He said the mountains played an important role in safeguarding the lives of almost 25 percent of the Tanzanian population since they were a source to various water bodies including the Ruvu River which provided water to the whole Dar es Salaam with a population of five million people. Enditem
